Development Near Freight Rail Policy Revisited After Ohio Disaster

When a freight train more than a mile long went off the tracks near East Palestine, Ohio, two months ago, it got the nation’s attention. The train, owned by Atlanta-based Norfolk Southern Railway, created a public health emergency for a community that, outside of Ohio, few even knew about.

But the incident also sparked a national conversation about the safety of trains carrying hazardous cargo that routinely pass through cities big and small every day, including Denver.

At-large Denver City Council member Debbie Ortega has been talking about the movement of hazardous materials through the city via interstate and rail for years, particularly in the Globeville, Elyria and Swansea neighborhoods.

“I’ve given my life to serving the people of Denver because I love this city,” she said. “The GES (Globeville, Elyria, Swansea) neighborhoods are not strangers to the risks associated with living near freight railway corridors.”

In a recent City Council committee meeting, Ortega revived a proposal from 2021 that would deny permit applications for development within 100 feet of a freight railway unless the application contains certain attestments, including an evacuation plan and mitigation measures.

In a presentation, Ortega stated there are 1,465 household units in Denver within 150 feet of railroads, with another 22,163 within 1,000 feet and 75,030 within a half-mile.

Viña Apartments Raises Rent for Income-Restricted Housing

Residents who were promised low-income housing at the Viña Apartments, which opened less than a year ago in the Elyria-Swansea neighborhood, recently faced a rent increase or an alternative eviction notice.

Columbia Ventures, the management company for the Viña Apartments, issued two rent increases at the beginning of the year — the first one was a 5% increase in January, and a second increase two weeks later in February more than doubled the total hike to 12%.

Now, tenants of the complex are encountering housing insecurity and say that utilities are not being equitably charged per household, among other grievances.

“We were threatened with eviction if we did not sign another lease in December,” said Jessica Neckien, a resident of Viña Apartments, in a recent meeting with other tenants. Neckien, who moved into the complex last year, said the management company has intimidated residents with demands and evictions if

they did not comply.

“About two weeks later, I received a notice stating that they made a mistake and the rent increase would be 12% or more,” Neckien said.

The Viña Apartments opened on May 4, 2022, at 48th Avenue and Vine Street wth 150 rental units ranging from studios to three-bedroom options. Half of the units were marketed to those earning between 30% and 50% of the area median income, which in 2022 was between $22,050 and $36,700 for a single person.

Councilwoman Candi CdeBaca, who represents District 9, attended the tenant’s meeting to listen to problems that her constituents are facing.

“Our office passed a bill two years ago to provide an attorney to anybody facing an eviction for free, and it doesn't have to be just an eviction on paper that they're telling you that you're evicted,” she said. “Not having hot

CdeBaca, Watson Headed to Run-Off; Park Hill Measure Fails

Based on unofficial results, Darrell Watson will face incumbent Councilwoman Candi CdeBaca in a run-off election June 6 for City Council District 9.

CdeBaca had the lead with about 44% of the vote, and Watson had about 43%. Kwon Atlas came in last with about 13%.

“I am thankful for the support we are receiving throughout the district,” Watson told The G.E.S. Gazette. “Our focus on progress not division is resonating. We are waiting for all ballots to be counted. We look forward to continuing to earn the support of every voter in D9.”

CdeBaca also acknowledged the success of her night.

“We are creating something brand new in this city,” CdeBaca stated in an email following the initial election results. “My plan all along has been to build power in our city. To build a movement that is unstoppable, to build a movement that is strategic. That movement was always going to be a target. And what we’ve done is force the opposition to spread their attention, their resources, and make them work.”

PARK HILL GOLF COURSE CONSERVATION EASEMENT MEASURE FAILS

Voters shot down the measure that would have removed the conservation easement and allowed Westside Investment Partners and The Holleran Group, as well as various other partners, to develop housing and retail.

The measure failed with about 59% of vot-

ers opposed to and 41% in favor of removing the conservation easement.

"For the second time since November of 2021, the citizens of Denver have voted in decisive fashion on the future of the conservation easement," said Harry Doby, treasurer for the No on 2O initiative. "We were outspent 9-1 but the voters were not fooled by the false narrative that the land had to remain a golf course. Now, we look forward to the future of this land in working with a new administration. The possibilities are endless.”

Developers of the Park Golf Course also responded to the results.

“The Park Hill Golf Course will forever be a case study in missed opportunities,” Westside Investment Partners stated to The G.E.S. Gazette. “With historically low turnout, Denver has rejected its single best opportunity to build new affordable housing and create new public parks. Thousands of Denverites who urgently need more affordable housing are now at even greater risk of displacement.”

The developers said the conservation easement is clear: The land will have to return to a privately owned, regulation-length 18-hole golf course. They said the site will immediately be closed to public use or access with no housing, community grocery store or public parks allowed on this site.

“Westside Investment Partners and The Holleran Group are grateful to every partner, community organization, volunteer and voter who campaigned for a brighter and more affordable Denver,” Westside stated.

AT-LARGE COUNCIL RACE RESULTS

The at-large City Council candidate race was close, but the frontrunners are current state House Rep. Serena Gonzales-Gutierrez, who has about 20% of the vote, and Sarah Parady who has about 18%.

The closest other two candidates are Penfield Tate and Travis Leiker, who both have just under 16% of the vote. There is no run-off election for the at-large seats, so the candidates who have the most votes at the end of the official tally will be elected to council, despite not gaining 50% of the vote.

MAYORAL RESULTS

In a crowded field with 17 candidates, Mike Johnston received the most votes, about 24%, with Kelly Brough coming in second with about 20% of the votes. Those two are headed to a run-off June 6.

OTHER MEASURES

Measure 2M asked voters whether to strike out a long section of the city’s charter and replace it with an order for the City Council to draft a new set of responsibilities for the Board of Adjustment that includes appeals for when someone alleges a decision error made by an administrative official, variances from the strict application of zoning regulations and a set of exceptions to those rules.

2M passed with about 75% of the vote.

New Date: Focus Points’ ¡Lotería! Is June 2

Returning this year, ¡Lotería! will take place June 2 to benefit the Focus Points Family Resource Center.

The event will be at 5 p.m. at 3455 Ringsby Court, Suite 105 in the new Comal Heritage Food Incubator location.

“Lotería is a traditional game from Mexico,” said Jules Kelty, the executive director of Focus Points Family Resource Center. “It’s similar to Bingo, and it's played among families and friends. What’s also cool is it helps people learn to read and write throughout areas of Mexico.”

Kelty said because the game isn’t copyrighted, anyone can change the dynamics of it. Poems are used to describe the characters, and people try to guess them in order to score points. At least four rounds will be played during the Focus Points event.

¡Lotería! first took place in 2019, but the COVID-19 pandemic canceled the event in 2020. A smaller version was held in 2021, but the event did not take place last year. This will be the first full gathering in a few years.

The main fundraising effort is centered on Comal Heritage Food Incubator, a nonprofit arm of Focus Points, which helps immigrant and refugee women break into the culinary arts professions.

NWC Authority Board to Add One Community Voting Member

Denver City Council recently approved giving both community members on the National Western Center Authority Board voting power, adding more local voices to the decision-making process.

The 13-member board governs the nonprofit authority entity of the National Western Center to make sure it completes the major projects ongoing at the campus, and it is responsible for developing a community investment fund to benefit the Globeville, Elyria and Swansea neighborhoods.

“Over the past year, the National Western Center (NWC) has done extensive community outreach and engagement in GES,” said Jenna Garcia, director of marketing and communications for the NWC. “There was a desire from the community as well as the NWC to make both community board seats voting positions.

The Authority Board now has an even number of voting board members, as another non-voting member acts as the chief financial officer to the board, so in the case of a tie vote the mayor and City Council will be in charge of appointing a tie-breaker for the vote.

Voting board members are seven mayoral appointees, two of whom will be Globeville, Elyria or Swansea residents; two Colorado State University appointees; and two Na-

tional Western Stock Show appointees.

“We’re excited about this … change as it reflects the collective work that’s being done at the National Western Center to make meaningful and lasting changes for our neighbors,” Garcia said.

The current GES non-voting member is Sandra Ruiz-Parilla, and the voting member spot is currently vacant. Garcia said the authority is working with its Citizens Advisory Committee to find a replacement. Board member terms are five years.

“When I started on the board a year ago in December 2021, one of the first things that we suggested was we needed two voting community members to have a stronger voice,” Ruiz-Parilla said. “As a community member it was ridiculous to me that we only had one voting member.”

Ruiz-Parilla said she’s lived in the community for seven years, and during that time she’s been knocking on doors and getting to know the people of the neighborhoods.

“I’m very outspoken, and if I see something that is not right I am going to speak up,” she said. “We need to do this differently, and there’s not really a connection to the GES community with the board, and they’re doing everything to create that relationship. For me it’s great, just to have that (additional vote).”

DA to Address Fentanyl Crisis at Local Schools

Denver District Attorney Beth McCann is trying to spread the word about the dangers of fentanyl, a powerful opioid produced for sedation, but that taken as a recreational drug can be fatal.

“Needless to say, we’ve seen a shocking increase in the number of cases that we're filing involving fentanyl distribution and possession,” McCann said.

In 2020, the District Attorney’s Office filed 133 cases related to fentanyl, whether for possession or distribution. That number rose to 350 in 2021 and nearly doubled to 691 in 2022. Since February, McCann said her office has filed 111 cases related to fentanyl.

McCann said the drug is potent enough on

its own and is desired to be pure by those who use it. She said sometimes the drugs will be labeled incorrectly and someone who thinks they’re getting a different kind of drug could wind up taking fentanyl.

“They (the police) are not seeing as many drugs that are combined, like people talk about lacing cocaine or meth or something with fentanyl,” she said. “They're actually just seeing pure fentanyl that's combined with typically like Tylenol or some filler, but it's really fentanyl. That's the drug that's in there.”

McCann said a Drug Enforcement Agency expert informed her office recently that four out of 10 fentanyl pills the agency has tested had potentially lethal amounts of the

drug in them.

“We are talking to some of the high schools about the dangers of fentanyl and consumption of fentanyl, including students and parents, to help people understand that it is everywhere in the city and very dangerous because it has such potential to be lethal,” McCann said.

Under a new state statute that allows prosecutors to charge dealers, McCann said she is encouraging the Denver Police Department to investigate overdoses as homicides.

“If we can trace the person that sold the drug to the individual that overdosed and died, we can charge now, under the new statute, distribution resulting in death,” she said,

adding there’s another bill in the state Legislature that would make it easier for medical examiners to clearly determine fentanyl as the primary cause of death, whereas it’s difficult to do that now because someone might have a range of drugs in their system.

Another bill McCann said she supports is the “Overdose Prevention Center Authorization,” which would allow municipalities to “authorize the establishment of life-saving overdose prevention centers.” That bill has already been passed by the state House.

An event about fentanyl awareness will take place at 6 p.m. on April 26 at North High School, hosted by the Denver District Attorney’s Office.

Colorado University System Continues to Proudly Lead

My first three months serving as the regent for District 1 of the Colorado University System have been the most exhilarating experience of my life.

It is truly a great privilege to meet with students and faculty members who represent the essence of higher education.

Serving as an agent of diversity, equity and inclusion has shown me how crucial representation is and how it fosters progress. At CU, we are making a difference, and I am committed to creating a welcoming and inclusive environment for all members of our community, regardless of their race, ethnicity, gender, sexual orientation or any other aspect of their identity.

CU Boulder, my alma mater, recently inaugurated the Center for African and African-American Studies.

CU Boulder matched $1 million in private

funding for the new center, which opened on the first day of Black History Month. The center's founding director, Professor Reiland Rabaka, expressed that "a dream long-dreamed has materialized and become reality" through the center's launch, also known as "the CAAAS."

Advocating for diverse voices and telling powerful stories in higher education has been my favorite part of serving as your regent. I am proud to announce the hiring of Jeff Howard as Vice President of Communication in the system administration.

Mr. Howard is the only Black vice president at CU, and his talent is exceptional. However, we need to do better, and I am actively having outreach conversations at all administrative levels at CU to evaluate their diversity, equity and inclusion plans.

Your CU regents are working hard to address affordability issues that have significantly impacted enrollment and graduation rates in

recent years. No student should go to college and not finish because they cannot afford it. I want all students to enjoy their experiences at our campuses without stressing over tuition fees. This is a crucial aspect of inclusion, and we are making strides to achieve this goal.

We are also focused on creating a more inclusive campus culture by promoting diversity through events and programming, such as guest speakers and cultural festivals, and ensuring that all members of our community feel valued and welcome.

Moreover, we are committed to promoting equity through financial support for students from underrepresented backgrounds. We have established scholarships and financial aid programs to guarantee that all students have equal access to the education they need to succeed.

Each of our campuses is unique and integrates into its communities to offer the best experiences for our students. Our flagship cam-

pus in Boulder is stunning and awe-inspiring, but our other campuses are just as impressive.

CU Denver, our metro hub, has some of our most driven and life-experienced students who strike a balance between work, family and education. The University of Colorado at Colorado Springs provides numerous educational opportunities for veterans and collaborates with service members, which makes me proud as a veteran and regent.

Lastly, the CU Anschutz Medical Campus is a national leader in medical research and has made significant strides in advancing diversity and inclusion in the medical field through scholarships and recruitment programs.

It is an honor to serve as a regent of this remarkable university system, and I look forward to continuing to build on the progress we have made.

DeGette’s U.S. Environmental Cleanup Plan Highlights G.E.S. Issues

Congresswoman Diana DeGette, D-Denver, recently met with environmental justice activists and local residents at Swansea Elementary School to preview legislation that would require the U.S. Environmental Protection Agency (EPA) to identify and clean up 100 of the most environmentally polluted communities in the country.

The bill, DeGette said, would change the way the agency approaches communities with multiple sources of pollution. The EPA currently regulates the impacts of pollutants emanating from individual facilities. The proposed bill would require it to take into account the aggregate effects of multiple sources of pollution on a community.

“You know better than anybody why it’s important to move to clean energy, what with Suncor right here in your backyard,” DeGette said. “Suncor has basically written the emissions regulations it has to comply with, and it still doesn’t comply. That’s got to stop.”

DeGette said there’s a loophole that allows the nearby Suncor Refinery to decide how much hydrogen cyanide it can put in the air.

“Instead, we need a national standard to say what a safe level of hydrogen cyanide is,” she said. “And then that’s the standard — whether you’re in a rich suburb in Houston or here in Elyria, Swansea or Globeville — everybody has to comply with.”

Armando Payan, a longtime Globeville resident, opened the Q&A by saying, “I want to take this moment to thank one of your aides, Jack Murphy. We have 11 action plans developed from a resident standpoint. Jack’s been kind enough to look at our action plans to

try to help us get funding so we can continue those action plans from the concept to concrete.”

Ean Thomas Tafoya, Colorado state director of Green Latinos, which works for environmental, conservation and climate justice, told The G.E.S. Gazette after the meeting that the organization has been waiting for this

“I would’ve liked to learn more about who she is,” Navarro said. “For those of us who don’t have a relationship with her, that would’ve been nice.”

DeGette is the ranking Democrat on the House Energy, Climate & Grid Security subcommittee of the House Energy and Commerce Committee, and she has represented Denver since 1997.

As air quality concerns surrounding Suncor intensify, the oil and gas refinery also faces renewed scrutiny over water quality standards set by state and federal agencies.

According to a spokesperson at the Colorado Department of Public Health and Environment (CDPHE), the agency has confirmed the Water Quality Control Division (WQCD) is considering significant changes to Suncor’s water discharge draft permit.

The move comes in response to the Environmental Protection Agency’s new health advisory level for what it calls “forever chemicals” in drinking water, including perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS).

“The division is currently assessing its options regarding EPA’s new health adviso-

ry levels for PFOA and PFOS,” the CDPHE spokesperson told The G.E.S. Gazette. “If the division makes any major change to Suncor’s PFAS (per- and polyfluoroalkyl substances) limit, then it would hold a second public comment period that is limited in scope to the change. At this time, the division has not made any determination in that regard.”

Suncor's existing discharge permits, along with the proposed new draft permit by WQCD, do not currently require the facility to meet the most up-to-date EPA-advised health safety levels for PFOA and PFOS.

“Drinking water health advisories are different than standards. Health advisories are non-regulatory and are not legally enforceable. The spokesperson added that the EPA would not be able to enforce the new health advisory until after public comments are reviewed and regulation for the chemicals is finalized.

Local environmental advocates are responding by urging Colorado’s WQCD to uphold the strongest possible limits for PFOA and PFOS per the updated EPA health advisory.

“We urged the division to include the strongest possible limits in Suncor’s final permit, including non-detectable limits for PFAS as an entire class, or at least non-detectable limits for a subset of PFAS chemicals found in the facility’s water pollution, including PFOS and PFOA,” according to a statement from Earthjustice. “Since the public comment period closed last year, EPA issued interim revised HALs for both PFOS and PFOA that were orders of magnitude lower (than current draft permit levels).”

The statement continued, “The facility’s monitoring data from November 2022 shows that it discharged 1,100 parts-per-trillion (ppt) of PFOS alone that month — this amount is 55,000 times EPA’s interim revised HAL for PFOS of 0.02 ppt… In January 2023, Suncor discharged a combined total of 191 ppt of PFOS, PFOA, and PFNA, which is more than double the proposed 70 ppt limit in its draft permit.”

Suncor was recently found to have dumped excess levels of benzene into Sand Creek after an unexpected shutdown in December. Suncor did not respond to The G.E.S. Gazette inquiries as to whether or not the facility would support meeting the newest EPA health advisory levels for PFOA and PFOS.

Asked how the EPA will respond to Cultivando’s latest community air monitoring results, the EPA’s Regional Administrator KC Becker committed the agency to learn more.

RTD Board Waits to Finalize Changes to Code of Conduct

The RTD Board of Directors recently decided to postpone a vote on amendments to its code of conduct and will seek public comment on them through June 2.

The proposed amendments to the transportation district’s code of conduct were advanced to address growing issues on trains and buses and include suspending repeat offenders.

Initially, some of the most controversial proposals would have restricted how long people can travel on RTD’s system on one fare and limited the use of electricity on the train platforms.

Groups and individuals criticized the proposed amendments during a recent RTD Safety and Operations Committee meeting, as they said the changes would add to the overall challenges of Denver’s homeless and disadvantaged populations, many of whom are transit’s most regular riders.

There were two opposing opinions reflected in the meeting, in which committee members applauded RTD Police Chief Joel Fitzgerald’s work on the document. But after people made comments about the proposals, several committee members were hesitant to push them through.

“If you take away the use of electrical outlets, our disabled population can’t recharge their phones and wheelchairs,” said Jaime Lewis of the Colorado Cross-Disability Coalition.

At the same time, many suburban transit riders complained about groups loitering while charging phones at these outlets and doing hard drugs on the platform. The safety of Denver Union Station seemed to be the brunt of many concerns.

Several lower downtown business owners commended the proposed amendments to the code of conduct, hoping they would help curb drug use, loitering and public urination, saying their employees have not felt safe on their trips to downtown.

Director JoyAnn Ruscha of District B, which includes parts of Park Hill, Central Park and Denver International Airport, said simplifying the language in the document would help clarify the details of the code of conduct’s proposed amendments.

There was a difference of opinion as to whether the amendments were fair to all persons in all districts, suburban and urban.

Director Marjorie Sloan of District M, which includes parts of Lakewood and Golden, suggested RTD could open the amendments up to

further public comment before finalizing the code. She offered that the code of conduct’s purpose is as a tool for RTD to improve the safety of all rather than restrict certain riders.

Acknowledging that many issues were connected to homelessness, Director Ian Harwick of District L, which primarily covers Arvada, pointed out that providing more outreach coordinators, who offer resources in housing, employment and other services, could reduce the need to call a security officer. Currently, RTD has contracted one outreach coordinator.

Fitzgerald said he has asked for more outreach coordinators to be hired with the approval of the amended code of conduct.

Director Kate Williams of District A, which includes areas near the Denver Country Club and Glendale, reminded attendees that the code of conduct is a “living” document and approving it to go forward to the full board would not prevent it from being worked on in the future.

The bill, adopted in 2021, established an ordinance that provides free legal services and representation for low- to moderate-income individuals experiencing eviction.

Residents also cited concern over the lack of Americans with Disabilities Act compliance. The apartment’s main elevator is often out of service, according to some tenants. A few individuals who use wheelchairs and mobility aids attended the recent meeting due to this persistent issue and other problems with accessible push buttons to open main access doors.

“We strive to repair issues as soon as we are made aware of them, though some repairs are subject to persistent supply chain delays and require more time than in the past,” wrote Diana Stoian, Columbia Venture’s vice president of investments in an email to The G.E.S. Gazette. “The ADA button was repaired multiple times before the decision was made to replace the mechanism completely. The parts had to be ordered and it took a while for them to be delivered, but the problem has been fixed. Both elevators are in compliances with ADA standards and sizes, are fully functional and have passed the city’s inspection (recently).”

The committee postponed the proposal to deny permits near railroads with conditions to a later date that has not yet been scheduled.

The GES neighborhoods, each among the oldest and most economically distressed in Denver, are not unlike a lot of communities across the country situated near highly used rail corridors and potentially in danger of an East Palestine-like occurrence.

Steve Long, a transportation and civil engineer at Metro State University, said their location and rail activity are more coincidence than design.

“You have to remember how the system was built,” he said. “The railroad was there long before the communities. Railroads were traveling across the Great Plains and there were no highways there, it was isolated. Cities built up around them.”

Regardless of who came first, said Ortega, if a dangerous accident happens in Denver as they have many times across the country, there needs to be a plan and residents need to know it.

“We must assure residents have clear evacuation routes … and that city agencies have the power and responsibility to review developments near rail lines to assure steps are being taken to mitigate risk,” Ortega said.

She also said she wants the confidence of knowing that the city and residents will be made whole in the event of a hazardous waste derailment.

Despite periodic accidents, Long said, it’s his opinion that rail is still the safest way to move dangerous cargo.

“Trucking on the highway is a lot more hazardous (than rail),” he said. On the highway, because of the proximity to others, he added,

Although most people never think about it, the amount of goods, including chemicals, moved by rail is vast. It is estimated that freight moved by rail, more than 2 trillion tonmiles annually, accounts for more than 40% of all freight moved across the country.

Neither defending nor railing against the industry, Long said “railroads are private companies … they have to meet regulations.”

Long said federal inspections of railroad companies are essential to ensure they are meeting all federal standards. Still, the government is considering filing criminal charges against individuals involved in the derailment.

The American Association of Railroads says that “99.9% of all (hazardous materials)

Columbia Ventures’ planned lease renewal rates are legally compliant with rent limits set by the United States Department of Housing and Urban Development (HUD), which are based on the Denver Metropolitan Statistical Area (MSA).

“We absolutely understand that the impacts of inflation are affecting both residents and landlords,” Stoian said. “Our property, Viña Apartments, experienced an extraordinary amount of operating cost inflation over the course of 2022. To provide a few examples, insurance is 40% higher and utilities are 34% higher than they were in the original financial projections, while the interest rate has almost doubled. If the property cannot remain financially viable then the very existence of this affordable housing community is jeopardized.”

According to the tenants of the Viña Apartments, these are not the only issues that they have faced in the last year. Addressing security issues at night with people who are homeless sleeping in the lobby, bugs in the apartments, inadequate sewage seals in sinks, an alleged singular water filter for the building, no access to hot water and the management company losing copies of signed leases are all other concerns voiced by tenants.

Stoian said that Columbia Ventures has faced staffing challenges over the last few months and has worked to address concerns.

In East Palestine, a community of 4,700, the train derailment caused a spillage of chemicals exceeding EPA levels for safety. Soil samples showed dioxins, which are potentially dangerous chemical compounds that can remain in the environment for long periods of time, were released.

The accident in Ohio has been blamed on what government inspectors call an overheated wheel bearing. The National Transportation and Safety Board said by the time anyone knew of the bad wheel, it had reached a temperature above 200 degrees and the train was already going off-track.

The East Palestine accident may be the most serious derailment of 2023, but it’s not the only one. Derailments have occurred in Alabama, Louisiana, Michigan, Minnesota and Pennsylvania.

Mario and Phyllis Mora, Jimmy and Rosalynn Carter

Jimmy Carter has been called “the best former president in history.”

The nation is looking to Plains, Georgia, where Carter is receiving hospice care, and many are reflecting on the legacy of America’s 39th president. Thousands of people have inspiring stories about President Carter, including Globeville residents Mario and Phyllis Mora.

Mario and Phyllis Mora had lived in their home for 35 years when they connected with Habitat for Humanity through Holy Rosary Church. They filled out the paperwork, completed the required hours of community service and qualified for the project.

When they learned they’d been accepted, Mario spent five months in his workshop hand-carving an aluminum teardrop peace sign and wooden display box as a gift to the former president and first lady.

Habitat for Humanity was founded in 1976, and Jimmy Carter became aware of it in 1984. As he was jogging by one of their projects in New York City, he thought to himself, “Rosalynn and I should come up and give them a hand.”

The couple has been deeply involved in Habitat since then.

Habitat for Humanity of Metro Denver hosted the 2013 Jimmy and Rosalynn Carter Work Project from Oct. 6-11. In just five days, about 2,000 volunteers, staff and partner families built 11 new homes and repaired 15 existing ones in Globeville. A number of special guests donned hard hats at the site, including President and Mrs. Carter, Garth Brooks, Trisha Yearwood, and members of the Denver Broncos and the Denver Nuggets.

Then in their 80s, the Carters worked alongside volunteers to construct a new handicap-accessible ramp and driveway for the Moras’ home. They also made repairs to the garage workshop and exterior of the house.

Phyllis remarked, “He and his wife have very big hearts for doing this. It was a big blessing for us.”

Mario remembers Carter as a man who was deeply involved with international peace efforts when he was in office, but it was an entirely different experience to see him in Globeville.

“He was working, and so was his wife, whatever they needed to do,” Mario said.

When the job was completed, Mario presented the handcrafted gift and display case to the former president and first lady and received a personal thank you letter from them. For the last 10 years, the Moras have
