The project is an approach for the urban regeneration of Stoke, an epitome of Britain’s post-industrial towns. Re-interpreting the architectural language of monumentality, the building democratises the image of public institutions by proposing a venue for celebration and protest, thus allowing integration and acceptance between institutions and society, reconciling civic and industrial, and framing a space for the emergence of an urban centre – a space that has never existed in Stoke.
