The current policy was announced on April 1, 2015 and was extended till March 31, 2023. As part of the new policy, slated to be released by the end of this month, the Government may announce a vision and strategies document for laying the roadmapofgoodsandservicesexportsfromApril1.

Officials said around 10 chapters would be part of the document.

“We are working on ways to facilitate ecommerce exports and discussions are on to setup ecommerce zones on the lines of Software Technology Parks of India,” said one official, adding that detailed strategies to boost ecommerce and build

further on Brand India are being contemplated. The ecommerce zones could provide all facilities at one place, including banks, fintech companies, customs clearance and logistics and courier services, along with a separate space for warehousing.

The new trade strategy is aimed at boosting India’s goodsandservicesexportsthatareexpectedtohit$750billion in the ongoing fiscal year, compared with $676 billion in fiscal2022.

CommerceSecretarySunilBarthwalsaidtheMinistryhas lookedatvariousaspectsoftheforeigntradepolicy(FTP)asit isbasicallyacollectionofvariousincentiveschemes.

Officials are also adding the aspect of vision into the policy as the Ministry is targeting to take the goods and services exportsto$2trillionby2030.

India aims deep integration in Global Supply Chains on back Infra & Tech : Special Secretary, Logistics

NEW DELHI : India is aiming to integrate deeply with the global supply chains by focusing on bringing down logistics cost, building holistic infrastructure with planning under Gati Shakti,alongwithuseofR&Dandtechnology.

“Will have to look for ways to integrate better with global value chains. We aim to bring down logistics costs, build resilient supply chains, and attract investment. Gati Shakti is helping plan multi-modal connectivity across India. We have a holistic approach to building infrastructure to bring last-mile connectivity in a multi-modal manner,” Sumita Dawra, Special Secretary, Commerce Ministry said at a ConfederationofIndianIndustries(CII)event.

The Pradhan Mantri Gati Shakti National Master Plan is a Rs 100 lakh crore project aimed at developing holistic infrastructure in India. Integration with global supply chains provides opportunities for growth and employment, she said. COVID-19 saw massive disruptions and realignment of the global supply chains. Dawra said that manufacturing and logistics are not enough to build resilient supply chains; it needsR&D,andtechnologytoo.

To integrate with global supply chains it is important that

domesticconnectivityisstrengthened.

“Railways is planning movement of coal connectivity via ports, roads. Localising manufacturing is important to add value in domestic supply chains. Services of skilled labour are neededtoboostsupplychainsandaddvalue,“shesaid.

In order to boost manufacturing and exports the government has announced the production-linked incentive (PLI) scheme in 14 sectors. “Production-linked incentive schemes will help bring cutting-edge technology, and scale. From being an importer, India has now become an exporter of mobile phones. We are exporting auto parts to Europe today. Impressive sales have been seen in sectors in which PLI schemeexistslikewhitegoods,“shesaid.

Supply chain disruptions have also impacted the aircraft manufacturing. Salil Gupte, President, Boeing India, said that in critical areas of technology, diversion in supply chains has been witnessed because of disruptions. “Today, a passenger aircraftmanufacturingtakessixtoeightyearsascomparedto 18 months earlier. Risks in supply chains have to be more spread out. Strong engineering and manufacturing partners areneededtoboostsupplychains,”Guptesaidattheevent.

Over US$ 100 Bn additional exports expected in current nancial year: FIEO

NEW DELHI : Hailing the aggregate export of US$ 703 billion recorded in the first 11 months of the current financial year, Dr A Sakthivel, President, FIEO said that we expect 2022-23 to end up with export of US$ 770-780 billion, which will be over US$ 100 billion as compared to aggregate export of US$ 672 billion recorded in 2021-22, exhibiting a high growth of 15-16%. President, FIEO said that India is not only one of the fastest growingeconomies,butalsooneofthetopperformingnations inexportsaswell.

These figures assume greater significance when seen in the backdrop of global headwinds accentuated by geopolitical uncertainties, rising inflation, contraction in demand and high interest rates. Many countries have shown sharp decline in theirexportsrecently.

President, FIEO said that we should aim at US$ 900-950 billion exports in 2023-24 despite modest increase in world trade. The better market access provided through FTAs/CECA, additional production coming out of industries under PLI, realignment of value chain by passing China, China+1 policy of global companies, increasing exports through e-Commerce will help our exports in 2023-24. Services will continue to be the driver of exports and besides,

IT & ITES, travel and hospitality, health & medical tourism, audit & accounting sector, financial services and education services besides films & animation will push our services exports. The competitiveness of exports will go with reduction in the logistics cost as we are seeing all round development in infrastructure and increasing digitization of the process, said FIEOChief.

Some of the employment intensive sectors like textiles, plastics & linoleum and engineering sector have been impacted due to contraction in demand with rising inflation and increasing recession in some of the markets. However, we expectthemtorecoverinnextfewmonths.

“Most of our customers have been informed about our planned infrastructure development and we continue to communicatewiththemperiodically,”itadded.

APMT also noted that the $115m “fit-for-future” project, announced in February last year, would “significantly enhance berth productivity”, thus driving vessel turnaround andoperatingcostadvantagesforcarriercustomers.

When the new cranes go live, the company claims, its throughput capacity will increase 10%, to 2.2m Teus annually, and also allow it to service larger vessels, in the range of 14,000 Teus, versus a maximum of 12,000 Teus at present.

Standing Committee unhappy with slow utilisation of funds under Sagarmala project

NEW DELHI - The Parliamentary Standing Committee on Transport, Tourism and Culture has expressed concern about the slow utilisation of funds under the Sagarmala project — the flagship scheme of the Ministry of Ports, Shipping and Waterways. The committee report mentions that “actual expenditureisonlyhalfoftheBEallocation”.

At the time of the Demands for Grants 2022-23, the Committee noted that out of the 44 projects then under development, no funds hadbeenreleasedforasmanyas31projects.

“The committee recommends that the Ministry should put in place a rigorous monitoring mechanism for the ongoing projects and ensure that the available resources for 2023-24 are utilised more efficiently,” it said in a report tabled earlier this week while adding that the Ministry must see to it “that execution of the projects is done within the approved costs and designated timeline.”

The report mentions that there are 151 projects worth Rs. 9,628 crore under Sagarmala, of which 45 projects worth Rs. 2,829 crore have been completed; 55 projects worth Rs. 3,653 crore are under implementation and 51 worth Rs. 3,146 crore are under development.

Under the coastal shipping and IWT (Inland Waterway Transport) pillar of Sagarmala programme, 60 projects worth Rs. 2,705 crore has been sanctioned for the development of coastal berths, Ro-Ro/Ro-Pax jetties, passenger jetties. Of which only 15 projectsworthRs.849 crorehavebeencompleted.

“Considering that the Ministry has more than 100 projects in the pipeline, the committee feels that the allocation under Sagarmala would be insufficient for the completion of the projects under construction and tendering,” the report said adding that the committee has observed that the overall allocation of the Ministry as well as under Sagarmala have mostly been reduced at theRevisedEstimatesstage.

Unutilised expenditure

According to the Committee report, expenditure incurred by the Ministry during FY 2022-23 under several heads such as assistance to ship building, international maritime university, inland waterway authority of India (IWAI) projects, among others, till January 31, “is much lower than the revised estimates’ allocation”.

For instance, allocation under Indian Maritime University (IMU) was increased from Rs.1 crore in budget estimates 2022-23 to Rs. 62.46 crore in revised estimate 2022-23; but only about 20 per centoftheamounthasbeenutilised.

Under IWAI and Directorate General of Lighthouses and Lightships, the utilisation percentage is 77 per cent and 65 per centrespectively.

No expenditure has been incurred under Shipping CorporationofIndia.

The Ministry said that for continuation of India-Maldives shipping service for FY23, a provision of Rs. 25 crore was made, based on the then prevailing charter hire rates which were at higher levels. However, the shipping service was routed through Colombo, which enabled higher capacity utilisation as freighted containers were moved from Tuticorin to Colombo, and from Colombo to Male; freighted empties from Male to Tuticorin and Colombo. This resulted in better voyage results thereby savings on subsidy. In view of savings on subsidy and balance subsidy available with Shipping Corporation of India, the revised estimates (RE) was proposed to around Rs. 16 crore, but even this amounthasremainedunutlised.

“It is evident that the Ministry will end up with a significant amount of unutilised funds under these crucial heads at the end of the fiscal. The Ministry already faces budgetary shortfall in terms of its projected requirement and actual allocation made. Failure to utilise even the reduced allocation will severely stifle the pace ofgrowthoftheIndianshippingsector,”itnoted.

Turnaround time

Despite improved turnaround time and higher cargo handling capacity of major ports, India’s major ports “still falls far short of internationalstandards”,itnoted.

Average turnaround time at Indian ports are down from 52.80 hours in 2014-15 to 50.01 hours in December, 2022. For container ships, the turnaround time has come down to 27.29 hours from 32.39. In comparison turnaround time in Norway is only 10 hours. “…None of India’s major ports have as yet been ranked among the top 20 in the world on any performance index. India scores low on the liner shipping bilateral connectivity index (that captures the country’s integration level into global liner shipping networks),” thereportsaid.

Trade Infrastructure for Export Scheme (TIES) being implemented for creation of appropriate infrastructure for the growth of exports

NEW DELHI - The Department of Commerce, Government of India, is implementing the Trade Infrastructure for Export Scheme (TIES) w.e.f. FY 2017-18 to assist Central and State Government agencies in creating appropriate infrastructure for the growth of exports, the Minister of State in the Ministry of Commerce and Industry, Smt. Anupriya Patel said in reply to a parliamentary question today. Under the scheme, financial assistance in the form of grants-in-aid is provided to Central/State Government owned agencies (or their Joint Ventures with major stake-holding by them) for setting up or up-grading export infrastructure in States/UTs. The States can avail of the scheme through their implementing agencies for infrastructure projects with significant export linkages like Border Haats, Land customs stations, quality testing and certification labs, cold chains, trade promotion centres, export warehousing and packaging, SEZs and ports/airports cargo terminuses. The Scheme guidelines are available at https://commerce.gov.in/trade-promotion/tradepromotion-assistance/.

Further, Central Board of Indirect Taxes and Customs (CBIC), Department of Revenue has issued Circular No. 09/2020Customs dated 05.02.2020 for streamlining export data to include District level details in Shipping Bills. The same has been done to more effectively capture export data at the level of districts which wouldassistinefforts forpromotionofexports.

Department of Commerce has been actively interacting and engaging with the State Governments / Union Territories to create an enabling environment to boost goods and services exportsfrom thecountrybywayof assistingtheminformulatinga comprehensive export strategy based on an assessment of State’sstrengths.

Under TIES, financial assistance for a total of 40 export infrastructure projects has been approved during FY 2019-20, 2020-21 2021-22 & 2022-23 (as on 9th March, 2023). The state-wise details of funds released during each of the last three years and the current year under the Scheme of Department of Commerce aregivenonPIBportal.

The PM Gati Shakti National Master Plan (NMP) has a digital component in the form of a GIS based platform which integrates the geospatial data related to the infrastructure in the country and planning portraits of various Ministries/Departments of the Government. All the infrastructure and economic Ministries/Departments at the Centre and also States/Union Territories have created their own customized planning portals which are integrated to PM Gati Shakti NMP. These digital systems help data-based decision-making for integrated planning of infrastructure projects and their synchronized implementation. More than 150 critical infrastructure gaps have been identified by adopting PM Gati Shakti mechanism. It aims at reducing logistics costandsupportingeconomicactivityinthecountry.

There is no provision on tax rebate on export under GST. National Rail Plan aims to increase share of freight traffic from current share of 28% to 44%

DIPAM has informed that the Cabinet Committee of Economic Affairs (CCEA) in its meeting held on 20.11.2019 has given in principle approval for Strategic disinvestment of Government of India’s (GOI) holding of 30% out of its present holding of 54.8% in CONCOR along with transfer of management control to strategic buyer.

Government undertaking an exercise to cut imports of non-essential items

NEW DELHI - The Government is undertaking an exercise to cut imports of non-essential goods with a view to enhancingdomesticproductionofthoseitems,anofficialsaid. Commerce Secretary Sunil Barthwal said that the Commerce Ministry has provided product-wise import figurestoalltheMinistries.

"We are asking the different Ministries that they should analyse that data and they should look at data from the angle thatwhichimportsareessentialandwhicharenon-essential," he told. The Ministries would look at issues like if those goods are being manufactured in India and if there is sufficient capacityforthoseproducts.

"If there is a sufficient capacity within the country and still it is being imported, then we are trying to educate that it can be substitutedbythedomesticmanufacturedproduct,"hesaid.

"What we are saying is that if our domestic maker is capable of producing the same kind of quality with the same pricethenobviouslythatshouldbesubstituted,"theSecretary added.

He said that different Ministries will look at how they can encourage those imports to get substituted by domestic production.

"Wearealsolookingatimportdiversification.Theexercise willhelpmanufacturers,"headded.

Containing these imports would also help reduce the trade deficit, which has reached USD 247.52 billion during April-February 2022 as against USD 172.53 billion in the same periodlastfiscal.

Imports during the 11-month period of the current fiscal increasedby18.82percenttoUSD653.47billion.

India using SWIFT Global payment system to settle Russia dollar trade:

NEW DELHI - Indian companies are using the SWIFT global payment system to settle dollar payments with Russia, a top trade official said, even though many Russian banks are blockedfromthenetworkduetoWesternsanctions.

India's imports from Russia have increased nearly five times in the April 2022 to February 2023 period to $41.56 billion from $8.54 billion, compared with the same period the prior year, according to data released by the Government.

Last month, Reuters reported India's Russian oil imports climbed to a record 1.4 million barrels per day (bpd) in January, up 9.2% from December, with Moscow still the top monthly oil seller to New Delhi, followed by Iraq and Saudi Arabia.

V.O.Chidambaranar Port surpasses annual target set by MoPSW

TUTICORIN : V. O. Chidambaranar Port in Tuticorin on Wednesday surpassed the cargo handling target of 36 million tonne set by the MoPSW, almost 17 days ahead of the end of financialyear2022-23.

The port handled 36.03 million tonne of cargo till March 14 this financial year and achieved 11.35% year over year growth despite disruptions in global supply chain, according to port authorities.

The major commodities that have witnessed considerable growth are construction material (67.41%), thermal coal for NTPL (63.16% ), limestone ( 51.72% ), sulphuric acid (37.34%), palm oil ( 35.55% ), industrial coal ( 25.08% ) and thermal coal forTNEB(12.80%).

The major factors that have contributed to the increased

cargo handling activity are bulk cargo transhipment, implementation of preferential berthing scheme, MoU-based customer retention, attraction of ad-hoc container mainline vessel calls, increased coastal movement of salt and implementation of ease of doing business initiatives, said V.O. Chidambaranar Port Authority Chairman Mr. T K Ramachandran.

Seafood exports to Ukraine dipped drastically to USD 1.36 mn in Apr-Jan

NEW DELHI - India’s seafood exports to Ukraine have been hit due to the Russia-Ukraine conflict as shipments declined drastically to USD 1.36 million in April-January 202223, Parliament was informed. However, the total seafood exports from India have increased from USD 6.66 billion in April-January 2021-22 to USD 6.86 billion during the same periodin2022-23.

In a written reply to the Lok Sabha, Minister of State for Commerce and Industry Anupriya Patel said that seafood exports from India to Russia have increased to USD 112.53 million in April-January 2022-23 from USD 98.84 million in

April-January2021-22.

“The seafood exports to Ukraine have been affected due to the Russia-Ukraine conflict, and it has reduced from USD 11.2 million during April-January 2021-22 to USD 1.36 million duringApril-January2022-23,”shesaid.

Andhra Pradesh is one of the major exporters of seafood with a share of about 35 per cent in India’s seafood exports in 2021-22.

In a separate reply, she informed that at the end of December 2022, India’s foreign exchange reserves stood at USD562.72billion,accountingfor9.3monthsofimports.
