CLEAN SWEEP RETURNS: CITY-WIDE CLEAN-UP EVENT JULY 26

The City is pleased to announce the second Clean Sweep event of the year, scheduled for Saturday, July 26, from 8:00 AM to 12:00 PM at the Public Works Administrative Building, located at 10165 County Road 106, Celina, TX 75009.

This city-wide clean-up initiative provides a convenient and environmentally responsible way for residents to dispose of unwanted household items and waste. Open exclusively to Celina residents, the event supports our community’s ongoing efforts to maintain a clean and safe city environment. As a requirement for participation, residents are asked to bring a current City of Celina water bill to verify residency upon entry.

To ensure a smooth and efficient process, clear signage will guide participants through the facility. A designated checkpoint will verify residency, after which attendees will be directed to the appropriate drop-off zones based on the materials being disposed of. For the safety of all participants and City personnel, residents must remain in their vehicles at all times. City staff will be present at each station to assist with unloading items. We kindly ask that all materials be placed in easily accessible areas within your vehicle to help expedite the unloading process.

Residents with questions or those seeking additional information are encouraged to contact the Public Works Department at (972) 382-9886. We appreciate our community’s continued involvement and commitment to keeping Celina clean and beautiful. We look forward to another successful event.

2025 STREET MAINTENANCE PROJECT UNDERWAY

As part of the City’s continued commitment to delivering safe, high-quality infrastructure, the Annual Street Main-

tenance (ASM) Program remains a cornerstone of our proactive approach to roadway preservation. The 2025 ASM initiative focuses on concrete panel replacements and essential curb and sidewalk improvements throughout the community - efforts aimed at enhancing both drivability and pedestrian accessibility.

CONCRETE PANEL REPAIRS & SIDEWALK IMPROVEMENTS

The following locations have been scheduled for improvements as part of this year’s program:

• 617 Winn (Alley) – Concrete panel replacement

• 313 S. Alabama Street – Concrete panel replacement

• 509 S. Alabama Street – Concrete panel replacement

• 451 Tolleson Drive – Concrete panel replacement

• Downtown Area – Various curb and sidewalk repairs

PROJECT SCHEDULE (Weather Permitting)

• Start Date: July 23, 2025

• Estimated Completion: August 29, 2025

TRAFFIC IMPACT

To ensure public safety and project efficiency, temporary traffic modifications will be implemented in construction zones:

• Two-way traffic may be restricted during active construction

• On-site traffic control will be provided by the contractor

• Partial lane closures are expected in affected areas

PERMITTING SOFTWARE IMPLEMENTATION UNDERWAY

In February, the City issued a Request for Proposals (RFP) for new permitting software to enhance efficiency and improve customer service. Following a thorough evaluation of three submissions, staff selected My Government Online (MGO) as the preferred vendor. MGO provides a comprehensive, all-in-one solution that includes a public-facing customer portal, digital plan review capabilities, work order and project management tools, and contractor licensing features.

City Council approved the contract with MGO, and the project officially launched in June. The implementation is currently in the information-gathering phase, during which staff have completed approximately 80% of the required data and workflow collection tasks. The next steps will involve structuring and configuring the system based on this foundational information. Full implementation of the software is anticipated in early 2026. A progress chart is included below for reference.

SWINERTON TO HOST COFFEE WITH THE CONTRACTORS

Swinerton will host its next Coffee with the Contractors on Wednesday, July 30, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center and Parking Garage projects, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members. Attendees will receive important updates on the progress, timeline, and next steps for these key developments in the heart of Downtown Celina.

DOWNTOWN CENTER AND PARKING GARAGE CONSTRUCTION UPDATE

Significant progress continues on the Downtown Center and Parking Garage project, with several key construction milestones currently underway. At the Parking Garage, installation of the brick façade has begun and will remain ongoing over the next several weeks. In addition, crews are actively performing waterproofing work and structural steel installation, further advancing the building’s exterior and overall integrity.

At the Downtown Center, pier installation is scheduled to be completed by next week. Following this phase, excavation and rebar installation for the structural concrete grade beams will commence. This next stage of construction is expected to continue for approximately two to three weeks as the foundation work progresses. Staff will continue to monitor and report on progress as the project advances toward key completion goals.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.

It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

Monday, July 28, through Saturday, August 2, from 6:30 AM to 6:30 PM

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily.

Thursday, August 7, through Saturday, August 9, from 8:00 PM to 6:00 AM

• All eastbound and westbound lanes of First St between Dallas Pkwy will be closed nightly.
