an increase in the energy credit to €200 including VAT, estimated to impact just over 2 million households (to be paid in April) a lump sum payment of €125 on the fuel allowance will be paid in early March to 390,000 recipients
The Energy Crisis
35 | Blarney Business
Cllr Damian Boylan

Government response
On 11 April the Government announced further energy related measures to reduce the rate of VAT on the supply of gas and electricity on a temporary basis from 1 May to end October. This will cost an estimated €46m. In addition, the Government has extended the period of the reduced rates of excise duty on petrol, diesel and MGO to Budget Day, costing an estimated €80m
Cllr Damian Boylan Contact details: Tel: 087 2244364 e-mail : damianboylan@live.com
The VAT and excise measures are in addition to measures introduced in Budget 2022 that included a personal income tax package worth €520 million for this year alongside a social welfare package of over €550 million. It must also be seen in the context of the additional package of measures to the value of over €500m introduced in February that included:
I know that we seem to be facing into uncharted waters when it comes to Energy and its costs now The Government is equally as worried and along with ethe energy companies has put together a suite of measures which will be expanded upon as needs arise. The era of cheap energy would seem to be over and we are looking at uncertainty in the future. If you have any queries on this or any other matter please don’t hesitate to contact me.
In March, the Government brought a Financial Resolution into the Oireachtas providing for excise duty decreases on mineral oil taxes with effect from 10 March. This provided for a 20 cent reduction in the excise rate for petrol and a 15 cent reduction on auto diesel, with a proportionate 2 cent reduction for the excise on Marked Gas Oil (green diesel) These measures were VAT inclusive and will last until 31 August 2022.
In terms of revenue impacts, the six months decrease in mineral oil tax is estimated to cost €320 million.
In putting these reductions in place, the Government had to take account of the restrictions of the EU Excise and VAT Directives. The combined effect of the measures in respect of the 15 cent reduction in excise on diesel, along with the scheduled 1 cent reduction to offset the biofuel obligation scheme increase and the Diesel Rebate Scheme meant that any further excise reduction would bring the effective rate below the minimum permissible rate
WORDS FROM OUR LOCAL COUNCILLOR
Ireland previously relied on a historical derogation to provide a reduced rate of 13.5% to gas and electricity. Any change to the VAT rate would have removed that historical derogation. However, on 6 April 2022 an amendment to the VAT Directive came into force which has given greater flexibility to Member States to change VAT rates applying to gas and electricity

The comprehensive response of Government to the energy crisis and in other areas will soon begin to have a positive effect While this happens, we cannot compromise the progress we have made on implementing the climate policies which are critical to ensuring we reduce emissions and mitigate climate change impacts.
Government has approved an additional lump sum payment of €100 to be paid to all households who were in receipt of the Fuel Allowance from the Department of Social Protection in the last week of the Fuel Allowance season i.e., week commencing 4th April 2022. The €100 payment is equivalent to over 3 weeks additional Fuel Allowance payment for these households.
Cllr Damian Boylan
WORDS FROM OUR LOCAL COUNCILLOR
The weekly means threshold for the Fuel Allowance scheme was increased by €20 to €120 above the appropriate rate of Contributory State Pension, representing a 20% increase in the threshold, which enables more people to qualify for this support

With effect from the start of the next fuel season (October 2022), the qualifying period for Jobseeker’s and Supplementary Welfare Allowance recipients to access the Fuel Allowance payment will be reduced from 15 to 12 months.
Bord Gáis Energy (BGE) increases its electricity and gas prices
to reduce the burden on people returning to the workplace and people using public transport, there will be a temporary reduction in fares of 20% from the end of April to the end of the year This will impact approximately 800,000 daily users the original Sláintecare report proposed a reduction of the Drug Payment Scheme from €144 to €100. The government has decided to reduce this further to €80. This will benefit just over 70,000 families the working family payment budget increase announced on Budget Day will be brought forward from 1 June to 1 April reduced caps for multiple children on school transport fees to €500 per family post primary and €150 for primary school children
Over 371,000 households will receive the payment, at a cost of €37 1 million
Bord Gáis Energy on Friday announced increases in prices for electricity and gas effective from the 2nd of October. Residential electricity will increase by 34%, which equates to €48.25 per month on the average electricity bill.
Fuel Allowance
As part of the February package, the Government announced additional measures to help mitigate the effects of rising energy costs As part of this package of measures totalling over €500 million, an additional lump sum payment of €125 was paid to all households in receipt of the Fuel Allowance payment equivalent to almost 4 weeks additional Fuel Allowance.
Unprecedented price rises of this scale will have a broad impact on almost all householders and businesses and will continue to mean that energy is a big driver of costs across the economy This is a major concern to the Government
Budget 2022 provided for several expansions to the eligibility criteria for the Fuel Allowance payment.
Residential gas will increase by 39%, which equates to €43 80 per month on the average gas bill
This increase comes just a day after similar high price rises from Electric Ireland. We expect that there could be similar announcements from other suppliers.

On 25th August, following engagement with customer representative groups, energy suppliers and network operators, the CRU announced enhanced consumer protection measures.
Cllr Damian Boylan
What makes this situation challenging to respond to is the fact that it is being driven by international factors outside of Ireland’s control.
the fund has already supported many eligible customers through this difficult time and will continue to do so
Bord Gais Energy has announced that they will pledge 10% of operating profits to its Energy Support Fund during the energy crisis. €1.25 million was already pledged to the fund earlier this year to support customers struggling to pay their bills. Working in partnership with the Money Advice and Budgeting Service (MABS), Focus Ireland, and Saint Vincent de Paul, Bord Gais Energy indicated that However, this situation is having the biggest impact on households with lower incomes, as the proportion of their income to be spent on energy increases to new levels (and they cope with other cost of living pressures).
Supports for those in hardship from Bord Gais Energy:
WORDS FROM OUR LOCAL COUNCILLOR
Gas Prices Background:
We will introduce more strong measures in Budget 2023, with a focus on a range of targeted measures needed to ensure that those least able to cope receive the most help.
International wholesale gas prices began to rise in mid 2020, due to factors such as strong demand for gas as the pandemic receded The move from coal to gas increased the demand for gas for electricity generation.
This is a priority issue right across Europe and we will continue to work with our European partners to help mitigate this price shock together Minister Donohoe will attend a meeting of Finance Ministers next week (Friday, 9th September) and Minister Ryan will attend an extraordinary meeting of EU Energy Ministers next week (also on Friday, 9th September) to discuss an EU wide approach to tackling the surge in energy prices.
The Department of the Environment, Climate and Communications continues to work closely with the independent Commission of the Regulation of Utilities (CRU) to ensure that people are aware of (and understand) the consumer protection measures that are in place to support them if they are struggling to meet their electricity and gas bills In this regard, we would encourage people towards the CRU website (https://www.cru.ie/need assistance/).
These include an extended moratorium on disconnections, extended debt repayment periods, reduced debt burden on pay-as-you-go customers and better value for those on financial hardship meters.
37 | Blarney Business
CRU announces enhanced consumer protection measures:
The Government is keenly aware of the growing pressures that families and businesses are under. We have already put a €2.4 billion package of policies and measures in place to support people and we will go further
Since then, following the invasion of Ukraine, gas prices and volatility in the gas market have risen to unprecedented levels and consequently have been driving retail electricity prices up steeply. This is not unique to Ireland. Energy bills are rising across Europe
However, this situation is having the biggest impact on households with lower incomes, as the proportion of their income to be spent on energy increases to new levels (and they cope with other cost of living pressures).
What makes this situation challenging to respond to is the fact that it is being driven by international factors outside of Ireland’s control
Also, in response to increasing energy costs, new grant rates have been introduced that will cover approximately 80% of the typical cost of attic and wall insulation. These are very cost effective upgrade measures that can be deployed rapidly and at scale this year.
Electric Ireland last week announced increases in prices for electricity and gas effective from the 1st of October Residential electricity increases by 26 7%, which equates to €37.20 per month on the average electricity bill.
Residential gas increases by 37.5%, which equates to €42.99 per month on the average gas bill. Unprecedented price rises of this scale will have a broad impact and will continue to mean that energy is a big driver of costs across the economy This is a major concern to the Government
Supports for those in hardship (Electric Ireland):
This fuel allowance year recipients received a total of €1,139, compared to €735 in 2020/2021. Furthermore, a €320 million measure was introduced to temporarily reduce excise duties on petrol, diesel and marked gas oil, which cut excise by 20c per litre of petrol and 15c per litre of diesel. The Government is acutely aware of the impact of rising energy prices on households and has taken action throughout 2022.
Grants for attic and wall insulation:
This €377 million measure was in addition to the range of measures introduced on 10th February to address increasing costs of living, including the lump sum payment for people on the Fuel Allowance of €125, which was paid to recipients in March.
Electric Ireland increases its electricity and gas prices
The typical cost saving from cavity wall insulation is €300 per year on a home heating bill. This is administered by the Sustainable Energy Authority of Ireland (SEAI)
The Government has acted through the electricity costs credit of €176.22 (excluding VAT) applied to over 2.1 million domestic electricity accounts, with 99 36% of all eligible domestic electricity accounts credited
Electric Ireland has pledged €3 million for a Hardship Fund to support customers
The Government continues to monitor this unprecedented and evolving situation closely to inform further action
The Government is keenly aware of the growing pressures that families and businesses are under. We have already put a €2.4 billion package of policies and measures in place to support people. We will introduce further measures in Budget 2023, with a focus on targeted measures needed to reach those most at risk of fuel poverty

Minister Ryan will attend an extraordinary meeting of EU Energy Ministers next week (9th September) to discuss an EU wide approach to tackling the surge in energy prices.

WORDS FROM OUR LOCAL COUNCILLOR
Government action already taken:
In addition, Electric Ireland has supports for customers with financial challenges, include flexible payment plans, payment holidays, PAYG (Pay As You Go) meters, as well as smart meter tariffs and energy saving advice Electric Ireland can also provide support through partnerships with MABS (Money Advice and Budgeting Service) and the Society of St. Vincent de Paul (SVP).
An extension to moratoriums on disconnections:
The new measures were developed as part of the CRU’s contribution to the National Energy Security Framework, which was announced by the Department of the Environment, Climate and Communications in April (in response to Ireland’s energy challenges following the war in Ukraine).

Better value for those on financial hardship meters: All customers with a financial hardship meter will be placed on the cheapest tariff available from their supplier from 1st December, 2022. At the moment, suppliers are not required to do this.
Promotion of a vulnerable customer register: There will be enhanced requirements on suppliers to actively promote the vulnerable customer register and the protection it offers. This will come into effect from 1st November, 2022

December and mid January. The moratorium for vulnerable customers is in place from 1st November until 31st March. Under new measures, the moratorium is being extended for all domestic customers from 1st December 2022 until 28th February 2022 and for vulnerable customers from 1st October 2022 to 31st March 2023
While the current measures provide protection for all customers, they are focused particularly on strengthening protections and security for customers in greatest difficulty including vulnerable customers, customers in debt and customers on financial hardship prepayment meters.
Electric Ireland has pledged €3 million for a Hardship Fund to support customers.
Reduced debt burden on pay as you go top ups: New measures mean that the debt repayment levels will reduce to 10% from a previous 25% on pay as you go customers top up payments. On a €20 top up for example, only €2 will go towards debt repayment (if it exists), rather than €5 previously.
Minister Ryan will attend an extraordinary meeting of EU Energy Ministers next week (9th September) to discuss an EU wide approach to tackling the surge in energy prices.
The CRU (Commission for the Regulation of Utilities) announced a suite of new (electricity) customer protection measures for the coming winter to further enhance the existing protections that are in place.

The end of the year always gets us thinking of the months that have passed and what worked, what didn’t, what we learned and how we can do things better. I am currently working with a group of creatives and I have learned as much from them as they have from me. 2021 has been as weird as 2020 was but thankfully, I was a lot busier and got used to the online mentoring and teaching. Although busy, business has changed. I concentrated more on the mentoring side, helping start up businesses to get business plans done etc and discovered how much I enjoy teaching and sharing my experience. I am looking forward to times when I can start the food event side of the business at least to a limited capacity as the new side is just too exciting to stop. Wishing all my clients new and old a wonderful Christmas time and the very best for a better 2022.

Beautifully unique, Gorgeously original.
FINDINGS
Findings is still here (thanks to all my lovely customers) and busy coming up to Christmas, especially fulfilling orders for the personalised Music, Dance and Heart ranges of pictures and orders for bespoke jewellery.

‘I get such a buzz when I meet someone and see they’re wearing my jewellery!’
I figured if the business could survive in the current climate then it would have a good chance of a future.

After a post Christmas Break, the shop will reopen as ‘Findings on the Square’ with our range extended to children’s books and toys. This reopening will be in tandem with the launch of our brand and a full on line shop.
I opened Findings as a Pop up Shop in the Summer of this 2021 to sell Art, Jewellery and Crafts which I design. Everything is original and made in our in store workshop. The pop up was in effect a trial run. I wanted to hone my products and to see if there was a commercially viable business
