Dear Members, Partners, and Friends,
August was a month of recognition and momentum for BBIA, filled with milestones that reflect both the strength of our industry and the dedication of our members.
We proudly announced the winners of the 37th Annual BBIA Parade of Homes, an incredible showcase of craftsmanship and design across Bay and surrounding counties. Congratulations to Southern Belle Construction, D.R. Horton, Coastal Classic Homes, Adams Homes, Kolter Homes, Thor Construction & Design, and Toll Brothers for earning top honors this year. Each winner will be recognized at our Christmas Banquet & Installation of Officers later this year Planning is also underway for the 2026 Scholarship Home, which will once again help us invest in students and workforce development.
Our August Lunch & Learn at Capt. Anderson’s Event Center featured Dr. Robert Dietz, NAHB Chief Economist, who provided timely insight into the national economy and housing market, with a focus on affordability, population growth, and opportunities for change We thank D R Horton and Floor Coverings International of Panama City for sponsoring this important event.
We are also proud to share that Stacy Roberts, BBIA Executive Officer, was honored with the NAHB Rachel Manley Small Office Honor during the NAHB Association Management Conference in Atlanta. Capt. Anderson’s Event Center
Keynote Speaker: Sheriff Tommy Ford, Bay County Sheriff’s Office
We’re honored to welcome Sheriff Tommy Ford as our September Lunch & Learn keynote speaker Sheriff Ford has dedicated his career to protecting and serving Bay County with integrity and leadership He will share valuable insight into current public safety issues, community initiatives, and how law enforcement partners with local organizations to keep our community safe and thriving As Bay County’s top law enforcement officer, Sheriff Ford’s perspective is especially meaningful for our industry, offering a deeper understanding of the challenges and opportunities facing our region today
Thank you to our event sponsors:
Stacy Roberts, Executive Officer of the Bay Building Industries Association (BBIA), has been nationally recognized with the 2024 Rachel Manley Small Office Honor by the National Association of Home Builders (NAHB). This prestigious award celebrates an Executive Officer of a small association who achieves exceptional results despite limited resources
Stacy received the award at NAHB’s Annual Management Conference (AMC), a premier event where association executives nationwide gather to share strategies, gain insights, and network with industry leaders. Attendance at AMC allows executive officers like Stacy to bring back best practices, innovative solutions, and national perspectives that directly benefit local associations and members
Under Stacy’s leadership, BBIA has thrived, offering vital resources, educational programs, and support to local builders and industry professionals Beyond Bay County, she actively shapes the building industry at the state level as 2025 Florida Home Builders Association Executive Officers Chair and nationally through her NAHB involvement
A champion for women in construction, Stacy helped launch BBIA’s Professional Women in Building Council, creating mentorship and education opportunities to break barriers in a traditionally male-dominated field She’s also led community-focused initiatives addressing disaster relief and affordable housing, uniting builders, contractors, and residents to strengthen the region
“It is an incredible honor to be recognized with the Rachel Manley Small Office Honor,” Stacy said “I accept it on behalf of the dedicated BBIA members, leaders, and partners who work tirelessly to strengthen our industry and community every day.”
Congratulations to Stacy Roberts a leader whose vision, dedication, and insights from AMC continue to make an impact locally, statewide, and nationally

What a day we had at Capt Anderson’s Event Center for our August Lunch & Learn! The room was packed with members eager to hear from our keynote speaker, Dr Robert Dietz, Chief Economist for the National Association of Home Builders Dr Dietz didn’t disappoint he gave us a deep dive into the state of the economy and how it all connects back to housing, building, and our community right here in Bay County
Dr Dietz opened with an honest look at where things stand nationally: economic uncertainty remains high, and while inflation has eased since its peak, prices for key household items and building materials continue to challenge both families and builders He explained how tariffs and regulatory costs are playing into higher housing prices, with average regulatory costs adding nearly $94,000 to the price of a new home For our industry, this means affordability remains front and center in the housing conversation
Thank you to our sponsors:
On the positive side, Dr. Dietz highlighted that population growth in the BBIA area is outpacing both state and national trends, fueling long-term housing demand He also pointed to strong remodeling activity as homeowners invest in existing properties But challenges remain rising insurance premiums in Florida, labor shortages in construction, and mortgage rates holding steady between 6–7% are all factors shaping the market His forecast suggests moderate growth ahead, with steady demand but continued headwinds
One of the most powerful takeaways was Dr Dietz’s emphasis on solutions He shared NAHB’s 10-point plan for boosting housing supply, including reducing unnecessary regulations, fixing supply chains, and promoting careers in the skilled trades. His message was clear: our industry has opportunities to push for real change, but it will take persistence, advocacy, and innovation
But the day wasn’t just about numbers it was also about community We owe a huge thank you to D R Horton and Floor Coverings International of Panama City for sponsoring this month’s event And a special shoutout to Capt Anderson’s Event Center and Angel for always making sure we ’ re well taken care of
Commissioner Robbie Hughes joined us to discuss key upcoming issues before the City Commission namely, a proposed vacant building ordinance and revisions to the school speed zone ordinance. He emphasized how crucial it is for the building industry to make its voice heard on these matters.
Commissioner Hughes personally encouraged BBIA members to attend the next City Commission meeting, offering a real opportunity to show support and influence outcomes affecting our industry The meeting is scheduled for Tuesday, September 9, 2025, at 5:30 p m , at the Bay County Government Center (840 W 11th St )
We also celebrated big wins in the 2025 Parade of Homes, congratulating all the builders who took home Judges’ Awards of Excellence And we couldn’t leave without applauding our very own Stacy Roberts, who was honored with NAHB’s Small Office of the Year Award at the recent Association Management Conference proof that great things are happening right here at BBIA.
Of course, Lunch & Learn wouldn’t be complete without some fun:
Jason Graham took home the 50/50 raffle winnings
Lisa Davis scored the door prize, a beautiful rug courtesy of Floor Coverings International
Our “Wagon of Booze” for the upcoming PWB Bill Black Wild Game Luncheon grew even bigger thanks to generous members who brought bottles and congrats to Deanna Orshall, who won a free full-page ad in our next issue of The Bustle for her contribution!
Between the learning, the laughter, and the networking, this Lunch & Learn was one for the books.

A “Spike” is a member who leads the charge in association growth by actively recruiting and retaining members Across various homebuilder associations including NAHB-affiliated groups the Spike program recognizes individuals who contribute significantly to membership development
Typical Spike criteria include:
1 credit for each new builder or associate member you recruit.
1 credit when that member renews after their first year
½ credit for every subsequent renewal
½ credit for recruiting or retaining council or affiliate members.
Once a member accumulates six credits, they officially become a “Spike,” joining a network of dedicated leaders helping to expand and strengthen their association
Spikes are more than just recruiters they are the lifeblood of the association:
Fresh Talent & Ideas: Each new member brings unique perspectives, expertise, and energy
Stability & Influence: Growth equals stronger advocacy power and broader impact.
Leadership Development: Many new members evolve into committee leaders, driving future initiatives
By fostering a culture of active recruitment and retention, BBIA ensures a vibrant, sustainable association that delivers value both now and in the years ahead
The Florida Home Builders Association (FHBA) is currently running its highly effective 2025 Membership Drive: Rock Your Business with Concrete Benefits, now underway through September FHBAFacebook
Key details:
The drive runs April through September HBAs compete on net member growth and membership retention.
Prizes include:
$500 for HBAs with the highest percentage increase in members
$500 for HBAs with the highest retention rate
$250 for the top individual “Spike” in FHBA, based on new members recruited. FHBA
This is an excellent opportunity for BBIA members to step up, become recognized as Spikes, and help our association and FHBA reach new heights together
What You Can Do Now
Encourage members to recruit new colleagues and former members, reminding them to list the recruiter on the application. Celebrate Spike milestones in meetings or newsletters
Track progress through the end of September during FHBA’s drive
Leverage Spike recognition as motivation highlight how being a Spike brings visibility, networking perks, and influence
Together, let’s grow BBIA’s impact, shape the future of our industry, and champion the Association by becoming Spikes

The BBIA Government Affairs & PAC Committee hit the ground running at the Southeast Building Conference (SEBC), where members gathered to review and set priorities for the upcoming 2026 Florida Legislative Session Our discussion was productive and forward-focused, ensuring that BBIA continues to play a strong role in advocating for policies that protect and strengthen the building industry
This year, our committee is placing a major emphasis on permitting timelines and standardized regulations Streamlining these processes is critical to ensuring efficiency and consistency across counties, reducing unnecessary delays, and allowing projects to move forward with greater predictability.
Other key topics expected to be front and center include private providers and construction fraud both of which directly impact builders, contractors, and consumers across Florida By working to shape thoughtful legislation, we aim to provide clarity, accountability, and stronger protections for everyone involved in the building process.
CHAIRMAN: BRIAN KNOX
Our committee will finalize priorities during our Fall meetings, after which our team in Tallahassee will begin working closely with state legislators to draft bills that reflect the needs of our members and industry partners. Advocacy remains one of the most important ways BBIA serves our members, and we are committed to ensuring your voice is heard at every level of government

Parade work never rests and that’s exactly why our committee is already hard at work preparing for 2026! One of the first priorities on our list is identifying the next Scholarship Home Builder This home is always the feature of the Parade, drawing thousands of eyes and setting the stage for the entire event But it’s so much more than just a showcase home it’s the foundation for our BBIA Scholarship Program, which helps fund educational opportunities for the next generation of builders, leaders, and skilled trades professionals in our community
If you ’ ve ever considered taking on the Scholarship Home, now is the perfect time to start asking questions and exploring what it takes The committee is happy to walk interested builders through the process, explain the benefits, and share how impactful this opportunity can be not only for the builder, but for the entire community.
Of course, it’s never too early for all builders to start thinking about your entry in the Parade
Each home in the Parade is a reflection of the innovation, creativity, and craftsmanship that define our local industry. It’s your chance to showcase your best work, highlight what sets your business apart, and connect directly with prospective clients and community members
Many past participants have said the Parade has been one of the most powerful marketing tools for their business.
This year ’ s Scholarship Home drew more than 300 guests through its doors in just one weekend a powerful reminder of the visibility that comes with participation Every visitor left with a deeper appreciation for our industry’s talent, and every builder involved had the chance to leave a lasting impression That combination of community impact and business exposure is what makes the Parade such a unique and valuable event
As we look to 2026, the Parade Committee is excited to continue building on this momentum From the Scholarship Home to builder entries of all sizes, the Parade represents the very best of who we are and what we do as an association If you’d like to get involved whether it’s through building, volunteering, or sponsoring now is the time to reach out Together, we can ensure that the Parade of Homes continues to grow, inspire, and give back for years to come
THE PARADE ISN’T JUST ABOUT SHOWCASING HOMES IT’S ABOUT BUILDING FUTURES, CREATING OPPORTUNITIES, AND GIVING BACK TO THE COMMUNITY WE LOVE.”

The BBIA Young Professionals (YP) kicked off August with a Back to School Social at History Class Brewing Company, where we had a chance to connect, recharge, and share ideas for the future of YP A special highlight of the evening was a visit from Panama City’s new Mayor, Allan Branch, who stopped by to chat with us. We appreciated the opportunity to hear his perspective and are excited about what’s ahead for our community
As we continue to grow, we ’ re focused on making YP a place where every young professional in BBIA feels included whether you ’ re just starting out in the industry or already several years into your career With such a broad age range of 18–45, we know the needs of a Gen Z newcomer look different from those of a seasoned millennial or Gen X leader. Our goal is to create opportunities that bring us all together while giving younger professionals the tools, connections, and confidence to thrive
That’s why we ’ re developing new programming for 2025–2026 that will rotate between:
-Educational Lunch & Learns with dynamic speakers
-Social events to relax, network, and have fun
-Industry-relevant tours that highlight what’s happening right here in Bay County
The BBIA Young Professionals believe in investing in the next generation and making sure our voices are heard as the industry evolves But we also want to hear from you: How can we better serve our YPs?
Stay tuned for details on upcoming events and if you ’ re a BBIA member under 45, this is your time to get involved Together, we ’ re not just building careers we ’ re building leaders
