THE ISSUE of homelessness in Hervey Bay has gained significant attention in recent weeks, particularly following a crackdown by the Fraser Coast Regional Council on free camping and homeless community communes along the Esplanade.

This action was precipitated by an alleged attack on a Council officer, which, though disturbing, underscores the broader complexity and challenges associated with homelessness in the region.

The Council’s response was not merely a reaction to a single incident but was rooted in its primary responsibility to ensure the safety and well-being of the broader community.

Public safety, as a foundational duty of local government, necessitates measures to address the potential risks and vulnerabilities associated with homelessness.

At the heart of the issue lies a growing tension between the need for safe, humane treatment of homeless individuals and the pressures of community concerns over public spaces.

The safety of all residents—both housed and unhoused—remains the overriding priority for the Council.

However, such a complex issue requires more than just enforcement of regulations; it demands nuanced, compassionate, and sustainable solutions that acknowledge the underlying causes of homelessness.

Unfortunately, the discourse surrounding homelessness often becomes polarised, with unhelpful commentary circulating on social media platforms. This kind of online dialogue, often marked by judgment and misunderstanding, rarely contributes to

meaningful solutions.

Instead of fostering empathy, it can perpetuate harmful stereotypes and social stigmas, further alienating those already in vulnerable situations.

The term ‘homeless person’ itself carries a heavy, negative connotation, leading to further marginalisation of those who are already struggling. It is essential that we challenge this stigma, approaching homelessness with love, compassion, and a recognition that no one is born homeless.

Homelessness is rarely a choice; it is often the result of a cascade of circumstances, including financial hardship, the breakdown of personal relationships, mental health struggles, and substance abuse.

The increasing gap between housing affordability and income is one of the key contributors to this crisis, and it remains a persistent issue in Hervey Bay. The rental market in the region has seen some of the lowest vacancy rates in the country, making it extremely difficult for those on lower incomes to secure stable housing.

A key factor in the tightening rental market is the rise in interest rates, which is driving up the cost of home ownership and, by extension, rental prices.

Landlords, facing increased costs, are raising rents, which further strains the ability of lowincome tenants to remain in their homes. When investors decide to sell properties—an action they are well within their rights to take—people who had been renting may suddenly find themselves without a stable place to live.

This situation highlights how good, hardworking people can fall into homelessness, not due to any personal failing but because of larger economic forces beyond their control.

The stigma surrounding homelessness makes it even more challenging for people to access support. Homelessness is often accompanied by mental health issues or substance abuse, but these are not the root causes—rather, they are often symptoms of the broader issues. It is important to remember that substance abuse, while alleged in the incident involving the Council officer, is not the defining characteristic of every homeless person. In many cases, it is an isolated aspect of a much larger issue.

Finding solutions to homelessness requires a multi-faceted approach, with coordinated efforts from all levels of government. Local governments, like the Fraser Coast Regional Council, must continue to ensure public safety while working to find sustainable solutions for homeless individuals.

However, the problem cannot be solved by local government alone.

The State and Federal governments must also be engaged, prioritising the issue of affordable housing and implementing systemic reforms that address both supply and demand.

National housing reform must include efforts to increase the availability of affordable housing, ensure rent controls where needed, and provide adequate social services to support individuals facing homelessness.

With the right combination of love, action, and political will, we can begin to close the gap between housing affordability and income, and stem the flow of people falling into homelessness. Ultimately, it is our responsibility as a society to address this issue in a way that upholds the dignity of every individual and provides meaningful support to those in need.

I write in response to Julie McKinlay’s letter about pool hours.

We understand that many people are disappointed by the changes, but keeping our aquatic centres safe remains Council’s highest priority.

In recent years, it has become increasingly difficult to attract and retain qualified staff for our pools.

To operate safely, we need enough trained staff to supervise swimmers, operate equipment and manage water quality. Unfortunately, we do not currently have the numbers to extend our opening hours.

Council is working hard to train and retain staff. We are converting temporary parttime positions into permanent part-time roles to provide greater job security and attract more staff.

Council is also covering the cost of lifeguard training for suitable candidates and has recently increased wages through our enterprise bargaining agreement.

As announced in November, our aquatic centres will remain closed on public holidays – except for Australia Day – while staffing shortages persist. However, they will

continue to operate during school holidays.

We will continue to review the pool hours regularly and look to extend them when staffing levels improve.

I am writing to share my concerns regarding the rapid development taking place in Hervey Bay and the challenge of ensuring that our infrastructure keeps pace with this growth.

While it’s exciting to see our region flourish with new housing estates, businesses, and facilities, it’s crucial that we address the strain this expansion is placing on our water supply, healthcare, and other essential services, not to mention the green spaces in the new developments.

One major concern is the strain on our water reserves.

With an increasing population, the demand for water continues to grow and I wonder if our reservoirs can

cope.

Prolonged dry periods and the impacts of climate change only exacerbate the situation.

Without careful planning and investment in water conservation measures and infrastructure, we risk facing shortages that could seriously impact us all.

Healthcare services are another area of concern.

With a growing population, our hospitals, clinics, and emergency services are under significant pressure to meet demand.

Residents often face long wait times for appointments or in the ER at Hervey Bay Hospital, which is especially worrying for our elderly population.

Development can bring great opportunities, but only if it is paired with thoughtful and timely infrastructure planning.

I urge local councils, state authorities, and developers to prioritise investments in green space, healthcare, water, and community amenities to ensure that Hervey Bay remains a great place to live, work, and raise a family.

It’s vital that we act now to prevent growing pains from overshadowing the benefits of our progress.

Let’s ensure that our beautiful community thrives in every sense.

“This upgrade is part of Council’s strategy to improve infrastructure and ensure a safe, reliable water supply for the region’s growing population,” Cr Govers said.

Michelle Govers announced the installation of a new 14-metre roof to enhance protection against contaminants, extend the reservoir’s lifespan, and secure Toogoom’s long-term water needs. Residents are asked to limit water usage by avoiding outdoor watering, skipping pool fills, taking shorter showers, and using water outside peak hours (6–9 am, 6–8 pm). Excessive use may cause low water pressure.

Council is proposing a $50 million state-of-the-art indoor sports complex at the Fraser Coast Sports and Recreation Precinct, aiming to position the region as a premier pretraining destination for the Brisbane 2032 Olympics while addressing the critical shortage of indoor sporting facilities.

The proposal forms part of Council’s submission to the 100-day review of Brisbane 2032 Olympic and Paralympic Games Infrastructure.

Fraser Coast Mayor George Seymour said the proposed facility would meet Olympic standards while creating a long-term hub for sporting and community activities in the region.

“This multi-use centre will feature indoor courts, a show

court, fitness and wellness centres, climbing facilities, outdoor sports zones, and more,” he said.

“It will cater to a range of sports, including basketball, netball, volleyball and football, while leaving a lasting legacy for our growing community.”

The proposal also highlights existing Olympic-standard facilities in the region, such as the Maryborough Showgrounds and Equestrian Park and the Maryborough Rifle and Pistol Club, which are ideal training venues for equestrian and shooting events.

Cr Seymour said the initiative would deliver benefits far beyond sport.

“Becoming a training hub for the 2032 Olympics offers substantial economic opportunities by attracting

athletes, support teams and spectators,” he said.

“This will drive growth for local businesses and tourism, while upgraded sports facilities will support our rapidly expanding population, projected to exceed 150,000 by 2040.

“Located just three hours north of Brisbane, with daily flights to major Australian cities and excellent medical and accommodation facilities, the Fraser Coast is perfectly positioned to host athletes and visitors from around the world.

“This is a chance to put the Fraser Coast on the global stage. We’re proud to support the Olympic vision while creating a brighter, more active future for our community.”

Hervey Bay has received communication from sleepbus announcing the organisation’s impending closure, casting uncertainty over the future of Hervey Bay’s sleepbus.

In April 2023, the local bank donated $100,000 to fund the purchase of the mobile sleepbus, which has since provided approximately 500 safe sleeps for the region’s vulnerable individuals.

This investment supported the construction of a specially designed mobile vehicle offering safe, temporary overnight accommodation.

The sleepbus features climate-controlled individual sleep pods, each equipped with a lockable door and toilet, delivering an immediate and cost-effective solution to homelessness.

The operations of the sleepbus has relied heavily on donations and volunteers.

However, the management and operations of the service have been solely under the direction of the sleepbus organisation.

While Community Bank Hervey Bay has not been involved in the bus’s operations since its launch, the local bank remains optimistic that the

community can preserve this vital resource.

The community bank encourages local organisations to explore taking on the management rights of the sleepbus to ensure its continued operation.

Tim Evans, Branch Manager of Community Bank Hervey Bay, expressed his hope for the program’s future.

“Homelessness is a heartbreaking reality in our community, and the sleepbus has provided a much-needed temporary solution for many.

One safe sleep can make a profound difference. While we are deeply disappointed by this recent development, we remain hopeful that our community’s strong history of supporting those in need will help save this

essential service.”

Currently, the sleepbus is stationed at Apex Park car park on most Friday and Saturday nights, operating from 8:00 pm to 8:00 am.

During the day, the bus returns to its depot for cleaning and resetting.

Justin Geldard, Chairman of Community Bank Hervey Bay, reinforced the importance of the initiative.

“Our priority is ensuring the sleepbus remains available for the community. We urge all stakeholders to work together to secure its future.”

THE FRASER Coast experienced unprecedented development growth in 2024, with the value of commercial projects soaring from under $300 million in 2019 to nearly $3 billion last year.

Fraser Coast Mayor George Seymour said the region was progressing rapidly, with new lots and development applications more than doubling compared to preCOVID levels.

“Development statistics for 2024 confirm the Fraser Coast is a regional Queensland powerhouse, consistently punching above its weight,” he said.

“In 2024, Council processed 1,000 development approvals, received 4,453 building lodgements, and approved a record 1,130 new titled lots— paving the way for the Fraser Coast’s continued population growth and construction boom in 2025.

“Among the approvals were 987 new dwellings, 225 new units, and 133 commercial

developments, collectively valued at $2.7 billion—a figure significantly boosted by the State Government’s rail manufacturing facility in Torbanlea.

“New residential subdivisions spanned over 121 development sites, complemented by ongoing expansions in 10 lifestyle villages.”

Cr Seymour said the total value of construction and civil works in 2024 exceeded $3 billion, with $327 million in subdivision works and $2.7 billion in building projects.

“The construction industry is a cornerstone of the Fraser

Coast economy, supporting 1,431 local businesses and accounting for 21 per cent of all businesses in the region,” he said.

“Construction and progress drive economic growth, create jobs, and ensure the Fraser Coast remains a thriving, sustainable region for current and future generations.”

ROUGH sleepers engaging in dangerous and anti-social activities have been ordered to move on from public spaces in Pialba in a collaborative effort by Fraser Coast Regional Council and Queensland Police to make the area safer for the community.

CEO Ken Diehm said the action followed an alarming increase in violent incidents, criminal activity and property damage in areas in Pialba such as The Pines Park, Apex Park, alongside Tooan Tooan Creek, and the site known as ‘The Kitchen’ near the All Abilities Playground car park.

“This is not about homelessness - it’s about community safety,” he said.

“We are dealing with a small group engaging in antisocial and violent behaviour that threatens public safety, damages property and the environment, and puts our staff and community at risk.

“Council staff have been assaulted twice in this area while carrying out their duties, including one incident in the past week. We take these attacks seriously and will use the full force of the law to prosecute those responsible.

“Our staff have the full backing of Council, and we will ensure they can work safely to

serve the community. Enough is enough.”

Mr Diehm said Council remains committed to supporting those experiencing homelessness by working closely with Queensland Government and nongovernment organisations to connect individuals with housing, mental health services, and addiction support.

“Council generally takes a compassionate approach to homelessness, provided sites are kept clean and those involved don’t cause concern for other members of the public,” he said.

“However, when public spaces are misused for unsafe gatherings and anti-social

behaviour such as destroying property and abusing others, we must act to protect the broader community.”

Council workers have begun cleaning up the affected sites, removing shelters, and installing barriers to prevent vehicles from accessing the vacant area near Tooan Tooan Creek.

Mr Diehm said homelessness was a challenging and complex issue, but what they were dealing with was an anti-social and criminal element that posed a threat to public safety.

WELCOME to 2025! Many residents on the Fraser Coast may have rung in the New Year with resolutions. As a GP, I speak to patients daily and one of them told me that their goal is to “keep things simple and achievable”.

Like many things that we do, whilst it is important to have your eye set on the result, it is important to set multiple, small and achievable goals to ensure we get there. It is also important to keep things simple.

Any movement is better than no movement. Schedule initially 5-10 minutes every day to do some extra movement. Perhaps, this could mean parking your car a little bit further away. This might mean a few star jumps during the advertisement on the TV or between Netflix episodes. As this becomes easier, aim for 30 minutes of most days, which might include a brisk walk, cycling, swimming, or even dancing.

Diets can be a challenge at times. Review the “low hanging fruit”. Are there choices or substitutions that might be healthier for you? Everything in moderation is the key, but similarly consider

the portion sizes. Instead of having a whole block of chocolate, consider a “couple of squares”. Small changes, like swapping chips for nuts or water for soft drink, can make a big difference over time.

Many of us enjoy an alcoholic beverage. Alcohol guidelines recommend that healthy men and women,

drink no more than 10 standard drinks per week and no more than 4 standard drinks on any one day.

Changing from full strength to middies or lights can be one strategy. Alternating between non-alcoholic and alcoholic drinks is a simple measure.

Finally, schedule in that regular health check-up with your General Practitioner. Just like taking your car for a service, it is important to book that appointment. Prevention and early detection of illnesses can prevent long term complications.

Even small, consistent changes can lead to significant improvements in your health. Focus on progress, not on perfection. Start with one goal, and as it becomes a habit, add another. Here’s to a happy and healthy 2025!

APPROVED INSPECTION PROGRAM 2025

Fraser Coast Regional Council will start an Approved Inspecton Program under secton 134 of the Local Government Act 2009 to monitor compliance with the Water Supply (Safety and Reliability) Act 2008 This applies to premises in Hervey Bay and Maryborough. The program will start on 3 March 2025 and contnue untl 30 May 2025.

The reason for the inspecton program is to monitor compliance with the Water Supply (Safety and Reliability) Act 2008 and in partcular identfy the illegal discharge of stormwater into the sewerage system. Council will issue notces to property owners for illegal stormwater discharge to sewer.

FROM showcasing the Fraser Coast on film to preserving Indigenous heritage and supporting athletes with disability, the Fraser Coast 2025 Australia Day Awards highlight a diverse range of worthy recipients.

Fraser Coast Mayor George Seymour congratulated all the award nominees and recipients.

“The Australia Day Awards celebrate outstanding achievements and contributions across diverse fields, including sports, arts, culture, and the invaluable efforts of community groups and volunteers,” he said.

“This year we consolidated the award categories from 12 down to five to make it easier for residents to nominate deserving individuals and groups.

“We received 45 nominations across five categories, providing a wonderful opportunity to come together and celebrate some truly remarkable achievements.” A special ceremony honouring nominees was held

at the Hervey Bay Regional Gallery on Monday, 20 January.

The winners were formally recognised at the Australia Day Awards presentation and Citizenship Ceremony on Sunday, 26 January 2025 at the Brolga Theatre in Maryborough.

FRASER Coast residents are being invited to have their say on dogs on Hervey Bay beaches.

Cr John Weiland said Council was reviewing the rules for where dogs can be offleash, on-leash, or not allowed on Hervey Bay beaches for the first time since 2015.

“Hervey Bay’s stunning beaches are a favourite spot for locals and visitors to swim, relax and spend time with their dogs. We want to strike the right balance between shared and dog-free areas,” he said.

“Council is seeking community feedback on proposed changes, which include expanding off-leash beach areas and times, adding a new on-leash zone, and extending a small dog-free area.

“We want the community to understand the reasons

behind the regulations and ensure any changes are made transparently and inclusively.

The review follows a recent community petition requesting changes to the dog regulations on Hervey Bay beaches.

The proposed changes will make it easier for Council to put signs on the beach near where the zones start and stop – such as the Scarness Jetty, the boat ramp at the Hervey Bay Sailing Club, and the stormwater drain at Robert Street beach access – making the rules clearer for dog owners.

FRASER Coast Hospice invites couples to celebrate love whilst supporting a worthy cause this Valentine’s Day with an enchanting Sunset Cruise through the Great Sandy Strait, aboard the Amaroo.

The romantic evening voyage, departing The Great Sandy Straits Marina via The Hervey Bay Boat Club on Friday, 14th February from 4-6pm, promises an intimate experience for couples seeking something special this Valentine’s Day.

Local musician Aaron Wakefield will provide live acoustic entertainment as guests sail into the sunset, complemented by a welcome glass of bubbles and light refreshments.

“This Valentine’s cruise offers couples a chance to create beautiful memories while supporting essential end-of-life care in our community,” says Alicia Trimingham-Turl, Hospice Director.

“Guests might even spot our resident dolphins as they enjoy the changing colours of the bay at dusk.”

Tickets are available at $65 per person, with all proceeds supporting Fraser Coast Hospice’s fee-free palliative care services.

For those seeking an extra special Valentine’s experience, the Hospice is also running a romantic getaway raffle.

The prize package includes two tickets for the Sunset

Cruise plus an overnight stay at the luxurious Cypress BnB, located just 100 metres from Urangan’s waterfront. The winning couple will enjoy premium accommodation featuring Egyptian cotton linens, modern amenities, and stunning water views.

KEITH Elliott is a dedicated volunteer known across the region. He is the Treasurer of the Maryborough and District Antique Car Club and volunteers at the Hervey Bay Historical Village and Museum, the Nikenbah Miniature Railway Village, and MELSA, where he drives his own miniature train in Queens Park, Maryborough.

For over a decade, Keith handled mechanical repairs and display restorations at the museum, working on projects like the shark display from Vic Hislop’s former museum and rebuilding a 1903 Oldsmobile replica. Now, due to health challenges, including cancer and Crohn’s Disease, he oversees other volunteers who carry out the jobs.

At 82, Keith refuses to slow down— staying active is in his nature, even if he can’t do as much as before.

Born in Essendon, Victoria, in

1943, Keith grew up with a brother and, as he jokes, “three fathers— most kids had four, so we were lucky!” His parents split when he was three, and his mum remarried twice more.

At 14, he started as an apprentice fitter and turner before becoming a motor mechanic.

Later, Keith married and had three daughters, but the marriage wasn’t too last. In Rainbow, he worked as a Ford service manager and ran the local theatre, earning a projectionist’s permit before planning a move back to Melbourne.

This helped him land a job at GTV Channel 9 in the black-and-white TV era, rolling film for commercials and working on In Melbourne Tonight with Graham Kennedy.

“I remember Graham Kennedy getting sacked multiple times—I even attended two of his farewell parties!

Those were wild days,” Keith recalls.

After five years, he left television and returned to fixing cars. A visit to Mildura for a paddle steamer christening inspired him to build his own, The Emma, which he lived on briefly before selling was one of his greatest achievements.

Thanks to another friend, Keith applied for a job in the videotape department at Channel 0, where he spent the next 20 years. He worked his way up from operating videotapes to editing major dramas and shows.

“Editing was a hands-on process back then,” Keith explains. “We worked with massive two-inch reelto-reel tapes. If you missed a cut, you got a double edit! We’d record in the afternoon, send the audience home, then edit all night—often with a bottle of wine.”

Channel 0 later became Channel 10 and transitioned to colour. Keith

edited iconic shows like Neighbours, Prisoner, and Let the Blood Run Free. He even cut Neighbours’ famous wedding scene between Charlene (Kylie Minogue) and Scott (Jason Donovan) and every episode of the Australian version of Are You Being Served?

Director Bob Spiers, visiting from England, was so impressed that he offered Keith a job overseas. “I wish I’d taken it—he went on to direct Fawlty Towers! But I had a wife and kids, so I stayed,” said Keith.

Keith met Judy 41 years ago at a singles night, where both were dragged by heartbroken friends. Keith, learning to dance, spotted Judy, and they danced all night. Their friends left miserable, but Keith and Judy went home madly in love.

Their first date was the next day at the Channel 10 Kids’ Christmas Party. Keith brought his youngest

daughter, and Judy brought hers— they were testing the waters. With Keith’s three daughters and Judy’s two kids, they soon became their own version of The Brady Bunch. This March, they celebrate their 40th wedding anniversary.

On the Gold Coast, they launched their own production company, Video Tape Editing, working on TV shows, filming Summer Surf Girls, and even creating their own series, Out and About, producing 26 episodes.

Keith and Judy have lived in Hervey Bay for roughly 12 years and love it. Keith paints animals, with his collection adorning their walls. His passion for vintage cars includes a prized 1929 Marquette in original condition.

Keith embraces life with passion, humour, and determination, with Judy always by his side.
