March was packed with events here in Sebastian, including our first star-gazing party and the local favorite River Days Festival. Check out the calendar starting on page 6 to see what this month has in store!
Also, in March, Sebastian City Council Members had the opportunity to attend Governor Ron DeSantis’s press conference at the Ted Moorhead Lagoon House in Palm Bay. At the press conference, DeSantis announced that $389 million would be spent restoring natural water resources. Of that, $100 million will go to the newly established Indian River Lagoon Protection Program.

The minutes written after a meeting summarize the discussions and decisions made during the meeting. They’re a great way to keep up with what is happening in the City even if you cannot attend the meeting. The Clerk’s Office tries to make the minutes readable and clear. We are here to create a record of the council's decisions. We want residents to understand why a decision was made and the problem the Council was trying to solve.
Of course, all City Council meetings are recorded, and you can watch them online. The easiest way to watch them is to go to the City of Sebastian's Facebook page, where you will see the video of the meeting posted as soon as it begins. But for those who have less time on their hands, we recommend reading the minutes. It’s a condensed version of the meeting, but we still try to include all the essential details.
You can find the minutes by clicking on the Government tab at the top of the CityofSebastian.org website and then clicking Public Records Search. Then click on the link that says Online Records Collection. This will take you to a page with a search box, and right underneath the search box is a blue link that says City Council Agendas and Minutes. The next page will show you a folder that says City Council Minutes. You will have years and years of City Council minutes at your fingertips.

NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR CITIZEN PARTICIPATION PLAN AND HUD 5-YEAR CONSOLIDATED PLAN
In compliance with Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), Section 104(a)(2), the regulations at 24 CFR 91and United States Department of Housing and Urban Development (HUD) regulations, the City of Sebastian Community Development Department will hold two (2) Public Hearings to receive public comments on the draft 5 - Year Consolidated Plan (Plan) and Citizen Participation Plan (CPP).
Allocation and Eligible Activities:
For the 2024 Program Year, the City received $105,116 in entitlement funds for one HUD formula grant programs for eligible activities, including Public Facilities and Improvements, Public Services, Housing Rehabilitation, and General Administration and Planning.
The CPP outlines how the City will engage with and involve citizens in the planning, implementation, and assessment of its Community Development Block Grant (CDBG) program and other federal grant programs administered by the City. Residents are encouraged to participate to:
Provide an overview of the Citizen Participation Plan.
Explain how citizens can be involved in the development and review of the City's CDBG program and other federal grants.
Solicit feedback and suggestions from the public on the CPP.
The Plan guides the City’s eligible activities, qualifying populations, preferences, and programs for meeting local housing needs and goals. Both the Plan and CPP will be available for public review on Monday, June 30, 2025, both online at the City of Sebastian website and in hard copy format at our office, Monday through Friday, from 8 am to 5 pm.

Comments can also be emailed or mailed directly to Sebastian to ensure that comments receive a written response. Hearing-impaired and sight-impaired individuals in need of services such as an interpreter or documents in large print/Braille are asked to make requests directly to Sebastian at the telephone numbers below at least five (5) business days before the public hearing. Sebastian will make reasonable efforts to accommodate such requests. All sites are accessible to persons with physical disabilities. The public comment period will be from Monday, June 30, to Friday, August 1, 2025. All written comments must be received prior to 5:00 PM on August 1, 2025.
Public Hearings:
The Public Hearings will be open to residents to learn more about the Plan and provide feedback. Hearings will be conducted by the Community Development Department and Accenture.

Phase 3 city-wide road repaving will commence April 7, 2025.
Citywide pothole repairs continue.
North Central Ave new curbing on West side of street and new sidewalk on East side of street is completed.
Main Street sidewalk repairs are completed.
Citywide curb and gutter street sweeping will commence on April 7, 2025.
Phase 3 stormwater drainage and driveway culvert repairs and replacement are completed for this fiscal year.
Crews are currently working on Zone 2 ditch dredging.
The third and final pump, which was removed and sent to be refurbished, is completed and will be installed on Monday, March 31, 2025, completing this project. Below, you can see photos of the first two pumps that were recently refurbished and re-installed into the system at Stormwater Park.

The Michael Nichols Memorial was a great success! $1,930 was raised, which will be split between the Leukemia & Lymphoma Society and the Alex Nichols College Trust Fund. We want to thank the many who donated to the event, including The Hen House Restaurant, Point West Golf Club, Indian River Club, The Habitat Golf Club, Sandridge Golf Club, Fairwinds Golf Club, and Reflection Bay Club in Las Vegas.
The Sebastian Municipal Golf Course did 7,197 rounds in March, bringing in $298,155.
These hangars were constructed under an 80% Florida Department of Transportation grant, with the city sharing 20% of the cost. The contractor selected by bid for this project has been the local company Island Harbor Custom Builders.
There are two 60x60’ hangars, one 50x60’ hangar, and a prefabricated restroom on the site. The airport will lease these structures based on an active waitlist of inquiries for the much-needed hangar space.
