As we reflect on the 2025 legislative session, I am proud of the remarkable work the Vegas Chamber accomplished on behalf of Nevada’s business community. Thanks to the tireless efforts of our Government Affairs team, the members who serve on the Government Affairs Committee, and our partner associations, the Chamber remained a powerful force for economic progress and responsible governance that is accountable to Nevadans.
Our work was defined by both vigilance and vision. The Vegas Chamber tracked an astounding 879 bills, ensuring each proposal received the scrutiny it deserved. We testified on 204 bills, amplifying our members’ voices in the halls of Carson City.
We helped pass 85 bills that directly benefit Nevada businesses—legislation that will spur innovation, unlock new opportunities, and reinforce our state’s competitive edge. Just as critically, we successfully blocked 41 bills that would have increased costs, added regulations, or threatened our economic momentum . We also mitigated 24 potentially harmful bills, ensuring their impact on Nevada businesses was minimized.
And we didn’t stop there. The Chamber successfully advocated for and helped pass six Southern Nevada Forum bills that include more funding for medical residencies, a vital step in improving health care access statewide. We also championed voting rights for appointed school board members, a measure aimed at strengthening governance and outcomes in our K–12 education system.
This session made one thing clear: the Vegas Chamber continues to be the voice of reason and results in our state’s policymaking. Our members entrust us to protect their interests and advocate for their future—and we take that responsibility seriously.

HOW THE CHAMBER WORKED FOR YOU
IN THE 2025 NEVADA LEGISLATIVE SESSION
Protecting your business from harmful legislation is a full-time job—especially during a high-stakes legislative session like Nevada’s in 2025. That’s why the Vegas Chamber’s Government Affairs team spent more than 120 days on the ground in Carson City—advocating, testifying, building coalitions, and stopping dangerous proposals before they could become law.
This year, the team helped pass 85 bills that benefit Nevada businesses, blocked 41 harmful bills, and mitigated 24 others that could have increased costs or regulations. Through 816 minutes of public testimony, constant committee engagement, and behind-the-scenes negotiations, the Vegas Chamber championed a stronger, smarter economic future for Nevada.
“When the 2025 Legislature opened in February, the Vegas Chamber made a clear commitment—to advance a legislative agenda rooted in accountability: fair, practical, and built through partnership with policymakers and local leaders.,” said Mary Beth Sewald, president and CEO of the Vegas Chamber. “Our unified voice and consistent presence during this legislative session helped ensure pro-growth policies prevailed. We’re grateful to our Trustees, Government Affairs Committee, and President’s Club members for their commitment to keeping Nevada business strong.”
NAVIGATING THE SESSION
In addition to the Vegas Chamber’s advocacy at the Legislature, the Chamber prioritized outreach— educating the broader community on its policy positions, the vital role of the business community, and how proposed legislation can impact our local economy. These efforts included roundtable discussions, webinars, Legislative Day in Carson City, and ongoing communications throughout the year. New federal policies introduced early in the year
forced state leaders to reevaluate spending, particularly around health care and infrastructure. By the session’s midpoint, more than 1,200 bills had been introduced, with over 600 processed in the final two weeks alone—creating a chaotic bottleneck of decisions and amendments.
“From day one, anxiety over potential losses in federal funding—especially Medicaid—sent ripple effects across the Legislature,” said Paul Moradkhan, senior vice president of government affairs for the Vegas Chamber. “Our business community had to be prepared, unified, and agile. And that’s exactly what we were. Through collective advocacy, we successfully stopped or reshaped dozens of harmful bills before they could do long-term damage to Nevada’s economy.”
CHAMPIONING THE BUSINESS COMMUNITY
During the session, the Chamber advanced several Southern Nevada Forum priorities, including:
• Extending Fuel Revenue Indexing to fund vital infrastructure projects
• Establishing an Inland Port Authority to grow trade and logistics
• Creating a statewide student outcome dashboard to improve educational transparency
• Securing funding for Graduate Medical Education to grow the number of doctors in Nevada
• Granting full voting rights to appointed Clark County School Board Trustees to bring more expertise to decision making
The Chamber also helped block or amend multiple bills that would have raised costs for employers, including:
• Mandatory 12-week paid family and medical leave
• Elimination of statute of limitations on civil actions
• Agricultural regulations that would have increased food prices ADVANCING
PRO-GROWTH POLICIES
In addition to defense, the Chamber proactively supported bills that will help the state grow responsibly, including:
• Multi-jurisdictional business licensing in Clark County and surrounding municipalities
• Transparency upgrades to the Nevada Public Notice Website
• Business Impact Statement compliance for state agencies
• Funding for 832 new police officer positions to support public safety
Collective Action, Tangible Results
With more than 150 Chamber members attending Legislative Day, the Vegas Chamber showed the strength and engagement of a business community that speaks with one voice. The Chamber’s strategic coalition-building included organizing 20–25 trade associations to present unified messages on business-critical issues. That level of coordination made a measurable difference.

Vegas Chamber joins national briefing with business and policy leaders in Washington, D.C.
The Vegas Chamber was proud to be in Washington, D.C., as Ross Perot Jr. was officially named Chairman of the U.S. Chamber of Commerce Board of Directors, succeeding outgoing Chair Mark Ordan. The leadership transition was a highlight of the national chamber’s recent business briefing, which brought together key decision-makers, policymakers and thought leaders to explore the issues shaping the future of American enterprise.
Vegas Chamber President and CEO Mary Beth Sewald attended the event alongside national and regional business leaders.
“It was incredibly valuable to be in the room for conversations that directly affect our members in Nevada,” said Sewald. “From tax policy to the evolving role of AI, we are ensuring the voice of Southern Nevada’s business community is heard and represented at the highest levels.”
The event featured U.S. Chamber President and CEO Suzanne Clark, who opened the program by emphasizing the urgency of cross-sector collaboration during a period of accelerating economic change. “The business community must be prepared not only to respond—but to lead,” she said.
Speakers included former Counselor to the President of the United States Kellyanne Conway, who shared insights on national sentiment and the political climate. Rep. August Pfluger, Chair of the Republican Study Committee, provided a timely update on tax legislation and what lies ahead after reconciliation.
Axios CEO Jim VandeHei led a session on the transformative impact of artificial intelligence on the future of work, calling on employers to prioritize agility and innovation. Small business owner Beth Benike of Busy Baby shared a compelling account of how federal tariffs are impacting entrepreneurs on the ground.
Attendees were also inspired by remarks from former Hewlett-Packard CEO Carly Fiorina, who
urged business leaders to consider the longterm role of enterprise in shaping America’s future as the country approaches its 250th birthday in 2026.
Interactive sessions spotlighted the U.S. Chamber’s “New Fight for Free Enterprise” initiative, with a focus on economic opportunity, competitiveness, and restoring trust in the business sector.

BUSINESS EXPO 2025
The Vegas Chamber’s Business Expo 2025 brought together hundreds of business leaders, entrepreneurs, and community champions on June 25, transforming the Expo floor into a dynamic hub of innovation, networking, and discovery.
Presented by Anthem Blue Cross Blue Shield, this year’s Expo captured the spirit of Southern Nevada’s business community with a half-day experience that included interactive booths, AI demos, and the fan-favorite Taste of Vegas. Guests explored everything from emerging technologies to community resources—and even had a chance to meet with the A’s and AI robots, reflecting the Chamber’s future-forward focus and its connection to Las Vegas’ professional sports scene.
“This is one of our most impactful Expos yet,” said Vegas Chamber Vice President of Membership Jose Valle. “From Chamber Chats with AI Vegas and our breakout zones to member-to-member connections, the event highlighted what makes our business community so resilient and forwardlooking.”
Standout moments and award winners included:

Advanced Management Group finds landscape conversions reduce water
bills, landscape maintenance costs
With ongoing drought conditions continuing to impact water levels in Lake Mead, the federal government has issued a water shortage declaration on the Colorado River, reducing Southern Nevada’s water supply by 7 billion gallons next year – enough water to serve more than 40,000 households annually.
“Conservation remains key to weathering this historic drought,” said Doug Bennett, Southern Nevada Water Authority conservation manager. “The long-term viability of our community depends not only upon continued conservation, but increased efforts by businesses and residents.”
According to Bennett, the best way for the community to conserve water is to follow the mandatory seasonal watering restrictions, prevent and report water waste, and replace nonfunctional grass with drip-irrigated landscaping.
“Reducing outdoor water use protects our water resources. Despite our efforts, there’s still an enormous amount of nonfunctional grass in this valley,” Bennett said. “The amount of water we’re applying to these decorative turf areas exceeds the shortage we’re facing. The solution to balancing our supply is literally beneath our feet.”
To help property owners convert thirsty grass to a drip-irrigated landscape, the SNWA offers a Water Smart Landscapes rebate of up to $3 per square foot of grass converted.
“We’ve converted grass at numerous multifamily properties and seen the benefits of water-smart landscapes,” said Bret Holmes, president of Advanced Management Group (AMG), a property management company overseeing more than 44 multifamily complexes in the Las Vegas area. “The landscape upgrades lowered the properties’ water bills thanks to much lower water usage. We also were able to reduce landscape maintenance costs.”
AMG is one of the property management teams leading the way when it comes to water conservation. The company sees the benefit to the community and the customers it serves by replacing grass. “It really is better for the environment and the city,” Holmes said, noting that the water and cost savings also are good for the bottom line.
While businesses like AMG help their clients see the economic and environmental benefits of converting grass to a water-smart landscape, many commercial

properties have put off making the change despite the generous SNWA cash incentives and positive benefits to the bottom line. Assembly Bill 356, a new law enacted this summer, will help spur the replacement of waterthirsty grass with drip-irrigated landscapes.
The legislation prohibits the use of Colorado River water to irrigate nonfunctional turf at commercial and multifamily properties by the end of 2026. Upgrading decorative grass to water-smart landscaping will help save more than 9.5 billion gallons of water annually –about 10 percent of Southern Nevada’s total annual water supply from the Colorado River.
“Water is the very fuel of our economy and our citizen’s livelihoods. We need business leaders to champion water conservation as a measure of ensuring economic sustainability and quality of life in our community,” Bennett said. He added that SNWA conservation experts offer a consultation service to commercial properties and HOAs looking to save water. The Vegas Chamber hosted a dynamic Chairwoman’s Luncheon at Fogo de Chão, bringing together business leaders for a timely conversation on the economic outlook for Southern Nevada. Chairwoman Janet Uthman of Cox Communications led the program, which featured keynote insights from Brian Gordon, Principal at Applied Analysis.
Gordon delivered a compelling presentation on key economic trends that are influencing the region’s growth trajectory. His data-driven perspective offered both context and foresight for businesses navigating rapid development, labor market shifts, and new population patterns in Southern Nevada.

The Vegas Chamber recently returned to the nation’s capital for its Mid-Year Washington, D.C. Fly-In, continuing its commitment to advocating for the business community in Nevada. The delegation was led by President and CEO Mary Beth Sewald and Chairwoman Janet Uthman of Cox Communications, along with Trustees Ryan Woodward, Betsy Fretwell, Hugh Anderson, and Michael Crome.
While in Washington, Chamber leaders met with several members of Nevada’s Congressional Delegation, including Sen. Jacky Rosen, Rep. Dina Titus, Rep. Mark Amodei, Rep. Susie Lee, Rep. Steven Horsford, and former Congressman Jon C. Porter. Discussions centered on the most pressing issues affecting Southern Nevada’s economy and workforce, with a focus on federal investments, infrastructure development, innovation, and education.
“Our role is to ensure that the voices of Nevada businesses are heard at every level of
government,” said Mary Beth Sewald. “These meetings are about building relationships, communicating priorities, and ensuring that our policies reflect the needs of employers and entrepreneurs back home.”
A key highlight of the trip included time on the Speaker’s Balcony with Darius Holmes of the Office of the Sergeant at Arms. It was a moment of reflection and pride for the group, overlooking the U.S. Capitol and reaffirming the significance of the work being done on behalf of Nevada.
The Vegas Chamber continues to lead on issues such as workforce development, economic diversification, and infrastructure expansion— ensuring Nevada remains competitive and futureready.

GOED’S MELANIE SHELDON NAMED TRAILBLAZING WOMAN OF THE YEAR AT 2025 FASTMARKETS VOLTAS AWARDS
The Nevada Governor’s Office of Economic Development (GOED) is announced that Melanie Sheldon, GOED’s senior director of business development, was named Trailblazing Woman of the Year at the 2025 Fastmarkets Voltas Awards in Las Vegas.
The award, which celebrates an exceptional woman who has demonstrated outstanding leadership and impact within her industry, recognized Sheldon for spearheading Nevada’s rise as a leader in battery supply chain development. “With so many inspiring and accomplished women on the shortlist, I’m honored to have been selected for this award,” said Sheldon. “Serving the people of Nevada and working to diversify our state’s economy have been highlights of my career, and it’s incredibly rewarding to be recognized for doing so.” Since joining GOED in 2016, Sheldon has worked to administer Nevada’s incentive programs and support company expansions, recruitment, and workforce development programs.
Thanks to her strategic leadership, Sheldon has played a part in helping over 120 companies move to Nevada, which has resulted in over 16,000 jobs and $11.4 billion investment in the state. “Melanie always represents the best of Nevada and has clearly positioned our state as a leader in lithium and battery technology,” said GOED Executive Director Tom Burns. “I’m proud to see her get this recognition.”

U.S. CHAMBER’S LITIGATION CENTER
DELIVERS MAJOR SUPREME COURT WINS
When it comes to protecting the American business community from regulatory overreach, few groups are more effective than the U.S. Chamber of Commerce’s Litigation Center. In the most recent U.S. Supreme Court term, the Litigation Center helped secure 12 legal victories—with three key environmental rulings that promise broader business benefits beyond any single sector. These wins reinforce the Chamber’s mission to create clearer, more predictable regulations, reduce compliance costs, and empower businesses to challenge harmful government actions
KEY SUPREME COURT VICTORIES:
• Diamond Alternative Energy v. EPA
The Court ruled that fuel producers could challenge EPA approvals of California’s restrictive vehicle emissions rules. The decision clarified that businesses can sue over agency actions that will predictably harm them—even if the regulations don’t target them directly.
• Seven County Infrastructure Coalition v. Eagle County, Colorado
This ruling narrowed the scope of the National Environmental Policy Act (NEPA), requiring agencies to focus only on a project’s immediate environmental impact. The result: fewer delays and more certainty in the permitting process.
• City and County of San Francisco v. EPA
The Court sided with permit holders, ruling that the EPA can’t impose liability through vague conditions beyond their control. The decision ensures more defined and enforceable environmental standards.
LOOKING AHEAD:
The Litigation Center continues to challenge regulatory overreach, with current lawsuits targeting rules from agencies like the FTC, CFPB, and NLRB. It’s also ramping up action against state-level regulations, with five active lawsuits to block burdensome or copycat policies.
EMPLOYER RETIREMENT PLAN MANDATE FOR NEVADANS
This year, Nevada was the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, became effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber
EXEMPTIONS:
• Employers with an existing retirement program are exempt.
• Employers with less than six employees are exempt.
• Employers in business for less than 36 months are exempt.
A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. Q What does your company provide?
Boyd Law is the only law school in the State of Nevada. Our mission is to educate high quality and ethical attorneys – and we have been successful in transforming Nevada and beyond in our 26 years of our existence. A cornerstone of our educational program is community service – focusing on the Las Vegas and greater Nevada communities to provide free legal services through servicelearning courses and our Thomas & Mack Legal Clinic. I know there is a perception that we do not need more lawyers – but we actually do! There are many people (perhaps some whom you know) who are not able to get an attorney to help them with their legal issues.
Q. Who or what influenced you to pursue this career?
In the eighth grade I was able to take a Law elective in my junior high school (Sage Junior High School in Forest Hills, NY). In that class, we met local lawyers and simulated a mock trial. Although I realized I did not want to be a litigator
(appearing in court), I realized I loved the law and the work that a lawyer does – in large part, translating what the law means to everyday people.
Q. What is the most exciting part of your job?
Seeing a news story about a client come to life via smart, authentic, honest and compelling storytelling is rewarding for me and my team. I also take delight in killing negative stories through a thoughtful presentation of the facts. And finally, I love experiencing successful events in which my firm has played a part.
A few of my favorites? Battle for Vegas – the epic charity softball game between players from Vegas Golden Knights and the Las Vegas Raiders; Enchant Christmas at Las Vegas Ballpark; and everything that happens at Downtown Summerlin!
Q. Can you share a piece of advice to give to other females pursuing their career goals?
Find yourself a sponsor. A sponsor is a mentor who will advocate for you and potentially lead you to opportunities. Finding a sponsor can be slightly harder than finding a mentor –many people will be happy to mentor you (lots of people like to give advice). But it’s more work for a sponsor to not only give you advice but to put themselves out there for you.

Though I had been collaborating with the Chamber since 2019 through my role at the Governor’s Office of Economic Development—focusing on international trade, exports, and attracting foreign direct investments—I hadn’t yet discovered this powerful local network of women leaders. Thanks to Lori and Gina Bongiovi, I was introduced to this extraordinary group.
The EWC’s mission to empower women through mentoring, education, and community-building has led to unforgettable experiences. A true highlight was the exclusive LVMPD SWAT tour last November. On another occasion, we learned from the Women of Las Vegas Metro Police Department through a classroom presentation on mission and structure, outdoor tactical demonstrations, and an up-close K-9 tour—an unforgettable display of leadership and courage.
Southern Nevada has rapidly evolved into a major hub for the sports economy and professional teams with the addition of the Athletics Team marking a pivotal moment for Las Vegas.
EWC members also engage in high-impact programs likethe Vegas Chamber’s Legislative Day with Nevada legislators, advocating on key issues from early childhood education, and healthcare, to economic growth. Eggs & Issues connects us directly with congressional representatives, and Setbacks & Comebacks with Marion Jones reminded us that failure isn’t forever.
From Education Symposium: Let’s Improve K-12 sessions, to recruitment mixers for Vegas Chamber Leadership programs, to the exclusive Formula 1 Grand Prix Reception, the EWC continuously delivers access, knowledge, and inspiration.
Whether it’s welcoming international government and business delegations or supporting local startups, the Vegas Chamber and EWC are always present—building bridges, strengthening Nevada, and lifting each other up.

The Las Vegas Convention and Visitors Authority (LVCVA) released its latest Las Vegas Visitor Profile Study, which painted a picture of a thriving tourism economy in 2024. Conducted by the LVCVA’s Research Center since 1975, the annual report reflects evolving visitor behaviors and travel sentiments, offering insights into emerging trends, spending habits, and overall visitor satisfaction.
The Las Vegas Visitor Profile Study is a valued resource to the tourism and business communities in Southern Nevada, helping hospitality leaders better understand our visitors and improve marketing strategies for the destination. Highlights from the 2024 report include:
• Over one-half of visitors (54 percent) said that Las Vegas exceeded their expectations, an increase from 48 percent in 2023.
• Per-trip spending increased significantly year over year among all visitors for lodging, food and drink, and shopping.
• Visitors stayed longer with an average of 3.4 nights and 4.4 days, a slight increase from 3.3 nights and 4.3 days in 2023.
• One in eight visitors traveled from abroad, same as last year.
• More visitors were employed and earned higher incomes compared to last year.
• The average age of visitors was 44 years old, same as last year.
Las Vegas welcomed 41.7 million visitors in 2024, up two percent from last year and approaching the destination’s highest visitation level of 42.9 million in 2016. Las Vegas continues to evolve as the number one tourist destination, consistently delivering new and unforgettable experiences. In 2024, large-scale events such as Super Bowl LVIII, Formula 1 Las Vegas Grand Prix, and the debut of Neon City Festival in Downtown Las Vegas aided in driving visitation and spending. SPHERE, Fontainebleau Las Vegas and Durango Casino and Resort also completed their first full year of operation after opening their doors in 2023.
Additionally, visitor spending in 2024 hit an alltime high for the third consecutive year, totaling $55 billion compared to $51 billion in 2023. Driven by visitor spending on accommodations, dining, and other activities, tourism stimulates ripples of economic activity that directly support employment, wages, schools, transportation, and other public services in our community.
Insights from this study underscore Las Vegas’ commitment to continuing to redefine the visitor experience. From world-class hotels and resorts to unrivaled entertainment and global events, Las Vegas remains unmatched.

Rina teaches Crisis Management through UNLV’s Continuing Education Program, and she has earned certifications in Advanced Crisis Communications and Reputation Risk Management. Rina is a graduate of the Las Vegas Chamber of Commerce’s Leadership Las Vegas program and currently serves on the Leadership Las Vegas Council.
