the total development of the country was paramount in convmcing me to take on the leadersh;p of th;s young institution.

This decision was made in an environment of doubt and opposition with a gl immering of optim ism shared mainly by the Government and a few progressive thinking educators.

Today, I am proud that I did make that decision.

The glimpses of the past captured in this issue are testimonies to my determination to develop HLSCC as a model institution among small colleges throughout the world, keeping it at the "cutting edge" of technological changes with a finn grip on the social and economic needs and changes in the Virgin Islands.

This issue of the INSIGHT captures some of the developments within the H. Lavity Stoutt Community College (HLSCC) during the past eight years. On 1 st February, 1991 when I joined this institution as President I did so in faith. r was convinced that the Virgin Islands needed a post-secondary institution to complete the organizational structure of the Educational System.

Learning is, and increasingly will be, the key to success in the 21 st Century which almost surely will come to be known as the "Information Age" (succeeding the "Agricultural Age" of the 19th Century and the "Industrial Age" of the 20th Century). Accordingly, the H. Lavity Stoutt Community College is perfectly positioned to become a magnet for academ ic quality in higher education that will attract students and teachers from throughout the entire Caribbean.

Conceived in the visionary mind of H. Lavity Stoutt, the College has been nurtured, supported, and reached maturity through the conscientious attention of Chief Minister Ralph T. O'Neal who has worked very closely with our Board . . and through the wise leadership and ed ucational expertise of President Charles Wheatley.

I am also hopeful that there will be more improvement to the facility as we move on to the twenty first century.

students who are grateful to the HLSCC for their advancement and progress. I am totally convinced that this fast growing institution will with its efficient President, Staff and Board of Governors, continue to equip members of this B.V.I. Community in different areas, thus enabling them to become more efficient in their respective work places.

Ground breaking Ceremony on November 11, 1989 Mr. Charles Wheatley succeeded Dr. Theodore Provo as President in February, 1991. Mr. Wheatley brought a wealth of educational experience and educational contacts from the Caribbean and overseas to the position.

Under this new leadership, the institution and its systems and policies were brought more in line with other colleges in the Caribbean, the United States and Canada. During this period, in keeping with a strategy of filling vacancies on a phased and "as needed" basis, the administration of the College was also further strengthened by appointment of a Vice President, an Associate Vice President, a Dean of Academic Affairs, a Bursar, a Director of Student Affairs, a Director

of the Learning Resource Centre/Library, and an Officer for Development and External Affairs. Fulltime faculty appointments were made in the areas of Language Studies, Business Studies, Computer Studies, Natural Sciences, and Mathematics. Course offerings were not only increased, but were now organized in programmes that led to certification.

The College continues to exhibit steady growth. Whereas it began its operations in 1990 with 135 students, enrollment during the 1992-93 academ ic year stood at over 300 students, at over 400 students during the 1993-94 academ ic year, and currently (1995) stands at some 500 students.

The College is comprised of four Academic Divisions each with a Division Coordinator who reports to the Academic Dean. The Divisions are as follows: Arts and Sciences; Business, Tourism, and Information Technology; Technical and Marine Studies; and, Education and Community Programmes.

New programmes continue to come on stream, consonant with the College's mission and growth. The Virgin Islands Studies Project is one of the most outstanding of the new programmes.

This is indeed an extraordinary chapter in the history of education in the British Virgin Islands; we invite your participation in the endeavour.

CLASSICS IN THE ATRIUM

by Emma K. Baker During the 1997-1998 school year, the College successfully hosted its third season of Classics in the Atrium.

Nine concerts were presented to audiences on Tortola and two were also given on Virgin Gorda.

VIRGIN GORDA CENTRE

The Virgin Gorda Centre is now in its second year of operation. At present the centre offers courses in Computers, English, Hospitality and Mathematics. Class sizes are increasing every semester. Students can complete a Certificate of Achievement in Computer Studies and Hospitality Studies at this centre.

HLSCCBrass Ensemble Two standing dates on the local entertainment scene are the Christmas and Spring concerts of the College Chorale, Brass Ensemble and lately the Jazz Ensemble. These groups consist of students as well as community volunteers who have the skills and love for music.

The Brass Ensemble, the first of the groups, was formed by Dr. C.H. Wheatley in 1992 and was comprised offive of the most skilled local brass players. The group was then known as the College Brass Quintet. Led by Arthur Selwood, the group also included Gregory Adams, Clennell Vanterpool, Dion Williams and Nevaughn Patrick. Since then members have come and gone with continuity being provided by the leader, Arthur Selwood. The group also expanded in membership and is now known as the College Brass Ensemble.

Next to be formed also by Dr. C.H. Wheatley was the chorale. For the occasion of the opening of the College's Paraquita Bay campus, a

group of singers consrsting

of

students, faculty and staff, and singers from the wider community was recruited.

This group performed under the direction of Ms. Pat Archibald. In 1995 when Ms. Archibald was no longer able to direct the group, BVI High School music teacher, Peter Browne, took over leadership of the group. In addition to the annual Christmas concert, the chorale joined with the brass group to stage spring concerts both on Tortola and Virgin Gorda.

The last group to come under the College's fold was the Jazz Ensemble. This group, also organized Dr. C. H. Wheatley and directed by Mr. Arthur Selwood, was formerly known as the Community Jazz Band but has recently become associated with the College. Members of this group are graduates of the BVI High School's band programme and members of the Brass Ensemble.

Miss Alison Flax and Dr. C.H. Wheatley have recently organized a woodwind ensemble.

In October of 1997, a new staff member joined the centre. Lyrene Rymer-Bishop is now the Office Assistant in the Virgin Gorda Centre and she is a cheerful and caring addition to our staff.

The goal of the staff is to offer a friendly and helpful environment in which learning is a pleasant experience.

The Centre has supported several College events in Virgin Gorda over the past year. The College sponsored two concerts: the Amherst Saxophone Quartet in October and the Christmas concert in December. Also, the College co-sponsored two mile runs in Virgin Gorda. The runs started at the centre and went to the Bregado Flax Educational Centre and back.

In addition to supporting these events, the centre sells tickets for the Classics in the Atrium Series.

The Virgin Gorda Centre has had a successful 1997/98 academ ic year and looks forward to a more productive 1998/99.

PROPOSED NEW CENTRE FOR APPLIED MARINE STUDIES

by Laurens Blok The H.L. Stoutt Community College is steadily moving towards the establishment of the Centre for Applied Marine Studies. The firm of Roger Downing and Partner Co. Ltd. has been appointed as architects for the project. It is anticipated that the centre will be completed during the year 2000.

To ensure a well integrated expansion of the Marine Studies Department, the marine studies programmes are also being upgraded so that students can choose a concentration in marine technology, maritime studies or marine environmental studies.

There is also an increasing need for specialized training in the form of short term seminars geared towards individuals who are already working in the marine industry but may not have the time to enroll in fu II time or enrichment programmes.

To help ensure the success of the Marine Studies Programmes, the department is continuing to foster a good working relationship with industry and the adjunct faculty, who help to determine the changing needs of industry and ensure that a high level of training is made available.

It is also recognized that, in keeping with international standards that require certain levels of competence for all commercially operated and larger private vessels, the further development of an internationally recognized captain's licence is also necessary here in the BVI and would likely be facilitated through the Marine Studies Department.

Marine technology is an area of priority in the development of the Marine Centre. The industry's needs are the greatest in this area because the quality of the service offered by the marine industry is dependent on the education of the people employed. It is hoped that in the near future workshops designed for the marine technological field will be on stream to ensure that students get the level of practical experience to help them become competitive in the workplace.

This is an exciting phase in the development of the Mar.ine Studies Department with both the Government and the H.L. Stoutt Community College committed to the establishment of a Centre of Excellence in marine studies in the Organization of Eastern Caribbean States.

VIRGIN ISLANDS STUDIES

by Jennie Wheatley Virgin Islands Studies will examine the way of life of Virgin Islanders - their survival skills of the past on land and sea, their religious life, their literary heritage, their political struggles and their folklore. The programme looks at the winds of change that blew from Africa, Europe and America and examines the close ties with the United States Virgin Islands as well as other Eastern Caribbean islands.

This programme will provide opportunities for individuals to study the cultural growth of the Virgin Islands during the pre and post emancipation period.

Most of the cultural developments in the Virgin Islands have been passed on to succeeding generations orally. Today, with the rapid growth in information technology, the oral tradition is dying and information on some aspects of Virgin Islands culture is difficult to obtain. The activities in this programme will focus on collecting, recording and preserving cultural Information in various forms - printed word, voice recordings, videos and other available means.

Among the themes to be explored are early 20th century history, revolutions, religion as a social force, education, political changes, trade and industry, art forms, social activities, crafts, food, folklore, literature and environmental issues.

In the area of maritime studies, the response has also been favorable to the department moving toward becom ing establ ished as a recognized (RYA) (Royal Yachting Association) training centre. This would further ensure the development of short term training seminars such as the RY A endorsed

INFORMATION SYSTEMS

by Colin Scatliffe As we prepare for the new millenium, the Information Systems Department ensures that the H.L. Stoutt Community College stays on the cutting edge of new technology.

The Department successfully installed and configured the College's own Internet server, making it possible to share Internet access throughout the entire College. Currently the computer laboratories are fully on-line and all faculty, staff can access the Internet from their offices. In addition to being able to browse the Internet, faculty and staff also have email addresses.

At the beginn ing of Spring Semester 1998, the College launched Scholastc Online Information Systems (SONIS), the new student administrative software. This new software allows for easier reporting and better management of the students' database. In addition, the SONIS programme is designed to make the registration process easier.

The Information Systems Department is also in the process of setting up multimedia resource stations in the library. These stations will provide students with a wider variety of informational resources for research and study aids. The stations would be equipped with informational and educational CD ROM software in addition to Internet access, giving the students additional resources to assist with their studies and assignments.

Some of our future plans include using the Internet facilities to provide courses to students who

have difficulty getting to campus.

The idea of distance learning is not new to most, but with the current facilities available we can soon make it possible.

SCIENCE FACULTY MEMBER BEGINS Ph.D. STUDIES Lianna Jarecki, Senior Lecturer of Biology and former head of the Natural Sciences Department, has begun her Ph.D. studies at the Durrell Institute of Conservation and Ecology, University of Kent at Canterbury, UK, in October, 1997.

She is enrolled in a Ph.D. programme in Biodiversity Conservation and wi I I be conducting her research on tropical wetland ecology and management in the Caribbean.

Michael O'Neal, Vice President HLSCC, and Ed Towle, President of the Island Resources Foundation, will both serve on Ms. Jarecki's Graduate Advisory Committee.

HLSCC PRESIDENT EARNS PH.D.

Lavity Stoutt Community College has been awarded the degree of Doctor of Philosophy by research in Multicultural Education and Leadersh i p, with a doctoral thesis on Multicultural Education with Special Reference to the British Virgin Islands. President Wheatley's programme of doctoral studies (August 1992 - September 12

1997) was undertaken at the Graduate School of The Union Institute (Cincinnati, Ohio), an inter disciplinary doctoral programme established in 1964 by a consortium or "union" of col leges and universities, membership of which included such institutions as Antioch College, the University of Massachusetts, Sarah Lawrence College, the University of Minnesota, and the University of Wisconsin.

In addition to Drs. Jose Cedillos, Douglas Davidson, LeRoy Phoenix, and Dorothy Butler of The Union Institute, President Wheatley's doctoral committee included Dr. Colleen Cohen of Vassar College, and Dr. Pearl Varlack of the University of the Virgin Islands. His thesis argues that developments in the latter half of the twentieth century eroded some of the trad itional cu Itural characteristics of British Virgin Islands society and have created new tensions between traditions of change, a situation which may be addressed and improved through a critical-multicultural approach to ed ucation.

Prior to being appointed president of H. Lavity Stoutt Community College, Wheatley held a number of leadership positions in education in the territory, having served as Principal of the BVI High School, as Chief Education Officer, and as Permanent Secretary in the Ministry of Health, Education and Welfare. He was awarded the OBE in 1996 for his service to the territory in education.

A copy of Dr. Wheatley's Ph.D. dissertation will be available in the reference section of the College's library and is also available from University Microfilms International (UMI) of Ann Arbor, Michigan.

NEW FACULTY MITCHEL PENN Lecturer, Natural Science Dept.

Mr. Mitchel Penn is presently a Lecturer in Chemistry at HLSCC. Mr. Penn's interests include technology and cybernetics, biomedical and environmental research.

Connecticut before returning to the BVI 111 1991 to work in the Information Technology Department of the BVI Government.

He enjoys researching new computer technology and firmly believes that anything is possible with a computer.

Mr. Scatliffe looks forward to improving the new and innovative technology at HLSCC.

YVONNE CRABBE Lecturer, Mathematics Dept.

Mr. Penn was educated at the University of the Virgin Islands where he earned a Bachelors Degree in Chemistry. In the near future he will be returning to University to further develop his scientific interest, and upon completion will return to the British Virgin Islands.

In addition to his professional interest, Mr. Penn is involved 111 service and sport clubs.

Ms Crabbe attended Florida A&M University where she earned a Bachelor of Science (Honors) Degree in Mathematical Sciences (1995), and a Master of Education degree in Mathematics Education (1996). Ms. Crabbe plans to return to school to obtain a Ph.D. in Educational Leadership.

ALWYN D. McDOWALL Lecturer, Technical Dept.

Mr. McDowall joined the HLSCC as lecturer in the Technical Department.

Ms. Crabbe joined the H. Lavity Stoutt Community College as a full time Math Instructor in the Fall 1997 semester.

Prior to joining the college, Ms. Crabbe taught mathematics at the B.V.Is High School for the 1996 - 1997 school year.

He graduated in 1996 with a Bachelor of Science degree in Mathematics and an Associates of Arts degree in Engineering.

COLLIN SCATLIFFE Manager, Information Systems Mr. Scatliffe is the manager of Information Systems at HLSCC. He earned a Bachelor of Science degree in Computer Information Systems from Quinnipiac College in Connecticut 1989. After college, he worked as a programmer at Travelers Insurance in Hartford

He worked with the BVl Survey Department as a trainee surveyor. He left in 1991 to further his education at Columbia Union College in Maryland, U.S.A. His future plans are to return to university to pursue post graduate studies in engineering or mathematics. KATHYANN HERNANDEZ Lecturer, Language Department Miss. Kathyann Hernandez holds a Bachelor of Arts degree in English from Andrews University and is presently completing a Master of Arts degree in Educational Administration and Supervision.

Before coming to HLSCC, she was a lecturer in the Faculty of Human ities and Social Sciences at Caribbean Union College in Trinidad.

There she taught English Composition I and II and Communication Skills. Each stage of her I ife has prepared her for greater challenges. She views her stay here at HLSCC as yet another opportunity to serve others.

LEONARD THOMPSON Lab- Technician Natural Sciences Dept.

Mr. Leonard Thompson is presently the Lab-Technician in the Natural Sciences Department at HLSCC. His previous employment included a Qual ity Control Inspector at Guyana Pharmaceutical Corporation. He was also a Fire Assay Analyst at the Omai Gold Mines in Guyana. Mr. Thompson was also a Science Instructor both in New Amsterdam Technical Institute in Guyana and a Science Teacher at Castries Comprehensive High School.

Marian Cazabon teaches Spanish in Language Department. She holds a Bachelor of Arts Degree in Spanish with French from the University of Newcastle upon Tyne.

Prior to her appointment at the College she taught at National Institute of Higher Education (Research, Science and Technology (NIHERST). Ms. Cazabon also earned a Postgraduate Diploma in Teaching English to Speakers of Other Language from University of the West Indies.

OPPORTUNITY WIDEN

by John Wright The H. Lavity Stoutt Community College continues to be a wide-open window of educational opportunities for all persons who dare to enter.

But these opportunities are not limited to programmes offered by the HLSCC. Since 1993 the College has been working closely with the University of the West Indies, the University of the Virgin Islands, Wright State University and Hocking College to deliver programmes that the College itself cannot deliver at this stage in its development.

Some of the "joint" programmes completed at the College are an Associate Degree in Nursing (Hocking College), the Trained Teacher's Certificate (University of the West Indies), a Master's in Education, and a Master's in Business Administration degrees (Wright State University). Over 50 persons in the community have. benefitted so far from those initiatives.

Scheduled to be offered from September, 1998 is a bachelor's completion programme for trained elementary school teachers. The University of the Virgin Islands, on a part-time basis, will deliver that programme through the HLSCC. At least 30 teachers are expected to begin that programme when it comes on stream. The University of the West Indies has also agreed to deliver a bachelor's degree programme at the HLSCC commencing September, 1998. The UWl degree programme will target persons who are interested in pursuing a major in Mathematics and Education, English and Education or History and Education.

First MBA Graduating Class Following the tremendous success of its first MBA programme here, and the keen interest shown by a second group of over 35 prospective MBA students, Wright State University has been given permission by its accrediting body (North Central Association of Colleges and Schools) to deliver future MBA programmes. Another cohort is scheduled to begin the programme later this year, and will focus on two areas of concentration: Management and Finance.

The permission given to Wright State University by its accrediting body can mean that persons having a Bachelor's Degree, and satisfying all other admission requirements (including a satisfactory GMAT score), and desiring to pursue the MBA degree, are guaranteed an opportunity to remain in the British Virgin Islands, continue their normal I ives and work towards obtaining that degree.

HLSCC AND CFD SEND SCIENTIFIC OBSERVERS ON NOAA CRUISE

by Lianna Jarecki Lianna Jarecki, and Orville Phillip, Conservation Officer at the Conservation and Fisheries Department, joined the National Oceanographic and Atmospheric Association (NOAA-U.S.) and the Eastern Caribbean Center on a research cruise to study deep ocean currents in the Anegada Passage, Ms. Jarecki and Mr. Phillip were invited as scientific observers by Roy Wattlington, acting director of the Eastern Caribbean Center, University of the Virgin Islands.

Water samples at intervals down to 2,000 meters were collected for chemical analysis.

Temperature, salinity, oxygen, nutrients and certain man-made chemicals, such as freons, indicate the origin of deep-ocean water currents. This research group has shown that the continued

Anegada Passage is the only passage through the Antillean chain deep enough to allow water from the Deep yvestern Boundary Current (which IS below Antarctic Intermediate Water and North Atlantic Deep Water) to enter the Caribbean Basin.

WINEMAKING WORKSHOP

by Kenneth Challenger The 1997 Winemaking Workshop was coordinated by Dr. Kenneth Challenger, Head of Science at HLSCC, beginning on Saturday, 16 August 1997 and ending with the bottling of the wine on 28 February 1998. The objective of these workshops (this was the second in what we expect to be an annual event) is to teach people how to make good use of fru it that they have access to which in many instances falls to the ground only to rot away. Each year the workshop makes mango wine (because we know that it makes good wine) and we experiment with another locally grown fruit. This year we also made guavaberry wine from fruit grown and picked by Marreth Smith in December 1996 but kept frozen until thawed fo; winemaking is produced by fermenting a mixture of guavaberries and sugar using a wine yeast and a standard winemaking process rather than using the guavaberies to flavor rum.

The workshop produced about 5 gallons of guavaberry wine and 10 gallons of mango wine. This was an active and enjoyable workshop Winemaking kits were created and sold to interested participants at the end of the workshop.

MENTORS HIP PROGRAMME FOR HIGHSCHOOL STUDENTS

by Lianna Jarecki The National Parks Trust, Guana Island Wildlife Sanctuary, and HLSCC initiated a biological research mentoring programme for fourth-form high school students in June, 1997. Eight fourth-form students from the BVI High School were selected by the National Parks Trust and BVI High School Science instructors to spend three days on Guana Island working with scientists participating in Guana Island's Marine Science month.

Students were selected based on their interest in science, academ ic excellence, and ability to swim (as most studies required underwater sampling).

T~e stu.dents received a full-day onentatron and familiarization with BVI ecology, and then were assigned to specific research projects for two days. They were led through the scientific processes of research design, data collection, sampling methods data recording,

statistical analysis and data interpretation by research biologists.

Research projects included a study of reef fish population dynamics, larvel recruitment in corals taxonomy of echinoderms, and bird behavior.

The students benefited greatly from the experience, as indicated in some of their comments:

"On a whole, everything that we were exposed to was both new and exciti.ng ... The opportunity to expenence this is indeed beneficial for whoever is fortunate enough to have come." Richard Georges "This programme has really made me consider going into the scientific (marine) field after school."

SCIENCE CHAMPIONS OFTHEBVI

by Kenneth Challenger On Saturday, 22 November, HLSCC organized a day of fun for 5th form students in BVI high schoots who are interested in science.

The Science is Fun Day was a great success. The objectives were to show the students that science is indeed fun and to create a forum for them to get to know the science faculty at HLSCC. Of course, an underlying objective was to attract these students to HLSCC next year.

The students seemed to have had a great time.

There was cheering, laughing, and shrieks of excitement all morning as they competed in 5 different events in teams of 4 students.

The participants included 29 fifth-form high school students who have shown an interest in science (5 from Virgin Gorda) and about 8 high school science faculty. A similar event is planned for 3rd form students next semester just before they select their academic focus for their 4th and 5th form years at the high school.

BUSINESS STUDIES DEPARTMENT

by LuVerne Vanterpool The Performance Enhancement Centre (PEC), formerly known as the-Training Office will offer its first series of full-time activities in the Fall Semester, 1998. PEC will provide action-oriented learning opportunities to students in the Business Programme designed to reinforce concepts and theories learned in regular classes. Students

will engage in a series of activities, the major part of which will be participation in a Simulated Business Enterprise (SBE), where they will perform functions of various organization members, and also interact with other SBEs. All students in the Business Programme will be required to participate in PEC. Students who are already in the programme will not have to fulfil the same requirements as new students entering the program, but participation is encouraged as it will help to build skills and increase marketability.

Workshops and seminars will also be an integral part of PEC and the Business Studies Department.

During the past academic year, the Business Studies Department offered sem inars on Customer Service, Accounting for Small Businesses and Business Etiquette.

More seminars will be offered this semester covering a wider range of topics, and student attendance will be required on occasion to fulfil the requirements ofPEC.

ARTICULATION AGREEMENTS

by Dr. Michael 0 'Neal Wright State University An articulation agreement has been signed between the H. Lavity Stoutt Community College (HLSCC) and Wright State University (WSU) with respect to the transfer of credits from HLSCC into the WSU bachelor's degree in business administration.

Under this agreement, the HLSCC curriculum in business administration transfers in its 27

entirety to WSU, with students being able to transfer to that institution as third year students in business administration.

Vice President Michael O'Neal and Dean of Academic Affairs John Wright travelled to Wright State University (WSU) to hold discussions with officers of WSU, 14 - 17 January 1998 regarding: (a) the launching of a second cohort of an MBA programme to be delivered through HLSCC; (b) the delivery by WSU of a BA degree-completion programme through HLSCC. Some forty persons have indicated interest in enrolling in a second WSU MBA programme and the WSU College of Business and Administration has now received approval from its accrediting body, the North Central Association of Colleges and Schools, for delivery of a second cohort of students in the MBA programme. It is planned that the second cohort MBA programme will be launched during the current academic year. WSU has presented the proposed BA-completion programme to the North Central Association accrediting body for preliminary review.

University of the West Indies Arising from a request from the Ed uc at io n Departrn ent, B VI, discussions were held with the University of the West Indies (UWI) last slimmer regarding the possibility of delivery of a Bachelor of Arts/Bachelor of Science with Education for preparation of secondary

school teachers.

UWI has now agreed that HLSCC may deliver the Level I component continued on page 28

of the degree programmes. It is proposed that the BA/B.Sc. with Education degree programme commence in September 1998.

University of the Virgin Islands Arising from a request from the Department of Education, and following discussions between HLSCC and University of the Virgin Islands (UVI), an agreement has been signed through which UVI will deliver a Bachelor of Arts degree in elementary education through HLSCC.

Duke University The collegial relationship with senior members of Duke University's development divisionAttorney Michael Sholtz, Director of Planned Giving, and Mr. Laney Funderburk, Associate Yice President and Director of Alunmi Affairs - has continued, with Mr. Sholtz having agreed, for the second time, to advise members of the Board of Governors' Fundraising Committee on fundraising issues at a meeting held in Washington, D.C. at the offices of Board member Attorney Lester Hyman.

Matthews, Dean of Academic Affairs of St. Augustine's College, and signed by President Charles Wheatley, the instrument having been previously signed by Dr. Bernard W. Franklyn, President of Saint Augustine's College.

This articulation agreement assures the transferability of associate degree graduates of HLSCC as third-year students to Saint Augustine's College.

The establishment of this articulation agreement between Saint Augustine's and HLSCC also results in eligibility ofHLSCC students/graduates for a number of scholarships from Saint Augustine's, including the Presidential Scholarship which includes full tuition, fees, books, and room and board, to a value of approximately $11,000.

American University Discussions were initiated on 19 June 1997 with American University (Washington, D.C.) regarding possible curricular, articulation and other areas of collaboration between HLSCC and American University.

State University of New

Buffalo The Department of Health of the BYI Government has approached HLSCC regarding the delivery, through the College, of a baccalaureate degree-completion programme in nursing.

After preliminarily considering a number of schools in this regard, the Department of Health has selected State University of New York at Buffalo as the potential collaborative institution for delivery of this prospective programme.

A team from SUNY-Buffalo visited the BYI in February to initiate plans for this programme through discussions with HLSCC and the Department of Health.

Exploration of possible collaboration with Duke's School of Environment has continued through Attorney Sholtz.

St. Augustine's College On Friday, 21 February 1997, after year-long discussions, an articulation agreement between Saint Augustine's College of Raleigh, North Carolina and HLSCC was delivered to the Paraquita Bay campus by Dr. Mabel Jones-

by Haldane Davies For some time, the Government of the Virgin Islands has been exploring funding possibilities for the establishment of a centre that would focus on hospitality, culinary arts, front office management, and other related areas of tourism. A Cui inary Advisory Team (CAT) has been formed at the College to advise on the establishment of the Culinary Arts Centre to be located on the campus of the H. Lavity Stoutt Community College. The dossier and related specifications have been prepared and funding is being sought from the European Union.

Meanwhile, through the courtesies of Prospect Reef Resort, the College has initiated talks with the New England Culinary Institute (NECI) with a view to offering a joint programme in hospitality studies at the Paraquita Bay campus.

The Government of the Virgin Islands and the Hotel and Commerce Association support the initiative.

Another milestone was established in December when the Chase Manhattan Bank, Visa International and the H. Lavity Stoutt Community College launched the HLSCC CHASE VISA Credit Card. The card carries a picture of the Paraquita Bay campus in addition to the logos of all three institutions and is accepted worldwide.

All of the annual fees are channeled to the College endowment fund for its technology enhancement programme.

****** The European Union (EU), the Association of Caribbean Tertiary Institutions (ACTI), and the Caribbean Examination Council (CXC) are in the process of developing a Regional Mechanism for Accreditation, Equivalency and Articulation. The H. Lavity Stoutt Community College has been identified as a site for the observation and assessment of Information Technology (Computer Studies) courses with in the context of the two-year Associate Degree programme.

The architectural firm of Roger Downing and Partner Co. Ltd., has been awarded the contract for the design of the Centre for Applied Marine Studies. The centre, which is a regional project, will focus on applied and academic preparation in marine studies, marine technology, research and development, and maritime studies. It is estimated that the project will be completed and ready for commissioning during the tenth anniversary celebrations slated for the year 2000.

****** The College has been appointed to conduct a Human Resource Development Study for the Territory of the Virgin Islands. The study has been authorized by the Office of the Chief Minister and is being conducted in association with the Development Planning Unit, the Personnel Department, the Training Division, the Ministry of Finance, the Ministry of Education and the Hotel and Commerce Association (HCA).

****** The Learning Resource Centre (LRC) went to tender in the Month of March 1998. The project was advertised throughout the region according to European Union requirements.

Official ground breaking should take place during the fourth quarter of 1998. The LRC will be commissioned during the tenth anniversary celebrations in the year 2000.

****** The first phase of the Academic Services Complex has been completed and will be fully

commissioned in August 1998. The Complex will house the office of the Academic Dean, office of the Registrar, and departments of Student Services, Teacher Education, Continuing Education, Business and Management Studies, and Virgin Islands Studies.

****** The H. Lavity Stoutt Community College and the Government of the Virgin Islands are collaborating on the development of the Virgin Islands National Centre. The Centre, which will comprise of a full service gymnasium, pool, and track, will be located on the campus of HLSCC. The architectural firm of Onions Bouchard and McCulloch in association with Johnson Sports Architecture of Canada are the primary consultants on the project.

MR & MISS HLSCC

by Alesia Hamm Since its inception in 1995, the HLSCC Pageant has gained popularity within the territory. The pageant's growth is reflected in its new name, Mr & Miss HLSCC, as it now allows both male and female students to participate.

On November 29th 1997, four young ladies and two young men competed for the prestigious tites of Miss HLSCC and Mr HLSCC respectively. The four lovely young ladies vying for an opportunity to represent the College were:

Miss Shonia Matthew Miss Vikiesh Pickering, Miss Nekeisha Alexander, and Miss Deryn Edinboro.

Messrs. Hemant Balgobin and Theodore John competed for the

coveted title ofMr HLSCC. After an evening's display of intellect, talent and creativity, prizes and awards were distributed as follows: Miss Shonia Matthew was crowned Miss HLSCC 1997 and she also received prizes for Best Talent and Best Ambassadorial Presentation.

Miss Vikiesh Pickering, the crowd's favorite, placed first runner-up, and she was named Miss Intellect, Miss Poise, Miss Popularity, and Most Cooperative Contestant. Nekeisha Alexander received the Miss Popularity Award, and Miss Deryn Edinboro took the Award for Best Dress.

In the Mr HLSCC Competition, Hemant Balgobin emerged as the winner.

The Mr & Miss HLSCC Pageants are. ideal opportunities for students of the College to display their talent. It also gives students the chance to serve as official ambassadors for their institution.

Young men and women between the ages of I 7 and 27, who attend the HLSCC, are encouraged to compete in these Pageants. The first prize is a full scholarship at the institution.

SPORTS AT HLSCC

Why don't we place a team in the upcoming league?"

"I am sure we have enough Mrs. Parsons, I'll see what 1 can do."

This conversation between Registrar Eileene Parsons and hospitality instructor and eventual coordinator of co-curricula activities Karl Dawson in the hallway of the Omar Hodge Building in 1992 would prove to be the impetus for the beginning of the HLSCC sports programme. Since then the College has been represented in softball, volleyball, basketball, track and field and netball.

The programme grew out of the desire to provide non-academic activities for students attending the college. As the programme is not as yet professionally staffed it has relied on the interest and input of faculty members and students. Most of the competition has been in the Sport Division's Industrial league where the emphasis is on fitness and fun, which coincided with the college's interest at thattime. Teams have, however, been placed in the more competitive leagues in the areas of basketball and volleyball.

What follows is a breakdown in each sport.

SOFTBALL The College has placed a co-ed team in every Sports Division Industrial League since 1992. While no championships have been won the future looks bright as we placed two enthusiastic teams loaded with young players in the 1997 league.

from post season play. The 1997 edition also included players from the neighboring agricultural department most of whom happened to be students at the college. It is hoped that players can be developed here in order to place a team in the fastpitch league.

tournament in Virgin Gorda. This team which went on to participate in the National power league in 1998 was the first .all-girls competitive team from the college. The team, coached by Raymond "Chi Chi" Fonseca, is expected to participate in next year's league.

BASKETBALL

TRACK AND FIELD

The early initiative in basketball came from Mr. Jason James, a former math instructor. Along with support from students such as Clyde Potter and Nelford Maduro, Mr. James led the College men's basketball team into a few seasons in the highly competitve BVI Amateur Basketball League. The huge challenge facing the organisers of the team was recruiting players who were already loyal to neighbourhood teams. This proved to be difficult and as a result the success is measured more in enthusiasm than in wins.

In this area, participation has turned out to be much greater in the area of quality than quantity. A total of six student athletes have represented the college in track and field competition and half of them have earned medals. Cliff Williams, now a graduate of the teacher education programme, has represented in the college most frequently, having partcipated in the Penn Relays in the United States, the Grenada Tertiary Schools meet and the OECS Tertiary Schools Meet atthe Sir Arthur Lewis Community College's Sports Day. Williams was a multiple medal winner at both Caribbean meets in the throws while Dion Crabbe won multiple medals at the Grenada meet in the jumps.

Another initiative for a competitive basketball team was launched in 1998 under the leadership offormer nationai team player and current HLSCC student Kennie Thomas.

This team is expected to be ready for competition in the fall of 1998 or the spring of 1999. In addition a girls team coached by Devon Osborne has also been preparing for competition.

VOLLEYBALL Earliest involvement in volleyball, like softball, was in the Sports Division's Industrial Leagues. With leadership from students like Lynell Gumbs, these teams were competitive although they did not result in a championship. In 1997, there was a first in the college when a girls team was assembled to represent the college in a volleyball

NETBALL The last competitive sport area in which the College was involved also proved to be the most successful as the team won the Sports Division co-ed netball league. This team was very much a student initiative as they organised, equipped and prepared the team for competition.

More successes are anticipated.

FUTURE OUTLOOK The future of sports at the College appear headed for higher heights based on three proposals being considered. Firstly, consideration is being given to the hiring offull time personnel in this area. This would improve coordination of the continued on page 33

programme and the professional training which to this point has been left to faculty members and part time instructors.

Secondly, the college campus has been designated as the site for the Virgin Islands National Centre.

When this project comes on stream it would mean that the college would now have ready access to facilities that would enable the development of a quality sports programme that could attract local and regional students.

Thirdly, the college has indicated a willingness to grant athletic scholarships to promising local athletes. This will give very good incentive to youngsters to attend the college.

These initiatives and the continued support of the President for development in this area seem to point to a promising future for the sports at HLSCC.
