The City of Sebastian extends its heartfelt gratitude to Council Member Kelly Dixon for her dedicated service to our community. After serving two impactful terms on the City Council, Kelly leaves a lasting legacy marked by her unwavering commitment to the residents of Sebastian, especially its youngest citizens. Her passion for creating more kid-focused events and programs brought fresh energy and inclusion to our city’s recreational offerings, and her efforts have helped make Sebastian a more welcoming, family-friendly place for all.
Kelly’s devotion to public service is rooted in a lifelong drive to make a difference. A proud graduate of Sebastian River High School, she has always balanced hard work, leadership, and a deep sense of civic responsibility. Her background in broadcast journalism, education, and volunteerism brought a thoughtful, wellrounded perspective to the Council. From starting a local Girl Scout troop to volunteering in our schools and serving on the PTA, Kelly’s fingerprints are all over the community she loves. We thank her for her service, her vision, and the example she has set for future leaders in Sebastian.

Throughout June, Sebastian Police Officers and dispatchers, along with our colleagues from Fellsmere PD, participated in active shooter training. This is one of many required trainings our officers undergo to stay prepared for real-life threats. Protecting our community, especially our children, is our top priority. These trainings help ensure we’re ready to respond swiftly and effectively, because when it comes to safety, preparation saves lives. We want to thank our partners at Sebastian Charter Junior High School for allowing us to train at their school.
July is Parks & Rec Month!
Ordinance O-25-12 Townhomes | This ordinance proposes modifying the required lot size of townhomes from 1,875 sq ft to 1,800 sq ft, with the lot width requirement decreasing from 25 ft to 20 ft and the lot depth increasing from 75 ft to 90 ft. This code change will enable the City to remain current with industry standards.
Resolution R-25-21 Subdivision Final Plat | This resolution is for the final plat for Spirit of Sebastian Pod 1B-2, which consists of 59 single-family homes. The Planned Unit Development for the Spirit of Sebastian is being developed in an agrihood design.
Hi Sebastian, my name is Jim Mann, and I am a Florida Native and an Army Veteran. I grew up in Apopka, Florida, and attended the University of Central Florida, where I hold a Bachelor of Arts in Political Science and a Master of Public Administration with a focus on Urban Regional Planning. I am married to my college sweetheart, Allison, and we have one son named Parker, who is eight years old and loves to play golf. I have technically lived in Sebastian since 2007, except for the five years I served in the United States Army from 2011 to 2016. As I finished my term with the Army we moved straight back to Sebastian, where we had our family and friends. I am excited to say that I have held various Planner positions throughout my career from Palm Beach County, Brevard County, Indian River County, and now as your new Principal Planner for the City of Sebastian. I look forward to serving this community to the best of my ability and hope to provide the service required to keep this City what it is. Additionally, this Fishing Style Village's friendly people and six old grouches make this City unique and somewhere I love to call home.

Final stage of Phase 3 road repaving commenced on June 2nd on Barber St from Acorn St to US-1 and is expected to be completed on or before July 3, 2025.
City-wide pothole repairs continue.
Our Local Ford Dealer Mullinax in Vero Beach offered us the Mobile Service option to perform recalls on a few of our PD unit’s this month. Ford Technician provided mobile support to our Public Works Garage which saved us countless hours transporting vehicles. They serviced 6 units in less than an hour.
Currently working on Zone 3 and Zone 4 Ditch dredging. Monthly Hurricane preparedness meetings are currently underway. Meetings with Staff and contractors have been held to include updating emergency points of contact and equipment. The Stonecrop drainage project is expected to be completed by August 8.

As we approach the peak of hurricane season, the City of Sebastian is reminding residents of the critical role technology plays in storm preparation, response, and communication. While emergency planning has long been a priority for the city, digital tools now provide staff with faster and more accurate ways to monitor conditions and keep the public informed during severe weather events.
City officials rely on real-time weather tracking systems and GIS mapping technology to monitor storm paths, rainfall, and areas vulnerable to flooding. These tools enable more precise assessments of potential impacts, allowing for quicker responses when resources need to be deployed. According to city staff, the ability to visualize changing conditions in real-time has significantly enhanced the city's preparation for and management of weather-related events.
Communication has also undergone significant transformation due to technological advancements. In addition to traditional emergency coordination, Sebastian now uses multiple digital platforms to provide real-time updates to the public. The city’s social media pages and website serve as central hubs for timely information, including announcements about city facility closures and post-storm cleanup schedules.
Residents are encouraged to take proactive steps at home to stay connected during hurricane season. Keeping devices fully charged, backing up important documents to a secure location, and bookmarking the city’s website are all simple actions that can make a significant difference when severe weather strikes. Following the City of Sebastian on social media is highly recommended for quick access to verified updates.
City officials emphasize that while storms may be unpredictable, staying informed doesn’t have to be. Through a combination of careful planning and innovative technology use, the City of Sebastian continues to prioritize the safety, accessibility, and resilience of its coastal community.
A new Snack Shack was installed behind #9 green and immediately to the east of the clubhouse. We are working diligently to get it up and running.
The Sebastian Municipal Golf Course did 4,085 rounds in June, bringing in $101,874.
The upgrading of airport protective netting has been completed. This project involved upgrading the existing netting placed behind the new Hangar D, located between the building and the golf course. The existing barrier, at 30’ high, was insufficient to prevent golf balls from coming into the hangar ramp area, causing damage and potential injuries around a working aviation business. The upgrade has increased the height of the barrier to 50’, and added 50’x50’section to the northern end of the barrier system. The new poles and netting have been secured to the existing barriers, making them more effective and efficient in preventing stray golf balls from entering the airport property. The work was completed by contractor Ball Fabrics and funded by an FDOT grant and the City of Sebastian.
