H.E. Shaochun Guo is currently serving as Consul General (Ambassadorial Rank) of the People’s Republic of China in Los Angeles. He was born in February 1968 in Fujian, China’s southeastern coastal province. He has a Master’s degree in International Public Policy.

He joined the Ministry of Foreign Affairs of the People’s Republic of China in 1990. He worked in Chinese embassies in London and Manila as well as the Office of the Foreign Affairs Committee of the National People’s Congress. He was Director General of the Department of Consular Affairs of the Ministry of Foreign Affairs from 2015 to 2018.

Prior to his current position, he was Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Zimbabwe from 2019 to 2022.

Toks Omishakin 托克斯·奥米沙金

Secretary of Transportation for the State of California

Toks Omishakin was appointed the 4th Secretary of Transportation for the state of California by Governor Gavin Newsom in February of 2022. As Secretary of the California State Transportation Agency (CALSTA), he has oversight of 8 State Departments, Boards and Commissions that, combined, have more than 42,000 people and a budget that exceeds $30 billion annually. Safety, Equity, Climate Action, and Economic Prosperity—the Core Four—are the top transportation priorities established for the state.

Prior to his appointment as Secretary, he was Director of the California Department of Transportation (Caltrans) where, as the chief executive of the department, he managed a $17.5 billion budget and more than 22,000 employees that oversee 50,000 lane miles of highways, maintain more than 20,000 bridges, provide permitting of more than 250 public use airports, fund 3 of Amtrak’s busiest intercity rail services and provide transit support to more than 400 local and regional transit agencies. In 2020, he and the Caltrans executive team established a new strategic direction for the department prioritizing partnerships and community engagement to accomplish its goals to create a cleaner, safer, more equitable and connected transportation system for California.

Omishakin came to Caltrans following eight years as Deputy Commissioner with the Tennessee Department of Transportation (TDOT). There, he successfully established environmental and multimodal local and national groundbreaking planning policies and programs, including a new Multimodal Access Grant program and new Office of Community Transportation.

Prior to that, he served as Director of Healthy Living Initiatives in the Nashville Mayor’s Office. In that capacity, he led development of Metro Nashville’s Complete Streets Policy and helped establish a more balanced approach to transportation planning and design for the city. This included spearheading the creation of two bicycle sharing programs.

In 2019, Omishakin became Chair of the Council on Active Transportation for the American Association of State Highway and Transportation Officials (AASHTO). This came after two years serving as Vice Chair as well as serving as Inaugural Chair of AASHTO’s Multimodal Task Force. He served for 10 years on the board of America Walks and is now an emeritus advisor to the national organization. He also serves on boards at the Mineta Transportation Institute, Veloz and has advised the U.S. Federal Reserve Bank of St. Louis through its Transportation Council Board. In work with institutions, he serves on the advisory board at Tennessee Tech University for Civil and Environmental Engineering and at the University of California Los Angeles (UCLA) Institute for Transportation Studies.

In October of 2020, Omishakin was appointed to then-President-elect Biden Harris Transportation Transition Team. In December of 2020 he was recognized with the Excellence in Leadership award by the Conference of Minority Transportation Officials (COMTO) NorCal and named Person of the Year by the California Transportation Foundation (CTF) in May of 2021.

Born in Knoxville, Tennessee, Secretary Omishakin and his wife have two children. He has a Ph.D. in Engineering Management from the University of Tennessee, Knoxville; a Master’s degree in Urban and Regional Planning from Jackson State University; and a Bachelor of Arts in Engineering Technology from Mississippi Valley State University.

Jim Wunderman 吉姆•温德曼

Jim Wunderman is President and CEO of the Bay Area Council, a CEO-led public policy and advocacy organization formed in 1945 that works to shape the future of the Bay Area and maintain it as the most innovative, globally competitive, and sustainable region in the world.

Since becoming CEO in 2004, Jim has dramatically expanded and deepened the Council’s reach and influence throughout the Bay Area, Silicon Valley, California, the nation and the world. He guided the Council’s expansion into China with the opening of offices in four major cities and has established the Council as a respected partner with business and government leaders in India, North America, the European Union and other countries around the globe.

As the leading steward of the Bay Area, the Council has grown under Jim’s tenure to include more than 325 member companies across a wide range of industries. He has positioned the Council as a leading voice for business and the economy on a wide range of issues, including housing, transportation, homelessness, workforce development, early education, climate resilience and more.

Jim also serves as Chair of the Water Emergency Transportation Authority, which the Council played an instrumental role in creating.

Maria S. Salinas is the President & CEO of the Los Angeles Area Chamber of Commerce, the largest business association in L.A. County, representing over 235,000 businesses. Since taking office in 2018, she became the first woman and Latina to lead the Chamber in its 132-year history. A seasoned businesswoman and community leader, she brings strong financial and leadership expertise to the role.

Under her leadership, the Chamber has embraced a new vision — “A Thriving Region for All”—focusing on advocacy, global engagement, and community collaboration to drive inclusive economic growth.

Salinas serves on Governor Gavin Newsom’s Commission on the Future of Work and the Business and Jobs Recovery Task Force. She’s a member of the U.S. Chamber’s Committee of 100 and active in several regional and national boards, including Mobility 21, The Music Center, Pacific Council, UnidosUS and Southern California Leadership Network among others.

Stephen Cheung 斯蒂芬·张

As CEO of the LAEDC, Mr. Cheung brings together the capabilities of LAEDC’s mission-delivery department areas, including the Institute for Applied Economics (Research), Business Assistance, Industry Cluster Development, Workforce Development, World Trade Center Los Angeles (International), Strategic Relations, Communications & Marketing, and Public Policy, into a single team that delivers the LAEDC’s critically important, public-benefit mission – Reinventing our economy to collaboratively advance growth and prosperity for all.

In 2023, Cheung was elevated to President and CEO after serving as Chief Operating Officer and Executive Vice President of LAEDC and continues in his concurrent role as President of World Trade Center Los Angeles. Prior to that, Cheung was the Secretary General and Managing Director of International Trade and Foreign Affairs for Los Angeles Mayors Eric Garcetti and Antonio Villaraigosa and was responsible for managing policies and programs related to the Port of Los Angeles, Los Angeles World Airports, International Affairs, Global Trade and Clean Technology. Concurrently, Cheung was the Director of International Trade for the Port of Los Angeles – the busiest container port in North America.

Wei Hu 胡威

CEO and President, Bank of China USA; Chairman, China General Chamber of Commerce - USA

Mr. Hu, Wei was appointed Chief Executive Officer and President of Bank of China Limited, United States Branches (“BOC U.S.A.”), on April 16, 2022. As CEO and President, Mr. Hu is responsible for managing the bank’s operations across its United States branches, providing strategic, financial and operational leadership for the New York, Queens, Chicago, and Los Angeles branches.

From December 2018 through March 2022, Mr. Hu served as an Executive Vice President of BOC U.S.A. Prior to joining BOC U.S.A., he held several management positions within Bank of China Group, including serving as Assistant General Manager, Deputy General Manager at the Sydney Branch and in the Executive Office of BOC’s head office in Beijing as the executive assistant to the then CEO and President of Bank of China Group. Mr. Hu began his banking career in 2000 as a risk management specialist at the Bank of China Head Office Risk Management Department.

In June 2022, Mr. Hu was elected as the Chairman of the China General Chamber of Commerce-USA. The Chamber is recognized as the largest and most impactful non-profit organization representing Chinese enterprises in the U.S.

Mr. Hu received a PhD in Management from Central South University, majoring in Management Science and Engineering, and a Master’s in Economics from Central University of Finance and Economics, majoring in International Finance.

Bob Weis 鲍勃·韦斯

Disney Legend, former President of Walt Disney Imagineering (WDI)

Bob Weis is a Disney Legend and the former President of Walt Disney Imagineering (WDI), where he guided the creative vision behind some of Disney’s most iconic theme parks and attractions. With a deep commitment to immersive storytelling and cultural authenticity, Weis played a central role in the development of Shanghai Disney Resort, serving as Chief Creative Executive during its conception and execution.

In leading the creation of Shanghai Disneyland, Bob Weis championed the guiding principle of “authentically Disney and distinctly Chinese.” He brought together Imagineers from around the world to ensure that the park would deliver the timeless magic of Disney while honoring the aesthetics, values, and traditions of Chinese culture. Under his direction, the park introduced groundbreaking attractions such as Pirates of the Caribbean: Battle for the Sunken Treasure, a globally acclaimed reimagining of a classic Disney ride, and the majestic Enchanted Storybook Castle, which celebrates all Disney princesses and stands as the tallest castle in any Disney park.

Weis also oversaw the integration of Chinese storytelling elements and spatial design principles that resonate with local guests, creating experiences that feel both globally familiar and locally meaningful. His leadership helped make Shanghai Disneyland not only a milestone in Disney’s global expansion but also a beloved cultural landmark in China.

He is author of the successful Disney Editions book Dream Chasing. over four decades at Walt Disney Imagineering, Bob Weis’s creative legacy continues to inspire the future of themed entertainment around the world.

Xuefeng Bai 白雪峰

Vice President of China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME)

中国机电产品进出口商会副会长

Mr. Bai Xuefeng has been working at the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) since graduating from university in 2001. Mr. Bai earned a bachelor’s degree in Statistics from Renmin University of China and later completed the MPA program at Peking University. He currently serves as Vice President of CCCME.

Prior to this role, he held several key positions, including Deputy Director and Director of the Import and Export Comprehensive Department, Director of the International Relations Department, Director of the Comprehensive Business Department, and Deputy Secretary General.

Leveraging the CCCME platform and industry resources, Mr. Bai has been committed to promoting foreign trade, investment, and other forms of cooperation for Chinese machinery and electronics enterprises. He is highly experienced in organizing bilateral and multilateral governmental and industry events, facilitating the global expansion of Chinese businesses. He has dedicated himself to building bridges between Chinese and foreign governments, enterprises, and relevant organizations, while advancing the internationalization of CCCME.

Mr. Bai is also committed to the green development of the industry. He has participated in the establishment of the CCCME Green and Low-Carbon International Cooperation Committee and supports the digital and green transformation of the sector.

白雪峰2001年参加工作，中国人民大学统计学专业大学毕业，公共管理硕士。现任中国机电产品进出口商会副 会长，曾担任进出口综合部副主任、主任、国际联络部主任、综合部主任、副秘书长等职务。

Dilpreet Sidhu 迪尔普里特·西杜

Deputy Mayor of International Relations for the city of Los Angeles

Dilpreet Sidhu is the Deputy Mayor of International Relations for the city of Los Angeles, where she leads a team that advances Los Angeles’ international relations, international trade and investment, and preparations for major global events, including the 2026 FIFA World Cup and 2028 Olympic and Paralympic Games.

From 2021 to 2025 she served in the Biden-Harris administration in multiple roles, including as Special Assistant to the President, Deputy Chief of Staff, and Executive Secretary of the National Security Council at the White House, as well as Deputy Chief of Staff to the Deputy Secretary of Defense at the Department of Defense. She was a member of the Biden-Harris transition team.

From 2017-2021, Dilpreet was the first-ever Director of International Relations, Policy, and Protocol for Los Angeles. During the Obama-Biden administration, she served as Special Assistant to the National Security Advisor and held various positions at the Department of State, including as Foreign Affairs Officer on the India Desk, Economic Officer in Iraq, and Staff Assistant to the Secretary of State.

She received her B.A. in English literature and religious studies from Trinity University in San Antonio, Texas. She is a term member with the Council on Foreign Relations and a Strategy and Statecraft Fellow with the Center for Strategic and International Studies.

Mr. Han Shengjian, born in 1973, is currently a member of the 14th National Committee of the Chinese People’s Political Consultative Conference, Vice Governor of the People’s Government of Heilongjiang Province, Chairman of the Provincial Federation of Industry and Commerce, President of the Provincial General Chamber of Commerce, and Vice Chairman of the Organizing Committee for the 9th Asian Winter Games.

韩圣健，男，汉族，1973年10月出生，现任第十四届全国政协委员，黑龙江省人民政府副省长、省工商联主席、 省总商会会长，第九届亚冬会组委会副主席。

Brian Peck is the Executive Director of the Center for Transnational Law and Business and an Adjunct Assistant Professor of Law at USC Gould School of Law. He teaches international trade law and policy, global regulatory compliance and international IP law. He is also the co-chair of the Los Angeles Regional Export Council (LARExC).

In 2013, Brian was appointed by California Gov. Edmund G. Brown, Jr., to serve as deputy director in charge of international affairs and business development for the Governor’s Office of Business and Economic Development. In this capacity, he negotiated bilateral trade and investment MOUs between the state of California and Mexico, Japan and Chinese subnational governments.

Brian served as senior director for intellectual property, and director of Japanese affairs at the Office of the United States Trade Representative. He was the lead negotiator for the IP chapters in the U.S.-Colombia, U.S.-Peru and U.S.-Panama FTAs, and led the U.S. delegation at the WTO TRIPS Council meetings. He also co-chaired the U.S.-Japan IT Working Group, and worked on regulatory reform initiatives for Japan’s IP rights legal regime, IT, e-commerce and telecommunication sectors. He also led bilateral talks with several Asian countries at the WTO under the Doha Development Agenda negotiations to liberalize market access for trade in services.

Prior to his work at USTR Brian was an attorney-advisor at the U.S. Department of Commerce, where he participated in several antidumping and countervailing duty cases, including litigation before the U.S. Court of International Trade as well as NAFTA and WTO dispute settlement panels.

He received his law degree, cum laude, from the University of San Diego School of Law and his BA degree from UC Berkeley.

Ms. Fangfei Dong has served as the Associate Director for Policy, Research, and Programs at the Center for Transnational Law and Business at the University of Southern California Gould School of Law for eight years. Her work focuses on international trade policy and WTO trade law. She also serves as a board member (lead director for policy) for the Women in International Trade in Orange Country Organization (WITOC) which promotes the participation of women in international trade across various fields in Southern California.

Ms. Dong’s work experience in China, Japan, Sweden, and the United States has equipped her with extensive knowledge in international trade policy, international economic development policy, and international business. Her policy presentation proposals have been accepted three times at the World Trade Organization Public Forum, where she has given presentations on topics such as international sustainable development policy, the use of on-tariff trade barriers in the multi-lateral trading system, and cooperation among nations and international organizations to promote green trade. Additionally, she provides trade policy briefings to diplomats from different countries.

Ms. Dong holds a Master’s degree in International Public Policy and Management from the Sol Price School of Public Policy at USC, an Executive in Trade Policy and International Development from the Harvard Kennedy School, and a Bachelor’s degree in Public Policy from East China University of Political Science and Law. She is currently earning a Master’s degree in the Study of Law at the USC Gould School of Law.

Christine facilitates sustainable and inclusive international economic opportunities for Los Angeles. She strengthens the City’s relationships with foreign governments and attracts foreign direct investment to Los Angeles. She equips small businesses with resources to sell their products and services abroad and grow their businesses locally. She leads the Mayor’s support for the Port of LA’s Green Shipping Corridor partnerships and has led and represented LA on trade missions to Indonesia, Japan, Kenya, Mexico, New Zealand, the UK, and Vietnam.

Previously, Christine developed intellectual property (IP) and innovation trade policy in the Office of the U.S. Trade Representative and negotiated IP commitments in trade agreements. She chaired the interagency Special 301 committee and managed the annual global review of IP protection and enforcement. Prior, she worked in the International Trade Administration in the U.S. Department of Commerce. She holds a JD from American University Washington College of Law and a BA from Smith College.

Dina Aryan-Zahlan serves as Deputy Executive Director of Development for the Port of Los Angeles, the nation’s busiest container port. Appointed to the Port’s leadership team in September 2023, Aryan-Zahlan oversees more than 450 employees in the Construction, Construction and Maintenance, and Engineering divisions.

Aryan-Zahlan most recently served as Chief Harbor Engineer and directed the day-to-day activities of the Engineering Division, and was responsible for the planning and design of a wide variety of port infrastructure and facilities that support the diverse operations of the port complex. Aryan-Zahlan spearheaded several critical port development projects, from an infrastructure program for Port Electrification and Zero-Emission for Port facilities and terminals to Public Access Investment for neighboring harbor communities.

For the past two decades, Aryan-Zahlan has oversaw the planning, development and design of infrastructure and facilities, including wharves, terminals, rail, roadways, waterfront development, including the Port’s Transportation Program, Terminal Development Program and LA Waterfront Program.

Aryan-Zahlan obtained her Bachelor of Science in civil engineering and Executive Master of Leadership degree from the University of Southern California. She is a registered civil engineer in the State of California, certified Project Management Professional® and Senior Certified Professional from the Society of Human Resources Management (SHRM-SCP). She is an active member of WTS-LA, American Society of Civil Engineers (ASCE), American Public Works Association (APWA) and Project Management Institute (PMI).

Aryan-Zahlan was named WTS-LA Woman of the Year (2022). The award recognizes a female leader in the transportation field who has made an outstanding contribution to the industry, and directly contributed to the advancement of women and minorities through programs or opportunities in the transportation field.

Aryan-Zahlan has been recently appointed to the Dean’s Advisory Council for the College of Engineering at California State University, Long Beach.

In 2015, Wang Hongyu started working at the Beijing Municipal Bureau of Commerce. He has successively held positions including Deputy Director of the Exhibition Promotion Department of Beijing International Trade in Services Center, Deputy Director of the Development Coordination Office of Global Alliance for Trade in Services, Director of the General Affairs Department, Director of the Activity Affairs Department of Beijing Global Center for Development and Promotion of Trade in Services.

Mr. Wang has been engaged in the preparatory and organizing activities for China International Fair for Trade in Services for a long time, and ever organized more than 10 important economic and trade activities with the attendance of Chinese and foreign leaders, promoting practical cooperation between Chinese and foreign enterprises in trade in services. As a major member, he has participated in the preparation and organization of international organizations such as the Global Alliance for Trade in Services, actively fostering exchanges, communication and win-win cooperation among enterprises in trade in services from various countries.

Zhenhua Li 李振华

Zhenhua Li is the Director of the China Jiangsu Economic and Trade Representative Office in the USA, established in Los Angeles by the Jiangsu Provincial Department of Commerce in 2006 to promote bilateral trade and investment between Jiangsu and the United States. He began his career in 2010 at the Publicity Department of Pukou District, Nanjing, working in internet publicity and public education. From 2013 to 2015, he served in the Division of General Affairs at the Nanjing Municipal Investment Promotion Commission. Since 2015, he has held key roles in the Jiangsu Provincial Department of Commerce, including in the Divisions of Foreign Investment and Foreign Affairs. From 2018 to 2024, he was Director of the Jiangsu Economic and Trade Representative Office in the Netherlands. He has been serving as Director of the U.S. office since March 2025.

Director of the Hong Kong Economic and Trade Office in San Francisco

Mr Cheung joined the Administrative Service of the Government of the Hong Kong Special Administrative Region in 1993 and has served in various policy bureaux and departments, including the former Education and Manpower Bureau, the Financial Services and the Treasury Bureau, the former Health, Welfare and Food Bureau, the Home Affairs Department and the Constitutional and Mainland Affairs Bureau. He also worked in the Hong Kong Economic and Trade Offices in Washington, D.C. and Brussels.

He was transferred to the Environment and Ecology Bureau in 2018, participating in formulating policies in the areas of sustainable development, waste management, water quality improvement and green procurement; developing strategies and promoting the development of renewable energy in Hong Kong; and assisting in the formulation of future fuel mix with reference to energy policy and climate action targets.

He has assumed the role of the Director of the Hong Kong Economic and Trade Office in San Francisco since April 2025.

Mr. Cheung holds a Bachelor of Science degree from St. Francis College, Brooklyn, New York, USA.

Dr. Noel Hacegaba manages the day-to-day operations of the nation’s second busiest seaport. He also leads the Port’s Supply Chain Information Highway digital initiative designed to enable end-to-end visibility and coast-tocoast connectivity across the goods movement system. In recent years, Dr. Hacegaba also led the Port’s response to the pandemic-induced supply chain crisis and coordinated with industry, labor and government partners to identify immediate solutions to keep America’s supply chain moving. Previously, Dr. Hacegaba served as Chief Commercial Officer and successfully managed the Port’s commercial activities during a period of historic industry realignment. In total, Dr. Hacegaba has more than 26 years of public and private sector leadership experience spanning various industries. He is a graduate of the University of Southern California, where he earned degrees in economics, business administration and urban planning. He also earned his doctorate in public administration from the University of La Verne. The Los Angeles Area Chamber of Commerce recently awarded Dr. Hacegaba with the prestigious Stanley T. Olafson Award in recognition of his exceptional leadership and contributions to the advancement of global trade.

Dr. Feng An, a globally recognized expert in low-carbon technologies and climate policy, founded the Innovation Center for Energy and Transportation (iCET) in California in 2006. Under his leadership, iCET has become a leading institution in clean energy, transportation, carbon management, and environmental technologies. In 2013, iCET partnered with the US Department of Commerce ITA to establish the US China Clean Tech Center (UCCTC), promoting collaboration between the US and China in cleantech. Dr. An has held senior roles at institutions like the Argonne National Laboratory and has served in various government and research positions, including USAID Lawrence Berkeley National Laboratory and the University of California. Currently, Dr. An is a guest scientist in Lawrence Berkeley National Laboratory and a mentor at Tsinghua University’s Schwarzman College. He holds a master’s degree from Tsinghua University and a PhD from the University of Michigan, both in physics.

He has long been committed to the practice of forest fire prevention at the grassroots level.

Lin Congyu, currently serves as Director of Fuzhou Municipal Ecology and Environment Bureau in Fujian Province. With extensive experience in environmental governance and policy planning, he has been instrumental in pioneering innovative approaches to green development. The Bureau, functioning as an executive department under Fuzhou Municipal People’s Government, is tasked with establishing comprehensive environmental protection mechanisms and implementing national pollution control strategies encompassing atmospheric, aquatic, and soil remediation. In addressing climate challenges, he oversees the formulation and execution of climate action plans encompassing greenhouse gas mitigation. His leadership extends to developing institutional capacities for climate adaptation/mitigation frameworks, complemented by strategically designed public engagement programs. Significantly, he coordinates cross-sectoral efforts in constructing carbon emission trading mechanisms, demonstrating multidimensional expertise in ecological security governance. These initiatives advance the Bureau’s dual commitment to urban ecological security and human-nature harmony, actively shaping Fuzhou into a model of sustainable urbanism.

Zhao Jianying, born in February 1977, started her career in Department of International Cooperation of the China Council for the Promotion of International Trade (CCPIT) since July 2003, and was appointed Deputy Chief Representative of the Representative Office in the USA of CCPIT in July 2022. Before that, she was Deputy Director General of CCOIC from July 2020. She got her bachelor’s and master’s Degrees from the Department of English Literature and Linguistics of Peking University in 2000 and 2003 respectively. She also studied Economics in the China Center for Economic Research (CCER) of Peking University during that period.

赵建英女士，1977年2月出生，2003年7月起在中国国际贸易促进委员会国际合作司工作，2022年7月任中国国 际贸易促进委员会驻美国代表处副首席代表。在此之前，她于2020年7月起担任CCOIC副总干事。她分别于2000 年和2003年获得北京大学英语文学与语言学系学士和硕士学位。在此期间，她还在北京大学中国经济研究中心学 习经济学。

Leticia Perez is a third-generation Bakersfield resident. She is a proud Highland High School Hall-of-Famer who went on to earn her Bachelor’s Degree in “Law and Society” at the University of California, Santa Barbara, before journeying to Indiana to fulfill her dream of earning a Juris Doctorate.

Leticia returned from Law School in 2006 and chose to work with indigent clients as a public defender, volunteering her free time on the Boards of Directors for Big Brothers Big Sisters, Community Service Organization, and New Life Recovery Training Center. Her dedication to the practice of law and her service to the community earned her the respect of her peers and their selection of her as the first female president of the Kern County Bar Association’s Criminal Defense Section.

Leticia was nominated and served as chair of the Kern County Planning Commission and later became the consultant to the California State Senate Committee on Economic Development and the State Permitting Process. Currently, Leticia serves as Chair of the Kern County Board of Supervisors in an unprecedented fourth term. She has received numerous awards for her partnership with local businesses, job creators, and community leaders while spearheading some of the county’s most innovative economic development and renewable energy projects. And Leticia made history when she was elected to serve as the first and still only Latina President of the California State Association of Counties (CSAC).

Leticia is a sought-after speaker on issues ranging from the nuances of CEQA, California Environmental Quality Act, alternative energy development, socioeconomic policies affecting the Central Valley, and recipes for the best hard-shell tacos South of the Kern River. She is a frequent guest on valley and statewide radio and television. Her political career has been covered by the Los Angeles Times, The Wall Street Journal, The Washington Post, The New York Times, and she has been featured on The Daily Show with John Stewart.

Shannon Douglass was elected as president of the California Farm Bureau in December 2023. She previously served three terms as first vice president, having been elected in 2017, 2019 and 2021.

Douglass has served as director of the Glenn County Farm Bureau and as chair of the CFBF Young Farmers and Ranchers State Committee. She is a graduate of the Leadership Farm Bureau program and participated in the American Farm Bureau Federation Partners in Advocacy Leadership program. She won the California YF&R Discussion Meet in 2007 and is a graduate of the California Agricultural Leadership Program. Her Farm Bureau service has also included numerous Farm Bureau committees at the state and National levels.

She is an owner of Douglass Ranch, which raises beef cattle, walnuts, sunflowers, pumpkins, corn, and forage crops in Orland. Additionally, she co-founded CalAgJobs, an online listing of employment opportunities in California agriculture.

Douglass serves on the Glenn County Fair Board of Directors and the advisory board for the Hamilton City FFA chapter. She is a former director of the Glenn County Resource Conservation District.

Her previous experience includes serving as a consultant on ag career awareness, talent recruitment, social media, and communications for agricultural clients, lecturing on agricultural topics at both Butte College and California State University, Chico.

Douglass earned a bachelor’s degree in agriculture with a minor in ag business and a master’s degree focused on agricultural policy, each from CSU Chico.

In 2015, Wang Hongyu started working at the Beijing Municipal Bureau of Commerce. Helen is a member of EY’s Global Trade team with over 20 years of experience advising multinational companies on global trade issues. She specializes in customs duty planning and trade compliance, including valuation, classification, origin, and free trade agreements. Helen has worked extensively with clients in the automotive, renewable energy, and advanced manufacturing sectors. She has led global import/export assessments and helped implement improved trade processes.

Helen recently assisted several major manufacturers in identifying global supply chain risks and opportunities, developing strategies to optimize duty costs and reduce risk exposure. She is highly experienced in managing complex global customs valuation and duty mitigation projects, including first sale for export, foreign trade zones, and duty drawback programs. She currently leads several first sale implementation projects for large U.S. importers.

A frequent speaker on customs issues, Helen collaborates closely with Chinese and U.S. companies involved in bilateral trade. She is a native Mandarin speaker and holds a B.S. in International Trade from Hunan University, an M.B.A. from the University of Detroit Mercy, and an M.S. in Professional Accountancy (summa cum laude) from Walsh College. Helen is a CPA licensed in Illinois and a member of the American Institute of Certified Public Accountants.

Shau has over 20 years of experience assisting Chinese enterprises in entering the U.S. market, facilitating hundreds of billions in cross-border mergers and acquisitions, greenfield investments, and trade. She leads a bilingual team at EY in the Americas region to provide one-stop solutions for Chinese enterprises, from site selection to business compliance, and advises clients at the C-suite and Chairman levels on cooperative and business practices that facilitate sustainable value creation.

Shau is an advocate for facilitating dialogue between businesses in the U.S. and China and was recognized as one of the Top 50 Outstanding Asian Americans in Business in 2016 by the Asian American Business Development Center. She is a member of the Committee of 100, a nonprofit organization for Chinese American elites, and serves on the Board of Trustees at the China Institute, a century-old public welfare organization dedicated to building bridges and promoting U.S.-China exchanges, where she also holds the position of Treasurer.

Shau holds an MS in Accountancy and an MS in Taxation from Bentley University in Massachusetts, as well as BS and MS degrees in Power Mechanical Engineering from Shanghai Jiao Tong University. She is a Certified Public Accountant in Massachusetts and a member of both the MSCPA and AICPA.

Patrick became Co-CE0 of RlDE Mobility at its founding in January of 2023, RlDE, which stands for Real lnnovation Delivered with Excellence, is the U.S. spin-off of BYD specializing in the manufacture of heavy duty electric vehicles for transit and school districts in the United States. The company is headquartered in Pasadena, California and operates its manufacturing facility in Lancaster, California

Mr. Duan brings a unique perspective to his dual roles from serving in posts in nearly every BYD division. He joined BYD in 2004 as a Design Engineer, responsible for engine modeling and performance analysis for the firm’s Motor Development division. Two years later, Duan relocated to North America offices in Chicago taking charge of BYD’s market sales of cell phone batteries and key accounts as Project Manager and later Regional Manager. In 2012 Mr. Duan moved to the new BYD North American headquarters as a Regional Sales Director for the coach and bus division which is the largest BYD group in the United States

In 2014, he was promoted to the position of BYD’s Vice President of Operations for the North American headquarters, using his extensive engineering and management experience to oversee the corporate groups, and continue to expand the firm. In 2017, he also assumed the oversight of BYD’s SkyRail division for North America, the advanced monorail system.

Serving as one of the key North American spokespersons for RlDE , Duan is active in many transportation and business organizations including the American Public Transportation Association(APTA), International Monorail Association, Los Angeles County Business Federation (BizFed). Los Angeles Chamber of Commerce, MoveLA, Valley Industry & Commerce Association (VlCA) and WTS. He is supporting the workforce of tomorrow through scholarships and mentoring programs

Mr. Duan received his Mechanical Engineering degree from the Beljing Institute of Technology, one of the national key universities in China, and a research-oriented university that has received more than 130 national awards of science and technology over the past 30 years.

Prior to his role at SGVEP, Portillo was the Director of Public Policy for the Inland Empire Economic Partnership. In this capacity, he managed advocacy efforts and helped establish a grassroots coalition of over 20 business organizations to support pro-growth economic policies. His career also includes a tenure at Edison International, where he focused on legislative analysis in Sacramento and Washington, D.C.

Portillo’s public service experience is extensive. He spent nine years in the California State Capitol, serving as a Senior Staff Member in the Office of Governor Arnold Schwarzenegger, leading the Regulatory and Legislative Affairs Unit at the California Department of Consumer Affairs, and working as a Senate Fellow and Legislative Aide in the State Senate.

Academically, Portillo holds a B.S. in Business Administration with a concentration in Information Management and a specialty in Computer Information Systems, as well as a B.A. in Business Administration with a concentration in Management, both from California State University, San Bernardino.

His deep-rooted connections to the San Gabriel Valley and his comprehensive experience in policy and economic development make him a pivotal figure in advancing the region’s economic landscape.

Sam Pedroza is a seasoned public servant and urban planner with a distinguished career in local government and community engagement. He currently serves as the Assistant City Manager for the City of Industry, California, where he also oversees Public Affairs. In 2022, his total compensation in this role was approximately $295,511, including benefits.

Before joining the City of Industry, Pedroza dedicated 12 years to the City of Claremont, serving two terms as mayor. During his tenure, he emphasized the importance of listening to constituents and was instrumental in projects like the extension of the Metrolink Foothill Gold Line, aimed at enhancing regional connectivity.

Pedroza holds a bachelor’s degree in public administration from San Diego State University and a master’s degree in urban planning from UCLA. His commitment to public service is further reflected in his roles with the California Contract Cities Association, where he served as the legislative committee chair, and his participation in regional bodies such as the San Gabriel Valley Council of Governments and the Metro Gold Line Joint Powers Authority.

In recognition of his contributions to public service, Pedroza was honored with the “John Krikorian Legacy Award” by Business Life magazine in 2025.

Under her leadership, the IBC has launched programs such as “Made in City of Industry,” aimed at attracting and retaining manufacturers to bolster the local economy.

McClaskey has represented the IBC at various community events, including SuperCare Health’s 50th Anniversary Ceremony, where she presented the company with a ceremonial plaque and certificate on behalf of the City. She also participates in regional initiatives like BizFed’s Pulse Poll, contributing to the understanding of business trends and challenges in the area.
