May is National Deck Safety Month®
The North American Deck and Railing Association, NADRA, stresses the importance of May’s National Deck Safety Month® initiatives and recommends that all contractors and installers remind homeowners about checking their decks regularly to ensure they are safe.
“The number one priority and message to all homeowners is to ensure that their decks are safe for use,” says Michael Beaudry, executive vice president of NADRA. “Providing a safe outdoor living space for family and friends comes down to three simple action items, Educate. Inspect. Correct. Doing these three things to ensure your decks are safe for the year ahead is every homeowner’s responsibility!
Decks are the same as home’s roof, doors, and windows, these products all have life expectancies. The exterior is exposed to sun, rain, snow, salt, and extreme temperature changes over the years. The need to maintain and provide annual inspections is critical for keeping decks strong and safe.”
NADRA has created campaigns and educational programs, along with certifications for home inspectors, deck builders, remodelers, builders, code officials, engineers, architects, distributors, lumberyards, and manufacturers to improve proper installation practices. The organization has also developed checklists and safety awareness information for consumers to ensure they have details available to them to check their decks. There are more than 60 million decks in the United States alone. It is estimated that over 30 million decks are past their useful life and need to be replaced or repaired. Many decks were built before code requirements were established to protect consumers. Some of these older decks may have deck-to-house attachments using only nails instead of the current recommended construction using deck tension hardware that greatly helps in the prevention of ledger failures.
A key element to share with homeowners enjoying their decks for years to come is making sure it is safe. NADRA’s “10-Point Consumer Checklist” is a quick way to take a look at the basic areas that might need attention, possibly some maintenance, repair, or even replacement. CHECK YOUR DECK® CHECKLIST
m SPLIT OR DECAYING WOOD:
· Check several different areas of the deck to be sure the wood is still sound. This includes the ledger board, support posts and joists under the deck, deck boards, railings and stairs.
· Pay special attention to any areas that tend to remain damp, are regularly exposed to water, or are in contact with fasteners. If you can easily penetrate ¼ – ½ inch, break off a sliver of wood without splinters, or the wood is soft and spongy, decay may be present.
· This is also a good time to look for small holes in the wood, which may indicate insects.
m FLASHING:
· Be certain the flashing is sound and firmly in place. Consider adding or replacing flashing if you notice areas that are obviously allowing water to collect.
m RAILINGS AND BANISTERS:
· These should be secure. This is especially important the higher your deck is off the ground.
m LOOSE OR CORRODED FASTENERS:
· Tighten any loose fasteners, and pound in any nails that have popped up.
· If a fastener appears rusted or corroded, consider replacing it. A corroded fastener can cause deterioration in surrounding wood.
· The deck or stairs should appear even without sagging and should not sway or move when tested.
m STAIRS:
· Check any railings or handrails to be sure they are firmly held in place; check also the risers and stringers to be certain they are securely attached and not decayed.
· If the area behind the stair treads is open, this opening should be no more than 4” high.
m CLEANING AND MAINTENANCE:
· Clean away any leaves and debris, since these can be slippery and pro mote mildew.
· If mildew is present or the deck coating has worn away, clean and apply a new waterproofing coating.
m GRILLS, FIRE PITS, CHIMNEYS, HEATERS AND CANDLES:
· Make sure any source of fire or heat is safely placed away from flammable surfaces or that the deck surface is protected by a nonflammable pad.
· Always use caution and follow manufacturers’ directions.
m LIGHTING AND ELECTRICAL:
· Be sure all lighting is working; clean any light covers to allow maximum light to shine through, and trim any plants or tree limbs that may be blocking light.
· If adequate lighting is not present, there are a lot of great new deck lighting products to illuminate steps and pathways.
· Be sure all electrical outlets, appliances and features are up to code, in good condition, and childproof if children are present.
· Watch that any electrical cords do not present a tripping hazard.

Scope and Purpose: This guide outlines the essential criteria for effective pool barrier systems. It addresses various aspects, including design specifications, material considerations, installation guidelines, and maintenance recommendations. The key goals of ASTM F1908-08 are:
• To prevent unauthorized access to pools, hot tubs, and spas.
• To provide a reference for homeowners, builders, and safety inspectors.
• To establish a uniform standard for residential pool fencing.

– Check Your Pool Gate Month
Drowning is the leading cause of accidental death in children ages 1 – 4 years, with an average of 11 fatal and 22 non-fatal drownings per day. Additionally, 70% of child drownings occur during non-swim times. Children's natural curiosity often leads them to backyard swimming pools, and most children that drown gain access to the pool through a faulty fence or gate. To help reduce the risk of child drowning, the National Drowning Prevention Alliance (NDPA) has developed 5 layers of protection.
The first and most important layer is a barrier that limits access to the pool and an alarm to alert you if someone enters the pool area unexpectedly. Fencing provides a constant barrier, but the fence is only effective if the gate and gate hardware are in good working order. Checking the pool gate is crucial for drowning prevention, yet only 30% of pool owners do this once a year. To raise awareness of the problem and provide education on how to check and maintain a pool gate, D&D Technologies along with the NDPA established Check Your Pool Gate Month, starting on May 1.
“Check Your Pool Gate Month reminds pool owners to ensure their pool fences, gates, latches, and hinges are secure and working properly, with the aim to reduce child drownings by making it harder for them to access the pool,” explains Jeff Horton, with D&D Technologies. For every child that drowns, another seven experience a non-fatal drowning, and 40% of these children require further care.
Horton says a few minutes is all it takes to check a pool fence and gate, and this simple task done regularly could help save a child’s life. D&D offers the following checklist for pool gates:
SAFETY CHECKLIST FOR POOL GATES
• Gate should open outwards, away from the pool
• The Gate latch release knob should be out of reach of children under 5. (check local codes/standards from minimum requirements)
• Fence should be at a minimum height to comply with your region and encompass the pool area. (check local codes/standards for minimum requirements)
• Maximum clearance from finished ground surface is no more than 4 inches (100mm)
• Fence perimeter must have adequate distance from other climbable objects or structures
• Gate must be self-closing and self-latching
• Gate hinges are reliable, self-closing, tensionadjustable, rust free and bind free
• Gate latch must be adjustable for height and width
• Gate latch cannot be key locked in the “open” position
• Gate latch cannot be opened using implements or force
• Gate will shut and latch securely from any position, including from resting on the latching mechanism
• Gate complies with all relevant United States Codes/Standards and legislation for pool safety
“Fence companies play a crucial role in the effort to save lives as they communicate directly with customers,” says Horton. “It’s important to remind customers to regularly check their pool fence, gate and gate hardware to ensure they are in good working order. Also reminding them that a gate that is not self-closing and self-latching provides easy and often unnoticed access to the pool area. According to the Centers for Disease Control and Prevention (CDC), drowning is the leading cause of death among children aged 1-4 and remains a leading cause for older children and adults. Here at the NDPA, we know that many parents, caregivers and homeowners are unaware of the risks of drowning, how quickly and silently it can occur and also how they can prevent drowning. We must find ways to dispel the myth that “drowning won’t happen to me or my family.” Sadly, drowning can and does impact the best parents and the most loving families. The good news is that drowning is preventable.
The NDPA believes in and advocates the 5 layers of protection to prevent drowning so that if one layer of protection fails, there are other layers in place. Barriers and alarms are an essential layer, including the installation of proper fencing, as they can significantly limit a child’s access to a pool and other water bodies. We know that if a child can access a body of water, whether it is a pool, lake, beach, or bathtub, the risk of drowning is present. In addition to barriers and alarms, these layers include constant, close, capable and undistracted adult supervision; water competency; U.S. Coast Guard approved life jackets when around open water and while boating; and emergency preparedness, specifically learning CPR with rescue breaths and always having ready-access to a phone to call 911.

THE ROLE OF POOL FENCING IN PREVENTING CHILD DROWNINGS
The sobering statistics of accidental drownings emphasize why pool fencing is not a luxury. It’s a necessity! A properly installed, four-sided fence with a selfclosing, self-latching gate can reduce a child’s risk of drowning by up to 83%.
“As we observe National Water Safety Month, it's important to spotlight proactive measures that make a tangible impact – pool fencing is one of the most effective tools in reducing child drownings,” says Mike Corkery, owner/president of Pool Guard USA. “Pool fencing directly supports the goals of National Water Safety Month and we are proud to advocate for these measures.”
Even under active supervision, pool accidents happen in seconds. In fact, 69% of children who drowned were not expected to be in or near the pool at the time of the accident, with many last seen inside the house or playing elsewhere. “Pool fencing acts as a critical layer in the ‘layer of protection’ strategy recommended by drowning prevention experts,” says Corkery. “While no physical barrier is entirely childproof, pool fencing offers critical protection, especially during those unexpected moments when there is a lapse in adult supervision.”
When properly installed and maintained, a compliant swimming pool fence keeps children from climbing over, under, or through the barrier. Corkery explains that to be truly effective, a pool fence should meet several key criteria:
MINIMUM 4-FT HEIGHT. The fence, regardless of material, must be tall enough to make it difficult for children to climb over. Many building codes and safety organizations, including the ASTM and CPSC, recommend a height of at least 48 inches (4 feet) as a baseline requirement. Some states or counties even request a taller barrier of 60 inches for added safety and security.
PROPER SPACING AND GROUND CLEARANCE. Openings between vertical slats or mesh should be small enough that a 4-inch diameter sphere cannot pass through. Such safety precautions are based on the head breadth and chest depth of a young child. The maximum clearance at the bottom of the fence should not exceed 4 inches from a solid surface like concrete or 2 inches above non-solid surfaces like grass or gravel to prevent children from crawling underneath and gaining unsupervised access to the pool area.
FULL ENCLOSURE OF THE POOL. An effective fence should fully surround the pool on all four sides, separating it completely from the house, yard, and any play areas. This prevents children from accidentally wandering into the pool space.
SELF-CLOSING/SELF-LATCHING GATES. Gates should be designed to close and latch automatically every time they’re opened. Latches should be positioned out of reach of small children, typically at least 54 inches from the ground. This serves as a safety precaution that the gate is never going to be left open by mistake, even during busy times or poolside gatherings.

One of the most critical elements of pool safety is having secure, properly functioning gates and fences. Side gates and pool gates can become hazards if they aren’t maintained, but a few simple checks and some regular care can keep everything in perfect working order.
1. Inspect Your Gates
Stand about three meters away from your pool gate and observe its alignment with the surrounding panels. Look for the following:
• Top Alignment: Ensure the top of the gate is level with the panels on either side.
• Hinge Position: Check if the hinge is still square and level on the glass.
• Consistent Gaps: Verify that the gap between the gate and the panels is consistent from top to bottom.
• Latch Alignment: Make sure the latch is square, level, & both sides line up evenly.
If any of these components look off, realign the gate.
2. Regular Maintenance for Long-Lasting Performance
Easy care maintenance tips to ensure your gate hinges continue functioning smoothly:
• Rinse Off Build-Up: Grab a hose and give the latch and hinge a good spray to remove any salt or dirt that may have accumulated. Then dry with a clean rag.
• Functionality Check: Open the gate to 90 degrees, then let it go and make sure the latches are closing completely. Then do the same at 20 centimeters.
• Tighten the Screws: Check and tighten the fixing screws on the pool side of the gate. This will prevent the gate from dropping and ensure smooth operation.
• Adjust the Closing Speed: If you find the closing action of your hinge is too fast or too slow, it may need adjustment.

The Not So British Standard
In 2023 I was invited onto the British Standard committee in relation to areas concerning gate safety and at that time I thought/hoped I could make a difference. Despite attending meetings that were drowning in political correctness, I still believed that I might be able to bring a new perspective to proceedings.
However, post one of the meetings which agreed the definition of a roller door, I received an email suggesting that the view of the committee might be overruled by Europe. This triggered a desire on my part to do some investigating.
I started with an email to the Chair of the committee asking, if the British Standard committee agrees on one set of words, can this be overruled by CEN, the European Committee for Standardization? And if CEN agree the same set of words can this subsequently be overruled by Brussels?
And the answer was yes!
Upon further investigation it was suggested that I read BS 0:2021. This is the standard for standards and various sections are of interest.
It states:
“British standards are voluntary in that there is no obligation to apply them or comply with them.”
“As the UK member of CEN and CENELEC, there is an obligation on BSI to follow the rules and procedures given in the CEN/CENELEC internal regulations.”
“The process sometimes results in a strongly held national position being overridden.”
“The obligations set out … regarding the adoption of all European Standards form part of BSI’s terms of membership of CEN and CENELEC.”
“Withdrawal of a British Standard is at the discretion of BSI … or the standard is deemed to be in conflict with a European Standard.”
In effect, what this means is that the BSI has chosen to subjugate itself to Europe and although I am not a Europhobe, I am strongly of the opinion that we should be in charge of our own destiny. Ironically, when were in Europe we had more influence over the standards than we do now.
Given that I would have thought that the prime function of the BSI was to write standards, it beggars belief that the three top executives for the year
2023 received over 3 million pounds when effectively they had relinquished control to Europe!
The net result of this is that Europe will be effectively writing the standards that UK manufacturing will be required to adhere to. Given that the EU will want to protect its manufacturing base, this will almost certainly result in UK manufacturing being left at a distinct disadvantage.
We appear to be at something of an impasse and I for one, am not prepared to simply bow down to what amounts to a smoke screen fueled by bureaucracy.
I would suggest that we seek some answers from the government or key political figures. We should lobby our local MPs or collectively write to someone publicly associated with a pro Brexit stance, such as Nigel Farage.
A failure to act would lead me to question the relevance of anyone investing their time to act as a representative on the committee …

Standards for the Hidden Dangers of Gates
Throughout history, safety and security have been common concerns in society. Yet sometimes, something put in place to protect people from harm has actually contributed to injuries and even fatalities. At times, this has been the case with manual and automatic fence gates. Created to safeguard property and people from trespassing, theft, physical damage, and other offenses while still affording access, fence gates can malfunction and injure passersby or those operating them. Because gates can weigh as much as 1,100 pounds, life-threatening injuries and fatalities are sometimes the outcomes of these accidents.
In July 2024, California’s Department of Occupational Safety and Health (OSHA) released an evaluation of horizontal sliding gates that included an accident history. From 1990 to 2024, 47 work-related accidents in California resulted from fence gates derailing and falling. Of that number, 35 workers sustained injuries ranging from pelvis, leg, rib, arm, and skull fractures to spinal injuries, punctured lungs, and internal bleeding. Sadly, the remaining 12 individuals did not survive.
Because the cause of death is typically recorded as cerebral hemorrhage, skull fracture, or cardiac arrest, tracking these fatalities is challenging. Occasionally, though, gate-related deaths make national and international headlines. This happened in 2020, when Ugandan human rights activist Esther Nakajjigo died on her honeymoon in Utah’s Arches National Park after wind gusts caused a fence gate to slice through her vehicle. Her family filed a wrongful death claim against the park and were eventually awarded damages.
In 2023, a 9-year-old girl in Tucson, Arizona, died after a rolling gate at Tucson’s Centennial Elementary School fell on her as she attempted to help close the gate. A similar tragedy claimed the life of 7-year-old Alex Quanbeck in Marin County, California, in December 2019. Alex had been playing football with his friends at recess, and to stop the ball from rolling away, he had attempted to close the schoolyard gate. The massive horizontal sliding gate collapsed on him, resulting in his death.
THE HUMMINGBIRD ALLIANCE
To improve school safety through education and advocacy, Alex’s parents, Eric and Dayna Quanbeck, created the nonprofit Hummingbird Alliance. Founded in Alex’s memory, the organization’s goals include creating “a baseline of safety standards for all institutions we entrust with our children.”
“What I tell people is that we’ve identified a problem at a national level — gates are everywhere,” Eric Quanbeck says. “You think about why the fence and gate were built at my son’s school. It was in response to the Sandy Hook Elementary School shooting. This is a safety device that gives people peace of mind. While it’s necessary to put fences and gates up, you have to be aware of the dangers that they present. Gates move, either manually or automatically with an arm, and if there’s not a proper safety mechanism, you can be putting a potentially fatal product in your home, school, or business.”
In November 2024, the Hummingbird Alliance saw a major advancement in its efforts with the introduction of the Alex Gate Safety Act. Sponsored by U.S. Representatives Jared Huffman (D-CA) and John Curtis (R-UT), the act aims to prevent accidents from what are essentially gates that are not functioning properly. Several organizations, including ASTM International, are working with the Hummingbird Alliance and the sponsors of the Alex Gate Safety Act to ensure that gate safety is a priority for everyone.
The safety bill instructs the Consumer Product Safety Commission (CPSC) to run an education and awareness campaign alerting the public and fence industry to the dangers associated with gates. The campaign also details ways to prevent accidents. It directs the CPSC to make certain that new gates adhere to three ASTM standards. Published by ASTM’s subcommittee on gates (F14.15), part of the committee on fences (F14), they are the standard specification for automated vehicular gate construction (F2200); the standard specification for industrial and commercial steel swing gates (F900); and the standard specification for industrial and commercial horizontal slide gates (F1184).
TEMPLATE FOR GATE SAFETY STANDARDS
Upon learning of its inclusion in the bill, ASTM’s gates subcommittee promptly set out to ensure that its standards reflected the new safety requirements. Revision was a straightforward process, especially since the standard specification for horizontal slide gates (F1184) had already been updated in late 2023.
“For F1184, we tried to stick with a standard that was well-received and created safer environments,” says F14 member Catherine Mills-Reynolds. “This was F2200. Barring those things related specifically to electric gate operators (F1184 only applies to manual gates), all of F2200’s best practices were incorporated into F1184. These are things that the industry was familiar with from F2200, which made the changes an easy addition for the AFA [American Fence Association] to support. It wasn’t a foreign concept for us or out of the blue.”
Mills-Reynolds is also the director of government relations and industry standards for the AFA. The organization promotes professionalism, ethics, and the education and certification of members of the fence industry.
Revisions to the standard specification for swing gates (F900) passed balloting in December 2024. The standards now reflect the changes set forth in the Alex Gate Safety Act.
“The automated gate standard was used as a template for updating the other two standards. A lot of the requirements of those three standards are harmonized,” says Dave Monsour, technical director at the Door and Access Systems Manufacturers Association (DASMA) and a member of ASTM’s subcommittee on the performance of windows, doors, skylights, and curtain walls (E06.51). “Everyone who deals with gates should know about F2200. It offers real protections, and frankly, people are in danger without it.”
The automated vehicular gate standard (F2200) covers horizontal slide gates; horizontal swing gates; vertical lift gates; vertical pivot gates; overhead pivot gates; and horizontal bifold gates. It includes safety requirements for 45-degree fall-over protection, protrusions that could hurt someone, and positive stops. Positive stops are positioned at the top or bottom of a gate and guarantee that a gate stops in the correct spot when opening and closing. If a gate swings out beyond the designated stopping point, it could damage itself, the hinges, the latch, or the person operating the gate. These provisions are applicable to manual gates as well.
“If a gate does not abide by these standards and dislodges from its supports and strikes someone, whether it’s electric or manual, the risk of death or severe injury is the same,” Mills-Reynolds says. “If there’s a gate, no matter how it opens, there’s a risk. We’re making these changes so that, if a gate falls, there’s a stop preventing it from falling to the ground.”
Quanbeck stresses the importance of these voluntary standards becoming part of day-to-day practice. “Most people in the industry are aware of and probably follow ASTM’s standards,” he says. “The question is: how do you take it to the next level, so that it’s no longer a voluntary option?”
SIMPLE, INEXPENSIVE FIXES CAN SAVE LIVES
Often, additional safety requirements are associated with incurring cost and inconvenience to upgrade and meet the new conditions. For gates, this is not the case. Take, for instance, fall-stop posts for manual slide gates. These cost as little as $50 to purchase and install. Cemented into the ground or welded onto the gate, fall stops ensure that a detached gate doesn’t fall more than 45 degrees from the vertical plane. If a gate becomes detached, it will hit the post and stop moving before it can strike someone.
“Anything that can roll can fall,” Quanbeck says. “Think about your sliding closet door and how it could become decoupled and come off the track. You can’t prevent decoupling on gates, but you can install a fall-stop device so that the gate doesn’t fall from the fence and cause a tragedy.”
A gate-stop is another safety measure. Referred to as a positive stop in the standard, this is a small piece of metal either in bracket form or welded to the end of the gate. Mills-Reynolds explains that, if a gate is sliding down a hill and becomes loose, when it slides, it hits that metal piece and doesn’t overshoot and come off the railing.
In addition to these safety features, there are gatekeepers, known colloquially as “duck bills” or “hold backs.” A gatekeeper is a mechanical device for securing the free end of a gate when it’s in a fully open position. It holds the gate onto the post so that it can’t move on its own.
With a gatekeeper in place, a gate won’t swing violently or erratically when a gust of wind blows, which is what occurred in Arches National Park. Ultimately, it stops the gate from hitting and injuring someone.
Gate-safety loops or chains provide anti-drop protection. When fitted onto the hinge side of a swing gate, this item acts as a secondary reinforcement, preventing the gate from falling more than a foot if it has separated from a hinge. These stainless-steel loops and chains can be purchased for as little as $20. They and gatekeepers are part of F900’s specifications for industrial and commercial steel swing gates.
Ben Shirley, chair of the committee on fences and director of marketing and training at Ameristar Perimeter Security USA Inc., points out that some of these items can be created in a shop for minimal costs. In comparison to the price of a gate, they are inexpensive fixes. “When we’re talking about child safety, I don’t know anyone who is going to push back against these safeguards,” he says.
STAYING ON TOP OF SAFETY CONCERNS
A 2001 study by the CPSC indicated that between 1990 and 2000, more than 25,000 Americans were injured by automatic gates. “Electric gates have been deadly and have caused entrapment deaths. This is why F2200 underwent its first round of changes back in 2002,” Mills-Reynolds says. “At the time, UL [Underwriters Laboratories] and others in the industry got involved to increase safety awareness around these gates.”
Automated gates and access control are constantly changing. So, too, are the standards. “Each time the subcommittee meets, they assess what issues they’ve seen and what they need to change to make gates safer,” Shirley says. As an example, he cites the layer of mesh added roughly five years ago to stop children’s hands from getting caught in gates. In the past three years, the mesh height has increased from four to six feet.
Recognizing F2200’s wide-reaching impact, ASTM has submitted the standard for inclusion in the International Code Council’s (ICC) code on gates. The acceptance process is estimated to be two years.
Working with ASTM, DASMA, and others, the Hummingbird Alliance is submitting a petition to the ICC to adopt many attributes of the Alex Gate Safety Act. “The benefit is that if it does get adopted and implemented, then that is promulgated through all 50 states and makes its way into the building code across the country,” Quanbeck says.
Regarding the ICC adopting F2200 and other aspects of the act, Monsour says, “I hope this will result in a greater awareness of the important provisions to promote safety in the installation of automated and manual gates and, ultimately, prevent injuries and save lives.”
INCREASING AWARENESS AND PROFESSIONALISM
Embracing existing ASTM standards has helped the fence industry elevate gate-safety awareness and increase its levels of professionalism and expertise. It has also enabled the industry to become more involved in the creation, revision, and use of ASTM standards.
“As people who are ‘boots on the ground,’ doing the installations of fences, we are often the best ones to know what the problems are and how to improve on them,” Mills-Reynolds says. “By getting involved with the ASTM process, we have our voices heard and we make sure that the industry is operating to the highest standard, which is what ASTM publishes and pursues.”
She notes that the AFA makes ASTM standards part of its core education programming for fence installers and code-enforcement officials, including the American Association of Code Officials. Last year, the organization held a three-day, gate-safety summit on ASTM’s F2200, F900, and F1184 standards.

With decades of experience and a passion for keeping the industry connected—both literally and figuratively—Steve has become a driving force in manufacturing excellence and supply chain reliability. His commitment to quality, innovation, and relationships has helped shape Southwestern Wire into a trusted name across the nation. Fence News had the opportunity to talk with Steve about his career, his company and lessons learned along the way.
What was your background before entering the fence industry?
I grew up on Long Island, New York, and was in the first coed freshman class at Vassar (we just had our 50th reunion). I took a year off in 1973 and arrived in Israel a week before the surprise attack on Yom Kippur. I stayed for the eight months as a volunteer at a farming settlement. After graduating in 1975, I studied at Harvard Divinity School for a couple of years.
In 1978 I joined a family company, L. D. Peters & Sons, an import/export trading company in chemicals and metals. My father had retired and my uncle eventually sold his interest to me. The company had evolved into a major wholesale distributor of galvanized steel and alloy wires for construction. We specialized in straightened and cut soft wire for suspended ceilings, more commonly known as hanger wire.
How did Southwestern Wire start?
In 1988 I was sourcing additional domestic hanger wire producers and came across Oklahoma Steel & Wire. I went to Madill, Oklahoma, to see if they could produce the quality I was looking for. That is when I met Max Moore and we really hit it off. We were the same age, and both heavily involved in our family businesses; both looking for an opportunity we could call our own. We decided we wanted to find a “turnaround,” leading us to attend a Turnaround Management Association meeting in New York City. We started to look for companies in trouble that fit our realm of expertise – steel wire. After making a run for a few companies – where we were (thankfully) out bid, Max came across Acme Fence and Iron in his backyard, Norman, Oklahoma. We did our due
diligence, worked up a business plan and bought the assets from the Bank of Oklahoma, which had foreclosed. Southwestern Wire was born.
What were those early days in the company like? Biggest challenges and biggest wins? Initially, I was traveling to Oklahoma for a week every month from my home in Connecticut. That was tough. We were learning the commercial and residential fence business while also running the company. We worked to make the plant profitable and to learn the chain link fence business. The property had environmental issues and was in receivership. We worked to clean it up and were able to acquire ownership. One challenge ended up becoming our biggest early win: installing and perfecting a heavy galvanized strand wire line producing 1.2 oz. galvanized wire that could be woven into chain link. We became the preeminent producer of GBW (galvanized before weaving) fabric that met ASTM specs.
Without a doubt, the biggest challenge we faced as a company came when Max Moore, my co-founder and majority owner, tragically died in a plane accident in May of 2000. This was a gut punch to all of us who knew him and to our fledgling company. His widow, Patricia Moore, became the new majority stockholder. Fortunately, Max had mentored David Weinand at Oklahoma Steel & Wire, and he had been helping us at Southwestern Wire with personnel and benefits, so he was familiar with our people and plant. Most importantly, he was – and is – someone Pat and I fully trust. We put David in charge as our CEO and his leadership and stewardship became our biggest win.
Was there any milestone that made you feel like you had “made it?”
As we engaged with major independent fence distributors, our products were gaining respect and preference in more and more markets. However, we found that in some markets we couldn’t find a distributor who would support us. Paul Harrison helped us develop our distribution subsidiary, Eagle Fence Distributing. This was a turning point for big growth. We started in Birmingham, Alabama, and soon added Chicago, then Houston. We have organically grown distribution over the years by finding the right people in areas where we underserved.
What is the scope of your position with the company?
I have been the executive vice president and corporate secretary since our inception. Over the years I have served as our representative to the Chain Link Fence Manufacturers Institute (CLFMI), and am a past president. I’m also the past chairman of Committee F14 on Fences for ASTM (American Society for Testing and Materials). At this point I am still active on our board and participate in the weekly management conference call. I help represent the company at FenceTech, ASTM and other trade shows.
Describe the company’s growth and achievements over the past 33 years?
Today we employ over 300 people who serve our customers across the country. I’m proud of our hardworking team, as well as our growth and accomplishments. We’ve developed a variety of wire products and coatings, contributed to industry standards, expanded distribution across nine yards and are recognized as the largest domestic producer of vineyard wire, just to name a few proud achievements. We adapt and innovate to meet the demands of the market and that has been a big part of our success.
Was there something surprising about this industry or your career that you didn’t expect?
How much I enjoy the people I work with, both here at our company and across the industry. Fence people are great people. It’s also so rewarding to create something real; to see the tangible fruits of our labor. We can see and touch where our fences go. We aren’t just shuffling paper. We’re building something that lasts.
How do you stay motivated every day?
Thinking of my kids and grandchildren. I also never forget the pain of losing my business partner, Max Moore. His memory also inspires me to build a legacy he’d be proud of.
Did you have any business mentors who inspired your career success? Yes. I was fortunate to have had the honor and pleasure to befriend and learn from some of the lions of the fence industry, including, among others, Bill Ullrich, Chuck Naegele, Paul Harrison and the late Jerry Gambrell.
What’s the best advice you’ve ever received?
To understand the fundamental components for building a company and its products: Price, Quality and Service – finding the right balance without neglecting any of them.
What advice would you give someone just entering this industry?
Develop meaningful relationships – with your colleagues, customers, vendors and yes, even with your competitors. This is a people business. It’s these connections that lead to success.

Those on the outside may think owning and growing a business is glamorous. They see the current building, the staff, the equipment and the profits. What they don’t see are the startups. The small beginnings, the ever-present worry, the dreams and the everyday decisions that can either make it or break it.
Fence News honors those who put their hat in the self-employment ring and built their business one small step at a time.
Pacific Fence and Wire is the longest running fence business in Portland, Oregon. Today the company is the number one destination for contractors and distributors seeking the highest quality fence materials, but as a familyowned business, Pacific Fence & Wire still holds the same values from its creation in 1921.
“The last four generations of our family have remained good stewards to the ideals my great grandfather had when he started the company,” says John Schoenheit, vice president of sales. “He started this company, one to support his family, but he could see an opportunity to fill a need that consumers at the time had. That’s what we continue to do today. We are forward thinking and strive to provide new products designed with the latest technology for our customers.”
A machinist by trade, Eugene Schoenheit established the company as Pacific Fence and Fireplace.
“Fireplaces have been a center piece of the home for centuries,” says Schoenheit. “Today, fireplaces come in a variety of styles and designs, but in the 1920s they mostly resembled chain link fences. As the years changed and customer needs evolved, it was a natural progression to enter the fence industry. In the 1970s, the fireplace portion of the business became its own company and the Pacific Fence name we know today was solely focused on fencing and manufacturing.”
For the last century, Pacific Fence and Wire has remained in the Portland metro area but has called four different locations home as the company has grown. Every product may not be made in-house anymore and jobs are distributed between multiple departments, but the business is still a family affair.
“Like my father and three siblings, I’ve really spent my entire career here,” says Schoenheit. “I had odd jobs throughout our shop during semester breaks in school; and after finishing college I worked in our sales division before moving to inventory and purchasing. My dad, Joe, is our current president, my brother Bill, vice president, my brother Dan, vice president of finance and my sister Therese, vice president of operations, are also involved with the company.”
From a small operation to a regional distribution center serving any size customer, Schoenheit says every step of the way strong relationships and serving others has been the key to success.
“We want to be a place that provides a positive work environment for our employees and gives their families options for the future. Whether they are part of our own family or not, everyone has an important job here and we want to offer generational opportunities. The Leader’s Job: Maximizing Human Performance

Recently, I was facilitating a retreat with the estimating team of one of our members. As part of that discussion, we were talking about the role of leaders in today’s organizations. It was a sharp, motivated group—smart people doing detailed work under pressure to grow the business every day. One team member raised a hand and asked, “What exactly is our job as leaders? What’s the one thing we must get right?”
I paused, and then I suggested, “The primary purpose of your organization, and therefore your purpose as a leader, is to maximize human performance.”
Here are four insights from our discussion.
First, culture sets the stage. It’s not what’s written in your handbook or on your website, it’s how people feel when they walk through the door. It’s whether your team trusts each other, feels safe to speak up, and believes their work matters. Culture is shaped by leaders every day—by what you tolerate, what you praise, and what you model. If you’re looking to improve results, don’t just check the numbers. Leaders ask themselves: What kind of environment have I created for people to perform their best?”
Second, people need expectations and purpose. High performance starts when people know what’s expected—and why it matters. In our industry, it's tempting to think performance is just about meeting deadlines and following
specs. But the best leaders help team members see how their role connects to something bigger. They create clarity about what winning looks like and then celebrate people who bring their own sense of purpose to the job. Am I helping the team find purpose in their work—or just managing tasks?
Third, great leaders coach. They don’t hover or micromanage. They ask questions, provide feedback, and help others grow. The goal isn’t to be the smartest person in the room, it’s to multiply the talent around you. Your highest impact comes when you stop trying to do everything yourself and instead invest in helping others become leaders. That’s the shift—from supervising to coaching. It takes more patience, but the long-term payoff is a team that can perform without being managed moment to moment.
Am I spending my time solving problems—or growing people who can solve them with me?
Finally, culture doesn’t stop at the shop door. Leaders who build strong internal cultures also shape how customers experience the business. When your team feels respected, empowered, and valued—they pass that energy on. It shows in consultative sales calls, project execution, and the final walkthrough or the delivery of your products. A culture of care on the inside becomes a culture of service on the outside. Would our customers say our culture shows up in their experience?
So, if you’re leading a team—whether it’s estimators, installers, or the whole company, consider this: your job isn’t to control people. It’s to unlock their potential. Create the culture. Set the expectations. Reward growth. Teach others how to lead alongside you. And carry that same care through to your customer experience. That’s how performance becomes sustainable. That’s how organizations thrive.

Two Keys to Success in 2025

In January, a report on trends in the U.S. fence industry, Ibis Research predicted that in 2025 the industry would exceed its average annual increase of 1.5% over the past five years. That is good news, of course, but there was a caution added to the forecast.
“Fence contractors primarily compete on price. Increased competition among contractors and manufacturers is driving the need for differentiation through quality and reputation. Building a powerful reputation is key for attracting clients, as they often depend on word-of-mouth referrals. A positive reputation can be a significant advantage in this competitive market.”
Much as I was glad to see that Ibis Research’s forecast was in line with others I had seen (including our CLFMI Chief Economist, Dr. Mathhew Kidder), I had to take three things about it into consideration:
1) It was released prior to President Trump’s tariff “program.”
2) The fact that contractors compete primarily on price was not a revelation to anyone in this industry.
3) The rest of what they note is true, no matter what happens next, no matter what else we face, and no matter how long we stay in this business.
To start off with, “differentiation through quality and reputation” should not be considered an either/or subject. Both of these are keys to standing out in the fence industry, and they require the same two things if they are truly going to impact your ability to be profitable in 2025 - they have to be based on a plan, and the plan will have to include building an effective team both internally and externally.
Quality is something more than an advertising slogan. You need to be planning to back up your claim of “quality” with some hard facts and a really effective team:
1) External quality is based on setting standards for what kinds of products you are offering your customers. In the fence industry there are accepted guidelines, standards, and specifications for thousands of fencing materials. Be sure you are using and recommending the products that adhere to these. This is also where a “team” made up of manufacturers, suppliers, and contractors, needs to agree to work up to a standard, not down to a price.
2) Internal quality is what your company does on a day-to-day basis to give the end user of the fencing project the best possible customer experience. You are the manager of the quality control system in your company. Set standards for everything your company does, just as ASTM and other organizations set standards for how products are made and how to use them. Then, you need to get buy-in from your employees that quality control is everyone’s job.
Reputation is something that is earned, not bestowed. Even in the many family businesses in the fence industry that have been run by more than one generation, what you used to do does not matter – your reputation is always dependent upon your latest job(s). That is why on-going quality control is so important.

The only thing we seem to know for sure about President Trump’s on again - off again “Tariff Wars” is that no one knows for sure exactly what is going on.
Possibly President Trump’s plan all along has been to try to muddle the waters, get both our adversaries and our strategic trading partners off balance and shake things up to see how it all plays out.
I have been advising my clients since his inauguration to take President Trump’s moves with a grain of salt and be patient. The administration’s ultimate goal is believed by many to be focused on capitalizing on weaknesses in the global trade markets that favor the U.S. (for a change). Yes, this strategy has led to volitivity, uncertainty and ambiguity in foreign trade, but this could be part of the plan. The current administration is now poised to capitalize on that uncertainty.
We have long been the recipients of other countries’ tariffs, and never or rarely imposing tariffs on our trading partners. For example, I had an international client many years ago manufacturing in Colombia and Peru and exporting products from South America into the U.S. The imports into the U.S. came tariff-free, but when exporting machinery and vehicles from the U.S. or Europe back into Peru and/or Colombia, the tariffs were near 100%.
International trade is a complex monetary balance that has long been manipulated by countries like China and India. They subsidize many of their manufacturing industries to gain

an international competitive advantage. One scenario President Trump is dealing with is trying to push the envelope as far as he can to help U.S. exporters and factories. But as we all know, this is a dangerous game, as rising prices for imports can affect us and our customers here in America. Unfortunately, usually the lower and middle class suffer the brunt of the final costs.
Yes, tariffs on raw materials for the fencing industry will have costly consequences. Steel and aluminum from China, lumber from Canada and Brazil, the two largest importers of wood to the U.S., will all cost more and will have a significant impact on the industry. Petroleum based resins that produce vinyl fence lineals will also be affected, but the oil industry seems to have a life of its own, and probably will not react as dramatically as steel, wood and aluminum will.
Now, what do we do with all of this? The classic strategic response to volatility risk is to invest in preparedness, calibrating how much you invest in alternatives with the level of risk you face. Possibly stockpile steel, aluminum and wood products. But this costs money and many fence contractors do not have several hundred thousand available to fill their yards with inventory. Yard spoilage and interest costs, albeit lower than a few years ago, are still high, so stockpiling costs money. Remember the days of 2% interest? Well, they are probably gone forever.
All I can say is plan well, balance inventory levels and bid carefully. Under-bidding in this climate can be devastating. Also remember we are

The Best Materials to Rebuild and Maintain Your Fence
When a client is looking to rebuild an existing fence, choosing the right material is key. “But the decision also requires balancing factors like functionality, climate, budget, aesthetics and upkeep,” says Zack Clark, Catalyst vice president of sales at Oldcastle APG. “When working with homeowners, choosing a fence that both meets their needs and lasts for years is essential.”
Clark recommends starting by considering style and compatibility with the property’s aesthetics. “A fence should not only complement the home but also fit the client’s schedule and lifestyle, ensuring its practicality and attractiveness to maintain curb appeal.”
The local climate and weather conditions also factor into material selection. “You may need materials that withstand intense heat or perform well in frost or high humidity. The purpose of the fence is equally important, whether the client is prioritizing privacy, security, or adding shade to the outdoor space. Budget and long-term costs are critical too; some materials may have a higher initial price but lower maintenance expenses over time.
POPULAR FENCE MATERIALS
When it comes to fence materials, Clark says there are a variety of options to suit every client’s needs and preferences. He provides an overview, with pros and cons of each:
Wood is a classic choice, offering a natural, timeless aesthetic and easy customization in terms of height, design and finish. Wood can fit various budgets and home styles, whether you decide on cedar, pine or redwood. However, wood is not known for its longevity compared to other materials and requires significant upkeep to avoid rot, warping and fading. Wood fences are also far more susceptible to damage from storms and high winds and are highly flammable, acting like fuel in a wildfire.
Molded fence panels offer the aesthetic appeal of natural materials but with enhanced durability and low maintenance requirements. Made of resilient polyethylene and reinforced with galvanized steel, this allows for superior performance and sound reduction without compromising aesthetics, as the panels are molded from real stone and wood textures to produce a realistic look. This material is highly durable, impact-resistant and nearly maintenance-free, making it a practical choice for homeowners looking for both beauty and functionality.
Vinyl fencing is another low-maintenance option, known for its strength, variety of colors and styles, and resistance in severe weather events, such as wildfires. Though it typically has a higher upfront cost, vinyl’s durability and minimal upkeep make it a cost-effective option in the long run. It only requires occasional cleaning, which is typically all it takes to keep vinyl fencing looking almost new.
Metal fencing, such as aluminum, offers durability and sleek design. These fences are ideal for homeowners prioritizing security and structural longevity. Metal fences can be styled to enhance curb appeal, and with proper anti-rust treatments and powder coatings, metal fences are longlasting and require minimal maintenance.
MAINTENANCE TIPS BY FENCING MATERIALS
Clark stresses that proper maintenance is key to preserving the longevity and appearance of a fence, regardless of the material. “It’s important to discuss maintenance with your clients upfront so they understand how to keep materials in good condition.” He advises covering these key points regarding maintenance for different types of fences:
Wood fences require the most upkeep with regular cleaning to remove dirt, mildew and debris. Yearly staining, sealing, or painting is needed to protect against rot, moisture, and fading caused by weather exposure. Ensure you also inspect for signs of warping, cracking or damage to replace boards as needed.
Molded fence panels are durable and impact resistant, blocking 98% of direct sound, and virtually maintenance free with no painting or staining required, making it a top choice for busy homeowners. All the material requires is an occasional rinse with water to remove dust or debris.
Vinyl fencing is easy to care for and requires periodic cleaning with mild soap to remove any debris. Be sure to avoid harsh chemicals that could damage the material. Homeowners should also inspect the material after extreme weather to keep it looking its best and ensure there is no damage.
Metal fences benefit from applying anti-rust coatings or sealants to prevent corrosion, particularly in areas with high humidity. The fence can be kept shining by simply wiping off any debris with a cloth and mild cleaning solution.
“Choosing the right fence material is ultimately a significant investment in a home,” adds Clark. “Taking your client’s needs, budget, and local climate into consideration allow you to select a fence that adds value and functionality to the property.”
