Emeryville Child Development Center ABOUT US The Emeryville Child Development Center (ECDC) is dedicated to providing children ages one to five years old with daily experiences filled with learning, laughter, and love. ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville a safe and caring environment for their children year round. The center is staffed with teachers who support children’s growth in all areas of development. We provide age appropriate developmental activities. Age appropriate lunch and snacks for all ages are served. The center also boasts some of the best caregiver to child ratios anywhere in the Bay Area. Opportunities abound daily for each child to explore, create, experiment, and savor the rewards that come with success!

YOUTH SPECIALTY PROGRAMS LEADERS IN TRAINING (L.I.T.) PROGRAM The Leaders In Training (L.I.T.) program within the Youth Services Department prepares 9th - 12th grade students for the workforce. LIT’s will get volunteer credit and valuable workforce experience as they support recreation leaders, program assistants, or supervisors in their daily tasks. LIT’s interested in working with youth will get firsthand experience in youth development principles, leading activities, tutoring students, and actively supervising young people. CITY OF EMERYVILLE REQUEST FOR YOUTH PROGRAM PROVIDERS & SPECIALISTS Would your organization like to partner with the City of Emeryville to provide specialty classes to Emeryville Youth? Do you have experience teaching youth a specialized skill or talent? Are you able to provide youth programs in the after-school hours and/or on weekends? The City of Emeryville is now accepting proposals for youth programing for the 2023-2024 school year (August-June) and Summer 2024. There are two programs to choose from: Individual Fee Based Partnerships (Accepted On-Going): Individuals will be able to use City facilities to conduct their own youth classes Individuals will be able to create their own fee schedule. All profits will be split 70% to the individual, 30% to the City. Free publicity in city publications and list serves. Enrichment Based Partnerships (Accepted three times a Year): Partnerships will be subsidized with youth services department funding at no cost to participant Contract amount, enrollments and space limits do apply First round applications due September 15th

EMERYVILLE ELECTRIC EELS The Emeryville Electric Eels, offers a month-long membership tailored to developmental, junior, and senior level competitive swimmers. This exceptional program presents an ideal opportunity for participants to maintain peak physical condition and refine their swimming skills throughout the school season. Under the expert guidance of Emeryville CSD coaches, swimmers will engage in carefully curated workouts and interval training, honing their endurance and stroke techniques in an environment that fosters introductory competitive swimming.

Why should I pre-register for activities? Emeryville Community Services Dept. Almost all activities require pre-registration. Program Class Refund/Cancellation Without pre-registration, our staff will not be able to have the correct supervision or Policy supplies to make sure you have a great experience. Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.
How do I register for youth, adult, and senior activities/events in Emeryville? There are two (2) ways to register: ONLINE: Please visit www.emeryville.org/register to register for almost any program! CivicRec requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today! WALK-IN: Register in-person weekdays at the Emeryville Center of Community Life (9:00am-6:00pm) or Veteran’s Memorial/Senior Center (9:00am-4:00pm) for almost every activity and event. Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program.
Why should I become a member of the Senior Center? Membership is only $31 per year, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center. Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Membership is open to residents and non-residents alike, so stop by the Senior Center to fill out the form or download it at http:// emeryville.org/150/50Adults.
Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity. In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc.), a refund or make-up program will be offered. If the participant is unable to attend a class or program due to personal reasons outside of the dates specified, a refund or make-up lesson will not be granted (including pro-rated refunds). A $10.00 administrative fee will be applied, per customer, for each refund/cancellation. This fee may be deducted from the total refund amount if requested. *Certain Specified Senior Trip refunds must be requested within 30 days prior of the date of the trip. FRIDAY MOVIES The Center strives to provide the best entertainment and continues to offer the most current movies, award-winning series, and documentaries. Movies are shown every Friday at 1:00pm. WHAT IS 8-TO-GO? The ‘8 To Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18–69 who are certified to use East Bay Paratransit and residing in 94608 zip code. Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more).
WHY SHOULD I USE 8-TO-GO? This service is intended to help seniors and people with disabilities travel within the local 94608 area. Whether it’s a trip to the Senior Center, grocery store, favorite restaurant, medical appointment, or religious services, 8-To-Go will provide the personalized service and attentiveness not found in other transportation services.

Senior Citizens Emery GoRound Property and Business Improvement District (PBID) Rebate On February 2, 2016, the Emeryville City Council adopted Resolution No. 16-08 to establish a Property and Business Improvement District (PBID) Senior Rebate Program. If you are 65 or older, own your home and pay an assessment on your property for the Emery Go Round PBID, you may apply for a Senior Rebate that could mean savings for you.
HOW DO I APPLY AND RECEIVE A REBATE? Where can I get an application?
The application is available through the City of Emeryville Senior PBID Rebate Program: By calling: 510-596-4372 By emailing: city_manager@emeryville.org On the City’s website www.emeryville.org Applications are mailed out to those who have filed in past years by the end of March each year. When can I apply? To expedite receiving your rebate, we would appreciate submission of the application is by May 1. Each fiscal year (July-June) the City will send an application to prior applicants at the end of March. New applicants can also submit their applications according to the timeline shown above. How will I get the Rebate? Eligible seniors will receive their rebate by a mailed check from the City of Emeryville.
ELIGIBILITY FOR THE SENIOR PBID REBATE To be eligible for the Senior PBID Rebate: You or your spouse or registered domestic partner must be 65 years of age or older by December 31 of the year prior to your application. The rebate applies to your primary residence. You or your spouse or registered domestic partner must own your primary residence and be responsible for paying the PBID assessment on it. You and your spouse or registered domestic partner must claim this residence as your primary residence. What is a primary residence? A primary residence is a residence in Emeryville in which you reside at least a total of six months during each fiscal year (July-June). I am under age 65 and own my residence, but my spouse is over age 65. Do we qualify? Either you or your spouse or registered domestic partner must be at least age 65 years of age or older by December 31 of the year prior to your application in order to qualify. If you are under age 65 and you own your home, but your spouse or registered domestic partner is over age 65 and lives with you, you will jointly qualify for the Senior PBID Rebate.
I own a multi-family residence, reside in one of the units and rent the other units out. Will I be eligible for the Rebate? Yes. As long as you meet all the requirements of the program, you can apply for the rebate on the proportion of PBID assessment that is applicable to your primary residence. I am over the age of 65 and own two properties. Can I receive the rebate on both? No. You and your spouse or registered domestic partner can only receive one rebate per year for your primary residence. Secondary residences such as rental properties or vacation homes are not eligible for the rebate. I am a senior who rents an apartment. Do I qualify? No. The rebate is available to seniors who own their home and directly pay PBID assessments.
CHANGES IN OWNERSHIP/RESIDENCE I am moving to a new residence; how do I get the rebate? Your move will determine if you qualify for a rebate at your new residence. You are eligible to apply for a rebate if you own and live in the residence on the property assessment due date. The following is a general guideline: If you take possession of your new residence before the PBID property assessment due date, you are eligible to apply for the rebate on your new residence. In this situation the prior owner would not be eligible. If you take possession of the residence after the PBID property assessment due date, you may not apply for the rebate on that property for that year, but you may apply for your old residence if you owned and lived at the property as of the PBID property assessment due date.
OTHER QUESTIONS Does my PBID assessment have to be paid before I submit my application to receive the rebate? Yes. Your PBID assessment must be paid prior to submitting your application for the rebate. Rebates will not be processed until after the PBID assessment due date. My property taxes are currently in arrears. Can I submit an application to receive the Rebate? No. An application for the rebate will not be processed until such time as the property taxes are no longer in arrears.

AIKIDO KOKIKAI SELF-DEFENSE MARTIAL ART MINIMUM EFFORT, MAXIMUM EFFECT This class teaches the Japanese martial art of Aikido. Aikido uses throws, joint locks & pins for self-defense against chokes, holds, strikes or weapons. It is not reliant on physical strength or size. Each class consists of warm up exercises, rolling and falling practice, and self-defense technique in pairs or small groups. Please wear comfortable yoga/workout clothing. This class is for beginners through black belts; no prior martial arts experience necessary. New Art at Extended Greenway at The Emery in South Emeryville On October 28, 2023, the last of Quarterra’s (the site’s developers) investment into Public Art under the requirements of the City’s Art in Public Places was completed with the installation of Jeppe Hein’s Your Way a mirrored steel labyrinth in the newly opened and named Huchiun Park. With the build-out of the former Sherwin Williams property as a residential community called The Emery, over $1 million in Public Art is now on public display. Explore the extended Greenway or take the South Bayfront Bridge and the way will be filled with not only historical markers, but significant investments in Public Art.

Over the prior summer four other works were installed. Hank Willis Thomas’ Thought Bubble was installed June 13, at the Emeryville Greenway extension at The Emery Apartments quickly followed by Social Bench, by Jeppe Hein (the same artist as created Your Way). James Campbell, the digital artist featured in the Salesforce Tower in San Francisco, had a panel installed at The Emery that went live in 1. June. Nathan Richards Phelps has installed two murals in the breezeway to connect pedestrian and cyclists through The Lab to the extended Greenway and the park on the west side of the commercial building as well as intricately paneled railings on the building’s south side (adjacent from a large publicly funded mural known as Emeryville’s Treasure Map by Nigel Sussman. Four more murals grace the wall 2. along Horton on the same building as Emeryville’s Treasure Map. 1. 2023 Purchase Award
New Art by Emeryville Artists in Public Buildings The 2023 Purchase Award includes two local artists and four works to be installed in the Emeryville Center of Community Life or the Emeryville Senior Center.The local artists are Mike Farruggia and Erin Fong. They join 22 other Emeryville artists shown in City Hall, the Emeryville Police Station, and the Senior Center. Mr. Farruggia’s Dollar Store is 49˝ x 49” made of wooden pencils and tape measures from the Dollar Store framed in wood. Mike Farrugia is a multidisciplinary artist whose work is influenced by three-dimensional experimentation and reuse. He hand-builds wooden furniture. His work is currently on view at the Bedford Gallery as part of the Recology Artist in Residence retrospective traveling exhibition.
The work was installed in Building A’s lobby at ECCL at 4727 San Pablo Avenue.
Erin Fong’s works are Chroma Clusters #1, Chroma Clusters #3, and Chroma Clusters #4 consisting of airbrush on mylar, plexiglass frame each 11.5˝ x 8.75˝ x 1.75˝. Erin Fong is a letterpress printer and multi-disciplinary artist who creates art that celebrates the power of color, human connection, and experimentation. Her works range from prints and painting to large-scale site-specific installations. Fong’s work was recently selected for the City’s Annual Bus Shelter program and will be on display January through April 2025.

New Visual Art Grants to Be Awarded in 2024 The City of Emeryville will use Art In Public Places funds to offer artist opportunities to explore their creativity in ways we may not even know how to express, as done in specific calls for projects. This opportunity is expected to be offered every other year (with the City offering a Bus Shelter public art call in the year in between). The Emeryville Visual Art Grants can be $3,000 to $17,500 with $50,000 available for funding. Grants are expected to fund an installation that can be reasonably expected to last two years. Sites will be identified in the call for those sites which an art intervention is desired, and respondents can identify other sites. The property owner and tenant must support the installation proposed and additional outreach to the immediate area will be required to apply. Artists interested in or potentially interested in the grant opportunity will be invited to a Pre-Award information session in January or February 2024. Programs can also be provided in the Emery Unified School District (EUSD) but must be approved by the EUSD Superintendent and applications must include a letter from the Superintendent supporting the program or project. CURRENT MAJOR DEVELOPMENT PROPOSALS October 2023 Bayview Apartments (formerly known as “The Nady Site”) – A new 211-unit rental residential building completed construction in late summer.
The project will also construct a “dog run” along 64th Street for public use and the improve bus shelter at the corner of Christie Avenue and 64th Street. The project will also provide monetary contribution for design and construction of Lacoste Linear Park that will include a Class I bicycle-pedestrian facility connection to the proposed Ashby Bicycle-Pedestrian bridge.

San Pablo Avenue Multi-Modal Project Improvements Alameda County Transportation Commission (ACTC) is planning multi-modal project improvements for San Pablo Avenue. More information is available at the ACTC website. In December 2023, ACTC will be conducting outreach to property owners, business and residents regarding site specific improvements. San Pablo Avenue is a key corridor that links the Alameda County cities of Oakland, Emeryville, Berkeley, and Albany, as well as cities in western Contra Costa County. There is an urgent need for safety improvements along the corridor, which has the third highest rate of injury collisions in Alameda County. San Pablo Avenue also serves as the second busiest corridor for AC Transit bus riders. Alameda CTC is leading three complementary near-term project components to improve safety and transit along the San Pablo Avenue corridor. The project components in Oakland, Emeryville, and South Berkeley include: Improve transit speed and reliability by converting one vehicle travel lane in each direction to a dedicated bus lane; Provide new cycling connections by converting parking lanes to protected bike lanes; Loading and unloading locations will be preserved in limited cases where off-street parking and side street access is unavailable; and Additionally side streets will be used to provide additional customer parking The project will also include intersection safety improvements, bus stop consolidation, and new loading zones. The project was identified as part of an extensive Phase 1 corridor planning effort between 2017 and 2020, based on community preferences expressed within the different jurisdictions. Bus and bike lanes are not currently proposed in Berkeley north of Heinz Ave.

MEASURE BB FUNDING Alameda County Measure BB passed in 2014 with 70% of the vote.These funds are distributed by Alameda County Transportation Commission and support many of the pedestrian, bicycle, and street facility upgrades happening across Emeryville including: the Quiet Zone project, 2023 street repaving and multimodal restriping improvements, and ongoing upgrades to bicycle and video detection across the city. Each year, the City of Emeryville receives approximately: $500,000 in Measure BB funding to improve and maintain our local streets and roads $50,000 in measure BB funding to construct and upgrade pedestrian and bicycle facilities $60,000 in measure BB funding or paratransit assistance to aid in the mobility of seniors and persons with impairments $45,000 in Vehicle Registration Fee funding to reduce congestion and vehicle pollution. Recent projects that are funded partially, or in full, by Measure BB funding are as follows: Annual Street Rehabilitation and Preventive Maintenance Project Doyle Street Quick-Build, Phase 2 Innovative Deployments to Enhance Arterials (IDEA) Project Emeryville TCEP Quiet Zone Project 40th Street Transit-Only Lanes and Multi-Modal Enhancements Project.
In addition to the projects mentioned above, Measure BB funds make Bike to Work/Wherever Day possible in Emeryville, funding activities, t-shirts and other supplies. Bike to Work Day happens annually in the beginning of May, when cyclists are treated to goodies and fun on their way to work and school. In 2023, Bike to Work Day was celebrated on May 18th with a successful turnout of over 725 bicyclists through four stations and great local sponsors including Arizmendi, ClifBar, Gu Energy, and Peets Coffee. Mark your calendars for Bike to Work Day 2024 – the event will return on Thursday, May 16th. More info to come in this publication and on the City’s website, as the date draws near.

Emery Go-Round is a service of the Emeryville Transportation Management Association, a non-profit organization whose primary objective is to increase access and mobility to, from and within Emeryville while alleviating congestion through operation of the shuttle program. The organization is governed by a Board of Directors, who also serve as the official representatives of property owners for the business improvement district.
The Board of Directors hold
regular meetings which are open to the public. The meetings are scheduled for the third Thursday of most months and are held at 9:15 am.

City of Emeryville Labor Standards The Emeryville City Council adopted the Emeryville Minimum Ordinance (EMC 5-37) on July 2, 2015. The Ordinance requires higher rates for minimum wage and paid sick leave for eligible employees than the State of California. It also requires that all Hospitality Service Charges are paid to the Hospitality Workers who work the events for which a service charge is collected. Each year the minimum wage rates will increase on July 1st. The minimum wage starting July 2023 will be $18.67.
