Message froM the Mayor

Quality of life is one of the things that makes living in Deer Park so incredible. I’d like to take a moment and remind our residents about all of the family-friendly and socially-distanced events made available by our Parks and Recreation Department, because while we want to continue to keep our families safe, I know we’re all looking forward to getting out and making some memories this summer.

First, the Parks and Recreation Department will once again host the hugely successful “Concerts in the Park” series, featuring a wide variety of musical groups for our citizens to enjoy. These events will be held in and around the Dow Park Pavilions, a state-of-the-art venue completed with the assistance of Type B economic development sales and use tax funding. I would encourage our residents to learn about these concerts ahead of time and plan to attend with your friends and family.

I’m also excited to announce that 4th Fest – the department’s annual Independence Day celebration – will be offered this year on Sunday, July 4th. After everything we as a community have endured during this pandemic, it is so important that we gather safely and celebrate our country and our freedom.

Finally, remember that your city is full of beautiful parks and greenspaces maintained by our Parks and Recreation Department staff. If you haven’t already, take advantage of the opportunity to walk around the Deer Park Nature Preserve, which is a great place to experience the outdoors, take photos and explore nature.

The Parks and Recreation Commission is a Council-appointed committee that acts as a liaison between the constituents and the Parks and Recreation Department. Meetings are held on the first Monday of the month at 11:30am at the Community Center. These meetings are open to the public and we welcome everyone to bring their ideas in front of this hardworking committee.

Rental Facility Matrix

PLEASE NOTE THAT THE JIMMY BURKE ACTIVITY CENTER IS THE ONLY FACILITY THAT ALLOWS THE CONSUMPTION OF ALCOHOL. Rentals for this facility cannot be booked past 11 pm on Friday and Saturday and 10 pm on Sunday - Thursday. Police Department presence is mandatory with alcohol consumption. The rate for an officer is $35 per hour (price subject to change without notice) and you are required to have them during the entire rental. The payment is made directly to the Deer Park Police Department and will not be included in your initial rental cost. Alcohol cannot be sold on the premises. If alcohol is being served a cover charge for entry cannot be imposed on guests.

There is a $10 per hour per field charge for lights on all practices, games and tournaments occurring after sunset. Please note that there is a 12 hour maximum rental time on all fields.

• Pavilions are open to the general public for use.

• Pavilions are also available for reservation on a fee basis.

• Reservations are made on a first come first serve basis. Paperwork must be completed by the person using the pavilion and will only be valid for the name on the contract. Subletting of pavilion to another group or patron is not allowed.

• Pavilions may also be rented for the day (8 am - 6pm) upon request. Please contact administrative office for rates

• Any violations of this will result in termination of a contract and loss of all deposits.

Project Updates

PHASE 1 HIKE AND BIKE TRAIL

The project is currently receiving bids for construction services. City staff is working with Burditt Consultants in reviewing received bids and making a determination on a recommendation for City Council approval. City staff and the architectural consultants engage in a lengthy process to evaluate and throughly analyze bids to select the lowest responsible bidder.

NE HIKE AND BIKE TRAILS

The project documents for the construction phase have been completed by the architect, RVI. Staff is preparing to release a request for proposal in Spring/Summer of 2021 for the construction of the trail. RVI consultants has been working with City staff on this project to make sure that all requirements for Federal pass-thru funding project provided by Texas Parks and Wildlife Department are met.

SPENCERVIEW BRIDGE/ BASEBALL COMPLEX

The Baseball Complex has been completed. Work continues on gaining access for a bridge for access to future parking.

Harris County Flood Control has responded to the City that access to the bridge needs to be identified. City staff is working on an Easement with the adjacent property owner to gain and use access for drainage channel maintenance. A survey is being completed to identify property lines to complete this process.

City staff is meeting with a vendor to discuss the bridge that will cross from Spencerview Athletic Complex into a new undeveloped park. City staff currently working on a site plan for the undeveloped park.

We hope to have this portion completed by late Spring of 2021.

BATTLEGROUND GOLF COURSE BUNKER RENOVATION

Renovations to the sand bunkers at the Battleground Golf Course have recently been completed. The project consisted of demolition of existing bunkers, grading and compacting, installation of drainage pipe, installation of bunker liner, installation of bunker material, sod around bunkers and minor repairs and clean-up.
