HE Environmental Impact Assessment (EIA) report will be going ahead for a proposed desalination plant in La Mercy. Thiswasrevealedatapublicmeeting held by CSIR, the facilitating company sourced by Umgeni Water to decide if a desalination plant would be feasible and environmentally safe to solve the water crisis in the north. A meeting was previously held on 8October,2014 when the communi-

ty asked CSIR and Umgeni Water to halt all forms of a desalination. However, Monday’s meeting was poorly attended with fewer than 20 members from Tongaat and surrounding areas attending, despite the event being advertised in local newspapers, the library and other various means of notification. Themeetingwasoffsetbyenvironmental activistAndishaMaharajwho said objections had already been made asking for the plant proposal to be halted. “What happened to our previous

objections? We were all quite vehement at the previous meeting saying wedonotwantthedesalinationplant. “Why is this meeting continuing if this is the case? You have been rejectedbythecommunity.Whatistheneed for this?” Maharaj was thereafter told by a facilitator that while her objections were noted, CSIR’s only function was to communicate with the community and assess the scientific impact of a desalination plant. Mega mall gets green light >> Ballito Junction R1.4 billion mega mall development gets go ahead from KwaDukuza Municipality JYOTHI LALDAS

FTER months of sitting on the fence the R1.4 billion Ballito Junction regional shopping centre development has been given thego-aheadbytheKwaDukuzaMunicipality (KDM). The municipality, on Wednesday, approved the Site Development Plan (SDP) for the 65,000m2 mega mall project being led by the Menlyn Maine and Flanagan and Gerard consortium. According to plans the existing Ballito Junction will be extended by more than six times its current size into a world-class regional shopping

destination at the entrance to Ballito. Construction on Ballito Junction, which is located at the entrance of Ballito, between the busy N2 and M4 highways, is anticipated to take about 24 months. Thenewmallisscheduledtoopen in the first quarter of 2017. The new Ballito Junction will be home to the town’s first cinema complex, in addition to boasting great family entertainment, a hugely expanded fashion offering for the region and an exciting mix of food outlets. SpeakingtotheWeekly,mayorRicardo Mthembu said the mall will be a “draw card” for the KwaDukuza Municipality. “We are already a tourist destination of choice for people from South Africa and abroad. “This new mall which, I am sure will rival many regional malls, will mean growth for us as a municipality and as a community. We will have access to so much more than we do now, even our own cinema. “It is about time KwaDukuza is seen as the place to be. I am happy about this development and cannot

wait to see how it turns out.” Developer Menlyn Maine director Carl Jankowitz, welcomed the announcement saying it was a significant milestone for the development – one the biggest property investments currently in the area. “The KwaDukuza Municipality recognises our commitment and the value this major investment is going to have on the region. “It is going to take the shopping, entertainment and leisure offering on the North Coast region to a whole new level, with the new mega mall set to become the hotspot in Ballito both for locals and tourists.” “Getting the green light means we can commence with the re-development of Ballito Junction into the dominant regional shopping centre on the KZN North Coast. “This exciting development will see the existing 10,000m2 centre being overhauled and extended to 65,000m2,” said Patrick Flanagan, executive director of Flanagan and Gerard Property Development and Investment. “The new, significantly larger and more striking Ballito Junction regional shopping centre is being developed to meet the retail and leisure needs of a growing and affluent market on the North Coast. “It will boast a considerable entertainment and leisure component, anchored by a Nu Metro cinema complex and trendy restaurants. “This, together with a world-class retail mix of top SA and international fashion outlets and major department stores, will set the new Ballito Junction apart in the region,” he adds.

Jankowitz also said that at R1.4 billion, this is a massive investment not just in Ballito, but KZN as a whole. “While our initial investment will take the mall to 65,000m2, development rights that exist on the site allow for the centre to be further expanded to 90,000m2 – that’s “superregional” shopping centre status.” According to developers the existingcentrewillcontinuetotrade, largely unaffected by construction activities. However, the centre will undergo adegreeofmodernisation,soastotie in to the expansion. Current anchor tenant Pick n Pay will be expanded, and other existing tenants like Dis-Chem, will be joined by an array of department stores. Illustrating demand and how upbeat national and international retailers are about the development, Flanagan says more than 80% of the space is already let. “It’s more than two years before the new Ballito Junction regional mall is scheduled to open, and we have already secured several major retail brands. Woolworths, Game, Edgars, Foschini, Truworths, Jet, Queenspark, Markham, Identity, Total Sports, Clicks, Incredible Connection, Cape Union Mart and Coricraft are among the retailers already signed up to join Pick n Pay and Dis-Chem at Ballito Junction,” he said. On the entertainment and food side, Nu Metro Cinemas, Spur and Turn ‘n Tender, and a host of popular fast-food outlets and restaurants in the food court have already been secured.

We have also seen a projection of how things will go and it does not look good.” Tongaat Civic Association chairperson Jeeva Pillay replied to Struton saying it was good that eThekwini were taking precautionary measures, but said desalination may not be the best option. “I think it is important to know that while desalination is an option and the only one CSIR can bring forward to us, we should all look at all other options, because with the shortfall projected this plant will not be able to maintain the shortfall either way.” Umgeni Water manager of planning services and project manager for the desalination plant Kevin Meier said that Umgeni Water supplied KwaZulu­ Natal with 1 203 mega litres (ML) of water every day and could only produce 1156Ml. He also said a drought was imminent. “We expect a drought every 10 years and we have not had one for 15. We have looked at many different alternatives, but this is the most viable solution.” Community members again argued that despite the meeting not being in the correct forum, other op­ tions needed to be taken into consideration.

EACHERS at a local rural school have halted work saying they will not teach until the "pathetic con­ ditions" of the school are attended to. On Monday, 9 March Cottonlands Primary teachers did not leave their ad­ ministrative block protesting the poor working conditions. Someofthemainconcernsincluded a demand for extra classes and teach­ ers due to overcrowding. School maintenance remained high on the list of issues with dilapidated classrooms and unhygienic toilets "makingitdifficultforbothteacherand pupil to concentrate".

Teachers also showed the Weekly thetoiletsthatwereconvertedtoclass­ rooms for HOD offices. They also noted that the livestock farm next to the school was a hygiene issue. A teacher, who did not want to be named, that led the protest action said he was disappointed with the way the department was treating the school. "To them we are second best. We are not even that. This school is in dire need of assistance from our managers and leaders yet they refuse to acknowl­ edge the situation we are in. Our toilets are pathetic, our kids are suffering. Speaking to the Weekly her uncle Bobby Rajkumar said family members were struggling to come to terms with the loss. “She was a very unique, loving child who did not cause harm to anyone or anything she came into contact with. “As a family, it has become increasingly hard for us to cope during this time. The car that overturned after the woman reversed down a flight of stairs.

WEEKLY REPORTER TWO woman escaped with minor injuries after the vehicle they were travelling in overturned down a flight of stairs on Saturday, 7 March. Head of Reaction Unit South Africa (Rusa), Prem Balram said the Rusa operations centre received several calls from Mount View residents seeking assistance after noticing a vehicle that was reversing, overturned and land against a home. “Callers stated that two woman were trapped in the car.” Balram said officers and paramedicsweresenttothesceneanduponarrival at the corner of Antelope Place and Katzkop Drive found a white motor vehicle lying on its roof. “The two occupants had freed themselves

and had suffered minor injuries.” Balram said that upon interviewing the driver, who was a Westville resident, it was established that she was reversing her car, a Nissanlightmotorvehiclewhenshedroveoverthe kerb and down a flight of stairs before the car overturned and came to rest on the roof. “Her passenger, a Verulam resident, was slightly injured on her head,” said Balram He said that the car had not landed against a home as initially reported, but had landed against a pole holding up an awning, around three metres from a house. Balram said that the vehicle landed on a dog kennel and had narrowly missed killing two dogs that were on a running chain a few metres away.

HEconstructionofaR250million bulk water infrastructure in northern eThekwini has been welcomed by a local councillor. Ward 58 councillor Mxolisi Nzimbomvu said he was pleased the development had come to fruition. “I think we have to understand there are a lot of water issues in the North. These kinds of projects by our municipality prevent long term catastrophes because it is an investment for the future. Something like this will ensure the next generation or two will have what they need.” According to Nzimbomvu, the project itself created almost 30 jobs

for the area. “This is also another positive impact we have to acknowledge. There were several people that were employed as labourers and they have been able to support themselves through this initiative.” Ednick Msweli, newly appointed head of eThekwini Water and Sanitation (EWS), confirmed this week that the two multi-million rand contracts that make up a portion of the Northern Aqueduct Augmentation (NAA) are expected to be complete in the fourth quarter this year. This includes a 6km section of the pipeline that begins at Duffs Road and ends at the Phoenix 2 reservoir and a 22 km segment of the pipeline

that stretches from the Phoenix 2 Reservoir in Phoenix, continues to WaterlooandthentoUmhlangawith a feed to the planned new Blackburn reservoir. The current Northern Aqueduct has reached capacity on various sections of the trunk mains as a result of growth in demand. As a result, although there is sufficient water to meet current needs, there is not sufficient capacity to deliver it to areas that need it most. Construction of the NAA will resolve this. Msweli said that the NAA, which comprises seven individual projects, would not be constructed in linear fashion. Segments in areas of critical need will be put in place first. He confirmed that, by the end of the year, the pipeline to the Waterloo Reservoir would be complete. “This will alleviate the water shortages and rationing currently being experienced in the Phoenix and Waterloo areas. These areas currently receive water from Hazelmere Dam which is low. We will be able to reroute water to compensate for this.” Martin Bright, project manager for the NAA, said that the actual construction of these two contracts was complex with special measures being taken to accommodate residents, preserve environmentally sensitive flora and rehabilitate excavation sites. Although a large portion of the pipeline has been routed through sugar cane fields, a critical portion doestraversebusyresidentialareas, crossing busy thoroughfares. He urged residents to be patient as EWS workedtoalleviatethewatershortages that are currently causing concern. He said motorists could expect traffic interruptions over the next twomonthsalongPhoenixHighway.

Due to lack of funding, the school required outside assistance. Amayeza embarked on an overhaul clean up of the school hall which included painting, replacing win-

dows, supplying 180 chairs, building of a jungle gym, re-furbished desks as well as providing hygienic products for older girls. WiththeassistanceofcaptainAnisa Shaik and warrant officer Vinny Pillay from Umhlali SAPS all intended objectives were met. On 3 March almost 270 pupils were treated to lunch in celebration of the upgrade.

THIS year’s State of the Nation Address (Sona)definitelydidnotdisappointinpro­ viding free circus entertainment for mil­ lions of South Africans and the world. The event gave birth to a hashtag that started trending worldwide and South Af­ rica became that country airing its dirty lin­ en in public. It started offline when it was about fashionchoicesandtrendsandtweets,this showed the light­hearted side of South Af­ rican politics. Ifwearetosucceedasanationweneed to start believing in the power of human agency. We need to resurrect the idea that the choices we make, and the actions we take, matter. It is true that the uneven legacy of the apartheid system weighs heavy on us. It is a fact that black children still do not have the same opportunities as white children. This is a human tragedy that nobody in this beloved country of ours should accept. Much has been done to redress the past, make no mistake, but the blame game has to stop now. Life in South Africa today is certainly better than it was during apartheid but we need to hold ourselves to a much higher standard than that. We need to become

Tracey Delate, Ford SA’s marketing manager, said: “Ford remainscommittedtoinnovationthroughperformanceand the new global Ford Performance team ties together racing, performance vehicles and parts. “Regional performance engineering and racing teams have been united as one global team under Ford Perform­ ance, which sees the integration of Ford SVT, Team RS and Ford Racing.
