A Message from the Executive Director
IN RECENT YEARS, our community has faced significant challenges, from the pandemic, to wildfires, to the 2024 ice storm. During these difficult times, it has been an honor to provide parks, programs, and spaces where you can find joy, relief, and even essential respite when needed.
At Willamalane, we are committed to being here for you in both good times and bad. I am incredibly proud of the programs, parks, and facilities that we can offer thanks to your support. Guided by the invaluable feedback from the Springfield community, our staff has been working tirelessly to shape the future of Willamalane to best serve you.
Over the last few years, we listened to your feedback through community surveys, voting at events, and public meetings. We’re turning your feedback into action and have found new

Board of Directors
Willamalane’s board is composed of five at-large members elected to serve fouryear terms. Public board meetings are usually held on the second Wednesday of the month, 6 p.m. at Bob Keefer Center for Sports and Recreation. Agendas are available the Friday before each meeting at willamalane.org/meetings.
Cj Mann Director

ways to adapt and grow. One of my favorite projects last year was building a brand-new preschool that can serve up to 80 full-time students. Thanks to some wonderful partnerships, more families can access essential, high-quality, and affordable early childhood education.
In 2024, I also watched the Willamalane Park Foundation soar to new heights. They rose to the occasion when Willamalane needed a new playground for the preschool and trees to replace those lost in the ice storm. It’s partnerships and investments like these that help Willamalane stay committed to cultivating a healthy, active community where everyone belongs.
Every time I enter one of our parks or facilities, I see them buzzing with energy. Nothing makes me happier than seeing pickleballers, swimmers, fitness classes, After-School All-Star games, adult sports league players, and people who are simply seeking a mental health break. Your presence at Willamalane reinforces that parks and recreation are at the heart of a healthy, active community. Together through parks, each of us can find a sense of peace, wellness, connection, and fun. Everyone at Willamalane will continue to find ways to deliver exceptional parks and recreation to you each and every day.
Lastly, l want to thank you for the part you play in this community. Your involvement and feedback help shape Willamalane’s future, and I hope to see you in our parks, programs, and events in the year ahead.

Willamalane is designated as a special tax district, which means community members who live within district boundaries pay a unique tax that goes specifically to parks and recreation.
Willamalane is incredibly grateful to our community for entrusting the organization to be stewards of your tax dollars. Additional revenue supports maintaining parks and facilities and operating hundreds of programs. This revenue includes program and admission fees, grants, and sponsorships. Every dollar generated gets reinvested into our community, allowing Willamalane to do more for Springfield. The district operates on a fiscal year, so this financial report represents the last fiscal year from July 1, 2023–June 30, 2024.

JANUARY ICESTORM

During Springfield’s worst ice storm in a generation, widespread power outages and hazardous conditions disrupted daily life and left parks, trails, and facilities heavily damaged. In response, Willamalane provided free showers and warm lobbies with charging stations, creating a vital resource for community members in need. Willamalane’s parks and facility teams cleared essential access routes, addressed property damage, and removed hazards, often using heavy machinery. Support from partners like the City of Albany, Northwest Youth Corps, Cascade Volunteers, and Willamalane’s volunteers expedited restoration efforts, ensuring a quicker return to normalcy. Later in the year, the district was honored with two notable awards, recognizing Willamalane’s role as a trusted pillar of support in the face of an unprecedented crisis.
2024 SPOTLIGHT: Power Restoration Support
Bob Keefer Center was a critical hub for recovery, hosting 28 utility trucks and up to 125 utility workers during the storm. Springfield Utility Board and traveling crews worked around the clock to restore power to Springfield, supported by Willamalane’s facilities and resources. These tireless efforts showcase the power of collaboration during challenging times. Thank you to all who contributed to this monumental effort!

PRESCHOOLEXPANSION CONSTRUCTIONBEGAN ICESTORMVOLUNTEER CLEANUP
Willamalane’s redesigned website delivered smoother registration, better mobile access and navigation, and enhanced accessibility features. Throughout the year, Willamalane added new features to the district map and a comprehensive event calendar. Programs on the website are listed in the same order as the rec guide, with easy filtering by registration status, dates, and keywords. A powerful search tool helps you find exactly what you need, which makes planning your recreation activities easier than ever.

Through Willamalane’s 2023 Comprehensive Plan, Tyson Park was identified as a high priority for redevelopment. Community input is essential, so Willamalane gathered survey responses and notes from public meetings, which have helped shape the park’s future. In 2025, the designs will be finalized and construction will begin. The exciting park upgrades will reflect neighbor preferences, including new playground equipment and enhanced amenities.

Willamalane was honored with two distinctions at Lane Council of Government’s Annual Member Appreciation Event. Willamalane is an active member of the Rivers to Ridges partnership, a voluntary association of 19 organizations working collaboratively to advance the protection, restoration, and effective management of park and open space resources in the southern Willamette Valley.

Arbor Day marked three months since the ice storm, which significantly harmed or destroyed more than 600 trees and brought an estimated $600,000 in financial impact to the district.
While much of the debris had been cleared by April, the impacts on the city’s tree cover will be seen for years. To commemorate Arbor Day, the district planted trees throughout Springfield, donated by sponsors and the Willamalane Park Foundation.

Willamalane Park Foundation
In 2024, Willamalane Park Foundation raised more than $80,000 to support vital community initiatives, including $30,000 at the inaugural After Dark in the Park event at Dorris Ranch. Contribution highlights include $10,000 for tree planting and ice storm recovery, over $40,000 for the Tiny Ducks Preschool playground, and the purchase of a second van for the trips program. Thanks to the support of generous donors, the foundation continues to enhance Willamalane’s parks, programs, and services for the community.
Thanks to The Hope Project, Willamalane offered free school supplies to elementary, middle school, and high school students.

Willamalane’s Tiny Ducks Preschool expansion was a remarkable achievement, reflecting the power of collaboration and creative problem-solving. Thanks to a $500,000 investment from the University of Oregon and the generous support of over 15 local businesses and organizations, Willamalane can now serve up to 80 preschoolers annually! After months of careful planning and construction, the expansion included new classrooms, a team of passionate educators, and a new playground. This milestone is not just about expanding capacity; it’s about investing in Springfield’s future, one child at a time.

Willamalane dedicated a bench along Lower Camas Crest Trail at Thurston Hills Natural Area to honor Denise Bean for her 12 years of leadership and impact as a former board director and president. The bench will serve as a lasting tribute to her contributions to the district and community.

Aquatics Survey

Building upon its popularity in prior years, Camp Putt’s Ghostly Golf was offered nightly in 2024. The course was filled with eerie decorations, glowing golf balls, and towering skeletons, creating a spooky and fun mini-golf experience for all ages.
In the fall, Willamalane gathered community input on potential pool upgrades. With more than 1,400 participants, your feedback highlighted key priorities: lazy rivers, swim lesson areas, and splash pads. The study underscored the demand for expanded swim lessons and recreational features. This valuable input is guiding Willamalane’s efforts to enhance pool offerings.
As the oldest commercial filbert orchard in the country, Dorris Ranch continues to produce a bountiful crop of filberts, which have played a vital role in the history of the hazelnut industry. Each year, the harvest combines tradition and innovation, collecting the crop to ensure the continued success of this iconic orchard.

1,494 PEOPLE VOTED FOR THE FUTURE OF WILLAMALANE’S POOLS
Bob Keefer Center was filled with carnival games, candy, and spooky activities, making for a festive and fun Halloween Carnival for the whole family.

NOVEMBER

Dorris Ranch, the oldest commercial filbert orchard in the United States, is an essential part of our community’s history. Since 2015, Willamalane has worked to protect the orchards from Eastern Filbert Blight, a fungal disease that has spread through nearly all mature trees. Despite applying various treatments, the only longterm solution to preserve this historic site was to replace the affected trees with blight-resistant varieties.
In late 2024 and early 2025, Willamalane completed the third phase of the tree replacement project. This work involved removing approximately 40 acres of diseased trees and enriching the land by mulching the removed trees to improve soil health and water retention. In early 2025, new, blight-resistant trees were planted to ensure the continued success and health of the orchard for generations to come.
2024 SPOTLIGHT:
Fuel Reduction
Throughout the year, staff and partners began pile burning along the Mossy Maple Trail as part of ongoing fuel reduction, oak restoration, and ice storm clean-up efforts at Thurston Hills Natural Area. The park’s proximity to urban Springfield is a critical defense zone in preventing the spread of wildfires. By removing woody debris and creating defensible spaces, Willamalane and local partners like the Oregon Department of Forestry are actively working to protect Springfield from wildfire risks.
