CITY UPDATES
CITY CELEBRATES RESIDENT VETERANS WITH DOWNTOWN DISPLAY
The City has created a special display of Veterans Day Banners to honor the resident heroes who have proudly served in our nation’s armed forces. These banners are prominently featured throughout the Downtown area, transforming the Square into a tribute to those who have dedicated their lives to protecting our freedom.
We invite everyone to take a few moments to stroll through Downtown and view the banners, each representing a local veteran whose service and sacrifice have helped shape our community. This initiative provides a meaningful way to honor these individuals as we approach Veterans Day. The Veterans Day Banners will remain displayed through the week of Thanksgiving, after which they will be replaced with the festive décor for the Christmas on the Square celebration. This thoughtful transition reflects our community’s continued spirit of appreciation and togetherness throughout the holiday season.
DOWNTOWN SQUARE HOSTS FINAL MARKET AND LIVE MUSIC EVENT
The City will host its final Friday Night Market of the 2025 calendar year on Friday, November 7, from 6:00 to 9:00 PM on the Downtown Square. The Friday Night Market has become one of the City’s most popular community events, offering residents and visitors the opportunity to enjoy local shopping, dining, and live entertainment while supporting small businesses and artisans from across the region. We are pleased to announce that the evening will feature a special musical performance by Justin Till, closing out the season with an energetic and engaging show for all attendees.
This year has marked one of the most successful Friday Night Market seasons to date, with an increase in vendor participation and record numbers of residents and visitors gathering in Downtown Celina to experience the community’s vibrant atmosphere. The City looks forward to building on this momentum in the upcoming year.
FIVE COMMUNITY PROJECTS PLANNED FOR SERVICE DAY INITIATIVE
The City will host its Life Connected. Service Day on Saturday, November 8, from 8:00 AM to 1:00 PM. This community-wide initiative is dedicated to supporting residents in need through volunteer service and acts of kindness. This year, five individual projects have been identified, serving senior citizens and families in need through referrals from several of the City’s nonprofit partners. These projects will focus primarily on landscaping and basic exterior maintenance to help improve the safety, appearance, and comfort of participating homes.
The Celina Youth Council will also take part in this year’s Service Day, contributing their time and energy to a dedicated project in the Downtown area. Beyond the physical improvements, Life Connected. Service Day represents the heart of Celina’s community values — neighbors coming together to lend a hand, build relationships, and strengthen the bonds that make Celina a truly special place to live.

COMMUNITY INVITED TO PARTICIPATE IN VETERANS DAY RUCK MARCH
The Celina Police Department will host the 3rd Annual Veterans Day Ruck March on Tuesday, November 11, at 8:30 AM at Old Celina Park. This free, community-wide event invites residents, Veterans, and supporters to walk together in honor of the men and women who have proudly served our nation. Each step taken represents gratitude and solidarity - reminding our Veterans that Celina stands with them, always.
The Ruck March continues to grow as a meaningful City tradition that reflects Celina’s deep respect and appreciation for its military community. Participants are encouraged to bring a rucksack or backpack as a symbolic gesture of the load our service members carry in defense of our freedoms.

FINAL PHASE OF SUNSET BLVD PROJECT SET TO BEGIN ON NOVEMBER 10
As part of the ongoing roadway improvements on Sunset Blvd, the intersection at Preston Rd will be temporarily closed to complete the final phase of construction. This closure marks the last portion of roadway work associated with the current project.
During this period, traffic will not be permitted to access Sunset Blvd from Preston Rd. A detour route will be in place, directing motorists to Glendenning Pkwy, then to KC Robinson Ln, and onto Sunset Blvd. An additional detour option will guide drivers from FM 455 to Coit Rd, then back to Sunset Blvd.
Access to Brookshire’s and other nearby businesses will remain available from Preston Rd. The two easternmost driveways on Sunset Blvd entering Brookshire’s will stay open, while the westernmost driveway nearest Preston Rd will be temporarily closed.

CITY CONTINUES INFRASTRUCTURE INVESTMENTS THROUGH ASM PROGRAM
As part of the City’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program continues to address the repair and preservation of local roadways. This year’s ASM project includes concrete panel replacements in multiple areas to enhance roadway safety, functionality, and longevity.

Additionally, beginning Wednesday, November 5, 2025, County Road 58 will be closed in all directions from County Road 60 to Celina Parkway to allow for construction of the Rasor Interceptor (sewer line). This closure is expected to remain in effect for approximately one week, with the roadway anticipated to reopen on Wednesday, November 12, 2025.
We appreciate residents’ patience and cooperation as the City continues to invest in the improvement and preservation of Celina’s roadway network. These efforts represent an essential investment in the safety, reliability, and long-term performance of our community’s infrastructure.
DOWNTOWN CENTER CONSTRUCTION CONTINUES TO PROGRESS
Swinerton, the City’s general contractor for the Downtown Center project, has provided an update on current construction progress. This week, crews have been actively installing underground plumbing in preparation for Slab-on-Grade (SOG) Pour 2, while also completing fine grading, vapor barrier installation, and rebar placement for SOG Pour 1. The project remains on schedule, with SOG Pour 1 anticipated for next week, marking another
important step forward in the development of this key community facility.
NEW EMPLOYEES JOIN CITY STAFF TO SUPPORT OPERATIONS
The City is pleased to announce several updates within its organization that reflect continued investment in staff development and operational excellence.The City welcomes two new employees in Adam Bilodeau and Robert Carter who bring valuable experience and skills that will further enhance the organization’s overall expertise and capacity. These additions will strengthen the City’s ability to deliver high-quality services and support the continued growth.
In addition, the City is proud to recognize one employee promotion (Drew Jenks) and two job title changes (Sean Cary and Trey Gutierrez) as part of the City’s Progression Plan, which is designed to support career development, recognize outstanding performance, and align roles with evolving organizational needs. These updates underscore the City’s commitment to cultivating talent and maintaining a high-performing team dedicated to serving the community effectively.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.

General Fund revenues total $66,802,709 through September 30, 2025. This represents an increase of 8.4% from revenue earned in the preceding year. Revenue increases are due to growth in population and steady development activities.

Scope had to be cut from the project. The project went form a 29' B-B curbed, concrete road to full depth reclamation and resurfacing of the existing asphalt road.

Description:
Wilson Creek Park is a 100-acre park located at the northwest corner of Sunset Blvd and Roseland Pkwy within the Parks of Wilson Creek subdivision. This park is currently undeveloped and will be constructed in multiple phases. Phase I of the project consists of the design and construction of approximately 30 acres of Wilson Creek Park to include two multi-use sports fields complexes, a pond, irrigation, and the first two lanes of the Wilson Creek Park driveway. This phase of the project also includes floodway reclamation and coordination with U.S. Army Corps of Engineers. This project development will follow the approved Wilson Creek Park Master Plan.
