Virgin Gorda Centre The Academic Presidency New Marine Centre HLSCC becomes an A-Level Centre MBA Graduation Exercises held at HLSCC HLSCC Reintroduces the General Education (GED) Programme Sunday, 22nd September marked the opening of the H. Lavity Stoutt Community College Virgin Gorda Centre. The Centre was opened in response to the identified need for tertiary level educational opportunities on the island, in addition to the logistical challenges experienced by many Virgin Gorda residents in accessing the resources of the College.

The ceremony was attended by a cadre of Government officials including the Honourable Chief Minister, Minister of Education, Administration and Faculty of the College as well as residents of the Virgin Gorda Community. The Centre is under the

direction of Dr. Arlene Szabo, lecturer atHLSCC. Four courses are presently being offered - Pre-college English and Mathematics, Accounting, and Introduction to Computers.

The students are dedicated and highly motivated. Total enrolment for Fall 1996 is thirty five students.

Mathematics is being taught by Dr. Arlene Szabo, English by Laverne O'Neal, Accounting by Everett O'Neal and Computers by Dr. Thomas Alexander.

The Centre is presently housed in two suites of the Enid Pickering Building.

These suites were modified to provide a reception area with a secretarial station, an office for the co-ordinator. a classroom that seats twenty students and a computer laboratory.

The College intends to introduce more courses as indicated in the scientific survey within the context of specific programmes, develop interactive distance learning, pursue aggressive marketing and enrolment management strategies, ensure continued qual ity assurance with respect to Faculty and course, and offer the "Classics in the Atrium" series to Virgin Gorda .•

FROM THE PRESIDENT'S DESK

I extend a warm welcome to the Associate Vice President, Dr. Haldane Davies and the new faculty - Mrs. Sauda Smith, Mrs. Clarissa Layne, Mrs. Judith Vanterpool, Senior Executive Assistant to the President, Mrs. Josephine Maduro.

The H. Lavity Stoutt Community College is a centre for excellence, a catalyst for change, and leading agent for promoting harmonious relations among the peoples in the British Virgin Islands.

The College will celebrate its seventh birthday on 20 January, 1997. During the seven years of service to the British Virgin Islands, the College has emphasised its mission to help to develop a better education population.

The wide range of courses and programmes for which instruction is

currently available testify to this emphasis.

The College has also facilitated advanced instruction by other institutions to enable some persons seeking higher education but unable to attend colleges or universities in other countries, to achieve their goals.

Wright State University has led the way in this strategy and the first graduation ceremony on 17 November, 1996 will remain a historical landmark in the growth of education in the British Virgin Islands. I am grateful to Wright State for the work in progress and look forward to increasing the collaborative activities between these two institutions.

In a similar vein the H. Lavity Stoutt Community College has been working with the University of the Virgin Islands and students in teacher education should benefit from undergraduate instruction in the near future.

The College is making preparations for the introduction of a programme in Virgin Islands Studies. The need for this programme cannot be overemphasised.

Virgin Islanders need to know more about themselves than they currently exhibit in everyday affairs. A vast amount of knowledge is now available through electronic means and Virgin Islanders should make their contributions to this worldwide knowledge network.

I believe that the creative arts provide myriads of opportunities for the development of the person. The college will continue to strengthen its bonds in this area with the community. In addition to providing opportunities to attend performances, the College must provide training for young people so that they can develop the talents and so fulfil some of their dreams and aspirations.

In the area of sports the College has a very important role to play in helping the community to aspire to success in international compennons.

The College will continue to participate in the amateur competitions in the community and the young collegiate competitions with the OECS subregion. The construction of sports facilities at the college is a high priority for our students as well as the total community.

Most of the activities during the past seven years were concentrated on Tortola. As of Fall '96 the College has extended its activities formally to Virgin Gorda. The College expects a good response from the Virgin Gorda community and plans to increase the activities as the need arises.

Finally, I thank those persons who worked diligently to produce this issue ofthe Insight and wish all our readers a Blessed Christmas season and a happy and prosperous 1997 .•

THE ACADEMIC PRESIDENCY Stronger Leadership for Tougher Times Haldane Davies, Ph.D. Associate Vice President, HLSCC Higher education is one of the world's great success stories.

Campus enrolments are at "all time highs" as students clamour for admission to colleges and universities. Articulation and affiliation agreements and the demand for "study abroad" opportunities have transformed the traditional nature of college and university education. Training partnerships between community colleges and corporate employers are growing.

University research has created whole new industries and new professional skills have produced dramatic progress in areas ranging from communications to medicine.

However, public esteem and support for higher education seem to be declining. Generally, costs are rising faster than inflation and business leaders continuously complain that college and university graduates are unprepared for today's global working world. Legislatures are cutting budgets as health care and corrections become priority concerns and some college and university policies have created a political milieu of their own. Even the public is voicing the concern that higher education is more concerned with protecting the status quo than responding to new realities and expectations I. If indeed public confidence disappears, the future of colleges and universities in the new global economy-a future that depends on a highly educated work force-will be jeopardised.

Added to this is the fact that academic leadership is very complex as a theory and as a reality.

evaluation of academic leader-ship is the fact that there is no leadership without vision. It is certainly true that without vision, the people perish, for who will follow the uncertain trurnperf The condition of leadership vision is alarming.

Some leaders exhibit ineffective and insensitive demeanour and others experience premature and painful exits because of a flawed sense of role, a disdain for the power of ideas, a neglect of constructive motives, a departure from the servant ideal, and a violation of cultural expectations.'

The greatest danger, however, is that in this new era of growing doubts and demands, colleges and universities are neither as nimble nor as adaptable as the times require. Why? Because the academic presidency has become weak.

The authority of college and university presidents is being undercut by all of its partners-trustees, faculty members and political leaders-and, at times, by the president's own lack of assertiveness and willingness to take risks for change.

pOSItIOn and should resist academ ia's insatiable appetite for the kind of excessive consultation that can bring the institution to a standstill.

Boards should select presidents who are truly capable of leading their institutions as change agents and risk takers and who can develop a vision and clarify how shared governance should operate on the campus. They should support and stand by presidents, publicly and effectively, as long as they hold the confidence of the board and back effective presidents when they are under siege by internal and external constituencies, while being mindful of their dual roles as supporters of the institution and guardians of the public trust.

Faculty should exercise the responsibiTity that accompanies shared governance, even when a changing environment calls for departure from tradition or painful decisions about individual faculty members or academic programs. They should be prepared to accept new campus incentives that promote a sense of responsibility for institutional goals, be open to the application of technological innovation in instruction, and match commitment to the discipline to commitment to the institution.

Presidents should formulate a vision of the institution's future, build consensus around it , and take the risks required to achieve that vision on campus and beyond. They should lead the board and faculty through a process of clarifying the precise nature of shared governance and reduce ambiguities in authority and decision-making processes. Presidents should exercise the authority already inherent in the

They should articulate clear, reasonable, and consistent expectations for institutional performance tied to government priorities and consider with academic leaders how the strategic objectives of the country may be advanced by the work of academic institutions.

They should pursue activity in their own sphere independently of the approval of others and create a vision of greatness.'

Indeed, academic leaders should know clearly what they want to achieve, and even more important, should have the ability to articulate and translate the vision in equally clear words and images. The process of communicating includes stating the vision, its purpose or value, and explaining the ways in which the vision will guide university activities and help faculty, staff, and students achieve their personal goals.

Academic leaders should never lose sight of the total vision, even though they are always pressing forward on the particular front where immediate progress is possible. Somehow - with Divine guidance, co-ordinated efforts, and movement where movement is possible - the whole dream would begin to take shape, and the institution would move forward toward the whole, organic, unified goal of total excellence."

While leaders are caring for others, often enough no one is caring for them.

Leadership is admittedly a lonely task, not for the person without selfdiscipline, and not for one requiring constant praise and moral support. It may involve moments of sudden crisis or years of persistence.

The leaders' task is to realise the vision in its totality; their reward is to make that

worlds, but it is also the best. Leaders are few, and the rewards are internal.

All things being equal, why do people volunteer or allow themselves to be chosen as leaders and to be empowered and innovated?

I do not know.

I suspect that there is an inner calling, a vision that, if accomplished, will leave this a better world.

Grace can be denied but often is not, because the vision beckons insistently and the stakes are higher in the long run."

Presidents then, need a clear and challenging vision, a magic with words, the ability to motivate others, the courage to stay on course, the persistence not to lose hope or cease to inspire it, and the humility to share what glory there is in success."

Presidents should not take themselves too seriously. They should maintain a sense of humour.

Seeing what is comic, even in ourselves, is the best antidote to insolence and pride. Willa A. Foster, 19 said, "Quality leadership is never an accident; it is always the result of high intention, sincere effort, intelligent direction and skilful execution; it represents the wise choice of many alternatives."

Vision without action is only a dream.

Action without vision just passes the time. Vision with action can change the world.

Stronger leadership for tougher times.

Dr. Haldane Davies Associate Vice President Dr. Haldane Davies has been appointed Associate Vice President, Administration and Operations at the H. Lavity Stoutt Community College.

Dr. Davies of East End holds a Master of Arts Degree in Education and a Doctor of Philosophy Degree in Educational Administration from Andrews University, Michigan.

As Associate Vice President, Dr. Davies will lead in the implementation of the strategic development plan and coordinate all special projects for the College. He will also co-ordinate the marketing, public relations, and training activities at the College.

Before coming to H. Lavity Stoutt Community College, Dr. Davies served as Executive Assistant to the President and Director of the Office of the President at Caribbean Union College (a four year liberal arts undergraduate and graduate institution), Trinidad.

Dr. Davies' appointment took effect September 1, 1996 .•

NEW STAFF PROFILES

Mrs. Clarissa Layne nee Brewley Senior Instructor/Teacher Education Department Clarissa Layne nee Brewley is delighted to be a member of the teaching staff at the H. L. S. Community College. She works in the Teacher Education Department as well as the Mathematics Department.

Laurens G. Blok Head, Marine Studies Department.

Mr. Laurens Blok, a marine ecologist has joined the faculty as Head of the Marine Studies Department. Laurens Blok received his Bachelor of Science degree from Jacksonville University, a doctorandus from Leiden University, and his Master of Science from Dalhousie University in Canada.

Mr Blok arrived in the British Virgin Islands in 1970 at the age of four. He completed his education through the secondary level in the Virgin Islands and is excited about the multifaceted role the college can play in advancing education in these islands, particularly our understanding of the marine environment and the many interactions we have with this fragile realm. ~~~~~~~~~~

Mrs. Debra Hodge Secretary Dean of Academic Affairs Mrs. Debra Hodge joined the College staff in January 1996, and is now the secretary to the Dean of Academic Affairs.

She received her Teacher Training Certificate at the Leeward Islands Teachers Training College (now Antigua State College ) in Antigua and her Bachelor of Education degree at the University of Calgary in Canada. She later earned her Master of Arts degree in Education at the University of the West Indies. At present, she is pursuing her MPhil degree in route to the Ph.D in Educational Management and Planning.

Clarissa enjoys teaching. As a result she has taught wherever she lived - in Tortola, Canada, Bogota, Colombia and Barbados.

She looks forward to sharing her knowledge and expertise not only with college students, but with the gen~ral community.

Mrs. Josephine Maduro Secretary to Associate Vice-President Mrs. Josephine Madura has joined the College staff in October, 1996 as secretary to the Associate Vice President.

Mrs. Maduro enjoys

secretarial work, particularly the challenges of the computer world.

She brings with her seven years of experience.

Prior to joining the College staff, she was employed at the BVI Tourist Board. Mrs. Maduro is excited to be a part of the College family.

Mr. Austin Nibbs Lecturer, Accounting Mr. Austin Nibbs was born and raised in St. Thomas, U.S. Virgin Islands.

He brings to the institution 23 years of professional work experience in public accounting, industry, and the public sector.

Mr. Nibbs earned a BBA in Accounting/Economics from Howard University, Washington, D. C., a MA in Organisational Management from the University of Phoenix, Phoenix, Arizona, a Management Certificate from Western Executive Seminar Center, Denver, Colorado, and has attended Long Island University Graduate School of Business, Brooklyn, New York.

He is a Certified Public Accountant (CPA) and a member of the American Institute of Certified Public Accountants (AICPA).

Mr. Nibbs teaches the GCE Advanced LeveL Accounting and other accounting courses. He feels it is an honour to have been given the opportunity to share his knowledge and workplace experience in the classroom. His goal is to enhance the institution and the community as a whole, by making a positive impact on his students.

Mrs. Judith Vanterpool Senior Executive Assistant!

Senior Lecturer

Senior Lecturer, Language Department Sauda was born and raised in the United Sates of Caribbean-born parents. She moved to Tortola in !~Iy of 1996 with her husband, a British Virgin Islander, and their son.

She received her Bachelor's degree in 1985 in American History from Wesleyan University.

After completing this degree she taught in the New York City Public Schools for four years.

She was awarded the Advanced Opportunity Fellowship to continue her studies at the University of Wisconsin. In 1992 she received her Master of Arts Degree in Linguistics and Literature.

Prior to moving to Tortola, Sauda was teaching in the African American Studies Department at Temple University. She designed and taught the first Yoruba Language classes for that department. She is at present a non-resident Doctoral student at Temple.

Sauda is semi-fluent in Spanish and Portuguese, and fluent in Yoruba.

She is presently at work on a book of Yoruba folktales from Cuba.

Senior Lecturer/Science Department Co-ordinator/Virgin Gorda Centre Dr. Szabo was born in the northeastern United States and received both her undergraduate and graduate degrees there. She holds a BA in Botany from Douglass College, the women's college of Rutgers University.

Subsequently, she received an MS and Ph.D. from Rutgers University in Cell Biology specialising in the biochemistry of cellular components.

After completing her graduate degrees, Dr. Szabo moved ~o California and spent four years In postdoctoral training at first the University of Southern California and then at the University of California in Los Angeles. During this time she broadened her expertise iri enzyme kinetics and inheritance patterns. In 1974, she took a faculty position at Loyola Marymount University in Los Angeles where she was responsible for establishing courses in Cell Biology, Nutrition and Biochemistry.

Dr. Szabo is very happy to be a part of the H.L.S.C.C. team where she is currently serving as a Senior Lecturer in the Natural Sciences Department and Co-ordinator of the new Virgin Gorda Centre.

Mrs. Judith E. Vanterpool earned a Teacher's Certificate from Erdiston Teachers' College and the University of the West Indies, and the Advanced Diploma in Educational Studies from Institute of Education, Cambridge, England. She also holds a BA in English Language, English Literature and Educational Studies from the University of the West Indies. Mrs. Vanterpool has completed all the requirements for the Master of Arts in Education from Wright State University.

She is presently the Senior Executive Assistant at HLSCC and co-ordinates activities from the President's Office.

In addition, Mrs. Vanterpool teaches the Teaching of Primary Language Arts and Effective Business Writing.

She cherishes this opportunity to continue her contribution to education in the British Virgin Islands. +

STAFF DEVELOPMENT

by Eugenie Donovan-Glasgow Mrs. Sandra Turnbull-Lindsay participated in a six week Library Assistance Training Course at the Barbados Community College from June 24 to August 2, 1996. Mrs. Lindsay has returned with more knowledge and greater enthusiasm to perform her duties more effectively and efficiently. This course has· also helped her to develop professionally in the technical services and circulation areas of Iibrarianship. +

STAFF AWARDS HLSCC PRESIDENT RECEIVES OBEAWARD

PRESIDENT CHARLES WHEATLEY was presented the award ORDER OF THE BRITISH EMPIRE (OBE) in recognition of his outstanding and dedicated service to the people of the British Virgin Islands.

SENIOR LECTURER ATTENDS UNITED NATIONS TRAINING PROGRAM IN ENVIRONMENTAL MANAGEMENT

In January this year, Senior Lecturer of Biology, Lianna Jarecki, left for Dresden, Germany, to attend the 19th UNEPIUNESCO/BMU International Postgraduate course for Environmental Management for Developing Countries.

She, as a representative of the British Virgin

Islands (B.V.1.), was joined by 21 professionals from 19 different countries in Africa, Asia, Latin America, the Caribbean, and Eastern Europe, all of whom received United Nations fellowships to attend this intensive, six-month long course.

Classes were conducted by the Technical University of Dresden, and practical study excursions were taken throughout Germany and the Czech Republic.

Topics covered in this trainmg program ranged from natural resource protection and pollution control to environmental law and international policy.

Strong relationships were forged with professionals working in environmental management, sustainable development, and education world-wide, including the director of the United Nations Environmental Program training office in Nairobi, Kenya an organisation dedicated to assisting developing countries implement environmental training programs. As a requirement of the course, Ms. Jarecki prepared a report of coastal resource protection issues, specifically in relation to tourism development in the BVI. Copies of this report have been submitted to offices concerned with environmental protection in the BVI, and it is available in the College's library.

On July 17th, Ms. Jarecki received a Diploma of Environmental Management from the Technical University of Dresden and intends to apply her new training to further developing environmental management courses at the College.

Additionally, Ms. Jarecki, working with Island Resources Foundation has recently submitted an HLSCC proposal to train Indonesian professionals in environmental management for small islands during the summer, 1997. This proposal was requested by the Institute for Public Administration and is now being reviewed along with several competing proposals from other institutions.

MR. CECIL DA WSON a member of our Adjunct Faculty in the Hospitality Studies Department was among the graduates that were awarded the Masters of Business Administration Degree by Wright State University on November 19, 1996 MS. CONNIE GEORGE a member of our Adjunct Faculty in the Teacher Education Department obtained her M. A. in Education with a concentration in Curriculum and Instruction from the Colorado Christian University in June 1996.

She also earned an Associate of Arts degree in Biblical Studies from the Marilyn Hickey Bible College in Denver, Colorado.

MS. LV VERNE VA NTERPOOL , Senior Lecturer in the Business Department obtained her Masters in Business Administration (MBA) with a concentration in Marketing Management in February 1996 from the Baruch College of New York.

NEW BUILDING ON CAMPUS

The newest building of the H. Lavity Stoutt Community College Paraquita Bay Campus serves many purposes.

This building houses four faculty offices - Marine Studies, Technical and Vocational Studies, and Hospitality Studies, the bookstore and the Mathematics Lab .•

Our new cafeteria is also an integral part of this new building.

It is managed by Mr. Lawerence Stoutt, who received his culinary training in New York .•

EST ABLISHING THE CENTRE FOR APPLIED MARINE STUDIES

The Book Store has moved to the newest building on the campus. Purchase texts for all courses, college souvenir, T-shirts and polo shirts.

Plus many more items soon to come.

The establishment of the Centre for Applied Marine Studies at the H. L. Stoutt Community College, which has been in the planning phase for a number of years, will be realised in the near future. The Organisation of Eastern Caribbean States (OECS) Human Resource Development Project (LOME IV Report), recognising the British Virgin Islands' potential to become the centre of specialisation in yachting tourism and the marine environment, has recommended the establishment of the centre. This recognition is a result of the BVI's unique geographic location which during the 1970's, led to the high level of development in the charter yacht industry and related support facilities.

The College's Marine Studies Programme has gained wide support from the local yachting industry.

Final preparations are currently underway to secure the funding set aside by the European Union (E.U.) through the LOME IV project. This includes defining the objectives of the centre, as well as developing the

concept site plan with the appropriate architectural drawings and documentation.

The E.U. is contributing close to 750,000 dollars while the B.V.I. government has allocated half a million dollars in their 1996 budget and an estimated 100,000 dollars in the 1997 budget.

The overall objective of the Centre for Applied Marine Studies will be to increase the productivity and competitiveness of the BVI and the OECS in the global economy, particularly in the marine industry.•

HLSCC REINTRODUCES THE GENERAL EDUCATION DEVELOPMENT (GED) PROGRAMME

The H. Lavity Stoutt Community College has been duly appointed as a registered international testing centre for the General Education Development (GED) Program. An agreement was signed on. Friday, November 15, 1996 between officials from Griggs University in Silver Spring, Maryland, USA and officials from the College.

The GED was pulled from all international centres about two years ago on a decision by the American Council on Education (ACE).

Subsequently, the ACE awarded Griggs University a contract to administer the examination at selected international sites. The H. Lavity Stoutt Community College GED Testing Centre is the only one of its kind in the Northern Caribbean.

GED continuing education classes will commence at the College as early as January 1997. All interested persons should contact the Registrar of the College or Head of the Continuing Education Department at the Down Town Centre for further information GED test dates will be announced shortly .•

MBA GRADUATION EXERCISES HELD AT HLSCC A total of 21 students received their Masters in Business Administration (MBA) degree from Wright State University at a graduation ceremony held at the Paraquita Bay campus of the H. Lavity Stoutt Community College on Sunday November 17, 1996.

Conducting the graduation exercises were the programme's director, Dr. Robert Scherer, Associate Dean of the College of Business and Administration, and six other members of the Wright State University faculty.

"I consider these individuals (the graduates) not only my students, but also my close personal friends," said Dr. Scherer.

In his remarks Chief Minister and Chairman of the HLSCC Board of Governors, Hon. Ralph T. O'Neal, highly commended the efforts of Wright State, the HLSCC, and the graduates in the implementation of the programme. "We are building, we are growing," said Mr. O'Neal of the advances that the college has made since its opening in 1990.

In congratulating the students for their perseverance in completing their MBAs, the Hon. Alred Frett, Minister for Health, Welfare, Education, and Culture said, "The greatest accomplishments begin with dreams."

Director of Financial Services and keynote speaker of the ceremony Robert Mathavious urged the graduates "to reflect on the value the MBA experience has added to your life."

The last cohort of HLSCC students to write their exam inations under that arrangement will do so in November 1996, when they write the General Paper examination.

However, HLSCC will continue to work in corporation with the Department of Education in ensuring that syllabus requirements and administrative arrangements are in place for the June 1997 examination and subsequent A level examinations conducted by the HLSCC Centre.

HLSCC BECOMES AN A LEVEL CENTRE As of May/June 1997, Advanced Level Students of HLSCC will be taking their examinations on their own campus at Paraquita Bay. This is as a result of HLSCC becoming a registered Examination Centre approved by the University of Cambridge Local Examinations Syndicate (UCLES).

Advanced Level courses and examinations have been offered by HLSCC since 1991.

All A Level students are enrolled in HLSCC's Certificate of Higher Education or Associate Degree programmes.

The first cohort of students to write the A Level examinations did so in 1993.

Four students were then registered to take examinations in English, Literature, Mathematics, and Government Politics.

Until now, HLSCC students have registered as private candidates with the Department of Education and Culture, the local Examining Authority for the International

Currently, sixty-two (62) students are enrolled in the A Level Programme.

Twenty-two (22) candidates will be entered for the June 1997 examinations in seven subjects namely, Mathematics, Computer Studies, Biology, Physics, Chemistry, Accounting and Management of Business.

According to the A Level Coordinator at the HLSCC Centre, Pat Turnbull, the provisional time table for the June 1997 examination has been posted, and registration IS scheduled for December 1996.

produced primarily by students of the College, made its debut on September 15, after months of planning and various setbacks. SLAM is an acronym for Stretching our Lives and Minds and the students felt it would fulfill the dual objective of being meaningful and catchy at the same time.

The programme aims to bring to light certain issues that are of particular relevance to young people with a view toward finding solutions. of fashion. Guests have included community notables such as Neil Blyden, Bertrand Washasha Lettsome, Bernard Inard Green, Dr. Maris Hodge-Wright and local singers Darwin Chicken Scattliffe of Prime Time and Antonio Pitt Tuckett of Splashband.

SLAM's membership is drawn mostly from current and past HLSCC students but any young person in the community is welcome to be a member. Membership even extends beyond the BVI shores to foreign colleges that BVI students are attending. These students participate during vacation periods, and give feedback on other occasions.

Editorial and administrative support for the group has come from Ms. Sandra Ward of the Government Information Services and faculty advisor Mr. Karl Dawson.

Much enthusiasm and support for the show has also come from VITV who record the show and air it on Channel Three on Sundays at 4:30 p.m. and Wednesdays at 7:15 p.m .. Engineer Chris Stevens has used his and expertise to ensure a quality product.

Financially, SLAM is being constantly challenged by the production costs.

The Administration of the College has provided much support in this arena in the hope that as the show captures an audience others may step forward.

CHORALE, ENSEMBLE AND VG CHORUS ALL TOGETHER

by Karl Dawson The HLSCC Chorale and brass ensemble will join forces with the Virgin Community Chorus at a Christmas concert planned for December 15 at the new Catholic Hall in the Valley, Virgin Gorda.

According to Extra-curricula coordinator Karl Dawson, the college is pleased both to extend the annual concert to Virgin Gorda and to do so in collaboration with the Community Chorus whose reputation in Virgin Gorda is well established. The group is directed by Mrs. Dorothy Levins.

Meanwhile, the College Chorale under the direction of Peter Brown, and the Brass Ensemble co-ordinated by Arthur Sellwood will hold their annual Christmas concert on December 14, in the College atrium. The concert will feature contemporary pieces as well as rearrangements of traditional Christmas pieces. +

NEW PROGRAMME OF STUDY - CERTIFICATE OF ACHIEVEMENT IN ARCHITECTURAL/ ENGINEERING DRAWING

by Kenneth Challenger A new programme has been created for those individuals interested in careers in architectural or engineering drawing. The programme is designed to prepare individuals for entry level positions as draughtpersons in architectural or engineering firms.

The programme consists of five courses: Introduction to Computers, Blueprint Reading, Architectural/ Engineering Drawing, Computer Assisted Drawing, and Orthographies.

It is not necessary to take the courses in the order shown, but some courses do have prerequisites so it would be wise to contact Dr. Kenneth D. Challenger, Head of Technical and Vocational Studies at HLSCC. The up-coming offerings in this programme include: Fall '96 Introduction to Computers, Blueprint Reading and Computer Assisted Drawing (AUTOCAD), - Spring '97 advanced Auto CAD 13 , Advanced Blueprint Reading, Introductory Technical Drawing and Advanced Technical Drawing (orthographies).

College Study Skills - Communication (COM) 090 This seminar type non-credit course will introduce students to their institution, and help them to acquire study skills which would help them to take advantage of the resources available at this college, and at any institution of higher learning.

The main areas of focus are: • Your institution - systems and procedures • Time management • Computer applications • Study skills • Note-taking skills - lecture and study • Library skills • Test-taking strategies COM 090 is a good example of team effort at HLSCC as it will be managed by the Language Department and various officers from Administration and Faculty will conduct sessions.

All freshmen are required to take this course which will be offered every semester, effective Spring 1997. It will be an integral part of orientation activities at HLSCC. Oral Spanish For Beginners

There is a demand in the British Virgin Islands' community for an oral Spanish course which does not require any previous knowledge of the language.

HLSCC rose to the occasion and will be offering a course to meet such a need in Spring 1997.

This course is especially designed for those who must conduct business transactions with Spanish speaking suppliers, clients, counterparts, and employees here and around the world.

It also equips the vacationer with adequate skills and knowledge so that the trip to Colombia, or Spain, or the Dominican Republic could be enjoyed to the fullest. •

The theme for the 1996 Summer Programme was Grow with the Virgin Islands: Gain Knowledge; Acquire Skills. Under the direction of Dr. Almein E. O'Neal (Head, Language Department) and Mrs. Eugenie Glasgow (Director, Learning Resource Centre) the programme provided opportunities for personal growth and development through enrichment courses and academic courses. The 1996 Archaeological Dig, coordinated by the office of the Vice President at Belmont, Tortola was also an arm of the programme. Members of the British Virgin Islands' community residing on Tortola and Virgin Gorda were able to participate as venues of the courses were on both islands.

Organic Vegetable Gardening, offered in conjunction with the Department of Agriculture, Beginning Painting and Illustration, Tartmaking, and Basic Sewing 11 were offered for adults.

Basic Sewing 1, a course which was requested by parents, helped youngsters from 11 years upwards to acquire sewing skills.

It is hoped that the 1997 programme will offer this year's most popular enrichment courses, as well as some new ones, and extend to Anegada and Jost Van Dyke.

SUMMER INSTITUTE FOR TEACHERS

A Summer Institute in Education for teachers was established by the college in collaboration with the Department of Education and Culture.

The first session was held from August 26 - 30, 1996 at the Paraquita Bay Campus. The two hundred and fifty eight participants represented government and private institutions of learning at the primary, secondary and tertiary levels. This institute provided

an array of workshops and seminars in four general areas - Measurement and Evaluation, Classroom Management, Administration and Supervision, and the Teaching of Reading and Writing in the Primary School.

The presenters included educators from the British Virgin Islands, Dr. Arthur Richardson, and Dr. Winston King from the University of the West Indies, Dr. Yegin Habteyes and Dr. Pearl Varlack from the University of the Virgin Islands.

ARCHAEOLOGICAL DIG Office of Vice President During the period from 24 June to 24 July 1996, an archaeological dig was conducted at Belmont, Tortola by teams from London University and Longwood College of Virginia.

A number of Government departments and non-governmental organisations was involved in this project. The H. Lavity Stoutt Community College with the assistance of community volunteers - served as co-ordinating agency and secretariat for the project.

Supporting agencies included the Virgin Islands Historical Society, the Ministry of Health Education and Welfare, the Ministry of Natural Resources, and the BVI Tourist Board.

This "dig" constituted the second visit of the University of London team, again led by Dr. Peter Drewett, Head of the Department of Prehistoric Archaeology, University College, London.

The Belmont Palm Grove site was first investigated by systematic test holes in 1985 by members of the Virgin Islands Historical Society in a dig conducted under the direction of Elizabeth Righter of the Department of Planning and Natural Resources of the United States Virgin Islands. The site was determined to be extensive, dated circa 1500 AD. This second dig was considered to have been extremely successful, with artefacts . Continued on page J 4

uncovered including ceramic shards, religious artefacts, stone tools, and food remnants such as shells and fish bones.

ONGOING ACTIVITIES CLASSICS IN THE ATRIUM Office of the Vice President After fairly long-standing discussions between the H. Lavity Stoutt Community College and the St. Thomas-based Arts Alive/Classics in the Garden programme, the College launched its first season of Classics in the Atrium with concerts on 18 January 1996 and 29 February 1996 by the St. Lawrence String Quartet and cellist Shauna Rolston, respectively. This first season, an unprecedented undertaking for the College, constituted a leap of faith on our part with respect to public response and, relatedly, viability of such a series. Happily, both concerts which comprised our first season were presented to the great enjoyment of standing-room-only audiences in the College's atrium. Although not intended as fund-raising eyents, both concerts did, in fact, raise money, with profits totalling some $6,590.00. One of the felicitous outcomes of the success and appeal of the first season of "Classics in the Atrium", moreover, was the raising of funds by a group of local business persons, spearheaded

by Mr. Robert Gunter of Sunny Caribbee Ltd, for the purchase of a concert piano for the College.

A Performing Arts Committee, comprising members of the College's staff as well as extraordinarily dedicated volunteers from the wider community, has worked unremittingly at addressing the myriad details involved in the presentation of the Classics series. Deepest appreciation is expressed to the Committee's members on behalf of everyone at the College.

The St. Lawrence String Quartet: Inaugural Performance of the HLSCC Classics in the Atrium Series.

Encouraged by the success of the first season, the College launched its second season (1996/97) with a performance on Friday, 4 October 1996, by the Classix String Quartet, with Ivan Mariani, flute soloist - all members of the Puerto Rico Symphony Orchestra. Our second season reflects, in large measure, the results of a continuing and fruitful collaboration between the College and the St. Thomas-based Arts Garden Alive/Classics In the Programme, with several of the being season's performances presented at both venues.

We look forward to continuing collaboration of this nature between the College and the Arts Alive/Classics in the Garden programme.

This 1996/97 season comprises six performances, including the Christmas Concert on 14 December 1996 by the Community College Chorale and Brass Ensemble, and runs through February 1997. The full schedule of performances of the second season is listed elsewhere in this newsletter under the caption, Classics in the Atrium: 1996/97 Concert Season-at-aGlance.

The CoJlege public lecture series continues with a diversity of lectures on topics of local and international interest.

This semester, seven Wednesday evening lectures were offered, with topics ranging from wildlife ecology to governmental economic planning. The following is a list of topics featured in the Fall '96 series: "The Impact of Beavers on the Establishment of Riverine Wetlands in Northern Michigan, with Reference to analogous Conservation Issues in the BVI", by Joseph Smith-Abbott, Deputy Director of the National Parks Trust.

On October 18, 1996 HLSCC once again hosted a public symposium, at which scientists studying Guana Island shared their research with the local community.

Ayana won the crown and is the reigning Miss World British Virgin Islands 1996. This reign took her to the Seychelles Islands and India where she represented her country in the Miss World pageant. +

NATURE CLUB by

A Nature club has been formed on the HLSCC, Paraquita Bay campus. It is devoted to exploring and preserving the ecology of the British Virgin Islands.

President Charles Wheatley, Dr. Almein E. O'Neal and seven students were delegates at the Caribbean Studies Association's Twenty-first Annual Conference, held at the Mariott Hotel, San Juan, Puerto Rico, May 27-3 I, 1996. The students were Vareen Vanterpool, Harlon Vanterpool, Tausha Vanterpool, Lareina Vanterpool, Kristen Scatliffe, Jamal Smith, and Coy Levons.

Carolyn O'Neal-Williams who is an adjunct lecturer in (Spanish) was also in attendance. All of the delegates are now full members of the association.

The nature club is run by HLSCC students and has 35 members, comprised of students and several staff members. Activities of the Nature Club include hikes, snorkelling trips, and other activities aimed at discovering, studying and conserving the BVI's natural environment. The members offer their help to the National Parks Trust, The Conservation Department, and other groups working to protect our islands.

In addition, they participate in litter collections to beautify and preserve our beaches. In the past year, the club has participated in clean-ups in Anegada and in Virgin Gorda, and members co-ordinate the recycling of aluminium cans here on campus. In co-operation with the Conservation and Fisheries Department, the Nature Club has built and installed several bird nesting boxes designed to encourage nesting of kestrels (killy killys). Members will monitor the activit)' in three boxes that are mounted on trees on campus, and at the Department of Agriculture.

COLLEGE HOSTS TWO-MILE RACE SERIES This semester the college hosted its first race series - five competitive and fun-filled races. Major sponsors were the B & F Medical Complex, and Lucozade which is distributed locally

by Road Town Wholesale (1975) Ltd. Other sponsors included Johnny's Maritime, JCB Engraving, People's Shoe Store and M-B's Ice. The race course started at the College and went through the Agriculture Department's farms to the base of the hill and to the College. One of the co-ordinators of the series, Dean Greenaway said that he was pleased with the results and expects greater numbers whenever the series is put on again. Some of the top runners in the series were Freddie Gibbs, Lindell Roberts, Zebalon McClean, Carolina Blok and Gillian Clarke. +

BASKETBALL According to team coach Devon Osborne, practice has begun for the men's basketball team which will compete locally and possibly regionally. VIGILANT MAKES HISTORY - AGAIN

A second Tortola Sloop has been acquired by the College. Vigilant, a classic 25 footer built in the traditional style, joined the fleet last December.

She was built in the late 1800's by the master boat builders of East End, Tortola. Throughout much of this century, Vigilant was a common sight in both the BVI and USVI. As she ferried cargo and passengers between the islands, Vigilant was known as a fast sloop easily outdistancing the competition. Sailing sloops would race each other on the frequent trips between Tortola and the busy trading port of St. Thomas.

Many locals have fond memories of Vigilant and other sailboats racing up the channel to be first on the dock in Road Town. Tortola sloops were an important part of island life, vital to the economy, and also generated great excitement and animated conversation as skiIIed seamen matched boats and abilities on a daily basis. Well over a

hundred sloops of various sizes were active in this century alone. Few were better known or more highly regarded than Vigilant.

During more than a century of existence, Vigilant served numerous owners and contributed much to the life of these islands. Sadly, in recent years she fell into disrepair. The age of engines had doomed the Tortola Sloops.

Wrecked, suck or just abandoned on a beach, virtually every island sailboat met its demise. For a time, it seemed that Vigilant would follow suit. Essentially abandoned at anchor in Nanny Cay, Vigilant began a slow deterioration. During that period, both the College and the local historical society recognised her value not only as a sailboat but as a part of the cultural heritage of the BVI. As fate would have it, another individual with a similar appreciation purchased her and initiated a rebuilding project.

After a careful and painstaking restoration, Vigilant once again sailed the seas. Surveying two hurricanes and Foxy's Regatta began Vigilant's first year of new life. One cannot help wondering how many hurricanes Vigilant survived during her first century. Then in late 1995, Vigilant was entered in Foxy's traditional Wooden Boat Regatta. First, Osmond Davies, the traditional East End boatbuilder, inspected Vigilant to make sure she was safe and sound for the Regatta. Next, practice sails with students and faculty took Vigilant from Fat Hogs Bay to Road Town, then to West End and finally to Jost Van Dyke. There, Vigilant and her crew matched skills against many boats, both old an new. The highlight of the regatta came when Vigilant raced ahead of the competing sloop Experanza. Vigilant would probably have won the race had she not lost her headsail - twice. As it was, Vigilant came in second in her class and third overall. Nevertheless, a good time was had by all.

The Vigilant racing crew included faculty members, Laurens Blok, Gillian Challenger, Kenneth

Challenger, Lianna Jarecki, James Lapp and friend of the College, Elvet Meyers.

Following the regatta, Vigilant was sailed back to West End and then taken to the Nanny Cay boatyard for a haulout and some repairs. In the future, Vigilant and Moonbeam will be entered in local races, regattas and cu Itural events.

The traditional Tortola Sloop will not die. Instead, a rekindled interest and excitement in these historic vessels will guarantee that this part of the BVI heritage will be preserved. Vigilant will proudly sail into the future .•

ALUMNI NOTES

by Almein E. O'Neal HLSCC keeps in touch with its graduates, following their progress when they are promoted to higher positions, get new jobs, or move on in higher education.

Each issue will feature a small number of our alumni. (

1994 Leona Wattley (Associate in Arts), the first student to graduate with an Associate degree from HLSCC, is Administrative Assistant and Accountant with Moore Stephens Accountants, a firm associated with Havelet Trust Company (B.Y.I.) Limited. Leona is currently working towards completion of the Associate Degree in Legal Studies with University of the West Indies, Tortola Centre.

Marcia Griffith (Certificate of Higher Education in General Studies) has completed a first degree in Pre - Law at Barry University, Miami, Florida.

1995 Prisca Dawn Laurencin ( Associate in Arts) has been appointed as Office Manager at Caribbean-Atlantic Petroleum Company (CAPCO), Tortola.

Suzette Vanterpool (Associate in Arts) is pursuing a first degree in Political Science at Wright State University, Ohio.

Alston George (Certificate of Higher Education in Natural Science) 1996 Gwendolee Barbara Barzey, Smyrna T. Brewley, Vere Browne, Lorna L. Call wood, Jacob George, Patrick O'Neal Harewood, Arthur G. James, Junie Dennis Jones, Selwyn Fitzgerald Rock, Dionisio Scatliffe, Maltaine Roy Stoutt, and Duncan E. Williams (Certificate of Higher Education in Legal Studies), all officers of the Royal Virgin islands Police Force are now pursuing the Associate Degree in Legal Studies with University of the

West Indies, Continuing Tortola Centre.

A member of that group, Maltaine Roy Stoutt was promoted from Chief Inspector to Acting Superintendent of Police, Special Investigations.

Colette Blair (Associate in Science) is at University of North Carolina pursuing her first degree in nursing.

Deryn Edinboro (Associate in Science) has returned to HLSCC and now majors in Corporate and Trust Administration.

Melissa Griffith (Associate in Arts) is working towards her first degree at Barry University, Miami.

Tonya Wright (Associate in Science) is at Barry University, Miami, majoring in International Business.

Stephanie Vanterpool, after completing her G .C.E. Advanced Level studies has gone on to Baylor University and follows a Pre-Med curriculum. Stephanie is a sophomore as she had a total of thirty-five credits transferred.

Darryl Sookram (Certificate of Higher Education in Natural Science, 1995), (Associate in Science) is a Marine Parks Warden with the National Parks Trust, British Virgin Islands.
