With new legislation now in effect outlining landlords’ responsibilities, we’ve provided a straightforward summary of the key points on pages 42–43. Our experienced Lettings & Management team is on hand to answer any questions or offer guidance you may need.

Market Commentary

In recent months, there have been clear signs of growing momentum in the open market sector. Ross Le Marquand, Senior Open Market Consultant, comments, that we have already handled a substantial number of enquiries, leading to numerous property viewings and several agreed sales progressing through court, with additional transactions scheduled to complete before the end of the year. The volume of enquiries has risen sharply and is significantly higher compared to the same period last year. While this time of year is traditionally buoyant, Cooper Brouard remains positive and confident that this heightened level of activity will continue throughout the remainder of the year and into 2026.

The local market has also experienced a notably active period, with an exceptional number of sales agreed and a strong pipeline set to carry through the remainder of 2025. Ben McVey, Head of Sales, attributes much of this success to a dedicated, hardworking, and trustworthy team. Our depth of expertise and experience is unmatched, but it is our friendly and welcoming approach to clients and customers that truly distinguishes us.

In Guernsey, gas is the most expensive way to heat a home, so many households are switching to electric heating. This shift supports the environment but increases pressure on the electricity grid. If moving from gas, oil or solid fuel, your installer must submit an ‘additional load’ form to Guernsey Electricity.

Engineers will check if the local cables can manage the demand, so plan 18 to 24 months ahead for major upgrades.

There aren’t any overhead power lines as Guernsey’s network is tucked away in underground cabling, safe from weather and sea air.

This keeps the landscape tidy and the network reliable, but buried cables mean repairs or upgrades require excavation and can cause temporary road closures. If you’re adding electric heating or electric car charging, you may also need a larger supply to handle the extra demand.

Heat escapes through walls, roofs, windows and doors, so upgrade these first. From wall upgrades to draughtproofing, thermal curtains and loft insulation, even small changes make homes warmer and greener.

Best Times to Use Electricity

The cleanest, cheapest time is 11pm – 5am. The next best is your afternoon cheap times. You’ll help significantly cut down Guernsey’s carbon emissions and pay less to run dishwashers, washing machines, dryers, charge electric vehicles and heat water.

Understanding New Housing Standards in Guernsey – What Landlords Need to Know

From 1st July 2025, new legislation came into effect that sets out minimum standards for all rented homes in Guernsey. The aim is simple: to ensure every islander has access to safe, secure, and properly maintained accommodation.

For landlords, this represents an important shift. It’s no longer just good practice to maintain your property well-it’s a clear legal requirement. With regular safety checks, defined responsibilities, and the introduction of a formal housing health and safety system, landlords will need to be prepared.

So, what exactly is changing, and what does it mean for you?

Minimum Standards Every Home Must Meet Safety Comes First

Properties must be well maintained inside and out, with tenants able to use essential facilities.

• Toilet, bath/shower, basin with hot/cold water

• Safe drinking water

• Kitchen with storage, oven & hobs

• Controllable fixed heating

• Maintained utilities (power, gas, water, lighting)

In short: homes must be safe, comfortable, and functional.

The legislation also makes safety checks the landlord’s central responsibility:

• Electricity: An EICR every 5 years

• Gas: Annual Gas Safe check

• Oil: Annual OFTEC check

• Smoke alarms: on every floor

• Carbon monoxide alarms: in fuel rooms

These checks not only protect tenants but also safeguard landlords from future liability.

The Housing Health and Safety Rating System (HHSRS)

A new risk-based assessment system will be introduced to identify and address potential hazards in rental properties. This approach focuses on key health and safety risks such as damp and mould, fire hazards, overcrowding, asbestos, legionella and radon. By assessing properties against these factors, it aims to ensure homes are safe, healthy and properly maintained.

If serious hazards are identified, landlords will be required to take prompt action to resolve them. Failure to do so could lead to enforcement measures, ensuring that tenants are protected and housing standards are upheld across the island.

Overcrowding and Property Registration

While overcrowding rules remain the same, landlords now have a duty to report overcrowding should it occur. The Office of Environmental Health and Pollution Regulation (OEHPR) may allow exceptions in certain circumstances but will intervene if conditions are unsafe.

Landlord and property registration is also on the horizon, though this part of the legislation has not yet been implemented. Guidance will follow in due course.

Looking Ahead

This legislation is part of a wider Guernsey Housing Plan, which sets out future reforms-ranging from enhanced rights for tenants and landlords to the potential introduction of rent stabilisation and a statutory deposit protection scheme.

For landlords, the message is clear: compliance isn’t optional. By keeping on top of maintenance, safety checks, and reporting obligations, you not only meet your legal duties but also protect your investment and reputation.
