The Government Affairs & PAC Committee continues to monitor and engage in policy issues that impact our industry at the local, state, and national levels Here’s a look at the latest developments:
Local Updates
City of Panama City Beach Impact Fee Workshop-
BBIA attended the City of PCB’s recent impact fee workshop to review the city’s report While the proposed increases are not substantial for residential construction, our committee will be communicating directly with commissioners to ensure the industry’s perspective is heard.
Bay County Permit Fees
Bay County has announced plans to reduce permit fees in 2026 This adjustment comes after recognizing a surplus from over-collection in previous years The change represents a positive step toward balancing costs for builders and developers.

About the NAHB Fall Leadership Meeting
The annual Fall Leadership Meeting brings together NAHB committee and council members, delegates to the Leadership Council, members of the Board of Directors, and executive officers to make decisions and provide guidance on advocacy, membership and the future of the association. The 2025 meeting will take place Nov. 17-19 in Denver, Colorado.

Future Builders of America & NAHB Student Chapters
BBIA is proud to support Future Builders of America (FBA) and NAHB Student Chapters, programs designed to introduce young people up to age 25 to careers in construction while also developing leadership skills These initiatives create clear pathways from high school to college, offering students valuable mentorship, training, and hands-on opportunities that keep them engaged in our industry
Mentoring, Coaching & Continuing Education
Beyond student programs, BBIA invests in ongoing professional development for our members and their teams Through mentoring, coaching, and continuing education, members gain access to leadership development, industry certifications, and workforce initiatives that strengthen both careers and companies.


Mentorship Programs: Boys & Girls Club & Girls Inc.
BBIA proudly partners with the Boys & Girls Club and Girls Inc , connecting youth with construction through hands-on projects and mentorship. These experiences give students the chance to explore the trades, develop practical skills, and build confidence empowering them to see construction as a rewarding career path
Construction Academies
In 2016, BBIA helped launch the Construction Academy at Rutherford High School, later expanding to Arnold High School in 2017 By partnering with schools, Haney Technical College, and local contractors, these programs provide students with in-demand skills and a strong foundation for careers in construction Our goal is to bring this successful model to even more schools across Bay County
The Education & Workforce Taskforce is not just preparing students for the workforce we ’ re building a stronger, more sustainable future for the construction industry By investing in education and mentorship today, we ensure that tomorrow’s builders are ready to lead.

The Parade of Homes Committee has been hard at work preparing for an exciting year ahead!
One of the biggest highlights in progress is the Scholarship Home The committee is currently in negotiations with a builder and hopes to make an official announcement very soon This special project not only showcases the quality and craftsmanship of our local builders but also helps fund scholarships for students pursuing careers in construction and related fields It’s an incredible way for our industry to give back while investing in the future workforce
In addition, the committee is exploring exciting new changes for next year ’ s Parade of Homes While details are still being finalized, the updates are sure to enhance the experience for both builders and the community bringing even more attention, energy, and engagement to one of BBIA’s signature events

We are proud to announce that Trisha Seelbinder will serve as the new Chair of PWB Trisha brings a wealth of experience, energy, and vision to the role, and she is eager to guide the Council into a new era of growth and innovation. Alex Harkins will serve as Co-Chair, working alongside Trisha to support the Council’s mission and initiatives Completing the leadership team are Cori Newman as Secretary and Natalie Cayson as Treasurer, each bringing unique skills and perspectives that will help shape an exciting year ahead.

The BBIA Young Professionals Committee is proud to announce an upcoming tour of Haney Technical College, a cornerstone of workforce education in Bay County This visit is an opportunity to see firsthand how Haney’s training programs are preparing students for careers in construction and related industries, while also exploring how BBIA can support and engage with the next generation of builders

FHBA continues to promote the 2025 FHBA Fall Leadership Conference (October 15–17) as a key gathering for members to network, recognize state leadership, and engage on legislative priorities
The Southeast Building Conference (SEBC) remains a flagship event on FHBA’s calendar, bringing regional builders together for education, trade exhibits, and industry trends.
FHBA is active in building code & legislative developments for Florida, including advocacy around state-level regulatory issues and the Florida building code cycle
FHBA recently launched a podcast called “The Build Up”, aimed at delivering insights and conversations relevant to Florida’s construction industry.

Builder Confidence Holds, Expectations Rising: According to NAHB/Wells Fargo HMI, builder sentiment held steady in September at 32, but future sales expectations hit a six-month high due to improving rate outlooks
Lead Generation Training for Builders: NAHB is offering a course on Qualified Lead Generation and Referrals to help builders sharpen their outreach and sustain growth in shifting markets
