CITY UPDATES

CELEBRATE TEXAS BBQ AND COUNTRY MUSIC IN OLD CELINA PARK

The City is excited to welcome the return of the Troubadour Festival to Old Celina Park on Saturday, November 15, for a full day celebrating Texas BBQ and country music. This premier event will feature 11 hours of live performances and 30 of the best BBQ joints from across the state—showcasing the very best of Texas culture, flavor, and sound.

EVENT SCHEDULE

12:00 PM – Gates open for VIP Ticket Holders

1:00 PM – Gates open for Tier 2 BBQ Ticket Holders

3:30 PM – Gates open for General Admission

The festival will feature performances by Clay Walker, Braxton Keith, Randall King, Cody Canada, and additional artists, delivering an exceptional lineup of country music throughout the day. From award-winning BBQ to outstanding live music, Troubadour Festival offers an unforgettable experience for attendees of all ages. The City looks forward to another successful year of celebrating community, culture, and Texas pride at this signature Celina event.

CITY TO HOST FIRE STATION #4 GROUNDBREAKING CEREMONY

The City proudly invites community partners, stakeholders, and guests to attend the Groundbreaking Ceremony for Fire Station #4 on Wednesday, November 19, at 10:00 AM. The new facility will be located on the southwest corner of Punk Carter Parkway and S. Coit Road, sharing a campus with the Celina Police Headquarters at 3025 S. Coit Road.

This milestone represents a significant investment in public safety and community resilience. Upon completion, Fire Station #4 will enhance the City’s emergency response capabilities, support Celina’s continued growth, and

further ensure the protection and well-being of all residents. The City looks forward to celebrating this important addition to our public safety infrastructure and recognizing the continued progress that makes Celina a safe, strong, and thriving community.

WINTER AVERAGING FOR SEWER BILLS BEGINS TUESDAY, NOVEMBER 18

The City will implement Winter Averaging for wastewater billing from November 18, 2025, through March 18, 2026. This process calculates each resident’s average sewer use during the winter months - when outdoor water use is minimal - and applies that average to bills due on May 10, 2026, and for the following year.

WHAT IS WINTER AVERAGING?

Winter Averaging helps stabilize sewer bills by basing charges on average winter water use, providing a more accurate reflection of the water that actually enters the sewer system.

BENEFITS INCLUDE:

• Stable Bills: Predictable sewer charges year-round.

• Fair Rates: Reflects true wastewater usage.

• Resident Control: Lower winter usage can reduce future sewer costs.

• Seasonal Exclusion: Summer irrigation and outdoor use won’t affect rates.

RESIDENT TIPS

• Monitor winter water use and repair leaks promptly to avoid raising your average.

CELINA CELEBRATES OUTSTANDING VOLUNTEER ACHIEVEMENT

The City is proud to announce that David and Vicki Hogue were recognized as Volunteers of the Year by the Texas Festivals & Events Association (TFEA) at its annual conference in Austin this past week. David and Vicki have been instrumental to the success of volunteer operations at City events and throughout the broader community. In 2024 alone, they contributed over 430 hours of volunteer service, exemplifying their dedication, generosity, and passion for giving back. Their

commitment reflects a deep love for serving others and a strong desire to strengthen the community through their time and effort.

In addition to honoring these outstanding volunteers, the City celebrated another significant achievement. For the third consecutive year, Celina earned the Gold Medal for the Best Volunteer Program in the State of Texas, as awarded by TFEA at the conference. This recognition underscores the City’s ongoing commitment to fostering a robust volunteer program that engages, empowers, and honors those who contribute to the community’s success. David and Vicki’s dedication, along with the City’s exemplary volunteer initiatives, highlight Celina’s enduring culture of community service, civic engagement, and collective impact.

OUTER LOOP AND CUSTER ROAD NOW OPERATING AS ALL-WAY STOP

The City would like to inform the community that the intersection of Outer Loop and FM 2478 (Custer Road) is now operating as an all-way stop. Motorists are advised to use caution and be prepared to stop in all directions when approaching this intersection. The fourth leg of the intersection was officially opened on Monday, November 10. Message boards, flags, and advance warning signs have been installed to alert drivers to the new traffic control configuration. The City will continue to monitor traffic conditions in coordination with project partners to help ensure safety and smooth traffic flow in this area.

THE OUSLEY FAMILY LEGACY FEATURED ON LIFE CONNECTED. PODCAST

The City highlights the latest episode of the new Life Connected. Podcast, featuring the Ousley Family, who have maintained a presence on the same land in Celina for six generations. Their story reflects vision, stewardship, and a strong commitment to the community. In this episode, Dr. Jon Sergei Ousley and his sons, Jack and Jace, discuss their upbringing in Celina, the values passed down through generations, and the responsibility of carrying forward a family legacy. They share experiences of daily life on the family property and their efforts to preserve community traditions, providing insight into how one family can contribute meaningfully to the City’s history and growth.

This episode emphasizes the connection between heritage, family, and community, offering listeners a clear example of the impact of long-standing commitment and dedication to Celina. DOWNTOWN CENTER CONSTRUCTION PROGRESS UPDATE

The City is pleased to provide the latest update on the Downtown Center project, led by general contractor Swinerton. This week, construction crews have been actively installing underground plumbing in preparation for

Slab-on-Grade (SOG) Pour 2. In addition, they have completed fine grading, installed the vapor barrier, and placed rebar in preparation for SOG Pour 1.

The project remains on schedule, with SOG Pour 1 anticipated to take place next week. This milestone represents another important step in the development of the Downtown Center, which will serve as a central hub for civic activities and community engagement. The City will continue to provide updates as construction progresses and appreciates the community’s support as this important facility takes shape.

ANNEX BUILDING SIGN INSTALLATION UPDATE

The City is pleased to provide an update on the Annex Building sign. Quality Excavation, the prime contractor, is working in coordination with Sign Manufacturing, the sign fabrication subcontractor, to complete the installation. The foundation is prepared and ready for placement, pending the arrival of the sign sheeting. The metal portion of the sign is scheduled to be mounted by the end of next week. Once the sign is mounted, the foundation will be set, followed by the installation of the brickwork. The project is on track for completion around Thanksgiving.

ANNUAL STREET MAINTENANCE PROJECT BEGINS ON COUNTY ROAD 101

As part of the City of Celina’s commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program continues to address the ongoing repair and preservation of local roadways. This year’s program includes asphalt spot repairs in several areas of the City, including County Road 101 (FM 455 to CR 130).

SCHEDULE (Weather Permitting)

• Start Date: November 13, 2025

• Estimated End Date: December 11, 2025

TRAFFIC IMPACT

Traffic will follow a one-way pattern, entering at FM 455 and proceeding north toward CR 130. Southbound traffic will be directed along the detour route on CR 130. The contractor will manage traffic control throughout the duration of the project, and access to residences will be maintained at all times.

The City appreciates residents’ patience and cooperation as these improvements are made. The Annual Street Maintenance Program represents a significant investment in the safety, functionality, and longevity of Celina’s roadway network, ensuring continued mobility and quality of life for the community.

MARKETING DEPARTMENT RECEIVES 12 BEST IN TEXAS AWARDS IN AUSTIN

The City proudly congratulates the Marketing Department for receiving more than two dozen awards at the Texas Festivals & Events Association (TFEA) annual conference held this past week in Austin. The team’s outstanding work was recognized with an impressive 12 Best in Texas awards, among numerous additional honors celebrating excellence in event management, marketing, and community engagement. These achievements highlight the team’s significant impact on the City’s successenhancing visibility, strengthening community connections, and elevating the overall quality of Celina’s signature events. RECOGNIZING OUTSTANDING ACHIEVEMENTS BY CITY TEAM MEMBERS

The City of Celina is proud to recognize the recent accomplishments of several team members:

• Catherine Oduro has successfully earned her Project Management Professional (PMP) certification from the Project Management Institute, demonstrating her expertise and commitment to excellence in project

management.

• Ben Sutton was elected as the new Treasurer for the Public Purchasing Association of North Central Texas, reflecting his leadership and professional engagement within the procurement community.

• Ryan Quigley was awarded a scholarship to attend the NIGP Leadership Edge program, a multi-month commitment designed to enhance leadership skills and professional development in public procurement. These achievements highlight the dedication, skill, and leadership of City staff and their ongoing commitment to professional growth and service to the community.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.

Thursday, November 13 through Saturday, November 15:

• All lanes of eastbound and westbound Prosper Trl between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM (rescheduled from last week’s dates).

Monday, November 17 through Saturday, November 22:

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM

Wednesday, November 19 through Saturday, November 22:

• All lanes of eastbound and westbound Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
