UNDERSTANDING NEVADA’S NEW 401K MANDATE WITH
NEVADA STATE TREASURER CONINE
A significant change is coming to most Nevada businesses. Beginning July 1, 2025, most employers must offer to their employees access to a retirement savings plan. This is the result of legislation passed in 2023 to give more Nevada workers access to a retirement savings program that allows them to defer part of their paycheck so they can more easily save for their future.
The Vegas Chamber is here to help you understand this new requirement and how your business can comply. In addition to helping you better understand how to comply with this mandate, the Vegas Chamber has an Association Retirement Plan - a group 401K plan - that its members can access. Utilizing the Vegas Chamber’s 401K plan is an easy way for your company to comply with the mandate.
The Vegas Chamber recently hosted a timely conversation on Nevada’s upcoming retirement savings mandate. The session featured remarks from Vegas Chamber President and CEO Mary Beth Sewald, Nevada State Treasurer Zach Conine, Dep-
uty Treasurer Leslie Mohlenkamp, and Joe Caldera, President of Caldera Wealth Management.
The state mandate—enacted through Senate Bill 305 in 2023—requires most employers in Nevada to offer a retirement savings program to eligible employees. Businesses that do not currently offer a tax-favored plan such as a 401K will be required to either enroll in the state’s new Nevada Employee Savings Trust (NEST) or provide another qualifying alternative.
“We feel strongly this is important information businesses need to know and prepare for,” Sewald said. “The Chamber has offered a 401K plan for members for several years now, and we’re committed to helping you understand all your options and stay compliant.”
State Treasurer Conine emphasized the purpose of the mandate: to close the retirement access gap and help Nevadans build long-term financial security. “Our goal is not to compete with existing plans like the Chamber’s 401K,” Conine said. “The point is to ensure as many people as possible are saving for retirement, whether through the state’s IRA-based program or another trusted provider.”
Under the new law, employers with more than five employees and at least three years in business will be required to participate if they do not already offer a qualifying plan. Employees must be at least 18 years old and employed for four months to be eligible.
Those who qualify but do not offer a plan will be automatically enrolled in NEST—a Roth IRA program that deducts post-tax contributions from employees’ paychecks. Employers are responsible for sharing information and facilitating payroll deductions but are not required to contribute to employee accounts.
To streamline implementation, Nevada joined a multi-state partnership with Colorado, Delaware, Maine and Vermont to pool resources and reduce administrative costs. The state has contracted with Vestwell to manage the backend technology and support, allowing employers to integrate their payroll systems and manage enrollments efficiently.
Deputy Treasurer Mohlenkamp shared that communications will begin going out in June, targeting businesses identified through unemployment insurance records and public tax data. Employers who already offer a plan can complete a simple online affidavit to opt out of the state program.
“There’s no intent to penalize employers,” Conine clarified. “This is about education and access. Employers will receive support, and employees can opt out at any time.”
Joe Caldera, who has partnered with the Chamber on its group 401K plan since 2020, outlined the differences between the state’s IRA-based NEST and a 401K program. A key difference is that employees can save more under a 401K plan. Contribution limits are higher with 401K plans—up to $23,500 annually (or $31,000 for those over 50), compared to $7,000 and $8,000 for IRAs.
Additionally, 401K plans offer more customization, including employer matching, profit sharing, and loan access—features not available with NEST.
Caldera noted that the Chamber’s plan was specifically designed to be accessible and affordable for small to mid-sized businesses, with minimal administrative burden and support from a dedicated retirement planning team.
“There’s never been a better time to offer a retirement plan,” Caldera said. “With new tax credits from the SECURE 2.0 Act and integrated payroll systems, the cost barrier has been removed.”
Caldera also emphasized the importance of financial literacy and early saving. “Small increases over time, like bumping your contribution by 1–2 percent each year, can have a major impact,” he said. “The power of compounding is real, and it’s essential that we help employees understand the long-term value of retirement planning.”
The conversation also touched on employee motivation. Both Conine and Caldera encouraged employers to dedicate time to educate staff and promote a culture of financial wellness. “Often, just starting the conversation is the hardest part,” said Conine. “But once people see their savings grow, it becomes something they want to stick with—and build on.”

NAVIGATING ECONOMIC UNCERTAINTY WITH JEREMY AGUERO
The Vegas Chamber recently hosted its latest “Situation Report: Navigating the Now” webinar, sponsored by Brownstein, featuring Principal Analyst Jeremy Aguero of Applied Analysis. Moderated by Chamber President and CEO Mary Beth Sewald and Government Affairs Chair Hugh Anderson, the webinar offered key data-driven insights into Nevada’s economy, tourism outlook, and current legislative trends. Aguero kicked off his presentation by urging attendees to focus on facts over fear. While the national economic conversation is filled with speculation and political noise, Aguero emphasized the importance of grounding decisions in reliable indicators. Despite signs of a softening economy, he noted, “Our economy isn’t collapsing — it’s recalibrating.”

CITY OF NORTH LAS VEGAS
CELEBRATES OPENING OF THE DOLORES HUERTA RESOURCE CENTER
In April 2025, the City of North Las Vegas celebrated the opening of the Dolores Huerta Resource Center (DHRC). This one-stop community hub provides free educational classes, health services, legal workshops, technology training, workforce development courses and cultural events to all Southern Nevada residents.
“The Dolores Huerta Resource Center underscores our commitment to providing accessible community-minded resources in North Las Vegas,” said North Las Vegas Mayor Pamela Goynes-Brown. “It’s more than a building - it’s a vital resource for our community, one that will continue the legacy of empowerment and inclusion championed by its namesake, Dolores Huerta.”
Dolores Huerta is one of the most influential labor activists of the 20th century and co-founded the United Farm Workers Association. The center, named in her honor, will offer services in both English and Spanish and is expected to serve more than 2,000 residents annually. It is funded in part through $1.6 million in federal Community Project Funding.

The Just One Project, a local non-profit organization known for its innovative solutions to food insecurity, housing support, and intensive case management with wrap-around services, operates the DHRC. Advanced Management Group finds landscape conversions reduce water
bills, landscape maintenance costs
With ongoing drought conditions continuing to impact water levels in Lake Mead, the federal government has issued a water shortage declaration on the Colorado River, reducing Southern Nevada’s water supply by 7 billion gallons next year – enough water to serve more than 40,000 households annually.
“Conservation remains key to weathering this historic drought,” said Doug Bennett, Southern Nevada Water Authority conservation manager. “The long-term viability of our community depends not only upon continued conservation, but increased efforts by businesses and residents.”
According to Bennett, the best way for the community to conserve water is to follow the mandatory seasonal watering restrictions, prevent and report water waste, and replace nonfunctional grass with drip-irrigated landscaping.
“Reducing outdoor water use protects our water resources. Despite our efforts, there’s still an enormous amount of nonfunctional grass in this valley,” Bennett said. “The amount of water we’re applying to these decorative turf areas exceeds the shortage we’re facing. The solution to balancing our supply is literally beneath our feet.”
To help property owners convert thirsty grass to a drip-irrigated landscape, the SNWA offers a Water Smart Landscapes rebate of up to $3 per square foot of grass converted.
“We’ve converted grass at numerous multifamily properties and seen the benefits of water-smart landscapes,” said Bret Holmes, president of Advanced Management Group (AMG), a property management company overseeing more than 44 multifamily complexes in the Las Vegas area. “The landscape upgrades lowered the properties’ water bills thanks to much lower water usage. We also were able to reduce landscape maintenance costs.”
AMG is one of the property management teams leading the way when it comes to water conservation. The company sees the benefit to the community and the customers it serves by replacing grass. “It really is better for the environment and the city,” Holmes said, noting that the water and cost savings also are good for the bottom line.
While businesses like AMG help their clients see the economic and environmental benefits of converting grass to a water-smart landscape, many commercial

properties have put off making the change despite the generous SNWA cash incentives and positive benefits to the bottom line. Assembly Bill 356, a new law enacted this summer, will help spur the replacement of waterthirsty grass with drip-irrigated landscapes.
The legislation prohibits the use of Colorado River water to irrigate nonfunctional turf at commercial and multifamily properties by the end of 2026. Upgrading decorative grass to water-smart landscaping will help save more than 9.5 billion gallons of water annually –about 10 percent of Southern Nevada’s total annual water supply from the Colorado River.
“Water is the very fuel of our economy and our citizen’s livelihoods. We need business leaders to champion water conservation as a measure of ensuring economic sustainability and quality of life in our community,” Bennett said. He added that SNWA conservation experts offer a consultation service to commercial properties and HOAs looking to save water. A POWER-PACKED LUNCHEON WITH THE ATHLETICS
The sold-out A’s Business Power Luncheon delivered insight, energy and excitement as nearly 300 business and community leaders gathered to hear firsthand about Major League Baseball’s next chapter in Las Vegas.
Hosted by the Vegas Chamber and presented by Boyd Gaming, the event featured a lively conversation between A’s President Marc Badain and Vegas Chamber Board Chairwoman Janet Uthman of Cox Communications. Guests were treated to an in-depth discussion on the A’s plans, progress and
what the future of baseball means for the Southern Nevada economy.
Vegas Chamber President and CEO Mary Beth Sewald opened the event alongside Boyd Gaming’s Paul Anderson, setting the stage for a powerful conversation about growth and regional opportunity. “At the Vegas Chamber, our purpose is to cultivate growth and prosperity,” said Sewald. “We are excited to help create opportunities for our members to engage in projects that will shape the future of our community. Major League Baseball
on the Las Vegas Strip is not just about sports—it’s about jobs, tourism, and national visibility.”
Badain, a familiar face in Las Vegas sports, shared the team’s vision for community engagement, small business inclusion, and long-term economic development. He also revealed early design renderings of the proposed ballpark—an enclosed stadium with the aesthetic of an open-air experience, blending architectural innovation with natural light and iconic placement on Las Vegas Boulevard.
The 33,000-seat stadium, part of a 9-acre site formerly occupied by the Tropicana, will host 81 regular season games annually. That translates to more than 1 million ticketed fans, with additional exposure from nationally televised broadcasts and associated events. “There’s nothing like a 162game season to connect with the community,” said Badain. “We want this stadium to be a place where local residents and businesses feel a sense of pride, ownership and excitement.”
As momentum builds around the A’s Las Vegas ballpark project, several key milestones have come to fruition. Most notably, the Clark County Commission unanimously approved the creation of the Sports and Entertainment Improvement District— an important step toward funding the development. This district will raise $120 million in bonds for the $1.75 billion stadium, complemented by county and state contributions for infrastructure improvements and long-term regional growth.
“It’s a strong example of the kind of collaboration that drives meaningful progress in Southern Nevada,” Sewald added. “And the Vegas Chamber is proud to champion these efforts across our business community.”
The A’s organization also acknowledged the vital role of partnerships and regional cooperation. From opportunities for small businesses to the
importance of creating local jobs, the franchise is committed to building more than a stadium—it’s building roots. In his remarks, Badain emphasized the role of the business community in helping the team succeed long before the first pitch is thrown.
Throughout the luncheon, attendees had the opportunity to participate in interactive experiences, including a pitching station and a best-dressed giveaway. These moments of fun underscored the spirit of excitement that professional baseball is already bringing to Southern Nevada.

North Las Vegas’ Municipal Forestry program has taken great strides over the past year; improving the City’s tree canopy to being named “Tree City USA” for the first time. The Western Chapter International Society of Arboriculture, WCISA, has added to the accolades by selecting North Las Vegas for two Harry J. Banker Gold Leaf Awards. The awards recognize outstanding efforts in either landscape beautification projects or Arbor Day activities.
The first Gold Leaf Award is for the Historic Kiel Ranch Orchard Restoration Project, an initiative that focuses on mitigating the urban heat island effect and addressing food insecurity with a major enhancement of the orchard that has served North Las Vegas since 1875. The City’s 2024 Arbor Day events also earned a Gold Leaf Award.
“The City of North Las Vegas implemented an aggressive Municipal Forestry program in late 2023 with the mission of improving our tree canopy, thereby providing more shade and improved air quality for the community,” says Parks and Recreation Director Doug Guild. “While we still have a long way to go to reach our goals, recognition from organizations like WCISA and the Arbor Day Foundation show our team that its efforts have been making a positive impact for our residents. Our Municipal Forester, Eddie Rodriguez, has expertise in the world of trees that will continue to strengthen the City’s efforts. I could not be prouder of the teams’ dedication to the community.”
Red Ridge Development founder Patrick Brennan held a ceremonial groundbreaking Tuesday for his $450 million project on a roughly 6-acre plot in downtown Las Vegas. It is slated to feature a 32-story condo tower, a five-story apartment building and retail and office space.
Southern Nevada’s heavily suburban housing market is blanketed with single-family housing tracts and garden-style apartment complexes, along with plenty of strip malls that locals typically drive to. But Brennan, who grew up in Las Vegas, said the
valley has long missed out on having neighborhoods with retail and cultural offerings “that you can actually walk to,” and he contends the demand for this style of living is significant locally.
Symphony Park, which spans 61 acres along Grand Central Parkway at Bonneville Avenue, is home to The Smith Center for the Performing Arts and the Discovery Children’s Museum.

STRENGTHENING SMALL BUSINESS & SHAPING POLICY AT THE CHAIRWOMAN’S LUNCHEON
Amajor highlight of last month’s Chairwoman’s Luncheon was the official signing of a memorandum of understanding (MOU) between the Vegas Chamber and the Nevada Small Business Development Center (SBDC). This new partnership reflects a shared commitment to supporting the growth of small businesses across Southern Nevada by providing access to tools, advising and long-term resources.
Chairwoman Janet Uthman of Cox Communications and Winnie Dowling, state director of the Nevada SBDC, joined Vegas Chamber President and CEO Mary Beth Sewald for the ceremonial signing. With host locations already established at UNLV and the City of North Las Vegas, the Nevada SBDC is expanding its reach through this formal relationship with the Chamber—adding even greater access for businesses in need of expert support. The SBDC’s experience in confidential business advising, performance tracking and economic impact analysis makes it a vital partner in the Chamber’s mission to help local businesses thrive.
The luncheon also featured a presentation by Jill Tolles, executive director of the Kenny Guinn Center for Policy Priorities, who led an engaging overview of the Center’s latest research and policy work. Tolles highlighted the Center’s multidisciplinary team—comprising policy directors, academic faculty, graduate students and subject mat-
ter experts—who are focused on tackling Nevada’s most pressing challenges.
The Guinn Center’s research spans education policy, economic and fiscal policy, health and social services, governance and election policy. Tolles walked attendees through the Center’s latest briefing book, which serves as a nonpartisan reference guide for lawmakers, agencies and community stakeholders.
Among the critical questions the Guinn Center is examining:
• How are Nevada’s taxpayer dollars being spent, and how has that changed over time?
• What caused Nevada to experience the third-largest drop in labor force participation after the COVID-19 pandemic?
• How can the state’s early childhood systems be made more efficient and family-friendly?
• What can Nevada do to address rising housing costs?

Tolles emphasized the Guinn Center’s mission to provide actionable, data-informed insights that support better decision-making across sectors.
EMPLOYER RETIREMENT PLAN MANDATE FOR NEVADANS
This year, Nevada will become the latest state to mandate that most businesses provide a retirement plan for their employees.
SB 305, which was passed in the 2023 legislative session, will become effective July 1, 2025. It requires most employers to provide a retirement savings plan for their employees. This may include enrolling them in the state-sponsored Nevada Employee Savings Trust, or a chamber of commerce 401K plan which is available through the Vegas Chamber
EXEMPTIONS:
• Employers with an existing retirement program are exempt.
• Employers with less than five employees are exempt.
• Employers in business for less than 36 months are exempt.
A 401K plan may be preferrable over the State Plan for many businesses, because of the following advantages: tax credits of up to $5,000, higher contribution limits, actively managed investment
options, pre-tax contributions, loan options, and employer contributions.
The Vegas Chamber offers members a prenegotiated retirement plan that satisfies the SB 305 401K mandate. There is currently no start-up cost and only $100 per quarter to the employer and $4 per month per employee with a balance. There are other low fees to consider. 2024 LAS VEGAS VISITOR PROFILE STUDY ILLUSTRATES STRONG VISITOR SPENDING AND SATISFACTION

The Las Vegas Convention and Visitors Authority (LVCVA) released its latest Las Vegas Visitor Profile Study, which painted a picture of a thriving tourism economy in 2024. Conducted by the LVCVA’s Research Center since 1975, the annual report reflects evolving visitor behaviors and travel sentiments, offering insights into emerging trends, spending habits, and overall visitor satisfaction.
The Las Vegas Visitor Profile Study is a valued resource to the tourism and business communities in Southern Nevada, helping hospitality leaders better understand our visitors and improve marketing strategies for the destination. Highlights from the 2024 report include:
• Over one-half of visitors (54 percent) said that Las Vegas exceeded their expectations, an increase from 48 percent in 2023.
• Per-trip spending increased significantly year over year among all visitors for lodging, food and drink, and shopping.
• Visitors stayed longer with an average of 3.4 nights and 4.4 days, a slight increase from 3.3 nights and 4.3 days in 2023.
• One in eight visitors traveled from abroad, same as last year.
• More visitors were employed and earned higher incomes compared to last year.
• The average age of visitors was 44 years old, same as last year.
Las Vegas welcomed 41.7 million visitors in 2024, up two percent from last year and approaching the destination’s highest visitation level of 42.9 million in 2016. Las Vegas continues to evolve as the number one tourist destination, consistently delivering new and unforgettable experiences. In 2024, large-scale events such as Super Bowl LVIII, Formula 1 Las Vegas Grand Prix, and the debut of Neon City Festival in Downtown Las Vegas aided in driving visitation and spending. SPHERE, Fontainebleau Las Vegas and Durango Casino and Resort also completed their first full year of operation after opening their doors in 2023.
Additionally, visitor spending in 2024 hit an alltime high for the third consecutive year, totaling $55 billion compared to $51 billion in 2023. Driven by visitor spending on accommodations, dining, and other activities, tourism stimulates ripples of economic activity that directly support employment, wages, schools, transportation, and other public services in our community.
Insights from this study underscore Las Vegas’ commitment to continuing to redefine the visitor experience. From world-class hotels and resorts to unrivaled entertainment and global events, Las Vegas remains unmatched.

FOCUS LAS VEGAS
Focus Las Vegas helps leaders stay in -the-know about issues impacting the community. It brings them together to formulate solutions and engage in making change happen. Focus sessions are mini two-hour seminars to expand knowledge of timely topics that are relevant to being an effective leader in the community.
LEADERSHIP LAS VEGAS
Leadership Las Vegas is the premier community leadership development program inSouthern Nevada. It is ideal for executives and accomplished professionals wanting to expand their knowledge in the community to become more effective leaders.
Through the 10-month program, class members develop a deeper understanding of regional challenges and opportunities to become more effective leaders and change agents. Through a competitive application process, 60 class members are selected each year. The program has more than 1,700 alumni who have gone into significant leadership roles in national, state, and local government, business, nonprofit, and community roles. Applications are open. The deadline is April 17, at 4:00 pm.
LEADERSHIP ADVANCE
Leadership Advance is ideal for leaders at all levels who want to improve their professional leadership skills. Through Leadership Advance, companies develop a pipeline of in-house leadership talent that will drive growth in their operations and professionals gain the skills they need to advance their careers. Enrollement is open for the next class.
PUBLIC POLICY LEADERSHIP SERIES
The Public Policy Leadership Series educates community leaders on public policy and governance. The program is a partnership with the UNLV Greenspun College of Urban Affairs. Through the five-week course, class members will learn about issues impacting Nevada, public budgets and revenue sources, communication and accountability, as well as roles and responsibilities of serving in office. The class will hear from policy experts, as well as elected officials to learn practical information they need to know to become effective civic leaders.
VEGAS YOUNG PROFESSIONALS
Vegas Young Professionals is an organization for 2139 year-old professionals dedicated to identifying, engaging, developing and connecting future leaders. VYP is committed to accelerating your career, building your circle of influence and helping your community. VYP offers networking opportunities, professional development, mentorship, and community engagement. It is the largest your professionals organization in Nevada.

By the end of the program experience, class members will gain extensive experience and insights into their own leadership style, improve their leadership techniques, become a more effective communicator, and develop skills and strategies that will help them take on new leadership challenges in their organizations and in our community.
