The Emeryville Child Development Center (ECDC) is dedicated to providing children ages one to five years old with daily experiences filled with learning, laughter, and love. ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville a safe and caring environment for their children year round.

YOUTH SERVICES

The L.I.T. program is a fee based program for 9th-12th grade students who would benefit from volunteer work experience. Within this program, teens will work with youth or in an office environment, gain professional development, and complete any volunteer hours for their high school graduation requirement. L.I.T.’s will be held to professional standards: reliability, uniform, and professional behavior. L.I.T.’s will need to be a positive role model at all times and responsible for students physical and emotional safety. A minimum of 15 hours and 3 days per week required (8 week program). All L.I.T.'s become eligible to be hired once they complete their L.I.T. program.

Refund/Cancellation Policy

Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc), a refund or make-up program will be offered If the participant is unable to attend a class or program duetopersonalreasonsoutsideofthedatesspecified, a refund will not be granted (including pro-rated refunds)

A $1000 administrative fee will be applied, per customer, for each refund/cancellation This fee may be deducted from the total refund amount if requested

Level 4 focuses on stroke improvement Participants refine their strokes, including front and back crawl, breaststroke, and elementary backstroke Sidestroke and butterfly are introduced Treading water duration is extended, and participants learn basic water rescue techniques

Ages:7-13yrs

Level 5 emphasizes is on refining skills, building advanced endurance, and preparing for more specialized swim training Child must swim front crawl, back crawl and elementary backstroke for 15 yards independently in water that may be over their head They will refine front crawl with rotary breathing, back crawl, and elementary backstroke

Level 6 focuses on mastering advanced techniques, increasing swimming proficiency, and preparing for competitive swimming or specialized aquatic activities Child must be able swim at least 25 yards of front crawl, back crawl, elementary backstroke, and breaststroke in deep water Sidestroke is learned and butterfly is introduced They will also practice treading water withdifferentkicksandflipturns

Our Adult/Teen group lessons offer a supportive environment for swimmers of all abilities aged 14 and above Whether you're new to the water or aiming to refine your strokes, our classes cater to your individual needs Participants will engage in water adjustment, buoyancy drills, and stroke technique under the guidance of experienced instructors

Private swim lesson is a personalized swimming instruction session conducted one-on-one between a swim instructor and an individual student Private swim lessons provide an opportunity for accelerated learning, immediate feedback, and customized skill development basedonthestudent'sabilitiesandprogression

Swim lessons can reduce the risk of drowning for children aged 1 to 4 by up to 88% This finding highlights the critical importance of early water safety education in helping protect young lives

The Emeryville Electric Eels offer a month-to-month membership for developmental, junior, and senior competitive swimmers Participants receive coaching, curated workouts, and interval training to improve endurance and stroke techniques This program helps swimmers stay in peak physical condition during the school season

Senior Center FAQ

Why should I pre-register for activities?

Almost all activities require pre-registration. Without pre-registration, our staff will not be able to have the correct supervision or supplies to make sure you have a great experience Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.

How do I register for youth, adult, and senior activities/events in Emeryville?

There are two (2) ways to register:

ONLINE: Please visit www.emeryville.org/register to register for almost any program! CivicRec requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today!

WALK-IN: Register in-person weekdays at the Emeryville Center of Community Life (9:00am-6:00pm) or Veteran’s Memorial/Senior Center (9:00am-4:00pm) for almost every activity and event. Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program

Why should I become a member of the Senior Center?

Membership is only $31 per year, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Membership is open to residents and nonresidents alike, so stop by the Senior Center to fill out the form or download it at http:// emeryville.org/150/50-Adults.

Emeryville Community Services Dept. Program Class Refund/Cancellation Policy

Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc.), a refund or make-up program will be offered. If the participant is unable to attend a class or program due to personal reasons outside of the dates specified, a refund or make-up lesson will not be granted (including prorated refunds).

A $10.00 administrative fee will be applied, per customer, for each refund/cancellation. This fee may be deducted from the total refund amount if requested.

*Certain Specified Senior Trip refunds must be requested within 30 days prior of the date of the trip. These will be specified in the Senior Center Newsletter “The LINK.”

ON-DEMAND SHUTTLE SERVICE

Transportation for Seniors and People with Disabilities in Emeryville and Oakland ONLY $1 PER RIDE!

WHAT IS 8-TO-GO?

The ‘8 To Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18–69 who are certified to use East Bay Paratransit and residing in 94608 zip code Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more).

WHY SHOULD I USE 8-TO-GO?

This service is intended to help seniors and people with disabilities travel within the local 94608 area. Whether it’s a trip to the Senior Center, grocery store, favorite restaurant, medical appointment, or religious services, 8-To-Go will provide the personalized service and attentiveness not found in other transportation services

HOW DO I FIND MORE INFO OR SIGN-UP FOR IT?

Contact the Emeryville Senior Center by phone (510596-3778), visit us online (wwwemeryvilleorg) or inperson (4321 Salem Street, Emeryville) to fill out an 8To-Go application and receive the rider’s guide. Once confirmed in our system, you will receive the direct reservation line that enables you to start using 8-To-Go at your leisure!

Residents of Emeryville ages 70+ may submit an application with taxi receipts for reimbursement. Reimbursement is limited to 90% of $80 up to once per calendar quarter ($72 reimbursement every three months) As of July 1st, 2018, Lyft & Uber are now accepted!

Senior Citizens Emery GoRound Property & Business Improvement District (PBID) Rebate

On February 2, 2016, the Emeryville City Council adopted Resolution No 16-08 to establish a Property and Business Improvement District (PBID) Senior Rebate Program. If you are 65 or older, own your home and pay an assessment on your property for the Emery Go Round PBID, you may apply for a Senior Rebate that could mean savings for you

HOW DO I APPLY AND RECEIVE A REBATE?

Where can I get an application?

The application is available through the City of Emeryville Senior PBID Rebate Program:

Applications are mailed out to those who have filed in past years by the end of March each year

When can I apply?

To expedite receiving your rebate, we would appreciate submission of the application by May 1 Each fiscal year (JulyJune) the City will send an application to prior applicants at the end of March

New applicants can also submit their applications according to the timeline shown above

How will I get the Rebate?

Eligible seniors will receive their rebate by a mailed check from the City of Emeryville

ELIGIBILITY FOR THE SENIOR PBID REBATE

To be eligible for the Senior PBID Rebate:

You or your spouse or registered domestic partner must be 65 years of age or older by December 31 of the year prior to your application

The rebate applies to your primary residence You or your spouse or registered domestic partner must own your primary residence and be responsible for paying the PBID assessment on it

You and your spouse or registered domestic partner must claim this residence as your primary residence

What is a primary residence?

A primary residence is a residence in Emeryville in which you reside at least a total of six months during each fiscal year (July-June).

I am under age 65 and own my residence, but my spouse is over age 65. Do we qualify?

Either you or your spouse or registered domestic partner must be at least age 65 years of age or older by December 31 of the year prior to your application in order to qualify If you are under age 65 and you own your home, but your spouse or registered domestic partner is over age 65 and lives with you, you will jointly qualify for the Senior PBID Rebate

I own a multi-family residence, reside in one of the units and rent the other units out. Will I be eligible for the Rebate?

Yes As long as you meet all the requirements of the program, you can apply for the rebate on the proportion of PBID assessment that is applicable to your primary residence

I am over the age of 65 and own two properties. Can I receive the rebate on both?

No You and your spouse or registered domestic partner can only receive one rebate per year for your primary residence Secondary residences such as rental properties or vacation homes are not eligible for the rebate

I am a senior who rents an apartment. Do I qualify?

No The rebate is available to seniors who own their home and directly pay PBID assessments

CHANGES IN OWNERSHIP/RESIDENCE

I am moving to a new residence; how do I get the rebate?

Your move will determine if you qualify for a rebate at your new residence You are eligible to apply for a rebate if you own and live in the residence on the property assessment due date The following is a general guideline:

If you take possession of your new residence before the PBID property assessment due date, you are eligible to apply for the rebate on your new residence In this situation the prior owner would not be eligible

If you take possession of the residence after the PBID property assessment due date, you may not apply for the rebate on that property for that year, but you may apply for your old residence if you owned and lived at the property as of the PBID property assessment due date

OTHER QUESTIONS

Does my PBID assessment have to be paid before I submit my application to receive the rebate?

Yes Your PBID assessment must be paid prior to submitting your application for the rebate Rebates will not be processed until after the PBID assessment due date

My property taxes are currently in arrears. Can I submit an application to receive the Rebate?

No An application for the rebate will not be processed until such time as the property taxes are no longer in arrears

Iaido is a classical Japanese martial art that is over 400 years old and focuses on drawing and using a samurai sword The original purpose of Iaido was to counter a surprise attach, but nowaways it is an excellent system for developing awareness, calm mind, and mental and physical harmony through the practice of traditional sword techniques.

As this ordinance is implemented, please consider switching to electric leaf blowers, which are widely available, less polluting, quieter, and well performing Emeryville's Public Works Department's maintenance team has already made the switch to electric leaf-blowers, and we encourage you to do the same!

Pursuant to Emeryville Municipal Code section 524.12, the City Manager has the authority to promulgate rules and regulations regarding the use of City of Emeryville ("City") parks which have been dedicated by the City Council for park use Pursuant to this grant of authority, the following rules and regulations shall be effective immediately and apply to the use of City parks by members of the public:

No unauthorized motorized vehicles shall be allowed or permitted in any City park.

No electrical or other type of generator shall be allowed or permitted in any City park unless a permit has been issued by the City for such use

A permit issued by the City is required for the placement of jumpers or bounce houses in any City park.

No person or group shall use an open grass or turf space that is not designated as a "Sports Field" by the City to conduct or participate in drills, scrimmages, sports related practices, or game like activities. Sports related practices or activities include, but are not limited to, baseball, football, soccer, ultimate frisbee, lacrosse, and golf.

No shoe cleats of any kind are allowed to be used in any City park that is not designated as a "Sports Field".

The City asks that all park users adhere to these rules and regulations, which may be modified or amended by the City at any time, when utilizing City parks. Any violation of these rules and regulations shall constitute a violation of the Emeryville Municipal Code ("EMC") and may be subject to the issuance of an administrative citation as set forth in Chapter 7 of Title 1 of the EMC.

To be eligible to run for office, a candidate must be a resident and registered voter in the City of Emeryville at the time nomination papers are issued. Registered voters in Emeryville must be US citizens, residents of Emeryville, at least 18 years old on the date of the election, not in prison or on parole for a felony conviction, and not found mentally incompetent to vote by a court

The required paperwork to file for office includes nomination papers signed by not less than 20 and not more than 30 registered voters, a statement of economic interests, and a $25 candidate filing fee There are other optional filings Candidates must make an appointment with the City Clerk to be issued their candidate paperwork

The nomination filing period is July 15August 9, 2024 (extended for 5 days if an eligible incumbent does not file).

QUIETZONEPROJECT

After two years of construction, the Quiet Zone Project is complete and effective as of August 5! The name Quiet Zone means that train crews will not regularly blow the horn as a warning of the train’s approach to the crossings There should now be fewer horns disrupting residents’ quality of life! Quiet Zone does not mean you will never hear train horns though; horns may still happen for safety reasons. SPEED LIMITS

On July 2, the City Council approved reduced speed limits on 6 Emeryville streets. Lower speed limits increase safety for all people driving, walking, and biking. The the following street segments will have new posted speeds:

Hollis Street (from 67th Street to Powell St): 25 mph

Horton Street (from 62nd Street to 40th Street): 15 mph

Christie Avenue (from 65th Street to Powell Street): 20 mph

65th Street (from Hollis Street to Vallejo Street): 20 mph

53rd Street (from Horton Street to San Pablo Avenue): 15 mph

Park Avenue (from San Pablo Avenue to Halleck Avenue): 20 mph

The City is able to change speed limits after completing speed surveys, which were completed earlier this year Additionally, under AB 43, the City is able to set lower speed limits in areas with high pedestrian and bicycle traffic, schools, senior centers, parks, and other areas where vulnerable road users are present. Proposed changes in speed limits for street segments were recommended based on new traffic patterns, increased pedestrian and bicycle activity, and other relevant factors considered under the latest AB 43 guidelines. The remaining corridors surveyed will maintain their existing speed limits No corridors were proposed for raising the speed limit.

Keep an eye out for new speed limit signs in the next four months on these 6 streets.

MEASURE BB FUNDING PUBLIC WORKS

Alameda County Measure BB passed in 2014 with 70% of the vote These funds are distributed by Alameda County Transportation Commission and support many of the pedestrian, bicycle, and street facility upgrades happening across Emeryville including: the Quiet Zone project, 2023 street repaving and multimodal restriping improvements, and ongoing upgrades to bicycle and video detection across the city.

Each year, the City of Emeryville receives approximately:

$500,000 in Measure BB funding to improve and maintain our local streets and roads

$50,000 in measure BB funding to construct and upgrade pedestrian and bicycle facilities

$60,000 in measure BB funding or paratransit assistance to aid in the mobility of seniors and persons with impairments

$45,000 in Vehicle Registration Fee funding to reduce congestion and vehicle pollution

In addition to the projects mentioned above, Measure BB funds make Bike to Work/Wherever Day possible in Emeryville, funding activities, tshirts and other supplies Bike to Work Day happens annually in the beginning of May, when cyclists are treated to goodies and fun on their way to work and school In 2024, Bike to Work Day was celebrated on May 16th with a successful turnout of over 1,175 bicyclists counted through four stations and great local sponsors including Arizmendi, ClifBar, Gu Energy, and Peets Coffee.

The Emeryville City Council adopted the Emeryville Minimum Ordinance (EMC 5-37) on July 2, 2015.
