Matthew Shepherd Rep. Matthew Shepherd, R-El Dorado is the current and longest-serving Speaker of the Arkansas House of Representatives serving his third full term as Speaker. It’s a pretty unprecedented perch. There have been two-term speakers before, but never a three-term speaker. Shepherd, an attorney, represents House District 97, which includes El Dorado and portions of
Union County. He is serving his seventh term in the House. Born and raised in El Dorado, he graduated from El Dorado High School in 1994, then went on to graduate Magna Cum Laude with a B.A. in History and Political Science from Ouachita Baptist University in 1998 and received his J.D. from the University of Arkansas School of Law in 2001.
