Weekly Summary City Council Announces $3.25 Million Investment in Local Arts and Culture Community In addition to the traditional budget process, Council announced the following investments: $1.5 Million for another round of Illuminate the Arts Grants; $1 Million to the Philadelphia Cultural Fund; $450,000 for Mural Arts Philadelphia; $150,000 for the Mann Center; $100,000 for the Greater Philadelphia Film Office; and $50,000 for the National Marian Anderson Museum and Historical Society. Bill 210760-A - Introduced by Councilmember Gilmore Richardson Status: Passed (17:0) Description: Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions", by adding a new Chapter requiring certain businesses or professions provide disclosures regarding tangled titles; all under certain terms and conditions. The legislation requires funeral service providers to give their clients a tangled title information sheet that will provide information about legal assistance, probating estates and how to avoid tangled titles. The Department of Records is set to create the information sheet, with support from the Register of Wills. Bill 210954 - Introduced by Majority Leader Parker for Council President Clarke Resolution 210958 - Introduced by Majority Leader Parker for Council President Clark Description: Amending Chapter 20-600 of The Philadelphia Code, entitled "Standards of Conduct and Ethics," by amending Section 20-608, entitled "Public Disclosure and Disqualification," to add or modify provisions related to disclosure of financial interest, all under certain terms and conditions; and Amending Resolution No. 200001-A, which provides Rules for the Government of the Council of the City of Philadelphia, by providing for rules regarding recusal from any legislation due to conflicts of interest. The legislation requires that the recusal and disclosure of the financial interest be made in writing and detail the nature and extent of what the interest is, and be made up front, within 5 days of the bill’s introduction in Council to the Chief Clerk. If the Councilmember fails to disclose the financial interest and Council becomes aware of the omission, it can require the member to respond within 30 days, in writing. If the Councilmember still fails to respond, Council will refer the matter to its Committee on Ethics for further review. Bill 210970-A - Introduced by Councilmember Domb Description: Calling on Mayor James F. Kenney and his Administration of the City of Philadelphia to establish and implement an Academic Expert Advisory Team in its selection and evaluation of recipients of the Anti-Violence Community Expansion Grant program and other anti-violence efforts during Fiscal Year 2022 and beyond. Bill 210776 - Introduced by Councilmember Domb Description: Amending Chapter 9-200 of Title 9 of The Philadelphia Code, entitled "Commercial Activities on Streets" to add a new section entitled "Streeteries" to allow for expansion of business uses, including outdoor dining, in portions of the public right-of-way, such as at certain curbside parking locations; all under certain terms and conditions. Under the ordinance, broad sections of the city will allow streeteries by right. If a proposed streetery is not situated in these pre-selected areas, the restaurant or business owner will be required to seek approval through the Streets Department and district Councilmember by special ordinance. The legislation also gives Streets & Licenses and Inspections authority to set basic rules and standards governing the design and siting of the streeteries.
