The water is flowing again! As we continue to work on renovating and improving the assets we have, including vital infrastructure, please keep an eye on our official communication channels for updates so that you are able to stay informed. Please make sure you are signed up for our email updates because it will often answer questions (sometimes multiple times over weeks or even months) before these questions go to the Dobson Ranch Residents Facebook page. In the most recent Rancher’s RoundUp, I discussed how the can was often kicked down the road prior to our current board. That means we will have construction projects that will be going on to improve the long-term outlook for our community, along with making sure our infrastructure is reliable well into the future.

Speaking of infrastructure projects, the reserve study is going to look different this year because there are projects for our community that should have previously been included in the reserve study but never were. In cases like this, some HOAs might move directly towards a special assessment, but that is not what we are currently looking to do. The main reason we are not even thinking about putting that on the table at this time, is that we are trying to work with organizations, including the City of Mesa, to accomplish these goals for the long-term benefit of our community and the City of Mesa.

Honestly, the City of Mesa gets a lot of benefits from the Dobson Association. We believe that Dobson Ranch and the City of Mesa will be able to work together to accomplish these goals successfully. However, we will let the residents know if we need your help to make sure the City of Mesa is involved. I’ll be clear that I currently believe that the City of Mesa will be willing to do their part.

We took a break from board meetings in August while many things we’ve passed recently are getting sorted out. The board of directors at Dobson Ranch is largely the overarching overseer of what goes on in our association, while others take care of the day-to-day business. Once the board makes a decision to pass something, the amount of time it takes to implement that can vary greatly, based on a number of factors.

During our recent meetings, we have been moving forward on a number of different projects. While this article is largely focused on upcoming projects and issues, we will take a look back at what we have accomplished this year in our next quarterly Rancher’s RoundUp.

PROACTIVE CARE FOR OUR AGING INFRASTRUCTURE

As Dobson Ranch continues to mature, so does its vital infrastructure. Our lakes in particular are essential for safety, environmental health, and property values. However, like any other physical asset, they age and require consistent care to function correctly. Proactively maintaining this “aging infrastructure” is not just a task for the Board of Directors; it’s a shared responsibility that benefits every resident.

Without regular maintenance, our community’s buildings and common areas, including our water management systems, degrade over time. This deterioration can lead to significant problems, from diminished aesthetic appeal to serious safety hazards.

The Vital Role of The Dobson Ranch Lakes

Our lakes were designed to be more than just picturesque bodies of water; they serve a purpose. They were engineered to handle stormwater and runoff for this side of the US60 (part of the City of Mesa’s Stormwater Management Plan) and to percolate water back into the underground aquifer. When properly maintained, these water bodies are more than just functional; they are also valuable amenities. Studies have shown that

proximity to a well-maintained lake can increase a home’s value by up to 28 percent.

This year, our lakes reached unprecedented low levels because of unforeseen conditions in Lake 3. Last year when I started as the General Manager,

appointed by City Property Management, I worked to make myself familiar with the amenities and reserve components of the association. One of the things that seemed odd to me was that there were very few components tied to the lakes and very little information available. There were, however, a few high-dollar components that referred to the “lakes’ edges” that we refer to as the safety shelf. Strangely, only Lakes 1, 7, and 8 had any funding considerations, and it was only partial.

I spent a lot of time looking for more information and looking at each lake. It became clear that there should have been funding for all of them since they are all constructed similarly. Each lake has a seawall with a shallow concrete shelf around the edge, and large concrete pipes called culverts that connect one

lake to the next. Some lakes also have a “standbox” that contains large metal gates, which control water flow. The only real differences are in size and shape, so why weren’t the shelves, culverts, and additional structures included in the reserve study?

The Unseen Costs of Unforeseen Conditions

Why was only part of the picture in our reserve study? It’s not because it was being actively ignored or intentionally neglected, but because we had very little documentation on the construction of the lakes, and reserve study standards have changed.

Reserve Studies function as a, typically, 30 year road map for replacing expensive components with reasonably estimated life spans. This lead to components that were anticipated to last more than 30 years being left off of reserve studies until they fell within the 30 year funding plan. This way of doing things changed following the tragic partial condominium collapse in Surfside, Florida in 2021 with reserve study providers implementing changes to best practices in 2023 and 2024.

WHAT’S THE SECRET TO

YEARS OF MARRIAGE?45

With Chuck’s identifiable rasp in his voice, he explained the secrets of life and how they have carried them through 45 years of marriage. However, it was the family values they were surrounded by growing up that they credit more than anything to their success. When Becky and Chuck met, it was through a connection that started like a classic telling of a joke, as Becky explained, “We met through my college roommates’ sister’s uncle, who said, I’m gonna fix you up.” And then, as they say, the rest is history. Both Chuck and Becky are involved in Dobson Ranch activities, clubs, and events. You can also see them in their restored Model A, driving around during cooler weather, especially in December, looking at all the Christmas lights. “The grandkids love sitting in the rumble seat.” Says Becky.

They recently celebrated their 45th wedding anniversary on July 12, with Chuck mentioning they play the video from their wedding day, as they do every year, and realize how fortunate they were to have that gift. They take advantage of it every year to remember that day. “It’s the coolest thing.” He said. Chuck made it a point for other married couples to “Keep that day in mind.” Chuck and Becky both agree that patience is another key element to a successful marriage. “We still have disagreements. Everyone does, but as we age, we appreciate each other, our abilities, and our mental capacity.” Chuck finds the humor in many references to life, as he shared more

thoughts, “I look at these old guys, and say to myself, I’m never gonna be that guy, but all of a sudden, I’m that guy.”

In 1992, when their two boys were little, they chose Dobson Ranch for multiple reasons, but one specific reason was the reputation of the surrounding schools, as well as the location between their jobs. Another was that Dobson Ranch had a home option for a lake or golf course view. They chose the golf course. Chuck commented, “When you’re in the backyard talking and drinking coffee, you look out at the view, it’s gorgeous to look at, and it looks like your yard, but I don’t have to take care of it.”

“Don’t overanalyze. Ride the wave. All the small stuff doesn’t matter.
Enjoy each other.”

They also attribute the success of their marriage to being involved in a community. “We are very involved with our Church and our community.” As many know, Becky has instructed water aerobics at Dobson Ranch for the past 20 years, and she states, “I still love doing it.” Becky shared the times when she attended a local fitness center and no one remembered her name. She didn’t feel as if she mattered to them, and this was unacceptable to her. Becky insists this would not be the case in her class.

There were some tough times at the beginning of water aerobics, some 20

years ago, and more recently, but Becky has overcome the obstacles that may break others, and she has persevered. As a result, the Water Aerobics class is now stronger than

ever. She attributes her success to the people in the class, but also gives thanks to Chuck for his music choices to keep the groove and energy lively. “Move and be social.” It’s the motto they both live by.

Days after my interview with them, I witnessed a moment between them before water aerobics started that speaks volumes about their commitment to each other. Their hands connected as if magnetized, and a sincere “I love you” was exchanged between them as they parted for the morning. The genuine care in that moment was a prime example of how their marriage has stood the test of time after 45 years.

CODE COMPLIANCE

As the grace period for paint-related violations comes to an end, the Dobson Ranch Architectural Committee (DRAC) would like to remind all homeowners that exterior modifications including painting and planting require prior approval. This process ensures that our community maintains a cohesive and attractive appearance, and that all improvements align with the community’s established standards.

If you are planning to repaint your home, even if you’re using the same color or a color previously approved, you must still submit an Architectural Request Form before beginning work. This includes repainting trim, doors, shutters, or any other exterior elements. Color swatches and a brief description of the project should accompany your request.

Likewise, new planting projects or major changes to your landscaping such as adding flower beds, removing trees, or installing new shrubs must also be reviewed and approved by the DRAC. The goal is not to limit creativity but to ensure that landscaping complements the overall aesthetic of the neighborhood and does not obstruct sight lines, walkways, or neighboring properties.

The grace period for paint-related violations was implemented to provide ample time for homeowners to avoid painting when ambient temperatures is not conducive to a quality paint job. That period is now concluding, and moving forward, violations for unapproved paint and planting projects will continue to be issued in accordance with community standards.

Fall is here, and with it comes some of the most exciting community celebrations of the year. From honoring cultural traditions with art and music to strengthening neighborhood connections through public safety, there are plenty of ways to get involved and enjoy all that Mesa has to offer. Here are two events you won’t want to miss this season!

Celebrate Life & Culture at the Día de los Muertos Festival

Join us as the Mesa Arts Center transforms into a vibrant celebration of life during the annual Día de los Muertos Festival! On Saturday, October 25, and Sunday, October 26, from 10:00 AM to 5:00 PM, experience a weekend filled with colorful performances, beautiful altars, artist demonstrations, a mercado of local vendors, and delicious food.

G.A.I.N. the Mesa Way –Strengthening Community Together

Mark your calendar for G.A.I.N. Day 2025 on Saturday, November 1! This is Mesa’s annual effort to “Get Arizona Involved in Neighborhoods” and it’s all about building safer, stronger communities by connecting with neighbors.

Here in Dobson Ranch, it’s the perfect chance to bring our community spirit to life.

Neighbors can participate by hosting a G.A.I.N. party. When you register your event, Mesa Police and other city departments will do their best to stop by and show support. Whether it’s a block party, a gathering at a common space, or simply connecting online, the goal is the same: build relationships and strengthen our neighborhood.

This event is one of my favorites since I get to engage and visit neighborhoods within our district, especially here in Dobson Ranch!
