CITY UPDATES
CITY RECOGNIZES VOLUNTEER LEADERSHIP AND DEDICATION
This past Monday, the City hosted a special recognition event honoring the residents who serve on our Boards and Commissions. These individuals play a vital role in guiding policy, shaping programs, and supporting the City’s continued growth and success. The ceremony provided an opportunity to formally acknowledge their commitment, time, and expertise, which are essential to ensuring that Celina remains a well-managed and forward-looking community.
During the program, each individual board and commission was recognized, and members who have completed their terms of service were honored for their valuable contributions. Their efforts exemplify the importance of civic engagement and volunteer leadership in advancing the City’s priorities and maintaining a high quality of life for residents.
As part of the evening’s recognitions, the City presented the Member of the Year Award to Clint Bissett for his exceptional dedication and service on the Economic Development Corporation Board. His leadership and commitment reflect the high standard of service that strengthens both the organization and the community at large.
A special thank you is extended to Ashley Owens, Jeovanna Rubio, and Rishona Raub for their hard work and coordination in planning and executing the event. Their efforts ensured a meaningful and successful evening of recognition for all who serve.
EXPANDING RESIDENT PARTICIPATION IN COMMUNITY SERVICE
The City of Celina, in partnership with Keep Celina Beautiful, will host the Volunteer Fair on Saturday, September 27, from 9:00 AM to 12:00 PM at the Downtown Pavilion on the Square. This free, come-and-go event is open to all residents and will provide the following:
• Direct engagement opportunities with local nonprofit organizations.
• Information on a broad range of volunteer and service opportunities available within Celina.
• On-site sign-up options for residents interested in participating in specific causes.
The Volunteer Fair serves as a central platform to connect residents with nonprofit organizations operating in the community. It is designed to facilitate resident participation in service opportunities that support organizational needs and contribute to local initiatives. This event also supports the City’s broader objectives of strengthening community partnerships and advancing civic engagement.
ALL-WAY STOP INSTALLATION AT S. OKLAHOMA DR AND E. ASH ST
The Texas Department of Transportation (TxDOT) has installed stop signs at the intersection of S. Oklahoma Dr and E. Ash St. Upon completion, the intersection will operate as an all-way stop, both during and after the installation process. Residents and drivers are advised to exercise caution and anticipate potential delays while adjustments to the new traffic pattern are implemented.
The installation of the all-way stop is intended to enhance roadway safety and improve traffic flow at this busy intersection. By requiring all drivers to stop, the new traffic pattern is expected to reduce the risk of vehicle collisions, provide safer crossing opportunities for pedestrians, and improve overall traffic management in the area.
GUARDIAN LOCKBOX PROGRAM PROVIDES SAFETY FOR CELINA SENIORS
The Celina Police Department has implemented the Guardian Lockbox Program to support senior residents who live alone and may face police, fire, or medical emergencies. This initiative allows first responders to quickly and safely access a participant’s home during an emergency, reducing delays in care and preventing property damage from forced entry.
ELIGIBILITY REQUIREMENTS
• Must reside within the City of Celina
• Age 60 or older with a documented medical condition that may cause incapacitation
• Lives alone or is regularly left alone (apartments are not eligible)
PROGRAM OVERVIEW
Participants provide a spare house key to the Celina Police Department, which is secured in a lockbox at the residence. The lockbox is accessed only during emergencies when responders are legally justified to enter. Enrollment is voluntary, confidential, and free of charge.
PURPOSE & IMPACT
The Guardian Lockbox Program enhances emergency response capabilities for some of the community’s most vulnerable residents. Immediate access to a participant’s home allows first responders to deliver timely care, prevents unnecessary property damage, and provides reassurance to seniors and their families. Additionally, the program strengthens community trust in public safety services and reflects the City’s commitment to protecting residents while supporting efficient, effective emergency response.

NEW TEAM MEMBERS JOIN CITY DEPARTMENTS
The City welcomed four new employees this week. Tyler Ormsby joins the team as a Stormwater Maintenance Worker, Sandra Johnson has been appointed as Accountant - Accounts Payable, Catherine Martin assumes the role of Technical Services Supervisor, and Phillip Worrall joins as a Utility Line Maintenance Water Worker. These additions support the City’s ongoing efforts to strengthen departmental operations and enhance services provided to the community.
DOWNTOWN CENTER & PARKING GARAGE PROGRESS UPDATE
Swinerton, the City’s general contractor for the Downtown Center and Parking Garage project, reports continued progress across multiple key areas.
PARKING GARAGE: Construction on the Parking Garage is progressing, with brick installation on the west elevation ongoing. Handrail installation continues, and permanent power has now been established on site.
DOWNTOWN CENTER: Weather-related delays impacted progress this week; however, work continues on formwork and wall pours. Waterproofing at the elevator pits is ongoing, and installation of the sub-soil drainage system is in progress.
N. ARIZONA DR: Moisture conditioning is scheduled to be completed by the end of this week, preparing the area for lime application on Monday.
ANNUAL STREET MAINTENANCE PROGRAM UPDATE
As part of the City of Celina’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the repair and preservation of local roadways. This year’s ASM project includes asphalt roadway repairs in several areas, specifically:

SCHEDULE (Weather Permitting)
• Start Date: September 29, 2025
• Estimated Completion: October 17, 2025
TRAFFIC IMPACT
• Two-way traffic may be temporarily restricted in construction areas.
• The contractor will manage traffic control measures throughout the project.
• Drivers should anticipate slower traffic conditions in the affected areas during this period.
The ASM Program represents a critical investment in the long-term safety, functionality, and reliability of the City’s transportation network. These maintenance efforts are designed to extend the lifespan of existing roadways and ensure continued mobility for residents, businesses, and visitors.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.
It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.
Monday, September 29, through Wednesday, October 1:
• The eastbound right lane of Frontier Pkwy will be closed daily from 9:00 AM to 3:00 PM
Monday, September 29, through Friday, October 3:
• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 4:00 PM
Monday, September 29, through Saturday, October 4:
• The northbound and southbound left lane of Dallas Pkwy from First St. to FM 428 will be closed daily from 6:30 AM to 6:30 PM
• The right turn lane of westbound FM 428 at Dallas Pkwy will be closed daily from 6:30 AM to 6:30 PM
Wednesday, October 1, through Thursday, October 2:
• All lanes of eastbound and westbound First St between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM
Friday, October 3, through Saturday, October 4:
• All lanes of eastbound and westbound First St between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM
