Message from the Mayor

As the City of Greenacres gets closer to celebrating our 100th Anniversary, we are continuously growing and evolving to ensure that we are keeping our promise to make our City a great place to live, learn, work and play. Our values have not changed; we strive to maintain our professionalism through ethics, honesty, integrity, and take pride in the services we provide to our community.

I’mproud to present to you the City of Greenacres 2022 Popular Annual Financial Report, which documents another year of progress in strengthening the City’s finances, continued investment in our infrastructure, and ensuring that Greenacres is a Great Place to Live. The report highlights information about City services and financial performance measures that demonstrate the City's efficiency and effectiveness in providing you with services that ensure we are being good stewards of your public dollars.

In 2022, property values increased by 5.68% and ad valorem tax revenue increased by $0.69 million while the millage rate remained at 6.4 mills. The outlook for 2023 and beyond continues to appear positive as the City’s primary intergovernmental revenue sources showed a higher than expected increase. Greenacres continues to provide the best City services in Palm Beach County at the least cost due to the efficiency of our government operations. Our cost for City government services remained the lowest ($770.29perresident) in comparison to residents’ cost in similar sized cities in Palm Beach County.

CARES funding and American Rescue Plan funding received during the fiscal year allowed the City to address and plan for critical need projects in the City that will improve the quality of life for our residents.

During fiscal year 2022, volatile economic conditions resulting in staggering increases in inflation, have resulted in unprecedented increases for City commodities and services. We continue to modify and/or change our operations procedures to ensure that while we are continuously faced with many challenges beyond our control, we are providing a high level of services for our community in support of our Vision, Mission, Values and Goals.

I am encouraged and hopeful by the City’s fiscal health and excited for the projects we will be bringing forward in the future. On behalf of the City Council and our entire team, I wish you and your families good health and many blessings.

City Manager

It is my pleasure to present the 2022 Popular Annual Financial Report for the City of Greenacres.

As we grow as a City, we must ensure that we are providing supporting infrastructure, amenities, and programming to keep up with this growth. We have been able to spend your dollars wisely and invest in projects that will improve the quality of life for our residents.

The City is planning for an Emergency Operations Center and Training Facility, and a third Fire Station to support our increased call volume. We are connecting access points and improving roadway conditions for vehicles, bicycles and pedestrians. Our septic to sewer systems conversion in our Original Section will improve our environment, increase property values and provide for a better quality of life. Construction of the City's new Youth Programs building to support the growing demand of our nationally accredited, Gold Seal designated after school and camp programs will further the mission of the Mayor and City Council to provide youth programming through high school.

The City continues to update policies and procedures, and codes. We are currently in the process of updating the City’s Comprehensive Plan to provide a long-term roadmap for development and redevelopment, new and improved amenities, affordable housing, open space, and quality education opportunities. Your input has been critical in the development of this plan. Funds received from the voter approved one-penny surtax, CARES funding and the American Rescue Plan dollars allocated to the City have allowed us to do so many of these quality-of-life projects with little to no impact on the City's general fund.

Demand for attainable housing is exceeding available inventory and over the next two (2) years, 300+ new units will be built in the City from apartment complexes and townhomes to single family homes. However, opportunites for redevelopment to provide for more housing and/or expanded retail and commercial amenities are critical as the City is 99% built out. We are trying to do what we can to maintain the affordability of our community while offering services and amenities to support our residents and visitors.

In everything we do, we are striving to provide a great place to live, learn, work and play and it is our hope that you are seeing the fruits of that labor every day. We are excited for all that is on the horizon!

CITY OPERATIONS

Business Management

Successful businesses provide the best value in goods and services with excellent customer service and outstanding return on investment to their shareholders. In Greenacres, we manage our organization by employing the best business practices and continually evaluate the quality and cost of our services to ensure that our residents and businesses get the best value in services and that the City is being a good steward with their public investment.

Performance Measures

The City utilizes a performance management system to manage for even better results from the taxpayer’s perspective. Our performance measures include the inputs (resources to provide a service) , outputs (amountofservices) , efficiency (productivity or unit cost) , and effectiveness (quality of service) . Performance measures are part of the City’s annual budget which is based on allocating resources for plans, programs and strategies to accomplish our short and long term goals to help achieve our mission. The performance measurement system is used to evaluate our service delivery system to ensure its efficiency and effectiveness.

We also compare our actual efficiency and effectiveness measures with benchmarking data from comparably sized cities in order to continually improve our service delivery process.

Benchmarking

To assess our performance, we analyzed the cost of our services with comparably sized and adjacent cities providing similar services. An indicator of efficiency is the cost per resident for City government services included in the general operating fund. Of the comparable cities, Greenacres residents have the lowest cost for city government services at $770.29 per resident. The analysis also shows that City residents have one of the lowest solid waste and recycling collection rates at $14.38 per month.

Law Enforcement Services

PALM BEACH COUNTY SHERIFFS OFFICE DISTRICT 16

The Palm Beach County Sheriff’s Office (PBSO) has now been serving the Greenacres community for seven (7) years. Since the inception, PBSO has continued to foster a partnership with Greenacres City staff, local businesses, non-profit organizations, and community leaders. PBSO’s primary goals are to provide professional law enforcement service and vigorously pursue those who commit serious crimes.

PBSO-District 16 continues to subscribe to a predictive policing approach with its enforcement efforts, and continues to provide sustainable solutions to combat criminal activity.

PBSO and the City of Greenacres are committed to a shared vision of professional service and will continue to collaborate together to ensure the citizens of Greenacres have a safe environment to live. PBSO’s commitment to quality public service remains steadfast and we will always self-evaluate to ensure we are providing the most effective police service.

• A large emphasis continues to be made on District 16 members obtaining both foundational and advanced training courses.

• There is large priority being placed on Supervisors attending supervision and leadership courses.

• Altogether, a total of 4,688 documented training hours were completed.

Fire Rescue / EMS CITY OF GREENACRES

Greenacres Fire Rescue provides fire suppression and medical response to a response area of 6.10 square miles of land area and 0.07 square miles of water area. Additionally, we provide fire and medical response services for the City of Atlantis, Florida with a land area of 1.39 sq. miles. Greenacres Fire Rescue currently protects these areas from two (2) strategically located fire stations. The following chart shows Fire/EMS activities.

We currently respond with a minimum of 13 personnel, including a Battalion Chief, who are dual certified as Firefighter II and either EMT or Paramedic, on two front line Advanced Life Support fire trucks and three front line Advanced Life Support Type 1 ambulances.

The average daily responses from both stations is currently one of the highest in Palm Beach County at 19.04 calls for service in a 24-hour period. The Department optimizes patient care by maintaining rapid response times, enhanced training, and implementation of proven techniques, combined with the most advanced emergency medical protocols available.

Moreover, we continue to engage the public by offering community outreach programs such as, Cardio Pulmonary Resuscitation (CPR) classes, blood pressure screenings, health fairs, school demonstrations, and public awareness lectures.

Fire Prevention & Protection

The program focuses on protecting people and property from fires through the reviews of building construction plans for compliance with life/safety codes and providing public fire safety education.

Code Enforcement

This program provides for the detection, investigation, and elimination of violations of City laws relating to zoning (property use), property maintenance standards, and nuisances.

Permits & Inspections

This program provides a review of residential and commercial construction plans and field inspections to ensure compliance with adopted building construction and life safety codes.

Emergency Management

This program provides for developing plans of action for when disaster strikes, deploying first responders and emergency services in the disaster area, and restoring and repairing critical infrastructure. These efforts are coordinated with the County, State, and Federal governments that have various lead roles. The City updates its plan annually to ensure that all City Departments have up to date Continuity of Operation Procedures (Coop) in place.

Passport Intake Facility

The City of Greenacres serves as a Passport Acceptance location. Once the intake process has been completed at our office, your passport application is then forwarded to a U.S. Department of State Passport Agency for processing. Walk-ins only; however, there is a cutoff time for the line based on the number of applicants waiting to be processed by 4:00 p.m.

Public Facilities Maintenance

This program focuses on the inspection and maintenance of public facilities to ensure their safety to users. The City’s public facilities are comprised of public buildings, parks, road rights-of-way, streets, sidewalks, medians, roadway signage and lighting, and storm drainage systems, including inlets, pipes, lakes, and canals.

School Crossings

The Palm Beach County Sherrif’s Office (PBSO) School Crossing Guards play an important role in the community by protecting the lives of school children who walk and bike ride to and from school. Crossing Guards provide safety awareness and education to children teaching them safe crossing techniques and educating them on various pedestrian and bicycle safety laws.

Community Activities

Art in Public Places

Greenacres continues to introduced interactive art to the community beginning with the bright and beautiful wall mural at Samuel J. Ferreri Community Park highlighting our youth and all the play options the City has to offer, capturing the Greenacres community spirit. Several utility boxes at various locations/intersections throughout Greenacres have also been updated with photographic art, depicting our history, people, nature and services, plus the recently added mural along Haverhill Road and Melaleuca Lane.

Arbor Day Celebration

Our annual Arbor Day Celebration was held on January 14, 2022, at Ira Van Bullock Park. Children from the City’s Youth Programs helped plant trees, and this year marked our 31st consecutive year that the City received the Tree City USA Award.

Capital Improvements

FISCAL YEAR 2022

On an annual basis, the City adopts a Capital Improvement Program which identifies new equipment and facilities needed to accommodate new growth and replacement of equipment and infrastructure that has outlived its useful life. The program is funded by impact fees paid by developers of commercial and residential projects and by grants. The following is a sample of budgeted projects undertaken in FY2022.

Park Improvements

• Arbor Park: Coordinated the construction of a new shaded play structure, park fixtures and pathway connection to the Municipal Complex.

• Empire Park: Replaced play structure and added a solar power light.

• Freedom Park: Constructed four (4) sand volleyball courts.

• Municipal Complex: Coordinated the construction of a walking pathway on the north end of the complex including solar lights round the lake.

Public Facility Renovations

• Bowman Park: Replaced the roofing on pavilion and completed landscape improvements.

• Freedom Park: Completed painting of the exterior walls and roof of the north pavilion/restrooms building.

• Fire Rescue Station 94 & 95: Coordinated the replacement of five (5) rolling bay doors at Station 94 and two (2) rolling bay doors at Station 95.

• City Hall: Completed exterior remodeling of the building which included repainting exterior walls and roof, decorative window coverings, column enhancements and installation of decorative stone.

Roads & Drainage

• Completed transition between Military Trail and Bowman Street to include storm sewer improvements, sidewalks and various traffic calming features.

• Installed decorative street sign posts and street name signs within Palm Beach Villas, Lake Worth Hills, and Greenacres Original Section.

• Coordinated landscape enhancements for Forest Hill Boulevard Medians including installation of irrigation system.

Original Section Drainage Improvements

Phase VIII

The City completed improvements for Phase 8 of an overall eight (8) phase plan to provide drainage improvements for the City’s Original Section after street flooding during Tropical Storm Isaac from August 26-28, 2012.

The proposed project will create an engineered drainage system to collect, store, and convey stormwater runoff from the lots along Fleming, Jennings, Perry and Martin Avenues and Swain Boulevard between Biscayne Drive and 10th Avenue North. The stormwater will be discharged into the First Street drainage system and the L-11 Canal (existing,maintainedbytheLakeWorthDrainageDistrict).

The phased drainage improvements will significantly resolve the identified problem and improve living conditions in this part of the City’s Original Section. The Phase 8 project was funded in part with Community Development Block Grant (CDBG) funds.

Community & Recreation Services

PROGRAMS & SPECIAL EVENTS

Bringing people together through community, special events, business partnerships, recreational and educational classes and activities. Programs available include athletic leagues, facility rentals, Little Free Library, and the new Story Walk program. Also included are the Educational & Athletic Scholarships, our Annual Photo Contest plus Senior activities. A bi-weekly , walk-up food pantry is provided every month and we are continuing the Let’s Talk Community Conversations series which are offered free of charge at our Community Center.

Greenacres Community Center

The Greenacres Community Center serves as a focal point for a large portion of the community and provides programs by vetted instructors. It offers our residents of all ages, and our growing business community, a convenient and friendly environment for a variety of programs and services. Classrooms provide for an array of activities catering to the youth, adult and senior communities. Our centrally located Center is also open for community events, depending on size, and rental spaces are also provided.

Banquet Facility

Our Banquet Facility seats 160 guests and includes a catering kitchen, restrooms, classroom, and administrative offices. The facility provides the public with a functional, affordable and centrally located option for weddings, parties, seminars, workshops, meetings, graduation ceremonies and more.

Senior Activities

The Ballroom Dancing program was back in swing! Our Seniors enjoyed socializing with each other during the M-W-F weekly game sessions, weekly food pick-ups, monthly birthday parties, Paint & Sip, fun photo booths, ice cream social, and bingo games, ending with a memorable Thanksgiving and Christmas luncheon, complete with a visit from Santa and a special performance by the Spotlighters singing group.

Little Free Library & Story Walk Sta.

The City installed an additional six (6) new Little Free Libraries through an Eagle Scout project with local artists for a total of 30 units. Also installed were 2-16 unit Story Walk Stations (walkable story books) at Samuel J. Ferreri Community Park and Greenacres Freedom Park. The City is grateful to our generous benefactors and sponsors who help maintain an extensive book inventory.

Educational Scholarship Program

In April, the City's 2022 Educational Scholarship Committee awarded six (6) $1,500 scholarships to Greenacres high school students. Two (2) of the six (6) awards have a special designation; The Norman Rose and Denise Padgett Memorial awards, honoring a former City Councilmember and City employee, respectively. Additionally, the City Council approved for a total of ten (10) Educational Scholarship awards to be granted in 2023!

Athletics

The City’s athletic fields were utilized an average of six (6) days per week in 2022. Popular athletic uses are basketball, soccer, pickleball, and volleyball for both recreational and competitive play. Athletic use in 2022 resulted in 550 adults and 721 youth participating. Athletic scholarships are also available; contact Community and Recreation Services for additional information.

CROS Ministries Walk-Up Food Pantry

The City is grateful for the partnership with CROS Ministries for the bi-monthly walk up Food Pantry on the 2nd and 4th Thursday of every month at the Ira Van Bullock Park concession stand. CROS served 667 households and 2,178 people in 2022.

2022 ANNUAL EVENTS

A City co-sponsored cultural event organized by the Puerto Rican Hispanic Chamber of Commerce usually was held in March, with 3,000 people in attendance enjoying Hispanic culture through music, food, art, a multicultural village, and 3 Kings Parade at the Samuel J. Ferreri Community Park.

The City's popular Spring Egg Hunt plus family-friendly activities was held in April. Children hunted for over 20,000 toy-stuffed eggs to win prizes, and enjoyed free hayrides, inflatables, vendors, food and photo with the Easter Bunny!

Daddy Daughter Dance

A Hawaiian themed Luau took place with over 100 participants meeting Moana, and learning how to do the Polynesian and Hula dances with a professional instructor, during the annual dinner dance. Various activities included games, prizes, professional photo’s, free books and an ice cream sundae bar.

Ignite the Night

Our family-friendly Ignite the Night Independence Day celebration hosted over 8,000 attendees. Live music, food, fun, amusements and much more was enjoyed by all, concluding with the Zambelli fireworks display, lighting up the night sky to complete the evening.

Holiday in the Park

A memorable holiday celebration was enjoyed by over 5,500 people included a tree lighting ceremony, numerous local school performances, holiday music, various food trucks, visits and photos with Santa, free toys and gifts and much more. Many thanks to all our Sponsors who helped make this event such a success.

Some City events were modified again this year due to the Pandemic. The six (6) events hosted by the City had a combined attendance of over 21,500 attendees with a 95% satisfaction rate from attendees.

Youth Programs AFTERSCHOOL

Camp Programs

Camp programs provide a fun, educational, safe, and structured environment for children in Kindergarten through the 12th grade. This year our program provided 61 days of full-day, hands-on programming. Over 100 children participated in camps that included a variety of educational activities and field trips.

C.A.R.E.S. Program

The Children Are Really Extra Special Program is a nationally accredited, licensed year-round afterschool program serving 60 elementary school age children on a daily basis. This successful program provides opportunities such as field trips, computer instruction, art expression, and daily homework assistance. C.A.R.E.S. is a Quality Improvement System (QIS), maintenance level program.

Teen Programs

This licensed program provides services and activities yearround to over 25 middle and 25 high school youth, developing leadership skills, community involvement and career development. Students are involved in S.T.E.A.M activities and numerous community service projects as well as career exploration, internship opportunities, and college tours. Our Teen Program is also a QIS program, helping shape future community leaders through structured programming.

The City of Greenacres Youth Programs Department operates a Nationally Accredited out-ofschool time program that provides after-school and camp programs. It is licensed through the Palm Beach County Health Department, with a current licensed capacity of 150.

This inclusive year-round program provides services to all elementary, middle, and high school youth in Palm Beach County.

Property Taxes

As required by Florida law, on an annual basis the City of Greenacres sets a property tax rate, also referred to as the “millage rate”. Property taxes are calculated by multiplying the millage rate times each $1,000 of the assessed property value determined by the County Property Appraiser. See example below:

Assessed Property Value - Homestead Exemption = Taxable Amount ÷ $1,000 x Millage Rate = Taxes Paid to City

Property tax revenues are affected by new construction, existing property values, and the property tax rate. In 2022, the City collected $13.9 million in property taxes, which was approximately $695 thousand greater than 2021 due to an increase in property values. The property tax millage rate stayed the same at 6.40 mills. In evaluating property taxes, rates alone do not provide an objective measure of what residents pay for government services. An objective measure is the Property Tax Per Person which takes into account the millage rate, total taxable values, and the total population.

The following chart shows that the City of Greenacres has the lowest per capita tax among the ten (10) largest cities in the County, clearly demonstrating that our residents have the lowest property tax burden.

ALL GOVERNMENTAL FUNDS

The five (5) year financial summary shows the total revenues and expenditures for all governmental funds. The City maintains eleven (11) governmental funds: the General Fund, four (4) Special Revenue Funds, one (1) Debt Service Fund, and five (5) Capital Projects Funds. The City adopts an annual balanced budget for all funds and maintains a fund balance for each of those funds, the largest of which is the General Fund with a minimum unassigned fund balance of 25% of expenditures.
