Team Building “On The Water!”
Water Enrichment Training, or W.E.T., is the Sacramento State Aquatic Center’s version of a team build on the water. Our team building events are designed for corporate training days, competitive teams, leadership groups, high school or college field trips, and family reunions. All of the activities in our team builds are designed to promote communication and teamwork while overcoming personal challenges and having a great time on the water. The average team build is 3 hours, but can range from 1-4 hours. The reservation will include lifeguard certified facilitators to lead all activities, water and land based team challenges, relay races, W.E.T. challenge course, beach picnic area and barbeque, life jackets, and equipment. We strive to provide the best experience possible for each and every group that visits the Sac State Aquatic Center. When making your reservation we will work with you to tailor your event to meet your needs and requests.
POSSIBLE ACTIVITIES: Blind-folded kayaking, lily pads, tension traverse, stand up paddle race, helium hula hoop, bucket brigade, wiggle race, fidget ladder, photo scavenger hunt, dizzy lizzy race, and much more.

Boating Safety Instructors
Instructors are selected for their boating safety background, skills, and enthusiasm. Each instructor has gone through intensive training. Certifications can include CPR, First Aid, Lifeguard training, and California Boating Safety Certificates. Specific certifications may apply in the different disciplines (i.e., US Sailing Instructor, US Rowing Instructor, AWSA Water Ski Instructor Level 1, and American Red Cross Canoe Certification). The instructors work under the supervision of each program director. We recognize professional supervision as being necessary for smooth running programs. Applications are available online.
CUSTOMER SERVICE STAFF, DOCK MASTERS, & FACILITIES STAFF

All staff members are trained in the specific area in which they work. The front office staff is happy to help you with all of your registration and rental needs. The dock masters will make sure you have what you need before leaving the docks. The facilities staff takes care in keeping our facility and boats in top condition.

• Always Check in at the front office/outside kiosk.*
• Photo IDs are required for everyone over 18 who is using equipment. One set of car keys is also required as a deposit for the rental.
•Be water ready before checking in at front office/kiosk.*
• Take your cell phone/camera with you in a waterproof dry bag at your own risk!
• Bring bottled water and snacks. The Aquatic Center does not have food on site.
•Please do not feed the geese! They poop on our docks and we have to clean it!
• This is an AWESOME place! We do our best to make sure everyone has fun and is safe, so please be patient as we assist other boaters before you!

Mission STATEMENT
To provide high quality boating and safety programs through education, recreation and competition.
The staff is comprised of highly experienced managers/ instructors with college degrees. They are here to help ensure that all classes are both safe and enjoyable for the students. The Aquatic Center staff is certified in C.P.R., First Aid, Advanced Life-guarding and hold their California Boating Safety Certificates. These qualifications are required to help maintain the high level of performance that we expect from our staff.

BRIAN DULGAR – DIRECTOR btdulgar@csus.edu
A graduate of Sacramento State with a B.A. in Business Marketing, Brian has been a part of the Aquatic Center for over 38 years. With his passion in aquatic and boating activities, he helped build the popular wakeboard/water ski programs available at the Aquatic Center. Competing on the Sacramento State Water Ski Team, Brian won the 1988 Men’s National Slalom Title, becoming a National All-American. He has coached many regional and national competitors, including the Hornets to 15 national appearances and the 1999 Men’s National Slalom Team Title. He currently serves on the California Department of Boating and Waterways, Boating and Safety Advisory Committee, and is an American Water Ski Association (AWSA) Driver and AWSA national competitor. What is the best part about working at the Aquatic Center?
“First, the best part about working at the Aquatic Center is the ability to turn an obsession of water sports into a profession. Second, the enthusiasm, conviction, and passion among the staff allow our team to reach higher levels of excellence. Third, the dynamic atmosphere at the Aquatic Center always creates new and exciting challenges. Fourth, the ability to meet new friends and influence their lives in a positive manner creates lifelong friendships. Finally, I get to work with the best teammate, my wife.”
CINDI DULGAR – ASSOCIATE DIRECTOR (Operations & Youth programs) cindi@csus.edu
Cindi is a graduate of Sacramento State with a Bachelor’s of Sciencein Recreation Administration and in 2005 completed her Master’s at Sacramento State. In 1984, Cindi helped to jump start the water ski program, summer camps and special eventsto full scale. Over the years, she has enjoyed watching the programs and facility grow and be refined to what you see today. Her passion for competitive water skiing and living the #LakeLife is what brought her to the Aquatic Center. The relationships she has built and developed with staff, athletes, AC Alumni, and partners has kept her at Lake Natoma! Cindi strongly believes providing boating safety education toa variety of children and adults will ultimately save lives. As part of her Masters Project, she created the WET program (Water Enrichment Training) with hopes of bringing team buildingand a high “fun factor” to augment the existing ACboating safety programs.
What is the best part about working at the Aquatic Center?
“There is never a dull moment at the Aquatic Center. I also love the variety of programs and special events. The adult, college and youth programs have a positive effect on so many lives and it is rewarding to know that I played a small part in that.”
HEATHER WILHELMI - OPERATIONS MANAGER hheieck@csus.edu
Heather attended California State University, Chico where she studied Recreation Administration. Heather’s love of aquatics started at an early age as she has been a competitive water skier since the age of eight and was ranked 16th in the world at the age of 17. She served as the Head Coach of the Chico State Water Ski Team for five years and guided them to four national championships appearances. Heather also served as the National Collegiate Water Ski Association Regional Chairman and has been a USA Water Ski Association Judge and Scorer. She is currently a member of the Sacramento Water Ski Club and serves as the club’s Secretary. Heather loves to camp with her family and welcomed her second child in 2018.
What is the best part about working at the Aquatic Center?
“No one day here at the Aquatic Center is ever the same. The joy on a child’s face the first time they get up skiing is remarkable.”
DEDE BIRCH – ROWING MANAGER dbirch@csus.edu
DeDe is a graduate of Cal State East Bay with a master’s in Kinesiology specializing in Skill Acquisition and Sports Sociology. DeDe began rowing in high school for Skyline in Oakland and then became a member of the Lake Merritt Rowing Club. She continues to row and compete in masters events. DeDe was the spare for the 1991 Pan Am Team and has been on two Olympic Sports Festival development teams. She has 20 years of coaching experience and has coached the sport of rowing at the junior, collegiate, masters, and national level. She has also coached cycling and power lifting in the past.
What is the best part about working at the Aquatic Center? “I love the enthusiasm that everyone brings to the Center. There is always noise at the Center which makes you constantly aware of how alive the water is...”
RUSSELL MORAN – FACILITIES MANAGER russellmoran@csus.edu
Russell grew up on the Central Coast, earning his AA degree in Mathematics and Physics at Allan Hancock College. After meeting his wife, Megan, in San Luis Obispo, he moved to Sacramento to pursue a BA in Mathematics at Sac State, applying for what he thought would be a part-time job at the Aquatic Center. Little did he know this part time job would turn into a career! Russell started as a customer service rep, then weekend supervisor. During his senior year he served as an integral member of the Aquatic Center’s Facilities team learning the ins and outs of the infrastructure, operations, and special events. Russell’s love for the Aquatic Center led to him make it a career, becoming the new Facilities Manager in April 2022.

Steve has a life-long passion for the water that started on his parents’ boat when he was a toddler and continues today with his family on their pontoon boat. Steve spent many years in the marine repair industry before a long career in building material sales. As an avid recreational boater and fisherman, he is thrilled to be at the Aquatic Center where he can combine his love of water and water sports with work. Steve has 6 children, 2 dogs, and a lovely wife.
What is the best part about working at the Aquatic Center? “Being on the water, the variety of repair challenges, working with great people and close enough to home to ride an e-bike to work.”

Rick graduated with a B.A. in Business Management from Sacramento State.With an active family and work life around boating, jet skiing, and water sport activities, his love of boats, coupled with his experience and talents, he is right at home at the Aquatic Center. He spent many years as an American Water Ski Association Safety Director, Judge, Driver and Boat Driver Trainer. He also served on the National Safety Director’s committee improving skier safety. Rick supports all of the programs and Special Events offered at the Aquatic Center and teaches Boating Safety and Trailering for State and Corporate entities.
What is the best part about working at the Aquatic Center? “Working with great staff in an environment that is alive! I have been fortunate to teach many youth and adults a new life skill that hopefully will lead to great experiences and memories of their time boating safely.“

Johnathon Tran was born and raised in Sacramento. After high school, he attended San Jose State University for 3 years finishing his degree in Recreation Administration at Sacramento State. He enjoys helping individuals improve their quality of life through recreation and leisure either on the front lines or even through admin programming. He has always had a passion for helping others and living an active lifestyle.

“I love Regatta Season! And even though it can be hectic, there is always great team planning and executing these special events, working with staff and building professional relationships.”

Kailei attended Utah State University, receiving her Bachelors and Masters in Recreation Administration. She earned her Masters in Sport Administration from Belmont University where she taught Science courses, coached weight training, circuit training, and running. She is currently in her PhD Program at Arizona State University in Community Resources and Development with a research emphasis of women in sports. Working at the Aquatic Center, she has combined her love for recreation, being outdoors and instructing with her work.
