Organisation Brief History

The Aberdeen Kai-fong Welfare Association Social Service (formerly named “Aberdeen Kai-fong Welfare Association Social Service Centre”) was founded in 1976, aiming at providing multi-farious social welfare services with some 70% of funding coming from the Social Welfare Department. Its mother agency is the Aberdeen Kai-fong Welfare Association founded in 1950 with its formal registration name as “Aberdeen Kai-fong Welfare Association Limited”. “Aberdeen Kai-fong Welfare Association” and “Aberdeen Kai-fong Welfare Association Social Service” are the marketing names we use to match with our service development as well as establish a clearer agency image under our brand reconstruction in May, 2012. By simplifying our Agency name and modernising our Agency logo, we believe that it would be easier for people to memorise and recognise.

香港仔坊會社會服務 (前稱「香港 仔街坊福利會社會服務中心」) 成立於1976年,竭 誠為居民提供多元化的社會福利服務,約70%之服務經費來自社會福 利署。其母會為香港仔坊會 (前稱「香港仔街坊福利會」,於1950年成立,其正 式註冊名稱為「香港仔街坊福利會有限公司」)。現時所用之機構名稱「香港仔坊 會」及「香港仔坊會社會服務」,乃其為配合服務發展及建立機構更鮮 明的形象而於2012年5月起精簡會名及重塑會徽所致,目的是 令坊眾更易記憶和加深認識機構。

Last year was a year full of challenges and opportunities. There were 2 major events during this year. One was the social movement in 2019 and the other was the outbreak of COVID-19 pandemic in spring, 2020. Thus we needed to make flexible adjustments to our services in all aspects, which was truly arduous and challenging. Fortunately, with the devotion of all our staff, our Agency forged ahead in the face of difficulties together with volunteers, members and our service users.

Since 2013, our Agency has applied for “Special Scheme on Privately Owned Sites for Welfare Uses” under the Social Welfare Department, aiming at the expansion of our headquarters building and provision of more diversified social

過去一年,是充滿挑戰與機遇的一年,年內受2019年的社會事件及 2020年春季的「2019冠狀病毒病」疫情影響,致服務上需作出各方面 更具彈性的調動,可謂遇上挑戰中的挑戰!可喜的是本機構員工上下一 心,與義工、會員及服務對象共同迎難而上。 本機構自2013年向社會福利署申請「私人土地作福利用途特別計劃」, 俾擴建總部大廈以增辦社會福利服務。經過多番向署方呈交「技術可行 性研究」撥款申請的補充文件後,本機構最終於2019年12月初接獲署方 批款進行該項研究,正式進入籌備開展該項研究的里程。換句話說,本 機構在未來10年將面對重大服務發展的機遇,這實令人充滿期盼。有關 本機構年內各服務之重點工作已詳列於「服務報告」之章節內,以下數 點乃特別值得一提,與大家分享: 本機構管理委員會主席 陳理誠太平紳士 Chairman of our Management Committee, Ir. After submitting the supplementary documents for the “Technical Feasibility Study” funding application to the Social Welfare Department, this application was finally approved in December 2019. In other words, our Agency is facing a major opportunity of service development for the next decade and we are full of optimistic expectations. The detailed work highlight of different services during the year is listed in the Service Report. The following is some noteworthy work that we would like to share:

Fight Against the Virus Together

Since the outbreak of COVID-19, the financial burden on low-income families, elders who live alone or with their spouses and vulnerable groups have been aggravated. During this period, all service units of our Agency provided support for the needy in the community to relieve the pandemic’s impact on them. Our Agency distributed epidemic prevention supplies donated by the generous public to the needy to cater to their pressing needs. Moreover, our committed staff continued to provide urgent and necessary services and fought against the virus side by side with the vulnerable groups. After the lunar new year of 2020, our Agency offered various support services for our members and the public, such as expressing consolation to the elderly through phone calls to ease their anxiety during the epidemic, understanding their needs and providing assistance. Moreover, non-elderly service units conducted a series of online activities to enrich children‘s and teenagers’ lives and to achieve the goal of "Suspending Classes without Suspending Learning”.

A Link between Past and Present

In accordance with AKA’s planning in land use and service development over the next decade and set up a long-term development direction, our Agency formulated the first “10-Year Planning Blueprint” (2020-2030) and the 6th “5-Year Development Plan” (2020-2025) during the year, so that our Executive Committee, staff, members and the community can have a clear picture of AKA’s service development in the coming 10 years, and make strategic planning on service tactics and resource allocation.

Sharing of Innovation and Technology

Sponsored by Innovation and Technology Fund for Application in Elderly and Rehabilitation Care under the Social Welfare Department, our Agency purchased a series of gerontechology products and equipment, to make optimal use of the advanced technologies and offer brand new services to the elderly. Meanwhile, with the generous support of the Hong Kong Jockey Club Charities Trust, our centres conducted “Jockey Club Community eHealth Care Project” to empower seniors’ self-management ability on their health. It also employed electronic technology to identify elders’ physical changes and needs, so that nurses could provide timely support. Meanwhile, our Agency is planning to establish a big data system on elderly services, which gathers information on older adult’s physical, psychological and social condition through our elderly service units. Through scientific analysis, our Agency can grasp the health status and lifestyles of seniors and provide services accordingly. Besides, our Agency signed a Letter of Intent upon the invitation of Life Supporting Technologies (LifeSTech) research group from Universidad Politécnica de Madrid in Spain, agreeing to seek partnership and conduct research in the name of “Active and Healthy Ageing Project (ACTIVAGE)” under the European Union. This agreement was based on the common

主席及總幹事的話 Report of Chairman-cum-Director 本機構與西班牙馬德里理工大學合作推動樂齡科技以改善長者生活 質素。 Our Agency cooperated with Universidad Politécnica de Madrid to promote gerontechnology which could enhance elderly’s quality of life. 創科共享 年內本機構安老服務獲樂齡及康復創科應 用基金資助購置樂齡科技器材,令中心能 善用先進科技提供嶄新的長者服務。同 時,各中心亦獲香港賽馬會慈善信託基金 資助推行「賽馬會『e健樂』電子健康管理 計劃」,讓長者運用電子科技進行自我健 康管理,再以雲端大數據系統,快速識別 其身體變化,俾護士能作出即時支援。同 時,本機構正籌劃建立長者服務大數據系 統,集結各參與單位之長者個人健康、心 理及社交狀況,並進行科學化的分析,俾 更能掌握長者健康狀況及生活模式,以便 提供更適切之服務。另年內本機構獲西班 牙馬德里理工大學轄下之 LifeSTech 研究團

Regarding integrated children and youth services, our JCISC adopted robots as a means to develop support services for children with special needs. Through interaction and communication with robots, children’s emotion management and concentration can be enhanced, benefiting their personal growth, strengthening family support and promoting community education.

“Best Neighbour · Walk Together” Community Housing Project

To respond to the housing and living needs of families living in subdivided units and public housing applicants, our Agency launched the “Best Neighbour ‧ Walk Together” Community Housing Project in 16 private housing units at World Fair Court, Pok Fu Lam. This Project was under the “Community Housing Movement” co-organised by the Hong Kong Council of Social Service and our Agency, sponsored by the Community Chest of Hong Kong and supported by the Chinachem Group. The units allowed 24

機構摘要 Organisation Brief 14 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 隊邀請簽署意向書,協議以歐盟旗下「長 者健康護理計劃」(ACTIVAGE) 的名義共同 研究及尋找合作機會,日後共同推動以科 技改善長者生活質素的工作。有關簽署儀 式已於2019年11月18日舉行,期望日後共 同研發之成果能應用於本機構長者服務及 未來發展。 在綜合青少年服務方面,賽馬會綜合服務 處以機械人作為介入點,發展特殊學習需 要學童之支援服務,透過與機械人進行互 動及交流,訓練學童在情緒管理方面的能 力,提升其專注力,促進參加者的個人成 長,並加強家庭支援及推廣社區教育工作。
友里同行 為回應劏房家庭及正輪候公屋市民的居住 及生活需要,本機構與香港社會服務聯會 合辦之「社會房屋共享計劃-『友里同 行』計劃」獲華懋集團支持,提供位於薄 扶林華富閣16個私人樓宇單位,及獲香港

households living in unpleasant environments with urgent needs to move in, with a rent lower than the market price. This Project has run for 2 years and began to yield positive results. Moreover, families living in Community Housing organised a volunteer team to visit the elders and families of subdivided units in the district, making contribution to society and accumulating social capital.

Awards and Achievements

Other than initiating new plans, our Agency also received several awards during the year. As for social service, our “Person with Dementia, Frail Elder and Caregiver Companion Project” won the gold award in the non-theme category in “2019 Best Practice Awards in Social Welfare” held by Hong Kong Council of Social Service. As for social responsibility, our 7 service units participated in this Charter all received Platinum Award presented by the Environment Bureau for our commitment towards the “Charter on External Lighting”, in minimising light nuisance and energy wastage. In terms of occupational safety and health, our Agency signed the “Mental Health Workplace Charter” during the year and attained the title of “Mental Health Friendly Organisation” in January, 2020 by the Department of Health for promoting a mental health-friendly workplace.

「鄰里義工隊」成員分享成為義工的喜悅。 The “Hand-in-Hand Volunteer Team” members shared their happiness of being a volunteer. 本機構獲衞生署嘉許為 「精神健康友善機構」。 Our Agency was commended as “Mental Health Friendly Organisation” by the Department of Health. 本機構屬下7個服務單位獲環境局頒發 《戶外燈光約章》鉑金獎。 The 7 service units of our Agency were awarded with “Charter on External Lighting” Platinum Award presented by the Environment Bureau.

Utilising the Reserve

With the ongoing development of our Agency’s services, the number of transactions paid by physical cheques has increased gradually. During the year, our Agency allocated internal resources to hire United Technologies (Int’l) Limited to establish an electronic payment system, so as to increase the efficiency of handling payments. Therefore, the overall administrative efficiency can be enhanced. This Project was estimated to be rolled out on a trial basis in the second quarter of 2020. Meanwhile, our Agency has embarked on establishing an online fundraising system for the convenience of donors. Through this system, our Agency hopes to better support various payment methods and to keep abreast with times.

In accordance with the Best Practice Manual initiated by the Social Welfare Department since 2014, our Management Committee have discussion on this topic every year and adopted the resolution unanimously on the allocation of the “Lump Sum Grant Reserve” during the 2019/2020 year as follows: 1% for services and development need; 1.2% for staff remuneration and welfare (including staff development); and the residual 97.8% for contingency. There will be regular reviews on the utilisation and planning of our reserve to sustain quality services and sound management. Moreover, our staff and service users are welcomed to voice out their views, concerns, suggestions and questions on this aspect by emailing LSG@aka.org.hk.

We would like to take this opportunity to express our heartfelt gratitude to the Government and non-government bodies, schools and associations, our corporate partners and funders, our volunteers, members and staff, and the general public for their generous support and active participation in our effort to contribute to society. Annual Theme Activities and Services during the COVID-19 Pandemic

疫情初發,坊間對此病毒認識不多,不同 的消息及五花八門的防疫資訊於坊間流 傳,長者容易感到困惑甚至遭受誤導。加 上各中心因配合政府防疫措施暫停對外開 放,致使坊眾無法親身尋求協助。因此, 本機構屬下安老服務及家居支援服務於 2020年2至3月期間透過電話形式,聯絡中 心會員、義工、個案、護老者及導師共 11,854人次,了解他們於疫情期間的近況 及需要,並介紹正確防疫知識,藉此表達 關懷和進行社區防疫教育。其中,南區長 者綜合服務處的員工更針對部份有需要護 老者及認知障礙症長者,以電話方式提供 主題式的訓練,紓減護老者的照顧壓力及 提供認知訓練予長者。

A series of activities were organised by 5 service units under our Agency, including “Intergeneration Creativity in Cooking”, “Age and Cooperation without Boundary”, “Intergeneration Gathering with Joy”, “Friendship Beyond Generations - Cohesion Group” and “High Tea Together”. Through 4 essential factors- “Sincerity”, “Listening”, “Caring” and “Acceptance”, social solidarity and mutual respect among people of different age scan be achieved. A volunteer programme, “Take a Step and Pay Visits Together” was planned on March 21st 2020 in the Southern District. Participants of all ages from this year’s theme activities were arranged to make gifts together and pay visits to the underprivileged in the neighbourhood, to advocate the concept of “Cross-generation Harmony A Happy Community” and social inclusion. Unfortunately, due to the outbreak of COVID-19, all annual theme activities were cancelled. Instead, our staff worked together to cope with the unprecedented crisis and collaborated with local organisations and community members who were enthusiastic to support the vulnerable groups. The following is the digest of effective services provided by our Agency during this period.

Expressing Consolation through Phone Calls

Not long after the outbreak of the epidemic, the public still had little knowledge about the virus. Rumours and prevention guidelines from different sources were spreading, and many elderly were puzzled and even misled. In addition, many service centres were closed in accordance with government’s prevention measures, those needed help were not able to seek support in person. Therefore, the Elderly and Home Support Services of our Agency contacted 11,854 person-frequencies from February to March, 2020, including members of our centres, volunteers, case clients, carers and tutors, to check on their welfare, to understand their needs during the pandemic as well as to introduce proper guidelines on disease prevention. 年度主題活動及疫情下服務

District Integrated Elderly Service Centre offered thematic trainings on phone to relieve carers’ stress and provide elders with cognitive training.

Besides, our Agency was concerned about students with special needs. Our Jockey Club Integrated Service Centre (JCISC) tailored learning kits for these students and delivered the kits to their home. Social workers followed up their study progress afterwards. The leaning kit included paint-by-numbers sets, air-dry clay packs, worksheets on matching and maze games, etc., enabling students to learn in a fun way and get adequate training during school suspension. 24 children with special needs were benefited in this programme.

Thorough Household Cleaning and Disinfection Service

During the pandemic, it was crucial to maintain a hygiene household environment. Yet frail elders and elders who live alone are not able to clean their household by themselves. Besides, purchasing cleaning products also further worsened the financial burden on underprivileged families. Considering the above factors, our Agency partnered with Kinto Company Limited to promote “Clean Our Home Disinfect from the South” project with support from the Hong Kong Jockey Club Charities Trust Covid-19 Emergency Fund, providing thorough household cleaning services for grassroots elderly and families.

Kinto Company Limited also agreed to hire young and middle-aged people who had lost their jobs during the pandemic. Through this Project, elderly and low-income families could have their homes cleaned and disinfected, ensuring a hygienic living condition; our partner could get the human resources they needed; while our Employment Services could help their service users get new jobs. This undoubtedly contributed to a triple-win situation.

服務報告 Service Report 20 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 家居深層清潔服務 在疫情期間,保持家居環境衞生至為重 要,但獨居及體弱長者卻無力自行清潔家 居;而低收入家庭亦因購買清潔用品而飽 受經濟壓力。有見及此,本機構遂向香港 賽馬會慈善信託基金之「新冠肺炎緊急援 助基金」申請撥款,並與建滔凈化有限公 司合作推行「清潔我居.防『逆』南區」 計劃,為區內匱乏長者及基層家庭提供深 層家居清潔服務。 在商討合作期間,該公司更同意聘請本機 構就業服務中因疫情而失業的青年及中年 個案,由他們提供消毒服務予區內有需要 長者及家庭,安排別具意義。本機構期望 能透過計劃讓長者及低收入家庭得到清潔 及消毒服務;合作夥伴能得到人力資源; 而本機構就業服務的待業個案亦能得到就 業機會,締造三贏局面。

Distribution of Epidemic Prevention Supplies and Home Visits

The unpredictable pandemic sent the city into chaos and confusion, leading to shortage and soaring prices of epidemic prevention supplies which underprivileged people could not afford. What’s more, social restriction measures greatly reduced communication among people. Mood disorders might occur to some of them. There was a silver lining – many local organisations and community members were eager to help. They generously donated supplies to our Agency; we then packed them into care packs, and mobilised staff and volunteers to deliver to residents in the district. Besides distributing supplies, the visits were of vital importance to the needy as they allowed face-to-face communication and interaction. On March 3rd 2020, 33 volunteers visited 32 needy elderly and grassroots families in Wah Fu Estate. Mr. Yau Tang-wah, Edward, GBS, JP, Secretary for Commerce and Economic Development, also joined the visits and expressed his concern to these elders and families.

During the pandemic, our Home Support Services Team maintained its home services on a limited scale, and distributed epidemic prevention supplies to the elderly during home visits.

長者以外,一些匱乏家庭在疫情下之困苦 生活亦不容忽視。因此,社區中心於2020 年3月期間進行「『抗疫.給力』福袋快 遞」活動,與南區之地產公司合作,由其 代派領取防疫福袋之信件予劏房及板間房 家庭。在他們領取防疫福袋時,中心亦按 其需要推介合適活動及社區資源。另中心

The Service Team made care packages from masks donated by Lions Clubs International District 303 (Hong Kong & Macau, China) and prevention supplies sponsored by the Hong Kong Jockey Club Charities Trust. The packages were then distributed to 1,900 older adults and service users. Our Service Team, together with Chinese and Western medicine practitioners from the “Capering Solistic Medical Alliance” Volunteer Action, paid visits to 42 elderly households who lived alone or with a spouse, distributing care packages and introducing guidelines on disease prevention to them.

Besides elderly, COVID-19 also made lives of disadvantaged families harder. Therefore, our Community Centre co-organised “Fight against the Virus with Strength – Lucky Care Packages Delivery” with real estate companies in the Southern District. The companies delivered letters to families living in subdivided units and cubicle apartments, inviting them to visit our Community Centre for free “Lucky Care Packages”. When the families came to visit, our Community Centre introduced activities and community resources to them. Staff from our Centre also delivered “Lucky Care Packages” to those resided in squatter settlements in Wong Chuk Hang, to understand their needs and to show our care. A total of 200 needy families benefited from this activity.

Online Services during COVID-19 Pandemic

To minimize risks of virus infection and spreading in the local community caused by crowd gatherings during the COVID-19 pandemic, all face-to-face classes and school activities were suspended in kindergartens, primary and secondary schools, and so did non-emergency services and activities provided by different service units. To stay in touch with the children and teenage members during this period and help them make good use of their time, our JCISC and Community Centre launched a series of online services including "Suspending Classes without Suspending Learning – Fun Learning at Home”, “Fight Against the Virus and Boredom – Movie Friday”, “Stay Indoor and Keep Learning” and “Tutorial Battle”, equipping students with various skills and making them sharper in mind.

員工亦向黃竹坑新/舊圍村之寮屋居民派發 防疫福袋,並了解他們的生活情況及需 要,為他們送上關懷與祝福。整項活動共 有逾200戶匱乏家庭受惠。
疫情下之線上服務 疫情期間,為減少人群聚集引致之傳播風 險,自2020年2月開始,全港學校停課, 而各服務單位的非緊急服務及活動亦同時 暫停。為了讓兒童及青少年會員在停學期 間亦能善用時間,同時保持聯繫,賽馬會 綜合服務處及社區中心分別推出不同網上 服務,包括「停課不停學-在家輕鬆 學」、「抗疫抗悶之周五一片」、「足不 出戶有嘢學」及「姑娘阿SIR功課戰」等, 教授不同技能及提升兒童及青少年之膽量 與腦筋。

Moreover, our JCISC and Community Centre also conducted “Zentangle Tutorial” and “Chinese Medicine Practitioners Online Inquiry Services”, focusing on residents’ physical and mental wellness during the pandemic and keeping contact with them. Feedback was positive. Participants even gave suggestions on the themes, responded to the hashtag activities and uploaded selfies. These activities benefited 11,000 participant-frequencies, and would continue to be promoted until the centres reopened.

Our Agency sent herbal tea to the staff responsible for home services every week in order to express our sincere gratitude towards them.

Caring for Staff

The long battle against the pandemic was stressful and exhausting. Yet every member of our staff remained committed to their positions, especially our frontline staff including care workers and health care assistants who had to provide urgent and necessary home services to frail elders and carers. They were not intimidated by the hardships and remained professional even during the most critical time. They truly deserved our admiration. As a responsible agency, we always put staff and service users’ wellbeing first. Therefore, our Agency secured supplies of protective and preventive equipment such as face masks, isolation gowns, goggles, rubbing alcohol and hand sanitizers through different channels, to ensure our frontline personnel would work in a safe environment. To express our sincere gratitude towards our staff, our Agency sent fruits and herbal tea to the staff responsible for home services every week, which strongly boosted their morale. Although the pandemic still shows no sign of abating, our Agency’s staff will stand fast at their posts and join hands with the public in this combat against the epidemic.

The elderly services of our Agency mainly comprise 6 service units, namely, Jockey Club Wong Chi Keung District Elderly Community Centre (JCDECC), Southern District Elderly Community Centre (SDECC), Fong Wong Wun Tei Neighbourhood Elderly Centre (FWWTNEC), Lam Yingwah Neighbourhood Elderly Centre (LYWNEC), Wah Kwai Day Care Centre for the Elderly (WKDCC), and Southern District Integrated Elderly Service Centre (SDIESC). These elderly centres all work to provide “Community Care”, serving elders aged 60 or above, their carers and relatives as well as community members in the Southern District.

Purchase Gerontechnology Products and Promote Relevant Services

Sponsored by Innovation and Technology Fund for Application in Elderly and Rehabilitation Care under the Social Welfare Department, our Elderly Services and Home Support Services purchased a series of gerontechnology equipment. Among them were “Interactive Ground Projector”, “Social Robots”, “Virtual Reality Interactive Bike”, “RFID Lost Prevention System” and “VR Training Programme”. Service units applied these products to daily training and activities, such as “E-sport Experience Day” co-organised with Oi Kwan Volunteer Group Limited from Hong Kong Correctional Services, “Yue Kwong Gala Point Carnival” co-organised with Yue Kwong Mutual Help Network and AKA Elderly Service Volunteer Group Committee’s volunteer training. Many participants tried out gerontechnology at the events, experiencing its convenience and advantages. These events not only motivated the older adults to exercise more and self-train their cognitive ability, but also encouraged them to better utilize these gerontechnology products.

Jockey Club Community eHealth Care Project

“Jockey Club Community eHealth Care Project”, sponsored by the Hong Kong Jockey Club Charities Trust, has entered its third year of operation. Through digital technology and innovative services, this Project aimed at empowering seniors’ self-management ability on their health. Moreover, through remote nursing service and big data analysis, the Project hoped to gain a more comprehensive understanding of elders’ health in Hong Kong, a vital step in bettering elderly service.

Our 4 DECCs and NECs and more than 263 elderly members participated in the Project. During the year, our Agency organised 97 wellness workshops and seminars, including physiotherapy, Chinese medicine seminar, music therapy and vegetarian experience, nourishing elders’ physical and mental wellbeing; a total of 2,768 person-frequencies were served. Participants acquired practical knowledge on wellness and started living a healthy lifestyle. Average usage, such as blood glucose tests and blood pressure measurements, of the “eHealth Station” for each person was 3.8 times per week, an increase compared to last year’s record of 3.2 times, indicating that participants have gradually adopted a habit of regular health checkups. In light of the positive outcome, our Agency was granted a sponsorship from the Hong Kong Jockey Club Charities Trust for Phase 2 of the Project, from February 2020 to July 2022.

服務報告 Service Report 26 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 賽馬會「e健樂」電子健康管理 計劃 本機構獲香港賽馬會慈善信託基金資助推 行之「賽馬會『e健樂』電子健康管理計 劃」已踏入第3年。計劃透過電子科技和創 新服務模式,提升長者的健康自我管理能 力;並透過提供適切的護士遙距支援服務 及分析長者健康大數據,了解本地長者的 健康狀況,於不同層面上促進長者的福 祉。 本機構轄下4所長者地區中心及長者鄰舍中 心共263位會員參加此計劃。年內舉辦了
康指標;比去年每週平均3.2次有所提升, 顯示參加者逐漸養成定時自我檢測健康的 習慣。由於計劃成效理想,本機構再獲上 述基金資助,於2020年2月至2022年7月期 間舉辦第二期計劃,進一步加強區內長者 的健康狀況。

Southern Age-friendly and Safe City Scheme – Harvest of a Decade

Established in 2009 by JCDECC and 10 elderly service units in the Southern District, the “Southern Age-friendly and Safe City Working Group” and its 80 elderly members have been advocating the concept of “Age-friendly Cities” promoted by the World Health Organisation in the district.

In celebration of its 10th anniversary, the Group looked back on the past topics, from which 15 “Age-friendly Measures that are Most Welcomed by the Southern Seniors in the Past 10 Years” were selected. The Group then set up an online poll for Southern seniors and participants to vote for 5 of their favourite measures, with a total of 554 person-frequencies responded. In the sharing session held in January 2020, the Group summarised their work highlights over the past decade to the stakeholders from various sectors. There were 203 participants in total, amongst whom were Southern District Councillors, government officials, management staff of public institutions, community leaders, 18 representatives from age-friendly companies or groups, and community members of different generations.

Person with Dementia, Frail Elders and Caregiver Companion Project — “Talent Hub” Guided Tour

Funded by the generous Fu Tak Iam Foundation Limited and Ho Cheung Shuk Yuen Charitable Foundation, our SDIESC launched the “Person with Dementia, Frail Elders and Caregiver Companion Project'', providing day care service for Southern elderly aged over 50, filling the service gap where subvented services left out. With the Project’s comprehensive support service and diversified social activities, frail older adults improved their health management ability and expanded their social network. Up to 97% of carers agreed that the Project alleviated their pressure and was responsive to frail elders’ needs.

“Talent Hub” of the Project was formed by elders with mild cognitive impairments and aimed at establishing a platform to showcase their talents. One of their featured activities was the Wah Fu Estate Guided Tour. “Talent Hub” members shared the

With sponsorship from the Elder Academy Development Foundation, our JCDECC and LYWNEC co-organised 4 Elder Academies with Pui Tak Canossian College, Aberdeen St. Peter’s Catholic Primary School, Aberdeen Baptist Lui Ming Choi College and Hong Kong True Light College. These 4 Academies included the CAKA Elder Academy, the Joyful Dawn Elder Academy, the Happy Ageing Academy and the Applied Learning Elder Academy. Through diversified classes and activities, the academies built an interactive platform to foster intergenerational learning, communication and appreciation as well as to promote the “Active Ageing” spirit. Throughout the year, the 4 academies provided intergeneration services and organised an “Inter-generation Trip”, along with 16 other courses and activities including “Imaging Southern District”, “Be Happy and Carefree” and “DIY Skincare Products”. In order to improve the operation effectiveness and quality of courses, CAKA Elder Academy set up an “Elder Academy Management Committee” and held meetings twice a year. Needy Carer Service

Our Agency is dedicated to supporting carers in need. During the year, we provided 20 carer support groups, 84 training activities and 731 carer support services to 308 carers, including respite care and patient escort service, to reduce the pressure of carers and assist them in building a support network.

Our 4 DECCs and NECs joined the “Support for Carers Project” under Social Welfare Department and collaborated with 4 property management companies of the public rental housing and private estates in Southern District. The elderly centres offered training to security guards, introducing them to carers’ needs, characteristics of dementia patients and relevant community resources. To enhance stakeholders’ knowledge on carers’ support service and encourage early identification of needy carers, our Agency conducted 25 training workshops for 275 security guards during the year. With support from Central, Western, Southern and Islands District Social Welfare Office, our Agency promoted “Carers Community Building Project” and “Cognitive Training Programmes for the Elders”, introducing gerontechnology, eco-burial, horticultural therapy, meditation practice and community education. These activities introduced new elderly care skills to carers, while catering to their psychosocial wellbeing.

After my husband was diagnosed with dementia, he slept all day and nothing interested him anymore. Dementia Community Support Scheme

Our 2 DECCs implemented this Scheme since May, 2019, supporting patients with mild and/or moderate cognitive impairment and their carers; so as to improve the patients’ cognitive and self-management ability and to enhance carers’ stress management and nursing skills. To motivate patients with low incentives, the Scheme arranged buses and volunteers to escort patients in exploring community facilities and resources. The Scheme provided approximately 3,370 hours of training to 92 patients during the year.

I used to call the ambulance every time I felt unwell. After joining the Project, I realised the way I took my medicines had been wrong all the time. The pharmacist and social workers taught me how to take the pills properly, and I became stronger physically and I seldom go to the hospital now.

Medication Management Project for Elders

Since 2015, the Department of Pharmacology and Pharmacy, HKU Li Ka Shing Faculty of Medicine has been sponsoring our SDECC in launching the “Medication Management Project for Elders”. Transdisciplinary professionals paid home visits to singleton elders or elderly couples with chronic illness and gave advice on proper medication management, benefiting 172 elders in total. Pharmacists’ advices and observation were also delivered to elders’ doctors at follow-up appointments, so that doctors were able to give more precise treatment suggestions. The Scheme’s social workers assisted the elders in purchasing auxiliary products for medication and escorted them to medical appointments to better communicate their needs to doctors. Moreover, the Project was included by the Department of Pharmacology and Pharmacy as part of its curriculum, where students were encouraged to apply their classroom knowledge to service work through offering door-to-door support to needy seniors.

34 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 「藥到病除」長者藥物管理 計劃 南區長者綜合服務處自2015年起獲香港大 學李嘉誠醫學院藥理及藥劑學系支持,推 行「『藥到病除』長者藥物管理計劃」。 跨專業人士持續到戶支援患有長期疾病及 缺乏支援的獨居或兩老同住長者,教授正 確的藥物管理知識,讓他們在處理藥物時 「懂得吃、懂得問、懂得看」,達致藥 「到」病除。計劃推行至今共有172位長者 受惠。此外,計劃透過藥劑師轉介長者的 用藥問題,讓長者於覆診時交醫生作出治 療建議,加強雙方溝通。另計劃又安排社 工支援長者添購合適的藥物輔助用品,並 適時提供陪診服務,讓長者將服藥狀況正 確地告知醫生。此項計劃亦獲該學系納入 教學課程,推動學生到戶支援有需要長 者,親身了解他們的需要,將課堂知識應 用於社會。

My mother suffered from a stroke again 3 years ago, which damaged her cerebral vascular and further impaired her language ability and memory. She could only talk gibberish and felt very embarrassed about it. She became reluctant to speak eventually and shut herself off. After discharging from the hospital, we joined AKA’s Integrated Discharge Support Programme and Stroke Rehabilitation Service for the Elders referred by the hospital social workers, to help rebuild her confidence.

One year later, my mother was sent to AKA’s WKDCC, where they designed an individualised speech therapy plan for her on a weekly basis. She gradually made progress and could put some words among the gibberish to be understood. Since then she has become more cheerful and outgoing. We all felt a sense of relief.

安老服務及項目發展 Elderly Services and Project Development 3年前媽媽再度中風,這次腦血管再次受損,重覆影響她的 語言及記憶力,令她說話詞不達意,有如講「外星語」,無 人理解,令她非常尷尬。媽媽漸漸不願與人溝通,把自己封 閉起來。出院後,我們經醫院社工轉介,接受坊會轄下的離 院服務及參與「風中同行」計劃,讓她盡快回復自信。 一年後,媽媽獲派到華貴長者日間護理中心。中心每周為她 安排度身設計的言語治療,日子久了,媽媽可以在「外星 語」加插單字表達意思,從此說話多了,心情亦開朗了。而 我們亦獲得喘息機會,頓覺放下千斤重擔。

Occupational Therapy and Carer Meeting

With the goal of “Community Care”, WKDCC offers day care and rehabilitation services for frail elders to reduce the burden on carers. Through various kinds of social activities, older adults not only maintain physical and mental wellness, but also enhance their social skills. Eventually they can stay happy and active in the community.

WKDCC organised an “WhatsApp Care” group, where occupational therapists offered cognitive training activities to slow down the seniors’ decline. Besides, the staff wrote comments and sent photos of the activities to participants’ families via Whatsapp to keep them updated about the elders’ performance. Meanwhile, family members could reflect their opinions anytime so that both sides could communicate effectively. 25 elders participated in the activities and 23 family members were in the Whatsapp group, in which 532 messages were recorded.

36 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 職業治療服務及家屬會 華貴長者日間護理中心本着「社區照顧」 的精神,為體弱及有需要長者提供日間照 顧及復康護理服務,以紓緩護老者之壓 力;並透過各種社交活動,使長者保持身 心健康及增進社交技巧,讓他們愉快地在 社區生活。 中心於年內舉辦了「網上傳情」小組,由 職業治療師為參加者提供認知訓練,延緩 其衰退的速度;此外,亦會利用WhatsApp 應用程式,撰寫留言及轉發活動相片給家 屬,讓他們即時知悉長者於活動的情況及 表現;同時,家屬亦可透過此平台向中心 反映意見,促進彼此溝通。此小組共有25 位服務使用者參加,另有23位家屬加入群 組,互傳訊息達532次。

Counselling Service

Elderly service units of our Agency provide elders in need and their families with counselling service through interviews, home visits, telephone contact, group activities, etc. During the counselling process, elders are assisted to solve their problems with greater confidence and enhanced ability, and have their family relationship improved. During this year, our elderly service units handled 1,024 cases in total and conducted 181 health and home care assessments. Among the cases, 230 achieved the treatment goals with a turnover rate of 22.5%. The statistics on case category are shown in the pie chart below:

Therapeutic Group Work

In order to support elders with special needs and to satisfy counselling needs of each individual, our 2 DECCs held 10 therapeutic groups during the year, including “Looking Back to the Good Old Days Reminiscence Therapeutic Group”, “To Thank, To Apologize, To Love and To Bid Farewell”, “Spirit Animal Therapeutic Group”, “Nourish Your Mind, Body and Soul with Arts Stroke Survivors Expressive Art-based Therapeutic Group”, benefiting 392 elder-frequencies. Through these therapeutic groups, we assisted the elders to establish a mutual support network, improve their self-confidence and self-management abilities, enabling them to lead a more positive and active life.

個案輔導 本機構安老服務單位透過面談、家訪、電 話聯絡及小組等不同形式為有需要的長者 及其家人提供輔導服務。在輔導過程中, 長者可以更有信心及能力去解決自身問 題,以及改善與家人的關係。年內,各單 位共處理了1,024宗輔導個案,並提供了 181次長者健康及家居護理評估服務。個案 中有230個在達成治療目標後完結,流轉率 為22.5%。有關輔導服務的個案類別統計, 詳見下表:
治療小組工作 為進一步支援有特別需要之長者及配合個 案輔導服務,年內兩所長者地區中心分別 舉辦了10個主題治療小組,包括「『談笑 風生話當年』 懷緬治療小組」、「『四 道人生』生命教育小組」、「『心靈寵 物』治療小組」及「『樂藝身心』中風康 復者表達藝術治療小組」等,共392人次受 惠。這些治療小組成功協助長者建立互助 支援網絡、提升自信心及自理能力,讓其 能更積極面對晚年生活。

In the coming year, our elderly services will continue to serve the elderly based on emerging individual needs and our emphasis on “Community Care”. During the COVID-19 pandemic, we will also utilize information technology in meeting elders’ needs concerning their body, mind and soul. Besides, we will work in line with the Government’s Policy Address and Budget to run the “Dementia Community Support Scheme”. We will support elderly with dementia with the community development approach and integrated service mode. We will also cooperate with other elderly units in the district to run “District Collaboration Project”; and further develop the “Jockey Club Age-friendly City Project” and “Southern Age-friendly and Safe City Scheme” sponsored by the Hong Kong Jockey Club Charities Trust. Supported by the Innovation and Technology Fund for Application in Elderly and Rehabilitation Care, our 4 subsidiary elderly centres have purchased training equipment, which will be utilised to provide advanced, innovative and diversified health training for seniors.

38 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 來年,本機構安老服務除繼續以「社區照顧」為主題去回應長者需要及關愛長者外,亦會 因應「2019冠狀病毒病」疫情發展善用資訊科技,關顧長者身心社靈需要。此外,亦會配 合政府施政報告和財政預算去推展「智友醫社同行計劃」;並以社區發展工作手法及綜合 服務模式為認知障礙長者服務。同時,亦會與區內安老服務單位攜手合作,推展「地區夥 伴協作計劃」、香港賽馬會慈善信託基金資助之「賽馬會齡活城市計劃」及「南區長者友 善安全社區計劃」。又本機構轄下4所長者地區中心及長者鄰舍中心獲樂齡及康復創科應用 基金資助購置相關訓練器材,各中心將繼續善用有關器材,舉辦先進、嶄新及多元化之長 者訓練活動。

The home support services of our Agency include Integrated Discharge Support Programme for Elderly Patients (IDSP), Integrated Home Care Services (IHCS), Enhanced Home and Community Care Services for the Elders (EHCCS), Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment, and the Pilot Scheme on Community Care Service Voucher for the Elderly (CCSV). The services aim at providing community care and home support services for elders, people with disabilities and needy families, so that they can stay in their own community with dignity and be properly taken care of, achieving the target of “Ageing in Place”. Besides, our service teams provide regular supporting service according to the needs of the carers, in order to reduce their caring pressure. We also utilise community resources by partnering with corporations and volunteers, which rejuvenate our services, benefiting our service users and carers.

Thanks to the case manager and health care assistants, they knew my father’s situation well. They reminded us points to note in his daily care and hospital visits. They also shared with us their professional knowledge in nursing and opinions in long-term elderly care. Due to the pandemic, they made special arrangements for us, such as providing extended services and making referrals. The care workers listened to my father’s physical and psychological needs with great patience, encouraged him and communicated with us regularly. Their advice on my father’s daily exercise was particularly helpful to his health. The meal delivery service offered by the Service Team was a great relief to carers’ burden. The staff are very punctual and polite.

Integrated Discharge Support Programme for Elderly Patients (IDSP)

Since 2012, our Agency has successfully bid for the captioned programme sponsored by the Hospital Authority in collaboration with the hospitals of the Hong Kong West Cluster. With multi-professional collaboration from physiotherapists, occupational therapists and social workers, it is hoped that we would provide well-planned and timely support services for elderly patients newly discharged from hospitals, so that they would recover in the community and avoid re-admissions. Through nursing, rehabilitation, homemaking, escort, elder sitter services, etc, IDSP not only responds to the needs of the discharged elderly patients, but also improves carers’ skills and confidence in their daily care.

To minimize the risk of virus spreading in the community, many hospitals had reduced unnecessary referrals over the past year under the epidemic. In the past year, our IDSP served 663 discharged elderly cases and provided 1,599 times of carer training. The former was slightly lower than the performance indicators of Hospital Authority by 4% and the latter was higher than that by 60%. Overall satisfaction rate of service reached 99%.

During the epidemic, our Agency continued to provide rehabilitation exercise training for discharged elderly patient in need.
服務報告 Service Report 42 香港仔坊會社會服務年報 2019-2020 離院長者綜合支援計劃 本機構自2012年起成功競投承辦離院長者 綜合支援計劃,此計劃是醫院管理局資 助,與港島西醫院聯網合作所推行。此計 劃目的是希望透過社區醫護、物理治療 師、職業治療師及社工等跨專業協作,為 由港島西醫院聯網轉介居住於港島中、 西、南區之離院長者提供妥善的離院規劃 及離院後的支援,包括:護理服務、復康 訓練、個人起居照顧、護送及陪老服務 等,讓長者能盡快康復,從而減低其再次 入院的風險。此外,計劃亦會提供護老者 訓練及支援服務,提升其照顧技巧及信心 以減低照顧壓力。 過去一年,受疫情影響,醫院方面考慮到 病毒傳播風險,故減少了轉介個案。年 內,本計劃共服務了663位離院長者個案, 較醫院管理局之指標低約4%;而為照顧者 提供訓練次數達1,599,則高出醫院管理局 的服務指標約60%,服務使用者的整體滿 意度高達99%。 另為了讓服務使用者獲得更多元化的服 務,本年度亦特別招募了具專業資格的人 藥物督檢服務協助長者正確用藥。 Medication management service helped elderly to take medicines correctly.

Home Support Services and Project

With the aim of rendering more diversified services to the users, we recruited volunteers with professional qualifications. Pharmacists, nutritionists and volunteers with a certificate in Electronic Engineering were arranged to provide needy elderly with medicine monitoring and management consultation, recommendations on diet including recipes and household electricity safety inspection respectively.

Integrated Home Care Services (IHCS)

IHCS provides home care, nursing and rehabilitation services for frail elders, persons with disability and needy families to support their daily needs, so that service users can stay in their own community, actualising the idea of “Ageing with a Sense of Belonging” and “Continuous Care”. This year, our IHCS served 500 cases. Services provided include basic personal care such as blood pressure measurement, blood glucose testing, monitoring of medicine taking, bathing, meal delivery; and nursing care such as caring for foley catheter and nasogastric tube, home cleaning and carer support. A total of 125,025 person-times were served and 113,684 direct-to-home meals were delivered.

I have been using EHCCS service for over 2 years now. Since my wife is always busy with work, I spend most of my time at home alone. But my fall last year has greatly affected my mobility and independence, which I felt particularly discouraged about. Thanks to AKA, their meal delivery and escort services not only took care of my daily needs but also significantly alleviated my wife’s stress on caregiving. This is a relief to both of us. What’s more, the Service Team also arranged rehabilitative exercises for me. The care workers provided direct-to-home guidance and accompanied me until I finished my exercise routine. Thanks to their effort, my mobility is recovering day by day.

Enhanced Home and Community Care Services for the Elders (EHCCS)

Our Agency has provided EHCCS since 2001, serving around 200 cases annually. Our service users are frail elders with moderate and severe level of impairment, which make them dependent on others for their everyday activities to different extents. Many are diagnosed with multiple illnesses and are on several medications, compromising their social life and psychological health. In addition, carers and families of these elderly are also under great pressure as their knowledge on elderly care and disease management is inadequate. 我接受了服務兩年多,由於太太忙於工作,所以我大部份時 間都是留在家中。但自從去年底跌倒後,我的活動能力大不 如前,生活上大小事都變得力不從心⋯⋯慶幸得到坊會的送 飯及陪診服務,不但解決了我日常起居的各種困難,更大大 減輕我太太的照顧壓力,讓我們都可鬆一口氣。另外,服務 隊亦為我安排復康運動,照顧員會定期上門指導及陪伴我完 成整套運動,令我的活動能力可逐步恢復。

care plan for each elder, providing them with nursing service, rehabilitative training, assessment and training on occupational therapy. They also offer training programmes and stress relief activities such as emotional support for the carers. A total of 13,516 hours of direct-to-home nursing services was recorded, including simple nursing care, personal care, special care, care for elders with dementia, rehabilitation and speech therapy services.

Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment Sponsored by the Community Care Fund (CCF) and administered by the Social Welfare Department, our Agency launched the Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment since December, 2017. The Scheme provides home care and support services, including meal delivery, escort, home cleaning and purchase of daily necessities, to low-income elderly persons with mild impairment. It offers an alternative for elders who are on the waitlist for Integrated Home Care Services (Ordinary Cases), so that elderly eligible can receive services with subsidies from the CCF determined by their household income level, achieving the goal of “Ageing in Place”. 38 elders were benefited in the Scheme and 1,301 times of home care services were provided during the year.

支援身體機能有輕度缺損的 長者試驗計劃 本機構自2017年12月起承辦支援身體機能 有輕度缺損的長者試驗計劃,此計劃由關 愛基金贊助及社會福利署推行。計劃目的 乃為經過評估為身體機能有輕度缺損的低 收入長者提供所需的家居照顧和支援服 務,包括膳食送遞、護送、家居清潔及購 物等服務,為正在輪候綜合家居照顧服務 及符合普通個案評估資格的長者提供額外 的選擇,讓符合資格的長者可按級別獲關 愛基金資助接受服務,實踐「居家安老」 的目標。過去一年共有38位長者於計劃中 受惠,全年提供家居照顧服務達1,301次。

My mum was diagnosed with dementia several months ago. She couldn’t find her way home nor recognise her room. Upon learning of my mum’s situation, a nurse from “Leisure World” gave us suggestions on improving her cognitive function; she also arranged an occupational therapist for a home-based assessment, equipping us with knowledge on anti-wandering and cognitive training. Their service has greatly reduced our anxiety. I want to express my sincere gratitude to all the staff.

Pilot Scheme on Community Care Service Voucher for the Elderly (CCSV) (Second Phase)— “Leisure World”

Commissioned by the Social Welfare Department, the Second Phase of the CCSV, namely “Leisure World”, was commenced in October, 2016, providing community services in a home-based or day care centre mode for the elderly who are on the waitlist of Subsidised Long Term Care Services. Services include rehabilitation exercise, nursing service, homemaking service, home care services, home-based training for carers, respite services, etc. The Scheme is in line with Government’s “Ageing in Place” policy, so that elders can stay in their community with dignity and receive proper care. 33 moderate and severe impairment cases were served this year. During the year, the Scheme organised a series of group activities including “Garden Tour”, “Zentangle with Fun”, “Exercise and Pain Management” and “Reality Orientation”, to alleviate participants’ anxiety and depression, enhance their concentration and self-care ability and delay their cognitive decline. A total of 37 frail elders participated in these activities.

46 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 長者社區照顧服務券試驗計劃 (第二階段)-「悠樂天地」 本機構獲社會福利署委託於2016年10月起 推行名為「悠樂天地」之長者社區照顧服 務券試驗計劃(第二階段)。此計劃以家 居為本及日間中心模式為長期輪候護理服 務的長者提供社區照顧服務,包括復康運 動、護理服務、家居服務、日間到戶看 顧、到戶培訓照顧者及住宿暫託等,實踐 「居家安老」,讓其有尊嚴地繼續在熟悉 的社區裏生活,並得到適切的照顧及關 懷。全年共服務了33位中度及嚴重缺損個 案。年內,計劃亦舉辦了「園遊樂」、 「禪繞樂無窮」、「運動與痛症管理」及 「現實導向」等多個小組,協助參加者減 輕焦慮及抑鬱情況、提升專注力、自理能 力及延緩退化速度,合共37位體弱長者參 與。

To alleviate the stress faced by carers, our Service Teams provided 630 hours of training to carers during the year, among which 400 hours were administered to carers of elders with dementia. In addition, emotional and personal support, trainings to enhance their knowledge and skills on elderly care and stress relief programmes were conducted to cater to carers’ needs.

Emotional and Personal Support

Carers are under tremendous pressure from taking care of frail elders or those with dementia. Our Service Teams of multidisciplinary professionals work to provide comprehensive support for them. During the year, our social workers made over 7,621 phone calls and 7,457 direct-to-home services to the needy carers, offering counselling service and advices on respite and day-care services. The goal was to improve carers’ caregiving skills, build on their carer capacity and to promote their psychological wellbeing. Our nurses, physiotherapists and occupational therapists also assisted carers in ordering elderly care/rehabilitation products, borrowing rehab equipment and repairing wheelchairs, providing 2,333 times of service.

Training on Caregiving Knowledge and Techniques

To enhance carers’ knowledge and skills in caregiving and help them put into practice, our nurses evaluated the elderly through regular home visits to determine their strengths and needs. Then they advised carers on drug management, food nutrition, techniques of insulin injection and chronic disease management.

Our physiotherapists and occupational therapists adopted household and gerontechnology products as treatment tools in reality orientation programmes, to improve cognitive functioning in elderly with dementia. Besides, they advised on home modification to minimise household risks, instructed techniques on lifting and transferring elderly safely, suggested proper use of rehabilitation equipment/devices and shared tips on pain relief. As for speech therapists, they offered trainings on food preparation and oral-motor exercises, so that carers could feed and care for elderly safely at home. 124 hours of speech therapy training were provided to 221 carers in total.

Stress Relief Service

領認知障礙症長者、體弱長者及護老者進 行五感刺激訓練和靜觀體驗,共58人次出

To encourage carers to participate in community activities during holidays, our Service Teams organised “Day Respite at Holidays” events to help them relax, alleviate their stress and share their experience with fellow carers. During the year, our Service Teams organised 3 events on Dragon Boat Festival, Mid-autumn Festival and Christmas respectively. Through these events, physiotherapists and occupational therapists imparted knowledge on rehabilitation exercises and cognitive training skills. Social workers arranged thematic games, handcrafting and food sharing activities to help participants immerse in the festive atmosphere. The programme served 60 participants in total and received positive responses. Our Service Teams also organised a 4-week “Rehabilitation & Relaxation Training Group” with the theme of “Diversified Training”. Led by an multidisciplinary paramedical team, elders with dementia, frail elders and carers participated in five-sense stimulation and meditation training, with 58 participant-frequencies recorded.

Southern District Association of The Hong Kong Girl Guides Association, in collaboration with our Community Centre and Service Teams, organised “Caring Girl Guides in Southern Community 2019” on 8th December, 2019. This activity was sponsored by German Pool (Hong Kong) Limited and Sa Sa International Holdings Limited. The Southern District Association of the Hong Kong Girl Guides Association arranged a series of activities including singing and dancing performance, health seminar and lucky draw. Oat and pearl rice packages donated by generous community members were distributed to 112 elderly CSSA recipients and singleton elderly, tenants of subdivided units and single-parent families. The activities were full of so much love and care that the elders and grassroot families all spent a joyful weekend together.

Lunar New Year Reunion Dinner

The annual “Lunar New Year Reunion Dinner” was held on 12 th January, 2020 with the generous financial support from the Chairman of our Fund-raising Committee, Mr. SZE Chun-lee and several other Vice-chairmen, including Permanent President Ir. CHAN Lee-shing, William, JP, Permanent President Mr. YEUNG Kin-yip, Permanent President Ms. YUENG Chui-chun, Harlanna, and Chairman of our Executive Committee, Mr. CHOW Kei-chung. Participants were gifted with food and rice sponsored by Nam Kee Spring Roll Noodle Company Limited and Interocean Rice Company Limited respectively. The activity not only served great food Big Bowl Feast (Poon Choi), but also invited InspiringHK Sports Foundation and LinkAges Musical Club to give performances. With the assistance of volunteers from CR Construction Company Limited, 116 frail elders spent great time together with their families to embrace a brand new year.

The Chief Executive promised in the 2018 Policy Address to provide additional 2,000 places under the Enhanced Home and Community Care Services and allocated $1 billion to Innovation and Technology Fund for Application in Elderly and Rehabilitation Care to subsidise elderly and rehabilitation service units to procure, rent and trial use technology products, which can be used in the community and home care services. For the coming year, our Service Teams will make optimal use of these resources and technology for the provision of over 1,000 service users and carers, achieving the goal of “Community Care”.

The integrated children and youth, family and community development services of our Agency are provided through our Community Centre and Jockey Club Integrated Service Centre (JCISC). The Community Centre aims to provide various kinds of social services for promoting family and individual growth, and building a harmonious society. The JCISC aims to help children and youth grow in a healthy and balanced manner as well as to develop their full potential, establish better inter-personal relationship, participate in social services and contribute to society.

Back in the days when I lived in the squatter, I frowned all the time, worried that snakes, rats and pests would run into my house. After moving in here, I feel comfy and safe. Community Housing Movement—“Best Neighbour · Walk Together” Community Housing Project

Our Community Centre launched the “Best Neighbour · Walk Together” Community Housing Project in August 2018, part of the “Community Housing Movement” organised by the Hong Kong Council of Social Service. The Project was sponsored by the Community Chest of Hong Kong, and supported by the Chinachem Group. It allowed families living in dismal and inadequate housing conditions with urgent needs to rent units at an affordable and lower-than-market price. As of March 2020, 98 applications were received, among which 23 families were arranged to move into the units.

Under this Project, “Neighbourhood Meetings” were held regularly for residents to share information and strengthen their understanding of the “Co-living” concept. Besides, various activities as well as a volunteer team were organised to tap on residents’ potential, to participate in community affairs and make contribution to the society. To help tenants build stronger community networks and support their needs, the Project co-organised workshops with other organisations in the district with “Cross-sectoral Cooperation” and “Strengthen Community Cohesion” as their themes. On 26th May, 2019, a Community Sharing Day called “Best Neighbour · Love Coming Home” was held, where tenants and community members shared their feelings and experiences after moving into the units. There were over 150 attendees and 11 media outlets reported the event.

Mr. CHAN Fan, Frank, JP, Secretary for Transport and Housing, and other guests thought highly of the event and appreciated the Project’s effort in garnering support from different community organisations.

服務報告 Service Report 56 香港仔坊會社會服務年報 2019-2020 社會房屋共享計劃- 「友里同行計劃」 社區中心於2018年8月開展為期3年的「友 里同行計劃」,該計劃乃香港社會服務聯 會主辦的「社會房屋共享計劃」項目之 一,並獲華懋集團提供私人樓宇單位及獲 香港公益金資助營運開支。計劃以低於市 價及可負擔租金租予居於惡劣環境及有緊 急需要之家庭,以助改善其居住及生活環 境。截至2020年3月,計劃共收到98份申 請表,並成功協助23戶家庭入住「友里 居」單位。 另計劃會定期舉辦「鄰里會議」,讓住戶 交流共住資訊,提升其對「共住共生」概 念的認識;又透過舉辦不同活動及組織 「鄰里義工隊」發掘住戶潛能,推動其參 與社區事務、回饋社會;此外,亦藉聯繫 地區團體舉辦「跨界別協作」、「社區共 聚」等活動,發展社區網絡以支援住戶需

Our Community Centre organised “Warm Your House” in January 2020, not only to introduce community resources and services to tenants of subdivided units in the Southern District, but also to raise young people’s awareness on the issue. After training on volunteer and home visit skills, young volunteers prepared and delivered care packs to families living in subdivided units during home visits. Feedback from the families was positive, and they expressed interest in learning more about community resources and services. After observing the environment of subdivided units and communicating with the tenants, the young volunteers gained deeper understanding of subdivided units and volunteer service. A total of 32 participant-frequencies and 25 home visits to the families of subdivided units were recorded.

Our Agency endeavours to collaborate with kindergartens, primary schools and secondary schools in the district, aspiring to develop students’ potential, broaden their eyesight and expand their social network. Last year, our Agency had planned a variety of service including the “2019 Tours to Southern Kindergartens” and “2019/2020 Tours to Southern Secondary Schools”. Youth volunteer leadership programmes for Hong Kong Southern District Government Primary School, Pui Tak Canossian College, Baptist Lui Ming Choi Secondary School, San Wui Commercial Society Chan Pak Sha School and St. Peter's Secondary School were also in progress. However, due to social events and the COVID-19 pandemic, most activities were terminated. The following are the two events and services that were successfully launched in 2019/2020 regarded school service:

this tour were seminars and school visits. For seminars, various guests were invited to introduce the Primary One Admission (POA) System, how to adapt to school life and how guardians should support their children in the process. As for school visits, parents, guardians and pupils were arranged on visits to 10 primary schools in the district, to know more about their school facilities, modes of teaching and extracurricular activities, hence they could choose a primary school that suit their needs most.

Two School Social Workers for Each School in Secondary School

Our JCISC operates stationing school social work service for 3 secondary schools in the Southern District. They are the West Island School, HKUGA College and Victoria Shanghai Academy.

The Government proposed in the 2019 Budget that, in order to improve teenagers’ mental health and anti-pressure ability, there would be 2 school-based social workers for each secondary school, benefiting nearly 460 secondary schools. Therefore, JCISC made arrangements to the 3 schools accordingly in August 2019, with 2 social workers stationing in each. With the increased manpower, social workers could organise more activities advocating mental health. During the year, 62 activities were conducted in the 3 schools, benefiting 76 students.

一校兩社工服務 賽馬會綜合服務處現時為南區3所中學提供 駐校社工服務,包括西島中學、港大同學 會書院及滬江維多利亞學校。而特區政府 於2019年《財政預算案》中公佈,為增強 青少年精神健康及提升其抗壓能力,於 2019/2020學年起在全港近460間中學實施 「一校兩社工」,增加駐校社工人數。因 此,服務處亦於2019年8月起為上述3所中 學增設至每校2名駐校社工。增加人手後, 駐校社工除處理個案工作外,亦能於校內 舉辦更多提倡精神健康的活動。年內為3所 中學合共舉辦62次活動,受惠學生人數達 76。

Election Trilogy

Our Community Centre organised “Election Trilogy” from October to November in 2019 with the goal of enhancing youth’s understanding of civic responsibility and the election system, so as to cultivate their concern and participation in community affairs. The Programme consisted of 3 parts with 19 participants. The first 2 parts, “The First AKA District Councillor” and “One Person One Vote, You Got the Say” aimed at introducing District Councils and the election system to participants. The third part, “District Councillor Election Class”, encouraged the youth to promote greater awareness and attention to the Election in the community. Participants also designed posters and flyers on their own, calling for the public to fulfil their civic responsibilities and vote.

“BEAT” Youth Artist Nurturing Programme

With the generous support of Chung Shing Taxi Limited, our Community Centre launched the“‘BEAT’ Youth Artist Nurturing Programme” in November 2019. The Programme provided creative percussion classes to junior secondary school students with average grades or low study incentives to explore their inner-self. It was hoped that students could gain recognition through public performance and therefore enhance their confidence in facing future challenges. percussion training classes to build up their team spirit. After training, 27 students gave 2 public performances in the School’s 50th Anniversary Celebration Open Day, which received good reviews from the school management. Later on, students from the 2 schools were trained together. The training process was creative and fun enough to stimulate their interests and nurture their bonding. Through the exchange of ideas and cooperation, student from different schools and backgrounds got to know one another, fostering community integration.

Jockey Club YouthCreate Series: AKA “New Media” Project

Our JCISC was sponsored by The Hong Kong Jockey Club Charities Trust to launch “Jockey Club YouthCreate Series: AKA New Media Project” for 3 years, starting from December, 2017. In the Project, we employed the service model of “Learn Together, Create Together” through the use of “New Media”, helping youngsters to cultivate their creativity and enhance their connection with the community. It also served as a means for the youth to express their ideas and practise what they had learned, to bring positive changes to society as well as to build their competence.

Phase 2 of the Project was launched in 2019/2020; and 30 teenagers and 14 adults were recruited. After training on photography and virtual reality production, they went on field trips to learn about community needs, then put their newly acquired knowledge to the test by producing 3 microfilm and VR games, raising public concern on community problems.

62 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 賽馬會青創社區系列:香港仔 坊會「新媒體」計劃 賽馬會綜合服務處獲香港賽馬會慈善信託 基金贊助,於2017年12月起舉辦為期3年 的「賽馬會青創社區系列:香港仔坊會 『新媒體』計劃」。此計劃透過「新媒 體」為介入手法,透過「共學共創」的服 務模式,協助青年擴闊出路、培養創造 力;並增加青年與社會聯繫,提供渠道讓 他們傳遞理念,實踐所學,為社區帶來正 向改變,建立青年的能力感。基金亦為服 務處提供硬件支援,並邀請業內專家-沙 龍文化產業研究所成為此計劃的技術夥 伴,提供培訓及專業意見。 2019/2020年度為此計劃推行之第2期,期 內共招募30位青年及14位成年人參加。參 加者在完成專業拍攝訓練及虛擬實境製作 課程後,便到社區進行考察,了解社區需 要。其後運用所學知識製作3套微電影及虛 擬實境遊戲,藉此帶出學員所關注的社區 問題及引起社會大眾之注視。

I gained much joy and delight in the rock-climbing training. It taught me courage and perseverance. Through challenging climbing routes of various difficulty, I have learned to remain calm when solving problems. I have also become braver—I can now challenge a 3-meter-high climbing wall while I had a fear of heights!

The Wind Programme - “Achiever” Sport Climbing Training

Supported by the K&K Charity, our JCISC launched “The Wind Programme “Achiever” Sport Climbing Training in July 2019, rendering support to 16 children and teenagers suspected or diagnosed with Attention-Deficit/Hyperactivity Disorder. The training aimed at developing their potential apart from schoolwork to enhance their confidence, concentration and execution ability. Besides, group therapy, volunteer training and group training camps were included in the Programme for all-round development. Family support was also important for these service users. Hence, our JCISC organised parenting skill classes and support groups to enhance parents’ competence as well as widen their support network.

Adhering to the concept of “Social Capital” and the community development approach, our Community Centre will continue to support the underprivileged in concordance with social needs and development. The Centre will cooperate with different community organisations and businesses to better community support networks for the disadvantaged. Besides, the Centre will put constant effort in the “Best Neighbour · Walk Together” Community Housing Project to help tenants of subdivided units or underprivileged families to improve their living conditions; therefore achieving the principles of “Community Care”. Our JCISC will arrange a variety of activities to unleash the youth’s talents and encourage their participation in community affairs. Furthermore, our JCISC will continue to operate the “Jockey Club YouthCreate Series: AKA New Media Project” with generous support from the Hong Kong Jockey Club Charities Trust. In this way, teenagers can hone their practical skills; at the same time express their care for the community through new media.

Our Agency co-organised second-hand

recycling activity with the Incorporated Owners of Baguio Villa.

In accordance with the Government's policy of advocating social enterprise, our Agency established Leisure Outlet with funding support from the “Enhancing Self-Reliance Through District Partnership Programme” of the Home Affairs Department in early 2008. The Outlet liaised with community and business organisations to collect second-hand items; after cleaning and refurbishing, the items are then sold at affordable prices in the community. The Outlet adopted a business model in running, with social objectives of “Job Creation”, “Environment Protection” and “Sustainable Development”. After the initial 2-year funding period, the shop was run in self-financed social enterprise mode. With support from residents, there are currently 2 Leisure Outlets: the Flagship Shop at ground floor of our Headquarters, opened in 2011; and the Wah Fu Shop, set up in 2016. The following is the work highlight during the year:

Second-hand Goods Recycling Action

Last year, Leisure Outlet co-organised 8 “Second-hand Goods Recycling Action” events with community organisations. Booths were set up in housing estates to encourage residents to donate new or second-hand items, some of which would be transferred to the underprivileged in the district, others were put in the Outlets for sale. To promote the spirit of mutual help in the neighbourhood as well as to support the needy groups in the district, the Owners’ Corporation of South Horizons and the Incorporated Owners of Baguio Villa, the 2 main partners of our regular recycling activities, helped provide venue and facilities. The recycling actions were widely supported by the local community, with over 35,000 pieces of items collected in total throughout the year.

Leisure Outlet joined the “54th Hong Kong Brands and Products Expo” upon invitation in December, 2019. 416 new or second-hand items were sold in total. Among the items, toys, figures and home decor items were the most popular. The activities provided in-service training to enhance practical working skills of the long-term unemployed as well as internship and employment opportunities. Furthermore, they also promoted the mission of Leisure Outlet and environmental awareness.

Start Online Retail Business

Online shopping has become a common practice nowadays. In light of this, Leisure Outlet began to tap into the e-commerce market of selling second-hand goods in July, 2019 and provided marketing techniques training to our staff on using different online platforms. This new sales channel expands our customer base and increases our sales volume. As our Leisure Outlet online market gained more and more customers, our staff also accumulated valuable online marketing experience.

Our Agency has been providing employment services for people with different needs since 1999. Besides helping job seekers to enhance their work attitude and skills, the “Integrated Employment Assistance Programme for Self-reliance” (IEAPS), and the “Life Flyer—Third Age Employment Project” (Life Flyer) serve as a platform to match job seekers with potential employers, and vice versa. The Life Flyer also specialises in assisting the middle-aged, retired and elderly to develop their “Second Career”. The following is the work highlight during the year:

Integrated Employment Assistance Programme for Self-reliance(IEAPS)

Commissioned by the Social Welfare Department, our IEAPS provided employment support services for 374 applicants referred by the Department last year. Programme contents included employment counselling, job searching skills training, workplace experiential learning, follow-up and post-employment support. While some job seekers had left the labour market for a long time or lacked work experiences, the IEAPS provided them with internship opportunities, equipping them with essential work skills and enhancing their employment prospects. Motivated programme participants were matched with potential employers, to help them secure employment and leave the Comprehensive Social Security Assistance (CSSA) net, so as to assist them to move towards full-time paid employment and self-reliance. IEAPS came to an end in late March. Commissioned by the Social Welfare Department, our Agency launched another new programme called “Employment Support Services” in April, 2020. This Programme is projected to operate for five-and-a-half years. Apart from the above-mentioned services, the new Programme will collaborate with various government and non-government bodies such as Labour Department and Employees Retraining Board with the hope of making employment information and courses more accessible to the participants so as to improve their competitiveness.

自力更生綜合就業援助計劃 由社會福利署委託本機構推行之「自力更 生綜合就業援助計劃」,於本年度共為374 位經該署轉介的待業人士提供就業支援服 務。服務內容包括就業輔導、求職技巧訓 練課程、工作體驗、入職後的跟進及支援 等。同時,此計劃為長期待業及欠缺工作 經驗的求職者提供實習機會,讓其掌握相 關工作技巧和累積不同的工作經驗,為未 來重投就業市場作好準備。計劃亦協助表 現積極的參加者配對合適的工作,協助他 們盡快入職,俾達致脫離綜援網、自力更 生的目的。此計劃於2020年3月底完結, 而社會福利署將繼續委託本機構自2020年 4月起推行另一項服務-「就業支援服 務」。新計劃為期5年半,服務內容除以上 各項外,並會加強與勞工處及僱員再培訓 局等機構合作,提供更多就業資訊及課程 予參加者,俾提高其競爭力。

Job Matching Services

Our Agency endeavours to increase job opportunities for job seekers through partnership with different enterprises. Last year, we secured more than 520 job vacancies, and provided job referrals for 369 job seekers. To make our service more convenient and accessible, an online job matching platform was established, rendering job matching service for local domestic helpers and potential employers in the district. Over 15,600 participant-frequencies were recorded last year. Apart from that, we co-organised 4 job fairs with 63 enterprises and organisations, providing the latest employment information and job matching opportunities. A total of 775 participant-frequencies were recorded.

Life Flyer—Third Age Employment Project (Life Flyer)

Sponsored by the HSBC 150th Anniversary Charity Programme through the Community Chest of Hong Kong, “Life Flyer Third Age Employment Project” was conducted from 2018 to 2020, to assist persons aged 50 or above to re-enter the labour market and develop their “Second Career”. During the year, overwhelming responses from the public were received with more than 180 third-aged job seekers registered and some 840 vacancies provided by more than 240 employers. More than 270 job referrals were made through Life Flyer, among which 102 job seekers secured employment successfully. Besides, the Programme organised a wide range of re-employment courses, talks, workshops, etc. It also encouraged participants to start their handicraft business. Through providing skills upgrading courses in crochet and sewing, the Programme allowed participants to polish their craftsmanship and sell their own products at the local handicraft market. Moreover, we assisted them to establish and operate online shops to connect with potential customers. Through this activity, participants not only increased their income, but also received recognition from the customers and gain a sense of satisfaction.

中高齡人士就業計劃 本機構獲滙豐150週年慈善計劃透過香港公 益金捐助,於2018至2020年推行「『飛』 凡人生-中高齡人士就業延展計劃」,協 助50歲或以上的中高齡人士重投就業市 場,開展人生「第二事業」。本年度有超 過180位中高齡求職者登記,多達240位僱 主提供約840個職位空缺。計劃並為參加者 安排超過270個工作轉介,當中102位求職 者成功入職。此外,計劃亦為參加者舉辦 了多個與就業相關的培訓課程、講座及活 動;並致力協助中高齡人士發展手作創 業,除了舉辦以鉤織和車縫為主題的技能 提升課程,讓他們提升手工藝技能並體驗 手作市集外,更協助他們建立和經營網上 商店出售自家產品,進一步擴大客源,除 了增加收入,更可直接獲得顧客的認同, 提升滿足感。 就業配對服務 本機構致力為求職者增加就業機會,年內 與各商戶建立良好的合作關係,共物色超 過520個職位空缺,並為369位求職者提供 職位轉介服務。此外,透過自設網上揾工 站及提供家務助理配對服務,為求職者提 供更多元化及便利的求職途徑。年內曾瀏 覽及使用該網上平台者高達15,600人次。 本年度亦與63間商戶/機構合辦4場招聘 會,提供最新的就業資訊,為求職者及僱 主創造就業配對平台,4場招聘會合共775 人次參與。

Established in March, 2012 at the Shek Pai Wan Estate, our “LinkAges Lam Ki Yip Centre” was the first centre in Hong Kong specialising in inter-generation services. In response to the ageing population and changes in family structure that caused alienation among different age groups, its service goals are to nurture inter-generation relationships; to enhance mutual understanding, acceptance, appreciation and respect among different ages; to encourage inter-generation cooperation for mutual benefit and support; and to establish a harmonious community. The following is the work highlight during the year:

Hong Kong Jockey Club Kinship Support Hub Project

Under the sponsorship of the Hong Kong Jockey Club Charities Trust, our Centre launched the “Hong Kong Jockey Club Kinship Support Hub Project” for 3 years, starting from July, 2019, serving 3-generation families in which grandparents are responsible for taking care of 3-12 years old children. A series of courses, seminars, interest activities and mutual support groups were held for 166 grandparents and parents in just 9 months after the Project was initiated. Besides, we provided family guidance, counselling services and in-kind assistance such as provision of epidemic-prevention items to 70 families. Our Agency also offered training groups and child care services for 80 children. During the pandemic, our child care services were in high demand for their effectiveness in easing needy families’ burden in caregiving.

尚融坊林基業中心於2012年3月於石排灣 邨開辦,為全港首間專門提供代際服務的 中心。其成立目的乃為回應本港人口高齡 化和家庭結構轉變而出現不同年齡層人士 關係疏離的現象,故致力促進代際關係, 加深不同年齡人士的互相了解、接納、欣 賞和尊重,鼓勵他們互惠合作,共建一個 互相支持、無年齡障礙、人人得以共享的 共融社區。同時,讓社會文化得以傳承, 不致散失。下列為此中心於年內之重點工 作摘要:
賽馬會「三代・家添愛」計劃 本機構獲香港賽馬會慈善信託基金贊助, 由2019年7月起開展為期3年的「賽馬會 『三代‧家添愛』計劃」,服務對象為由 祖父母協助照顧3至12歲兒童的三代家庭。 計劃開展短短9個月已為166位祖父母及父 母開辦一系列課程、講座、興趣活動和互 助小組;並為約70個家庭提供家庭指導、 輔導及緊急防疫物品等實物援助;以及為 80位兒童提供培訓小組和暫託服務,而於 疫情期間提供之兒童暫託服務深受歡迎, 能有效地紓緩有需要家庭在照顧上之壓 力。

Jockey Club Golden Age Journey Project

Sponsored by the Hong Kong Jockey Club Charities Trust, our Agency promoted a 3-year “Jockey Club Golden Age Journey Project” since October, 2019, supporting persons aged 50 or above to unleash their potential and further their contribution to society after retirement. The Project consists of two parts “V-Work Together Project” and “Teach with Fun After-school Care Service”.

V-Work Together Project

This Project aims at encouraging people aged 50 or above to establish a volunteer group. With their rich life experience and passion, they designed, organised and executed a social service project. A series of training and experiential activities including “Design Thinking” were arranged for the participants, equipping them with relevant skills to design effective social services. The first service theme was “South Asians living in Hong Kong”. 15 volunteers from 3 volunteer teams were recruited through interview. They were funded to formulate and conduct a service project with Southeast Asians as their target group in 6 months.

集「義」成裘計劃 「集『義』成裘計劃」旨在鼓勵50+人士建 立義工小組,善用其豐富的閱歷和熱情, 設計、籌備及推行社會服務,以行動實踐 意念,改變社會。計劃為參加者提供包括 「設計思維」在內的訓練和體驗活動,讓 參加者裝備自己後設計適切及具成效的社 會服務。首屆的服務主題為「在港生活的 南亞裔人士」,3個義工小組共15人經面試 後脫穎而出,成功獲計劃資金資助,於6個 月內籌備一項以南亞裔人士為對象的社會 服務,並於半年後落實推行所擬定的計 劃。

Teach with Fun - After-school Care Service

“Teach with Fun'' recruited people aged over 50 to form a team of dedicated voluntary tutors. They provided one-on-one afterschool tutorials to primary school students with different learning needs; meanwhile, nurturing students with virtues and their life experience. After some intensive training, volunteers were equipped with skills to support the students academically and emotionally. Inter-generation friendships between the tutors and students were developed. Since the Project was launched, over 200 tutors were recruited, with over 100 student-beneficiaries from 7 schools receiving continuous and regular afterschool support services.

Our Agency set up a community health promotion centre at Wah Kwai Estate in 2006, upholding the service goal of “Fruitful Life, Harmonious Society” to promote health education and community harmony to residents. The Centre assisted people of different ages to establish a healthy lifestyle through various kinds of educational activities and fitness courses, raising their awareness on health management and “Illness Prevention”; ultimately, build a healthy and harmonious community. The following is the work highlight during the year:

教德樂課後支援服務 「教德樂課後支援服務」招募50+人士成為 義工,入校為有需要的初小學生提供一對 一的課後支援,照顧個別學生的學習差 異;同時,透過身教培養學生的品德。計 劃並為義工提供各項合適的培訓,讓他們 於教學和與學生相處兩方面均能得心應 手,成為他們的「跨齡之交」。計劃開展 至今,共招募200多位義工為7間學校,超 過100位學生提供持續及定期的課後支援服 務。

Health and Fitness Spot

To raise residents’ awareness on their health, our Centre arranged a body composition examination event in August, 2019 in Southern District. Body fat percentage, bone mass density, muscle weight, etc, were examined and analysed, and the results were explained to the participants individually. Our fitness coach also shared with participants how to improve their health through exercise and gave professional tailor-made advice to each participant, so as to increase their awareness on personal wellness. A total of 170 participant-frequencies were recorded in this activity.

Fun Flexi-bar for Seniors

Our Centre organised “Fun Flexi-bar for Seniors” to promote the importance of health management to elders in the district. In this activity, our fitness coach introduced Flexi-bar to the elders and designed a trial session for them to learn the basic moves. Participants agreed that by simply shaking the Flexi-bar, all the muscle groups of their body were tightened and their shoulder and neck pain was immediately relieved. This experience boosted participants’ motivation to exercise and helped enhance their body balance and stability. 160 participant-frequencies were recorded.

「耆」樂Flexi-bar 中心於2019年12月舉辦「『耆』樂 Flexi-bar」健康體驗活動,向區內長者推廣 關注健康的重要性。活動由體適能教練帶 領參加者使用新式運動工具Flexi-bar,並設 試玩時段讓參加者學習基本動作。參加者 認為只需簡單搖動Flexi-bar,便能收全身肌 肉組群收縮之效,並即時緩減肩頸痛楚。 這新奇體驗能增加參加者多做運動的動 力,亦有助增強其身體的協調及穩定性; 是次活動共有160人次參與。 健康加油站 為推動南區居民多加關注個人健康,中心 遂於2019年8月舉辦「健康加油站」個人 身體成份檢測活動,為參加者提供人體成 份分析儀檢驗測試,並向他們個別講解檢 測結果,包括身體脂肪率、骨質密度及肌 肉重量等數據。同時,中心亦安排體適能 教練為參加者講解如何透過運動改善身體 狀況,並向其提供針對性的運動建議,從 而提升他們對個人健康的關注;是次活動 共有170人次參與。

It aims to provide quality counselling and training services for residents through multi-professional cooperation; so as to facilitate holistic personal development and growth, ultimately achieving the goal of “Create Positive Life, Establish Harmonious Community”.

“No Longer a Volcano” Child Emotion Group

Helping children learn how to understand, express and manage their emotions when they are young is beneficial to their concentration, problem solving ability and inter-personal relationships. In this connection, our Centre organised “No Longer a Volcano” Child Emotion Group. Using games as a means of intervention, children were encouraged to think positively, to see things with acceptance and appreciation and to focus on the good, nurturing their positive spirit. During the year, our Centre organised 7 Emotion Groups with 41 child-participants. After joining the Groups, children had positive changes as their emotions were more stable and they managed to express their feelings through language. Besides, individual meetings with parents were conducted after the Groups, informing them about their children’s performance, so that they could help their children practise the skills at home.

「不再活火山」兒童情緒小組 系列 兒童若能從小開始認識、表達及學習如何 管理情緒,將有助其提升專注力、解難能 力及建立良好的人際關係。因此,中心於 年內舉辦「『不再活火山』兒童情緒小 組」系列服務,透過遊戲讓兒童學習正面 思想,從接納和欣賞的角度看待事情,着 眼發掘潛質和優點,從而培養樂觀精神。 中心於年內舉辦之7個情緒小組共有41位兒 童參加。參與小組後兒童有正向改變,不 但情緒變得穩定,並懂得用言語表達情緒 和感受。另外,小組完結後設有與家長單 獨面談時段,讓家長了解孩子在小組中的 表現,俾其更能掌握孩子的學習進度及幫 助孩子在家實踐小組所學之竅門。 專項服務 Specialised Services 參加者以遊戲拋走負面情緒。 Participants threw away their negative emotions through games.

Family Club

A healthy parent-child relationship is of vital importance to children’s growth. With the “Family-centred” approach, our Centre provided diversified activities to families with 3 to 12 years old children, so as to establish harmonious and healthy family relationships. During the year, our Centre conducted 11 parent-child activities, including “Meditate for Examination”, “Family Relaxation Workshop”, “Floortime”, “Pastel Nagomi Art Exploration Workshop” and so forth, with over 200 participants.

Counselling Service

During the year, 96 cases were followed while the turnover rate was 43.8%, serving 662 counselling hours with cases on emotional distress, personal growth, stress, family/couple/ cross-generation relationships, etc. One of the highlights was the “Child-centred Play Therapy”, a popular programme among parents in the district. Targeting 3 to 12 years old children, many were reported to have made great progress in managing their own emotions, behaviours and interpersonal relationships when the therapy was over. During the year, we also provided “Child-centred Play Therapy On-site Service” for students from the S.K.H. 76 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 親子系列活動 良好的親子關係對小朋友的成長至為重 要,因此中心以「家庭為本」的介入手 法,為育有3至12歲兒童的家庭提供多元化 的活動,從而建立和諧及健康的家庭關 係。年內中心共舉辦了11項親子活動, 如:「齊齊靜觀學考試」、「親子鬆一鬆 工作坊」、「親子地板時間」及「探索和 諧粉彩工作坊」等活動,參加人數多達200 人。
輔導服務 年內中心合共跟進了96個輔導服務個案, 而有關個案流轉率則達43.8%,全年合共提 供662個小時之輔導服務,包括情緒困擾、 個人成長、壓力及家庭/婚姻/三代關係等範 疇;其中,中心為3至12歲兒童提供的「兒 童為本遊戲治療」更深受區內家長的歡 迎,不少兒童接受遊戲治療後在情緒、行 為及人際關係等皆有顯著改善。年內中心 更為聖公會田灣始南小學、嘉諾撒培德學 校及愛秩序灣官立小學學生提供「兒童為 本遊戲治療到校服務」,為9位有需要的學 生提供輔導服務。

Founded in 2002, our College has dedicated itself to motivating people of different ages to self-enrichment and lifelong learning through a wide variety of educational courses. During the year, our College excelled in its performance by organising 1,095 courses for children, youth and adults, recording 9,843 students in total. Our Centre also conducted courses under the “Adult Education Subvention Scheme”, the Employees Retraining Board (ERB), and the Hong Kong Council for Accreditation of Academic & Vocational Qualifications, etc., to meet with the diverse learning needs in the community. The following is the work highlight:

Capacity Building Mileage Programme

This year, our College continued to jointly organise the “Capacity Building Mileage Programme” with the Open University of Hong Kong and Women’s Commission. Our College was conferred the “Outstanding NGO Award (Student Support and Services)” by the Li Ka Shing Institute of Professional and Continuing Education of the Open University of Hong Kong for 16 consecutive years. There were 135 participating students in total and 1 of them was awarded with the “Outstanding Student (Learning Performance) Award”. The prizes demonstrated the high service quality of our College and outstanding performance of students.

Elder Academy

In September, 2018, our College co-organised the “Elder Academy” with the Open University of Hong Kong, Elderly Commission and BCT Next Academy, with the goal of providing continuous learning apportunity and promoting the spirit of “Active Ageing” and the concept of “Promoting a Sense of Worthiness amony the Elders”.  The Academy provided various short-term courses, covering health care, personal finance management, arts and culture, etc. During the year, 6 classes were conducted and 88 students completed them.

長青活學計劃 學院於2018年9月與香港公開大學、安老 事務委員會及BCT跨躍學院合辦「長青活學 計劃」。此計劃目的乃為長者提供持續進 修的機會,發揚「積極樂頤年」的精神和 「老有所為」的理念。計劃設多類短期面 授科目,涵蓋健康護理、個人理財及藝術 與文化等多個範疇。計劃於年內共開辦6 班,並有88位學生完成課程。

Career-oriented Curriculum Courses of the Employees Retraining Board (ERB)

Our College has been appointed by the ERB as a training body for 12 years. During the year, 44 full-time placement-tied courses and part-time courses were conducted with 793 students enrolled. Courses included beauty therapy, information technology, language, etc. Our College has attained the “Best Grade (1st Group)” by the annual audit system of the ERB for the 10th consecutive year. Besides, participants’ overall satisfaction for our employment services was 100%, higher than the average 94% of all training bodies in Hong Kong.

Accredited Courses of the Hong Kong Council for Accreditation of Academic & Vocational Qualifications (HKCAAVQ)

In order to enhance practitioners’ work skills in leading therapeutic groups in elderly care, our College initiated 3 phases of “Certificate in Therapeutic Group Work Skills for the Elderly” since 2018; a course recognised as Level 3 by the HKCAAVQ in October, 2017. The course passed the learning programme re-accreditation in January, 2019 and would continue to be listed as a recognised course by the Continuing Education Fund and the Qualification Register. Instructors included registered occupational therapists and social workers. The course covered communicating skills with seniors and techniques in leading elderly therapeutic groups (such as reality orientation therapy, reminiscence therapy, aerobic exercise training, etc.). More than 25 students completed the courses. Some of them dedicated themselves to the elderly service industry afterwards and some applied these skills into taking care of elders in their families.

Our specialised services evince the “Community-centred” and “Innovative Spirit” of our Agency. It was the devotion, effort and professional knowledge of our staff that enabled us to achieve such great results. In the future, our Agency will keep pace with the times and the emerging needs; at the same time actively explore resources and funding for further development, upholding our mission of “Promote Mutual Concern among Neighbours; Nurture the Youths and Serve the Community”.

Our Agency set up the Research and Development Unit in 2005 with an aim to identify community needs, establish strategic partnerships, explore community resources as well as evaluate service impacts for planning future service strategies and long-term development direction. At the same time, our Agency is devoted to training up our staff through various training courses and activities to enhance their work-related knowledge and skills and to improve our service quality. Besides, our Agency emphasises greatly on relationship with our strategic partners. In this connection, we have been networking with government departments, business sector, local organisations and residents. It is hoped that we could obtain different resources and engage with partners to provide appropriate services so that more people in need would be benifited.

In 2019/2020, our Agency nominated 17 companies and organisations to participate in the “Caring Company Scheme” launched by the Hong Kong Council of Social Service. All of them were granted with the “Caring Company Logo”/“Caring Organisation Logo” for the year. Among them, Royal Hong Kong Yacht Club was nominated by our Agency for the first time. Furthermore, as some companies had supported our Agency for more than 5, 10 or 15 years, they were awarded in different categories accordingly. Details are shown in the table below. Big Data System adopts the “Indicators of Evaluation for Elderly Living” from Sau Po Centre on Ageing, The University of Hong Kong as the research framework, to measure quality of life of elderly people.

Research and

information, give suggestions on appropriate assessment tools, conduct literature review, formulate assessment workflow and organise training, so as to support the development of the Big Data System. Apart from collecting basic information of members, the new Big Data System adopted the “Indicators of evaluation for Elderly living” developed by Sau Po Centre on Ageing, The University of Hong Kong as the research framework to collect elderly’s health status, social participation, quality of their lives, etc. The data was then stored systematically to establish the first Elderly Service Big Data System in the Southern district; and through observation, tracking and research with the data, effective management of elderly’s health and appropriate service planning would be achieved. In the long run, the accumulated data would be of great benefit to our Agency in conducting long-term research, discovering service gaps and setting service direction.

Gerontechnology is playing an increasingly important role in elderly care. In October 2019, our Agency was invited by Sau Po Centre on Ageing, The University of Hong Kong to engage in an exchange programme with Life Support Technologies (LifeSTech) research team from Universidad Politécnica de Madrid in Spain, along with Dr Lou Wei-qun, Vivian, Director of Sau Po Centre. LifeSTech is dedicated to design and develop applications and products based on information and communication technologies that meet the highest standards set by the European Union. LifeSTech has participated in more than 30 European projects funded by several EU Research Programmes. In recent years, it actively promotes ACTIVAGE with 7 countries (Germany, France, Greece, Italy, the Netherlands, Britain and Spain). After the exchange, our Agency signed a Letter of Intent upon the invitation of LifeSTech, agreeing to seek partnership and conduct research in the name of “ACTIVAGE” under the European Union. This agreement was based on the common dedication of both sides to develop technology that improves the quality of seniors’ lives. The signing ceremony was held on 18th November, 2019 with the aspiration that the R&D achievements can benefit elderly services and future development of our Agency.

During the year, our Agency commissioned an marketing agency to help promote our official Facebook page, advising on social media marketing strategies, content marketing and Facebook page management with the aim of deepening our communication with the public, promoting our Agency’s diversified services and thereby building up our brand image. After 6 months’ operation, our Facebook page views increased significantly, with 94,969 average impressions, 77,660 person-times reach along with 1,866 person-times engagement monthly. The number of followers and likes also went up by 29% and 27% respectively. The Facebook Page Promotion Plan has proven useful to better

connect our Agency’s services with the community.

During the year, our Agency was invited to various seminars and activities to share our service achievements and experience as well as exchange knowledge with the industry. In an international seminar organised by Sau Po Centre on Ageing, the University of Hong Kong, our Agency gave an oral presentation titled “WeRISE—Stroke Family Empowerment Project” and shared our hands-on experience of home care with experts in elderly service and management and medical professionals. And upon the invitation of Department of Pharmacology and Pharmacy, LKS Faculty of Medicine, The University of Hong Kong, we delivered a speech titled “Medication Management Project for Elderly” in “Primary Care Pharmacy Consortium” held by the above Department. Besides, carers participating in the “Person with Dementia, Frail Elder and Caregiver Companion Project” were invited by “Future Camp HK” to share their caregiving experience and service needs with the industry, with the aspiration of working together to improve elderly care services in the future.

服務報告 Service Report 年內,本機構委託市場推廣公司推廣機構 Facebook專頁,提供社交媒體營銷策略、內 容營銷及Facebook專頁管理,以加深與市民 的交流,同時有效地宣傳本機構的多元化 服務,藉此建立品牌形象。經過6個月的經 營,本機構Facebook專頁瀏覽量顯著提升, 平均每月貼文曝光次數有94,969次、平均 每月貼文總觸及77,660人次及平均每月參 與互動達1,866人次。追蹤人數增加了29% 及讚好增加了27%,此專頁推廣計劃確能 將本機構之服務在線上連繫更多坊眾。
本機構於年內獲邀於不同的研討會及活動 中分享服務成果及經驗,與業界共享知 識。包括於香港大學秀圃老年研究中心舉 辦的國際研討會中,發表題目為「風起 航:中風家庭支援行動」的口頭論文,與 從事長者服務及管理的專家、專業醫護人 員分享如何實踐家居照顧。另獲香港大學 李嘉誠醫學院藥理及藥劑學系邀請,於其 舉辦的「基層醫療藥劑研討會」中發表題 為「藥到病除長者藥物管理計劃」的演 說。此外,「『智.愛同行』長者及護老 者支援計劃」的護老者亦獲「港未來 實驗 營」邀請,與業界人士分享他們的照顧經 驗和服務需要,共同為完善長者照顧服務 而努力。

The Government launched “Special Scheme on Privately Owned Sites for Welfare Uses” in September, 2013, to encourage non-government organisations to make better use of their self-owned land through expansion, redevelopment or new development, so as to provide welfare facilities in response to substantial demand. Our Agency actively responded and submitted the application form in November of the same year. We aimed to expand our headquarters building, rendering elderly day care service and elderly residential care home service with long-term care element. Over the past 6 years, our Agency has been liaising closely with government departments such as the Social Welfare Department and the Architectural Services Department, negotiated relevant details for multiple times and submitted supplementary documents over 10 times. The funding for “Technical Feasibility Study” was finally approved by the Social Welfare Department on 5th December, 2019. Afterwards, our Agency set up a “Professional Steering Committee” for the “Technical Feasibility Study” of AKA’s Headquarters Building Expansion, to oversee the whole study.

To cater to social changes and give a better picture to our staff and management of AKA’s development direction, it has always been one of our work strategies to formulate a mid-term or long-term development plan. As AKA applied for “Special Scheme on Privately Owned Sites for Welfare Uses”, it is estimated that major changes may occur to land uses and service development in the coming 10 years. Therefore, our Agency’s management unanimously agreed on formulating AKA’s 10-year Planning Blueprint at “Senior Staff Retreat” in May, 2019, so that head of AKA, staff and community members would grasp a better picture of AKA’s service development direction in the coming 10 years and make strategic planning on service tactics and resource allocation. Moreover, AKA set up a “10-year Development Planning Working Group” in 2018 and embarked

on formulating the framework and content of “10-year Planning Blueprint” (April, 2020 March, 2023). The Blueprint was conceptualised and formulated based on the framework of “Public Value Card”, which mainly included 3 dimensions, namely: “Public Value” (Vision, Mission and Belief), “Legitimacy and Support” (Coverage, Connection and Co-creation) and “Production Process” (Strategies, Service Pillars and Enabling Platform). Setting public values required joint participation of different stakeholders in the society to draft, amend and establish the public values. Therefore, after the first draft of the Blueprint came out, our Agency conducted 25 consultations and collected opinions of 984 person-times through monthly member meetings, volunteer group meetings, service consultation meetings, different activities, executive committee meetings, staff meetings, etc. Majority of respondents expressed their general agreement and support for the Planning Blueprint. After multiple rounds of discussion and amendment, final version of the Blueprint was approved by AKA’s Executive Committee in February 2020 and became effective in April, 2020.

86 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 早作出適切部署及安排。而本會亦早於 2018年成立「十年發展規劃工作小組」, 着手籌備「十年規劃藍圖」(4/2020至 3/2030)的框架及內容。這份規劃藍圖是以 「公共價值咭」的框架去構思及制備;當 中涉及「公共價值」(願景、使命、信念)、 「合法性及支持」(拓闊、聯繫、共創)及 「過程」(策略、服務支柱、資源投放)之構 面。由於訂定公共價值需有社會不同持份 者一同參與,俾共同訂定、修訂及再加以 確立,故本機構在制備有關規劃藍圖之草 擬本後,透過會員每月例會、義工小組會 議、服務諮詢會、不同活動及理事、職員 會議等進行了25次諮詢,共收集984人次 的意見。大部份對此份規劃藍圖表示認同 及支持,本機構根據各持份者之意見作多 番討論並在不斷修訂後,最終修訂版於 2020年2月獲本會理事會通過,並於2020 年4月起生效。

To keep enhancing our service quality, our Agency organised “Management Staff Retreat”, “Staff Retreat”, “Orientation Day for New Staff” as well as training workshops for our staff every year. Due to the pandemic, many training activities and workshops had to be cancelled or postponed in the second half year. Our staff still continued to upgrade themselves through joining online or small class teaching workshops outside the Agency. During the year, a total of 70 training programmes with 109 participant-times were recorded, including “Sandplay Therapy”,  “Taking Care of Elderly with Dementia” training course and “Social Worker, Changemaker & Self-development” to promote sustainable staff development.

為持續提升服務質素,本機構每年均會舉 辦「管理層職員集思會」、「職員集思 會」、「新同工導向日」及為全體員工舉 辦訓練工作坊等。本年度下半年雖受疫情 影響,不少訓練和工作坊需延期或取消, 員工仍透過線上及小班教學等形式參加外 界舉辦之工作坊。年內共有109人次出席 70個訓練項目,包括︰「沙遊治療初 探」、「照顧認知障礙症長者」訓練課程 及「社工創變與自我成長」等,持續推動 職員發展。

Our Agency value our volunteers and their development. Through promoting voluntary work, we fulfill our mission of “Promote Mutual Concern among Neighbours; Nurture the Youths and Serve the Community”, fostering mutual-help in the district and supporting the needy. Besides, volunteering is a process of personal development, those who participate in it would also be empowered. Although voluntary activities were cut down due to the “COVID-19” pandemic, the number of volunteers registered and service hours in total reached 661 and 11,643 respectively. Volunteers provided home visit service for the frail elderly in the district and assisted in event promotion and planning for our service units. They also supported our Agency by delivering and distributing epidemic prevention supplies to the needy individuals and families in the community, catering to the community’s pressing needs.

Our Agency has all along attached importance to guest visits from local, mainland China or overseas. Through the visits, we could exchange service experience with our visitors; at the same time promote our agency image. During the year, we received different local and overseas visitors from China and Spain including LifeSTech Research Team under Universidad Politécnica de Madrid, Sau Po Centre on Ageing, The University of Hong Kong, Outlying Islands Women Association, Hong Kong Federation of Women, the Conservancy Association Centre for Heritage, Fu Tak Iam Foundation Limited, Ho Cheung Shuk Yuen Charitable Foundation, Simon K.Y.Lee Foundation and Department of Social Work, Hong Kong Nang Yan College of Higher Education.

88 香港仔坊會社會服務年報 2019-2020 AKA Social Service Annual Report 2019-2020 服務報告 Service Report 本機構一向重視義工資源及發展,透過推 動義務工作,一方面可實踐本機構「倡互 助共襄鄰里、育英才服務社會」的服務使 命,促進社區互助關懷,令有需要人士得 到支援及幫助;另一方面亦可讓每位參與 義務工作的人士,從服務中成長,達致助 人助己的果效。雖然受到「2019冠狀病毒 病」疫情影響,義工活動相應減少,但年 內總登記義工人數仍有661人,總服務時數 則達11,643小時。義工除為區內體弱長者 提供探訪服務及協助單位推展/籌劃活動 外,在疫情期間,更協助本機構把防疫物 資送予社區內有需要人士/家庭,解他們燃 眉之急。
本機構重視與外界交流,無論是本地、國 內或海外團體及人士,透過他們的到訪, 可彼此觀摩及交流工作心得;同時可讓更 多人士認識本機構的服務。年內到訪本機 構之團體及人士計有:西班牙馬德里理工 大學轄下LifeSTech研究團隊、香港大學秀 圃老年研究中心、離島婦聯、香港各界婦 女聯合協進會、長春社文化古蹟資源中 心、傳德蔭基金有限公司、何張淑婉慈善 基金、李國賢基金及能仁專上學院社會工 作學系等。

Our Agency would strengthen the work of our Research and Development Unit in examining our 10-year Planning Blueprint and developing new service models, with the focus on promoting primary healthcare and establishing Elderly Service Big Data System, to plan for the long-term development of our Agency. Besides, through re-energizing our website, we hope to better communicate with the community, gain better knowledge of the district needs and provide effective services. Finally, we would share our Agency’s service achievements, experience and knowledge with the industry through publishing on international journals and participating in different seminars.

The Financial Statements for the year ended 31st March, 2020 of The Aberdeen Kai-fong Welfare Association Social Service (Our Agency) were audited by YCA Partners CPA Limited who gave a true and fair view of the financial position of Our Agency as at 31st March, 2020 in accordance with Hong Kong Financial Reporting Standards issued by the Hong Kong Institute of Certified Public Accountants.

外,獎 劵 基金資助用於專項項目為911萬元。此外,外界贊助收入共1,991萬元:當中包括醫院管理局贊 助為687萬元,香港公益金贊助為159萬元,香港賽馬會慈善信託基金捐款為668萬元及其他活動贊助為 477萬元。除此之外,活動收入為1,240萬元,會員服務收入為214萬元及其他收入為436萬元。

Source of Income

The total income of Our Agency for the year 2019/2020 was $163.72 million, an increase of $22.36 million (16%) of that in last year of $141.36 million. The income from the government subventions and grants included $110.62 million from Social Welfare Department (SWD) and $5.18 million from Other Government Projects’ Grants, totaling to $115.80 million. In addition, the Lotteries Fund granted for specific projects was $9.11 million. Moreover, Donation and Other Projects’ Subsidies included $6.87 million from the Hospital Authority, $1.59 million from the Community Chest of Hong Kong, $6.68 million from the Hong Kong Jockey Club Charities Trust, and $4.77 million from other activities’ sponsorship, totaling to $19.91 million. Moreover, the Programme Income, the Fee Income, and Other Income were $12.40 million, $2.14 million and $4.36 million respectively.
