The H. Lavity Stoutt Community College's first graduation exercises, which were held on June 19, 1994, at the Paraquita Bay Campus.

Dr. Harley Flack, the new president of Wright State University, with which the Community College collaborates in the delivery of M.Ed. and MBA programmes, was the commencement keynote speaker. Mrs. Leona WattIey was graduated with an associate degree and some 30 persons were graduated with certificates of

achievement (15 credits) and certificates of higher education (45 credits).

The ceremony was an impressive event with faculty (including some 30 adjunct faculty members), staff and graduates marching in full academic regalia.

Platform guests included representatives from the College of Education and Human Services of Wright State University, the University of the Virgin Islands, and the University of the West Indies. In

addition to the keynote address by President Flack, remarks were also given by the Hon. Ralph T. O'Neal, Chairman of the Board of Governors; the Hon. H. Lavity Stoutt, Chief Minister and Founding Chairman; and the Hon. Louis Walters, Minister of Health Education and Welfare.

Musical selections were performed by the College Brass Ensemble and by the College Chorale .•

From the President's Desk December marked the 5th Anniversary of (the H. Lavity Stoutt Community College. The first classes began on 15 January, 1990. In British Virgin Islands culture, the fIfJ!l birthday is significant in educational terms. It is an experience in the rites of passage, when the child adds a new environment to the home as he or she must fulfIll-a legal requirement and be registered for school. . Similarly, this Community College has reached a stage when it must now make a greater thrust in achieving its mission.

All three components of the mission instruction,' community service, and identification and preservation of B.V.1. traditions - must be given adequate balance and attention in the process of educating our students. In doing so we must be cognizant of

modem technologies and the impact of these on efficiency in instructional delivery and the achievement of excellence. In order to ensure that we achieve the institutional goals, we are developing a new strategic plan which will take us into the 21st century.

During this exercise we will endeavor to serve the total population with appropriately developed programmes.

Through these programmes we will help the oppressed to rise above oppression, enlighten the minds of those in educational twilight, seek to extend equality and justice and help to remove practices and regulations which impede progress.

We will continue to keep you informed through this medium .•

Mrs. Patricia Johnson Head, Teacher Education Programme Mrs. Patricia Johnson was born in Tortola and attended the B. V. I. High School. She holds a BSc (Maths) degree from the University of the West Indies, a Diploma in Education,

and Certificate in Business Administration from the same institution.

Over the past twenty years she has taught Mathematics, Physics and Integrated Science up to CXC level at the RV.1. High School, as well as at secondary schools in both Barbados and Dominica. Before taking up her present post at this institution she held the position of Mathematics Tutor at the Dominica Teachers Training College. During this time she also served on several committees: CXC National Committee, Common Entrance . Examination Committee and the· Primary Mathematics Curriculum Development Committee.

Miss Luverne Vanterpoo/ Instructor/Business Dept.

Born in Tortola, and raised and educated through the secondary level on Anegada, Ms. Luverne Vanterpool graduated from Anegada Secondary School.

In 1988 she moved to New York and commenced classes at St. John's University towards her Bachelor of Science degree in Marketing. She graduated in May 1992, and returned to the British Virgin Islands, where she requested time to continue her education abroad, and work towards her MBA in Marketing Research at Baruch College. Although she still has to complete her thesis to earn her Master's degree, she decided to return home to work here at the College, and complete final course at a later date>

Education at Fordham University, with an equivalent Masters in Special Education from the College of New Rochelle.

Mrs. Alice Fahie Callwood Senior Instructor/Head Continuing Education A former Jr. High School teacher and Business Instructor Mrs. Callwood says "My career aspiration is to be an asset to my community and a continuous driving force in the lives of those with whom I come in contact on a day-to day basis, because I know coming together is a beginning, working together is progress, staying together will be the ultimate goal in striving for "excellence">

Mrs. Jacqueline Richardson Faculty Secretary Mrs- Jacqueline Richardson was employed in September 1994 as Faculty Secretary. Mrs. Richardson has had thirteen years secretarial experience which included five years banking experience at Development Bank of the Virgin Islands where she was Loans Administrative Officer II. She eventually moved to the Chase Manhattan Bank where in July 1994 she was awarded the Star Performer's Award for quarter ending December 1993 and the Chase Manhattan Bank's trophy for Star Performer of the Year 1993.

She is also a July 1992 graduate of the CSI where she became computer literate and achieved some of her goals. Mrs. Richardson enjoys secretarial work and particularly the challenges of the computer world.

She is happy to be a part of the family at the HLSCC and gives God thanks and praise for His many blessings in her life.»

Mrs. Gillian Challenger Head, Maths Department This daughter of the late Albert Ivan Fahie Sf. , and Mary Brewley, Mrs. Alice Fahie Callwood has been appointed Senior Instructor/Head Continuing Education. She began her education in st. Thomas, continued on to the U.S.A. where she earned an Associate Degree from City College, and Baruch College NY. Mrs. Callwood attained her BA in Business Administration and Education at Goddard University Vermont and her MA in Adult

Mrs. Challenger was born in northern England near the Scottish border, and attended school and university in that region. In 1967 she obtained a B. Sc. (Division I) in Mathematics from the University of Newcastle-upon-Tyne and then moved to the U.S.A. where she taught in high schools and community colleges in Pennsylvania, Ohio and California. She completed a M.A. in Mathematics at San Jose State University in 1977.

Vice President Attends Inauguration of Dr. Harley E. Flack as President of Wright State University

and Mrs. Flack on behalf of President Charles Wheatley, the faculty and staff of HLSCC, and the people of the British Virgin Islands.

On this occasion, he also presented to Dr. Flack a gift of two framed reproduction antique maps of the ,BVI. Also in attendance at the international dinner were representatives from colleges and universities in China, Japan, Brazil and Russia.•

Two New Courses Offered in Applied Marine Science and Technology

H.L.S.C.C.'s Vice President, Dr. Michael O'Neal, represented the College at the formal installation of -Dr. Harley E. Flack as the fourth president of Wright State University (Dayton, Ohio). The Vice President attended the October 7th inauguration ceremony as a platform guest. Some 1500 persons attended the ceremony.

T~is year also marks the thirtieth anniversary of Wright State University (WSU), thus making Dr. Flack's inauguration a dual 'celebration.

Dr. O'Neal's presence at Wright State afforded the opportunity to hold meetings at both the College of Education and Human Services (CEHS) and the College of Business and Administration (COBA) regarding the development of articulation arrangements between HLSCC and Wright State.

Details were also discussed regarding the forthcoming visit (15 - 30 January 1995) to HLSCC by Professor John Goodlad under the auspices of CEHS. Goodlad is Professor of Education and founder of the National Network for Educational Renewal, a consortium of some sixteen universities, including WSU. On the evening of Thursday October 6, Vice President O'Neal attended a Wright State University dinner for international guests at which he formally conveyed greetings and congratulations to President Flack

Beginning in Spring 95, two courses in marine technical studies will be introduced at the College. These courses developed from meetings with representatives from the local marine industry. Titles of the course are, Marine Electrical Systems and Marine Plumbing Systems. Instructor for both courses will be Paul Watson, former maintenance supervisor at the Moorings.

The instructional approach for these courses will be to blend the classroom theoretical aspect, with practical, hand on training in the workshop. It is anticipated that these two introductory courses will be followed by many more technical studies on a wide variety of marine related topics. For example, courses in marine diesel engines and marine refrigeration systems are scheduled for introduction in Fall, 95.

Recent meetings with the BVI Marine Trade Association and members of the local marine industry have helped to identify the needs and provide assistance in the development of future programmes.•

Associate Degree Land Surveying This programme in Surveying Science deals with the acquismon and management of information related to the land and its surrounding features. It finds application in a variety of activities, which include mapping the earth's surface, and charting its waters, locating land boundaries, delineating property, searching for and creating inventories of natural resources determining the size and shape of th~ earth, and locating transportation facilities and other engineered structures.

Surveying Science has close contact with many other disciplines, particularly those which deal with the land, its use, subdivision, development and management; it is very much a quantitative science , built upon a strong base of mathematics, physics and statistics.

The survey law studies are adjunct to the science of surveying inasmuch as the first marking and later retracement of property boundaries is a matter of law and evidence.

In most countries there is an Association of Land Surveyors which regulates and admits to its membership qualified and competent persons under categories such as Cadastral, Geodetic, Hydrographic or Photogrammetric surveyors. Only Cadastral surveyors are licensed to survey land boundaries. Land is the cornerstone of any development regardless of scale, and the need for formally trained surveyors in this territory has become crucial.

There are, at the time of writing, only three licensed land surveyors and these are working at full capacity with

heavy contract backlogs. Also much of the qualified staff employed at the 8. V. I. Survey Department has been contracted from outside the Territory.

already offering the basic prerequisite courses such as mathematics, physics, and computer science , we are well placed to provide the professional subjects for the programme.

In light of the rapid rate of development that is taking place in The Territory of the British Virgin Islands ,the Community College is augmenting its cannon of technical programmes with this new Associate Degree Programme in the hope that it will attract students from other islands in the nearby Caribbean.

The programme will require the following prerequisites: ENG 050, ENG 051 and ENG 052 or CXC English at general proficiency level.

PRY 100 (physics - l)or CXC Physics at general proficiency level.

Both MAT 050 and MAT 051 or CXC Mathematics at general proficiency level. •

H. Lavity Stoutt Community College Spring 1995 Lecture Series The H. Lavity Stoutt Community College announces its schedule of public lectures from January through May, 1995.

These lectures are a public service by the College and the speakers. Thus, all lectures are free, and all are invited to attend. The 1995 HLSCC lecture series begins with six lectures by Mr. Joseph Archibald on legal topics of vital importance to the B.v.I. Mr. Archibald, of J.S. Archibald and Co., a leading BVI law firm, has vast experience in legislative matters. His accomplishments and honors form a list too long to print here. His current

appointments include service as the Founding President of the OECS Bar, the Chairman of the Committee of Attorneys General of the OECS, the President of the BVI Bar, a member of the legal council of the Conference of Methodist Churches in the Caribbean and the Americas, and the head of his own law firm here in the BVI. Mr. Archibald has identified a community need to better understand legal matters relating to BVI companies, banking, admiralty, shipping, and real estate.

In discussing such matters as press freedom, including radio, television and newspaper media, he will compare British and American legal systems; and he will discuss the powers, privileges, and limitations of the Legislative Council of the BVI. Mr. Archibald presents this series of lectures at HLSCC to fill a gap in the general knowledge of the BVI public and to create a hunger for such knowledge.

He asks that the audience bring written questions to the lectures and expects to answer many of them both in discussion and in writing. Copies of his lectures will be held in the College archives.

All of the lectures of the Archibald series will be held on Tuesdays from 7 p.m. until 8:30 in the College atrium.

The first 45 minutes of each session will be devoted to a lecture and the second 45 minutes to questions and discussion.•

Nature and Our Environment Lecture Series The "Nature and Our Environment" lecture series will begin on February 8th, the start of the Spring semester.

The series will present a full schedule of speakers, both local and international. The series' topics will range from the natural history of a remote group of islands in the Pacific, to the biology of seaweed, reproduction in Caribbean corals, and biotechnological advances in agriculture.

This series has been very successful and well-attended since its inception in January, 1994. The coming line up of lectures promises to be exciting and informative, so write this schedule on your calendar now! Most lectures are accompanied by a show of photographic slides.

Each of the lectures in this series will be preceded by a half -our meeting of the BVI Natural History Society, which organises field trips and other environmental activities. •

HLSCC Participates In BVIHS Career Day Activities

The course was conducted by a team from the Food Technology Department of the Faculty of Engineering, St. Augustine campus of the University of the West Indies.•

During the Fall Semester the College was invited to participate in the BVI High School Career Day Activities.

This afforded us an excellent opportunity to meet with students and discuss with them the many career options open to them by commencing tertiary education at HLSCC. It also afforded us an opportunity to explain in more detail the international cuts in scholarship funds to developing countries, thus making the provision of further education much more burdensome on the local budget.

It was also pointed out that under these circumstances it would be prudent to follow the example set by some of our neighbours in the region and use our local facility as much as possible.•

. Food Processing Technology Course Under its community outreach programme, the HLSCC was able through the assistance of USAID, to mount a two weeks training course in Food Processing Technology, the first of its kind ever to be held in the BVI. The course which was fully booked was a tremendous success and participants requested that the College not make it a one time only exercise.

Accordingly, the College is hoping to have other follow-up sessions that would go into greater depth in specific areas.

The topics covered included the making of preserves, nectars, wines, sauces, pickles and relishes, from local fruits and vegetable; making of hams and sausages; (pork and chicken) fruit

New Special-Interest Groups Formed The Scuba Diving Club and the Natural History Society are two new special-interest groups that have been formed during the Fall semester at HLSCC. The Scuba Diving Club consists of faculty, staff, and students interested in scuba diving. Some members are presently earning scuba diving certificates and will complete this training in December. With a core group of enthusiastic, certified divers the club plans to run weekend dives to coral reefs around Tortola and the BVI. Meetings are announced by fliers posted on the second floor bulletin board. All members of the College community are invited to attend.

The Natural History Society has grown out of the "Nature and Our Environment" lecture series and is composed of a small group of interested people from the BVI community.

This group offers environmental field trips and other activities which are open to the public.

In the past semester, the group organised a snorkeling trip to Brewer's Bay and plans to offer more frequent trips and activities in the future. The Natural History Society meets at 6:30 p.m. before scheduled "Nature and Our Environment" lectures. Anyone with environmental interests is encouraged to attend meetings.•

HLSCC participates in International Coastal Clean Up Day On September 17, students and faculty joined 200 other volunteers from around the BVI in removing litter from our beaches. On that day, every year, thousands of volunteers, from around the world clean up their coasts in an effort not only to beautify their beaches, but also to increase pollution awareness and to identify major sources of garbage.

Clean up teams recorded every item picked up and estimated the total weight of litter removed at each site.

A six-member crew from HLSCC picked up 560 Ibs. of garbage from the beaches outside of Paraquita Bay, along Fat Hogs Bay and Long Bay, Beef Island.•

HLSCC's Department Of Computer Studies: A Closer Look.

Computing is an area in which rapid technological change is taking place.

Computer Studies are designed to develop the technical skills and knowledge required for persons desirous of becoming professionals, or at least understanding the part computers play in the world today.

Computing is no longer a stand-alone discipline or area. Over the years, it has become a discipline within disciplines or nested within other academic domains.

The need to understand how computers operate or how they are used, is in demand in most, commercial houses and academic establishments.

The Department of Computer Studies at H. Lavity Stoutt Community College is here to guide students and give them the tools needed to succeed in this technological world.

The goal of the department is to develop and enhance the computer skills of persons in the computer field, or those with high desire to enter into the computing profession.

The specific objectives of the department are: 1.

To provide an awareness of the development and current technology of computing equipment

2.

To familiarise the student with the operations of the computer system

3.

To give the student an understanding of the different environments (businesses, schools, homes) in which the computer system can operate

4.

To enable the student investigate problems using computer system

5.

To enable the student to analyse findings using the computer system.

Since its creation, the Department of Computer Studies pas constructed a computer technology environment that enhances students' learning activities and attitudes necessary to respond to technological change. Courses and programmes offered by the department meet the requirement for several entry-level computer science or computer-oriented positions, and for further computer studies.

Computer courses were among the first group of subjects taught at the college when the institution first opened its doors to the British Virgin Islands community and beyond in January, 1990. Since then, the number of computer courses and student enrollment have increased, and the number is continually increasing every new academic semester.

In September, 1992, the department established three computer programmes of which two are certificate programmes. The third is an associate degree programme. One of

the certificate programmes is the Certificate of Achievement In Microcomputer Studies programme and it requires a minimum of fifteen (15) credit hours to complete. The certificate for this programme can. conveniently be obtained in one year.

The second certificate programme, Certificate of Higher Education in Computer Studies, requires a minimum of forty-five (45) credit hours to complete, and the Associate Degree in Computer Studies programme which is the highest diploma that can be obtained in the department requires a minimum of sixty (60) credit hours to complete.

Students following the latter two programmes can complete them in two years if they are full-time.

In June, 1994, the college awarded certificates and an associate degree to its first group of graduates. Among the students who received the diplomas were seven with the Certificate of Achievement awards in Microcomputer Studies. At next year's graduation ceremony, the department hopes to have its first associate degree awarded.

Department of H. Lavity Stoutt Community College opens its doors to both full-time and part-time students, as well as persons who wish to register for courses.

Housed on the west end, second floor of the college building at the Paraquita Bay campus, the department has two well-equipped, air conditioned, networked computer laboratories operating on Novell Netware. It is staffed with qualified computer instructors and a qualified lab technician. You are cordially invited to visit us from 8:30 a.m. to 4:30 p.m.

Marine Studies Seminar Sponsored by College and BVI Marine Trade Association In late November, the College hosted a two week series of lectures on selected marine topics. This seminar, first introduced in May 94, has been very popular and well attended.

Requests for another lecture series have been frequent.

First proposed by the BVI Marine Trade Association, the series may become a regular feature of marine science education at the College. The topics in May included lectures on Rules of the Road, Chart Reading, Electronic Navigation and Customer Service.

Next semester, the series shall be expanded with new subjects introduced.

Topics to be covered include, Rules of the Road, Sailboat Racing Rules and Etiquette, Proper use of Marine Radios: VHF and SSB, Accidents in the Water: First Aid, and Customer Service.

Plans call for a wide selection of subjects for future seminars.

Requests have been received for seminars in marine woodworking, varnishing and caring for wood in a tropical environment, new environmentally safe refrigeration systems, and outboard motor workshops. Much more organization and presentation of marine seminars will be greatly enhanced when the Community College has a marine science centre constructed in Paraquita Bay. But, that is another story best saved for next time .•

USAID-funded, Internationally-Attended Natural Resource Management Program The Department of Natural Sciences conducted an intensive training programme in natural resource management during July and August, 1994.

This programme was fully funded by a $60,000 grant to HLSCC from USAID, which sent eight international students from St. Lucia, Montserrat, Dominica, Grenada, Barbados, and Nevis. In addition, ten BVIslanders enrolled, representing the National Parks Trust, the Ministry of Natural Resources, lR. O'Neal Botanic Garden, Town and Country Planning, Conservation and Fisheries, and the general public.

The grant covered student and instructor expenses and stipends, class transportation and other logistics, as well as some field equipment. New equipment purchased included three sets of SCUBA diving gear with tanks, ten sets of snorkeling gear, field measuring tapes, binoculars, insect collecting nets, marine water analysis equipment, a plant press, and a salinity refractometer. This equipment is now being used in the biology laboratories and for the newly-organized HLSCC diving club.

Classes were conducted six days per week, full time for five weeks. The program was divided into the following week-long modules: Introduction to Natural Resource Management, taught by Mr. Lloyd Gardner of Omni Services, Jamaica, Resource Planning and Development, taught by Mr. Ron Black, of Hocking College, Ohio, Watershed Management and Forest Ecology, taught by Dr. Gary Ray, of St. John National Park, USVI, Marine Resource Management, taught by Ms. Lianna Jarecki, HLSCC, and Wildlife Management, taught by Dr. James Lazell and Dr. Wenhua Lu, of The Conservation Agency, Rhode Island, USA. Lectures were held in HLSCC classrooms for two to three hours each

morning and afternoons were spent in the field and In the Biology laboratory.

The Natural Resource Management Training Program was coordinated by Ena Vanterpool and Lianna Jarecki at HLSCC, and, although logistically strenuous, it came off very well.

Students had the opportunity to see much of the BVI, visiting national parks and natural areas on a number of islands other than Tortola. They toured all the government offices involved in resource planning and development, and they studied a number of in situ examples of resource management problems and the ecological and social consequences of management practices in the BVI. Through field work and class discussions, students learnt the successes and mistakes of different countries, different political and social approaches to management problems, different ecological concerns specific to particular countries, and, perhaps most importantly, the ecological and economic reasons why management policy makers from Caribbean small island developing states must cooperate to manage natural resources effectively. In follow-up course evaluations, students and instructors agreed that the course was a unique and enlightening experience.«

HLSCC College Library

Update During the period under review there has been a marked improvement in the use of the library and its facilities.

The services provided are directly related to the programs offered at the institution - to students and other interested persons in the community.

In order to complement the funds donated by government for the purchase of books we have been soliciting the assistance of the community for additional funds to purchase periodicals and journals.

As a result of this effort, most of the library's collection of journals and

other periodicals were purchased from contributions donated by the following businesses and individuals who are assisting the college to accomplish its mission.

ready by the beginning of the 1995 Spring Semester. More good news, however, is that a permanent resource centre is being negotiated.

This

building will house the library, an auditorium, student common rooms, a computer room, audio visual room, and a room with a microfiche reader.

These are some of the basic facilities

that will be included to provide better and more efficient service.•

HLSCC, National Parks Trust And Guana Island Host Second Annual Natural History Research Symposium Scientists conducting research on Guana Island convened to present their research results to the BVI community on October 16th at Briercliffe Hall. This symposium was organised by HLSCC, the National Parks Trust, and Guana Island. Over a three-hour session, seven scientists lectured, showed photographs and live animal displays, and answered questions.

Researchers participating in the symposium were Dr. James Lazell, of The Conservation Agency, USA; Dr. Margaret Collins, of the Smithsonian Institution, USA; Dr. Michael Ivie, of Montana State University, USA; Mr. James Ortiz, of the Orange County Natural History Museum, USA, Dr. Kristiina Ovaska of the University of British Columbia, Canada, Mr. Gad Perry, of University of Texas; USA, and Mr. Fred Sibley,of the Peabody Museum at Yale University.

Topics of discussion included termite biodiversity, beetles, spiders, and frogs of the BVI, drought resistance in lizards, and number-tagging (banding) techniques for migrant birds>

Sergio Estridge was born and raised on Tortola, British Virgin Islands and attended the Road Town Primary School, (now known as the Althea Scatliffe Primary School) and the British Virgin Islands High School

where he obtained a High School Diploma in 1987. He served for two and a half years at the Ministry of Health, Education, and Welfare, then spent two and a half years at the Commercial Registry when he was offered a scholarship in 1992 to Hocking Technical College in

Nelsonville, Ohio. In June 1994 he obtained his Associate Degree in Applied Business in Computer Science.

Of his position in the Administrative Computer Department Mr. Estridge says, "I am pleased to be back home working where "Our Tomorrow Begins Today" .•

Co-Curricular Briefs Concert The Chorale and Brass Ensemble wound up another season in December with another impressive performance.

The Ensemble pleased the audience

with classical and contemporary pieces but were particularly appreciated when they performed local folk songs arranged for brass choir.

The Chorale were equally thrilling as they rendered seldom heard versions of traditional tunes such as Silent Night and Mary had a Baby. They also seemed to enjoy rendering Noel

Dexter's (D.W.!. Singers') Jesus is Born. Poems from the English Department and Writers-in-Progress, as well as a guitar and steel pan duet

by Shooting Stars Steel Orchestra members, rounded out a rich, artistic evening .•

Volleyball The College's Volleyball team was a bit more successful in their second goaround in the Sports Division's Industrial Volleyball league finishing with six wins and three losses.

Unfortunately, this was not enough to advance to the playoff in the hotly contested league. But they will be back - in even better form .•

Chess Club

THE COLLEGE CORALE

The fledgling campus chess club is still trying to catch on. They were given a boost when the mother of Biology instructor Lianna Jarecki presented several chess sets to the College.

Friendly matches are commonly played on the balcony by student and faculty enthusiasts alike.

Plans are underway to use computer applications in the corning semester to improve skills .•

Softball and Basketball The College is once again entering teams in the leagues. Players are being sought for teams in the Industrial Softball league as well as the National Basketball League.
