September was packed with fun from events like the International Coastal Cleanup to our 2 annual Touch & Tour event. In September, we also broke ground on septic-to-sewer conversions in partnership with Indian River County. Through this partnership, we will install sewer line extensions to enhance public infrastructure within the City of Sebastian Community Redevelopment Area (CRA). The purpose of the agreement is to add infrastructure, ensuring that lines are present, allowing every parcel within the CRA to connect to sewer. Through a grant from the Florida Department of Environmental Protection, the City of Sebastian will assist residents and businesses with the abandonment of their septic tanks and connection to the sewer system. In doing so, we will significantly improve water quality within the Indian River Lagoon by reducing the amount of nitrogen and phosphorus released into the lagoon from the septic tank effluent.

By giving back to your community, you are not only helping your community grow stronger, but you are also helping yourself become stronger. Volunteering can alleviate stress and have a positive impact on your overall health. Helping others can trigger the release of multiple feel-good hormones, primarily oxytocin (also known as the "love hormone"), dopamine (responsible for the "helper's high"), and serotonin (a mood regulator). These neurochemicals work together to boost mood, create a sense of well-being, and deepen social bonds, making acts of kindness beneficial to both the giver and receiver.

The City has the following board openings to help you have a monthly dose of these neurochemicals:

The Natural Resources Board helps to protect the City’s natural resources

The Citizens Budget Review Advisory Board assists in the City’s budget preparation and review process, then makes recommendations to City Council prior to the first budget hearing each fiscal year.

The Construction Board provides advice to the City Council on any matter affecting contractors or the construction industry.

The 2025 Charter Review Committee will formally propose Charter changes to City Council at their June 10, 2026, City Council meeting, so those ideas will be ready for a vote by the electorate in November 2026.

In September, we celebrated International Coastal Cleanup Day by being a cleanup site host in partnership with Coastal Connections. We collected 530 pounds of trash from the Main Street Boat Ramp area. We want to thank all our hardworking volunteers and members of the Natural Resources Board for their outstanding work! City is preparing for Phase 4 paving, commencing with Roadway preservation. City-wide pothole repairs continue.

Roadway safety line striping throughout the city has commenced

Fuel levels are being monitored closely during hurricane season, and fuel level reports are sent weekly to the Indian River County Emergency Operations Center.

Currently working on Zones 3, 4, and 6 Ditch dredging. Monthly Hurricane preparedness meetings are currently underway. New city and police emergency command centers have been completed at the Police Department and Airport. See the photos below. Preparing for swale grading in conjunction with phase 4 roadway paving.

Every October, communities across the country observe Cybersecurity Awareness Month. This tradition began in 2004 as a partnership between the U.S. Department of Homeland Security and the National Cybersecurity Alliance. The campaign aims to highlight the importance of protecting both personal and organizational data, reminding us that cybersecurity is a shared responsibility, not just a technical concern.

Over time, the focus of Cybersecurity Awareness Month has changed. Early campaigns emphasized basic steps, such as updating antivirus software and using strong passwords. Now, the message covers more ground, including protection against phishing attacks, securing mobile devices, utilizing multi-factor authentication, and safeguarding sensitive data both at work and at home. The main idea remains the same: our security depends on what each of us does.

For the City of Sebastian, cybersecurity is central to our commitment to public safety, community trust, and the protection of sensitive information. While our MIS Department works daily to strengthen the City’s systems, each of us can take small steps that make a big difference:

1. Think Before You Click – Pause before opening unexpected emails or links.

2. Use Strong Authentication – Turn on multi-factor authentication wherever possible.

3. Report Issues Promptly: If something seems suspicious, do not ignore it. Speak up.

By working together, we can protect the City’s systems, maintain our community’s trust, and help keep Sebastian’s coastal charm and quality of life. Cybersecurity is everyone’s responsibility, and each October serves as a reminder of the crucial role we all play.

For the second consecutive year, SMGC will host the Florida High School Athletic Association District Championship for both boys and girls. The date is scheduled for Monday, October 27, with tee times starting at 9 am. Come out and watch as we support our local high school players, as well as teams from the Treasure and Space Coast regions.

October is the start of another fiscal year, making it the month to take care of all renewals, including Annual Memberships, Discount Cards, Locker Rentals, and USGA Handicaps.

Pro Tip: Dr. Bob Rotella is a leading sports psychologist with numerous PGA & LPGA clients. Dr. Rotella frequently discusses an unusual subject: trying too hard. When one tries too hard at golf, the body & mind can potentially freeze up. Instead of trying too hard, work on relaxing and not worrying about your results. Invariably, when this can happen, the body unlocks and the golfer can swing with much more freedom. “You have to give something up in order to get something else,” Dr. Rotella.

SEPTEMBER ROUNDS

The Sebastian Municipal Golf Course did 3,120 rounds in August, bringing in $78,185.

AIRPORT

UPDATES

The upgrading of airport protective netting has been completed. This project involved upgrading the existing netting placed behind the new Hangar D, located between the building and the golf course. The existing barrier, at 30’ high, was insufficient to prevent golf balls from coming into the hangar ramp area, causing damage and potential injuries around a working aviation business. The upgrade has increased the height of the barrier to 50’, and added 50’x50’section to the northern end of the barrier system. The new poles and netting have been secured to the existing barriers, making them more effective and efficient in preventing stray golf balls from entering the airport property. The work was completed by contractor Ball Fabrics and funded by an FDOT grant and the City of Sebastian.
