CELINA POLICE DEPARTMENT ENHANCES PUBLIC SAFETY MEASURES
The Celina Police Department continues to implement proactive initiatives that enhance public safety and community trust. As part of these efforts, the department has established a Safe Exchange Zone to provide residents with a secure, monitored location for in-person exchanges.
Located in the front parking lot of Celina Police Headquarters at 3025 S. Coit Road, the Safe Exchange Zone is clearly marked and monitored 24 hours a day via video surveillance. This designated area is intended to serve individuals conducting personal transactions arranged through online platforms, such as buying, selling, or trading items, as well as those coordinating child custody exchanges.
By offering a highly visible, well-lit, and police-adjacent space, the Safe Exchange Zone significantly reduces the potential for criminal activity and provides residents with greater peace of mind during interactions with unfamiliar individuals.
Use of the zone is simple and accessible. Community members are encouraged to recommend the Celina Police Department as a meeting point when scheduling exchanges. Upon arrival, they can easily locate the designated area and carry out their transactions in a safer, public setting.
As Celina continues to experience rapid growth, the Police Department remains committed to supporting quality of life and public safety through forward-thinking programs like the Safe Exchange Zone, ensuring even everyday activities are conducted with confidence and security.

DEVELOPERS ROUNDTABLE FOSTERS COLLABORATION AND INSIGHT
On July 31, the City of Celina hosted the second Developers Roundtable of 2025, bringing together key stakeholders from the development community for a collaborative and forward-focused discussion. Development Services Director Dusty McAfee provided an informative overview of current development activity, setting the stage for a robust and engaging Q&A session.
Approximately 30 members of the development community participated in this quarter’s roundtable, offering valuable perspectives and feedback. These quarterly gatherings continue to serve as a vital forum for open dialogue between City staff and industry professionals, offering insight into emerging trends and reinforcing our shared commitment to responsible, strategic growth. The Roundtable series plays a critical role in cultivating long-term partnerships that help guide and shape the future of Celina.
PUBLIC WORKS DEPARTMENT WELCOMES NEW TEAM MEMBERS
The City of Celina is pleased to announce the addition of two new professionals to the Public Works Department, further strengthening our commitment to high-quality service delivery in essential infrastructure operations. Austin Jackson has joined the team as a ULM Water Worker – Water Distribution. In this role, Jackson will support the maintenance and operation of the City’s water distribution systems, ensuring continued reliability and safety for all residents. Ken Vudang joins as a Wastewater Treatment Operator, bringing valuable experience to the City’s wastewater operations. These additions reflect the City’s ongoing efforts to expand operational capacity and maintain service excellence as Celina continues to grow.
DOWNTOWN CENTER & PARKING GARAGE CONSTRUCTION UPDATE
Swinerton, the City’s general contractor, continues to make steady progress on several critical components of the Downtown Center and Parking Garage project:
PARKING GARAGE: Crews are actively installing structural steel and the brick façade. Work is also underway on the fire suppression system, along with key plumbing and electrical connections throughout the structure.
DOWNTOWN CENTER: Excavation is in progress to prepare for grade beams and elevator pits. In addition, column cages are currently being constructed to support the future structure.
N. ARIZONA ST: Electrical conduit installation is ongoing, with preparations being made for moisture conditioning to support subsequent phases of development.

Swinerton remains on track with the construction schedule, and coordination continues to ensure timely delivery of all infrastructure elements.
APPLICATIONS OPEN FOR CITIZENS POLICE ACADEMY CLASS #8
The Celina Police Department is now accepting applications for Citizens Police Academy Class #8, a no-cost, in-depth program designed to provide residents with an inside look at the structure, operations, and responsibilities of local law enforcement. This initiative reflects the department’s ongoing commitment to transparency, education, and community engagement.
Class #8 will be held on Thursday evenings from September 11 through November 20, 2025, from 6:30 PM to 9:30 PM, with three additional Saturday sessions scheduled for November 1, 8, and 15 from 8:00 AM to 12:00 PM. All sessions will take place at Celina Police Headquarters, located at 3025 S. Coit Road.
Participants will engage directly with Celina officers in a range of interactive experiences designed to offer firsthand insight into the day-to-day functions of the department. Topics include patrol procedures, investigations, traffic enforcement, training practices, and more. The program not only enhances public understanding of police work, but also strengthens relationships between the department and the community it serves.
Eligibility is open to individuals age 18 or older who live in Celina, reside within the City’s ETJ (5,000 feet of city limits), or are employed within the city. The academy is an excellent opportunity for residents to become more informed, engaged, and connected stakeholders in public safety.
Applications must be submitted by Thursday, August 14, 2025, at 5:00 PM. The Police Department encourages interested residents to apply early and take advantage of this meaningful and impactful experience.

COLLIN COUNTY HOSTS SECOND PUBLIC MEETING ON TRAILS MASTER PLAN
Collin County has announced the second Public Meeting for the Regional Trails Master Plan Update, providing an opportunity for residents to learn more about the planning process and offer input on the draft recommendations. This initiative aims to shape the future of regional trail connectivity, access, and recreation across the County.
As a participating community within Collin County, the City of Celina is encouraged to help promote the upcoming Public Meeting to ensure strong participation from local residents. Public engagement from all Collin County communities is essential to developing a plan that accurately reflects diverse, countywide needs and priorities.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.
It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.
On Monday, August 11, through Saturday, August 16, from 6:30 AM to 6:30 PM
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily.
On Monday, August 11, through Tuesday, August 12, from 8:00 PM to 6:00 AM
• The northbound to southbound U-turn lane at First St will be closed overnight.
On Monday, August 18, through Thursday, August 21, from 8:00 PM to 6:00 AM
• All lanes of eastbound and westbound Prosper Trl between northbound and southbound Dallas Pkwy will be closed nightly for a concrete deck pour.
