During the current Nevada legislative session, the Vegas Chamber is not only standing up for you every day to protect your business; we are also advocating for some key policies to help our community thrive. These priorities came from a year-long process called the Southern Nevada Forum that is led by the Vegas Chamber, City of Las Vegas, and Southern Nevada legislators. It convenes stakeholders from across the valley to identify and agree on regional priorities that need legislative action to help improve our region.
You can read about several Southern Nevada Forum priorities in this issue of the magazine. They are in the areas of K-12 education reform, graduate medical education to increase the number of doctors in our region, and transportation infrastructure that is essential to a growing economy. The Chamber looks forward to working with our many partners in urging lawmakers to pass Southern Nevada Forum legislation.
Southern Nevada Forum priorities will also be featured during the Vegas Chamber’s Legislative Day in Carson City on March 25. Many of our members will join us at the Nevada State Capitol to meet with leadership from the Governor’s Office and the legislature, lawmakers, and policy experts to learn and advocate for the needs of our state. It is an excellent opportunity to hear directly from elected officials who are making decisions, as well as share concerns from the business community. SOUTHERN NEVADA FORUM PRIORITIES TO IMPROVE OUR COMMUNITY
Fixing problems in Southern Nevada often requires legislative action. Whether policies to improve accountability in the classroom or more funding to build infrastructure, it is usually necessary to pass legislation by the Nevada Legislature to make it happen. This legislative session is no different.
Since 2013, the Southern Nevada Forum has helped foster and drive change in Southern Nevada. It has helped Southern Nevada grow and evolve. The goal of the Southern Nevada Forum is to help the community move forward to create good paying jobs, foster economic diversification, and improve the quality of life of Southern Nevada residents. It started as a gathering of Southern Nevada legislators, local elected officials, chambers of commerce, trade associations, non-profits, community leaders, think tanks, and other stakeholders to discuss and determine priorities for the upcoming legislative session.
That initial meeting twelve years ago at UNLV resulted in several priorities being identified such as K-12 education, higher education, transportation and infrastructure, economic development and workforce, healthcare, and good governance.
That meeting became the foundation of what would become the role and mission of the Southern Nevada Forum. Today, the Southern Nevada Forum is a program supported by the Vegas Chamber and the City of Las Vegas. Both entities provide staff assistance as a community engagement program. that strives to place policy before politics.
Over the last decade, the Southern Nevada Forum has convened the community to identify, discuss, and advocate for key policy priorities. That is why since its inception, the strength and success of the Southern Nevada Forum has been its bipartisan approach of collaboration and engagement by Nevada’s policy makers.
The format of the Southern Nevada Forum is based on the notion that residents can participate in the process. Participants spend months discussing a broad range of ideas, hearing thoughtful and informative presentations from community groups, and then selecting priorities for the upcoming legislative session. These policy priorities become bills at the legislative session. The five committees are co-chaired by legislators from Southern Nevada from both parties, who are from the State Assembly and Senate. These legislators work in a collaborative manner with each other, engage with a diverse group of participants, and introduce legislation on behalf of the Southern Nevada Forum.
Successful Southern Nevada Forum legislation includes the funding of the UNLV School of Medicine, fuel revenue indexing, modernizing Nevada’s federal grant process, updating the state’s K-12 funding formula, and reforming the state’s higher education system to mention a few. The reality is that these policies brought forth by the commu-
nity have had a positive and direct impact on the future of the region.
That is why the Southern Nevada Forum has become an important part of Nevada’s legislative process. It helps legislators better address the needs of the community by working together and supporting key legislative priorities, especially in areas that will help develop the economy and create good paying jobs. The Chamber continues to support the Forum by dedicating staff, legislative resources, and advocacy efforts to help ensure the passage of these legislative priorities with its strategic partners such as the City of Las Vegas.

truly a unique process that has positively impacted our region, especially because of the support from legislators. The ongoing commitment of the Southern Nevada Forum is about individuals from across the Southern Nevada community – from business, from government, from non-profits – coming together to collaborate and bring about meaningful change for our community by doing it together.

THE 2025 SOUTHERN NEVADA FORUM PRIORITIES
(AS BILLS OR BDRS):
• EXPANSION OF NEVADA FILM TAX - This bill would increase the available tax credits to attract film projects and film infrastructure to further diversify our economy.
• RENEWAL OF GOED WINN FUND - The Governor’s Office of Economic Development’s Workforce Innovation for a New Nevada fund was passed as a mechanism to fund workforce development programs and higher education programs for in-demand job fields. This bill would renew the fund with an additional $10 Million in funds to continue those efforts.
• INLAND PORT AUTHORITY - This bill makes changes to NRS 277B to allow for the creation of an inland port authority and would serve as a first step to increase our inland port footprint and allow to collect revenue from those activities.
• EXTENSION OF CLARK COUNTY FUEL REVENUE INDEXING - Fuel Revenue Indexing(FRI) is an essential mechanism for funding the maintenance and expansion of our roadways and transportation infrastructure, indexing is currently set to expire in 2026.
• LANGUAGE ACCESS FUNDING - In 2023 Assembly Bill 266 was passed, requiring local governments provide a language access plan and offer a number of documents in multiple languages
• FEDERAL GRANTS AND BUDGET PROCESSThis bill aims to make changes to Nevada’s state
budgeting process to better incentivize pursuing federal grants. This legislation would remove the need for state agencies to return state-allocated funds upon receipt of federal grant dollars through the rebudgeting process.
• PUBLICLY ACCESSIBLE DASHBOARD - This bill would aim to create a publicly accessible dashboard to track student outcomes across the state. This dashboard would serve as an additional accountability tool to ensure better student outcomes from our school systems.
• CTE DUAL ENROLLMENT - This bill aims to increase funding for dual enrollment programs encouraging Nevadans to engage in Higher Education earlier and allowing for quicker turnaround to enter the workforce.
• GME FUNDING - This bill aims to move Graduate Medical Education outside of the office of Science and Technology, into its own office to ensure that it gets the critical attention that is needed to help develop our next generation of healthcare workers.
• HEALTHCARE WORKER SHORTAGE - This bill aims to streamline the process for licensed individuals to become licensed in Nevada and to address many of the barriers to professional licensure.
• MENTAL HEALTH ACCESS - This bill establishes funding and a clear pathway for mental health crisis care for Nevadans.
VEGAS CHAMBER ADVOCATES IN WASHINGTON, D.C.
Vegas Chamber President and CEO Mary Beth Sewald was in Washington, D.C., earlier this month meeting with Nevada’s congressional delegation to discuss key issues affecting employers, including tax reform and healthcare policy. The Chamber is advocating for continued access to association health plans, ensuring businesses and employees have affordable, high-quality coverage. Discussions also focused on business-friendly tax reforms that promote economic growth and job creation.
Congresswoman Dina Titus reintroduced her bill to eliminate the federal excise tax on sports betting, a measure aimed at supporting Nevada’s gaming
industry. Senator Jacky Rosen addressed concerns over spending cuts and potential federal workforce reductions. Congressman Steven Horsford continues to push for the “No Tax on Tips” bill, highlighting its impact on service industry workers. Congresswoman Susie Lee expressed concerns about federal job cuts affecting Nevada’s tourism-driven economy. Congressman Mark Amodei facilitated conversations on legislative priorities and economic development.

SHARES LATEST WORKFORCE DEVELOPMENT STRATEGIES WITH PRESIDENT’S CLUB MEMBERS
Last month, Vegas Chamber Chairwoman Janet Uthman (Cox Las Vegas) and Vegas Chamber President and CEO Mary Beth Sewald welcomed guests for an insightful discussion on career readiness and workforce development with the College of Southern Nevada (CSN).
Clarissa Cota, Vice President of External Relations & Campus Operations, and Frank Woodbeck, Executive Director of the Office of Sponsored Projects spoke to the President’s Club members. They shared the vital role that CSN plays in preparing students for emerging industry sectors through innovate workforce strategies. During the discussion, Clarissa and Frank outlined CSN’s approach to aligning education with industry demands to ensure students are equipped with the skills need-
ed for high-growth careers. A key focus is on micro-credentials and skill-building pathways, which provide students with specialized training to meet the evolving needs of employers.
CSN continues to collaborate with business leaders to strengthen career readiness, enhance job placement opportunities, and support economic development across the region. By working closely with employers, CSN ensures that its programs are not only relevant but also provide students with real-world experience and direct career pathways.
As Southern Nevada’s economy continues to grow, CSN remains committed to being a driving force in workforce development, helping to bridge the gap between education and employment.
LAS VEGAS SETS THE STAGE FOR WRESTLEMANIA 41
Marquee Event Reinforces Las Vegas as a Category of One

The excitement of WrestleMania is coming to Allegiant Stadium this April. The global fan-favorite event will return to the destination for the first time in more than 30 years, bringing fan festivities, iconic experiences, and community outreach initiatives designed to leave a lasting legacy in Southern Nevada. “It’s our Super Bowl,” said WWE President Nick Kahn during Preview Mania 2025. “For our Super Bowl, we thought there would be no better place to have it than Las Vegas.”
WWE will activate the entire week leading up to the two-night stadium event with Friday Night Smackdown, Monday Night Raw, and NXT Stand & Deliver all taking place at T-Mobile Arena. WWE superstars and legends will take the stage at the 2025 WWE Hall of Fame ceremony and WWE World, a five-day interactive fanfest, at the Las Vegas Convention Center.
“We are the Sports and Entertainment Capital,” said Steve Hill, president and CEO of the Las Vegas Convention and Visitors Authority (LVCVA). “Organi-
zations like WWE see what Las Vegas brings to their events and they want to be a part of that.”
Las Vegas will no doubt rise to the occasion. Historically, WrestleMania delivers more than $200 million in economic impact for its host cities and the event in Las Vegas is expected to outpace this average. Initial ticket sales for WrestleMania have exceeded what the WWE has seen in the past. WWE has sold more tickets in the first 72 hours for this event in terms of ticket revenue than in the history of WWE for any event, according to Khan. The event will not only draw 180,000 fans who will occupy approximately 144,000 room nights, but it is expected to attract domestic and international visitors during what is typically a slower time in the destination.
According to the LVCVA’s annual Visitor Profile Study, in 2023, six percent of Las Vegas visitors, approximately 2.4 million, came for a sporting event, up from two percent in 2018. On average, sports travelers spend $1,154 more per trip than average leisure visitors. Visitor spending on accommodations, dining, transportation, and retail pump billions of dollars back into our local economy, fueling employment and helping local businesses thrive.

A Lasting Legacy: Ms. Margaret’s Story
At a memory care facility, we met Ms. Margaret, diagnosed with early-stage Alzheimer’s. Over several sessions spanning a month, we captured her family stories through audio recordings. Remarkably, despite her condition, Ms. Margaret recognized us each time we returned and vividly recalled the stories she had shared.
The true impact of our work became evident when Ms. Margaret’s sister listened to the recordings. Tears welled up in her eyes as she heard her
sister’s voice, rich with memories and family history. This moment crystalized the importance of our mission: Preserving precious memories for those facing cognitive decline.
Our audio legacy service is not just about recording voices; it is about creating lasting connections, stimulating cognitive functions, and providing comfort to families. As Ms. Margaret’s story shows, these recordings become a gift that keeps giving, allowing families to revisit cherished memories and maintain a strong emotional bond even as the disease progresses.

Attendees were inspired by a conversation on “Setbacks & Comebacks” with World Champion athlete Marion Jones, who highlighted resilience and growth. In her speech, Jones provided five actions to help overcome adversity in any situation:

HOST K-12 EDUCATION SYMPOSIUM ON SCALABLE NATIONAL BEST PRACTICES TO BOOST STUDENT ACHIEVEMENT
On April 9, 2025, the Vegas Chamber Leadership Foundation, in partnership with Opportunity 180, will host a K-12 education symposium aimed at exploring and adopting national best practices to improve education outcomes in Clark County. The event will take place at the City Council Chambers at Las Vegas City Hall, with networking and breakfast from 7:30 – 8:00 a.m., followed by the program from 8:00 –10:30 a.m.
This symposium will convene national and regional education and business leaders to discuss proven strategies that have successfully transformed K-12 education in other regions. Experts include Brad Olsen, senior fellow at the Brookings Institution and professor emeritus at the University of California, Santa Cruz, who will share his expertise about best practices that are succeeding in other areas that could be adopted in Clark County. With the Clark County School District (CCSD) hiring its new superintendent, the event offers a timely opportunity to align priorities, enhance accountability, and implement effective interventions that put student success at the center.

Hawai‘i Pacific University (HPU) celebrated the grand opening of its Las Vegas campus, marking a pivotal milestone in its 60-year history.
This expansion heralds the first-ever campus established on the U.S. mainland by a Hawai‘ibased university, supporting HPU’s vision to meet critical healthcare workforce needs while promoting its values of aloha, pono, and kuleana.
“Today marks a defining moment for HPU. We are honored to welcome students from across the country to our newly established Las Vegas campus," said HPU President John Gotanda.

NEW EMPLOYER RETIREMENT SAVING PLAN MANDATE FOR NEVADANS
This year, Nevada will become the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, will become effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber
EXEMPTIONS:
• Employers with an existing retirement program are exempt.
• Employers with less than five employees are exempt.
• Employers in business for less than 36 months are exempt.
A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. Congressman Jon C. Porter (ret.) joined Vegas Chamber President and CEO Mary Beth Sewald in hand-delivering a letter to the Committee on Education and Workforce, reinforcing the Vegas Chamber’s nationally recognized advocacy efforts and its unique partnership with Workforce Connections. “As a board member of Workforce Connections and President of the Vegas Chamber, I believe it is essential that these resources go back into the community to help Nevada’s families pursue sustainable careers,” said Sewald.
The Vegas Chamber was the first chamber of commerce in the nation to host an American Job Center, ensuring that Workforce Innovation and Opportunity Act (WIOA) funds are used to support businesses and job seekers rather than operational expenses. One of the Vegas Chamber’s members, Movement Fitness, is the only private business in
the country to host an American Job Center, further demonstrating the impact of this model. In Southern Nevada, 27 American Job Centers are embedded in public libraries, community colleges, career and technical education schools, community centers, and correctional facilities. This approach redirects more than $1.1 million in WIOA funds toward workforce training and employer connections rather than facility costs.

Through a competitive application process, 60 class members are selected each year. VISITS NEVADA STATE CAPITOL TO ADDRESS KEY ISSUES WITH LEGISLATORS
In February, Nine Touro University Nevada College of Osteopathic Medicine students, along with a student from Physical Therapy, Occupational Therapy, Physician Assistant and Medical Health Sciences, traveled to the Nevada State Capitol with Dean Wolfgang Gilliar and Dr. Terry Bartmus. Touro University Nevada shared key issues with legislators that matter to the university, students, and the patients of Nevada, all with the goal of making our community healthier and safer. Groups of students met with various legislators, including Assemblyman Duy Nguyen, who spoke with students to learn more about how licensure compacts and how they particularly impact OT and PT. Osteopathic medicine students shared about the important of Graduate Medical Education (GME) funding as Nevada consistently ranks among the most underserved stats in most areas of healthcare.

APPLICATIONS OPEN FOR LEADERSHIP LAS VEGAS
Applications for the Leadership Las Vegas program are open now. Leadership Las Vegas is Southern Nevada’s premier community leadership development program. Through the 10-month experience, class members develop new perspectives on the community by exploring the inner-workings of Las Vegas, including its greatest strengths and most challenging issues.
The program begins with a three-day opening Gateway retreat where the class gets to know each other. Through monthly day-long sessions, the class hears from area experts and leaders, and participates in interactive tours, simulations, and other exclusive activities. At the end of the program year, class members join a network of leaders committed to using their talents and strengths to improve Southern Nevada.
Through a competitive application and interview process, 60 executives and accomplished professionals from a wide range of industries and local businesses are selected for the program.
Since its inception in 1986, more than 1,800 leaders have graduated from Leadership Las Vegas, many of whom have gone on to the top of their industry and moved into significant roles in business, community organizations and government.
Distinguished Leadership Las Vegas alumni include U.S. Congressman Steven Horsford, Governor’s Office of Economic Development Executive Director Tom Burns, MGM Resorts International President and CEO Bill Hornbuckle, Las Vegas City Councilman Brian Knudsen, Nevada Supreme Court Judge Linda Bell, and District Court Judge Tierra Jones, among many others.
The Leadership Las Vegas program is overseen by the Vegas Chamber’s Leadership Foundation of
Greater Las Vegas, a 501(c)(3) non-profit dedicated to expanding the leadership capacity in Southern Nevada by developing civic leaders who are knowledgeable, prepared, and dedicated to serving as catalysts for positive change and growth in the community.
