Market Commentary The market appraisals I have written in the past have been from a professional perspective, on the outside looking in. Having just moved house myself however, this is a little different, as I have recently undertaken the more emotional experience as both seller and buyer. More of that later. In general, the island’s property markets have been resilient in the face of some worldwide economic headwinds. The latest States of Guernsey quarterly residential property price bulletin shows that the mixed adjusted average purchase price for Local Market properties in the second quarter of 2023 was £600,836, 2.1% lower than the previous quarter, but 0.3% higher than the second quarter of 2022 and 46% higher than five years previously. 175 Local Market sales were recorded in the second quarter of 2023, accounting for 62 more than the previous quarter, 61 fewer than the second quarter of 2022 and 8 fewer than the second quarter of 2018. The raw median price, realty value only, of the 20 Open Market transactions in the second quarter of 2023 was £1,633,125, compared with £1,366,843 in the same quarter of 2022.

The average residential rent for Local Market properties was £1,864 per month in the second quarter of 2023, 4.8% higher than the previous quarter, 2.6% higher than the second quarter of 2022 and 42% higher than five years previously. These statistics reflect Cooper Brouard’s view of the market. We recognise that sales have cooled and are settling into a more stable balance of demand and supply; the earlier shock of higher interest rates and inflation has now been factored into the market and we predict a more even volume of sales and steadier price movement. Rental property supply remains tight, and the recent penal stamp duty increase on nonprimary homes is stifling supply, so pressure remains on rental prices. Returning to my own sale and purchase experience, this went surprisingly smoothly, thanks to the expertise and support of Cooper Brouard’s sales team. Seven weeks from marketing to completion of the sale and purchase was speedy, although to my wife and I it seemed an awful lot longer. Having been an estate agent for so long, I am of course acutely aware of all the things that can go wrong. Despite my thirty-five years of assuring buyers and sellers that “everything will be alright” I imagined and worried about every possible pitfall.

Purchasing my new own home has given me first-hand experience of navigating the market, understanding client perspectives, and dealing with the complexities of the process. Certainly, my personal journey through that shared experience of homebuying, highlights the importance to me of our customercentric and empathetic approach. As I settle into my new home, I look forward to helping our customers find theirs with all the valuable experience that my recent journey has given me.

Moving to Guernsey? What you need to know about the Open and Local Market Relocating to Guernsey can be a fantastic opportunity for those seeking a change of pace, a new environment, and an idyllic island lifestyle. Guernsey benefits from a thriving finance industry, a strong economy, and excellent healthcare and education systems. At the same time, the island offers a relaxed and friendly lifestyle with plenty of outdoor activities. If you are considering relocating to Guernsey, you might have heard about our so-called “two-tier” housing market, which is unique to the island. The market is divided into Local Market and Open Market properties, each with its own rules.

Local Market properties A property described as “Local Market” is restricted to individuals born in Guernsey, who have lived here for a certain number of years, or who hold a valid housing Permit or Certificate. Individuals can obtain a housing Permit or Certificate if they come to the island to fill a position experiencing a shortage of suitable “local” candidates.

Open Market properties There are about 1,600 Open Market properties on the island which, as the name suggests, can be occupied by those who do not meet the criteria to live in a Local Market property. If you are relocating to Guernsey, you will probably look for an Open Market property on Part A of the Housing Register. A property in this category is a private house, as opposed to properties on other parts of the Register, which are for hotels, nursing homes and lodging houses.

Who can live and work in Guernsey? To live in Guernsey, you must, in addition to meeting immigration requirements, occupy the property as per the Population Management Law. To begin, everyone must have a Certificate or Permit issued under the Population Management Law to show they are allowed to live and/or work here. Individuals entitled to live in Guernsey and who can undertake any employment here will be issued a Certificate. A Permit allows an individual to live and work in Guernsey provided certain conditions are met – for example, they will work for a particular employer or live

with a named individual. The Permit application process is relatively straightforward. As the owner of an Open Market house, you may be named the “householder” for the purposes of the Population Management Law. As the householder, you will be issued an Open Market Resident Certificate. Your immediate and extended family will also be able to apply for a Permit, which will be conditional upon them living with you at the Open Market property. Fort Richmond Restoring Guernsey’s iconic fortification Constructed some 160 years ago, Fort Richmond is an iconic local landmark, situated in a two-acre site on Guernsey’s west coast, where the expansive and tranquil setting provides many of those attributes that define island living. LIVING IN GUERNSEY Guernsey lies 40 minutes by plane from Gatwick and about 20 miles from France. Les Bourgs first Treasure Trove Auction raises £8,000 Cooper Brouard was delighted to sponsor the inaugural Les Bourgs Hospice Treasure Trove Auction, which took place on Saturday 23rd September 2023. The auction attracted a multitude of enthusiastic bidders and raising an incredible £8,000 for Les Bourgs Hospice. Launched in the spring, Les Bourgs Hospice invited islanders to donate their unwanted treasures in aid of the charity. An array of exceptional items was subsequently collected, and we were both delighted and astounded by the quality and diverse range of the items submitted, not to mention the incredible generosity once again shown by our amazing island community. From Hermes™ scarves to luxury watches, exquisite ceramics to limited-edition prints, the auction quickly attracted 150 luxury and aspirational lots. Alongside the designer and well-known brands, were some exciting, eclectic and intriguing collectables, ranging from coins and stamps to vintage jewellery and Lego sets.

Les Cotils also provided their Harry Bound Room without charge and with an excellent turn out. From 9am, the room was quickly filled with enthusiastic bidders keen to see the lots on offer. At 10am with commission bids in place and telephone and on-site bidders poised and ready to bid, the room was alive with excitement and expectation, as Trevor Cooper got ready to wield his auctioneer’s gavel. The auction quickly got into full swing, with multiple bids being received on the lots. The Hermes™ scarves

The auction was a truly collaborative venture, and we were delighted to have enlisted the services of Chris George who gave his time free of charge. Chris diligently worked through the photography of 150 items on one of the hottest days of the year, to produce images that formed the basis of our catalogue, before the trove was locked away in readiness for Auction Day and we were extremely grateful for his contribution.
