Northglenn council to decide housing policies

Councilors table spot zoning discussion at study session

With the legislature’s land use bill SB23-213 dead, Northglenn is set to settle some policies that will impact housing in the city.

It comes after Northglenn City Council tabled a discussion about future ordinances at the May 1 study session after the mayor and councilors asked to move it due to uncertainty around decisions not yet made at the Capital.

“I have a hard time looking at this in a bubble,” Mayor Meredith Leighty said in regard to the policies and SB23-213.

Councilors are expected to pick up the discussion later this year. e discussion came from the housing study completed in October 2022. Recommendations that came out of that are meant to develop overlay districts and provide targeted incentives for homeowners to stay in the city. ey would also expand multi-family options in single-family zones.

Overlay districts

Sta wasn’t able to present all the solutions they wanted to the council but one possible x is overlay districts, which will help create more housing diversity and expand land use options. For example, if a property is zoned for auto commercial and an overlay district of mixed-use zoning is put over it, then both development types are an option.

It also takes the project out of the rezoning process, which Senior Planner Sara Dusenberry said takes a lot of time and money.

Director of Planning and Development Brook Svoboda said the overlay districts wouldn’t take away any public interaction or oversight but would nix a tedious step developers must go through to rezone an area.

It also gives the city the power to say where certain types of zoning should go, rather than requiring developers to try to rezone through the housing application process, he said.

Projects will still go before the planning commission and the public will be engaged with the project, he said.

Dusenberry also said that the overlay districts will emphasize pedestrian-oriented design principles and would be focused on amenities for to pedestrians, such

as landscaping and fewer parking lots. Access to public transportation will also be a focus.

e ordinance would not automatically create overlay districts but will make the option available.

Hodgepodge

City Councilor Becky Brown asked with the districts if it would be possible to have an auto store next to a home, Dusenberry said yes, but that planning would look at the options of what goes where to see what ts best.

Brown said she is worried about “hodgepodge.” She isn’t in favor of more density.

“ e sense I get from talking to people is they’re more interested in having their suburban lifestyle, and this worries me,” she said. “I really hate it when cities go up.”

She wants a lot of resident interaction.

Dusenberry said that there will be sub-area planning to look at the feasibility of planned uses as well as public engagement with public hearings.

“It’s just creating the possibility of overlay districts, it doesn’t immediately make say Marketplace, as one,” she said.

“I hope that by opening up our doors a little wider, we don’t ruin what we already have here,” Brown said.

Brown has said things similar in the past regarding more housing density. At the Oct. 17 meeting, Brown said she can’t support allowing single-family homes to be turned into duplexes because residents aren’t in favor.

Goff then disagreed with her, saying she wouldn’t assume residents are against duplexes.

But Brown said that Northglenn is already doing good things on housing.

“I feel we’re being incredibly progressive in a world that isn’t moving as fast as us,” Brown said.

City Councilor Tim Long pointed to dense developments like Karl’s Farm the city has already approved.

According to the housing needs assessment, Northglenn has the lowest median gross rent compared to Denver, Thornton and Westminster, and homes cost less compared to those cities.

However, about 68% of Northglenn’s housing stock is singlefamily homes, attached or detached. The percentage of those cost-burdened by housing in Northglenn is higher compared to Denver-Aurora-Lakewood MSA for households and renter-occupied households.

Diversifying housing stock has been championed as a way to lower housing costs.

Westminster settles on solution for short-term rentals

Westminster won’t ban short-term and vacation rentals in the city but will move to regulate them, the City Council voted May 8.

City Councilor Bruce Baker was the sole no vote, saying he wants protect neighborhood character and keep short terms rentals out of Westminster. He said short-term rentals will hurt neighborhoods.

“We diminish our neighborhoods when we don’t have the vast majority of owners living in their neighborhood, caring about their neighbors and making their common dreams come to life,” he said.

City Councilor Rich Seymour said he agreed with Baker, but that shortterm rentals need to be regulated since they are already occurring in the city.

Mayor Pro Tem David DeMott, City Councilors Sarah Nurmela, Obi Ezeadi, Lindsey Emmons and Mayor Nancy McNally agreed they must be regulated.

“Having it in our code allows us to address it,” said Nurmela.

DeMott said having multiple uses

and housing options in the city is important. Nurmela said she was concerned about how the rentals may impact the city’s housing market.

The regulations

Prior to the vote, short-term rentals rules didn’t exist in the Westminster City Code. According to the meeting’s agenda, zoning is “permissive in nature” and no reference to them leads to enforcement and legal challenges.

e approved resolution gives the city enforcement mechanisms. According to the ordinance, anyone o ering a short-term rental must rst obtain and maintain a license that is valid for two years.

All owners of a property must sign onto the application and no one can operate more than one licensed short-term rental within Westminster.

Short-term rentals must adhere to city codes, such as not creating a public nuisance. e rentals can also only be occupied by one party at a time and cannot be rented for commercial activity.

Staying viable as population growth slows

State of the Region talk focus on di erent kinds of growth rates in Adams County

With national population growth slowing, State Demographer Elizabeth Garner suggested Adams County business and government leaders prepare for what comes next.

“If we look at our growth over 2020 through 2022, what do we see? We see a super slow down in the Denver Metro area,” Garner said, speaking at the Adams County Regional Economic Partnership State of the Region luncheon May 11 at the Delta Hotel in Northglenn. “We see Denver, Je erson, Boulder losing population.”

And while Adams County is bucking that trend, with a reliably young population, current trends show the county’s population growth slowing.

“And if we are uncomfortable with that slowing, maybe we need to look at other factors and why we are so uncomfortable,” she said.

Garner was the keynote speaker at the AC-REP luncheon that featured Governor Jared Polis and Adams County Commission Chair Steve O’Dorisio. AC-REP, the partnership group, hosts a State of the Region event each year for local government o cials and employers in the northern Metro Denver region.

the event, following both O’Dorisio and Polis. While they focused on accomplishments in the state and the county, Garner’s presentation framed those actions by talking about the state’s economic condition.

Economic growth follows population

Much of it starts with population, which starts with the birth rate. Birth rates are not growing as fast as they did in the past.

“ e big piece to take away from this is to know that over the last decade, the United States grew at its second slowest rate ever,” she said. “What? Yeah, the slowest since the Great Depression in the 1930s. So, Big Mama is slowing down.”

Meanwhile, Colorado’s population grew at twice the national rate, which helped keep the state economically viable while also pushing pressure for new housing.

But Colorado is slowing, too and she said that trend will continue. She noted that many of the states with the lowest birth rates are net population donors to Colorado. at means that eventually, fewer people will be moving to Colorado.

She projected continued growth of working-age residents in several counties, including Adams County.

“Now, I will tell you, Weld County represented 43% of the total growth in the under-18 population,” she said. “So, make nice with Weld County. I’ll be honest with you. Adams County is not far behind.”

e region needs two things to keep attracting working-age residents — jobs and housing. She blamed the state’s current housing crunch on the boom-and-bust cycle of the state’s housing industry.

“ e Great Recession wrecked construction in building housing units,” she said. “We were building between 40,000 and 50,000 units per year and we went to 10,000. For 10 years, we built fewer housing units than households that were formed. Do you think that’s a problem? We have this boom and bust cycle with housing construction, so that is something to work on.”

In his speech, Polis said he’s trying to help reduce barriers to home construction and allow alternatives to single-family homes, including duplexes and buildings with multiple dwelling units. Better supply will keep housing prices more reasonable.

“I think if we can address it sooner rather than later, we can keep Adams County from becoming Boulder and Colorado from becoming California,” Polis said.

Adams County Commissioner O’Dorisio, the rst speaker at the luncheon, said the county is investing in home repair programs to help seniors stay in their homes longer and encouraging new housing development while investing in transitional housing for the unhoused. It’s one part of an overall e ort to use the county’s assets as wisely as possible.

“We are the hub of logistics because we are where the rivers, the highways and the businesses all come together,” O’Dorisio said.

Operations and Community Preservation Manager Aric Otzelberger said the new rules will resemble Westminster’s long-term rental rules. ere must be 150 square feet for the primary occupant and then 100 square feet for each occupant after that. As well, there must be a 70-square-foot bedroom for the primary occupant and 30 square feet for each occupant after that.

Nurmela asked if one person could own a short-term rental and then also own one through a di erent LLC. Otzelberger said that each entity would be considered a separate person, but there is no evidence he is aware of in surrounding communities with individuals owning multiple short-term rentals.

“Is it possible? Perhaps. But (this resolution is) intended as a starting place,” he said.

City Attorney David Frankel said if a renter stays more than 30 days, it’s a long-term rental.

Emmons also asked if a married couple could own multiple properties. Otzelberger said technically if one spouse is the sole owner of one property and the other spouse is the sole owner of a di erent property, then yes, the married couple would own two properties.

Frankel also said that all who have ownership of the property would need to sign the application. at would apply to owners of an LLC as well. All owenrs would need to sign the application and if someone was on multiple applications, it would come to the sta ’s attention.

Otzelberger said that if there was a problem and the city saw a cause for concern that a change would be made, but Nurmela asked how the city would know there is a problem.

Otzelberger said the city tracks data on a weekly basis regarding shortterm rentals. In 2022, they made up around .4% of Westminster’s housing stock. If the number came to a point of concern, the city would consider a cap.

Riverdale park getting amphitheater

Commissioners agree to put new feature across lake from Veterans Memorial

Adams County’s new Veteran’s Memorial will get a companion amphitheater across Mann-Nieholt Lake next year, county commissioners agreed May 9.

“When people are taking pictures and their event is backed up to the lake, they’ll have that battleship and that memorial in the background and that alone will justify this,” Commissioner Chaz Tedesco said. “Anybody that uses that facility will see it, and it can become an iconic place. People will see it in everyone’s background and they’ll want to see it and come there.”

Work on the county’s new Veteran’s Memorial, a replica battleship being built along the southern shore of Mann-Nieholt Lake in the Riverdale Park complex, is due to wrap up in the next couple of weeks. e memorial opens by Memorial Day, May 29, according to Cyndi Stringham, Adams County’s manager of planning, design and construction.

When nished, the memorial will be a life-sized model of the USS Colorado battleship, with the bow jutting into the lake and the current trail passing through the site. It will be surrounded by trails, memorial plaques and places to sit. It is the latest addition to the expansion of Riverdale Regional Park, which now includes the Adams County Fairgrounds, Waymire Dome and the recently opened Riverdale Animal Shelter.

Stringham and Parks and Open

Space Director Byron Fanning presented two options for locating the amphitheater — alongside the memorial itself or across the water on Mann-Nieholt Lake’s northern shore.

Both have advantages, she said. Using the southern side would allow the amphitheater and the memorial itself to share infrastructure, especially parking and bathrooms.

“ is site bene ts from co-location with the Veterans Memorial because of the presence of new facilities — water, power and electrical service extensions, including site lighting. Lake shore stabilization has already occured and can be extended for the amphitheater.”

Putting the amphitheater on the north side means the seats would be

facing south, with views of the lake and Veteran’s Memorial.

It would be $1.5 million more expensive, she said. It would take up about three acres for the construction, walkways, and parking. e memorial would be the main view across the lake from the amphitheater, she said.

Commissioners agreed the north side of the lake needs infrastructure anyway.

“ at part is only going to expand,” Commissioner Chaz Tedesco said. “We have an opportunity to do it now, and we have grown our events in the park to warrant and support infrastructure like this. I think it enhances what we have on the north side.”

Overall, the project should cost $4.9 million. Of that, $462,000 has

already been allocated to design the amphitheater and Congress has allocated another $750,000. Commissioners would need to allocate $1.7 million this year to pay to start construction and another $1.3 million in 2024.

Commissioners did discuss what kinds of bathrooms the amphitheater would use. Fanning said he plans to use the same design as that going up on the southern shore, a permanent bathroom facility with a vault to hold the sewage and waste water. He said it’s much cleaner and easier to maintain than a portable toilet.

“Portapotties are very challenging in terms of keeping them clean,” Fanning said. “ ey don’t smell great, and they are not a great experience for the customer.”

Adams County debuts sexual health mobile unit

e Adams County Health Department Nurses celebrated Nurses Week by rolling out a new mobile unit to test for sexually transmitted diseases, prevention and treatment.

“Since the separation from TriCounty Health Department, we are building the whole department and programs from scratch, said Michelle Wilson, Adams County Health Department Harm Reduction Department public nurse.

“We are now in the position to see what will work and will not work, and we hired Ellen Velez, the Harm Reduction associate manager, and

have hired more sta .”

Wilson said they are purchasing a mobile unit to conduct sexually transmitted disease testing going from place to place in Adams County four times a week. e mobile unit will travel between Brighton and Federal Heights and will be free of charge

“With the mobile unit, we’ll be able to exchange syringes, give out clean needles, o er education and do testing for (sexually transmitted infections) and HIV, and hepatitis C. We can also discuss if people are interested in getting into treatment,” Wilson said.

County nurses promote rescue inhaler’s use to counteract Fentanyl overdoses

With the number of opioid overdoses out of proportion in Adams County, nurses from the county health department are hoping to train the public to administer Narcan

“One in eight opioid overdoses in the State of Colorado in the last few years has occurred in Adams County, and in 2021 Adam County lost 187 to lifestyle opioid overdoses,” said Ellen Velez, Adams County Health Department Harm Reduction associate manager. “ e one-ineight is disproportionally high.”

“To put this matter in perspective, this is impacting our community and we want to make sure that folks are aware, trained, and understand that anyone can obtain Narcan to save a life,” Velez said.

No certi cation is required to administer Narcan to anyone within the community, family member, or friend to help save lives, she said.

“We are getting the word out around overdose prevention, “ said Michelle Wilson, Adams County Health Department Reduction Department public nurse. “ e public has access to Narcan – which reversal the overdose – and to fentanyl testing strips. It’s an epidemic happening everywhere and everybody needs to know about it.”

Wilson recalled one Saturday summer afternoon in 2021. She stopped at a 711 on Colfax and Colorado. and found a long line of people for the restroom. e patrons said they’d been in line forever.

“I went to the desk and said ‘You’ve got to let us in,’” Wilson said. Wilson said once they opened the bathroom door they found a person who had overdosed. She used a dose of Narcan and called 911. First responders were there within three minutes and the person survived.

“For that reason, carrying Narcan came in handy to save a person,” Wilson said.

Narcan over the counter without a prescription at any drug store, typically for $50 or less.

Wilson recommended against leaving Narcan in extreme conditions –neither too hot or too cold. e police and paramedics also carry Narcan in their vans and cars, but it’s still okay to administer it.

Wilson said Narcan will not hurt if a person is simply passed out or has an unknown heart problem.

“Narcan will not hurt someone,” she said. “It will only reverse an opioid overdose, not if you are drunk. I won’t work on benzodiazepine, which is like Valium. It won’t do anything to counteract any of those kinds of substance, it will only work for opioids.”.

But she cautioned would-be rescuers to check with the person before administering Narcan.

“If you come upon someone laying on the oor, or slumped in the chair and are not breathing or may be breathing, loudly and snorting,” she said. “You should nudge them and ask if they are okay,” Wilson said.

Wilson said if they are unconscious, they could be going into respiratory depression. If their ngernails or lips are turning purple or white, they don’t have enough oxygen. Pale skin and small pupils the size of a pinpoint are other indications.

“If they have snoring respirations shake them to wake up,” she said. “If they don’t wake up, rub their sternum very hard with your knuckles. It hurts, so if they are unconscious, they will wake up,” Wilson said.

Also, get them lying on the oor, and tip them to one side because sometimes people will vomit when they come to. If they’re in respiratory depression and dying, they won’t wake up.

“Once you lay them on one side,

call 911 immediately,” she said. “Take out the Narcan, and open both doses because you may need to use both doses. It looks very similar to nasal spray. You put the nozzle in a nostril and push the plunger on the bottom. You don’t need to hold the other nostril down.”

Wilson said Narcan is absorbed by the blood vessels in the nose. Wait three to ve minutes and administer the second dose if they don’t rouse. ey shouldn’t take long to wake up, she said.

“ e reason for that is that Narcan competes with the opioid molecules in our brain, and it knocks the opioid molecules out of our respiratory system,” she said.

Calling 911 is just as important as administering the dose.

“It’s good for about 45 minutes. After 45 minutes, those opioid molecules can sort of oat back over and cause people to be respiratory depressed again,” Wilson said.

Narcan works to take people immediately out of being non-responsive to breathing, and it immediately throws them into withdrawal.

“People are going to be angry when waking up and very startled,” Wilson said. “Like I said, they might throw up, so you must be prepared. If they’re not breathing, you can do rescue breaths between that rst and second dose until the rst responders get there.”

Cancer pain treatment

Fentanyl was invented in the 1990 to treat intractable severe, cancer pain.

“ en people started producing it illegally, mixing it with pain pills such as Tylenol with codeine,” Wilson said. “It makes you sleepy or loopy.”

Will nuclear energy arrive on time and at cost?

Oliver Stone has a new movie, “Nuclear Now,” that made its Colorado debut in Boulder on May 1. In it, Stone argues that the grave risks posed by climate change require we embrace nuclear energy.

A few hours before, at a hearing in Denver, state legislators heard an even more urgent equation. “Anybody who opposes nuclear I believe is a climate denier,” an individual testi ed before the Senate Transportation and Energy Committee.

And in Pueblo that evening, city council members heard about a committee formed by Xcel Energy to study options to replace tax base, jobs, and electrical generation once the last coal plant there closes. e group will hear about nuclear.

In the background is the federal government, o ering gambling money on all sorts of decarbonization solutions, including nuclear. People on the left and right nd common ground in support of nuclear energy, but their motivations di er. Some, like Stone, the moviemaker, are driven by the existential danger posed by climate change. Even the pleasant days of spring are spoiled by news that the carbon dioxide detector atop Mauna Loa recently rolled past 425 parts per million, up from 315 ppm in the 1950s. We’re dancing ever farther on the snow cornice, ddling with our phones in busy tra c. We’re irting with real

danger here.

Some in Colorado see nuclear energy replacing coal plants. e last coal unit at Pueblo will close no later than 2031. Xcel has guaranteed property tax revenues through 2040, but not to 2070, the original retirement date.

Craig also faces giant uncertainties. Increased tourism?

There is a lot of news about the U.S. dollar (USD) and how sustainable it is as the world currency in the future. While I don’t expect a major shift away from the dollar during my lifetime, we do see currencies and their use gradually changing over time.

• Currently the USD represents 58 percent of the world’s central bank reserves. is is down from 75 percent in 2000. is reserve currency is a magnet for foreign investment in the United States, according to William Greiner, CFA®.

• Some of the reasons for the renewed interest in world currencies is due to Russia, China and India talking with Brazil and South America about creating a new currency to

Many have been closely following the progress in Wyoming of a nuclear plant planned next to a coal plant at Kemmerer. TerraPower,  the company founded by Bill Gates in 2008, says it will require less water and produce less nuclear fuel waste while plugging nicely into old coal plants. It projects cost of $4 billion for this plant that will use Natrium technology.

WyoFile reported that while in Kemmerer during early May, Gates called it a “pioneering move,” key to the global energy future. is project is projected to be ready in in 2030. Paci Corp, a major regional power provider,  has said it could add ve more such Natrium reactors at existing coal- red plants in Wyoming and Utah.

Another potential model is assembly-line-style production of small modular reactors, lowering costs. at sounds appealing, but by de nition that model will not replace the big coal plants at Pueblo and Craig. For that matter, it does not yet exist.

Chris Hansen, at the recent legislative hearing, objected to how a witness had characterized his skepticism about nuclear. “It has nothing to do with science or technology,” said Hansen, who has a degree in nuclear engineering. “It’s the cost pro le.” He cited a recent Georgia reactor that came in at $33 billion, three times the projected cost. In Boulder, Oliver Stone’s movie talked little of costs. But in Pueblo, a representative of Idaho National Laboratory, speaking to a municipal energy study group, openly conceded that cost remains the million dollar question.

She misplaced a comma or two in that string of zeroes, though. It’s the billion dollar question. Many billions.

I, personally, have no problem with the city being a landlord for the Rodeo Building.

It is a shame, however, that the Arts was Group was evicted to make room for something that never materialized. In the process, the building was not cared for and the pipes froze, which means that major work and expense will be necessary to bring it up to snu for ANY re-use.

By the way, there is PLENTY of parking in that area. ere is a huge blacktop

area at the Fire Station that could be re-designed and re-purposed for parking... not just used for recycling containers. As well, the Presbyterian Church very close by has a large parking lot. at church group does great work for the community and allowing them some compensation for the use of their parking for community needs while they are not using it for their own church needs, would make a great and mutual arrangement for all concerned. Lawmakers look to prevent AI technology from launching nuclear weapons

Republican Congressman Ken Buck was on the House oor when his Democratic colleague Ted Lieu approached him with an idea: would he be interested in a bill to ensure that arti cial intelligence could not launch nuclear weapons?

“We’ve all seen the sci- movies where arti cial intelligence takes over and ghts wars,” Buck said. For him, it makes sense to have a human, and “probably more than one, to make these decisions.”

Buck and Lieu are sponsors of the Autonomous Arti cial Intelligence Act along with Democratic Rep. Don Beyer. It’s a bill to ensure a human being would always be in charge of nuclear targeting and any potential launch.

“ e bill is important to make sure there are no accidents in the use of nuclear weapons and that there are humans that are making responsible decisions,” Buck said. He and Lieu have worked together before, having entered Congress together in the same class and both serving as their respective party’s freshman class president.

In a statement, Lieu called it forward-thinking legislation. “While we all try to grapple with the pace at which AI is accelerating, the future of AI and its role in society remains unclear. It is our job as Members of Congress to have responsible foresight when it comes to protecting future generations from potentially devastating consequences.”

ey’re joined in this push by Massachusetts Sen. Ed Markey, who introduced the bill in the Senate.

Markey said currently only the thinnest protections are in place and the bill is about making those safeguards more robust and “that we have a new set of standards which we establish, new protocols, in order to protect against the worst.”

Buck has focused on technology in recent years. “What we have to make sure is we learn from the failure of government to oversee the development of Big Tech where you had two or three giants that were really accumulating huge amounts of wealth and at the same time, sti ing innovation, we have to make sure that there’s competition in the AI marketplace so that the players are competing for the best outcomes.”

He’s optimistic that the bill could pass the House with strong bipartisan support.

gress — a number of bills have been introduced to deal with this growing technology.

Colorado Sen. Michael Bennet is leading a bill, Assuring Safe, Secure, Ethical and Stable Systems for AI (ASSESS AI), that would set up a task force to look at the responsible use of AI by the federal government.

“As the deployment of AI accelerates, the federal government should lead by example to ensure it uses the technology responsibly,” Bennet said in a statement. “Americans deserve con dence that our government’s use of AI won’t violate their rights or undermine their privacy.”

Senate Majority Leader Chuck Schumer is also looking at a broad, exible policy framework for AI to build guardrails when it comes to

e world lost a bright light on April 24 when David “Davey” Stewart of ornton passed away unexpectedly at the age of 61. Born in Pueblo, Dave moved to Aurora in his childhood where he developed his talents for both music and motocross, passions that would remain constant for the rest of his life.

Davey became a local punk rock legend as the drummer for ’ Frantix, ‘57 Lesbian, and many other bands playing gigs throughout Colorado and around the country. His music embodied the energy and free-wheeling creativity that permeated his personality.

He was also an accomplished motocross racer, competing at the professional level in Colorado and trying his hand at select national events. Even after hanging up his racing boots, Dave never stopped following all things motocross. He could often be found watching the latest race or restoring vintage bikes in his garage. Bikes tuned at “Davey’s Dino Hut” were the best on the track.

Despite being a talented drummer and motocross racer, nothing compared to the love and pride Dave took in being a father and grandfather. His love for his family was unmatched. Everyone who met Dave undoubtedly heard stories about his sons and his grandkids–whether you wanted to or not! Dave’s family and close friends were the bedrock of his life.

We will all miss his infectious laugh, his fun-loving spirit, his “classic” stories, and his unconditional love.

Davey is survived by his mother, Sally Ferguson, Jason (Becca) Stewart and Abram (Sixtine) Stewart, his stepson Laine Bradford, sister Tammy Stewart, and his four grandchildren, Caleb, April, Emmett, and Soren. He will also be missed by countless other family members and friends.

On most Tuesdays and ursdays and some Saturdays, a team of bikers meets to explore Colorado’s network of trails.

e group connects at a co ee shop in downtown Denver. When the weather isn’t too hot, it’s after work around 4 or 5 p.m. In the dead of summer, it’s usually in the morning.

ey sip on espresso and decide where they want to ride that day. It could be on the bike lanes of Denver, the 36 Bikeway to Boulder, the Platte River Trail to Brighton or other suburbs. Most of the time, it involves a stop along the way.

“We would go down the Platte River Trail to the C 470 trail and then Krispy Kremes along there. We call it the Krispy 50. It’s a 50-mile loop,” said Ted Schultz, one of the riders in the group.

e group started after Schultz and two colleagues in his o ce space decided to start riding together after work. Schultz rode with a few others and combined the two groups.

After the ride, they go to a brewery to catch up with one another and relax after the ride.

Colorado’s network of trails

Part of the reason the group exists is due to Colorado’s extensive bike trail infrastructure. Schultz said it’s only improved in the past two decades.

“When you add up the miles of really good trails, it’s just mind-boggling,” he said.

Schultz, who grew up in Colorado, said understanding for cyclists sharing the road and building more infrastructure has vastly grown. In the 70s

and 80s, he could almost count on angry driver backlash during his rides. Now, not so much.

Much of that may be due to more focus on improving trails and streets.

e Denver Regional Council of Governments built a map that shows all the trails and bike lanes across the region. ey stretch all the way from Boulder to Clear Creek to Castle Rock.

And more may be coming. e Greenhouse Gas Planning Standard, a new rule adopted by the Transportation Commission of Colorado in December 2021, requires agencies to measure greenhouse gas emissions from transit projects, with limits on how high those emissions go.

With bike infrastructure providing the option for drivers to ditch their cars and bike, it can reduce greenhouse gas emissions.

Jacob Riger, multimodal transportation planning manager for the Denver Regional Council of Governments, said his group has already modi ed its 2050 Metro Vision Regional Transportation Plan based on the rule.

Emily Lindsey, active and emerging mobility program manager for DRCOG, said people are ready. Of the 15 million daily trips in the region, 43% are less than three miles and 19% are less than one mile.  “So, super bikeable, even more so with e-bikes,” she said.

Chris Chen, one of the riders in the group, noted that some improvements are needed. Chen, who lives in Littleton, said there aren’t many bike lanes.  He said either more need to be

added or there need to be wider shoulders. He also said more education about how to share the road with bikers needs to be implemented, citing the death of Gwen Inglis in 2021.

Inglis was a national champion who was struck and killed by a driver in Lakewood.

“It’s been so long since I took the driver’s test, but I don’t know if they have incorporated anything into that,” Chen said.

He explained that it’s scary when vehicles go by fast, especially semi-trucks. e trucks, going fast enough, will push air to the side, which pushes the cyclist, but then will suck the air back in, bringing the cyclist in with it.

“If it’s really close, it’s really scary, not only the sounds of it and in the nearness of that fastmoving object, but the air actually pulling you in,” Chen said.

Compared to other places, Anthony Harvey, another member of the group, said the bike infrastructure ranks higher than the places he’s seen, including Texas, Califor-

nia and Chicago.

Benefits of riding e group ranges in age. Chen is one of the younger ones in his 40s with some of the older riders in their 60s. Meaning, biking is an activity for all abilities and ages.

Chen said he used to be a swimmer. But he didn’t like the fact he had to drive to the pool before 5 a.m. to be at practice in time.  at was too early for him, so he stopped swimming and started cycling more. Not only did it satisfy as a workout, but also was more convenient.

“I can combine commuting and exercise all together,” Chen said.  en he joined the group and it became a lot more fun. It was a way for him to make new friends, destress and get a workout. It also reminds him of his childhood.

“It’s the feeling of when you’re a little kid and you’re going fast and you’re like ‘this is awesome.’” Chen said. “It still feels like that. at sense of freedom.”

Harvey said he got into biking

after he was injured from MMA competitions and decided to switch sports. He participates in various races.

“I was able to actually race with bikes and can also stay t,” he said.

Benefits of friendship

While the biking brings the group together, the camaraderie keeps them pedaling. Schultz, Chen and Harvey all talked about the importance of keeping up with each other, not just on the trail.

Each friend rides on their own and sees the bene ts of being alone. But with the group, they push each other to go faster and further and gives a chance to connect over a topic each is passionate about.

After each ride, they stop at a brewpub or a bar, with Chen’s recommendation for one with a food truck.

“ at’s when we can catch up on trips and things happening with the family and what new gadgets people have,” Chen said. “ at kind of stu .”

But the creative minds behind Miners Alley Playhouse’s new production, “ e Oldest Boy” are more than up to that challenge.   e show tells the story of an American mother and Tibetan father whose three-year-old son is believed to be the reincarnation of a Buddhist lama. And that son is brought to life on stage by a puppet.   “ is allows us to play with the idea of reincarnation in a really interesting way,” said Len Matheo, director of the show and Miners Alley’s producing artistic director. “It’s a really witty, lovely show about all the separations we experience through life. And the way the puppet comes to life is absolute magic.”   “ e Oldest Boy: A Play in ree Ceremonies” runs at Miners Alley, 1224 Washington Ave. in Golden, through Sunday, June 11. To ensure the production properly portrayed and honored Tibetan culture, Miners Alley worked with Golden’s Sherpa House Restaurant and Cultural Center and were even given traditional clothing to use as costumes.

would be reduced to 6.7% from 6.765% in 2023, for taxes owed in 2024, and to 6.7% from 6.976% for taxes owed in 2025. e 6.7% rate would remain unchanged through the 2032 tax year, for taxes owed in 2033.

• In addition to the assessment rate cuts, residential property owners would get to exempt the rst $50,000 of their home’s value from taxation for the 2023 tax year, a $10,000 increase made through an amendment adopted Monday. Residential property owners would then get to exempt $40,000 of their homes’ values from taxation for the 2024 tax year. e break would persist until the 2032 tax year, except for people’s second or subsequent single-family homes, like rental or vacation properties, which would stop being subject to that bene t in the 2025 tax year.

Here’s how it work for commercial property:

• For commercial properties, the assessment rate would be reduced to 27.85% through 2026, down from 29%. e state would be required to evaluate economic conditions to determine if the rate reduction should continue. If the rate reductions persist, the commercial assessment rate would be reduced to 27.65% in 2027, 26.9% in 2029 and 25.9% starting in 2031.

• For agricultural properties and properties used for renewable energy, the assessment rate would be reduced to 26.4% from 29% through the 2032 tax year. For properties that fall under both classi cations, such as those used for agrivoltaics, the rate would be cut to 21.9%.

Property taxes in Colorado are calculated by multiplying the statewide assessment rate by the value of a property — sometimes referred to as a market value — as determined by a county assessor. at number is then multiplied by the local mill levy rate.

(A mill is a $1 payment on every $1,000 of assessed value. So in order to gure out what your tax bill is you should multiply your mill levy rate by 0.001 and then multiply that number by the product of multiplying your property’s value by the statewide assessment rate. at’s how much you owe.)

So, someone who owns a home valued at $600,000 and assessed at a 6.765% statewide residential assessment rate in a place where the mill levy rate is 75 would owe $3,044.25 in taxes each year. e formula to get to that number looks like this: $600,000 x 0.06765 x (75 x 0.001) = $3,044.25.

e proposal would also prevent many local taxing districts from collecting an increase in property taxes above the rate of in ation, though school districts would be exempt and local governments could override the cap after giving notice to property owners.

Utah has a similar system, and that’s what the provision in the Colorado proposal is modeled after.

To account for the cuts, the legislature is planning to spend $200 million to repay local governments, including schools, for the revenue they would have collected. Additionally, the plan calls for using about $250 million of the $2.7 billion Colorado is projected to collect in the current scal year, which ends June 30, above Taxpayer’s Bill or Rights cap on government growth and spending, to further account for local districts’ revenue reduction. Additionally, voters would be asked in November to increase the TABOR cap, which is calculated by annual growth in population and in ation, by an extra 1%. (Any money collected over the cap has to be refunded.)

e change would reduce the

amount of money available for refunds in years in which the cap is exceeded.

Finally, Proposition HH would set aside about $20 million each year to go toward a state renter relief program — a late addition to the measure aimed at acknowledging the proposal mostly bene ts property owners.

Proposition HH was placed on the ballot through the passage of Senate Bill 303, which was introduced a week ago. It passed the House on Monday by a 39-7 vote with 19 absent.

All 19 Republicans in the chamber were marked absent after they walked out of the chamber in protest as the vote was being taken and after Democrats shut down debate on the measure. Republicans are in a super minority in the House, so Democrats still had a quorum in their absence.

“Our citizens are really smart,” said Rep. Lisa Frizell, R-Castle Rock. “ ey understand that this proposal, this bill is a grand e ort to get rid of TABOR and their TABOR refunds.”

Rep. Mike Weissman, an Aurora Democrat and a lead sponsor of Senate Bill 303, said Colorado voters would ultimately decide whether they like the proposal.

“We don’t make the nal call,” he said. “ e voters do.”

When the bill moved to the Senate for nal approval, Sen. Barbara Kirkmeyer, R-Brighton, libustered the measure for an hour before the Democratic majority cut her o at

about 9:15 p.m. by voting to limit debate.

e measure passed on a 23-12, party-line vote and now awaits the governor’s signature after Senate Minority Leader Paul Lundeen, RMonument, asked the governor to call a special session to take another stab at property tax relief in a way that doesn’t a ect TABOR refunds.

Separately, the legislature Monday passed House Bill 1311, which would distribute more than $2 billion in TABOR refunds next year to Coloradans through at-rate checks of roughly $650 or $1,300, depending on whether someone is a single or joint tax ler.

e change would mean the lowest income Coloradans receive nearly $200 more than they were projected to get under the default system, while the state’s highest earners would get hundreds — if not more than 1,500 — dollars less.

e measure was introduced on Saturday — the last possible day it could have been introduced in order to have the three calendar days needed to pass. It cleared the Senate on Monday on a 23-12 vote and was sent to Polis to be signed into law.

e measure only goes into e ect, however, if Proposition HH passes. If Proposition HH fails, the money will be distributed through the default six-tier sales tax mechanism, adopted by a Republican legislature in 1999. e six-tier system refunds TABOR excess to Coloradans depending on which of six income tiers they fall into, with higher earners getting larger refunds and lower earners receiving less.

Republicans, who are in the Capitol minority, fought Senate Bill 303 and House Bill 1311 and complained that they didn’t have enough time to vet the legislation because of how late in the lawmaking term the measures were introduced.

However, the GOP was unable to stop or force big changes to either measure because of their large political disadvantage in the House and Senate.

Defining moments of the 2023 legislative session

Each legislative session in Colorado is de ned by big moments. is year, a lot of them happened in the House, where a Democratic supermajority often clashed with not only their Republican counterparts but also sometimes itself.

Here are the major events under the gold dome in 2023 that shaped the 120-day lawmaking term, which ended May 8:

Tracey Bernett’s resignation

Rep. Tracey Bernett, D-Boulder County, announced her resignation the night before the lawmaking term began as she faced criminal charges for lying about where she lived to run for reelection last year in a more politically favorable district.

Bernett’s resignation ended the woman-majority in the Capitol, as a vacancy committee replaced her with Kyle Brown, a Louisville city councilman. Bernett’s resignation and Brown’s appointment left 50 men and 50 women in the legislature.

Brown’s appointment also meant that about a quarter of the legislature this year had at some point been appointed to a Capitol position by a vacancy committee.

Bernett, meanwhile, eventually pleaded guilty in the case.

Scott Bottoms nominates himself to be speaker

On the rst day of the 2023 session, Jan. 9, rst-year Rep. Scott Bottoms, R-Colorado Springs, was nominated by Rep. Ken DeGraaf, also a Colorado Springs Republican, to be speaker of the House.

“We’re not going to have power this session, we understand that, but we do have principles,” Bottoms said in a speech aimed at securing support for his speaker bid. “God created life … he created male and female, he created them at conception. We also stand for the Second Amendment in all circumstances.”

It was a departure from the norm. Often the chamber unanimously backs a leader from the majority party, in this case Democrats, in a sign of cooperation and a nod to decorum.

Bottoms’ move, while unsuccessful, set the tone for the entire year at the Capitol, as he and DeGraaf frequently delayed work in the chamber by speaking for long stretches in protest of Democrats’ agenda, sometimes making controversial remarks.

Fire alarm interrupts roll out of Democrats’ gun bills

On Feb. 23, a re alarm interrupted a news conference at the Capitol during which Democrats announced they were pursuing four bills regulating guns. e alarm stopped the event and forced lawmakers, sta ers and journalists into the February cold. Rumors and speculation swirled that an alarm had been pulled to throw o the announcement.

e Colorado State Patrol later said there had been a technical malfunction and that the alarm was not intentionally triggered.

ose four bills passed and were signed into law. e legislation raised the age limit to buy any guns in Colorado to 21, imposed a three-day waiting period for rearm purchases, expanded the state’s red ag law, and made it easier for people to sue the gun industry.

“I do exist”

On March 3, Rep. Brianna Titone, an Arvada Democrat and the state’s rst transgender lawmaker, made an impassioned speech on the House oor directed at her Republican colleagues.

“Whether you like it or not, I am your colleague. Whether you believe me or people like me should exist, I do exist. And I am your equal in this chamber. I

accomplished the same thing you did to be here,” she said.

e speech came a day after GOP members tried to add language Democrats said attacked trans people into a resolution about the still-unrati ed federal Equal Rights Amendment.

“If we want to talk about the Equal Rights Act for women, then let’s be careful how we try to rede ne what a woman is biologically, genetically and chromosomally,” said Rep. Richard Holtorf, R-Akron.

Bottoms, referencing chromosomes, said: “ ere is such a thing as XX and XY and no matter how much you lie to yourself and change it — and frame it in any way whatsoever — there is XX and XY.”

Titone said she felt “disrespected and diminished” by their comments.

“My existence is not up for debate,” she said while her Democratic colleagues stood behind her. “It’s not something you can disagree away and I will not let anyone in this chamber or outside this chamber bully or intimidate me out of my existence.”

Unified athletes and Heroes join forces

Riverdale Ridge High School baseball hosts annual Heroes game

Take the Riverdale Ridge High School baseball team, add in uni ed athletes from around the 27J School District and the result is the Ravens’ rst heroes game May 6 in ornton.

e two squads played three innings on the Ravens’ diamond. e game came complete with beach balls, oversized bats, plenty of base hits. a lot of runs and chances to record outs by throwing balls -- softly -- at batter-runners.

Stargate swim stars sign to college heavyweights

A pair of stellar swimmers from Stargate School in ornton have found their new homes. Taking their skills to the collegiate level, the two celebrated signing day on May 10 in the Eagles’ eld house.

e day belonged to seniors Allison Xin and Tegan Barrier, who beamed as they put pen to paper surrounded by their families, teammates, and other supporters.

Xin is heading to the California Institute of Technology (CalTech), a Division III school, while Barrier moves east to Miami University of Ohio, a Division I school.

Southern California was enough allure as it is, Xin said, but the academics were as much a draw for her as the Pasadena campus and athletic facilities. e school is rigorous, which she’s looking forward to, and the focus on research there is enticing.

“I really like the team environment there also,” Xin said. “Everyone is able to balance both academics and swimming, so that’s really important for me. Swimming there is super open. You can have di erent practices at di erent times, depending on your academics. It revolves around academics coming rst,

which is something I really appreciate.”

Both Xin and Barrier swam for Legacy High School because Stargate doesn’t have a swim team.

With her high school career coming to a close, Xin said it is hard to pick a favorite memory, but she will miss the relationships with her teammates the most.

She has a lot of club friends that also swim for Legacy, she explained, so she’s grateful to have made so many memories with them considering she doesn’t actually attend the school.

“High school swimming is also super di erent from club. It’s a lot more supportive and collaborative; everyone is cheering for everyone,” Xin said. “ at’s de nitely one of my favorite memories, just leagues and state [competitions] where everyone is behind the blocks cheering for you.”

Looking to the future, Xin wants to work on being a more versatile swimmer. Fortunately, the coaching sta at CalTech will allow her to try di erent areas and strokes as she navigates the next level.

Leaving high school is sad, but she said she is ready for the future.

For Barrier, signing to Miami of Ohio is a dream come

true.

“It’s always been a dream of mine to be a Division I athlete. From the time I started swimming, this is something I’ve wanted to do,” Barrier said. “It’s really exciting to see this become a reality.”

e reputation of the swim program at the university made the decision a nobrainer, he said.

“It just boiled down to the coaching atmosphere, how they treated their swimmers. e training regiment really just t me and really translated well for my club,” Barrier said. “I really feel like [Miami Coach Hollie Bonewit-Cron] really is devoted to her swimmers. You don’t see that a lot these days, especially with N.I.L. (name, image and likeness). at was a really good thing to see at Miami.”

Looking back at high school competition, Barrier said he will never forget winning the 200-meter free relay with the boys’ team at Legacy at the 2022 state tournament.

As a state champion and now Division I swimmer, Barrier has accomplished a lot.

But after some thought, he said going into college he wants to be a better “IM-er”, meaning he wants to improve his individual medley

freestyle.

Stargate Athletic Director

David Logan said he’s proud to see his student athletes excel and leverage their success into college scholarships.

“I have two children that went through the recruiting process. It was nerve-wracking, but they ultimately made the right decisions.

I’m planning on [Xin and Barrier] making the right decisions as well. It’s very exciting,” he said during the

But ultimately, the two are competitors, and they’re anxious to continue their success in college. Neither of them expect a fall-o in their production; on the contrary actually. ey’re hungry to shine in an exciting new environment.

What are the health impacts of high-potency THC?

Colorado public health experts have unveiled a rst-of-its-kind interactive research database containing hundreds of studies on the impacts of high-potency cannabis products — looking at the e ects on everything from mental health to cancer to pregnancy.

at is one of the most signi cant things to come out of a two-year research review by the Colorado School of Public Health.

e review was ordered up by the legislature in 2021 in response to the increasing number of high-concentration THC products dominating the state’s legal cannabis market. With the rise of those products came concerns over how they may be impacting health, especially among young people. (THC is, of course, the most famous psychoactive chemical in cannabis.)

Researchers termed the report a “scoping review” and described the research database as an “evidence map.”

“With funding from the state of Colorado, a valuable, public resource has been developed for public health and scienti c purposes,” Dr. Jonathan Samet, the school’s dean, said in a statement. “ e scoping review and evidence map are unique; it is the rst and most complete systematic assessment of the entire body of literature related to high-concentration cannabis.”

But what do those studies say? Eh, that’s a little less clear.

Are adolescents and young adults especially vulnerable to adverse physical and mental health outcomes from using high-potency cannabis? ere’s a limited amount of evidence that they are.

Do high-potency cannabis products help with pain? ere’s a limited amount of evidence that they do.

What about sleep? ere’s a limited amount of evidence that the products can both help and hurt sleep.

e review found moderate evidence — meaning slightly more robust but still not conclusive evidence — of only two impacts.

“ ere was a moderate amount of evidence that high-concentration THC can have adverse e ects on those with pre-existing conditions such as psychosis,” Greg Tung, an associate professor of health systems, management and policy at the School of Public Health, said in a statement. “But there are also studies that show bene cial outcomes from the use of high-concentration cannabis on other mental health conditions such as PTSD, anxiety, and depression.”

“It’s not an easy scientific question.”

In an interview, Samet said he wasn’t exactly surprised that the review didn’t come up with more conclusive answers.

One of the problems was the studies they had to work with. e research team at the Colorado School of Public Health screened roughly 66,000 studies and found 452 that were relevant to their questions about high-potency THC.

But what the team really wanted to examine was the e ects of the kind

of high-THC products sold today in the cannabis marketplace. e studies looking at the e ects of THC spanned some ve decades, meaning the products in those studies varied greatly and were often quite di erent from what is sold today.

Another problem: Studies funded by the National Institutes of Health were constrained to using cannabis from the government’s o cial research pot farm at the University of Mississippi. Cannabis from that facility is notoriously low quality.

“We learned there was a vast number of studies, potentially,” Samet said. “But that in fact there were not that many that directly addressed the policy questions we were interested in.”

It’s also not particularly easy to study e ects when there are so many other elements that can go into the equation besides potency. For instance, Samet said the method of consumption could have an impact, as could the amount consumed and the tolerance of the consumer.

Samet, who is both a pulmonary physician and an epidemiologist, compared the task of studying potent marijuana to another research topic he knows well, tobacco smoking. Before the proliferation of tobacco vaping, studying smoking was pretty easy. ere were only a handful of di erent consumption methods and a cigarette generally provided a tidy, standardized dose.

By contrast, trying to study can-

nabis today introduces a dizzying number of variables.

“It’s not an easy scienti c question,” Samet said. “It’s not easy to generate the data you would like.”

Getting to the underlying answer

To Samet, getting better answers to questions about the health impacts of high-potency THC will require more uniform studies.

In other words, researchers across the country and the globe need to come up with consistent standards to use and consistent ways of measuring data. Having those standards in place would allow studies to be better compared and synthesized.

But, in the meantime, he says the Colorado School of Public Health review should come with a caution. While it may be tempting to look at the limited evidence on e ects and conclude it means high-potency THC isn’t harmful, Samet said it’s better for consumers to err on the safe side. After all, as the old scientific saying goes, absence of evidence is not absence of harm.

a three-day waiting period on gun purchases in Colorado. While there are typically a few overnight debates in any given legislative session, they traditionally happen at the end of a lawmaking term, not in the rst half, as this one did.

e situation sparked conversations among Democrats about using the legislature’s rules to limit debate, which happened a few weeks later.

House Democrats limit debate

On March 25, a Saturday, Democrats in the House used Rule 14 to limit debate in the chamber for the rst time in at least a decade.

e next day, Bottoms delivered a speech on the House oor in which he called Democrats fascist. “You don’t like what you hear so you shut down the debate and the discussion. All the majority party had to do was sit and listen,” he said. “But you can’t do that, because listening to God, truth, righteousness and freedom actually hurts the souls of those who are not in favor of those mentalities. It doesn’t hurt their ears. It hurts their souls.”

On March 27, House Speaker Julie McCluskie, D-Dillon, vowed on the House oor to “not allow this to occur again on my watch.” She called Bottoms’ remarks “inappropriate and unbecoming” and said she regretted granting him a “moment of personal privilege” to speak. It was a big test for McCluskie, a rst-year speaker.

Democrats went on to use Rule 14 more than a dozen times, according to Rep. Anthony Hartsook, R-Parker, citing data tracked by the House GOP caucus.

McCluskie, speaking to reporters May 9 at a post-session news conference, defended the decision to limit debate.

“We began to recognize what was happening in our chamber was no

longer respectful and productive,” she said. “Filibustering and delay tactics, by having bills read at length, is not why we were voted into o ce. We were voted into o ce to consider and debate policy. At the time we invoked House Rule 14, we wanted to drive more productive conversations.”

McCluskie said invoking Rule 14 led to more meaningful debate.

Bill banning sale of so-called assault weapons fails

In the early morning hours of April 20, on the anniversary of the 1999 Columbine High School massacre, the Democratic-controlled House Judiciary Committee voted down a measure that would have banned the sale of socalled assault weapons in Colorado. Democrats on the panel also blocked amendments that would have limited the measure to a much narrower prohibition on devices that make semi-automatic weapons re at a rate similar to automatic rearms. e bill’s sponsor, Rep. Elisabeth Epps, a Democrat from Denver, blamed her party’s leadership in the House for the measure’s failure. “It’s just hard to look at the math and know that we have so many more than 33 votes in this House of Representatives and to not be assigned to a committee where we could get to the oor with the bill intact,” she said.

It was unclear, however, whether the bill had enough votes to pass the legislature even if it had advanced out of the Judiciary Committee. While the bill’s failure wasn’t the rst major loss for progressives at the Capitol — a fair workweek measure killed in early March was — it was the rst piece of rejected legislation in a big week of General Assembly disappointments for the more liberal wing of the Democratic party.

Summary of proceedings of the Westminster City Council meeting of Monday, May 8, 2023. Mayor

WHEREAS, in anticipation of the future construction single-family homes, the City was dedicated a 60-foot radius, half cul-de-sac as part of the Craft Street right-of-way (the “ROW Parcel”) adjacent to Lot 42, within the Federalview Subdivision (“Lot 42”), all as identified in Exhibit A, attached hereto and incorporated herein by this reference; and

WHEREAS, due to a change in the proposed land use and layout of Lot 42, the City no longer requires the ROW Parcel; and

WHEREAS, an alternate right-of-way configuration to serve Lot 42 will be dedicated via special warranty deed once the ROW Parcel is vacated; and

WHEREAS, Lot 41, Federalview Subdivision (“Lot 41”), abuts the Craft Street right-of-way and is owned by a single entity.
