The UN and FAMUN’s elections for Secretary-General SIMILARITIES AND DIFFERENCES AFTER THE CHANGES OF 2016 By Bruna Cacace

In 2016, the mandate of the current Secretary-General of the United Nations, Ban Ki-moon, comes to its closure after ten years. But the discussions about the new Secretary-General and the election process have been a current theme both at the UN and in international newspapers. The election process for the Secretary-General position involves two steps. The first one is the nomination, by the Security Council, of one candidate. After this, the General Assembly must approve the indication by a vote process. This year, the unprecedented fact is the realization of public hearing campaigns and informal consultations of the UNSC with the candidates - which happened in June and July - rather than just an internal process of choice led by the five permanent members of the UNSC. Another interesting aspect is the female participation in the election process: after eight male Secretaries, there is a strong campaign encouraging broader participation of women in the process and supporting a woman for the position of Secretary-General. We can compare the UN’s election process to FAMUN’s own Secretariat election process. The model follows a

democratic process to elect its Secretariat: the candidates must elaborate a project for the upcoming event and must be chosen through a vote by all members of FAMUN team. Following the current elections of the UN, which has an important female participation, FAMUN enhances women empowerment since its creation.

Consensus in the BFF might be hard to achieve. Representatives do not share a common agenda and do not have an agreement about topics such as the level of importance of agricultural development. While India and Russia agreed that agriculture is the most important topic of discussion, Brazil included other issues in the agenda, such as energy and transport. The New Development Bank is losing its force among the other financial institutions present. BRICS countries are focused on their own regional banks instead of consolidating a true financial cooperation among representatives.

El GabChávez pasó por una situación de alerta cuando se supo que miembros de la oposición al gobierno Chávez se dirigían a Washington para participar de una reunión. Como el gobierno estadunidense es considerado apoyador de la oposición venezolana y, de ese modo, enemigo internacional, el gobierno Chávez ordenó el cierre de los aeropuertos y que los servicios de inteligencia del país investiguen las identidades de estas personas. Además, se discutió en el Gabinete que es necesario no solo mejorar la imagen de Venezuela ante la sociedad internacional, sino también aumentar la popularidad interna del gobierno.

The second session started with a tense environment, followed by powerful initial speeches, which led to a discussion about the Stockholm process and the possibility of changing the Council approach to sanctions. Uruguay reinforced that sanctions must target countries that are violating international law. However, Russia disagreed on which cases sanctions should be applied to. Despite the disagreement, countries could introduce a draft resolution. In the third session, a crisis in Yemen blasted and dominated the discussions of the session. After a terrorist attack that killed 82 people in Yemen, the Council had 30 minutes to release a presidential statement on the matter. However, while Russia, China and Democratic People’s Republic of Korea wanted to apply diplomatic measures, the US and Uruguay defended the direct use of military means. The statement presented the UNSC’s decisions about the crisis to the international community. In the end, delegates discussed their concerns about the draft resolution. They expect to conclude Topic A in the upcoming sessions.

A perita Margareth Mikaelson foi recebida na sessão para explanar sobre o conceito de medida provisória, um instrumento utilizado na decisão de assuntos urgentes. Ela ressaltou que um dos requisitos é o periculum in mora, que entende que a medida pode existir se a demora da decisão acarretar em maiores prejuízos futuros. Os juízes então discutiram sobre a necessidade da medida provisória do caso em questão. O Juiz Parra-Aranguren afirmou que o encaminhamento da medida não requeria a existência de evidências do caso, e ressaltou que o instrumento era de suma importância para que o andamento das sessões da CIJ fluíssem sem a pressão da execução do réu. Isso tornaria as discussões mais calmas e ponderadas. Em contrapartida, o agente dos Estados Unidos, David R. Andrews, alegou que tal medida não seria benéfica, dado que questionaria a soberania norte-americana e impediria a execução da justiça. Além disso, afirmou que, ao autorizar a medida e postergar a sentença, a CIJ estaria atraindo negativamente a atenção da mídia e da opinião pública. A despeito da súplica, a medida provisória foi deferida unanimemente.

In the end of the first day of sessions, delegates of College committees gathered to celebrate the success of the first meetings. The party happened at Brasuca Bar, a pub known for its good popular music. Directors and delegates of all college committees, the Secretariat, the Staff and the Press Team also attended the event. Dancing to the sound of a cover of Chico Buarque, they were able to integrate among them and learn more about the many people who are participating at FAMUN. One of the funniest moments in the party was when the directors – the Director of the UNSC, Lucas Bortoletto, and the Rapporteur, Victor Cotulio – along with some delegates – the delegate of the BFF, Felipe Madeira –, started a Boy Band, taking pictures in the outdoor area that was decorated with graffiti walls. The event was just the beginning of a collection of great memories that we are constructing in these days at
