The Board of Directors urges every homeowner within our Dobson Ranch community to recognize the significance of participating in the upcoming Board of Directors election on Tuesday, April 8th. This election presents a pivotal opportunity for residents to actively shape the direction and priorities of our community neighborhoods. The decisions made by the board directly impact every aspect of life in our community, from maintenance and the amenities to financial planning and community events.
On pages 10-11, you will be introduced to the Dobson Ranch Board of Director candidates for this year’s annual election. Please, mark your calendars for Thursday, March 27 at 7:00 pm, as the association will hold a Candidate Forum to discuss the motivations behind those pursuing a position on the Board.
The 2025 election will utilize online voting through your CityCync Homeowner Portal. You will also receive a ballot in the mail with instructions guiding you through the online voting process.
By casting your vote, you contribute to the continuing vibrancy and strength of this community. Your vote is your voice.

ASSOCIATION PRESIDENT
FINANCIALS:
The Dobson Association income and expense statement ending December 31, 2024 was positive, with $123,942.69 income after Fund Transfers of $500,000 to our Reserve Fund and $20,000 for our Arizona Department for Water Conservation ( ADWR ) allocation.

Collection fee income contributed $147,199.92 versus a budget of $30,000.00.
On the Expense side, our Collections Legal expense was $71,358.90 through September 2024 before City Property. These legal expenses were reduced drastically to $3,074.00 from October through December. The Board hired City Property and adopted an intervening step in the Collection Policy by using Small Claims court prior to retaining a lawyer to work with homeowners who are delinquent and reduced attorney’s fees.
Our Utilities Expense was $340,425.79 vs a budget of $301,799.00, a 12.5% negative variance vs. budget.
COMPLIANCE:
Compliance violation notices increased from an average of 295 per month prior to City Property and has increased to 648 per month.
RESERVE STUDY:
Our largest upcoming reserve expense, Lake 7 & 8 lake edge replacements has no cost basis in our reserve study,
““Comments: Edges at lakes 7 & 8 are reportedly breaking apart and need to be replaced. It is unknown if the entire perimeters of both lakes need to be replaced or just portions. There are no estimates of cost or scope of work at this time, so this budget line item will need to be revised as more information is obtained. Funding allowance for this component is based on replacing 50% of the lake perimeters at 25% annually over 4-years. “
The actual cost is being investigated to ensure we are funding our future accurately.
COST SAVINGS
By integrating our Systems and Processes into one platform, headcount reductions, and hiring City Property, significant savings of over $383,000 have been taken out of the 2025 budget.
The Board continues to review vendor contracts and expenses to further reduce our operating and reserve expenses.

Over the years, some areas have started to show signs of inconsistency in upkeep and design, making the role of architectural review more important than ever. By following established guidelines and ensuring that exterior changes enhance the overall aesthetic, we can work together to restore and preserve the beauty of Dobson Ranch.
So, what exactly does the Dobson Ranch Architectural Committee (DRAC) do, and why is architectural review so essential? Let’s take a closer look.
What is the DRAC?
The Dobson Ranch Architectural Committee (DRAC) is a dedicated group of three homeowners, including a member of the Board who serves as the Chairman. Their mission? To ensure that every exterior improvement—whether it’s a fresh coat of paint, a new fence, or a complete home renovation— enhances the overall look and feel of the community.
This commitment to design consistency is rooted in the governing documents of Dobson Ranch. The DRAC enforces guidelines that help maintain our neighborhood’s signature aesthetic, covering everything from building materials and color schemes to landscaping and structural design.
But make no mistake—this isn’t about stifling creativity. Instead, it’s about ensuring that changes blend seamlessly with the surrounding homes, preserving the beauty and character that make Dobson Ranch such a desirable place to live.
The Architectural Review Process: How It Works
If you’re planning any exterior modifications to your home— whether big or small—you’ll need to submit an Architectural Application to the DRAC for approval before starting the work. Here’s what that process looks like:
Fill Out an Application – The Architectural Request Form is available in your City Property Homeowner Portal and on the Dobson Ranch website. This form details your proposed project, including materials, colors, and design plans. The Architectural Guidelines are also available on both the portal and the HOA website.
Submit Plans & Permits – A complete set of plans must be submitted, including any required permits from the City of Mesa. This will vary project to project, so if you are not sure what to include, please contact the HOA office for guidance. DRAC Review – The committee evaluates your proposal, considering its impact on the community’s overall aesthetic and ensuring it aligns with our design standards. The committee meets every two weeks.
Approval & Timeline – If approved, your project must be completed within the timeframe specified on your application or any alternate timeline granted in writing.
What Needs Approval?
Any changes visible from the street, neighboring properties, or common areas require DRAC approval. This includes but is not limited to:
• Home additions or modifications
• Exterior paint colors
• Fences, walls, and gates
• Pools and patios
• Driveways and walkways
• Landscaping and hardscaping
Why Does This Matter?
Some might wonder—why all these rules? Why not let homeowners do whatever they want? The answer is simple: consistency protects property values and enhances community appeal.
A Cohesive Neighborhood Look – Architectural guidelines ensure that every improvement contributes to the overall beauty of Dobson Ranch, rather than creating a patchwork of conflicting styles.
Fair & Standardized Approvals – The DRAC applies the same standards to every homeowner, ensuring that everyone follows the same guidelines.
Higher Property Values – A well-maintained and visually appealing community is more attractive to potential buyers, helping to sustain or increase property values over time.
Beyond the DRAC: Your Responsibilities as a Homeowner
It’s important to note that DRAC approval is separate from any permits required by the City of Mesa. While the committee reviews projects for aesthetic considerations, homeowners are responsible for ensuring compliance with all local building codes and regulations.
The DRAC does not guarantee that a project meets engineering or safety standards—that’s up to you and your contractor. If your project requires permits, you’ll need to provide copies to the DRAC as part of your application.

Pick Up Litter When You See It – Whether you’re enjoying a walk around the lakes, playing at the park, or heading home from the tennis courts, if you see a stray water bottle, wrapper, or piece of trash, take a moment to dispose of it properly. Small actions like this help keep our spaces clean for everyone.
Be Mindful
of Shared Spaces
– If you use picnic tables, playground equipment, or seating areas, take a quick look around before leaving to ensure you haven’t left behind food wrappers, water bottles, or other personal belongings.
Be a Courteous Dog Owner – If you’re walking your dog, always pick up after them and dispose of waste in designated bins. This keeps walkways, parks, and grassy areas clean and enjoyable for all residents.
Report Issues Promptly – If you notice a broken sprinkler, a damaged bench, or playground equipment that needs repair, report it to the HOA office through your CityCync Portal. The sooner these issues are known, the better we can maintain the safety and appearance of our community.

The Dobson Ranch Retirees Club meets the first Monday morning of each month at La Casita with a coffee and tea social time at 9:30am, and a meeting at 10am, including lunch. The speakers for the February meeting were officers from Neighbor Watch. Their #1 tip for keeping your house safe from intruders is outdoor lighting. Our March speakers will be from the Dobson Ranch HOA.

March is here, and it’s shaping up to be a month filled with exciting opportunities, community engagement, and ways to make a positive impact in Mesa. I’m thrilled to share some updates and events you won’t want to miss. Let’s jump in!
Mesa Neighborhood Shade Tree Program
Let’s grow a greener Mesa! Our Neighborhood Shade Tree Program is part of the city’s Trees Are Cool Initiative, and it’s a perfect opportunity to add some much-needed shade to your home while contributing to a healthier environment. Attend our in-person Shade Tree Workshop on Saturday, March 8, 2025, at Dobson High School, 1501 W Guadalupe Rd, Mesa, AZ 85202, at 10:00 a.m., and you’ll qualify to receive up to two free, 5-gallon desertadapted trees (3-5 feet tall).
The workshop will cover everything you need to know about selecting, planting, and caring for your trees, with experts on hand to answer your questions. Once you’ve completed the workshop, you can pick up your trees on Saturday, March 15, 2025, at Dobson High School between 9:00 a.m. and 11:00 a.m. Space is limited, and an email is required to register. Youth Climate Action Fund: Round Two

Calling all young visionaries! Mesa is proud to announce the second round of funding for the Youth Climate Action Fund, made possible by a grant from Bloomberg Philanthropies. We’re offering $85,000 in grants to participants ages 15 to 24 who want to create actionable projects focused on Mesa’s climate goals, like heat mitigation, water stewardship, clean air, and expanding our city’s tree canopy. Applicants can apply for up to $5,000 to design and implement their projects. Priority review applications are due by March 28, with a final deadline of May 23. Let’s empower the next generation of leaders to build a more sustainable future.
