EARLY CHILDHOOD DEVELOPMENT CENTER




The Emeryville Child Development Center (ECDC) is dedicated to providing children ages one to five years old with daily experiences filled with learning, laughter, and love ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville a safe and caring environment for their children year round.
The center is staffed with teachers who support children’s growth in all areas of development. We provide age appropriate developmental activities Age appropriate lunch and snacks for all ages are served The center also boasts some of the best caregiver to child ratios anywhere in the Bay Area. Opportunities abound daily for each child to explore, create, experiment, and savor the rewards that come with success!
Priority will still be given to families that live in Emeryville, work in Emeryville, have children in the Emery Unified School District, or live in the 94608 zip code. Verification of residence or employment is required when enrolling The Center also participates in a State subsidized program that allows for families in need to participate. Refund/Cancellation Policy
Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc), a refund or make-up program will be offered If the participant is unable to attend a class or program duetopersonalreasonsoutsideofthedatesspecified, a refund will not be granted (including pro-rated refunds)
A $1000 administrative fee will be applied, per customer, for each refund/cancellation This fee may be deducted from the total refund amount if requested

Level 4 focuses on stroke improvement Participants refine their strokes, including front and back crawl, breaststroke, and elementary backstroke Sidestroke and butterfly are introduced Treading water duration is extended, and participants learn basic water rescue techniques

Level 5 emphasizes is on refining skills, building advanced endurance, and preparing for more specialized swim training Child must swim front crawl, back crawl and elementary backstroke for 15 yards independently in water that may be over their head They will refine front crawl with rotary breathing, back crawl, and elementary backstroke

The Emeryville Electric Eels offer a month-long membership for developmental, junior, and senior level competitive swimmers Participants get expert coaching, curated workouts, and interval training to enhance their endurance and stroke techniques in a supportive environment. It's a great opportunity for swimmers to stay in peak physical condition during the school season. Tryouts: Try outs are required for new EAC Members. Our paramount objective is to ensure a secure and enjoyable camp experience for all children Children unable to actively engage in all activities while ensuring their safety may be ineligible for participation Stringent behavioral standards will be enforced Grouping will be primarily based on age and grade levels Please note that program dates, field trips, and activities are subject to modifications Each participant will receive one t-shirt per summer season Kindly include all relevant medical, developmental information, and food allergies on the application form
YOUTH SERVICES
The L.I.T. program is a fee based program for 9th-12th grade students who would benefit from volunteer work experience. Within this program, teens will work with youth or in an office environment, gain professional development, and complete any volunteer hours for their high school graduation requirement. L.I.T.’s will be held to professional standards: reliability, uniform, and professional behavior. L.I.T.’s will need to be a positive role model at all times and responsible for students physical and emotional safety. A minimum of 15 hours and 3 days per week required (8 week program).
All L.I.T.'s become eligible to be hired once they complete their L.I.T. program.

Emeryville Youth Services Expanded Learning Program provides a vibrant array of educational and enrichment activities, empowering young minds beyond traditional school hours Through innovative curriculum and personalized support, it cultivates academic growth, creativity, and essential life skills, fostering a strong sense of community and belonging among its participants
In order to register for the 2024-2025 Expanded Learning Program a parent/guardian must register and attend a program orientation. To register for an orientation, please click HERE.

Why should I pre-register for activities?
Almost all activities require pre-registration. Without pre-registration, our staff will not be able to have the correct supervision or supplies to make sure you have a great experience Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.
How do I register for youth, adult, and senior activities/events in Emeryville?
There are two (2) ways to register:
ONLINE: Please visit www.emeryville.org/register to register for almost any program! CivicRec requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today!
WALK-IN: Register in-person weekdays at the Emeryville Center of Community Life (9:00am-6:00pm) or Veteran’s Memorial/Senior Center (9:00am-4:00pm) for almost every activity and event. Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program
Why should I become a member of the Senior Center?
Membership is only $31 per year, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Membership is open to residents and nonresidents alike, so stop by the Senior Center to fill out the form or download it at http:// emeryville.org/150/50-Adults.

DRIVER SAFETY CERTIFICATION COURSES
AARP driving classes provide a comfortable setting for older adults (ages 50+) to help protect you and improve the roads for everyone. Participants who complete the course earn a certificate and may be eligible for a discount on their car insurance. Advanced registration required. ON-DEMAND SHUTTLE SERVICE
Transportation for Seniors and People with Disabilities in Emeryville and Oakland ONLY $1 PER RIDE!
WHAT IS 8-TO-GO?
The ‘8 To Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18–69 who are certified to use East Bay Paratransit and residing in 94608 zip code Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more).
WHY SHOULD I USE 8-TO-GO?
This service is intended to help seniors and people with disabilities travel within the local 94608 area. Whether it’s a trip to the Senior Center, grocery store, favorite restaurant, medical appointment, or religious services, 8-To-Go will provide the personalized service and attentiveness not found in other transportation services
HOW DO I FIND MORE INFO OR SIGN-UP FOR IT?

Senior Citizens Emery GoRound Property & Business Improvement District (PBID) Rebate
On February 2, 2016, the Emeryville City Council adopted Resolution No. 16-08 to establish a Property and Business Improvement District (PBID) Senior Rebate Program. If you are 65 or older, own your home and pay an assessment on your property for the Emery Go Round PBID, you may apply for a Senior Rebate that could mean savings for you.
HOW DO I APPLY AND RECEIVE A REBATE?

I own a multi-family residence, reside in one of the units and rent the other units out. Will I be eligible for the Rebate?
Yes As long as you meet all the requirements of the program, you can apply for the rebate on the proportion of PBID assessment that is applicable to your primary residence
I am over the age of 65 and own two properties. Can I receive the rebate on both?
To expedite receiving your rebate, we would appreciate submission of the application by May 1 Each fiscal year (JulyJune) the City will send an application to prior applicants at the end of March
New applicants can also submit their applications according to the timeline shown above
When can I apply? How will I get the Rebate?
Eligible seniors will receive their rebate by a mailed check from the City of Emeryville
ELIGIBILITY FOR THE SENIOR PBID REBATE
To be eligible for the Senior PBID Rebate:
You or your spouse or registered domestic partner must be 65 years of age or older by December 31 of the year prior to your application
The rebate applies to your primary residence You or your spouse or registered domestic partner must own your primary residence and be responsible for paying the PBID assessment on it
You and your spouse or registered domestic partner must claim this residence as your primary residence What is a primary residence?
A primary residence is a residence in Emeryville in which you reside at least a total of six months during each fiscal year (July-June)
I am under age 65 and own my residence, but my spouse is over age 65. Do we qualify?
Either you or your spouse or registered domestic partner must be at least age 65 years of age or older by December 31 of the year prior to your application in order to qualify If you are under age 65 and you own your home, but your spouse or registered domestic partner is over age 65 and lives with you, you will jointly qualify for the Senior PBID Rebate
No. You and your spouse or registered domestic partner can only receive one rebate per year for your primary residence Secondary residences such as rental properties or vacation homes are not eligible for the rebate
I am a senior who rents an apartment. Do I qualify?
No The rebate is available to seniors who own their home and directly pay PBID assessments
CHANGES IN OWNERSHIP/RESIDENCE
I am moving to a new residence; how do I get the rebate?
Your move will determine if you qualify for a rebate at your new residence You are eligible to apply for a rebate if you own and live in the residence on the property assessment due date The following is a general guideline:
If you take possession of your new residence before the PBID property assessment due date, you are eligible to apply for the rebate on your new residence In this situation the prior owner would not be eligible
If you take possession of the residence after the PBID property assessment due date, you may not apply for the rebate on that property for that year, but you may apply for your old residence if you owned and lived at the property as of the PBID property assessment due date

Does my PBID assessment have to be paid before I submit my application to receive the rebate?
Yes Your PBID assessment must be paid prior to submitting your application for the rebate Rebates will not be processed until after the PBID assessment due date
My property taxes are currently in arrears. Can I submit an application to receive the Rebate?
No An application for the rebate will not be processed until such time as the property taxes are no longer in arrears.

GAS-POWERED LEAF BLOWERS PROHIBITED CITY NEWS
As of July 1, it will be illegal to operate a gas-powered leaf blower in Emeryville These devices produce both noise and air pollution that causes negative health effects for residents and workers. Discontinuing their use will improve public health, safety, and quality of life in Emeryville.
Any penalties for violating the prohibition apply to the hiring party (or owner/tenant if on their own property) and not to the individual landscaping company, or worker. Details are in the municipal code, in Title 6, Chapter 15.
As this ordinance is implemented, please consider switching to electric leaf blowers, which are widely available, less polluting, quieter, and well performing. Emeryville's Public Works Department's maintenance team has already made the switch to electric leaf-blowers, and we encourage you to do the same!

PARK RULES
Pursuant to Emeryville Municipal Code section 5-2412, the City Manager has the authority to promulgate rules and regulations regarding the use of City of Emeryville ("City") parks which have been dedicated by the City Council for park use. Pursuant to this grant of authority, the following rules and regulations shall be effective immediately and apply to the use of City parks by members of the public:
No unauthorized motorized vehicles shall be allowed or permitted in any City park.
No electrical or other type of generator shall be allowed or permitted in any City park unless a permit has been issued by the City for such use.
A permit issued by the City is required for the placement of jumpers or bounce houses in any City park.
No person or group shall use an open grass or turf space that is not designated as a "Sports Field" by the City to conduct or participate in drills, scrimmages, sports related practices, or game like activities. Sports related practices or activities include, but are not limited to, baseball, football, soccer, ultimate frisbee, lacrosse, and golf.

No shoe cleats of any kind are allowed to be used in any City park that is not designated as a "Sports Field".

The City asks that all park users adhere to these rules and regulations, which may be modified or amended by the City at any time, when utilizing City parks Any violation of these rules and regulations shall constitute a violation of the Emeryville Municipal Code ("EMC") and may be subject to the issuance of an administrative citation as set forth in Chapter 7 of Title 1 of the EMC

The City of Emeryville’s next General Municipal election is November 5, 2024. A registered voter of the City may be nominated and run for one of three Council Member seats The successful candidates will serve four-year terms that expire in December 2028.

To be eligible to run for office, a candidate must be a resident and registered voter in the City of Emeryville at the time nomination papers are issued. Registered voters in Emeryville must be U.S. citizens, residents of Emeryville, at least 18 years old on the date of the election, not in prison or on parole for a felony conviction, and not found mentally incompetent to vote by a court.
The required paperwork to file for office includes nomination papers signed by not less than 20 and not more than 30 registered voters, a statement of economic interests, and a $25 candidate filing fee. There are other optional filings. Candidates must make an appointment with the City Clerk to be issued their candidate paperwork
The nomination filing period is July 15August 9, 2024 (extended for 5 days if an eligible incumbent does not file). MEASURE BB FUNDING
Alameda County Measure BB passed in 2014 with 70% of the vote These funds are distributed by Alameda County Transportation Commission and support many of the pedestrian, bicycle, and street facility upgrades happening across Emeryville including: the Quiet Zone project, 2023 street repaving and multimodal restriping improvements, and ongoing upgrades to bicycle and video detection across the city
Each year, the City of Emeryville receives approximately:
$500,000 in Measure BB funding to improve and maintain our local streets and roads
$50,000 in measure BB funding to construct and upgrade pedestrian and bicycle facilities
$60,000 in measure BB funding or paratransit assistance to aid in the mobility of seniors and persons with impairments
$45,000 in Vehicle Registration Fee funding to reduce congestion and vehicle pollution. Recent projects that are funded partially, or in full, by Measure BB funding are as follows:

In addition to the projects mentioned above, Measure BB funds make Bike to Work/Wherever Day possible in Emeryville, funding activities, t-shirts and other supplies Bike to Work/Wherever Day happens annually in the beginning of May, when cyclists are treated to goodies and fun on their way to work and school In 2023, Bike to Work/Wherever Day was celebrated on May 18th with a successful turnout of over 725 bicyclists through four stations and great local sponsors including Arizmendi, ClifBar, Gu Energy, and Peets Coffee

CITY OF EMERYVILLE LABOR STANDARDS
The Emeryville City Council adopted the Emeryville Minimum Ordinance (EMC 5-37) on July 2, 2015.
The Ordinance requires higher rates for minimum wage and paid sick leave for eligible employees than the State of California It also requires that all Hospitality Service Charges are paid to the Hospitality Workers who work the events for which a service charge is collected Each year the minimum wage rates will increase on July 1st The minimum wage starting July 2024 will be $1936 The Living Wage Ordinance allows for city employees, contractors/subcontractors, lessees of public property and recipients of financial aid to

The Emery Go-Round is a last-mile shuttle service, provided by the Emeryville Transportation Management Association, to connect employees, residents and visitors of Emeryville from the MacArthur BART Station to various locations throughout the City The service is fare-free and open to the public
The service is primarily funded by property owners in the citywide Property and Business Improvement District (PBID) It is partially funded by the Alameda County Transportation Commission

Emery Go-Round is a service of the Emeryville Transportation Management Association, a nonprofit organization whose primary objective is to increase access and mobility to, from and within Emeryville while alleviating congestion through operation of the shuttle program The organization is governed by a Board of Directors, who also serve as the official representatives of property owners for the business improvement district The Board of Directors hold regular meetings which are open to the public The meetings are scheduled for the third Thursday of most months and are held at 9:15 am

As part of the Sherwin Williams Redevelopment project (“The Emery”) community benefits, the developer has funded a shuttle from the project site to West Oakland BART station that started operating in October 2022 This free shuttle available for everyone and is operated by the Emery Go Around
