Visitors flock to Coona for StarFest events The windy mountaintop weather wasn’t enough to deter the crowd of curious minds that enjoyed this year’s Siding Spring Observatory Open Day on Saturday, 1 October, with families travelling from the ACT and Victoria to attend the annual StarFest event.

Those who weren’t afraid of heights were able to take a walk along the catwalk of the A AT and enjoy a spectacular view of the Warrumbungle Mountains.

Meals on Wheels bring in half a century in style Meals on Wheels has marked half a century of delivering meals in the Warrumbungle Shire with an anniversary lunch.

Attendees were told that du r i ng C OV I D 20,8 07 meals were delivered in 2020/2021 a nd 14 ,4 0 9 me a l s delivered in 2021/2022, with volunteers providing o ver 13 , 0 0 0 hou r s o f delivery support during that time.

Former president of the local Meals on W heels committee, Heather Edgell, spoke about the initiation of the service in Coonabarabran in 1972 – when the cost of a meal was just 30 cents.

Nowad ays over 3 0 vendors supply a large variety of meals, hot and frozen for clients in all towns and villages.

A l t h o u g h Wa r r u m bu n g l e S h i r e mayor, Ambrose Doolan, was unable to attend the event, he sent along a congratulatory message to all the volunteers.

“Any organization that is sti l l f u nction i ng at full steam after 50 years must be doing something a significant length of

time,” Cr Doolan said.

“That married couples who a re t ogether th is long receive a letter from the sovereig n shows how moment ous th is milestone is. A nd how ver y appropr iat e it is that you r k i nd ness t o your fellow townspeople all these long years is marked with a celebration worthy of your years of dedication. “ Of course, I ’m not tel l i ng you someth i ng t h at y ou d o n’t k n ow, but you deliver so much more to people than just nourishing food, as vital as that is. With every visit, as well as the conversation and the meals, you deliver

Furry friends need your help Anyone seeking a loyal and lovable pet is encouraged to consider adopting an animal from the pound to help alleviate a growing crisis in surrendered pets.

At the end of September, there were six dogs and four cats being held at the Coonabarabran facility.

C o u n c i l ’s d i r e c t o r of env i ronment a nd development ser v ices, L eeanne Ryan said COVID-19 had played a part in the number of pets being surrendered.

“We have had a few pets that were bought during C OV I D lockdow n as companions and now that

people are returning to work they no longer have the time for their animals - so want to surrender them to be rehomed,” she said.

“The number one thing is to microchip and register your animals. If they are chipped and registered, Council can contact you when we have your animal so it can be collected.

“Regarding cats, it’s vital to get your cat de-sexed – and we cannot reinforce this enough!

“There is currently a cat epidemic and we are seeing an increase in cats being trapped across the local government area.

“Keep your cats inside or use a cattery outside that they can play in.”

Warrumbungle Shire Council mayor, Ambrose Doolan said adopting one

of the pound animals was effectively giving them a second chance.

Cr Doola n prov ided residents with some tips when it came to deciding to adopt an animal from the pound.

“If you have considered adding a pet to your family it would be a great place to start looking to giving these loving pets a forever home,” Cr Doolan said.

“Residents are reminded that an adopted or new pet is a long-term commitment and a big responsibility. Pets need time, training and love. “ G etti ng you r home pet ready prior to taking possession of your adopted or new pet is a great idea to help your pet settle in faster.

“Look at the fence for possible escape holes, check kennels, cat enclosures,

bedding, food, bowls, leads and harnesses.

“If you are planning on committing to a new pet it is strongly recommended (unless under veterinary advice) to have your pet desexed as soon as possible to reduce the risk of unwanted litters in the future.”

Timor Dam to undergo safety upgrades Work will soon commence at Timor Dam, Coonabarabran’s water catchment, to ensure it remains compliant with safety standards.

Upgrade works to Timor Dam will be carried out in three phases over the next year, with the aim to be completed by June 2023, said Warrumbungle Shire Council mayor, Ambrose Doolan.

Inland rail release N2N update New information on changes to the Inland Rail project was given to members of the public at an information session held at the Baradine Memorial Hall on Tuesday, 6 September.

Narromine to Narrabri (N2N ) section of track.

The 306km of new track is a crucial part of delivering a fast and reliable freight ra i l ser v ice between Melbourne and Brisbane. “ We have some

exciting and important information that has been a released to the public through the Department of Planning Environment regarding our preferred infrastructure report and amendment report,” said

Erica Tudor, stakeholder engagement manager for southern NSW. “Some of these changes include crossing loops, road rea r a l ig n ment improvements, changes to locations of workers

accommodation, as well as further information a rou nd hyd rolog y a nd biodiversity.”

Ms Tudor said that the new information is more update.

Succession planning starts at home - now!

There are not many things that the average family can do to keep up with the British royal family, but succession planning is an exception. Keep your family’s future free of drama with a sensible plan.

A f r ac t u r e d f a m i ly, multiple siblings w ith diverse partners, a fortune tied up in assets and the oldest son with hu g e e x p e c t at i o n s o f carrying on the family dut ie s (even t houg h he’d probably rather do something else).

You may not be the British royal family, but these issues will resonate with many people.

W h i le wat c h i n g a l l the pomp and fanfare, I have been keeping a keen eye on the process

of succession and ad mi r i ng the way the Q ueen prepa red a nd communicated her wishes well in advance to ensure that the succession to the throne was a smooth one.

I’ll share my four top tips to think about when you are looking to make your plan.

1. Preparation The key to successfully passing on a business (commercial or agri) is preparation.

Not having a plan is like not having a will. All that happens is you leave a huge mess for someone else to deal with - most likely your loved ones that you were working hard for in the first place.

Making the plan is not easy. It takes time so you need to start years before you are looking to hand over the reins.

The planning process is extensive and many people underestimate the time it will take.

You also need time to figure out the legal and t a x i s sue s a s s o c i at e d with succession and, if it is the right time for the founder, retirement. This means estate planning and equity transfers.

2. Communication For most people, succession and retirement are uncomfortable topics that are avoided at all costs. And what a cost it can be if you haven’t been talking to your family and partners about these subjects well in advance.

T hese conversations will help you understand the desi re of the next generation to take the reins as well as the skills a nd k nowledge they require if they are going

to be appointed.

Clearly communicating what the outcomes and roles of all family and non-family members will be diffuses any future misunderstandings that can lead to relationship breakdowns.

3. Seek external help Even the most prepared amongst us can benefit from having a trusted outsider/adviser such as a lawyer or accountant to provide an objective opinion.

“What might be a key thing is that at the end of the day, we’re building a rail line and safety is of the utmost importance. “ So, for example, we h ave s ome add it ion a l treatments and locations to public level crossings, i n wh i c h I t h i n k t he c o m mu n i t y w o u l d b e interested.

“We’ve also been able t o reduce some of the road closures, which I think is a good win for the community as well. But it’s details since we've last been into the community and sharing it with them.

Approvals “We are in the reference design stage still and then we’re lo ok i ng t o h ave environmental approvals ea rly nex t yea r a nd c ommence major N2 N construction later next year.”

Accord ing to I nland R ail, communities w i l l b enef it f r om t he new freight connection between Melbourne and Brisbane through lasting legacy projects.

Planning and investigations are under way for a multimillion-dollar materials d istr ibution site at Narromine, which will service the future installation of ballast, sleepers, rail and turnouts along the 1700-kilometre Inland Rail alignment.

“We have early works commencing around N a r r o m i n e , wh i c h i s really exciting,” Ms Tudor said.

“In Gilgandra we have a housing strategy, as well as water-bore projects and these are all ramping up for construction for next year. “ We have had these early works happen in other areas and they are an awakening for a lot of communities as to what the legacy opportunities might be.

“So, we have regular contact with other councils a nd we a re work i ng through what their legacy items might be. “ With rega rds the proposed worker camp at Baradine, we have slightly moved the lo cation t o accommodate feedback from the community, with key stakeholders around that.

“So, it will not be at Camp Cy press, but at the racecourse location, t o a c c om m o d at e t h at feedback and t o not impact the community in any negative way.

“That is our footprint; our plan at this stage and ultimately with the housing strategy. As we go through the detailed design, we will firm up those details.

“But, essentially, we’re working with our preferred contractor ACCIONA and CPB Contractors Joint Venture (ACACPB J V ) about ou r prefer red locations and Baradine is one of those.

“I think regards the time frame at this stage, given the housing construction strategy, we will probably have more information later next year.

“In terms of where we are at the moment, this community information session is a r ou nd the public exhibition of our preferred Infrastructure report. “ H o we v e r, we h av e a t ea m that is i n the commu n ity f requently and anticipate that to be the case going forward.”

Council discuss community use

by CHRIS WARD It seems to be good news for Brett England and his vision to establish a community garden in Coonabarabran.

A motion was passed at the most recent council meeting, on T hursday, 15 S ept emb er, t h at Wa r r u m bu n g l e S h i r e Council work with M r England and the 2357 Development Group moving forward.

Together they w i l l investigate the feasibility of constructing the garden at northern end of Robertson Street.

If that block is found to be unsuitable for the development, Council will assist in locating a suitable area for the garden to go ahead.

Little Timor Street Plaza The function of Little Timor Street Plaza was a lso d iscussed at last month’s meeting, with Cr Kodi Brady taking umbrage with the way it is currently being used.

Cr Brady argued the application for the grant its use as a community area for small-scale, popup events.

Cr Brady said when he had attempted to hold some events at the site he had been stone-walled by Council.

A motion was unanimously passed to investigate what would be needed to allow such events to take place at the plaza.

Indicators Va r i a b i l i t y w i t h i n m a r k e t i n d i c at o r s i s expected to continue. With indicators calculated on a seven-day rolling average and so many markets not running last week, this easing in supply will impact throughput and volatility.

Roma had a very strong sale this week with quality l i f t i n g a nd r e s t o c ker demand pushing up prices.

The premium cattle on offer at the sale led to one pen of heifers topping $3,800/ head. Roma traded 59¢ above the national average for the restocker yearling steer indicator, taking out 21% of the contribution.

Sheep and lambs This week, yardings at Wagga Wagga eased with wet conditions in the area.

There was a shift away from old season lambs to favour the new young lambs moving through the saleyard, with extra heavy young lambs selling to processors at a top of $240/head.

On a national scale, young lambs ya rd ings increased 189% week-onweek – with some of this increase attributed to the short week last week, which prevented some markets from going ahead.

However, when

compared to figures two weeks ago, numbers have still lifted 38% – showing that new season lambs are the market.

Slaughter Slaughter has eased acr oss the boa rd th is week, following last week’s national public holiday as well as the additional public holiday in Victoria.

Cattle slaughter softened 11% to 79,034 head as volumes continue to ease in Queensland and NSW. Victoria had a sharp decline that can be attributed to the three-day week.

Lamb slaughter followed a s i m i l a r t r end w it h numbers declining 21% week-on-week to 322,221 head. Lamb slaughter in the

key lamb production state of Victoria eased by 29% week-on-week, although taking majority of the share numbers. This is the lowest lamb slaughter rate in the state since Ch r istmas shutdowns.

A lthough there was a reduction i n lamb slaughter, numbers only just dipped below 2021 figures for this time last year, demonstrating the strong supply currently mov ing th rough the market.

Members of the public and the school community gathered at the Baradine Lions Park on Thursday, 15 September to watch former class captains, L o r e n E a s t bu r n ( n e e Dav ies) a nd Graeme Wilton dig up the box of memorabilia.

Funded by the NSW Government Reconnecting Regional NSW Community Events Program, with support from the Ba rad i ne & D istr ict P r og r ess A ss o c i at ion , a forma l prog ram of events followed at the Baradine Memorial Hall where around 300 people attended a celebratory barbecue lunch cooked by secondary students.

Reminiscences of 50 years ago were given by Cr Doolan, former Lions Club member, Don Walton, and former students, Becky Featherbe and Graeme Wilton.

These included three 1972 newspapers, two copies of the school newsletter, the ‘Cypress Post’, a cassette tape recording of students with best wishes for 2022, historical photographs a nd d raw i ngs f r om students predicting what fashions in 2022 might look like.

T he event concluded with Year 5/6 students demonstrating the games of captain ball and tunnel ball, which were popular games half a century ago.

Visitors were invited to view a display of school memorabi l ia a nd ta ke the opportunity to look at school classrooms.

Dempsey’s leadership skills drive change A former Baradine local who is now living in Brisbane has been elected premier of the Queensland Indigenous Youth Parliament and encourages young Indigenous people to stand up and be counted.

by JIMMY WHALAN The Queensland I nd i g e n o u s Yo ut h Leadership Program is an opportunity for 18 to 25 -year-old Aboriginal and Torres Strait Islander people to connect, improve their leadership skills and drive change in their communities.

T he prog ram r uns over six days annually and participants spend the week hearing from Elders, networking with community leaders and finding solutions to the i s s ue s f a c e d i n t he i r communities.

Since 2004, more than 630 Aboriginal and Torres

Strait Islander people have taken part in the program, many returning as mentors in subsequent years.

T h i s ye a r D emp s ey Bloom, a K ami la roi / Gomeroi man originally f rom Ba rad i ne, was elected premier of the Queensland Indigenous Yo ut h P a rl i a me nt by his fellow participants, a nd r e c ent ly h ad t he opportunity to sit down for a chat w ith the Minister for Indigenous Australians, Linda Burney.

Mr Bloom is now living in the sunny state, but his family connections to the local area remain strong.

M r B l o o m ’ s g r a n d m o t h e r, R o b y n Ruttley, is the deputy chairperson of the Baradine Local Aboriginal Land Council.

Mr Bloom commenced his career as an Indigenous trainee in the private sector at ANZ and progressed through the ranks, becoming branch manager at just 22.

He said his proudest moment was coming full circle and being involved in the hir ing of an Indigenous trainee.

f rom the Hea r t , Voice Treaty Truth, pathways to Parliament, and Austra l ia’s jou r ney t o reconciliation. “ The program equips youth with the tools and knowledge to advocate for their people and culture in modern western politics,”

Mr Bloom said.

“The challenge lies in incorporating Indigenous and non-western ideals into political systems and structures when they’re fundamentally at odds with each other.”

experience was to stand up and be counted, because “if we don’t put our hands up for our communities, who will?”

“We have come so far, yet there is still a lot of work to be done,” he said.

“We must ensure the views of First Nations’

“It is my belief advocacy can be achieved in many forms, however, you’ve got to at least be in the game if you have any hope of winning it.”

Federal integrity commission Last week, AttorneyGeneral Mark Dreyfus i ntroduced leg islation f o r a N at i o n a l A n t i Corruption Commission.

The Labor Government has committed $2 62 million over four years for the establishment and ongoing operation of the Commission, which will i nvestigat e ser ious or systemic corrupt conduct across the entire federal public sector.

I am supportive of a corruption commission because I believe there is no place for corrupt behaviour in public life in Canberra or anywhere around the country. People who break the law should face the law.

However, it is important that we take serious care in the consideration of the

Government’s legislation because we are g iv ing extraordinary powers to the commission, which is effectively the police, judge, jury and executioner. We don't want innocent people a nd thei r reput at ions being trashed and we don't want people committing su ic ide a s we’ve se en in South Australia and elsewhere as a result of false allegations.

It’s important that the c om m it t e e ex a m i n i ng this bill hear from the ex p er ienc e of the corruption commissions and those who have been subject to them either as lawyers, parties, or w itnesses, f rom ever y state and territory, to ensure we get the balance right. There needs to be privacy for hearings and protections in place to ensure the Commission

doesn’t actually become a corrupt organisation itself.

The local RDA will be holding an open day on Sunday, 9 October, at its fantastic facilities at the end of Race Course Road, past the race track, in Coonabarabran.

It will be a great familyfriendly day with market s t a l l s , c a r - b o o t s a le , sausage sizzle, pony rides, live music and more.

Organisation president, Glen Walker said the small t ea m of volu nt e er s i s holding the event to bring awareness to the good work RDA does.

“Having this open day is all about showing the community what we do and how much of a positive impact it can have on the kids who come here and hopefully we get a few more volunteers sign up to help out,” he said.

Mr Walker said he gets a lot out of helping the R DA a nd u rged other people in the community to volunteer.

“For me, I get great joy out of it. I love to see the change in the kids’ faces

and they’re nervous and then they get used to it and they’re having fun throwing their hands up and they have the biggest grins on their faces,” Mr Walker said.

“And then I might see them in the street and they rush up to me and put their arms around me and give me a big hug. It’s beautiful.

Consistent and unusually excessive wet weather in the Warrumbungle Shire is causing health concerns for some residents.

Recent weather activity has been conducive to mould, with many homes in across Warrumbungle Shire being affected.

The NSW Government website provides a list of tips to protect your home from mould.

According to the website, mould is part of a group of common organisms called fungi and can grow in wet or moist areas that lack adequate ventilation, including walls, ceilings, bathroom tiles, carpets, insulation material and wood.

If moisture accumulates, mould growth will often occur on indoor surfaces.

Many different types of mould exist and they all

have the potential to cause health problems.

The best way to prevent mould from growing is to reduce the amount of moisture in your home by turning on ventilation fans and opening windows when conditions allow.

If you rent your home and have taken measures to ensure the building is properly ventilated and mould is still growing, you should raise the issue with the owner or real estate agent.

Coonabarabran real estate agent, Jane McW h i r ter sa id ma ny homes in Coonabarabran had been affected by mould due to the wet weather. “ We have seen quite an increase in mould in the homes in the area,”

she said.

“We provide landlords and tips on what to do if their home is affected.

“Those tips are basically to get onto it immediately a nd d i f ferent ways of preventing mould.

“Any tenants that notice mould g row ing should contact their real estate manager so something can be done about it in a timely manner.”

Health symptoms of mould exposure to look out for include a blocked nose, cough, wheeze, respiratory infection, itchy eyes and skin.

For people with asthma, breathing in mould spores may cause a n asthma attack.

A n a l a r m i n g t r e nd has authorities warning land owners in the Warrumbungle Shire to remain vigilant regarding p ot ent i a l f i r es i n the warmer parts of the year.

This year has seen some record rainfalls and that is expected to continue later into 2022.

As the past has shown, when there have been occasion of record rainfalls, the following f i r e s e a s on h a s b e en disastrous.

T he wettest year on record in Coonabarabran was 1950, with a total of 1597mm in rainfall.

19 51, fol low i ng th is record wet period, was one of the harshest fire seasons the area has ever endured.

Similarly, in 1973, when 1451mm fell, the following

I n t h e K i m b e r l e y, Derby and Wyndham and Fitzroy Crossing all have had one of their hottest Septembers on record,

while Daly Waters, in the Carpentaria region, has had its equal hottest September since 1992. In addition, Derby started October with heavy rain of 55.6mms, already the wettest on record in 62 years of records.

Adelaide has had its coldest September since 2 010 a nd the h ighest temperature of 20.4, was the city’s lowest absolute maximum temperature for September in 140 years of records. The previous absolute maximum lows for September at Adelaide were 20.5 in 2010 and 21.4 in 1992, and before that in 1971 and 1960.

Above-average rainfall is expected for most of the months up to March next year at most places, with the summer being a little wa r mer th a n nor ma l , especially in Victoria and the Riverina; November being very wet and the coldest since 1999.

Toowoomba Grammar School’s boarding program has been developed to provide a welcoming and smooth transition for our youngest boarders, those in Years 5 to 7.
