MUMBAI: Bombay Chamber of Commerce and Industry (BCCI) hosted its 11th Biennial International Conference on Ports, Shipping and Logistics on 13 April 2023 at the Taj Mahal Palace, Mumbai. This year the Conference deliberated on the theme “EnvisioningFutureofLogistics@2047”.

The event began with the Welcome Remarks by Mr. Nilesh Shah, President, Bombay Chamber wherein he highlighted the legacy of BCCI, which is the oldest operating chamber of commerce in India servingIndiancommercialorganisationsfor morethan187years. Hehighlightedthatthe Bombay Chamber contributed effectively towards overall development of commerce and trade by addressing core issues and beingresponsivetotheneedsofbusiness.

Mr. Anil Radhakrishnan offered the introductor y remarks, wherein he highlighted the activities of the Shipping and Logistics committee and the legacy of the Shipping Conference. He covered a wide range of topics such as National Logistics Policy and its relevance, leveraging digital and technological advances, skill development, sustainability aspects, etc as focus areas of the conference He highlighted that the Chamber continued to take the lead and maintained distinctiveness through wellarticulated recommendations and strategy papers, which would provide roadmaps for creating a facilitative environment to enhance growth and development of the maritime sector and thereby a strong economy.

Being the Conference Chairman, Shri. Rajiv Jalota, IAS, Chairman, Mumbai Port Authority, set the theme of the conference.Heemphasisedthatthethemeof the conference was in line with the Hon’ble Prime Minister, Shri Narendra Modi’s vision

The main objective was to discuss ways to increase the effectiveness of "End-to-End Logistics" in India while keeping the "customer" in mind In light of this, the conference discussion focused on topics such as digitization and innovation, infrastructure investment, ease of doing business for customer-centric maritime services, sustainablelogistics,andgreeninitiatives.

The Plenary session started with the Special Address by the Guest of Honour, Shri. Vivek Johri, Chairman, Central Board of Indirect Taxes and Customs (CBIC). He began by saying that exporters have to face a lot of uncertainty and they have to deal with multiple agencies to trade across borders, which adds to the cost Further,Mr Johriexplainedhowprocedures were simplified and rationalised by the NationalTradeFacilitationCommittee.

Mr Johri informed about “Turant Customs”, a special digital initiative which canreduce thedwelltimeofthegoodswhich are pending only for the grant of such clearance. E-SANCHIT is a component of SWIFT that allows traders to electronically submit all essential documents for consignment clearance with digital signatures. Because the entire process of consignment clearance is now faceless and paperless, there is no need to provide hard copiesofrelevantdocumentsinperson.

Mr Johri also mentioned the National Cargo Bureau which recently launched a remote container inspection facility The Certificate of Origin is being increasingly issued through an online platform. He further stated that the targets for Import cargo were 48 hours for sea and 24hours forairtransportwhichlookedquite possible. Customs are looking for transparencyandreductionofasymmetryof informationacrossstakeholders.

Prof. Yadav discussed recent logistics developments such as use of blockchain technology and artificial intelligence in logistics, to anticipate shipping delays, analyse weather patterns, analyse sensorenabled shipping container, and so on He offered his thoughts on Net Zero's objective of achieving a carbon-neutral economy by 2050. Lastly, Prof Yadav discussed the Green Economy, emphasising theneedofreducing,reusing,andrecycling.

Mr. Dumasia informed that the current budget of the Union Govt of India allocated $60 billion for road transport, rail and cargo storage, and port capacity Shipping was growing by 8.7% per annum while port capacity was expanding. It was observed that the average logistics cost was about 13% of GDP and it should be reduced to 8-9%ofGDP .

It was discussed that start ups were an important segment of the ecosystem which could target the pain-points of the industry and could come up with solutions. Therefore, encouragement through a collaborative and partnership approach would help companies to grow in the value chain and facilitate the growth of the industry as a whole.

Mr. S Dinakaran, DGM, New India Assurance Ltd offered the special address by giving the overview of New India Assurance and its services pertaining to the Maritime sector. He highlighted that New India has the highest capacity for Marine Hull, Cargo and Energy business in the Indian Market. It is the largest insurer in the Hull and Energy industry with a market share of 37.16% and the top insurer in the maritime line of business with a market share of 20%. Spread across several nations,assistingsectorswithchallengingrisksand projects in addition to established business lines. He mentioned that the New India assurance is the only insurer in India that offers Protection & Indemnity coverage for inland and coastal vessels. Additionally, they are providing protection for both BrownWaterandBlueWatervessels.

The session moderator was Mr. Prasad Gadkari, Executive Director & Chief Strategy Officer, National Investment and Infrastructure Fund (NIIF). The scale of investments in the ports, shipping and logistics sector was growing. The multiple avenues of investments included domestic private equity companies, Banks,NBFCs,internationalequityinvestmentfunds,debt bonds, bilateral agencies and also through security markets. There were many opportunities in the industry along with multiple big players which invested in these sectors. Some of the examples included - Hapag Lloyd’s recent acquisition of 40% stake in JM Baxi Ports, Japan International Cooperation Agency (JICA) funding the Western Dedicated Freight Corridor project, Mumbai Trans-Harbourlinkprojectsetc.

A strong digital infrastructure was considered as important as the robust physical infrastructure. Although inland waterways was considered as a developing sector, itcontinuedtoattractpublicinvestmentsinIndia.

Mr. Amitabh Kumar mentioned a report by NITI Aayog which stated how carbon emission can be reducedinbothrailandwatertransport. Thetargetshould be to reduce carbon emissions by 40% by 2030 and 60% by 2050.

Outofthetotalcargoshipped,invalueterms,56%ofthe totalcargowasoil.Ifthecountryreducedtheuseofoil,then it could reduce the cost associated with it. We would be the biggest manufacturing hub in the world in thenextfew yearssoitwouldbeimportanttohaveasound anduninterruptedlogisticssector.Vesseloperationshadto besustainable.

Mr. PKC Bose suggested the use of Carbon fibre in making vessels which would result in lighter vessels along with lower carbon emissions. A 10% of reduction in carbon footprint could be easily achieved if logistics could be plannedinasmartmanner.Thenext10%couldbeachieved by using biofuels and LNG. Mr. Atit Mahajan said that the last 10% would be a difficult target since it required increasingthescaleofoperations.

Mr. Pavithran suggested that we should work on a policy framework, focusing on manufacturing trucks in India because that will help in reduction in cost of logistics as essentially a partnership across all the entities involved manufacturers,transportersandtheendusers.

The Valedictory session began with the address of the Chief Guest, Shri. Shripad Naik, Hon’ble Minister ofStateforPort,ShippingandWaterways. He began by saying that the maritime sector has the potential to play a crucial role in driving the country's economic growth considering India's coastline spreading over 7,500 km. ÄHe appraised that the Indian government has launched several initiatives to boost the maritime sector, including the Sagarmala Programme, which aims to modernise India’s ports, create new infrastructure, and enhance the coastal shipping and inland waterways transport systems.

He emphasised on a few key aspects of SagarmalaAround 191 port connectivity projects have been identified and It is in various stages of implementation and development under Sagarmala Initiatives. He said that the PPP model will play an important role in the growth and development of the Maritime sector and Shipping industry in India. This model will help in developing a strong and well-functioning maritime transport infrastructure, which will facilitate efficient operation of Indian ports. Furthermore, the Indian government is also promoting coastal shipping as a more environmentally friendly and cost-effective mode of transport. The sector has the

potential to create significant employment opportunities, both directly and indirectly. In addition to promoting the growth of the maritime transport sector, the government is also focusing on developing related industries such as shipbuilding, ship repair, and marine tourism. He emphasised that the COVID-19 pandemic has highlighted the importance of the maritime sector in ensuringthecontinuityofglobaltrade.

Panel4:Strategicrecommendations

Mr. Mihir Shah, Partner, EY moderated the strategic session wherein he highlighted that the shipping and logisticsindustryisakeyenablerofinternationaltrade,and itplaysavitalroleinconnectingmarketsandpeopleacross the world. However, this industry is facing a number of significant challenges and disruptions, from the impact of the COVID-19 pandemic to the ongoing shifts in consumer behaviour and technological innovation. Given the background, this session helped to summarise the proceedings of the conference along with strategic recommendations, as a result of this conference - to the Government & stakeholders at large. He said that these strategic recommendations will pave a way to India towardsbecomingaglobaltradepowerhouseby2047!

Dr. Sanjeev Ranjan, IAS, Chairman, National Shipping Board pointed out that the technology is driving innovation in this sector, with the potential to improve efficiency, reduce costs, and enhance the customer experience. To support innovation, the Indian government haslaunchedseveralinitiatives,suchastheULIPPlatform in order to create a nationwide single window logistics platformforend-to-endvisibilitybyintegratinginformation available with various Govt. agencies across the value chain.HetalkedabouttheMaritimeVisionDocument2030, released by Prime Minister Shri Narendra Modi where he emphasised the importance of Green Ports, GreenLogistics,Renewablesourcesetc.

Shri Unmesh Sharad Wagh, IRS, Chairman In Charge, JNPA, addressed the operational challenges faced by Industry within the port area. In response, he highlighted various initiatives taken up by JNPA in order to improvetheefficiencyoftheport.Hesaidthatefficiencycan be measured with respect to time and cost. To conclude, in ordertoincreaseefficiencyintheLogisticssector,weneedto focus on three major factors: 1. Creation of adequate infrastructure,2.SimplificationofProcess3.Digitalisation.

The viewpoint of the consumer was presented by Mr. Animesh Gupta, President JSPL. He emphasised that 56% of our overall cargo was made up of oil cargo, and the remaining 44% others, in which 39% contributed to bulk cargo, 52% Containerisation, 9% others. He said there is a huge potential for growth in bulk Cargo as there are numerous technology interventions in this area. He shared the sustainability perspective by reiterating the example given by Hon’ble minister Shri Nitin Gadkari and Shri. G D Yadav of implementing the green hydrogen techniqueforagreenersupplychain.

Mr. Sandeep Khosla, Director General, BombayChamberofCommerceandIndustry presented theVoteofThanks.

The conference was supported and encouraged by the Ministry of Shipping. We roped in E&Y, the Knowledge Partner, presented a thought leadership document based on the industry survey. This conference succeeded in connecting a diverse group of stakeholders of the maritime industry with a common vision of making a strong, efficient port and logistics sector in India and improving competitiveness.

MoRTH plans to raise Rs. 35,000 Cr via asset monetisation

NEW DELHI: The Union Ministry of Road, Transport and Highways (MoRTH) is mulling raising money via asset monetisation mode in FY 2024. A senior government official told news agency that the ministry is planning to raise around Rs. 35,000 crore against Rs. 32,855 crore target inthelastfiscal.

At present, the highway ministry monetises its assets under three modes–toll-operate-transfer (TOT) model,InfrastructureInvestmentTrust (InvIT),andproject-basedfinancing.

InvIT model helps to pool money from investors and invest in assets that will provide cash flows over a periodoftime.

An official told the news agency that MoRTH is likely to raise Rs. 15,000 crore via project-based financing of high-speed corridors by securitising the future toll revenues without any guidance from the authority, Rs. 10,000 is planned to be raised via InvIT, and the remaining Rs. 10,000 crore via toll-operatetransfermodel.

Inthepastfouryears,theministry has raised Rs. 67,997 crore through various modes of asset monetisation till February 28, 2023. Elaborating further, the official said Rs. 26,366 crore has been raised through monetisation of 1,614 km till date via ToT, out of this Rs. 3,144 crore has

beenraisedinFY2022-23tillFebruary 2023, while bids have been invited for two more ToT bundles viz bundle 11and12foratotalofRs.7,000crore. Thesearelikelytobeawardedthis year in July. As many as Rs. 10,200 crore has been raised to date through InvIT listings of NHAI with a length of 635 km in phase I and II. Out of this, Rs. 2,850 crore has been raised in FY 2022-23 till February 28, 2023, while InvIT phase III is planned to be awarded in April 2023 for a total of Rs.10,000crore.

Replying to the tweet by Union Minister for Commerce and Industry, ShriPiyushGoyal,thePrimeMinister tweeted; “An encouraging trend, powered by our reforms and focus on improving logistics infrastructure.

International Trade in ‘Rupee’ soon with help of Vostro Accounts : Piyush Goyal

RAJKOT: Commerce and Industry Minister Shri Piyush Goyal recently expressed hope that traders willsoonbeabletosettleforeigntrade in the rupee currency as several banks from different countries are opening special Vostro Accounts with Indianbanks.

The Reserve Bank of India (RBI) has approved 60 requests to open Special Rupee Vostro Accounts (SRVAs)ofcorrespondentbanksfrom 18 countries, including the UK, Singapore,andNewZealand.

The central bank, he said, is in discussion with its counterparts in

differentnationsonthis.

“We will soon start seeing operationalisation of this rupee trading in international trade with several countries,” Goyal told reporters in Rajkot. He also said that negotiations for free trade agreements (FTAs) with developed regions like the European Union, the UK, and Canada are in “advanced” stages.

Groups including European Free Trade Association Free Trade Agreement(EFTA),GulfCooperation Council (GCC) and Eurasian Economic Union (EAEU) are also

keen to start talks for similar pacts withIndia.

“The whole world wants to have a comprehensive economic partnership agreement with India,” theministersaid.

On the second phase of the production-linked incentive scheme for the textiles sector, he said that extensive stakeholder discussions havehappenedonthesubject.

“I am quite confident that very soon we will be able to finalise the contours of the scheme and take it up for approval at the highest level,” he added.

Russia initiates to boost INSTC infra to expand trade with India

MOSCOW: After the visit of the Russian Deputy PM’s in India, Russian companies have swung into action to boost International North-South Transport Corridor (INSTC) infrastructure and Iran’s ports and railroads to expand trade withIndia.

Russian companies have launched discussions on options for their participation in boosting INSTC and expanding their presence in the Iranian ports in the Persian Gulf for trade with India and West Asia. Moscow is also tappingintofundsfromWestAsiato fundprojects,accordingtosources.

OptimaluseofINTSCfiguredhigh during Russian Deputy PM’s meetingswithIndia’sexternalaffairs, finance and commerce ministers this week as the two sides are keen to expand bilateral trade beyond current level of $45 bn. New Delhi and Moscow are also keen to introduce digital infrastructure along INSTC to smoothen operations. Since the

beginning of the Ukraine war, India’s trade with Russia has increased manifold via the INSTC that connects Mumbai with Russia via Iran and Caspian Sea. Azerbaijan is a key elementunderINSTC.

There is a missing link of some 165 kilometres inside Iran (the RashtAstara line) to connect Azerbaijani andIranianrailways.InJanuary2023, Russia and Iran agreed to launch the

construction with Russian funding. Russian Railways has offered to complete the missing Rasht-Astara link. Azerbaijan also has a highway connectionwithIran.

To smoothen INSTC functioning, infrastructure along the Caspian Sea is being improved. In 2024 the first container terminal in the Caspian Sea will be completed in the port of Olya, and the second stage will be commissioned in three to four years,Russiangovernmentsources told. A Russian company is also consideringthepossibilityofbuying a terminal in the Caspian Sea to operatewithintheINSTC.

Russia is also exploring the possibility of developing road infrastructure leading up to the Iranian ports. Iran’s port of Bandar Abbas handles 100 million tons of cargoeveryyear,sevenmilliontonsof cargo is exported from the port that are brought to the port by rail and the restviahighways.

APM Terminals Quetzal welcomes Guatemala’s largest ever Containership

THE HAGUE: This month, APM Terminals Quetzal welcomed the WAN HAI A01, one of Wan Hai Lines’ largest container ships. Built in 2023, the 13,248 TEU ship is 336 metres long and 51 metres wide andhasamaximumdraughtof15.1metres.Asthelargest vessel to ever berth in Guatemala, it marked a new milestoneinthecountry’shistory.

APMTerminalsQuetzalisthelargestfacilitybetween the port of Lázaro Cardenas in México, and the Panama Canal, on the west coast of Central America, and the only Container Terminal in Guatemala that can efficiently accommodate vessels of this size. Beyond size, the terminal delivers efficiency, security, control and cargo management with a state-of-the art operating system, a 350m quay, 14.5m draft and three Super Post Panamax Ship-to-Shore cranes (with outreach spanning 20containers).

Growing Guatemalan trade

The recent call is testament to the evolution of the country’s port connectivity and efficiency. Over recent years, Guatemala has increased the number of countries ittradeswithandgrownthenumberofshippinglineswith direct services to/from the central American country. With the ability to receive vessels of this size, direct services rather than transhipments, bring increasedefficiency,reducedtransporttimeandcost.

Sarbananda Sonowal inaugurates

infra projects worth Rs 148 crore to augment capacity in Chennai & Kamarajar Ports

CHENNAI: Union Minister of Ports, Shipping & Waterways and Ayush Shri Sarbananda Sonowal on 23rd April inaugurated major infrastructure projects in Chennai, Tamil Nadu to augment the capacity of Chennai and Kamarajar ports in the state. The projectsworth more than Rs. 148 crore - aim at boosting the capacity of Chennai and Kamarajar ports. The Union Minister also underlined the ongoing discussion between India and Russia to open up ‘Chennai-Vladivostok Maritime Corridor’ in order to bolster the maritime trade betweenthetwocountries.

A bunker berth at Bharathi Dock, Goods Shed yard at Jolarpet and 40 KLD (Kilo Litres per day) sewage treatment plant were inaugurated at Chennai port by Shri Sarbananda Sonowal.

Speaking on the occasion, the Shri Sarbananda Sonowal said, “The rich history of Tamil Nadu’s marine trade has been a bedrock of growth and development of Indian economy. As we work towards building an ‘Atmanirbhar Bharat’ under the dynamic leadership of Prime Minister Shri Narendra Modi ji, these projects are expected to play a pivotal role in engineering the positive turnaround in the marinesectoroftheregion.Theprojectsinauguratedtoday will not only empower Tamil Nadu’s marine sector but also enable growth multipliers in the regional trade along with the Export Import trade. Our conscious effort to unlock the humongous potential of Blue Economy, through revolutionary schemes like Sagarmala, is in sync with the visionof newIndiaasenvisagedbyModiji.”

Commenting on the furthering marine cooperation between Russia and India, Shri Sonowal said, “India is in talks with Russia to open up Chennai-Vladivostok Maritime Corridor to further the special relationship between the two countries while unlocking the huge trade potential in blue economy. Under the dynamic leadership of Prime Minister Shri Narendra Modi ji, India affirms its

commitmenttorejuvenateitstrade&investmentpotential to propel the growth of India. This corridor will serve this purpose acting as a conduit of growth & investment cooperation between two historic cities with rich marine history-ChennaiandVladivostok-ofthetwo countries.”

The 15,000 Sq Meters large Goods Shed facility, with loading & stacking facilities at Jolarpet, will enable movement of cargo from up to Chennai Port through railway, increasing movement of cargo especially containers. The port will also get a revenue share (from SouthernRailway)fromtheTerminalAccessCharges.

As part of the Green Port Initiative of MoPSW, the Sewage treatment plant of 40 KLD capacity will enable reuse of waste water after treatment for various purposes. The Amrit Mahotsav Marg between Kamarajar Port’s 4.8 km access road from Vallur junction to NCTPS junction was built with an investment of Rs. 88 crores. This will boost hassle free movement of cargo with better road connectivity to the port. Widening and Concreting of Port Access Road from Vallur Junction to NCTPS junction was completed under Sagarmala and one of the “NationalInfrastructurePipeline”projectsofMoPSW.

Dip in yarn exports should be seen as a good sign for India: Piyush Goyal

RAJKOT:DecreasingyarnexportsfromIndiashouldbe seen as a good sign for the country as that would make raw materials available for processing them into textiles and eventually, into garments creating jobs and opportunities in thesector,saidUnionTextilesMinisterPiyushGoyal.

“The Indian demand for yarn and for finished products are growing significantly, both in the domestic and export markets. If producers get better value in the Indian market,theywouldprefertoselltheyarninIndia.Itshould

be processed right up to the garment and that value addition is good for India. Whenever possible, we encourage that more finished goods get exported from India. There is value addition that will create jobs, which will give opportunities to our entrepreneurs, to our startups. If at all the yarn export reduces, it’s a good sign,” said Goyal, adding, “The rise in readymade garments and finished value-added products is really the strength of Indiathatwewanttoencash.”

Paradip Port Authority Chairman lauds team at Awards Nite -2023

PARADIP: Chairman of Paradip Port Authority (PPA) PL Haranadh hailed the efforts of port users and his team in Paradip for delivering 135.36 MMT cargo in 2022-23. He was speaking at the Awards Nite -2023 at the Biju Convention CentreofPPAheldrecently.

ParadipPorthasrecordedthehighest-evergrowthof19.02 MMT traffic ie. 16.56 per cent over the last fiscals’ traffic among all the ports in the country. Paradip Port has contributed 19.2 million metric tonne i.e. 25.6 per cent out of the total growth in cargo handling achieved by all the major

portsduringthefinancialyear2022-23.

During the last financial year, the port achieved the highest ever coastal shipping traffic of 58.42 million metric tonne, with a growth of 16.22 million metric tonne i.e. 38 per cent over the previous year. The thermal coal coastal shippinghasgrownby14millionmetrictonnei.e.50%overthe previous year’s cargo handling. Haranadh congratulated the entireteamofexportersandimporters,patrons,portofficers, staff unions, PPP Operators, stevedores, and shipping agents whosecombinedeffortresultedintheachievement.
