Renewal is a chance to reflect on the past, learn from it, and envision a brighter future. It’s about shedding outdated habits and embracing new possibilities. Let’s rejuvenate our community spirit, fostering an environment where every member feels empowered to contribute and where diversity is celebrated.

Spring is synonymous with growth, and we should harness this energy to nurture our shared goals and aspirations. Let’s sow the seeds of collaboration and innovation, cultivating an environment where progress is measured by the strength of our unity.
Moving forward requires a collective effort—a commitment to inclusivity, transparency, and mutual respect.

Our lives are filled with choices. Every moment of every day, we can choose what we think, how we see things, how we react, what we say, and what we believe. We can label something or someone good or bad or not at all. Edgar Allan Poe said it best: “Believe only half of what you see and nothing that you hear.”
So, how do our choices build and prosper the community where we live, work, play, and raise our children? The answer is simple - focus on the facts when making choices!
Since 2020, the stability of the Board of Directors has been commendable. You can review the facts as recorded and approved in the meeting minutes posted on the website. In 2023, the current Board of Directors disclosed decades of errors and questionable spending, or lack thereof, amassed by 2023.
The past year of unexpected discovery and staffing challenges has allowed us to transition into a position of strength, with experienced personnel now in critical positions to rebuild the organization’s foundation. While the Board is ultimately responsible, inexperienced personnel, Board, and committee members were clearly in place for many, many previous years. The past 15 months the current board and management have focused on finances and administration – as it should be to stabilize the Association.
As we continue to improve our community, we will do so with fiscal discipline, dignity, and responsibility toward building a solid future. Please take a look at the 2023 year-end financials posted on the website. Though we started 2023 with a deficit budget, effectively managing expenses had us end the year positively! Now, that is efficient and experienced professional management!
In closing, we aim to maintain the highest level of transparency you’ve been accustomed to through 2023 and into 2024.

BOARD OF DIRECTORS
A WORD FROM THE TREASURER
As the Treasurer and a member of the Board of Directors, I am compelled to address specific concerns and misconceptions circulating within our community this past year. There are opinions floating around Dobson Ranch of what should or should not have been done in the last few years financially. There is animosity, divisiveness and mistruths. I would like to take this opportunity to break open my viewpoint on these topics and misconceptions.
As a Board member who was appointed when several other members resigned in 2019, we had heard from multiple homeowners complaining about maintenance issues that were not being taken care of. During that time, the Dobson Ranch HOA employees hesitated to spend money on repairs since the Board directed them to keep expenses down. A comment during the recent Candidate Debate on March 14 argued that $100,000 was allocated for deferred maintenance items from 2019. However, those funds were spent to fix the rotted and rusted fencing, as well as electrical issues, not the lights on Lake 8, which would have consumed the entire allocated amount. In order to save money, the Board delegated other maintenance items to the in-house maintenance staff or chose not to address repairs, and in both instances, those items have since failed.
Many residents point fingers and blame the current Board of Directors for their lack of funding to maintain the property and the depletion of Dobson Ranch funds. This is far from the truth. The Dobson Town Hall 2023 Presentation on our HOA website shows where all the funds spent were on the common areas of Dobson Ranch. The current Board of Directors invested in our community, and at 50 years old, Dobson Ranch has been running on a shoestring budget for decades.
This financial crisis did not happen overnight. As the Board of Director-Treasurer, I believe these financial pasts have been more of a “mom and pop” approach than running a professional community association. Yes, there were mistakes the Board or Budget & Finance Committee did not catch, and we have taken our share of the blame. However, we relied on the information that was presented to us at the time, and we have worked diligently to correct the mistakes of old and rebuild and reorganize. We have been riding the waves of this storm for well over a year and, along the way, trying to right the ship. The constant attacks and negativity through email, social media, and in-person have taken their toll on the volunteer Board of Directors and the Dobson Ranch staff. We, the Board of Directors, feel bad enough, as was explained at the Town Hall meeting on November 16, 2023.
Yes, we take it personally, as we all choose to voluntarily serve because we love our neighborhood, and it is this community that must work together from this point forward. It may be easy to sit on the sidelines and poke holes as decisions are made, but I recommend the only way to move in the right direction, is to get involved. The Board made decisions based on information that was provided to us during previous years. It is in this past year that we have turned the ship to a more prosperous future, where the Board is now presented with more data than ever, and we purposely take longer to review items and make decisions that impact our neighborhood.
The Dobson Ranch Board of Directors has a unique viewpoint that others may not, and these seats hold a responsibility that each of us takes seriously. On April 9 at the Annual Meeting, we will welcome new members to the Board and take these seats we hold with high regard and as one, we will act prudently and responsibly for our beloved Dobson Ranch community.

This year, the theme for Earth Day is Planet vs Plastic, with a goal to reduce ALL plastic production by 60% by 2040 (Earthday.org). As proud members of Dobson Ranch, we can play our part by using refillable water bottles instead of single-use plastic ones. Our community is equipped with refillable water stations and drinking fountains, making it easy for us to make a difference.
Let’s celebrate spring and our conservation efforts at the Ranch-wide event - Spring Fling, Saturday, April 20. This family-friendly event occurs at Los Altos Center Recreation Center from 9:00 am - 1:00 pm. Come out to the event and enjoy the great weather with fellow residents and neighbors. There will be activities such as:

• Meet with representatives from SRP, Trees Matter, Dobson Ranch Library, and more.
• Garden Tours - stop by the Xeriscape Demonstration Garden and Memorial Rose Garden

WATER AEROBICS
Water aerobics classes are open to all.
These classes are the best in many ways. First, they are in the morning and it starts your day with a great workout. Secondly, it keeps you cool in our hot summers. During the workout, we use floatable dumbbells, and pool noodles. There are weekly tabata exercises that work our joints, hearts, and happiness with friends.

GAME ON: Mesa Public Schools’ Esports Program Takes The Lead
By Laurie Struna, Media Communications Specialist, Communications and Engagement/MPSA sporting renaissance is underway at Mesa Public Schools, and it’s not happening on the sports field but in the digital realm. The Esports program, supported by the district’s information systems and athletics departments, has evolved into a groundbreaking initiative.
Five and a half years ago, the district embarked on a journey into the world of Arizona Interscholastic Associationsanctioned Esports. Keith Bonenfant and Jeremy Knutson, district system support analysts, spearhead the program that is turning heads and captivating the attention of students and enthusiasts alike.
For Bonenfant, it’s a passion project, and his responsibilities include configuring gaming machines linked to a sophisticated server that enables the team to effortlessly control game access with a single click. Knutson’s expertise in streaming and audio-visual technology adds a dynamic dimension to the program.

While the league currently restricts them to three games— Rocket League, League of Legends, and Super Smash Bros—the team is collectively steering towards the future of competitive sport, exploring opportunities to expand their playlist. This expansion aligns with collegiate trends, ensuring students are well-prepared for the elevated level of college play.
“We are several years ahead of other high school programs,” Bonenfant shares. Mesa is a leader in the state and on par nationally, according to industry contacts at Lenovo, putting Mesa Public Schools at the forefront of Esports innovation.

The program extends beyond competition, emphasizing community and inclusivity, and is not just for competitive gamers. They aim to reach out to students who may not participate in traditional athletics, providing them with a new activity and a sense of belonging within the Esports community.
A critical aspect of this community building is the physical space. Dobson High School lab serves as a district platform, while they are in the design phase for a gaming room at Mountain View High School. Dobson’s Esports room has undergone numerous iterations and features touch TV panels for game planning and strategic discussions. The space is divided into casual and competitive areas, reflecting the diverse interests and skill levels of the participants.
Looking forward, Knutson shares that the team is exploring the possibility of students running their own streaming channels, showcasing their gameplay, and creating content for platforms like Twitch or YouTube. For more casual-playing students, we aim to incorporate handheld gaming devices into Esports rooms so they can enjoy a relaxed setting with friends.

DOBSON DOLPHINS
REGISTRATION OPENS APRIL 1
Registration will open on April 1 for Dobson Ranch residents. Per a new policy with Dobson Ranch, 55% of the swim team should be composed of Dobson Ranch residents. We’ve always made sure more than half the team was composed of residents since they allow us to use their facilities, so this is not a significant change. Our maximum team size is 140 swimmers, so let’s max out!

Age Groups and Times:
6:30-8 am - High School Swimmers
7-8 am - Ages 13+
8-9 am - Ages 11-12
9-10 am - Ages 9-10
10-10:45 am - Ages 7-8
10:45-11:30 am - Ages 5-6
If a swimmer is high school age but does not wish to arrive at 6:30 am, then register for the 13+ group. The 90-minute group is a higher fee and we have plans to challenge this group with more difficult sets to prepare for the fall high school swim season.

Registration for returning swimmers who are not residents will open on April 12. If spaces remain, then open registration will occur on April 15.
Your spot is not secured until you register, receive verification from us, and submit payment.
Reminder: 5-6 year olds need to be able to swim unassisted freestyle across the pool. Swimmers in all other age groups need to be able to perform all four swim strokes. If you are unsure, please contact us. We can help you make an informed decision and/or put you in contact with some coaches for pre-season private lessons if you feel your child needs some early preparation.

WATCH YOUR CAR PROGRAM
WHAT IS THE WATCH YOUR CAR (WYC) PROGRAM?
The WYC program is a free, voluntary anti-theft decal program intended to assist law enforcement in recovering Arizona registered vehicles that are stolen. Participating vehicle owners enroll their vehicle(s) with the Automobile Theft Authority (ATA) and are issued a decal to be placed on the lower left side of the rear windshield.

The decal identifies the vehicle to law enforcement as a vehicle not generally in use between the hours of 1:005:00am or at any time within one mile of the international border. By enrolling in the WYC program, vehicle owner’s consent for law enforcement to stop the vehicle to verify it is being driven by the owner or by someone with the owner’s permission.
WHAT IS THE PURPOSE OF THE WYC PROGRAM?
The purpose of the WYC program is to enable law enforcement to quickly identify vehicles that may have been stolen in the early morning hours and recover them before the vehicle can be concealed or taken across the international border.
HOW DOES THE WYC PROGRAM WORK?
Owners enroll their vehicles in the WYC program at AZMVDNOW.gov. The owner’s telephone number and a WYC code are included in the Arizona motor vehicle record. If the vehicle enrolled in the WYC program is observed by an Arizona Post-certified law enforcement officer operating during the outlined parameters, the office may initiate a vehicle stop and investigate further.
