State Rep. Larry Phillips not seeking re-election also of Sherman. The vacancy appeared when U.S. President George W. Bush appointed Republican State Representative Ronald H. Clark of Sherman as a judge of the United States District Court for the Eastern District of Texas, based in the branch court at Beaumont in southeastern Texas. Clark had held the state House seat since 1997.

Phillips is the chairman of the House Transportation Committee and a member of the committees on Ethics, Redistricting, and Border and Intergovernmental Affairs. Rep. Larry Phillips Republican Texas House Representative Larry Phillips announced that he would not seek re-election for the next term. Phillips initially won his seat in 2003 in a special runoff election with nearly 66 percent of the vote. His opponent in that initial year was the Democrat Donnie Jarvis,

Phillips secured his latest full term in 2010 with nearly 88 percent of the ballots cast over the Libertarian Kenneth Myers. No Democrat sought the seat. Those seeking the office are Republicans Brent Lawson, an electrical engineer from Van Alstyne, and Kevin Couch, a former member of the Sherman City Council, and Reggie Smith, an attorney from Sherman.

Reggie Smith is the founder and owner of Reginald B. Smith, Jr. PLLC, a general practice law firm which he established in 2003. He is a two term chairman of the Grayson County Republican Party and currently the Northern Regional Director of the Texas Republican County Chairman’s Association.

In 2015, Kevin Couch was elected as City Councilman in Sherman, TX. During his tenure, he championed the revitalization and rebirth of Sherman’s historic downtown. In 2013, he took on the role of CEO at CBC Creative, a full-service creative firm that specializes in branding and marketing.

Brent Lawson earned his Electrical Engineering degree from UT Arlington in 1991 and has spent the past 26 years working in R&D in the Defense and Semiconductor fields. He is a Constitutional Conservative and Republican Party precinct chairman in Grayson County.
