EARLY CHILDHOOD DEVELOPMENT CENTER

The Emeryville Child Development Center (ECDC) is dedicated to providing children ages 6 month to 5 years old with daily experiences filled with learning, laughter, and love ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville a safe and caring environment for their children year round

The center is staffed with teachers who support children’s growth in all areas of development We provide age appropriate developmental activities. Age appropriate lunch and snacks for all ages are served. The center also boasts some of the best caregiver to child ratios anywhere in the Bay Area. Opportunities abound daily for each child to explore, create, experiment, and savor the rewards that come with success!

The primary goal is to build water confidence and basic swimming skills through engaging activities, games, and interactive exercises Instructors use ageappropriate teaching methods, incorporating play-based learning to make the lessons enjoyable for the little ones

Level 1: Otter

This beginner level focuses on water introduction and basic skills Participants develop water entry and exit techniques, front and back float with support, and learn to glide through the water Water safety rules and basic pool behavior are introduced.

Level 2: Jellyfish

Ages: 6 - 11 yrs

Participants in Level 2 work on fundamental aquatic skills This includes floating without support, retrieving submerged objects, and exploring underwater Basic front and back crawl arm movements are introduced, laying the foundation for future strokes

Almost all activities require pre-registration Without pre-registration, our staff will not be able to have the correct supervision or supplies to make sure you have a great experience Note: A few of our community/special events and senior activities do not require pre-registration These will be noted in the activity/event description

How do I register for youth, adult, and senior activities/events in Emeryville?

There are two (2) ways to register:

ONLINE: Please visit www.emeryville.org/register to register for almost any program! CivicRec requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today!

WALK-IN: Register in-person weekdays at the Emeryville Center of Community Life (9:00am6:00pm) or Veteran’s Memorial/Senior Center (9:00am-4:00pm) for almost every activity and event Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program

Why should I become a member of the Senior Center?

Membership is only $31 per year, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Membership is open to residents and non-residents alike, so stop by the Senior Center to fill out the form or download it at http:// emeryville.org/150/50-Adults.

Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc), a refund or make-up program will be offered If the participant is unable to attend a class or program due to personal reasons outside of the dates specified, a refund or make-up lesson will not be granted (including pro-rated refunds).

A $10.00 administrative fee will be applied, per customer, for each refund/cancellation. This fee may be deducted from the total refund amount if requested

WHAT IS 8-TO-GO?

The ‘8 To Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18–69 who are certified to use East Bay Paratransit and residing in 94608 zip code Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more)

WHY SHOULD I USE 8-TO-GO?

This service is intended to help seniors and people with disabilities travel within the local 94608 area

Whether it’s a trip to the Senior Center, grocery store, favorite restaurant, medical appointment, or religious services, 8-To-Go will provide the personalized service and attentiveness not found in other transportation services.

Senior Citizens Emery GoRound Property & Business Improvement District (PBID) Rebate

On February 2, 2016, the Emeryville City Council adopted Resolution No. 16-08 to establish a Property and Business Improvement District (PBID) Senior Rebate Program If you are 65 or older, own your home and pay an assessment on your property for the Emery Go Round PBID, you may apply for a Senior Rebate that could mean savings for you

HOW DO I APPLY AND RECEIVE A REBATE?

Where can I get an application?

The application is available through the City of Emeryville Senior PBID Rebate Program:

Applications are mailed out to those who have filed in past years by the end of March each year

When can I apply?

To expedite receiving your rebate, we would appreciate submission of the application by May 1 Each fiscal year (JulyJune) the City will send an application to prior applicants at the end of March

New applicants can also submit their applications according to the timeline shown above

How will I get the Rebate?

Eligible seniors will receive their rebate by a mailed check from the City of Emeryville.

ELIGIBILITY FOR THE SENIOR PBID REBATE

To be eligible for the Senior PBID Rebate:

You or your spouse or registered domestic partner must be 65 years of age or older by December 31 of the year prior to your application

The rebate applies to your primary residence You or your spouse or registered domestic partner must own your primary residence and be responsible for paying the PBID assessment on it

You and your spouse or registered domestic partner must claim this residence as your primary residence What is a primary residence?

A primary residence is a residence in Emeryville in which you reside at least a total of six months during each fiscal year (July-June)

I am under age 65 and own my residence, but my spouse is over age 65. Do we qualify?

Either you or your spouse or registered domestic partner must be at least age 65 years of age or older by December 31 of the year prior to your application in order to qualify If you are under age 65 and you own your home, but your spouse or registered domestic partner is over age 65 and lives with you, you will jointly qualify for the Senior PBID Rebate

I own a multi-family residence, reside in one of the units and rent the other units out. Will I be eligible for the Rebate?

Yes As long as you meet all the requirements of the program, you can apply for the rebate on the proportion of PBID assessment that is applicable to your primary residence

I am over the age of 65 and own two properties. Can I receive the rebate on both?

No You and your spouse or registered domestic partner can only receive one rebate per year for your primary residence

Secondary residences such as rental properties or vacation homes are not eligible for the rebate

I am a senior who rents an apartment. Do I qualify?

No The rebate is available to seniors who own their home and directly pay PBID assessments.

CHANGES IN OWNERSHIP/RESIDENCE

I am moving to a new residence; how do I get the rebate?

Your move will determine if you qualify for a rebate at your new residence You are eligible to apply for a rebate if you own and live in the residence on the property assessment due date The following is a general guideline:

If you take possession of your new residence before the PBID property assessment due date, you are eligible to apply for the rebate on your new residence In this situation the prior owner would not be eligible

If you take possession of the residence after the PBID property assessment due date, you may not apply for the rebate on that property for that year, but you may apply for your old residence if you owned and lived at the property as of the PBID property assessment due date.

OTHER QUESTIONS

Does my PBID assessment have to be paid before I submit my application to receive the rebate?

Yes Your PBID assessment must be paid prior to submitting your application for the rebate Rebates will not be processed until after the PBID assessment due date

My property taxes are currently in arrears. Can I submit an application to receive the Rebate?

No An application for the rebate will not be processed until such time as the property taxes are no longer in arrears

TAIKO

Taiko is the art of Japanese drumming, which develops selfexpression and musical creativity. This course engages in uchikomi based practice. The participants should have both a sense of rhythm and a stamina to hit taiko for two hours. In each class, everyone will participate by playing on actual drums Minimum age is eighteen years old *Additional $120 supply fee per sixweek session ($140 for seven-week session) payable to instructor at first class

MUSO JIKIDEN EISHIN RYU IAIDO

Iaido is a classical Japanese martial art that is over 400 years old and focuses on drawing and using a samurai sword The original purpose of Iaido was to counter a surprise attach, but nowaways it is an excellent system for developing awareness, calm mind, and mental and physical harmony through the practice of traditional sword techniques

LaTanya brings over two decades of experience as a senior-level executive, project manager, and financial strategist in municipal management Most recently, she served as Interim City Manager for the City of Berkeley, as well as Interim Public Works Director, where she led the successful delivery of Berkeley’s 5-year paving plan Her strategic leadership was key to Berkeley’s recent accomplishments, such as advancing critical affordable housing initiatives, adopting an encampment policy and implementing public safety reforms like the Specialized Care Unit (SCU) that prioritize equity and community well-being to members experiencing a crisis.

LaTanya is the Deputy City Manager with oversight for all operational departments within the City of Berkeley, including Public Works, Parks and Recreation, Planning, Health, Housing and Community Services, and Neighborhood Services Under her leadership Berkeley saw a decrease of 45% in people experiencing unsheltered homelessness, demonstrating her commitment to impactful community improvements.

Her expertise in financial management and project oversight includes experience with land use development, capital improvement projects, and initiatives that foster vibrant and resilient communities She has served as Berkeley’s chief negotiator for labor contracts with SEIU, police, fire, and other unions, highlighting her financial acumen and adeptness in complex negotiations. LaTanya holds a Master of Public Administration and a Bachelor of Science in Business Administration from California State University, East Bay, and is currently pursuing a Doctorate of Public Administration She serves on the boards of the League of California Cities and California Public Employers Labor Relations Association.

When she’s not working, LaTanya enjoys spending time with her close-knit family, traveling with her husband, three daughters and grandson. She also enjoys playing with her new grand-dog, Thor. Dedicated to public service beyond her professional roles, LaTanya volunteers with the San Francisco Safe House and actively supports youth in her church community

On December 10, 2024, John Bauters attended his last meeting as a Council Member for the City of Emeryville after serving for eight years.

John was first elected to the City Council in 2016, following 18 months on the Planning Commission John’s contributions to Emeryville are numerous He provided outstanding leadership and became a key figure in the community and region at-large

A few of John’s accomplishments include:

Championed critical ballot measures, including Measure C (2018) for a $50 million Affordable Housing Bond and Measure O (2022) for an Equitable Real Property Transfer Tax funding City services and infrastructure.

Improved Bay Area quality of life through regional leadership: eight years on the Alameda County Transportation Commission, advancing the Race & Equity Action Plan and Countywide Bikeways Plan; six years on the Bay Area Air Quality District, securing Rule 6-5, a top refinery emissions standard; and eight years as Chair of the Alameda County Healthy Homes JPA.

Led environmental protections, introducing the Lead Safety Ordinance (2017), Smoking Pollution Control (2018), Bird Safe Design Guidelines (2019), Pollinator Protection Ordinance (2024), Urban Tree Planting, Wildflower Programs, and planning regulations limiting auto-centric uses and noise pollution.

Played a key role in park and open-space projects, including the Sherwin Avenue Community Garden, Peladeau Park, Christie Park, Huchiun Park, Emery Point, and Davenport Park Playground

Delivered major infrastructure projects like the 40th Street Multimodal Safety Project, securing bike lanes, diverters, and traffic calming measures while collaborating with private partners on priority routes like Emery Yards and Public Market Emeryville Led countless other impactful initiatives enhancing sustainability, safety, and community well-being

BIKE SHARE PROGRAMS

Emeryville, California, offers convenient and eco-friendly bike share options through Bay Wheels, allowing residents and visitors to rent bikes, including e-bikes, for short trips. This program helps reduce traffic and pollution while promoting healthier lifestyles. With numerous docking stations and flexible pricing, bike sharing provides a practical way to explore the city and support sustainability.

MEASURE BB FUNDING PUBLIC WORKS

Alameda County Measure BB passed in 2014 with 70% of the vote These funds are distributed by Alameda County Transportation Commission and support many of the pedestrian, bicycle, and street facility upgrades happening across Emeryville including: the Quiet Zone project, 2023 street repaving and multimodal restriping improvements, and ongoing upgrades to bicycle and video detection across the city.

Each year, the City of Emeryville receives approximately:

$500,000 in Measure BB funding to improve and maintain our local streets and roads

$50,000 in measure BB funding to construct and upgrade pedestrian and bicycle facilities

$60,000 in measure BB funding or paratransit assistance to aid in the mobility of seniors and persons with impairments

$45,000 in Vehicle Registration Fee funding to reduce congestion and vehicle pollution

Recent projects that are funded partially, or in full, by Measure BB funding are as follows:

In addition to the projects mentioned above, Measure BB funds make Bike to Work/Wherever Day possible in Emeryville, funding activities, t-shirts and other supplies. Bike to Work Day happens annually in the beginning of May, when cyclists are treated to goodies and fun on their way to work and school. In 2024, Bike to Work Day was celebrated on May 16th with a successful turnout of over 1,175 bicyclists counted through four stations and great local sponsors including Arizmendi, ClifBar, Gu Energy, and Peets Coffee.

Mark your calendars for Bike to Work Day 2025 – the event will return on Thursday, May 15th. More info to come in this publication and on the City’s website, as the date draws near.

As of July 1, 2024 it will be illegal to operate a gaspowered leaf blower in Emeryville These devices produce both noise and air pollution that causes negative health effects for residents and workers Discontinuing their use will improve public health, safety, and quality of life in Emeryville.

Any penalties for violating the prohibition apply to the hiring party (or owner/tenant if on their own property) and not to the individual landscaping company, or worker. Details are in the municipal code, in Title 6, Chapter 15.

As this ordinance is implemented, please consider switching to electric leaf blowers, which are widely available, less polluting, quieter, and well performing Emeryville's Public Works Department's maintenance team has already made the switch to electric leaf-blowers, and we encourage you to do the same!
