This month, the Vegas Chamber is once again convening one of the largest and most influential delegations of Nevada leaders for its annual Washington, D.C. Fly-In. From September 15–18, 2025, 300 business, non-profit, education, and government leaders will travel to the nation’s capital to engage with federal policymakers and advocate for the priorities that matter most to Nevada’s economy and communities.
Beginning Tuesday, September 16, delegates will participate in high-level meetings with members of Congress, federal agency officials, and policy experts. Our President and CEO Mary Beth Sewald was administered the oath of office yesterday after being reelected to the Las Vegas Convention and Visitors Authority - LVCVA Board of Directors. We’re proud to have her voice representing the Vegas Chamber and Southern Nevada’s business community.
The Board congratulated Rosemary Vassiliadis as she retires from her decades of service in
leadership in aviation for Southern Nevada. They also heard updates on tourism trends from Steve Hill, upcoming marketing strategy, and major aviation projects—including expansion plans for Harry Reid International Airport with updates in Henderson and North Las Vegas, along with IMEX America and Formula 1 Las Vegas Grand Prix updates.

FOR SOUTHERN NEVADA
The Vegas Chamber’s Mayoral Business Power Luncheon gathered more than 500 business and community leaders at The Orleans Hotel & Casino for an in-depth conversation on the future of Southern Nevada. Moderated by Vegas Chamber President and CEO Mary Beth Sewald and Chamber Board President Janet Uthman, the program featured Las Vegas Mayor Shelley Berkley, North Las Vegas Mayor Pamela Goynes-Brown and Henderson Mayor Michelle Romero. Allegiant Travel Company President and CEO Greg Anderson delivered opening remarks, followed by sponsor recognition and program highlights.
Mayor Berkley, who grew up in Las Vegas, expressed optimism for the decade ahead. “We are doing very well and the next 10 years are going to see explosive growth.”
She highlighted the city’s new Civic Plaza, located beside City Hall, which will soon house the Vegas Chamber, Workforce Connections, and potentially other community organizations. The plaza will also consolidate business licensing services. Berkley also celebrated funding for a 40-bed recuperative care center and plans to expand the Medical District, home to University Medical Center, the UNLV medical school, and leading medical practices.
In North Las Vegas, Mayor Goynes-Brown outlined a recently completed community plan that will guide the city’s growth for years. She pointed to major projects underway, including a multi-use residential, shopping, and sports complex at the former Texas Station site, as well as the Apex Industrial Park, envisioned as Southern Nevada’s answer to Northern Nevada’s Tahoe-Reno Industrial Center.
Mayor Romero turned the conversation to education and economic opportunity in Henderson. She discussed the city’s sponsorship of its first charter school, made possible by 2023 state legislation, with three more charter applications pending. Romero noted that expanding educational options is central to Henderson’s long-term workforce strategy, alongside efforts to attract advanced manufacturing and other industries.
The luncheon also featured Las Vegas Athletics Vice President of Ballpark Development Ross Bowen, who shared updates on the team’s progress and presented a commemorative jersey to the mayors. From transformative development projects to education and workforce initiatives, each mayor underscored the value of collaboration and the busy, impactful work that drives Southern Nevada’s growth.

Janet Uthman is the Las Vegas Market Leader and Vice President of Cox Las Vegas. The Cox Las Vegas system is one of Nevada’s largest, private non-gaming employers with more than 1,500 employees.
Uthman is a longtime telecommunications and cable executive who previously served as Regional Vice President of Sales and Marketing at Comcast. In that position, she developed marketing and sales strategic direction for a highly competitive and complex footprint. Earlier in her career she worked as Regional Director, Affiliate Sales and Marketing at Disney Channel in New York City. She is Chair of the Vegas Chamber and Secretary of the Board of Directors of Opportunity Village. She has been recognized by Cablefax Magazine – Most Influential Minorities in Media and Broadband and by Ebony Magazine as a Power 100 Executive.
Uthman is a graduate of the Haas School of Business at the University of California Berkeley and earned a Master of Business Administration in Marketing from the Anderson School of Management at UCLA.

Danielle Casey, CEcD, is President & CEO of the Las Vegas Global Economic Alliance (LVGEA), where she leads initiatives to diversify and strengthen Southern Nevada’s economy. She previously served as President & CEO of the Albuquerque Regional Economic Alliance, delivering a new strategic plan, achieving national accreditation, and earning IEDC’s 2024 Bronze Award for Economic Development Organization of the Year. Earlier, she held leadership roles with the Greater Sacramento Economic Council and the City of Scottsdale, Arizona, where her teams received multiple national awards.
A Certified Economic Developer, Casey also serves on the International Economic Development Council’s Board of Directors.

Advanced Management Group finds landscape conversions reduce water bills, landscape maintenance costs
With ongoing drought conditions continuing to impact water levels in Lake Mead, the federal government has issued a water shortage declaration on the Colorado River, reducing Southern Nevada’s water supply by 7 billion gallons next year – enough water to serve more than 40,000 households annually.
“Conservation remains key to weathering this historic drought,” said Doug Bennett, Southern Nevada Water Authority conservation manager. “The long-term viability of our community depends not only upon continued conservation, but increased efforts by businesses and residents.”
According to Bennett, the best way for the community to conserve water is to follow the mandatory seasonal watering restrictions, prevent and report water waste, and replace nonfunctional grass with drip-irrigated landscaping.
“Reducing outdoor water use protects our water resources. Despite our efforts, there’s still an enormous amount of nonfunctional grass in this valley,” Bennett said. “The amount of water we’re applying to these decorative turf areas exceeds the shortage we’re facing. The solution to balancing our supply is literally beneath our feet.”
To help property owners convert thirsty grass to a drip-irrigated landscape, the SNWA offers a Water Smart Landscapes rebate of up to $3 per square foot of grass converted.
“We’ve converted grass at numerous multifamily properties and seen the benefits of water-smart landscapes,” said Bret Holmes, president of Advanced Management Group (AMG), a property management company overseeing more than 44 multifamily complexes in the Las Vegas area. “The landscape upgrades lowered the properties’ water bills thanks to much lower water usage. We also were able to reduce landscape maintenance costs.”
AMG is one of the property management teams leading the way when it comes to water conservation. The company sees the benefit to the community and the customers it serves by replacing grass. “It really is better for the environment and the city,” Holmes said, noting that the water and cost savings also are good for the bottom line.
While businesses like AMG help their clients see the economic and environmental benefits of converting grass to a water-smart landscape, many commercial

properties have put off making the change despite the generous SNWA cash incentives and positive benefits to the bottom line. Assembly Bill 356, a new law enacted this summer, will help spur the replacement of waterthirsty grass with drip-irrigated landscapes.
The legislation prohibits the use of Colorado River water to irrigate nonfunctional turf at commercial and multifamily properties by the end of 2026. Upgrading decorative grass to water-smart landscaping will help save more than 9.5 billion gallons of water annually –about 10 percent of Southern Nevada’s total annual water supply from the Colorado River.
“Water is the very fuel of our economy and our citizen’s livelihoods. We need business leaders to champion water conservation as a measure of ensuring economic sustainability and quality of life in our community,” Bennett said. He added that SNWA conservation experts offer a consultation service to commercial properties and HOAs looking to save water. Next month, the Vegas Chamber will officially open its Small Business Resource Center, a new initiative designed to support and elevate the region’s small business community. Located at the Chamber’s soon to be opened Civic Plaza headquarters, the Center will serve as a hub for training, resources, and collaboration tailored specifically to the needs of entrepreneurs and small business owners.
The launch represents a major step forward in the Chamber’s commitment to fostering economic growth through small business development. Spearheaded by Chairwoman Janet Uthman and Trustee Shaundell Newsome, who chairs the Small Business Task Force, the Center was built on a vision of creating a space where small businesses can not only survive—but thrive.
What makes the Resource Center unique is its member-driven foundation. Nearly 200 small business members participated in a survey that
helped shape the Center’s offerings, from the types of training available to the structure of its programming. The result is a highly responsive and practical resource designed with direct input from the community it serves.
Kayla Wilkens, the Chamber’s new Small Business Resource Center program manager, will coordinate the Center’s offerings and help small business members connect to the resources they need.
Programming will begin in October with a series of webinars, hands-on workshops, and networking events. These sessions will connect members with expert guidance and partner organizations, offering opportunities to build skills, share experiences, and grow their businesses.

NAVIGATING THE NEW TAX LAW: WHAT SMALL BUSINESSES
NEED TO KNOW
A practical guide to maximizing savings for your small business under the “One Big Beautiful Bill Act.”
The recently enacted “One Big Beautiful Bill Act” includes substantial tax reforms to support the growth of small businesses. Small business owners can take advantage of these tax breaks starting now for expenses dating back to January 20, 2025.
This guide outlines the most impactful provisions of the law including permanent deductions, enhanced credits, and expanded eligibility criteria. It provides clear, step-by-step instructions to help business owners navigate the changes and optimize their tax strategies.
1. PERMANENTLY CLAIM THE 20% QUALIFIED BUSINESS INCOME (QBI) DEDUCTION
Who qualifies: Sole proprietors, partners, and S corporation shareholders.
What to do:
• Calculate your qualified business income (QBI) for the year.
• Deduct 20% of your QBI on your federal tax return every year—this deduction is now permanent.
• If your QBI deduction is low, check your eligibility for the new inflation-adjusted minimum deduction (at least $400).
• If you were previously ineligible for the deduction, determine whether changes to the phase-in of existing limitations make your business eligible.
Action item: Work with your accountant or tax professional to determine your eligibility and claim the maximum deduction each year.
2. IMMEDIATELY DEDUCT QUALIFYING RESEARCH & EXPERIMENTAL (R&E) EXPENSES
Who qualifies: Businesses with domestic R&E spending, especially those with average annual gross receipts of $31 million or less.
What to do:
• Track your U.S.-based R&E expenses each year.
• Deduct 100% of your qualifying R&E expenses this year on your 2025 tax return.
• If your annual gross receipts average $31 million or less, you may apply this benefit retroactively for tax years 2022–2024.
Action item: Review past returns with your tax professional to seek retroactive refunds if eligible
3. LEVERAGE INCREASED SECTION 179 EXPENSING
Who qualifies: Small businesses making new equipment or software purchases.
What to know:
• The new tax law more than doubles the maximum amount that a small business may immediately deduct (expense) under section 179 to $2.5 million.
• The expensing limit phases out for purchases that exceed $4 million.
• Both thresholds are indexed for inflation beginning in 2026
Action item: Consider accelerating or increasing purchases of machinery, software, or other qualifying property to maximize this deduction.

RETIREMENT PLAN MANDATE
FOR NEVADANS
This year, Nevada was the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, became effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber
EXEMPTIONS:
• Employers with an existing retirement program are exempt.
• Employers with less than six employees are exempt.
• Employers in business for less than 36 months are exempt.
A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. The Chamber will be keeping members informed as more details regarding this mandate become available.

Q. What motivates you?
My family. My husband, Charles, and I are high school sweethearts that have built our life together from the ground up, raising our five daughters while building careers and a business. When I reflect on where we came from, and how far we’ve come, it motivates me to do more and be better.
Q. What do you feel most proud about in your role?
I feel proud and blessed to be able to work with my family in our business. Being business partners with your spouse can be challenging, but it has made our relationship stronger and our business the best. I’m also proud that my oldest daughters (twins Caira & Shaira) will be graduating from law school this December and joining our firm as attorneys. The fact that they have grown up watching me in my role as an attorney/business owner/leader and want to follow that path is an indescribable honor.

NEVADA BUSINESS INDICATORS
Inflationary pressures remained moderate.
The Consumer Price Index (CPI) rose 2.4 percent year-over-year in May, while the core CPI, which excludes food and energy, increased 2.8 percent.
Retail sales declined 0.9 percent month over month, led by a 9.3 percent drop in auto and truck sales, highlighting a slowdown in larger purchases.
