History
The Aberdeen Kai-fong Welfare Association Limited was founded in 1950, upholding the four doctrines, “Give Mutual Help, Share Joys and Sorrow, Show Support at Difficult Time, Make Changes in Customs and Traditions” to serve residents in the Southern District. Its subsidiary, Aberdeen Kai-fong Welfare Association Social Service (formerly named Aberdeen Kai-fong Welfare Association Social Service Centre) was established in 1976. It was funded by the Social Welfare Department to provide social services with sponsorship portion amounting to some 70%. Our agency implemented its first publication of 10-year Development Blueprint (4/2020 – 3/2030) in 2020, establishing the three service pillars of social service, education service and health service as our future service development directions. Meanwhile, our agency also amended its vision and mission in accordance with this strategy. The names of Aberdeen Kai-fong Welfare Association Limited and Aberdeen Kai-fong Welfare Association Social Service now we use are the marketing names to match with our service development as well as to establish a clearer agency image under our brand reconstruction works done in May 2012. By simplifying our agency name and modernising our agency logo, we believe that it would be easier for people to keep in mind and recognise our agency.

As the COVID-19 pandemic, which began in early 2020, started to ease in late 2022 after recurring outbreaks, the government gradually optimised anti-epidemic measures. Following the full lifting of the mask mandate on 1 st March 2023, all social distancing measures applicable to the general public were also lifted, allowing society to return to normal gradually. In response to the pandemic’s development, our organisation made efforts to adjust and transform our service delivery into new models to meet the needs of residents during the outbreak. We also improved and enhanced the equipment, system devices, and other aspects within our subordinate units, hoping to bring a fresh atmosphere to our members and the community after normality was restored. Furthermore, we launched a number of innovative and pertinent services this year, such as the opening of the Southern District Health Centre and the progression of the A Square Community-led Transitional Housing Project in Stanley, catering to the health and housing needs of residents in that district. The multiple awards we have received attest to the quality and relevance of our services to resident needs. The following are a few notable highlights.

We operate the A Square Community-led Transitional Housing Project at the former site of the S.K.H. Stanley Village Primary School in Stanley.
In recent years, our Social Service has successfully secured funding from various external sources to carry out innovative projects. Among them, we were sponsored by The Hong Kong Jockey Club Charities Trust for the Hong Kong Jockey Club Kinship Support Hub Project in 2019 and the Jockey Club Special Project to Support Vulnerable Groups under COVID-19 Pandemic in 2020. Due to the significant impact of these projects, the Trust provided additional funding for us to extend their service period and expand the service scope and targets in order to benefit more people in need. For more details about these two projects, please refer to the Service Report section in this Annual Report. It is also worth mentioning that our organisation received funding support from the Housing Bureau (formerly the Transport and Housing Bureau) to utilise vacant government land at the site previously occupied by the S.K.H. Stanley Village Primary School for transitional housing on short term basis. The basic unit and facility modification works for this project, which aims to provide 40 units of transitional housing for families or individuals living in inadequate housing, were completed in March 2023. Currently, we are actively promoting the project and recruiting residents. The project is named “尚晉坊” in Chinese, as “尚” is a common element in the names of our Social Service units, such as 尚融坊 (LinkAges Lam Ki Yip Centre) and 尚頤坊 (Healthy & Happy Hub). The English name of the project is “A Square” in English, with “A” representing both the name of our organisation (AKA) and the word “Advance”, which carries the meanings of progress, reinforcement, and improvement, aligning with the meaning of the Chinese character “晉”. We hope that “A Square” will enable its residents to progress, enhancing their personal capabilities and hence empowering themselves to move forward. In addition, this project signifies an expansion of our services in the Southern District to Stanley, marking a new milestone in our organisational development.
The Jockey Club Special Project to Support Vulnerable Groups under COVID-19 Pandemic provided comprehensive physical, mental, and spiritual care to support elderly people living alone or with elderly spouses during the pandemic.
Over the past year, our Education Service dedicated itself to offering a variety of interest and leisure courses, vocational training programmes, and re-employment courses to meet the diverse continuing education needs of the local community. For more details on our Education Service, please refer to the Service Report section in this Annual Report. We are also pleased to share that earlier, our Continuing and Adult Retraining Education (CARE) Community College received re-accreditation from the Hong Kong Council for Accreditation of Academic and Vocational Qualifications for its Certificate in Therapeutic Group Work Skills for the Elderly, a Level 3 programme under the Qualifications Framework. As a result, the college was allowed to continue offering this 100-hour in-person vocational training course from 15th April 2022 to 14th April 2025, providing valuable professional development for those interested in or currently working in elderly care services.
Health Service
Health Service is a newly identified focus area in our organisation’s 10-year Development Blueprint, aiming to develop primary healthcare services, promote healthy lifestyles, and foster holistic physical and mental well-being in the community. Following the successful launch of Hong Kong’s first-ever ground-level community pharmacy – A-Lively Community Pharmacy – in Wah Fu Estate in 2021, we achieved another milestone this year. We were granted the operating service agreement for the Southern District Health Centre by the Health Bureau (formerly the Food and Health Bureau). Operating on a public-private partnership, a medical-social collaboration principle, and a community-based approach, the centre aims to provide innovative primary healthcare services to the public. Its objectives encompass four main aspects: raising public awareness of disease prevention and enhancing people’s ability to manage their health; promoting healthy lifestyles to prevent chronic diseases; supporting chronic disease patients to control their conditions; and increasing the public’s access to primary healthcare services. The centre’s main premises located in the Vertical Square in Wong Chuk Hang commenced operations in October 2022. Additionally, four satellite centres in Aberdeen, Lei Tung, Chi Fu, and Stanley, as well as the health library located in Ap Lei Chau Estate, are scheduled to open gradually between April and August 2023, offering convenient local health centre services to residents across the district.

The establishment of the Southern District Health Centre represents another momentous step forward for our organisation in enhancing our health services.
The Southern District Health Centre regularly organises health talks and fitness classes to raise public awareness of disease prevention and enhance people’s ability to manage their health.
Allocating Resources to Support our 10-year Development Blueprint
To achieve the goals of our 10-year Development Blueprint, it is vital to allocate corresponding resources to administrative support (including general administration, finance, and human resources) as well as to the application of information technology in various aspects (such as estate management and social innovation). Thus, we have dedicated substantial resources to improve these areas this year and will continue to do so in the future. The following are details of the various enhancements and advancements that we undertook during the year.
In the Aspect of Administrative Support
During the year, our organisation engaged a professional consultancy firm to develop both Staff Manual and Administrative Manual for Managerial Staff. This was aimed at optimising our internal operational processes and guidelines, thereby enhancing administrative efficiency. We also commissioned another consultancy to prepare an internal control evaluation and remediation report and a financial control handbook. Following the completion of these projects, we have started commencing training for staff at all levels to ensure they are familiar with the key points of the handbooks on operations and their usage, targeting strengthening of financial controls, improving efficiency, and enhancing accuracy. In the area of human resources, we implemented several improvement measures over the past year. This included engaging an external professional HR consultant to develop dedicated pay scales for individual job grades under the Job Evaluation Plan, as well as further refining our remuneration and performance management measures in the future. Moreover, we invested additional resources to enhance our existing HR management system by adding functions such as web-based employee self-services (such as leave and payroll records), staff rostering and electronic attendance tracking, various personnel management reporting, as well as the financial administration of employee payroll processing units, to meet our operational needs. Furthermore, we introduced paid holiday leave for staff and increased the award amounts under our Employee Wellness Incentive Scheme. We hope these reforms to our human resources performance system and ongoing enhancements to employee benefits will enable us to attract and retain talented staff.
This year our organisation focused on enhancing the information technology systems and equipment of our subordinate units. This included engaging a professional IT service provider to deliver cloud-based email security and centralised computer system management support for our service delivery units. This vendor also undertook the development of online registration systems and computer systems for our non-elderly service units and our home support services, respectively. These initiatives aim to improve operational efficiency and provide a more convenient service experience for our service users. Additionally, we installed radio frequency identification (RFID) systems in our nine warehouses to enhance inventory access management and monitoring. We also leveraged the YeeFlow electronic platform to streamline our vehicle usage and maintenance arrangements for improved efficiency. Lastly, we proactively utilised multimedia and online platforms to promote our services, allowing the public to better understand them.
In the Aspect of Finance
In response to the Social Welfare Department’s requirement in 2014 to implement the Best Practice Manual, our organisation discusses the future use of our Social Service’s Lump Sum Grant Reserve at our Executive Committee meetings every year. For the 2022/2023 year, we decided to allocate approximately 1% of the reserve for the provision of our services and development; around 0.5% towards staff salaries and welfare, including staff professional development; approximately 26.2% for holding account reserve; and the remaining 72.3% as our basic reserve to meet contingent and future needs. Furthermore, to effectively collect different people’s views on this subject, we welcome our staff and service users to express their views, concerns, suggestions, or questions via this dedicated email address: LSG@aka.org.hk.
Public Acclaim
As well as initiating innovative plans, our organisation won several awards in the past year. These awards – as listed below – reflect the high quality of our services and our recognition by the public. They also boosted the confidence and unity of our staff, motivating them to provide better, more comprehensive and more innovative services for the district’s residents.
Our organisation was awarded the Social Capital Builder Logo Award 2022 by the Community Investment and Inclusion Fund, in recognition of our ongoing efforts to promote and participate in the development of social capital.
Our organisation was presented with the Extraordinary Corporate Social Responsibility Award, the Best Change Leadership Strategy Award, the Best Talent Management Strategy Award, and the Best in HR Digitalisation Award by Recruit and CTgoodjobs, in acknowledgement of our contributions to the social services sector and outstanding achievements in talent recruitment and training over the past year.
The Elderly Neighbourhood at Yue Kwong Chuen project was awarded the Neighbourhood Mutual Care Promotion Award –a special prize for 1-year project under the Social Welfare Department’s Opportunities for the Elderly Project.

The Elderly Neighbourhood at Yue Kwong Chuen project, jointly organised by the Jockey Club Wong Chi Keung District Elderly Community Centre and the Yue Kwong Mutual Aid Network, and co-organised by Pui Tak Canossian College and Aberdeen Baptist Church, was awarded the Neighbourhood Mutual Care Promotion Award, a special prize for 1-year project under the Social Welfare Department’s Opportunities for the Elderly Project.
YAN Long-yin and WONG Chun-yip, two members of the 70th Hong Kong Island Scout Group based in our Community Centre, were awarded the Chief Scout’s Award, the highest honour bestowed by the Scout Association of Hong Kong, in recognition of their exceptional achievements in outdoor challenges, personal development, community service, environmental protection, and new experiences.
Additionally, the college has been categorised in Group 1 (the highest rating) by the Employees Retraining Board for the overall performance of its course offerings for the 13th consecutive year and has been awarded commendation letters by the board for its consistently outstanding performance in course quality assurance for six years in a row.
The Capacity Building Mileage Programme at our CARE Community College has been awarded the Outstanding NGO Award (Student Support & Services) by Hong Kong Metropolitan University’s Li Ka Shing School of Professional and Continuing Education for the 19th consecutive year. Additionally, one of our tutors and one of our students received the Outstanding Instructor Award and the Outstanding Student Award (Learning Performance), respectively.
We are truly grateful for the successful organisation and completion of our work throughout the year in an environment full of challenges and opportunities. This accomplishment would not have been possible without the wholehearted support and active participation of enthusiastic individuals from all sectors of society, public and private organisations, schools and associations, as well as our Executive Committee members, staff, volunteers, and members. Together, we succeeded in achieving the objective of “Connecting with Hearts to Serve Society”. As we move forward, we will continue to unite all our staff and join hands with all sectors of society to establish a sustainable community according to the long-term objectives outlined in our 10-year Development Blueprint

Since our organisation developed the 10-year Development Blueprint in 2020, there have been three service pillars in our organisation, namely social service, education service, and health service, in which the health service pillar promotes continual well-being to the community through health services. Since 17 th October 2022, the core centre of the Southern District Health Centre (S DHC) has commenced service and the four satellite centres and health library are expected to phase in their services by 2023. This year, our annual theme is “Enjoy Health Together”, which echoes with one of the missions of our organisation: “Enhance Well-being to Promote Health for All”. The annual theme of “Enjoy Health Together” comprised three aspects, namely Preventive Care, Technological Care and Community Care. Throughout the year, we launched a series of initiatives and activities under these three aspects with details as follows.
Throughout the year, apart from the promotion of the services of A-Lively Community Pharmacy (ALCP) and medication knowledge through various social media platforms including Facebook and Instagram, to echo the annual theme of our organisation, the ALCP organised six health and medication education talks delivered by our pharmacist, covering topics including psychiatric medication, medication management, health products, nutritional products and Western medicine. A total of 70 people attended the health talks. Meanwhile, to reduce the incidence of mild illnesses such as sinus or middle ear infections and even life-threatening conditions caused by pneumococcal infection, health talks on the 13-valent pneumococcal conjugate vaccine (PCV13) were delivered by our pharmacist at our 10 service units to provide public education to the elderly and their carers on the importance of PCV13 vaccination, with more than a total of 200 attendees.

ALCP organised six health and medication education talks delivered by a pharmacist covered topics including psychiatric medication and medication management.
To cope with the government’s development of primary healthcare and to advocate the concept of early detection and early treatment, from June 2022 to March 2023, ALCP organised the Healthy Leap health screening activities as a systematic approach to identifying risk factors, including free measurement of blood pressure and blood glucose as well as body composition analysis. Some of the participants opted to add $30 to measure cholesterol and uric acid for preliminary screening. Also, advice on medications and maintaining quality of life were provided by our pharmacists and nurses, who referred selected cases to our S DHC for follow-up as needed. A total of 558 participants benefitted from these activities.
Our pharmacist or nurse provided free measurement of blood pressure and blood glucose as well as body composition analysis to service users and explained the results to them.
Exercise Classes
To help our service users establish healthy lifestyles and enhance residents’ health consciousness, our Chun Wai Community Health Promotion Centre (CHPC) provided various health and sports activities to people of different age groups in the community. The content of the health and sports activities included stress reduction and self-treatment health class, pain prevention fitness class, pain relief stretching class, muscle building and fat-burning fitness class, heart and lungs aerobic exercise class, Zumba dance cum exercise class to strengthen heart and lung functions, women’s fat-burning boxing training, sports boxing class, and Pilates. Throughout the year, the total number of courses and activities held was 164, with nearly 1,000 participants.

Promoting Health Education
From time to time, our organisation promotes activities and health services, health workshops and talks as well as sports tips of the CHPC through various channels including its social media platform on Facebook, postal mailing, and posters in the centre, to enhance the health knowledge of the public and encourage residents to establish healthy lifestyles. Throughout the year, more than 48,000 service users benefitted from the above activities and services. Moreover, the high-frequency and low-amplitude interactive weight-bearing exercise device with which the CHPC is equipped can help prevent osteoporosis, and the elderly are especially welcome to use this device. In addition, the centre is provided with a blood pressure monitor, a muscle strength device, and a self-service body fat analysing device, which service users can use to check their physical condition relevant data analysis results. Afterwards, service users can also discuss their personal health conditions and learn about appropriate exercises from the centre’s on-site fitness coach. Throughout the year, a total of 854 service users benefitted from the above devices and services.
With the addition of new fitness equipment, such as stretching exercise equipment for the legs and Roman Chair exercise equipment, the fitness room of CHPC has become more comprehensive. It is now a place where members can enjoy aerobic, stretching and muscle-building exercise equipment at the same venue. In addition to echoing the annual theme, CHPC implemented improvement measures including increases in the number of sessions featuring exercise equipment, as well as having more on-site coaching services, which rise from 20 to 24 sessions per week, enabling members to enjoy more flexible equipment fitness training. This fitness room recorded 43,000 instances of usage within the year.

Funded by the Lee Man Tat and Choi May Ling Charitable Foundation, from March to December 2022, ALCP distributed over 1,500 standby medicine kits and anti-epidemic kits to low-income families, free of charge. Each standby medicine kit contained a variety of prepacked essential medicines for emergency use, while each anti-epidemic kit included items such as rapid test kits and leaflets with counter-epidemic information, which aimed to reduce the medication expenditure of these families and improve their epidemic prevention knowledge.
Jockey Club Long COVID Community Support Service
Some COVID-19 patients suffer from various mid-term and long-term effects after recovery, such as fatigue, shortness of breath, poor memory, insomnia or other conditions that affect their lives. This is collectively referred to as a “Post COVID-19 Condition” or “Long COVID”. Our CHPC, together with ALCP, participated in the Jockey Club Long COVID Community Support Service at the end of 2022. The programme was funded by the Hong Kong Jockey Club Charities Trust, was free of charge, and targeted people who had been infected with COVID-19, had then been affected by long COVID, and have symptoms of long COVID which have lasted for two months or more after diagnosis. Eligible long COVID patients have been provided with appropriate multidisciplinary rehabilitation services for up to 12 weeks, including one-to-one follow-up and assessment of each case by pharmacists or allied health professionals, with some being referred to various services of our organisation accordingly which cover medication and healthcare product support, Chinese medicine acupuncture, social worker counselling support and rehabilitation exercise guidance. Under the programme, the CHPC has also organised a series of health exercises to improve and enhance patients’ cardiopulmonary functions and strengthen muscles. By the end of March 2023, 102 long COVID patients had benefitted from this project.
Under the Jockey Club Long COVID Community Support Service, eligible long COVID patients have been provided with appropriate multidisciplinary rehabilitation services and referral to various services of our organisation, such as Chinese medicine acupuncture.
The elderly service (community support and community care) of our organisation primarily comprises six service units, namely the Jockey Club Wong Chi Keung District Elderly Community Centre (JCDECC), the Southern District Elderly Community Centre (SDECC), the Fong Wong Wun Tei Neighbourhood Elderly Centre (FWWTNEC), the Lam Yingwah Neighbourhood Elderly Centre (LYWNEC), the Wah Kwai Day Care Centre for the Elderly (WKDCC), and the Southern District Integrated Elderly Service Centre (SDIESC). These centres focus on providing “Community Support” or “Community Care” to older people aged 60 or above, their carers and relatives, as well as community members in the Southern District community.
The physical and mental well-being of the elderly and their carers was a growing societal concern during the pandemic. Meanwhile, social distancing measures weakened their connections to the community. In view of this situation, our organisation’s elderly service utilised funding support while proactively identifying collaborative partners to provide holistic assistance addressing the physical, mental, and social health needs of the elderly amid the pandemic.
Many frail elderly individuals were unable to receive COVID-19 vaccination as their limited mobility prevented them from travelling to a vaccination centre. The JCDECC participated in the Door-to-Door Vaccination Service of HKCSS programme, co-organised by the Hong Kong Council of Social Service (HKCSS) and The Federation of Medical Societies of Hong Kong, and sponsored by The Hongkong Bank Foundation. The JCDECC mobilised a team of healthcare professionals to administer vaccines at the homes of 126 elderly persons who were both physically restricted and had not received any COVID-19 vaccinations previously.
Jockey Club Meal Delivery Programme for Home-bound Elderly
During the pandemic period, support networks for elderly households and neighbourhoods became fragile. To address the dietary needs of elderly residents, our elderly service units jointly launched the Jockey Club Meal Delivery Programme for Home-bound Elderly with sponsorship from The Hong Kong Jockey Club Charities Trust. Through this initiative, we delivered over 5,900 frozen meal packs to 217 frail elderly individuals, ensuring they could access food support without having to leave their homes. We would also like to express our gratitude to all participating volunteers from the Aberdeen Baptist Church and our various service units for providing warmth and care to needy elderly despite the gloomy pandemic environment.

Jockey Club Special Project to Support Vulnerable Groups under COVID-19 Pandemic 為支援獨居、兩老共住及有需要的體弱長 者,讓他們在疫情下仍能獲得身心靈的全 面關顧,本會轄下南區長者綜合服務處於 2022年5月再獲香港賽馬會慈善信託基金 贊助推行為期兩年的「賽馬會『抗疫同 行』長者支援計劃」。計劃着重教育長者 建立健康生活模式,推動他們善用醫療儀 器和科技監察健康狀況、參與線上學習平 台,培養健康管理的習慣。計劃成功招募 93位義工為1,266位長者提供各項支援服 務,包括5,590次電話慰問、1,574次探 訪、護送、購物支援和家居評估等。另 外,計劃亦安排健康及醫護專業人員為長 者提供1,600次健康支援服務,包括全面的 健康檢查、痛症管理、家居環境評估及改 裝、到戶健康諮詢及營養餐單設計等;並 舉辦體適能治療運動班、表達藝術治療工 作坊、水中物理治療班等活動,重建及提 升長者的健康。
The scheme’s physiotherapists have taught me a great deal of knowledge about exercising and pain management. Thanks to this, I am now able to lessen my aches and pains and improve my mobility through physical activities and the use of health equipment. I no longer have to worry about feeling fatigued when walking outside, which has helped me regain a fulfilling life!

beneficiary of the Jockey Club Special Project to Support Vulnerable Groups under COVID-19 Pandemic

Registered nurses conducted health check-ups and consultations for the elderly, resolving their health-related queries and helping them develop self-health management habits.
To ensure that elderly singletons and doubletons, as well as frail elders in need could receive holistic care for their physical, mental, and spiritual well-being during the pandemic, the SDIESC was once again sponsored by The Hong Kong Jockey Club Charities Trust in May 2022 to implement the Jockey Club Special Project to Support Vulnerable Groups under COVID-19 Pandemic for two years. The project placed emphasis on educating older people about developing healthy lifestyles by encouraging them to monitor their health, participate in online learning platforms, and cultivate good health management habits through the use of medical devices and technology. The project successfully recruited 93 volunteers to provide a range of support services for 1,266 elderly beneficiaries, including 5,590 caring phone calls, 1,574 in-person visits, as well as escorts, shopping assistance, and home assessments. Furthermore, the project arranged healthcare professionals to provide 1,600 health support services, including comprehensive health checks, pain management, home environment assessments and modifications, in-home health consultations, and the design of nutritious menus.
Activities such as fitness therapy classes, expressive arts workshops, and aquatic physiotherapy sessions were also organised to help reinforce and enhance older people’s well-being.
In October 2022, the project organised a three-day mobile promotion activity using a billboard truck at various locations in the Southern District. The objectives were to identify older residents in need, as well as to offer physical fitness assessments, including tests for cardiopulmonary functions, grip strength, and flexibility. This allowed participating elderly to better understand their own physical conditions while encouraging them to adopt healthier lifestyles. The campaign attracted a high total attendance of 569.
Celebrating the 25th Anniversary of the Establishment of the HKSAR: Hearty Southern District’s Stay Active Stay Healthy Scheme
The LYWNEC of our organisation received sponsorship from the Southern District Council to organise the Celebrating the 25th Anniversary of the Establishment of the HKSAR through the Hearty Southern District’s Stay Active Stay Healthy Scheme. Through a variety of themed activities such as the singing bowl meditation group, and stained glass painting and Chinese ink painting experiential workshops, the scheme aimed to enhance the mental health of the elderly and alleviate emotional stress. Also, we mobilised our elderly volunteers during the Winter Solstice Caring Visit, where they visited senior citizens and their carers to share mental health tips and provide them with a one-person winter solstice vegetarian poon choi meal for celebrating the festival and mitigating feelings of loneliness. The scheme benefitted a total of 210 participants.

Weathering the Pandemic Together with Neighbour Support (II)
The JCDECC organised the Weathering the Pandemic Together with Neighbour Support (II) Volunteer Visiting Programme. The event was attended by a combined team of 36 volunteers from the Civil Service Bureau, the Correctional Services Department’s Oi Kwan Volunteer Group, the Yue Kwong Mutual Aid Network, and the JCDECC. They provided 20 elderly households with home safety advice, basic home cleaning service, and birthday celebrations for senior residents whose birthdays were in the same quarter as when the event was held. The then-Secretary for the Civil Service, Mr. NIP Tak-kuen, and the current Commissioner of Correctional Services, Mr. WONG Kwok-hing, led the volunteers in expressing care and concern for the carers of older people, as well as elderly singletons and doubletons living in Yue Kwong Chuen. The volunteers also taught them how to use the LeaveHomeSafe mobile app and smartphones. During the process, they identified and referred over 10 needy elderly individuals to apply for the Jockey Club Digital Support Project for the Elderly.

Jockey Club Digital Support Project for the Elderly
To alleviate the social isolation experienced by the elderly and their carers during the pandemic, the JCDECC took on the role of coordinator for the Southern District in implementing the Jockey Club Digital Support Project for the Elderly, sponsored by The Hong Kong Jockey Club Charities Trust. This initiative provided 500 underprivileged elderly individuals who lacked smart devices with free LeaveHomeSafe mobile app-compatible smartphones and local stored-value cards (including 12 months of complimentary basic mobile communication service). Additionally, the JCDECC organised a series of workshops to mobilise staff and volunteers in educating the elderly participants on the use of smart products. This empowered them to access real-time community information and resources, allowing them to harness the convenience of digital technology and maintain connections with the outside world during the pandemic period.
Post-Epidemic Neighbourhood Active Project –Love and Support for the Elderly
The prolonged pandemic disrupted social interactions, leaving many elderly individuals isolated from their usual social lives and support networks. As the COVID-19 situation eased, the SDIESC organised the Post-Epidemic Neighbourhood Active Project –Love and Support for the Elderly, under the 2022/2023 District Collaboration Project, from October to November 2022, to assist the elderly in adapting to life under the new normal, reconnect with their community, and hence live a positive older age.

The volunteers of Wah Fu Estate Women’s Association participated in a caring visit activity to show concern for the elderly and distribute gift packs to them.
The project was sponsored by the Social Welfare Department’s Central Western, Southern & Islands District Social Welfare Office and co-organised by the Wah Fu Estate Women’s Association and Wah Fu Estate Merchants’ Association. Through caring visits, stress-relief workshops, fun days at our centre, and outings, the project aimed to reconnect elderly singletons or unsupported elderly individuals with our services and drive them to join our elderly support service teams, thereby gradually rebuilding their community networks and assisting them in adapting to the changes in their lives brought about by the pandemic. The project received the support of residents’ and business groups and attracted a total of 276 participants.
The pandemic and the government’s countermeasures forced the elderly to remain at home for extended periods, thus impacting their physical and mental health. In response, Sino Group and the Ng Teng Fong Charitable Foundation, together with the Li Ka Shing Faculty of Medicine at The University of Hong Kong and various non-profit organisations, launched the Generations Connect Project in January 2023 for a two-year period. Our SDIESC was also one of the participating organisations. Connecting the elderly with young people, the project involves over 1,000 medical students and volunteers who conduct home visits, make telephone calls and provide psychological intervention and behavioural guidance services for the elderly. It also actively introduces the concept of e-health literacy to help the elderly cope with the pandemic and take care of their health in the physical, mental and social adaptation aspects. The entire project is expected to serve 10,000 elderly people, and our SDIESC commenced the first pilot phase in November 2022, arranging for over 50 students to visit 103 elderly singletons and doubletons residing in Wah Fu Estate.

Utilising Gerontechnology Products to Support Carers
My mother is suffering from dementia and is experiencing a decline in her physical mobility. She has shown little motivation to participate in activities, so it often takes me a lot of explaining to encourage her to join exercise or training sessions. Since the AKA has introduced various gerontechnology products, my mother can now engage in exercise and training through a wide range of fun games. I’m surprised she has become more responsive and proactive. I also participated in an activity to try to use gerontechnology products to evaluate my bodily functions. This reminded me that I also need to look after my own physical and mental well-being in addition to caring for my mother.
Gerontechnology equipment is really useful for carers like me!
During the year, our organisation received funding from the Social Welfare Department’s Innovation and Technology Fund for Application in Elderly and Rehabilitation Care to purchase gerontechnology equipment, including the Interactive Cognitive Trainer and the Interactive Balance Training System. Incorporating these gerontechnology products into their therapy groups and activities, our various service units have been able to provide training for elderly individuals with dementia to help slow the decline of their cognitive abilities, maintain their normal social interactions, and consequently alleviate their carers’ stress. Over the past year, our four district elderly community centres and neighbourhood elderly centres provided in-person and online gerontechnology training sessions with a combined attendance of 2,200.
Social media is an essential platform for maintaining interpersonal connections amid the pandemic. To enhance elderly individuals’ mastery of information technology and integrate them into the digital era, four of our elderly centres collectively organised 113 IT workshops over the past year. These workshops taught elderly participants and their carers how to use smartphones, tablets, and Zoom, with a total attendance of 1,065. Furthermore, due to the impact of the pandemic, our centres also transitioned to deliver some of their training programmes online. This allowed elderly individuals and their carers to continue accessing training and participate in virtual social activities, thereby enhancing their physical and mental well-being, as well as improving their awareness of community resources and caregiving skills. The total attendance of these online initiatives amounted to 1,213.

Our community support and community care service for the elderly provides a range of support, including case counselling, therapeutic/support groups, and training/stress-relief activities, to alleviate the burden on carers of the elderly and help them

Over the past year, we offered six therapeutic/support groups and 25 training activities for 100 needy carers, covering topics such as end-of-life care planning, muscle strength training, singing bowl meditation, Indigo dyeing, tea arts, and dance therapy. To reduce the caregiving stress, our service also provided 301 instances of respite care, patient escort, in-home training, and emergency support. Additionally, we leveraged community resources through initiatives like the Caring Companion Day Care Service Scheme and the Diamond Cab Community Ride Scheme, to support carers in their needs.
To raise awareness of our services among different community stakeholders and identify carers in need early on, we provided eight training sessions for a total of 110 representatives from district youth organisations, fire brigades, churches, and property management companies. The aim was for them to cultivate a spirit of community guardianship, provide appropriate care for carers and refer them to suitable services. Furthermore, our Caring for Each Other, Lighting Up the Community Project, funded by the Social Welfare Department, produced short films, promoted the carer outreach service, and held sharing sessions to strengthen the community’s concern for the mental health of the elderly and their carers and enhance awareness of building a carer-friendly community.

Since May 2019, the two district elderly community centres under our organisation have fully implemented the Dementia Community Support Scheme in the Southern District to provide support services for community members with mild to moderate cognitive impairment and their carers. These services include cognitive and self-care training tailored for the patients, as well as stress management and nursing knowledge workshops designed for the carers. Based on survey data collected from service users, all of the activities were well-received, with 100% of the elderly participants expressing satisfaction with the service arrangements. They also commended the staff and volunteers who provided the services. Furthermore, scores given by the carers in the caring stress scale (the Zarit Burden Interview, or ZBI in short) before and after receiving the services indicate that 98% of the interviewed carers experienced a reduction in their care-related stress.
An occupational therapist guides seniors in practising the seated style of Eight Brocades. In addition to stretching the muscles and joints, this qigong exercise also helps to train the participants’ attention and allow relaxation of the mind.
To more effectively follow up on completed cases to delay older people’s cognitive decline through continuous training, our team has confirmed the launch of two initiatives for the coming year: the Dementia Patient Academy and the Dementia Patient Partners Programme. The Dementia Patient Academy will provide group training sessions for participants who have completed the Dementia Community Support Scheme two times per month. Meanwhile, the Dementia Patient Partners Programme will select and train suitable programme participants and transform them into activity assistants and volunteers. It is our hope that these two new initiatives will be able to enrich the social activities and personal growth of the elderly participants and provide respite opportunities for their carers.
Southern District Age-friendly and Safe City Plan Since 2009, the JCDECC under our organisation has taken the lead in coordinating 10 elderly service units and residents’ mutual aid groups in the district to promote the development of the Southern District Age-friendly and Safe City Working Group. This year, the centre once again received funding from the Home Affairs Department to jointly organise the 2022/2023 Southern District Age-friendly and Safe City Plan with the Southern District Healthy & Safe Association and the Southern District Age-friendly and Safe City Working Group, with the Warehouse Teenage Club serving as the creative partner. The theme for the year was to explore the public recreational spaces and facilities in the Southern District, taking a bottom-up approach to discuss recommendations on “Southern District Age-friendly x Public Spaces and Recreational Facilities”.

Through online platforms, the co-creation team showcased the overall project outcomes from the participants' involvement, and shared the ambassadors’ thoughts and experiences.
Following joint conferences, cross-generational design thinking workshops, photography training sessions, community site visits, roving exhibitions, online voting, and report production, 83 cross-age elderly-friendly ambassadors participated in the preparation of the annual sharing session and physical model production. They showcased the project’s outcomes to the community through both online and offline platforms. The initiative directly benefitted over 600 person-times, and its cross-platform online promotions reached out to an audience of over 60,000. The working group hoped that through the collective efforts of this cross-sectoral collaboration, the “Elderly and Age-friendly” concept could be further promoted, making the Southern District an ideal place for people of all ages to live.
Participating in the activities has allowed me to engage with people of different ages and get to know various cultural perspectives and preferences across generations, and I’ve come to realise that individuals can hold quite divergent views even when they are faced with the same situations. As a result, my capacity for accepting and understanding others has increased significantly.
Southern elders and teeners collaborated to produce life-review gifts for presentation to the elders at a reunion event.
The SDECC under our organisation received sponsorship from the Opportunities for the Elderly Project to run the Southern Elder and Teener Volunteer Project from September 2022 to January 2023. A total of 32 senior volunteers in their 50s or older (elders) and youth volunteers (teeners) from the Southern District teamed up to visit frail, under-supported, physically impaired, or cognitively impaired elderly individuals in the district, fostering intergenerational harmony.

The volunteers under the Southern Elder and Teener Volunteer Project received training on intergenerational relationships and elder-sitting skills before they were paired with 16 elderly residents from the same district who were in need of support. The teeners conducted home visits and made telephone calls to gain a holistic understanding of the elders’ needs and explore relevant community resources. They also complemented one another despite their limitations in horizons to ensure the provision of more comprehensive assistance to the needy elderly residents. After multiple visits and interviews, the cross-age volunteers produced life-review work for the elders, which were then presented and shared at a reunion event. In total, over 300 people participated in the project. Upon project completion, the volunteers committed themselves to providing ongoing support for the underprivileged elderly and helping them build a community support network. The initiative was recognised with the District Best Activity Award in the 1-year project category under the Social Welfare Department’s Opportunities for the Elderly Project for 2022/2023, affirming the project’s success in promoting intergenerational collaboration and fostering a caring community.

Frail elders with chronic illnesses are particularly susceptible to the effects of cold weather, which can exacerbate their conditions and jeopardise their health. Since 1997, our elderly support service teams have held the annual Warmth Delivery in Southern Campaign in December to raise awareness in the community about high-risk seniors to enable them to age within the community with peace of mind. This year’s campaign theme was “Embarking on Healthy Journeys with Neighbourly Support”, which was meant to promote the idea of mutual assistance among neighbours and embark them on the path to well-being together. The event took place on 11th December 2022, with over 680 cross-age volunteers from the community, businesses, and government agencies gathering in the Southern District to visit 800 elderly residents, assess their circumstances and needs, and provide them with heartfelt care, cold weather clothing and gift packs. The overwhelming response from different sectors and the record-breaking volunteer turnout demonstrated the community’s deep compassion for the elderly.

Volunteers were engaged in training sessions and workshops to enhance their awareness of mental health issues, better preparing them to provide support services.
The challenges faced by the elderly in their later years go beyond physical and cognitive decline as they also encounter financial pressures, spousal bereavement, and children’s emigration. All of these factors not only impact their daily lives but also take a toll on their mental health. According to the 2022 survey conducted by the research team of the JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness, the risk of depression or anxiety among the elderly has doubled since 2020, and the number of elderly suicides has continued to rise, with those aged 60 and above accounting for 44% of all suicide cases in Hong Kong, a situation that cannot be ignored. In response, our two district elderly community centres have implemented the JC JoyAge: Jockey Club Holistic Support Project for Elderly Mental Wellness, funded by The Hong Kong Jockey Club Charities Trust. By integrating the services of an Integrated Community Centre for Mental Wellness and our district elderly community centres, the project aims to reach out to elderly individuals at risk of depression and help improve their mental well-being through counselling, support groups, and peer support. The project also
trains younger elderly volunteers to become JC JoyAge Ambassadors and Peer Supporters, serving as a bridge between the community’s mental health and elderly services and walking alongside those struggling with emotional difficulties in their later years.
This year, the project entered its third year with a theme of self-awareness and the goal of building a supportive community network together. We organised a series of mindfulness activities and expressive arts workshops to enhance the self-awareness and emotional expression capabilities of the elderly and community members. Through in-person meetings or telephone calls, the project provided counselling and/or therapeutic follow-up for 78 elderly individuals experiencing depression or emotional stress. The therapeutic approaches used included cognitive behavioural therapy, behavioural activation, acceptance and commitment therapy, and cognitive behavioural therapy for insomnia. Complemented by the support of our Peer Supporters, the project collectively delivered over 6,000 hours of assistance. It also successfully partnered with district partners to launch the JC JoyAge Mental Health Ambassador Training Programme, equipping 109 volunteers with knowledge about elderly mental health and promoting a spirit of helping others to help themselves. Additionally, our lectures, workshops, and community education activities recorded a combined attendance of 1,961.

Our community support and community care service for the elderly provides counselling service to older people in need and their families through face-to-face interviews, home visits, telephone contacts, and group activities, empowering them with more confidence and a greater ability to solve their problems and improve their relationships with family members. This year, we handled a total of 1,201 counselling cases and provided 201 instances of elderly health and home nursing assessment services. Among the counselling cases, we concluded 286 cases after achieving treatment goals, representing a turnover rate of 23.81%. To further support elders with special needs and complement our case counselling service, our two district elderly community centres held a total of 10 theme-based therapeutic groups this year, including the “Turning with Joy” Cognitive Behavioural Therapy Group, the “Joyful Mind and Body” Expressive Art Therapy Group, and the Creative Workshop for Carers, with a combined attendance of 430. These therapeutic groups successfully helped older people establish mutual support networks and enhance self-confidence and self-care abilities, enabling them to face their later years more actively.
In the coming year, our community support and community care service for the elderly will continue to respond to the needs of older people based on the concept of “360-degree Continuous Community Care”. At the same time, we will also be mindful of the impact the pandemic has had on the physical, mental and social well-being of the elderly, and assist them in rebuilding their community safety nets. We will also encourage seniors to utilise the rapidly advancing gerontechnologies to enhance their quality of life and alleviate the caregiving burden on their carers, thereby enabling them to continue their wish of “Ageing in Place”. Furthermore, we will proceed further with our elderly big data questionnaire survey. The data collected will be categorised, ranked and analysed to uncover meaningful patterns that will then inform and strengthen the evidence base for our service planning.

Our elderly service (home support) includes the Integrated Home Care Services (IHCS), the Southern District Enhanced Home and Community Care Services (SDEHCCS), the Home Care and Support Services for Elderly Persons with Mild Impairment (HSMI), the Integrated Discharge Support Programme for Elderly Patients (IDSP), and the Pilot Scheme on Community Care Service Voucher for the Elderly (CCSV). These services aim to achieve the “Ageing in Place” objective by providing community care and home-support services for older adults, people with disabilities and families with special needs so that they can continue to live in their familiar communities with dignity and proper care. Additionally, our service teams offer regular support services to carers based on their needs to ease the burden of providing care, ensuring that both the service users and their carers can benefit from our services.
Whenever I call the service team to adjust my meal delivery arrangements, the staff always follow up accurately. When the social workers learnt about the severe peeling of my home’s ceiling, they helped me deal with that, and my living environment improved. As the care workers know that I have difficulty walking, they always patiently wait for me to answer the door when they bring my meals. Even on rainy and windy days, the service team still delivers my food on time so that I can enjoy a hot meal even though I’m living alone. The nutritionists and chefs also rack their brains preparing nourishing and delicious dishes for us seniors. I’m satisfied and grateful for all they do.

Home-based Home Support Programmes Integrated Home Care Services (IHCS)
The IHCS has been providing support services for older individuals, people with disabilities and families in need in our district for many years. During the year under review, we served over 626 cases, offering 119,469 instances of meal delivery, home cleaning, escort and personal care services, as well as 7,277.5 hours of on-site care services for frail elders. The number of direct-to-home meals delivered amounted to 98,286. As the impact of the COVID-19 pandemic eased, our service team has actively organised various social activities to strengthen connections between older adults and their neighbourhoods and enhance their sense of community belonging. Throughout the year, we held three celebratory visitation events, which engaged 53 volunteers to visit and present well wishes and care packages to 89 frail, older individuals. The volunteers also introduced mental health information to the older adults and conducted simple emotional assessments to identify those experiencing emotional distress. These were then referred to appropriate community services by our social workers for in-depth follow-up, aimed at bringing warmth and care to elderly singletons lacking community support.

了!多謝護士連續多星期的悉心護理,休假期間亦安 排另一位護士跟進媽媽的情況,非常細心及有耐性! My mother accidentally scalded her thigh with hot water. The service team promptly arranged for a nurse to visit and clean her wound. As the injury gradually healed, I was very grateful for the nurse’s care over several consecutive weeks. She even ensured another nurse would follow up on my mother’s condition when she was on leave. She is indeed very thoughtful and patient!
We began operating the Enhanced Home and Community Care Services for the Elders after winning the bid in 2001. The programme officially became funded in 2020 through the Social Welfare Department’s Lump Sum Grant subvention mode. Renamed the Southern District Enhanced Home and Community Care Services, it now supports over 200 frail and disabled elderly individuals annually. Our service team features a multidisciplinary group of physiotherapists, occupational therapists, nurses and social workers. They collaborate to develop personalised care plans for service users to provide rehabilitation, personal care and other services based on individual needs. The team also provides skills training and emotional support to carers. During the reporting period, our service team delivered a total of 14,165.9 hours of onsite care services. Recognising that some frail, bedbound elderly could not leave their homes to receive the COVID-19 vaccine, our service team partnered with healthcare organisations to launch the Vaccination at Home Initiative. Under this initiative, medical doctors and nurses visited immobile frail elders at their homes, conducted health assessments and administered free vaccinations to those deemed medically suitable, benefitting 48 senior citizens.

Home Care and Support Services for Elderly Persons with Mild Impairment (HSMI)
I am a senior with difficulty in walking. After moving to the Southern District, I still needed to travel to Sai Wan Ho regularly for follow-up medical appointments. It is hard for me to meet the high transportation costs, and the journeys are exhausting. The service team’s social worker understood my situation and arranged for me to receive follow-ups at the nearby Jockey Club clinic instead. They also organised an escort service to accompany me to appointments when my health turned worse. I am deeply grateful to the social worker for resolving this long-standing problem!
The Community Care Fund launched the Pilot Scheme on Home Care and Support for Elderly Persons with Mild Impairment in December 2017. In January 2023, this scheme was replaced by the Home Care and Support Services for Elderly Persons with Mild Impairment under a Lump Sum Funding model from the Social Welfare Department. The HSMI targets elderly persons aged 60 and above with mild impairment who are on the waiting list for IHCS. Under this initiative, our service team works with eligible applicants to develop personalised care plans and provide services tailored to their actual needs. Unlike general home care services, the regularised HSMI programme has expanded to include additional home-based services such as volunteer visits, counselling, health education and check-ups, and minor home repairs, aiming to slow the physical and psychological deterioration of the elderly and enable them to remain living in the community for longer. Over the past year, our service team provided 217 instances of basic care, home cleaning, cognitive training, rehabilitation exercise, and grocery shopping for 80 elderly clients, as well as 1,748 meal deliveries and 498.7 hours of home support services.

Integrated Discharge Support Programme for Elderly Patients (IDSP)
My mother recently suffered a fall, making her daily care very challenging. After she was discharged from the hospital, the service team offered us various helpful services, including meal delivery to our home and teaching us rehabilitation exercises. All the staff were patient and caring, and gradually, my mother’s physical and mental well-being improved, and I was able to alleviate a great deal of my stress. So my mother and I would like to thank the team again for your help and kind-heartedness!
Sponsored by the Hospital Authority, our organisation launched the IDSP in collaboration with the Hong Kong West Cluster of Hospitals in 2012. Through multi-professional collaboration among community healthcare professionals, physiotherapists, occupational therapists and social workers, the programme provides proper discharge planning and post-discharge support services for elderly patients living in the Central, Western and Southern Districts of Hong Kong Island to reduce their readmission risks.
During the review period, the programme served 704 discharged elderly patients, providing simple nursing care services, such as wound care and drug management, for 700 of them. We also offered special nursing care services such as colostomy care and urinary catheter care for 592 elderly. The programme enabled its service users to receive nursing care in a safe home environment, reducing the risk of wound reinfection due to leaving their homes and ensuring that they had appropriate healthcare services during the pandemic without needing to visit the hospital. occupational therapists designed personalised rehabilitation plans and provided home environment reviews and suggestions for 701 service users to enhance their mobility as well as assisting them in mastering self-care in their daily lives. Also, our team of social workers set up appropriate care plans for our service users, referred them to community resources and provided emotional support for carers, with 1,852 instances of carer training offered during the year.

Although the pandemic has eased, frail elders and their carers remain cautious. Therefore, our service team has continued to provide telephone outreach to offer emotional support to elders and, when needed, grocery shopping services for those who have tested positive for COVID-19. In total, our services benefitted older people 14,163 person-times. Moreover, over the year, our service team received 162 letters of appreciation written by elderly service users and their family members, and an impressive 100% of our service users expressed satisfaction with our services. These accolades are a tremendous endorsement of our service team’s work over the past year.
Pilot Scheme on Community Care Service Voucher for the Elderly (CCSV) (Third Phase) — Leisure World
After my mother suffered a bone fracture from a fall, she had to be hospitalised for a month. Upon her discharge, we felt overwhelmed and uncertain. Fortunately, the "Leisure World" team came to our home to assess my mother's condition and arrange for a nurse to teach us caregiving skills, which greatly alleviated our stress. Prior to her hospitalisation, my mother could go out on her own. However, after discharge, her mobility issues led to a decline in her mood. I am grateful that the care workers not only came to the house to do rehabilitation exercises with her but also engaged her in conversation, helping her to regain her smile. After more than a month of training, my mother's physical function has improved significantly. She is now able to take walks in the park and enjoy tea, resuming the lifestyle she had before the injury. I am truly thankful for the dedication of the community team.
Since October 2016, our organisation has been implementing the Pilot Scheme on CCSV – Leisure World. Through the “Money-following-the-user”, “Centre-based”, and “Home-based” approaches, this pilot scheme allows eligible elderly individuals with moderate to severe disabilities to choose community care services that suit their personal needs and achieve “Ageing in Place”. It also designs personalised care plans for them. The services offered under the scheme can primarily be divided into two main categories: day care centre services and in-home support services. The day care centre services include transportation and daytime care, which aim to encourage elderly participants to build support networks while providing respite for their carers. The in-home support services include rehabilitation exercises, nursing care, housekeeping services, escort services, meal delivery, daytime in-home care, in-home training for carers, home safety assessments and improvement recommendations, and temporary respite care. Over the past year, our service team provided services to 45 elderly individuals with moderate to severe disabilities.
The majority of cases receiving our home support services are frail seniors who have slightly diminished physical functions and self-care abilities and require continuous assistance from carers. Recognising the needs of these carers, we regularly provide support services for over 330 elder carers, ensuring that both the elders and their carers can benefit. Over the past year, we provided over 670 hours of training for the carers of frail cases and 330 hours for the carers of dementia cases. We also conducted carer stress assessments for the carers of frail cases, with the aim of early identification of high-risk carers and timely intervention.

Physiotherapists and occupational therapists used simple props to design gaming activities with training elements, enabling carers to reproduce them at home without difficulty. 經歷3年多疫情,照顧者身心俱疲。服務隊 於疫情穩定後,積極舉辦不同實體活動, 好讓護老者及長者能走出家門,重新建立 社交網,增強他們於漫長照顧路上的抗逆 力。本年度共為體弱個案護老者提供了14 次活動,共117人次參與。當中包括由跨專 業團隊舉辦的一系列「護戶相連」活動, 旨在為護老者裝備照顧知識,以回應日益 轉變的照顧需要,如言語治療及應用樂齡 科技產品等。部份活動亦以認知刺激療法 作為框架,提供以現實導向、感官刺激及 懷緬為主題的活動,加強長者和護老者的 社交參與、紓緩照顧壓力。
The three years of the pandemic physically and mentally exhausted the carers. Following the stabilisation of the pandemic, our service team proactively organised various in-person activities to enable elder carers and the elders under their care to venture out of their homes, re-establish social networks, and bolster their resilience for the arduous caregiving journey. Over the past year, we provided 14 activities for carers of frail elderly cases, with a total attendance of 117 individuals. This included a series of Carers Connected events hosted by a multi-disciplinary team, which aimed to equip carers with the necessary knowledge to address evolving caregiving needs, such as speech therapy and the application of gerontechnologies. Some activities were also structured around Cognitive Stimulation Therapy to provide reality-oriented, sensory-stimulating, and reminiscence-based programmes to enhance social engagement for both the elders and their carers while alleviating caregiving stress.
Another issue concerning carers is that they often silently bear an escalating burden from their daily caregiving responsibilities without realising it. To encourage them to focus on their own physical and mental well-being, our service team organised a variety of themed experiential activities this year, including laughter yoga, exercise workshops, and festive celebration events, allowing the elder carers to take timely breaks and rejuvenate. These carer support activities, tailored to the needs of the carers, were highly praised by the participants.
According to the projections of the Census and Statistics Department, the proportion of the population aged 65 and above will continue to gradually rise to 25.3% by 2028, meaning that over one in four people will be senior citizens aged 65 and above. Hong Kong’s population is ageing, and the number of elderly individuals requiring long-term care will continue to rise inevitably. Therefore, the role of home support and community care is increasingly crucial. In the future, our organisation will actively apply innovative technology products to improve the quality of life of older people and alleviate the caregiving burden on their carers. We will also gradually introduce more digital equipment and systems to streamline workflows and enhance the efficiency of our team, allowing them to focus more on serving the elderly and fulfilling their wish to “Ageing in Place”.

Our organisation provides integrated children and youth, family and community development service through our Community Centre and Jockey Club Integrated Service Centre (JCISC). The former aims to promote the growth of families and individuals within the community and build an inclusive and caring society. The latter is committed to assisting children and youth in growing up healthy and balanced, enabling them to unleash their full potential, develop good inter-personal relationships, participate in social services and contribute to society.
Using WhatsApp as one of the communication channels for the programme was highly advantageous for busy parents. I also greatly appreciate the dedication and care shown by the programme team in planning the activities, such as sending messages to parents during lunchtime and providing a wealth of parenting information. Thank you for your arrangements and efforts!

Our social worker understood the needs of children and parents in families with long working hours, identified their pain points, and designed appropriate service content accordingly by means of an interview.
To address the issue of deteriorating parent–child relationships due to long working hours, JCISC applied for and received sponsorship from The Hong Kong Jockey Club Charities Trust to organise the InnoPower@JC – Family T-Time Programme from August to October 2022. The programme utilised software to assist families in establishing communication channels, increasing opportunities and topics for parent–child communication, and providing offline parent–child activities as rewards, as well as sharing information about these activities to create quality time between parents and children. The 104 participating families unanimously acknowledged that the programme was able to broaden the topics of discussion, cultivate communication habits, and enhance parent–child relationships, demonstrating satisfactory outcomes.

Reach the Top – Southern District Outstanding Student Awards 2022
The Reach the Top – Southern District Outstanding Student Awards 2022 was co-hosted by the Southern District Joint Schools Conference and the Southern District Youth Cadet, co-organised by the Southern District Office of the Home Affairs Department and coordinated by our Community Centre. It took place from November 2022 to January 2023 and had the participation of 109 student leaders from 25 primary, secondary and special schools.

Student leaders in the secondary school group engaged themselves in first-hand experience and site visits to personally understand the needs of the visually impaired who live in the community. Based on these insights, they provided recommendations towards building an “Inclusive Community”.
The theme of this year’s programme was designed around the 5C leadership qualities – Commitment, Creativity, Care, Courage, and Confidence – and the message of “Happy Community”. The primary school group focused on the theme of “Healthy Community”, while the secondary school group explored the theme of “Inclusive Community”. Through a range of experiential activities and exchange sessions, student leaders were nurtured to develop awareness of and reflection on the diverse needs of the different people within the community. Finally, the programme organised a Sharing and Appreciation Ceremony where student leaders presented the outcomes of their research projects. I have thoroughly enjoyed participating in the DC1 Board Game Space. Here, I have been introduced to a wider range of board games and have discovered my passion for them. I relish the opportunity to share my knowledge and assist in guiding other participants in learning about board games here.

In July 2022, JCISC launched a brand-new drop-in service – the DC1 Board Game Space. This initiative aims to strengthen the community’s sense of belonging towards the centre by providing young people with a gathering point to interact with other members of the public and enhance children’s and young people’s personal problem-solving skills as well as team collaboration abilities through board game activities. The DC1 Board Game Space offers nearly 100 different board game titles for the public to borrow and enjoy, with resident instructors available to recommend suitable games, provide explanations, and facilitate gameplay. This is to help foster a sense of community among the participants and expand their social circles. By March 2023, the service had been used 1,064 times. During this period, the centre also organised large-scale board game competitions and events, such as the Board Game Experience Day cum Board Game King Contest, and Werewolf Night, which attracted a total attendance of 203. Additionally, to continuously enhance children’s and young people’s sense of competence and community involvement, the centre launched two complementary initiatives: the Mobile Board Game Instructors programme and the Werewolf Host Training, with a total attendance of 64.

Youth Navigation – Southern District Youth Drone Competition and Community Training Programme
Organised by the Southern District Office of the Home Affairs Department and the Southern District Youth Cadet, and coordinated by JCISC, the Youth Navigation – Southern District Youth Drone Competition and Community Training Programme was held from November to December 2022 to celebrate the 25th Anniversary of Hong Kong’s Return to the Motherland. The programme had the participation of 16 teams, comprising approximately 60 children and youth from various primary and secondary schools. Through experiential and training activities, including manual drone operation and programming training, youth leadership community service, and drone competition, the programme aimed to unlock the potential of young people, foster their interest in STEM (Science, Technology, Engineering and Mathematics), and strengthen the connection between young people and the community, showcasing the capabilities, enthusiasm and positive image of the younger generation.

School Service
To deepen the understanding of students and their parents regarding kindergartens, primary schools, and secondary schools in the Southern District, and to help them prepare for school selection and acclimatisation to new learning environments, our Community Centre and JCISC organised three school tour activities from August to December 2022 with sponsorships from the Home Affairs Department. By engaging in booth games, short film productions, thematic seminars, and on-site visits, the activities allowed participants to gain insights into the schools’ educational philosophies, facilities, and teaching approaches, to better prepare their children for the next stage of schooling. A summary of these three activities is provided below:

This event has provided me with a comprehensive understanding of the various secondary schools in the Southern District. It has also given me the opportunity to visit the school campuses and engage in discussions with the school staff, students, and parents, which has helped me and my son in selecting a suitable secondary school.

The eye health programme not only made me aware that my child’s short-sightedness had worsened, but it also supplied financial assistance to help replace his glasses, which provided a great relief for me.

The use of electronic devices with screens among school-aged children increased significantly during the pandemic. To safeguard the healthy visual development of students, JCISC, sponsored by Rotary Club of Channel Islands, implemented the Children’s Eye Health Programme from July to September 2022, with the Department of Ophthalmology at The University of Hong Kong invited to be the project partner. The programme provided comprehensive eye examinations for primary one to three students, aged 6 to 8, from grassroots families in the district. It also offered those needing to obtain or replace their glasses with financial assistance or referrals to ophthalmologists. Additionally, the programme delivered online and in-person community seminars to raise awareness about the importance of eye care among residents of the district. In total, 103 students in our district received comprehensive eye examinations through this programme. Of these, 49 were financially subsidised to obtain or replace their glasses.
Small Home Support Network – Services for Subdivided Flat Residents
To bring together and connect subdivided flat families in our community, our Community Centre established the Small Home Support Network in June 2020. To date, we have successfully recruited nearly 100 subdivided flat households – primarily from the areas of Aberdeen, Tin Wan, and Main Street, Ap Lei Chau, to become members of the programme. Throughout the year, in

addition to continuously monitoring the service needs of its members and providing case consultations and service referrals, our Community Centre has also actively cultivated youth volunteers. They have contributed over 30 attendance to organising a diverse range of activities for members of different ages, resulting in offering 200 services in total. Our programme has also collaborated with schools in our district and various external organisations for festive visits, bringing attention and care to our members while also identifying more subdivided flat households in need of support. Moreover, we have worked to promote the role transformation of our members, enabling them to leverage their strengths and share their skills to foster mutual aid and cooperation. For instance, we invited members to serve as instructors in activities such as Home Yoga Time and Hearty Soup Giveaway. These activities, which recorded 60 attendance in total, have also allowed our members to engage in exchange and relaxation, thereby expanding their mutual support network.

the Seed – Book and Stationery Award Scheme

To encourage students from underprivileged families in our community to develop a diligent and proactive spirit towards learning, our organisation has been running the Book and Stationery Award Scheme for 27 years. This year, 206 students applied, and after the review process, 158 of them were awarded book vouchers as recognition. The Book Voucher Presentation Ceremony was successfully held on 21st August 2022. On that day, we arranged for selected award-winning students to perform ukulele ensemble pieces and recitations, showcasing their talents and creating a lively atmosphere. In addition to presenting the book vouchers, the scheme also provides appropriate community services for the participating families to address their needs and build a support network. Furthermore, the programme aims to uncover the strengths of the participants and encourage them to contribute to society.

Reminiscences of Jumbo Floating Restaurant –Hong Kong Chinese Calligraphy Ball Pen Competition
The Hong Kong Chinese Calligraphy Ball Pen Competition, organised by our Community Centre, has been running for 39 years. This year, the theme was set to be “Reminiscences of Jumbo Floating Restaurant”, which aimed to enhance participants’ understanding of the history of Hong Kong’s floating restaurants and foster public interest and awareness of social changes and local culture. The competition received an overwhelming response, with over 13,900 individuals participating from 168 primary and secondary schools, as well as organisations. After the initial round of judging, 393 finalists advanced to an online final. The Judging Day and Awards Presentation Ceremony took place virtually on 26th March 2023 with a live broadcast on Facebook, and 25 veteran calligraphers from The Jiazi Society of Calligraphy and the Hong Kong Culture and Art Promotion Association were invited to serve as the panel of judges. After a rigorous evaluation, 54 winners were selected, demonstrating the exceptionally high standard of Chinese calligraphy among the awardees.

Reminiscences of the South – An Exploration Tour of the History and Culture of the Southern District to Celebrate the 25th Anniversary of Hong Kong’s Return to the Motherland
I joined one of the Southern District’s history and culture guided tours to visit the revitalised Pokfulam Farm and Pokfulam Village. The activity featured a guide who introduced the history and the revitalisation process, which helped me gain a deeper understanding of the history and culture of the Southern District. I found the experience very rewarding.

Sponsored by the Home Affairs Department, our Community Centre organised Reminiscences of the South – An Exploration Tour of the History and Culture of the Southern District to Celebrate the 25th Anniversary of Hong Kong’s Return to the Motherland from August to December 2022. The programme aimed to enhance the public’s interest, knowledge, and concern for the history and culture of the Southern District through a series of historical and cultural guided tours, workshops, and talks in the Southern District, thereby strengthening their awareness of preserving traditional culture. A total of 11 guided tours, 10 workshops, and three talks on the history and culture of the Southern District were organised, attracting a total attendance of 1,052.
Webmasters of varying ages meet regularly to review the work they are carrying out within the estate, with the hope of providing more suitable services to needy families in the Shek Pai Wan Estate.
Community Development Home in Shek Pai Wan E.P.S. Project
I have been involved in the activities of the Home in Shek Pai Wan E.P.S. Project for nearly three years, but during the pandemic, I once considered withdrawing. Then I thought of the relationship and affection that I had developed with the elderly residents I had been visiting, as well as the many new things I had learned and the many new friends I had made through the diverse range of activities in which I participated. Because of this, I abandoned the idea of withdrawing, and, since then, I have become more and more enthusiastic about the project!

Webmaster of the Home in Shek Pai Wan E.P.S. Project
Sponsored by the Community Investment and Inclusion Fund, our Community Centre partnered with the Hong Kong Southern District Women’s Association to launch the Home in Shek Pai Wan E.P.S. Project in October 2020. The project aims to support the body, mind and social development of the residents of Shek Pai Wan. The E.P.S. in the project name stands for Engagement, Platform and Strength. By connecting the community, welfare and healthcare sectors, and schools, the project provides both online and offline support and information through a cross-disciplinary and cross-sectoral approach. The initiative also established a Webmaster System to organise residents to become network ambassadors, webmasters, or netizens to help “Weave Networks” within the community and promote neighbourhood mutual support networks. To date, the project has mobilised more than 480 volunteers to assist in planning and participating in volunteer services, such as implementing the Online Community Matching programme to pair up volunteers with elderly residents in the community for regular monthly visits. After the COVID-19 pandemic, the project has also introduced new elements to further engage residents, including launching membership cards, setting up the Pik Pik Network mobile messaging community platform, and organising the Monthly Movie Night and Happy Friday events. The project has benefitted over 1,200 residents so far.
In the future, our Community Centre will continue to address the needs of the underprivileged individuals within our district – particularly families residing in subdivided flats – and promote poverty alleviation by adhering to the concept of “Social Capital” and the community development approach. Furthermore, upon the completion of the redevelopment of the A Square Community-led Transitional Housing Project in Stanley, we hope to provide assistance to public housing applicants and grassroots citizens living in poor conditions, thus alleviating the housing pressure they face. Concurrently, through this project, we strive to enhance the self-reliance capabilities of the residents, as well as forging connections between the residents and local community groups. In doing so, we aspire to cultivate a harmonious, amiable, mutually supportive, cooperative, and compassionate community. In summary, our Community Centre will continue to address the community’s diverse needs and achieve the service goal of “Holistic Care, Community Network”. Meanwhile, JCISC will continue to organise a wide range of activities by strengthening the element of “Youth Initiation” to encourage young people to participate in our services, activity design, and community activities, thus enhancing their senses of ability, success, and belonging, as well as helping them become active members of our community. In the ever-changing social environment, JCISC will experiment with innovative methods to provide more effective and appropriate services for the children, adolescents, and their families in the Southern District.

Our organisation is committed to providing timely responses to the evolving needs of the community and its residents, as well as grassroots and underprivileged people, through innovative pilot services and specialised projects with the support of external funding or leveraging our own resources.
Our organisation established a social enterprise, Leisure Outlet, in early 2008 with funding support from the Home Affairs Department’s Enhancing Self-reliance Through District Partnership Programme. Following the initial two-year funding period, it continued to operate as a self-financed social enterprise, establishing its flagship shop on the ground floor of our headquarters in July 2011 and opening another shop in Wah Fu Estate in March 2016. Both outlets were well-supported by the local community. However, severe damage caused by burst saltwater piping in the ceiling forced the Wah Fu Shop to temporarily close in 2021. After more than a year of searching for a new location, the Leisure Outlet Wah Fu Shop finally reopened on 20th May 2022 in Wah On House, Wah Fu Estate.

Leisure Outlet pursues the social objectives of job creation, environmental protection, and sustainable development. Operating on a self-financing basis, it also connects with district organisations to organise recycling activities to collect, refurbish, and sell second-hand goods. The following are the highlights of the social enterprise's work this year:
Second-hand Goods Recycling Action
During the year, Leisure Outlet co-organised five Second-hand Goods Recycling Action events with local community groups, mobilising community members and organisations, as well as large housing estate residents, to donate new or second-hand items for resale or donation to the underprivileged. The Owners' Corporation of South Horizons in particular continued to be a principal partner, regularly co-hosting with Leisure Outlet recycling activities that garnered enthusiastic participation from the estate’s residents and providing a venue and facilities. This year, Leisure Outlet once again recorded a very encouraging outcome, receiving over 28,000 donated items, a 16% increase from the 24,000 collected in the previous year.

Online Retail Business Development
Online shopping has become an increasingly prevalent trend. In response, Leisure Outlet began its e-commerce business in July 2019 to expand our customer base, provide a more convenient shopping experience to customer and offer online marketing skill training for our staff. During the past year, the online platform sold 307 second-hand items, with video and audio discs being the most popular.
Many of the people in my community choose to donate useful items to Leisure Outlet, and I completely agree with this. I wouldn’t carelessly throw away anything that’s still usable. Instead, I'd donate it, hoping that it would eventually help someone in need and reduce waste. Leisure Outlet provides a wonderful bridge for this, so it must keep up the excellent work and continue serving the local neighbourhood!
Leisure Outlet, as a social enterprise, is committed to raising community members' awareness of environmental protection and sustainable development while also offering training and employment opportunities to underprivileged and long-term unemployed individuals. For these reasons, Leisure Outlet has a notice board in its flagship shop with employment information for people looking for a job. It also offers internship opportunities for jobseekers to improve their skills, employment prospects, and self-reliance. So far, Leisure Outlet has employed two well-performing interns as full-time shopkeepers.
Employment Service
Our organisation has been providing employment services for people seeking employment and the needy since 1999. Currently, we serve as a platform to match jobseekers with potential employers – and vice versa –through our Employment Support Services and the DiamondAge Employment Project. The latter also assists middle-aged and older people in developing their “Second Careers” and starting their own businesses. The following are this year's work highlights.
Video and audio discs have been the most popular second-hand items sold on Leisure Outlet’s online platform.
The Social Welfare Department commissioned our organisation to launch Employment Support Services from April 2020 to the end of September 2025 to provide jobseekers with services including job vacancy information, pre-interview preparation, post-employment follow-up, and other community support. This year, we provided services to 352 people referred to us by the Social Welfare Department. As well as proactive job matching, our service team encouraged these people to participate in our regular job fairs to increase their employment opportunities. We also closely followed up on successful employment cases to support them in adapting to their jobs as soon as possible, staying employed in the long run, achieving self-reliance, and ultimately leaving the Comprehensive Social Security Assistance Scheme. Throughout the past year, our service team organised a total of five job fairs in collaboration with 82 merchants and organisations from industries such as clubhouse, hotel, horticulture, retail, catering, property management, and social services. With a total attendance of 1,543, the events served as a platform for employers and employees, allowing employers to look for the right employees while providing jobseeking individuals with more information about the workplace and industries.

As the pandemic lessened, our organisation held two large-scale recruitment fairs for middle-aged and older jobseekers at the Southorn Stadium in Wanchai, attracting a substantial turnout of both employers and jobseekers.

Realising that more and more people in their third age are keen on developing a “Second Career” but lack the means to do so, our organisation launched the DiamondAge Employment Project in April 2021 with the support of HSBC through a donation to the Community Chest. Lasting until March 2024, it aims to provide employment support services for unemployed people aged 50 or above, especially those with financial difficulties, to rejoin the labour market and continue contributing to society. This year, 359 jobseekers in their third age registered for the project, and more than 134
I attended the project’s Zoom instructor training course, where I learned new technologies to catch up with the pace of society. The course expanded my knowledge and skills, and the after-class practice sessions allowed me to showcase my culinary expertise and deliver Zoom classes successfully. The process, from planning, preparation, and practice, to post-lesson review, greatly stimulated my thinking and enhanced my organisational capabilities. Later, I also had the opportunity to run a nostalgic snack-making workshop for the project. I simplified the traditional food preparation steps to make it easy for participants to master the skill and inherit preparation of these traditional delicacies. Sharing the final products was a happy experience that also fostered connections and interactions between people.

employers offered over 549 job openings. The project also provided participants with over 223 job referrals, of which 104 jobseekers succeeded in finding employment. In addition, the project organised several employment-related training courses, seminars, and activities to assist older people in further putting their rich experience and competence to good use. Particular efforts were made this year to assist them in starting their own handicraft business, including organising a business startup course on accessories and providing opportunities for participants to take part in handicraft marketplaces and sell their projects through social media and consignment stores. The success in selling their self-made products gained them not only income but also recognition from customers, which was a great satisfaction for them.
LinkAges Lam Ki Yip Centre
In response to the growth of Hong Kong’s ageing population and the alienation among different age groups caused by changes in family structure, our organisation founded the LinkAges Lam Ki Yip Centre in March 2012. As the first of its kind in the territory to specialise in intergenerational services, the centre aims to establish an inclusive and mutually supportive community free of age barriers and shared by all members of the community by fostering intergenerational relationships, enhancing mutual understanding, acceptance, appreciation, and respect among people of different ages, and encouraging intergenerational cooperation. It also aims to achieve cultural preservation and inheritance in the community. The following are the highlights of the centre's work for the year.
Hong Kong Jockey Club Kinship Support Hub Project
Under the sponsorship of The Hong Kong Jockey Club Charities Trust, our centre launched the Hong Kong Jockey Club Kinship Support Hub Project in July 2019. Owing to the project’s satisfactory results, the trust provided further funding for a three-year extension starting from July 2022. The three-year project aimed to support three-generation families with grandparents looking after children aged 0 to 12 years, strengthen their family functions on the individual, family, and community levels, and promote family harmony messages in the community. Members of three-generation families collaborated to create artworks, fostering stronger bonds among themselves.
Drawing on the experience gained in the first phase, the second phase of the project introduced two additional services – a peer support programme and an online parent education platform – to more comprehensively fulfil the diverse needs of three-generation families and their members. As of March 2023, the online parent education platform had successfully attracted over 800 participating parents. Our staff had been promptly utilising the platform to disseminate relevant information and short videos on cross-generational parenting. They had also been regularly organising online and offline activities to engage with parents, foster family relationships, and understand parental needs.
The newly introduced peer-support programme completed its inaugural service period within the year, recruiting a total of 18 volunteers and serving nine three-generation families in need. The volunteers received training before being paired up in teams of two and assigned to an individual family. Through home visits, they understood the families' living situations and needs. They also engaged in activities with the family members, shared community resources and parenting knowledge, accompanied the families on outings, and helped to look after the children, providing the carers with moments of respite. Some families developed strong bonds with their volunteer partners during the service and maintained contact even after it ended.

I’m very grateful to have been able to join the group. I’d describe it as a master class in grandparenting; it allowed me to understand the blind spots and mental traps that exist in communicating with other family members when caring for grandchildren. The social worker, Ms Cheung, was able to identify and explain key issues in group members’ cases. She encouraged us to use the “language of love” and put the theories learned into practice so that we could cherish what we had. Now I genuinely enjoy the pleasure of grandparenting and the loving relationship among our three generations.
At first, I joined the activity out of curiosity. After putting on the reading glasses and equipment that restricted my limbs, tasks that I could easily handle before became very difficult and laborious. This gave me a profound understanding of the daily struggles faced by the elderly and also increased my empathy for them.
Through this activity, I believe that all participants can learn about the needs of the elderly and cultivate a greater understanding and care for them.
Time Travel Hong Kong is a 120-minute time-travelling experience that allows participants to step into the shoes of the elderly through immersive learning. During the activity, participants are required to put on specially made “ageing suits”, which deliberately restrict the wearers’ physical abilities to the level of older people, so they can directly feel the physical and psychological challenges the elderly face in their daily lives due to the degeneration of the body. The aim of providing such first-hand experience is to give participants a chance to reflect on their perceptions of the elderly, so as to foster a deeper understanding and empathy, apply these insights to their everyday lives and work, and ultimately promote the development of age-friendly communities.
This year, our centre hosted more than 30 sessions of the Time Travel Hong Kong activity, which has consistently been very well-received since its launch in 2012, benefitting over 1,000 students and community members in total. Participating groups have included the University of Hong Kong School of Nursing, Lui Cheung Kwong Lutheran College, S.K.H. Holy Carpenter Secondary School, S.K.H. Tin Wan Chi Nam Primary School, and TWGH’s Integrated Centre on Addiction Prevention and Treatment, among other schools and charitable organisations.

Our organisation founded the Harmony Life Enrichment Centre in 2008 to provide quality counselling and training services for residents through interdisciplinary cooperation. It aims to facilitate holistic personal development and growth and ultimately achieve the goal of “Create Positive Life and Establish Harmonious Community”. The following are the highlights of the centre’s work for the year.
Counselling Service
During the year, the centre followed up on 227 cases by providing more than 900.25 hours of counselling service to cope with topics including managing emotional distress, strengthening family ties, improving marital relationships, promoting personal growth, alleviating stress, and enhancing three-generation family relationships. The centre also emphasised developing child counselling services, as we believe that playing games is the best way for children to express themselves, release emotions, and recover from trauma, thereby rebuilding their sense of security, self-confidence, and creativity. As such, the centre is dedicated to developing Child-centred Play Therapy and has actively promoted this concept to schools in the district. Specifically, the centre has collaborated with S.K.H. Tin Wan Chi Nam Primary School and Pui Tak Canossian Primary School to offer an on-site, Child-centred Play Therapy service at the schools. This interdisciplinary initiative provides individual counselling for students in need, as well as organising special parent-child play sessions to foster better parent-child relationships. Over the year, we delivered our on-site counselling service to 12 students. In addition, the centre also launched school-based social work support services at the Kowloon Bay and Pokfulam campuses of Kellett School for students who require assistance, mainly dealing with issues such as parenting skills and parent-child conflicts.
Our Child-centred Play Therapy allows children to vent their emotions and express their feelings, thereby helping them rebuild a sense of security and self-confidence and cultivate creativity.
A healthy parent-child relationship is crucial for a child’s development because the closer the bond between parents and their children, the better the children can build a sense of security, self-confidence, and creativity. Consequently, the centre organised a series of Family Club parent-child interactive groups and workshops over the year, taking a Family-centred Approach to enhance parent-child interaction and promote family harmony. This initiative included five groups and 14 workshops, covering topics such as Sensory Integration Parent-Child Play Group, Effective Communication Techniques for Parents, Joyful Reading and Shared Learning Parent-child Fun Activity, and Parent-child DIY Workshop. These activities allowed participants to participate even from the comfort of their own homes, resulting in a combined attendance of 570.

Social and Emotional Skill Enhancement Group
During the pandemic, children experienced varying degrees of social and emotional difficulties due to a prolonged lack of peer social stimulation and learning opportunities. As anti-pandemic measures gradually eased and society began to return to normal this year, the centre organised six therapy groups with themes focused on social interaction and emotions. These were designed to address the needs of toddlers and children in the areas of social development, language communication, and emotional growth. Through play-based activities and structured social settings, the therapy groups helped to enhance participating children's social interaction abilities and emotional expression and resulted in a total combined attendance of 730.
Our projects are developed based on a community-centred approach and innovative spirit, and our staff endeavour to ensure our services yield fruitful outcomes. To live up to our service mission of “Promote Mutual Concern among Neighbours, Nurture Talents to Serve the Community and Enhance Well-being to Promote Health for All”,we will strive to make the best use of all available resources. We will also actively explore external funding opportunities to launch more forward-looking services that keep pace with the times and fulfil social needs.
Our Education Service comprises the Continuing and Adult Retraining Education (CARE) Community College and the Aberdeen Kai-fong Welfare Association Continuing Education School. Our goal is to provide continuous learning opportunities for community members, with the offering and development of interest and leisure courses, vocational and professional training programmes, and re-hirement courses being three foci of development.

Continuing and Adult Retraining Education (CARE) Community College
Our organisation founded the self-financing CARE Community College in 2002. In addition to being an acronym, “CARE” also conveys the college’s educational philosophy, with the letters respectively standing for Collaboration: cooperating with different institutions to provide comprehensive continuing education courses; Assurance: giving attention to the delivery of quality teaching and promoting interactive teaching methods; Resolution: adhering to our teaching principles and helping individuals adapt to the ever-changing society; and Enrichment: encouraging lifelong learning. Since its inception, the college has been offering courses that respond to society’s development and cater to individual learning needs in order to encourage community members to enhance their knowledge and skills and expand their abilities.

Interest and Leisure Courses
Throughout the year, our CARE Community College offered 1,069 interest and leisure courses for toddlers, children, teenagers and adults. They covered topics such as music and dancing, fitness and personal interests, attracting 9,377 people who registered for them. We also offered 83 summer courses for toddlers and children to join during the summer vacation period, resulting in 648 registrations.
Our college develops vocational and professional training courses in line with the Hong Kong Qualifications Framework . To achieve this goal, we offer online and/or accredited courses to provide a systematic vocational education pathway. This year, our vocational and professional training-related courses included those accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and the Employees Retraining Board. These courses aimed to comprehensively enhance participants’ competence through continuous learning and lifelong education.
The course enhanced my understanding of older people. It allowed me to see their thoughts and behaviour from their points of view. It also clarified common misconceptions, enabling me to have a more comprehensive and systematic understanding of them.

Accredited Courses of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)
As Hong Kong’s population ages, chronic diseases and physical decline have become more prevalent among the elderly, leading to a growing social demand for elderly care services. In response, our college has been offering the Certificate in Therapeutic Group Work Skills for the Elderly Course since 2018. This course, accredited by the HKCAAVQ at Level 3 of the Qualifications Framework, has also been listed in the Qualifications Register and recognised as a Continuing Education Fund-registered course. Taught by registered occupational therapists and social workers, it covers professional knowledge in elderly rehabilitation care as well as techniques for leading therapeutic groups for the elderly. It is particularly suitable for carers who have to communicate with elderly people with dementia, elderly service practitioners, and individuals who aspire to join the elderly service industry.
Participants in the Certificate in Therapeutic Group Work Skills for the Elderly Course took part in experiential activities to gain a deeper understanding of the daily challenges faced by older adults due to the physical effects of ageing.
The course teaches five therapeutic group activities, including reminiscence therapy, reality-orientation therapy, and multisensory therapy, as non-pharmacological interventions to help slow the rate of degeneration in dementia patients and reduce their mental confusion and forgetfulness. This, in turn, reduces the occurrence of behavioural problems, allowing them to better adapt to their daily lives. The course content is a balance of theory and practice, offering internship and site-visit opportunities alongside classroom teaching. Within the year, two cohorts of a total of 21 participants completed the course with a 100% pass rate in the continuous assessment, final examination, and overall graduation.

Our college has received a commendation certificate from the ERB for six consecutive years.
Our college has been a training institution for the ERB for 15 years. This year, we conducted 50 full-time, placement-tied courses as well as part-time courses, with a total of 716 students. These courses covered a diverse range of subjects, including eco-tour, Chinese medicine theories, beauty care, information technology, and language application. For the 13th consecutive year, our college obtained the best rating (Group 1) in the ERB’s annual audit system. The ERB also awarded us a commendation certificate for the sixth consecutive year in recognition of our consistently outstanding performance in ensuring course quality.
The Certificate in Eco-Tour programme covers the fundamental concepts of eco-tour guiding, eco-tour guides’ work skills, as well as Hong Kong’s geographical environment and ecological resources.
As social environments continue to evolve over time, social workers must improve their professional skills and knowledge to keep up with the times. In light of this ongoing evolution, our organisation proactively develops relevant courses to support social workers’ ongoing professional development. In October 2022, our college hosted the Intergenerational Dialogue –Practical Workshop, instructing 12 registered social workers and staff on the essentials of facilitating intergenerational programmes. This course was self-developed by our college and received accreditation from the Hong Kong Academy of Social Work in May 2021 as an approved Continuing Professional Development (CPD) programme, valid until 4th May 2024.
Our college is committed to assisting individuals aged 50 or above in re-entering the workforce or pursuing a second career for the next phase of their lives by strengthening educational opportunities for retirees and equipping them for re-employment. The re-hirement courses that we offered within the year included the Capacity Building Mileage Programme and the Elder Academy Lifelong Learning Programme.
Since becoming a programme participant, I have gained a wealth of up-to-date information outside of the classroom. It broadened my horizons and benefitted me greatly. More importantly, the programme has enabled me to meet a wonderful group of new friends. We’ve all participated in the programme’s activities and volunteer services together, and we've become closer to the community. I even participated in flag-selling, charity walks, and visits to elderly people living alone with my daughter. All these helped nurture her care and sense of contribution to society.

This year, our college continued its collaboration with Hong Kong Metropolitan University and the Women’s Commission to offer the Capacity Building Mileage Programme. This programme aimed to enhance the learning ability of participants, help them cultivate a thirst for knowledge, unleash their potential, affirm their self-worth, and face challenges with a positive attitude, thereby creating a more fulfilling life. A total of 78 individuals enrolled in the six courses offered by the college this year. Our college, in collaboration with Hong Kong Metropolitan University, the Elderly Commission, and BCT Next Academy, conducts the Elder Academy Lifelong Learning Programme to provide continuous learning opportunities for older people. The programme promotes the spirit of “active ageing” and a “sense of worthiness among the elders”. It offers a variety of short-term, face-to-face courses covering areas such as healthcare, personal finance, and arts and culture. During the year, there were four in-person courses offered, with a total of 36 participants enrolling.
Aberdeen Kai-fong Welfare Association Continuing Education School
Our organisation established the Continuing Education School in 2009. Approved as a registered school by the Education Bureau in July 2010, it is committed to organising high-quality training and academic courses, particularly those providing language and computer skills training. In addition, we have implemented the Adult Education Subvention Scheme with subsidies from the Labour and Welfare Bureau to assist participants in personal growth and career development. Throughout the year, our school offered 27 language training courses, with 271 participants completing them. Meanwhile, the seven programmes under the Adult Education Subvention Scheme, covering subjects such as daily English, Mandarin, business Mandarin, and basic information technology, attracted 115 participants to enrol.
Education Service is one of the three major service pillars of our organisation. We closely follow societal trends and developments in continuing education and proactively offer courses to meet the continuous learning and further education needs of people from all backgrounds. To ensure our interest and leisure courses achieve a high standard, we unify our work in developing, managing, and evaluating courses related to our service units to systematically establish a diversity of interest and leisure courses for people in different ages. Regarding vocational and professional training courses, we will continue to offer online and/or accredited vocational courses aligning with the development of the Qualifications Framework. Additionally, as learning is no longer limited by time and geography, we will strive to strengthen course management and develop online learning platforms through the use of high-tech equipment to enable interested learners to participate in our courses anytime and anywhere. Upholding the “Aberdeenians” spirit, we will continue providing high-quality education services to the community with a pragmatic and continuously improving attitude.
Our organisation launched its inaugural 10-year Development Blueprint in April 2020, which affirmed our commitment to developing health service as the third service pillar of our work, following social service and education service. Accordingly, we revised our service mission to “Promote Mutual Concern among Neighbours, Nurture Talents to Serve the Community and Enhance Well-being to Promote Health for All”. Our health service, which consists of the Chun Wai Community Health Promotion Centre (CHPC), the A-Lively Community Pharmacy (ALCP), and the Southern District Health Centre (S DHC), has the objective of promoting messages of continuing well-being to the community while striving to bring to the forefront these three development goals: disease prevention, illness management, and deterioration prevention.
The coach was enthusiastic and attentive, the staff were friendly and approachable, the facilities were clean and well-maintained, and the equipment was varied and diverse. I was satisfied overall.
Our organisation established the Community Health Promotion Centre in Wah Kwai Estate in 2006, and renamed as CHPC in 2008. This centre upholding the service goal of “Fruitful Life, Harmonious Society” to promote health education and community harmony among residents. Through a wide range of health activities and courses, the centre strives to help establish healthy lifestyles and raise awareness of illness prevention. As the pandemic gradually eased, our centre eventually reopened in late April 2022. To meet the community’s increased health consciousness after the pandemic, we installed additional fitness equipment during the closure period, such as stretching machines and Roman chairs, making the fitness room more versatile. This allowed members to enjoy a range of cardio, stretching, and body-building exercises all in one location. Furthermore, we extended the fitness room’s opening hours and increased the presence of resident coaches from 20 to 24 sessions per week, providing our members and the public with more flexibility in scheduling their fitness sessions. Over the year, the fitness room saw 43,000 visits, an 80% increase from the previous year’s 23,877 visits.
In addition to the fitness equipment previously mentioned, our centre also features high-frequency and low-magnitude interactive weight-bearing exercise platforms, which are particularly suitable for older users for preventing osteoporosis. Also on hand are blood pressure monitors, muscle strength testers, body composition analysers, and self-service body fat analysers. These allow our members and the public to self-monitor their physical condition, access data analysis results, and obtain health information. They can also consult the resident fitness coaches at our centre to understand their personal health status and receive appropriate exercise recommendations. During the year, these services were used a total of 854 times.
In addition to fitness equipment, our centre also features various monitoring devices that allow our members and the public to discover their own physical condition.
Our centre’s wide range of exercise classes proved to be highly popular with our members and the local community.
Exercise Classes
In the past year, our centre hosted a total of 164 programmes and classes, including dance classes, yoga sessions, self-help stress-relief classes, and pain prevention fitness classes. Given their ability to fulfil the needs of participants, our diverse range of offerings were well-received by our members and the local community, with nearly 1,000 participations recorded.
Promoting Health Education
To keep our members and the local community informed, we disseminated and promoted information about our workshops, new classes, health talks, and fitness tips through various channels. These included our social media platforms, direct mail services, in-centre posters, and outreach events, which totalled over 48,000 reaches over the year.

Thanks to the support of Kerry Group and in collaboration with the Department of Pharmacology and Pharmacy at The University of Hong Kong, we established the Southern District’s first ground-floor, non-profit community pharmacy in Wah Fu Estate in November 2021. Named the ALCP, it is managed by registered pharmacists and provides professional dispensing services, as well as medication/health consultation, disease management, health education promotion, and drug subsidy programmes, with the target of promoting primary healthcare services in the district and enhancing people’s self-health management capabilities. The following are highlights of the pharmacy’s work for the year.

Providing Comprehensive Healthcare Services
Our pharmacy was established with a commitment to provide the residents of the Southern District with diverse and comprehensive healthcare services, including free health/ medication consultation, minor ailment management (such as dispensing of cold and flu medications), dispensing of self-paid and prescription drugs, outreach health education activities (such as talks and workshops), and paramedical services (such as physiotherapy, occupational therapy, Chinese acupuncture, and health assessment). During the year, it enrolled 2,453 new members, provided 2,180 sessions of medication consultation and paramedical services, dispensed minor ailment medications 1,800 times, and sold 145 types of self-paid prescription drugs.
Our pharmacy makes good use of social media platforms, such as Facebook and Instagram, not only to advertise and promote our services, but also to impart medication knowledge. Additionally, we have proactively implemented health and medication education programmes. Over the past year, we completed five health education talks covering topics such as psychiatric medications and medication management, as well as health supplements and nutritional products in relation to Western medicines, which had a total attendance of 70.

Our pharmacy is a teaching pharmacy of the Department of Pharmacology and Pharmacy at The University of Hong Kong. With the goal of nurturing professional talent, we offered internship opportunities to the department’s students in the fourth quarter of 2022 as part of the university’s internship programme. In addition, some of the university’s Year 2 to Year 4 pharmacy students volunteer to assist, observe, and learn at our pharmacy in their free time. Throughout the year, we provided internship and volunteering opportunities for a total of 21 pharmacy students from HKU’s Department of Pharmacology and Pharmacy.

During the pandemic, our organisation provided the Jockey Club Long COVID Community Support Service for those affected by long COVID under an integrated service model.
During the COVID-19 pandemic, our pharmacy received sponsorship from multiple charitable foundations and corporations to implement various support initiatives. With a donation from the Lee Man Tat and Choi May Ling Charitable Foundation, we distributed 1,500 standby medicine kits and anti-pandemic kits to low-income families for free. We also received donations from The Hong Kong Jockey Club Charities Trust to implement the Jockey Club Community Pharmacy Support Network’s Community Pickup of Medication service. This service offered prescription refills and delivery, as well as remote pharmacist follow-up, to people who were unable to visit hospitals for follow-up appointments. This service benefitted 500 instances of affected people. Another initiative sponsored by The Hong Kong Jockey Club Charities Trust was the Jockey Club Long COVID Community Support Service. This provided up to 12 weeks of free follow-up care for individuals suffering from long COVID, including pharmacist support for medications and health products, Chinese medicine and acupuncture services, counselling, and physical activity training. The physical activity training was delivered by the CHPC, our community health promotion centre, offering a series of exercises aimed at strengthening the heart, lungs, and muscles to help improve participants’ cardiopulmonary function. Over the year, 102 individuals benefitted from this service.
Our pharmacy implemented the Jockey Club Community Pharmacy Support Network’s Community Pickup of Medication service, which arranged free medication pickup and delivery, as well as remote pharmacist follow-up, for those in need.
To align with the development of primary healthcare and to advocate the concept of early identification and early treatment, our pharmacy launched the Health Leap initiative. Under this initiative, we offer free measurement of blood pressure, blood glucose, and InBody body composition analysis. Participants can also opt to have their cholesterol and uric acid levels checked at their own expense for an initial screening. The process takes approximately 30 to 45 minutes. We also provide medication and relevant lifestyle advice where necessary. During the year, a total of 558 participants availed themselves of these health screening services.

Southern District Health Centre (S DHC)
On 31st March 2022, our organisation was awarded the service contract to operate the S DHC by the Health Bureau (previously the Food and Health Bureau), with the Southern District Healthy and Safe Association Limited being the strategic partner. District Health Centres operate on the principles of a public-private partnership, a medical-social collaboration principle and a community-based approach to provide innovative primary healthcare services to the public. They have multiple objectives, including raising public awareness of disease prevention, enhancing people’s ability to manage their health, promoting healthy lifestyles to prevent chronic diseases, supporting chronic disease patients to control their conditions, and increasing the public’s access to primary healthcare services.
The core centre of the S DHC is located in Vertical Square in Wong Chuk Hang. It also has four satellite centres in Stanley, Lei Tung, Chi Fu, and Aberdeen, as well as a health library in Ap Lei Chau Estate. Together, the S DHC is committed to providing a range of primary healthcare services, including health promotion, health assessment, chronic disease management, and community rehabilitation services. The following are the highlights of the S DHC’s work for the year.
It is truly not an easy task to look after young children. Over time, I started experiencing lower back pain. Since I started using the services of the S DHC, the centre’s nurses and other professional teams have been monitoring my situation, and what’s more important is that my awareness of health has risen significantly.
During its trial run period, the S DHC not only arranged for participants to tour the site but also allowed them to experience various healthcare equipment and apparatuses.
Preparing for the Centre’s Launch
Following the authorities’ handover of the core centre’s premises to us in May 2022, our organisation immediately embarked on a six-and-a-half-month preparation period, which included site refurbishment and minor renovations, staff recruitment, and the procurement of supplies and equipment. The authorities approved the locations for the four satellite centres and the health library between August and October 2022, at which point the S DHC hired interior design and project management consultants to oversee the related renovation work.
To ensure the smooth operation of the core centre upon its official launch on 17th October 2022, the S DHC undertook approximately one month of trial operations. The trials focused on four key areas, namely customer experience, centre operations and logistical processes, computer system usage and emergency management. The first phrase of the trial operations involved intensive training for all staff, enabling them to fully understand the services of the S DHC and the various facilities within the core centre. The second phrase of the trial operations, volunteers and members were invited by our organisation’s other units to experience the S DHC’s customer service, participate in its health programmes, and try its facilities and clinical equipment. The S DHC also collected feedback from participants and staff via focus groups and/or questionnaires for improvement.

The Community Orientation Day that the S DHC organised saw the participation of 51 representatives from government departments, non-governmental organisations, and community groups in the district.
To increase awareness of its services among residents and community groups in the Southern District, the S DHC organised multiple activities during the preparatory period, including a Community Orientation Day, Community Health Screening Events in South Horizons and Chi Fu Fa Yuen, two vaccination events co-organised with the Home Affairs Department and organisations in the district, as well as a total of 11 indoor and outdoor promotional events before and after the opening of the core centre. With a total attendance of 1,660, these activities attracted 521 individuals to subsequently register as provisional members of the S DHC.
In addition to the activities mentioned above, the S DHC also utilised a variety of other channels for promotional purposes, such as social media, advertising vehicles, advertisements, billboards, and brochures. It also printed an overview of our services and distributed it to community partners and healthcare network service providers. From October 2022 to January 2023, the centre posted 39 messages on social media platforms like Facebook and Instagram, which attracted 218,500 views. It also deployed an advertising vehicle to 10 locations within the district, successfully recruiting 2,600 members. Through this diverse range of promotional efforts, we were able to disseminate information promptly and broadly about the S DHC’s services to different target audiences.

The S DHC provides health prevention services for residents in three tiers. The first tier of prevention services aims to encourage residents to develop good health habits and establish a sustainable, healthy lifestyle. To this end, the S DHC organised a diverse range of preventive activities during the year, offering disease prevention, health promotion, health information, and personal consultations. The second tier of prevention services aims to provide health-risk assessment and screening services for residents to early identify and follow up on individuals with high-risk factors for hypertension or diabetes, as well as those already having the diseases. The third tier of prevention services aims to enhance the self-management capabilities of service targets, strengthen the control of risk factors to prevent disease deterioration and reduce the risk of recurrence, and support service targets to live healthily and safely in the community. Detailed statistics on the three-tier health prevention services provided by the centre within the first five months of operation are shown below. Moreover, to promote public-private partnership, the centre successfully recruited 45 network service providers to provide primary healthcare services for residents, including registered Western medicine doctors, registered Chinese medicine practitioners, nutritionists, and occupational therapists.

Throughout the year, the S DHC actively engaged with various stakeholders in the district, including government departments, local organisations, private hospitals and healthcare providers, non-governmental organisations, and commercial enterprises. Through these efforts, the centre successfully connected with 51 community leaders and 17 groups who became strategic partners, collaborators, or supporting organisations. This would facilitate the future establishment of the S DHC Network, a platform to enhance the cohesion among the district’s different stakeholders and enable them to jointly promote primary healthcare services at various levels across the Southern District.
To provide more needed services to residents, the centre held a Stakeholder Exchange Meeting on 20th March 2023. The goal was to gather stakeholders’ opinions on service development in order to better understand residents’ healthcare needs while also seeking to establish a more comprehensive community collaboration platform. The meeting gathered together representatives from government departments, local organisations, and the local community, as well as network service providers and our members. The distinguished guests who were present included senior representatives from the Hospital Authority, the Department of Health, and the Health Bureau, as well as district councillors from the Southern District. During the meeting, all attendees actively shared their insights and praised the healthcare services already being provided by the centre.
In the coming year, the CHPC will not only continue to organise lectures on topics ranging from health and fitness to health maintenance by Chinese medicine, but will also collaborate with the ALCP and the S DHC to organise various types of health services and programmes aimed at satisfying people’s individual needs. The S DHC, on the other hand, will align its efforts with the Primary Healthcare Blueprint proposed in the Chief Executive’s 2022 Policy Address to provide primary healthcare services to the public. It will also work closely with different stakeholders and healthcare professionals within the district to promote the “Family Doctor for All” concept. Furthermore, the centre will strive to coordinate various medical disciplines to offer comprehensive, continuous, and patient-centric primary healthcare services in the community. In addition, it will be launching various innovative initiatives, including the Outdoor-based Community Reintegration Programme, the Well-being Prescribing Scheme, and the Take the Community Pulse Programme. Through these initiatives, the S DHC aims to further enhance the quality and effectiveness of its services. We pledge to continue to expand our health service in the future to deeply fulfil our mission to “Enhance Well-being to Promote Health for All”, promote primary healthcare, and enhance the community’s overall health.
Our organisation founded the research and development unit in 2005 to facilitate service planning and long-term development directions by identifying community needs, establishing strategic partnerships, exploring community resources, and evaluating service impacts. At the same time, we are committed to training our staff by continuously providing them with various training courses and activities throughout the year to enhance their work-related knowledge and skills, ultimately improving our service quality. We also value our collaborative relationships with strategic partners and actively seek to expand our partnerships with government departments, the business sector, local organisations, and residents. By doing so, we aim to match appropriate services with more people in need.
In 2022/2023, our organisation nominated 22 companies and organisations to participate in the Caring Company Scheme organised by the Hong Kong Council of Social Service. Among those of our nominated partners who received the Caring Company Logo or Caring Organisation Logo, some were awarded for their active involvement in social work and completing 5, 10, 15, or 20 years of service. Over the years, our partners across different sectors have attended to societal and livelihood issues, and have diligently fulfilled their social responsibilities. They have actively supported our organisation’s various social service initiatives by participating in voluntary work, donating service funds, and providing professional services. Their efforts have made a significant contribution to promoting a culture of care in our community. We hope to continue deepening our collaboration with our partners in the coming year, so that more people in need can benefit in a timely manner.
Furthermore, our organisation exhibited at the Hong Kong Social Service Expo 2023, which resumed this year as the pandemic situation came under control. For this event, we adopted the theme of “Medical–Social Collaboration to Connect with the Community” to introduce the work of our community pharmacy and our role within the community to social welfare professionals. Our nominated partner organisations stopped by our booth to show their support during their visit to the exhibition venue to collect their awards.

Throughout the year, our organisation was invited to various seminars and lectures at tertiary institutions to share our service achievements and experience and exchange knowledge with the industry. Additionally, we published research reports and experience-sharing articles in international academic journals to exchange our experience and share our service achievements.
Our organisation, along with the School of Nursing and the School of Public Health at The University of Hong Kong, co-authored a research report titled “Implementation and evaluation of a model-based risk management process and service enhancement for home-based community care services amidst COVID-19 pandemic in Hong Kong: A mixed-method approach”. Published on the international academic journal website Frontiers in Public Health, this report is the first article from a Hong Kong non-governmental organisation sharing its experience in responding to the pandemic to be published in an international journal.
Over the course of the year, our organisation attended nine sharing sessions with a total attendance of over 1,200 people upon invitations from the Labour and Welfare Bureau, the Social Welfare Department, the Department of Social Work and Social Administration at The University of Hong Kong, the Medical Ethics and Humanities Unit at The University of Hong Kong, the Faculty of Medicine at The Chinese University of Hong Kong, the Jockey Club Centre for Positive Ageing, the CUHK Jockey Club Institute of Ageing, and the School of Continuing and Professional Education at the City University of Hong Kong. The topics covered included introducing relevant information and the latest developments in our elderly care services, sharing our experience in applying digital technologies to the development of our services, our experience in integrating our community pharmacy with local elderly service units, and utilising big data to provide services for the elderly.

We co-authored a research report with a university, which was published on the academic journal website Frontiers in Public Health
As an elderly service provider, our organisation established an elderly service big data database in the Southern District in collaboration with the Sau Po Centre on Ageing at The University of Hong Kong (referred to as the Sau Po Centre below) in 2021 to deal with increasingly complicated case management and elderly service needs. We adopted the framework of the “Indicators of Evaluation for Elderly Living” to develop a comprehensive tool for evaluating the physical, mental, social, and cognitive conditions of older people. The data collected by the evaluation tool will be systematically stored and integrated for the establishment of the first elderly service big data database in the Southern District. By continuously collecting, observing, tracking, and researching data, we will be able to more accurately understand the current situation and needs of our elderly members and service users, identify service gaps, and establish service directions.

A video demonstrating exercises to alleviate joint pain is available on our online platform, enabling elderly individuals in need to practise these exercises at home.
In February 2023, our organisation conducted a survey of our service units’ elderly members and our home care service users, successfully collecting 1,900 valid questionnaires. In response to the pandemic, the questionnaire enquired about the physical and mental impact of the pandemic on the elderly, as well as their intention to receive the COVID-19 vaccination. This gave us an in-depth understanding of the current situation and needs of the elderly in the Southern District. Preliminary analysis of the questionnaire responses by the Sau Po Centre has distilled four key areas that most concern the elderly in the Southern District: “Living Alone”, “Social Interaction”, “Pain Management”, and “Mutual Support Networks”. The analysis results will provide important reference directions and empirical support for the future planning of our elderly services.
Over the past year, our elderly service volunteer group selected “Pain Management” as the training theme based on the analysis of big data. We organised a Pain-relief Training for Elderly Volunteers programme, which included a get-together party, where a professional yoga instructor taught exercises to help 54 volunteers suffering from pain issues find relief. Afterwards, 90% of the participants reported that the activity had increased their knowledge of pain management and helped alleviate their discomfort. Furthermore, our Jockey Club Wong Chi Keung District Elderly Community Centre and Lam Yingwah Neighbourhood Elderly Centre also utilised the big data analysis results to identify elderly individuals with pain management and social needs as the target audience for their Chinese New Year home visits that were jointly organised with the Correctional Services Department’s Oi Kwan Volunteer Group. During these visits, the participating volunteers not only offered the elderly basic home cleaning but also promoted a video that our organisation produced to demonstrate exercises for joint pain relief. They also taught the elderly the relevant exercises to help alleviate and improve their painful conditions.

A Square Community-led Transitional Housing Project in Stanley
To address the housing needs of grassroots individuals or families on the public housing waiting list or residing in inadequate housing, our organisation – following the implementation of our Community Housing Movement – Best Neighbour Walk Together Community Housing Project from 2018 to 2021 – has applied for and received funding from the Housing Bureau (formerly the Transport and Housing Bureau) to launch the A Square Community-led Transitional Housing Project in Stanley, a five-year initiative starting in July 2022. This project involves the redevelopment of the old premises of the ex-S.K.H. Stanley Village Primary School into transitional housing that can accommodate a total of 40 families. Covering a total refurbishment area of approximately 1,093 square metres, it offers barrier-free flats, open-plan flats for 1-3 person households, 1-bedroom flats for 3-4 person households, and 2-bedroom flats for 4-5 person households. In addition, it has secured sponsorship from the Kadoorie Charitable Foundation, Shih Wing Ching Foundation, Kerry Group, and German Pool for furnishings and activity expenses. In addition, The Hongkong Electric Company Limited will provide support through the Feed-in Tariff Scheme and the Smart-to-Care Subsidy Programme to help improve the environment and quality of life of the residents.
The basic unit and facility refurbishment works for the “A Square” project were completed in March 2023, and the revitalisation works for the two playgrounds within the project were expected to be finished by October 2023. Following the completion of the main building renovation works, our organisation will carry out extensive promotional and tenant recruitment campaigns across various social media platforms.
Technical Feasibility Study for Expansion of Headquarters Building
Regarding our application for the Special Scheme on Privately Owned Sites for Welfare Uses and the allocation of funding by the Social Welfare Department for a technical feasibility study, the architectural consultancy firm we have engaged completed and submitted the initial draft of the related plan to the Social Welfare Department and the Architectural Services Department for review in May 2022, as per the Social Welfare Department’s contractual requirements. The authorities responded in July that our consultancy firm had to provide explanations on the above-mentioned report to the relevant government departments and obtain their non-objection. Consequently, we promptly arranged with our consultancy firm to actively engage with government departments, including the Planning, Environmental Protection, Drainage Services, Buildings, Transport, and Lands Departments, to discuss and explain the report. To date, we have received positive responses from eight of these departments, and are awaiting replies from two other departments. Once we have adjusted and finalised the report content according to the feedback from all the departments, we will be able to proceed to the next step of applying to the Lotteries Fund for works funding.
Staff Development
To continuously enhance our service quality and our staff’s work capabilities, our organisation annually holds a Management Staff Retreat, a New Staff Orientation Day, and training workshops for staff pertaining to their various job functions. We also organised three training programmes over the past year to improve our staff’s professional knowledge, covering topics such as Case Record Writing Skills and Cardiopulmonary Resuscitation and Automated External Defibrillator Training. For our middle management staff, we provided personal supervision and training to enhance their management expertise. At the same time, we arranged for our staff to participate in the Capacity Building and Innovation Project for NGOs, funded by The Hong Kong Jockey Club Charities Trust and organised by The Hong Kong Management Association. This programme aimed to nurture management personnel and drive service development by providing senior and middle management staff with training in innovative thinking and specific skills and strategies that are essential for effective human resource management.
Over the course of the year, we also arranged for our staff to attend 222 externally organised courses and seminars. Registering a total attendance of 399 of our staff, these events included a Certificate Course on Child Protection, a Primary Healthcare Certificate Course for Social Workers, and a Seminar on Dementia Medications and Rules for Taking Medications.
Volunteer Development
We value our volunteers and their development. By promoting volunteer services, we are able to fulfil our service mission of “Promote Mutual Concern among Neighbours; Nurture Talents to Serve the Community; Enhance Well-being to Promote Health for All”. This allows us to foster mutual help in the community and assist and support those in need. At the same time, volunteering, as a process of personal development, enables each volunteer to learn new knowledge and skills through service, achieving the dual objective of helping others and self-improvement. Following the easing of the pandemic situation in the second half of the year, our volunteers enthusiastically stepped forward to provide various types of volunteer services for the needy. As of December 2022, we had welcomed 173 new volunteers, bringing the total number of our registered volunteers to 2,168, who contributed a total of 40,769.75 service hours. To encourage and commend the selfless dedication of our volunteers, our organisation competed for the Hong Kong Volunteer Award 2022, co-organised by the Home and Youth Affairs Bureau and the Agency for Volunteer Service. In addition to our organisation being presented with a Gold Award in the Corporate and Non-Commercial Organisation Award (Volunteer Hours) category, over 170 of our nominated volunteers also received various awards, including Excellent Gold, Gold, Silver, and Bronze Awards in the Volunteer Hour Awards category, while Ms. CHONG Wing-ching from our Fong Wong Wun Tei Neighbourhood Elderly Centre was awarded an Outstanding Youth Volunteer Award. Furthermore, Ms. NG Wai-fong from our Lam Yingwah Neighbourhood Elderly Centre received both a Top Three Highest Volunteer Hours Award (Adult Group) and a Long Service Award in the Individual Award (Volunteer Hours) category.
We are sincerely grateful to each and every one of our volunteers for their dedication and hard work. Moving ahead, we look forward to continuing our journey together, working hand-in-hand to benefit our community and uphold our service beliefs of "Care” and “Helpfulness”.
Next year, our organisation will continue to plan and implement innovative services according to our 10-year Development Blueprint. This includes further developing our community-based healthcare services to provide high-quality primary healthcare services for the public. Also, with the completion of the redevelopment works of the A Square Community-led Transitional Housing Project in Stanley, we will soon be launching a series of community activities to help the residents discover their own capabilities, build social capital, and give back to the community. Furthermore, we will continue to apply big data analysis to understand the service needs of the elderly and inform the development of our elderly care services. Finally, our organisation and our consultancy firm will maintain ongoing communication with various government departments to expedite the finalisation of the technical feasibility study report and initiate the related expansion works on our headquarters building.

The Financial Statements of our agency were audited by YCA Partners CPA Limited, who gave a true and fair view of the financial position of our agency as at 31st March 2023 in accordance with Hong Kong Financial Reporting Standards issued by the Hong Kong Institute of Certified Public Accountants.
Source of Income
The total income of our agency for the year 2022/2023 was $230.51 million, an increase of $53.64 million (30%) compared to last year’s $176.87 million. Of which, social service accounted for $191.23 million, education service for $6.38 million, health service for $29.31 million and others for $3.59 million. Major income sources included funding from Social Welfare Department (SWD)($132.86 million), the Hong Kong Jockey Club Charities Trust ($9.23 million) and the Hospital Authority ($7.76 million). The above-mentioned amounts have been adjusted as fixed assets.
Recurrent funding from the government contributed to 77% of our agency’s total income. For 2022/2023, the SWD allocated $120.77 million to our agency in Lump Sum Grant, $1.57 million (1%) more than previous year’s $119.20 million.
Total Expenditure
The total expenditure of our agency for 2022/2023 was estimated to $221.76 million, an increase of $52.07 million (31%) compared to last year’s $169.69 million. Our agency allocated a sum of $130.37 million for personal emoluments, $66.55 million for activities and service expenses, $20.24 million for general operating expenses, and $4.60 million on administrative expenses. The above-mentioned amounts have been adjusted as fixed assets and depreciation.
