REMOVAL AND RENOVATION OF OLD BOBCAT STADIUM PRESS BOX
Beginning next week, Crossland Construction will commence the removal of the Press Box at Old Bobcat Stadium. The structure will be carefully relocated to the City’s Public Works facility, where it will undergo renovation to ensure its long-term structural integrity. Upon completion, the Press Box will be reinstalled as part of the ongoing improvements at Ousley Park. The Press Box is an important piece of Celina’s history, and its preservation reflects the City’s commitment to honoring our past while investing in the future. Once restored, it will serve as a meaningful feature within Ousley Park, which continues to be transformed into a vibrant, multi-use community space for residents and visitors alike.
INFRASTRUCTURE IMPROVEMENTS IN PRESTON HILLS NEIGHBORHOOD
As part of the City of Celina’s continued commitment to maintaining safe, reliable, and high-quality infrastructure, staff will be conducting necessary repairs to a culvert on Pheasant Run St in the Preston Hills neighborhood. This project is designed to strengthen the community’s drainage system, prevent roadway deterioration, and ensure long-term safety for residents and motorists.

• Estimated Completion: November 25, 2025 (weather permitting)
TRAFFIC IMPACT
To complete the work safely and efficiently, the section of roadway between 3725 Pheasant Run St and 3793 Pheasant Run St will be closed during construction. The contractor will provide and oversee traffic control measures, and all motorists will be required to follow posted detour routes.
While we recognize that construction activity may create temporary inconveniences, these repairs are a critical investment in preserving roadway stability, enhancing drainage, and minimizing the risk of future disruptions. The City greatly appreciates the community’s patience and cooperation as we continue to invest in infrastructure improvements that keep Celina moving forward.
FOUNDERS PARK BASKETBALL COURT RESURFACING PROJECT
Beginning Thursday, September 18, the City is partnering with Master Systems Courts to resurface the basketball court at Founders Park. To complete this project safely and effectively, the court will be closed for approximately 7 - 10 days once work begins.
The resurfacing of the basketball court reflects the City’s ongoing investment in high-quality recreational spaces. Once completed, the improved facility will provide a safer and more durable playing surface for residents of all ages, enhance recreational opportunities that promote fitness and wellness, extend the lifespan of a heavily used community amenity, and support neighborhood pride by maintaining attractive, well-kept facilities.
The City recognizes that temporary closures may cause short-term inconvenience; however, these improvements are essential to ensuring safe, sustainable, and enjoyable recreational spaces for the community. By reinvesting in our parks and amenities, the City continues to create spaces that bring residents together, encourage healthy lifestyles, and strengthen community connections.
VETERANS DAY LIGHT POLE BANNER TRIBUTE
In honor of Veterans Day, the City will proudly display light pole banners on Downtown Celina’s Square to recognize and celebrate the service and sacrifice of our resident veterans. This initiative provides the community with an opportunity to publicly honor those who have served our country. The City invites Celina residents who are veterans - or have a loved one who is a veteran - to submit a photo for consideration in this special display. Submissions should include the veteran’s name, a photo, branch of service, unit, and last rank held, if available.

TEMPORARY PARKING IMPACTS DURING DOWNTOWN CONSTRUCTION
Swinerton, the general contractor for the Downtown Center and Parking Garage project, will begin pouring concrete on N. Arizona Dr. To ensure efficiency and quality, all concrete will be poured in a single operation. During this period, businesses located at 501 W. Walnut St will temporarily lose three parking spaces.
To support these businesses and their customers, the City has designated three temporary parking spaces on N. Colorado St for public use while the concrete work is underway. The City appreciates the community’s patience and understanding as we continue to enhance and improve the Downtown area, ensuring long-term benefits for businesses, residents, and visitors alike.
SUNSET BLVD CIP – TEMPORARY LANE CLOSURE AND TRAFFIC CONTROL
Beginning Monday, September 22, E. Sunset Blvd will be reduced to one lane from KC Robinson Ln to Preston Rd to accommodate roadway improvements as part of the Sunset Blvd Capital Improvement Project. A temporary traffic signal will be in place to allow vehicles to safely travel east and west, alternating on one side of the roadway depending on which section is under construction.
As part of this project, KC Robinson Ln from E. Sunset Blvd to Old Glendenning Rd will be closed to through traffic, with access limited to local traffic only. There will be no access to or from Sunset Blvd during construction. All traffic accessing KC Robinson Ln should do so via Old Glendenning Rd. The improvements are scheduled to take approximately two months, weather permitting.
The City recognizes that these closures may cause temporary inconvenience and appreciates the community’s patience and cooperation. These improvements are a vital component of the Sunset Blvd CIP and will contribute to long-term roadway safety, functionality, and capacity.
INTRODUCTION OF NEW TEAM MEMBERS ACROSS CITY DEPARTMENTS
The City of Celina is pleased to announce the addition of three new staff members to our organization. We are excited to welcome Kayleb Holland (Traffic Signs & Markings Maintenance Worker), Jacqueline Schwier (Library Outreach Technician), and Stephanie Welch (Executive Assistant II – Fire Department). Each of these individuals brings valuable skills and experience that will further support the City’s continued growth and reinforce our commitment to delivering high-quality services to the community.
TRAFFIC IMPACTS DURING STREET MAINTENANCE PROJECT
As part of the City of Celina’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program provides for the repair and preservation of local roadways to ensure long-term safety, functionality, and durability. This year’s ASM project includes both concrete panel repairs and asphalt roadway repairs in targeted areas of the community.

During construction, two-way traffic may be limited within the work zones, and partial closures should be anticipated. The contractor will actively manage traffic control measures to maintain safety and minimize disruptions throughout the duration of the project.
DOWNTOWN CENTER & PARKING GARAGE CONSTRUCTION UPDATE
Swinerton, the City’s general contractor for the Downtown Center and Parking Garage project, has reported continued progress across several key areas.
PARKING GARAGE: Brick installation on the west elevation continues, and handrails are currently being installed. Permanent power will be energized beginning Monday, September 22, and elevator installation is actively progressing.
DOWNTOWN CENTER: Formwork and wall pours are continuing on Sequences 4, 7, and 8. Ramp repairs are in progress and are scheduled to be completed by Friday, September 19. Waterproofing at the elevator pits is ongoing, and installation of the sub-soil drainage system is continuing as planned.
N. ARIZONA DR: Demolition work is advancing on the south side of Arizona Dr. Construction of the N. Colorado St approach is underway and is scheduled for completion on Monday, September 22.
TXDOT AND DENTON COUNTY HOST ENVIRONMENTAL IMPACT MEETINGS
Denton County, in partnership with the Texas Department of Transportation (TxDOT), is preparing an Environmental Impact Statement (EIS) for the proposed construction of a six-lane freeway. This new roadway is planned to follow a primarily new alignment, connecting Interstate 35 in Denton County with the Dallas North Tollway in Collin County.
As part of the planning process, Denton County will host a series of in-person and virtual public meetings to share project updates and gather community feedback. These meetings will provide detailed design schematics for the build alternatives under consideration, preliminary findings from the environmental impact analysis, and opportunities for residents to provide comments and input.
MEETING FORMAT
The in-person meetings will follow an open house format, allowing attendees to arrive at their convenience. County and TxDOT staff will be present to answer questions and receive feedback. A pre-recorded presentation will be shown at both in-person meetings and will also be available through the Virtual Public Meeting website.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.
It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

• The right lane of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 3:00 PM.
Monday, September 22, through Saturday, September 27:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
• The right turn lane of westbound FM 428 at Dallas Pkwy will be closed daily from 6:30 AM to 6:30 PM.
• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 4:00 PM.
