THE VEGAS CHAMBER MOVES INTO THE CIVIC CENTER

EMBARKING ON A NEW ERA OF PARTNERSHIPS AND CONNECTIONS

The Vegas Chamber has officially moved into its new home at The Las Vegas Civic Center at Carolyn G. Goodman Plaza, marking a significant milestone in the organization’s history. This move brings business leaders closer to the heart of civic activity and resources to help them grow and thrive.

Located on the Las Vegas City Hall campus, the newly constructed $190 million Civic Plaza spans an entire downtown block and houses more than 1,000 city employees, the municipal court, and over 250,000 square feet of leased office space. The Vegas Chamber now joins key partners—including Workforce Connections— in one centralized, highly accessible location.

Civic Plaza is designed to be a one-stop shop for residents and business owners, eliminating the need to visit multiple buildings to conduct city business. Las Vegas Mayor Shelley Berkley emphasized the long-term benefits of consolidating services.

“Most cities in the United States have a civic plaza; now the city of Las Vegas has one,” Berkley said in a recent interview with 8 News Now. “Bringing everybody under one roof and ending the leases where we were in many, many different buildings

“We worked really hard to get the Vegas Chamber back downtown,” Fretwell said.

“I think it creates an opportunity for enhanced partnerships moving forward. It’s centrally located. You’re going to see lots and lots of businesses and business partners making their way across the street from this incredible building—and that’s what should be happening here.”

The Chamber’s new 13,000-squarefoot office space is designed to support member engagement, workforce innovation, and stronger publicprivate collaboration, the space is both symbolic and practical—placing business advocacy at the core of the city’s civic infrastructure.

WASHINGTON, D.C. FLY-IN 2025

BRINGS UNITY, ADVOCACY, AND BOLD IDEAS TO WASHINGTON

From September 14–18, 2025, the Vegas Chamber proudly convened more than 300 business, government, nonprofit, and education leaders in the nation’s capital for its annual Washington, D.C. Fly-In. As one of the largest state delegations in the country, the Fly-In continues to elevate Nevada’s voice on Capitol Hill and deliver unmatched access to the policymakers shaping our state’s future.

Over four days, delegates met directly with members of Congress, federal agencies, and national thought leaders on issues ranging from economic policy and infrastructure to workforce innovation and civic engagement. Hosted by the Vegas Chamber and in partnership with key organizations like the U.S. Chamber of Commerce, this year’s Fly-In solidified its role as the most influential federal advocacy trip for Southern Nevada’s business community. Chamber members met with Nevada Congressional Leaders Senator Catherine Cortez Masto, Senator Jacky Rosen, Congressman Mark Amodei, Congresswoman Susie Lee, and Congressman Steven Horsford. Congresswoman Dina Titus also joined us via video stream.

One key highlight was a timely panel on how major sports venues can play a role in increasing civic participation. Moderated by Piper Overstreet, Senior VP of Government and Community Relations for the Las Vegas Raiders, the conversation featured Nevada Secretary of State Francisco Aguilar and Michael Hanmer, Director of the Center for Democracy and Civic Engagement at the University of Maryland. Panelists discussed how arenas like Allegiant Stadium can serve as trusted spaces for voter outreach, education, and access—building deeper civic ties in the communities they serve.

In a fireside chat, Chamber President and CEO Mary Beth Sewald sat down with Danielle Casey, the new President & CEO of the Las Vegas Global Economic Alliance. Casey offered early insight into her economic development philosophy, stressing

the importance of both attracting new industries and supporting the growth of existing businesses across Southern Nevada.

“The Vegas Fly-in was a great experience. Hearing directly from all of our Nevada elected officials provided great insight into items that affect us every day in Nevada. Beyond that, the best part was getting to spend quality time with so many fellow Nevadans and developing relationships that will be valuable well into the future. I’m already looking forward to going back next year.”

Federal Policy and the Nevada Economy

A powerhouse panel explored how federal policy shapes Nevada’s economic climate. Speakers included Thomas Burns (GOED), Taylor Adams (EDAWN), Betsy Fretwell (LVGEA), Daren Griffin (Reno-Tahoe Airport Authority), Steve Hill (LVCVA), and Joanna Jacob (Clark County). From tourism and construction to public lands and water infrastructure, the discussion highlighted the importance of a united, state-wide strategy for securing federal resources and removing growth barriers.

The Fly-In also featured a strategic session with Charles Moran, Associate Administrator for External Affairs

at the National Nuclear Security Administration (NNSA). Moran outlined the NNSA’s mission to protect the nation through secure nuclear stewardship, nonproliferation, and technological innovation—many of which have long-term implications for Nevada’s scientific, defense, and clean energy sectors.

At the Heart of Business Advocacy

The Vegas Chamber hosted remarks at the U.S. Chamber of Commerce Headquarters, where Mary Beth Sewald addressed the significance of bringing 300 leaders to Washington. She thanked the U.S. Chamber for its ongoing partnership and spotlighted the One Big Beautiful Bill Act— signed into law on July 4—which introduces transformative tax and spending policies to support small businesses and boost economic growth. We were honored to hear from Tom Wickham, Vice President and Managing Director of Government Affairs at the U.S. Chamber of Commerce, whose insights helped frame the discussion.

This year’s Fly-In featured exciting elements designed to deepen engagement and connection. Our newly introduced Engagement Notebooks helped delegates capture ideas and moments of impact throughout the trip, while our Spouses Program offered tailored experiences for guests joining the delegation. Another highlight was the River Cruise Reception, which brought attendees together for a memorable evening of networking, celebration, and D.C. skyline views.

CHAMBER HOSTS CONVERSATION WITH

HIGHER EDUCATION LEADERS

As part of its ongoing commitment to regional collaboration and workforce development, the Vegas Chamber and the Las Vegas Global Economic Alliance (LVGEA) co-hosted a special Higher Education Welcome Reception in Washington, D.C., spotlighting the pivotal role of higher education in shaping the future of Southern Nevada.

The evening brought together business, government, and community leaders to recognize and welcome key figures advancing educational excellence across the state. Attendees were joined by Nevada System of Higher Education (NSHE) Chancellor Matt McNair, J.D., Dr. Chris Heavey, Executive Vice President and Provost of the University of Nevada, Las Vegas (UNLV), and Dr. Stacy Klippenstein, President of the College of Southern Nevada (CSN). Each shared their vision for expanding educational access, strengthening economic mobility, and fueling Nevada’s long-term growth.

The discussion was co-moderated by Danielle Casey, the newly appointed President and CEO of LVGEA, and Paul Moradkhan, Senior Vice President of Government Affairs for the Vegas Chamber. Casey

brought a seasoned perspective on how academic institutions can collaborate with private and public partners to accelerate economic development opportunity.

“Our institutions of higher learning are essential to advancing innovation and economic resiliency in Nevada,” said Moradkhan. “Tonight’s reception is about recognizing that role—and renewing our shared commitment to student success, workforce readiness, and community impact.”

Chancellor McNair underscored NSHE’s commitment to statewide collaboration, while Dr. Heavey and Dr. Klippenstein emphasized the importance of aligning academic pathways with evolving industry needs, ensuring graduates are prepared for meaningful careers in Nevada’s growing economy.

The Chamber and LVGEA continue to champion initiatives that foster cross-sector alignment, and this reception served as both a welcome and a call to action. Strong partnerships with higher education remain critical as the region works to build a competitive and inclusive economy.

Advanced Management Group finds landscape conversions reduce water bills, landscape maintenance costs

With ongoing drought conditions continuing to impact water levels in Lake Mead, the federal government has issued a water shortage declaration on the Colorado River, reducing Southern Nevada’s water supply by 7 billion gallons next year – enough water to serve more than 40,000 households annually.

“Conservation remains key to weathering this historic drought,” said Doug Bennett, Southern Nevada Water Authority conservation manager. “The long-term viability of our community depends not only upon continued conservation, but increased efforts by businesses and residents.”

According to Bennett, the best way for the community to conserve water is to follow the mandatory seasonal watering restrictions, prevent and report water waste, and replace nonfunctional grass with drip-irrigated landscaping.

“Reducing outdoor water use protects our water resources. Despite our efforts, there’s still an enormous amount of nonfunctional grass in this valley,” Bennett said. “The amount of water we’re applying to these decorative turf areas exceeds the shortage we’re facing. The solution to balancing our supply is literally beneath our feet.”

To help property owners convert thirsty grass to a drip-irrigated landscape, the SNWA offers a Water Smart Landscapes rebate of up to $3 per square foot of grass converted.

“We’ve converted grass at numerous multifamily properties and seen the benefits of water-smart landscapes,” said Bret Holmes, president of Advanced Management Group (AMG), a property management company overseeing more than 44 multifamily complexes in the Las Vegas area. “The landscape upgrades lowered the properties’ water bills thanks to much lower water usage. We also were able to reduce landscape maintenance costs.”

AMG is one of the property management teams leading the way when it comes to water conservation. The company sees the benefit to the community and the customers it serves by replacing grass. “It really is better for the environment and the city,” Holmes said, noting that the water and cost savings also are good for the bottom line.

While businesses like AMG help their clients see the economic and environmental benefits of converting grass to a water-smart landscape, many commercial

properties have put off making the change despite the generous SNWA cash incentives and positive benefits to the bottom line. Assembly Bill 356, a new law enacted this summer, will help spur the replacement of waterthirsty grass with drip-irrigated landscapes.

The legislation prohibits the use of Colorado River water to irrigate nonfunctional turf at commercial and multifamily properties by the end of 2026. Upgrading decorative grass to water-smart landscaping will help save more than 9.5 billion gallons of water annually –about 10 percent of Southern Nevada’s total annual water supply from the Colorado River.

“Water is the very fuel of our economy and our citizen’s livelihoods. We need business leaders to champion water conservation as a measure of ensuring economic sustainability and quality of life in our community,” Bennett said. He added that SNWA conservation experts offer a consultation service to commercial properties and HOAs looking to save water. TECHNICAL CORRECTIONS ACT WILL STREAMLINE DEVELOPMENT IN NORTH LAS VEGAS

The City of North Las Vegas joined federal and state leaders to celebrate the passage of the Apex Area Technical Correction Act with a ceremonial signing ceremony.

The legislation, championed by U.S. Senator Catherine Cortez Masto (D-Nev.) and Congressman Steven Horsford (D-Nev.-04) and signed into law by President Donald Trump in July, is a victory for economic development in North Las Vegas. It streamlines development at the Apex Industrial Park and allows the City of North Las Vegas to issue permits for necessary utilities services, including electric, water, natural gas, phone and rail along right-of-ways. Previously, businesses would have to go through the Bureau of Land Management.

The Vegas Chamber proudly launched the Leadership Las Vegas Class of 2026—known as the G.O.A.T.s—at Nellis Air Force Base with a powerful three-day Gateway experience that set the tone for a transformative journey ahead.

This year’s class brings together 60 dynamic professionals from a wide range of industries, united by a shared commitment to community, collaboration, and civic impact. Over the course of the immersive Gateway program, participants engaged in heartfelt conversations, leadership exercises, and thoughtprovoking discussions that sparked immediate connections and laid the foundation for lasting friendships.

Hosted at Nellis Air Force Base, the opening retreat offered an inspiring backdrop for exploring leadership in action, service to the country, and the importance of working together to shape the future of Southern Nevada. From breakout sessions to team challenges, the

class bonded quickly—emerging from the weekend with a deep sense of camaraderie and purpose.

Throughout the 10-month program, members of the Class of 2026 will explore key issues shaping our region, from economic development and education to health care, infrastructure, and beyond. They will hear from community leaders, collaborate across sectors, and develop the skills and relationships needed to make a meaningful impact.

ALLEGIANT CELEBRATES CUSTOMER APPRECIATION WEEK BY GIVING AWAY NEARLY $1 MILLION IN FREE FLIGHTS

Allegiant made this year’s Customer Appreciation Week unforgettable, giving away nearly $1 million in free flights to delighted customers across the country. The festivities kicked off with airline representatives and crew members surprising unsuspecting passengers with the news that they would receive a $250 voucher, which is good for a roundtrip flight—plus amenities – in Allegiant’s network.

In Provo, Utah, travelers waiting for their flights were welcomed with a festive prize wheel offering chances to win travel rewards, branded gear, and other giveaways. At select gates, pilots stepped out of the flight deck to personally deliver the news that Allegiant would help cover their next vacation. On other flights, the announcement came mid-air, with flight attendants revealing the surprise over the intercom, sparking cheers, applause, and spontaneous high-fives throughout the cabin.

“This is our way of saying thank you to our customers in a truly special way,” said Drew Wells, Allegiant’s Chief Commercial Officer. “Our passengers are at the heart of everything we do. Their loyalty has fueled our growth, and this giveaway is our way of letting them know how much we value them.”

SMALL BUSINESS RESOURCE CENTER

This month, the Vegas Chamber will officially open its Small Business Resource Center, a new initiative designed to support and elevate the region’s small business community. Located at the Chamber’s soon to be opened Civic Plaza headquarters, the Center will serve as a hub for training, resources, and collaboration tailored specifically to the needs of entrepreneurs and small business owners.

The launch represents a major step forward in the Chamber’s commitment to fostering economic growth through small business development. Spearheaded by Chairwoman Janet Uthman and Trustee Shaundell Newsome, who chairs the Small Business Task Force, the Center was built on a vision of creating a space where small businesses can not only survive—but thrive. What makes the Resource Center unique is its memberdriven foundation. Nearly 200 small business members participated in a survey that helped shape the Center’s offerings, from the types of training available to the structure of its programming. The result is a highly responsive and practical resource designed with direct input from the community it serves.

Kayla Wilkens, the Chamber’s new Small Business Resource Center program manager, will coordinate the Center’s offerings and help small business members connect to the resources they need.

Programming will begin in October with a series of webinars, hands-on workshops, and networking events. These sessions will connect members with expert guidance and partner organizations, offering opportunities to build skills, share experiences, and grow their businesses.

The U.S. Chamber, in partnership with key industry associations, hosted a summit to explore the economic impact, trends, policies, and opportunities shaping the future of sports and entertainment.

Sports and entertainment aren’t just pastimes, they’re industries driving economic growth, jobs, and global influence. From the rise of women’s sports and the evolution of athlete-to-entrepreneur careers to the fastmoving shifts in media, policy, and technology, sports and entertainment are more than cultural cornerstones, they are powerful economic drivers.

During the inaugural “An Economic Engine: Sports, Entertainment, and Policy-Driven Growth” summit,

the U.S. Chamber convened leaders in sports and entertainment, corporate executives, professional athletes, artists and policymakers to discuss the business of sports and entertainment.

“Sports, music, and film bring together people from all backgrounds and every corner of our country. They are areas that offer great potential to find common ground and share in the thrill and excitement of their industries,” said Rick Wade, Senior Vice President of Strategic Alliances and Outreach, U.S. Chamber of Commerce.

HAS YOUR BUSINESS COMPLIED WITH THE NEW RETIREMENT PLAN MANDATE

This year, Nevada was the latest state to mandate that most businesses provide a retirement plan for their employees.

SB 305, which was passed in the 2023 legislative session, became effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber

EXEMPTIONS:

• Employers with an existing retirement program are exempt.

• Employers with less than six employees are exempt.

• Employers in business for less than 36 months are exempt.

A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment options, pre-tax contributions, loan options, and employer contributions.

The Vegas Chamber offers members a pre-

negotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. The Chamber will be keeping members informed as more details regarding this mandate become available.

No more than 100 employees received compensation of $5,000 or more in the preceding year, and the employer didn’t offer a plan covering substantially the same employees during the previous three tax years.

VEGAS CHAMBER HOSTS EXECUTIVE WOMEN’S COUNCIL RECEPTION IN WASHINGTON, D.C.

EMPOWERING WOMEN IN LEADERSHIP

Aspirit of empowerment, connection, and leadership filled the room at the historic Willard Hotel as the Vegas Chamber hosted the Executive Women’s Council (EWC) Reception during the 2025 Washington, D.C. Fly-In.

Held at the historic Willard InterContinental Hotel, the reception welcomed 75 members and guests of the EWC. The Executive Women’s Council is an initiative dedicated to elevating women’s careers to the highest levels through educational programming, mentoring, and authentic relationship-building.

Mary Beth Sewald, President and CEO of the Vegas Chamber, opened the program by celebrating the EWC’s mission and the power of women leaders to shape Nevada’s future. “Together, we’re creating a network of female leaders ready to make a meaningful impact in Nevada and beyond,” she said.

Holly Silvestri, Partner at The Ferraro Group and EWC steering committee member, followed with remarks highlighting the Council’s growth since its founding in 2019. She emphasized the value of connection and invited attendees to explore membership, noting that EWC hosts four educational events and two social gatherings annually. Holly also recognized Howard

Hughes as the EWC’s annual presenting sponsor and thanked NV Energy for sponsoring the reception.

Tony Sanchez, Executive Vice President of Business Development and External Relations at NV Energy, spoke about the company’s commitment to access and inclusion. “NV Energy is proud to support the mission of the Executive Women’s Council, ensuring executive women in business have unique opportunities for education and professional development,” he said, also offering a personal tribute to the women in his life.

The program concluded with heartfelt remarks from Assemblywoman Elaine Marzola, who shared her journey as an immigrant and her pride in representing Nevada. “To stand here today, in front of so many executive women from Nevada, as an Assemblywoman for our state, it’s a full-circle moment,” she said. “This country gave me opportunities I could only dream of as a little girl. And I hope my story reminds others that the American Dream is still alive.”

The Executive Women’s Council Reception marked a milestone in the Chamber’s commitment to fostering leadership, inclusivity, and representation. As part of the annual D.C. Fly-In, it offered a powerful platform for women to connect, reflect, and lead together.
