CITY UPDATES

COMMUNITY WASTE DISPOSAL CART DELIVERY AND COLLECTION PROGRESS

The City is preparing for the transition of solid waste services from Waste Connections to Community Waste Disposal (CWD), effective December 1, 2025. In advance of the transition, Waste Connections has begun collecting existing trash and recycling carts, while CWD is delivering new carts for future service. During this exchange, some discrepancies occurred in CWD’s initial pick-up and delivery schedule.

City staff are working closely with CWD to ensure all missed homes receive their new carts promptly and that all old carts are collected. Updated cart exchange schedules have been posted on the CWD Transition webpage for resident reference.

CWD has confirmed the following adjustments:

• Oct. 28: Bluewood carts were collected instead of Light Farms East.

• Oct. 29: Light Farms West was serviced instead of Cambridge Crossing, Greenway, and Glen Crossing

Residents with missed service are asked to place old carts out on their next scheduled collection day or contact CWD Customer Service (972-392-9300, option 2) for assistance. The City continues to coordinate closely with CWD to minimize disruption and ensure a smooth transition.

SERVICE DAY CHANGES FOR SELECT NEIGHBORHOODS

As part of the City’s transition from Waste Connections to Community Waste Disposal (CWD), effective December 1, 2025, it was identified that several neighborhoods had been serviced by Waste Connections on incorrect

collection days. To ensure continuity during the transition, residents will continue on their current service days until December 1, 2025, after which collection will shift to the corrected schedule.

The following changes will take effect:

• Amavi, Celina Hills, Wilson Creek Meadows, and Wilson Creek Meadows – West: Moving from Tuesday to Friday

• North Sky and Parkside: Moving from Thursday to Wednesday

• Parks at Wilson Creek: Moving from Friday to Tuesday

The City is coordinating closely with CWD to align all routes accurately and minimize disruption. Residents have been notified directly and provided contact information for Utility Customer Services for any questions or concerns. The City appreciates residents’ patience and cooperation as these adjustments are implemented to improve service efficiency.

DAYLIGHT SAVING TIME ENDS ON SUNDAY, NOVEMBER 2

Daylight Saving Time will officially end on Sunday, November 2. As residents prepare to adjust their clocks, the Celina Fire Department encourages everyone to take this opportunity to also enhance home safety. In alignment with the national safety campaign, the Fire Department reminds residents to “Change your clocks and check your batteries!” Replacing the batteries in all smoke detectors and testing each unit ensures that these critical devices remain in proper working condition. The Fire Department also encourages residents to test smoke alarms monthly to help safeguard their homes and families throughout the year.

CELINA ISD CELEBRATES NEW CAMPUS NAMING ON SUNDAY, NOVEMBER 2

The Celina Independent School District has extended an invitation to City leadership to attend the Margie Moore Vasquez Dedication Ceremony on Sunday, November 2, at 2:00 PM. The event will be held at Vasquez Elementary School, located at 1105 Big Bend Lane, Celina, Texas 75009. Following the ceremony, guests are invited to enjoy refreshments and guided campus tours. This special event will celebrate the dedication of the campus in honor of Margie Moore Vasquez and her lasting contributions to the Celina community and its educational excellence.

CELINA EARNS SCENIC CITY PLATINUM CERTIFICATION

The City has once again earned the Scenic City Platinum Certification, marking the second time the City has achieved this prestigious recognition. The Scenic City Certification Program honors Texas municipalities that adopt and uphold high-quality scenic standards in the design and maintenance of public spaces. Developed to promote cohesive land planning and sustainable community development, the program advances environmental conservation, ecosystem management, and environmental education through comprehensive evaluation of

municipal ordinances. Cities are assessed on criteria such as lighting, landscaping, signage, and overall visual environment. Platinum Certification - the program’s highest designation - represents a significant civic accomplishment and underscores Celina’s ongoing commitment to fostering a community defined by its exceptional quality of life, economic vitality, and lasting scenic character.

This year, approximately 47 cities across the DFW region were recognized by the program, with only 18 achieving Platinum Certification. The City of Celina is proud to be among this distinguished group and extends sincere appreciation to the City Council and community members for their continued support in upholding Celina’s vision for a beautiful and sustainable community.

PLANNING DIVISION RECEIVES APA TEXAS GOLD AWARD

Congratulations to the Planning Division for earning a Gold Award from the American Planning Association –Texas Chapter in recognition of the successful implementation of the Downtown Master Plan. This transformative plan serves as a strategic framework for guiding thoughtful growth and revitalization in Celina’s Downtown area.

The Downtown Master Plan focuses on unlocking the development potential envisioned by the community, protecting existing Downtown residents, and promoting historically inspired, context-sensitive architecture and site design that honors Celina’s unique character. This prestigious recognition represents a significant professional achievement and stands as a testament to the talent, vision, and dedication of the City’s Planning Division. Their commitment to excellence continues to shape a vibrant, sustainable, and connected future for Downtown Celina.

CITY TO HOST LIFE CONNECTED. SERVICE DAY ON SATURDAY, NOVEMBER 8

The City will host its Life Connected. Service Day on Saturday, November 8, from 8:00 AM to 1:00 PM. This community-wide initiative is dedicated to supporting residents in need through volunteer service and acts of kindness. On this special day, community volunteers come together to assist Celina residents with home maintenance and repairs, including painting, yard work, and small household improvements. Beyond the physical work, this event embodies the City’s spirit of connection - neighbors helping neighbors to strengthen the bonds that make Celina a truly special place to live.

The mission of Life Connected. Service Day is to cultivate a thriving, connected community where every resident feels supported, valued, and proud to call Celina home. Through this meaningful initiative, residents have the opportunity to make a lasting impact and help “Keep Celina Beautiful,” reflecting the City’s ongoing commitment to service, unity, and community pride.

CITY WELCOMES NEW DEVELOPMENT COORDINATOR

The City is pleased to announce the hiring of Austin McCawley as its new Development Coordinator. In this role, McCawley will contribute to the City’s continued growth and success by supporting key initiatives and fostering collaboration across departments to advance Celina’s long-term vision and community goals.

CONCRETE PANEL REPLACEMENTS SCHEDULED FOR NOVEMBER

As part of the City of Celina’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the repair, rehabilitation, and preservation of local roadways to ensure long-term safety and functionality. This year’s ASM project includes concrete panel replacements in key areas to enhance roadway durability and driving conditions.

TRAFFIC IMPACT

• Traffic will alternate through the construction areas as work progresses.

• The contractor will actively manage traffic control throughout the duration of the project.

• Access to residences will be maintained at all times.

The City appreciates residents’ patience and cooperation as these important improvements are completed. The Annual Street Maintenance Program represents a continued investment in public safety, infrastructure longevity, and the overall quality of life for the Celina community. Together, we are keeping Celina moving forward.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of top-

soil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.

Monday, November 3, through Saturday, November 8:

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.

Monday, November 3, through Thursday, November 6:

• All lanes of eastbound and westbound Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.

Wednesday, November 5, through Friday, November 7:

• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 4:00 PM.
